    This report provides an update, as of July 1999, on the implementation of best available technology to control or eliminate radionuclide discharges to soil columns at facilities at the Idaho National Engineering and Environmental Laboratory in accordance with DOE Order 5400.5, ''Radiation Protection of the Public and Environment.'' The best available technology to reduce or eliminate radionuclide discharges to soil columns currently implemented by the different facilities appears to be generally effective. Therefore, the different facilities should continue their current best available technology approaches, and also implement the specific recommendations listed in this report for their respective facility.

    In 2008, the U.S. Department of Energy (DOE) began assisting selected non-nuclear weapon states in planning and preparing for implementation of the International Atomic Energy Agency’s Additional Protocol (AP). Since then, the AP international implementation program has contributed to the substantial progress made by Vietnam, Thailand, Iraq, and Malaysia in preparing for entry-into-force of the AP. An overall engagement plan has been developed with components designed to train government AP implementing agencies, inform policy makers, conduct outreach to industry and universities, make AP reporting software available and useful, and plan a detailed approach for implementing the declaration and complementary access provisions of the AP. DOE recently began collaborating with Indonesia, which has already entered the AP into force, requiring a second method of engagement somewhat different from that taken with countries that have not entered the AP into force. The AP international implementation program, administered by the International Nuclear Safeguards and Engagement Program, is working more closely with DOE’s International Nonproliferation Export Control Program to ensure countries are aware of and prepared to implement the export/import provisions of the AP. As the AP implementation program matures and helps move countries closer to entry-into-force or improved AP implementation, it is identifying characteristics of a country’s “end-state” that indicate that DOE assistance is no longer required. The U.S. AP Implementation Act and Senate Resolution of Ratification require the Administration to report annually to Congress on measures taken to achieve the adoption of the AP in non-nuclear weapon states. DOE’s AP international implementation program is a significant part of these measures. This paper describes recent developments to increase the scope and effectiveness of the program.

    Achieving sustainable development requires a revision of the present view of the nature of the city as an environment, and its relation to a larger ecosystem of which it is an essential part. The environmental health of a wilderness area is inextricably related to the environmental, and economic, health of the great urban centers. The vitality of dense metropolitan areas, where population and economic activities are concentrated, is key to the preservation of productive farm lands, wildlife habitat, and open spaces. The social and economic crisis which grips many metropolitan centers, with attendant flight of industry and development to the so-called {open_quotes}greenfields,{close_quotes} fundamentally spreads a broader crisis to our common ecosystem. This crisis is marked by the obliteration of habitat necessary for biodiversity, loss of fertile farm land, and the contamination of air, water and land, as an unescapable effect of the sprawl created by flight from the urban centers. The removal of false conceptual distinctions between the city and nature, distinctions that are unfortunately at the heart of so much of American environmental philosophy, is key to the concept of `sustainable development.` This article sets forth how the City of Chicago is implementing this understanding of the nature of the urban environment, in pursuit of sustainable development within the city.

    This report documents the Bechtel BWXT Idaho, LCC, operated facilities at the Idaho National Engineering and Environmental Laboratory that require the Best Available Technology selection process in accordance with Department of Energy Order 5400.5, Chapter II (3), Management and Control of Radioactive Materials in Liquid Discharges.1 This report differs from previous reports in that only those liquid waste streams and facilities requiring the Best Available Technology selection process will be evaluated in detail. In addition, this report will be submitted to the DOE-ID Field Office Manager for approval in accordance with DOE Order 5400.5, Chapter II, Section 3.b.(1). The report also identifies facilities addressed in last years report that do not require the Best Available Technology selection process to be completed. These facilities will not be addressed in future reports. This report reviews the following facilities: Auxiliary Reactor Area Idaho National Engineering and Environmental Laboratory Block Areas Central Facilities Area Idaho Nuclear Technology and Engineering Center Idaho Falls Facilities Power Burst Facility Radioactive Waste Management Complex Test Area North Test Reactor Area. Three facilities (Central Facilities Area Sewage Treatment Plant, Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond) at the Idaho National Engineering and Environmental Laboratory required documentation of the Best Available Technology selection process. The Idaho Nuclear Technology and Engineering Center Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond discharge wastewater that may contain process-derived radionuclides to a soil column with average radionuclide concentrations below drinking water MCLs.     The report addresses Best Available Technology per DOE Order 5400.5 in relation to wastewater discharges to the soil. In accordance with Contract Data Requirements List F.19, this report addresses the Best Available Technology requirements per Department of Energy (DOE) Order 5400.5, "Radiation Protection of the Public and the Environment", as they apply to radiological discharges to the soil for Calendar Year 2005. The report includes review of discharges for both, Battelle Energy Alliance, LLC and CH2M WG Idaho, LLC. The Best Available Technology selection process is applicable to wastewater discharges containing process derived radionuclides to surface waters, sanitary sewerages greater than five times the Derived Concentration Guideline (found in DOE Order 5400.5), and to the soil. Wastewater at the Idaho National Laboratory Site is not discharged to surface water (Big Lost River and Birch Creek) nor is it discharged to sanitary sewerages at activity levels greater than five times a Derived Concentration Guideline. Therefore, this report focuses on radiological discharges to the soil.

  16. Energy availabilities for state and local development: 1975 data volume

    The supply, demand, and net imports of seven fuel types of four final consuming sectors for Bureau of Economic Analysis Areas (BEAs), states, census regions, and the nation in 1975 are presented. The data are formatted to present regional energy availability from primary extraction as well as from regional transformation processes. Extensive tables depict energy balances between availability and use for each specific fuel. In keeping with the Metric Conversion Act of 1975, this volume is reported in joules rather than in Btu's. The objective of this series is to provide a consistent base of historic and projected energy information within a standard format. Such a framework should aid regional policymakers in their consideration of regional-growth issues that may be influenced by the regional energy system. For analysis of specific regions, however, this basic data should be supplemented by additional information which only the local policy analyst can bring to bear in his assessment of the energy conditions that characterize his region.

    This document covers the second phase of a two-part program. Phase I provided an overview of the structure and function of typical product certification/laboratory accreditation programs. This report (Phase H) provides most of the draft documents that will be necessary for the implementation of a photovoltaic (PV) module certification/laboratory accreditation program. These include organizational documents such as articles of incorporation, bylaws, and rules of procedure, as well as marketing and educational program documents. In Phase I, a 30-member criteria development committee was established to guide, review and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program. Committee members represented PV manufacturers, end users, standards and codes organizations, and testing laboratories. A similar committee was established for Phase II; the criteria implementation committee consisted of 29 members. Twenty-one of the Phase I committee members also served on the Phase II committee, which helped to provide program continuity during Phase II.

    Analytic solutions to the radiation-hydrodynamic equations are useful for verifying any large-scale numerical simulation software that solves the same set of equations. The one-dimensional, spherically symmetric Coggeshall No.9 and No.11 analytic solutions, cell-averaged over a uniform-grid have been developed to analyze the corresponding solutions from the Los Alamos National Laboratory Eulerian Applications Project radiation-hydrodynamics code xRAGE. These Coggeshall solutions have been shown to be independent of heat conduction, providing a unique opportunity for comparison with xRAGE solutions with and without the heat conduction module. Solution convergence was analyzed based on radial step size. Since no shocks are involved in either problem and the solutions are smooth, second-order convergence was expected for both cases. The global L1 errors were used to estimate the convergence rates with and without the heat conduction module implemented.

    The RAVEN code is becoming a comprehensive tool to perform probabilistic risk assessment, uncertainty quantification, and verification and validation. The RAVEN code is being developed to support many programs and to provide a set of methodologies and algorithms for advanced analysis. Scientific computer codes can generate enormous amounts of data. To post-process and analyze such data might, in some cases, take longer than the initial software runtime. Data mining algorithms/methods help in recognizing and understanding patterns in the data, and thus discover knowledge in databases. The methodologies used in the dynamic probabilistic risk assessment or in uncertainty and error quantification analysis couple system/physics codes with simulation controller codes, such as RAVEN. RAVEN introduces both deterministic and stochastic elements into the simulation while the system/physics code model the dynamics deterministically. A typical analysis is performed by sampling values of a set of parameter values. A major challenge in using dynamic probabilistic risk assessment or uncertainty and error quantification analysis for a complex system is to analyze the large number of scenarios generated. Data mining techniques are typically used to better organize and understand data, i.e. recognizing patterns in the data. This report focuses on development and implementation of Application Programming Interfaces (APIs) for different data mining algorithms, and the application of these algorithms to different databases.

  3. SU-E-T-492: Implementing a Method for Brain Irradiation in Rats Utilizing a Commercially Available Radiosurgery Irradiator

    Purpose: The purpose of the study was to implement a method for accurate rat brain irradiation using the Gamma Knife Perfexion unit. The system needed to be repeatable, efficient, and dosimetrically and spatially accurate. Methods: A platform (“rat holder”) was made such that it is attachable to the Leskell Gamma Knife G Frame. The rat holder utilizes two ear bars contacting bony anatomy and a front tooth bar to secure the rat. The rat holder fits inside of the Leskell localizer box, which utilizes fiducial markers to register with the GammaPlan planning system. This method allows for accurate, repeatable setup.A cylindrical phantom was made so that film can be placed axially in the phantom. We then acquired CT image sets of the rat holder and localizer box with both a rat and the phantom. Three treatment plans were created: a plan on the rat CT dataset, a phantom plan with the same prescription dose as the rat plan, and a phantom plan with the same delivery time as the rat plan. Results: Film analysis from the phantom showed that our setup is spatially accurate and repeatable. It is also dosimetrically accurate, with an difference between predicted and measured dose of 2.9%. Film analysis with prescription dose equal between rat and phantom plans showed a difference of 3.8%, showing that our phantom is a good representation of the rat for dosimetry purposes, allowing for +/- 3mm diameter variation. Film analysis with treatment time equal showed an error of 2.6%, which means we can deliver a prescription dose within 3% accuracy. Conclusion: Our method for irradiation of rat brain has been shown to be repeatable, efficient, and accurate, both dosimetrically and spatially. We can treat a large number of rats efficiently while delivering prescription doses within 3% at millimeter level accuracy.

    The Draft Biological Opinion on Operation of the Federal Columbia River Power System calls for the development of 1- and 5-year implementation plans. These plans will provide the roadmap for planning and subsequent implementation of actions intended to meet specific performance standards (i.e., biological objectives) in a timely manner. To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

  5. A Best Practice for Developing Availability Guarantee Language in Photovoltaic (PV) O&M Agreements.

    This document outlines the foundation for developing language that can be utilized in an Equipment Availability Guarantee, typically included in an O&M services agreement between a PV system or plant owner and an O&M services provider, or operator. Many of the current PV O&M service agreement Availability Guarantees are based on contracts used for traditional power generation, which create challenges for owners and operators due to the variable nature of grid-tied photovoltaic generating technologies. This report documents language used in early PV availability guarantees and presents best practices and equations that can be used to more openly communicate how the reliability of the PV system and plant equipment can be expressed in an availability guarantee. This work will improve the bankability of PV systems by providing greater transparency into the equipment reliability state to all parties involved in an O&M services contract.

  9. Policy Analysis of Water Availability and Use Issues for Domestic Oil Shale and Oil Sands Development

    Oil shale and oil sands resources located within the intermountain west represent a vast, and as of yet, commercially untapped source of energy. Development will require water, and demand for scarce water resources stands at the front of a long list of barriers to commercialization. Water requirements and the consequences of commercial development will depend on the number, size, and location of facilities, as well as the technologies employed to develop these unconventional fuels. While the details remain unclear, the implication is not – unconventional fuel development will increase demand for water in an arid region where demand for water often exceeds supply. Water demands in excess of supplies have long been the norm in the west, and for more than a century water has been apportioned on a first-come, first-served basis. Unconventional fuel developers who have not already secured water rights stand at the back of a long line and will need to obtain water from willing water purveyors. However, uncertainty regarding the nature and extent of some senior water claims combine with indeterminate interstate river management to cast a cloud over water resource allocation and management. Quantitative and qualitative water requirements associated with Endangered Species protection also stand as barriers to significant water development, and complex water quality regulations will apply to unconventional fuel development. Legal and political decisions can give shape to an indeterminate landscape. Settlement of Northern Ute reserved rights claims would help clarify the worth of existing water rights and viability of alternative sources of supply. Interstate apportionment of the White River would go a long way towards resolving water availability in downstream Utah. And energy policy clarification will help determine the role oil shale and oil sands will play in our nation’s future.

    The implementation of mitigation strategies and outcomes of environmental review remains a challenge for planners and regulators. While the process and content of environmental review is clearly defined, there is often little attention to what happens after the review is completed. This paper presents the results of an evaluation of the implementation of the outcomes of environmental review, specifically mitigation measures designed to respond to environmental impacts identified in the environmental impact analysis.     This report documents implementation strategies to leverage public and private resources for the development of an adequate national security workforce as part of the National Security Preparedness Project (NSPP), being performed under a U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. There are numerous efforts across the United States to develop a properly skilled and trained national security workforce. Some of these efforts are the result of the leveraging of public and private dollars. As budget dollars decrease and the demand for a properly skilled and trained national security workforce increases, it will become even more important to leverage every education and training dollar. This report details some of the efforts that have been implemented to leverage public and private resources, as well as implementation strategies to further leverage public and private resources.

    Purpose: Historically many radiation medicine programs have maintained their Quality Control (QC) test results in paper records or Microsoft Excel worksheets. Both these approaches represent significant logistical challenges, and are not predisposed to data review and approval. It has been our group's aim to develop and implement web based software designed not just to record and store QC data in a centralized database, but to provide scheduling and data review tools to help manage a radiation therapy clinics Equipment Quality control program. Methods: The software was written in the Python programming language using the Django web framework. In order to promote collaboration and validation from other centres the code was made open source and is freely available to the public via an online source code repository. The code was written to provide a common user interface for data entry, formalize the review and approval process, and offer automated data trending and process control analysis of test results. Results: As of February 2014, our installation of QAtrack+ has 180 tests defined in its database and has collected ∼22 000 test results, all of which have been reviewed and approved by a physicist via QATrack+'s review tools. These results include records for quality control of Elekta accelerators, CT simulators, our brachytherapy programme, TomoTherapy and Cyberknife units. Currently at least 5 other centres are known to be running QAtrack+ clinically, forming the start of an international user community. Conclusion: QAtrack+ has proven to be an effective tool for collecting radiation therapy QC data, allowing for rapid review and trending of data for a wide variety of treatment units. As free and open source software, all source code, documentation and a bug tracker are available to the public at https://bitbucket.org/tohccmedphys/qatrackplus/.

    Despite recent efforts in a number of developing countries to promote energy conservation (EC) and efficiency, only a fraction of EC potential has been captured, especially for projects that require significant investments. The document analyzes EC efforts in 11 countries where energy audit and/or feasibility study programs have been carried out (Bangladesh, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jordan, Pakistan, Panama, the Philippines, and Sri Lanka), covering some 1,500 EC projects involving 242 industrial companies. Cost and length of payback seem to be the determining factors for companies considering EC measures; no-cost or low-cost projects with paybacks of less than a year (such as power factor improvement projects) had the highest rate of implementation, while expensive, complicated projects (e.g., cogeneration or fuel substitution projects) were most often rejected. The document concludes, however, that the rate of implementation of EC programs has been quite high, and recommends that inexpensive, short-term projects be featured in future EC programs and increased levels of TA and financial assistance be made available to companies implementing long-term EC measures.

    A fast, safe, and cost-effective method for obtaining headspace gas samples has been developed and implemented at Los Alamos National Laboratory (LANL). A sample port is installed directly into a drum lid using a pneumatic driver, allowing sampling with a side-port needle. Testing has shown that the sample port can be installed with no release of radioactive material. Use of this system at LANL has significantly reduced the time required for sampling, and eliminates the need for many safety precautions previously used. The system has significantly improved productivity and lowered radiation exposure and cost.

Nuclear facilities spend a significant amount of training resources testing trainees. Tests are used for employee selection, qualification, requalification, certification and recertification, and promotion. Ineffective testing procedures, or inappropriate interpretation of test results, can have significant effects on both human performance and facility operations. Test development requires unique skills, and as with any skill, training and experience are needed to develop the skills. Test development, test use, test result interpretation, and test refinement, like all other aspects of the systematic approach to training, should be part of an ongoing, systematic process. For some users this document will provide a review of ideas and principles with which they are already familiar; for others it will present new concepts. While not intended to provide in-depth coverage of test theory design and development, it should provide developers, instructors, and evaluators with a foundation on which to develop sound examinations.

    Appliance energy efficiency standards and labeling (S&L) programs have been important policy tools for regulating the efficiency of energy-using products for over 40 years and continue to expand in terms of geographic and product coverage. The most common S&L programs include mandatory minimum energy performance standards (MEPS) that seek to push the market for efficient products, and energy information and endorsement labels that seek to pull the market. This study seeks to review and compare some of the earliest and most well-developed S&L programs in three countries and one region: the U.S. MEPS and ENERGY STAR, Australia MEPS and Energy Label, European Union MEPS and Ecodesign requirements and Energy Label and Japanese Top Runner programs. For each program, key elements of S&L programs are evaluated and comparative analyses across the programs undertaken to identify best practice examples of individual elements as well as cross-cutting factors for success and lessons learned in international S&L program development and implementation. The international review and comparative analysis identified several overarching themes and highlighted some common factors behind successful program elements. First, standard-setting and programmatic implementation can benefit significantly from a legal framework that stipulates a specific timeline or schedule for standard-setting and revision, product coverage and legal sanctions for non-compliance. Second, the different MEPS programs revealed similarities in targeting efficiency gains that are technically feasible and economically justified as the principle for choosing a standard level, in many cases at a level that no product on the current market could reach. Third, detailed survey data such as the U.S. Residential Energy Consumption Survey (RECS) and rigorous analyses provide a strong foundation for standard-setting while incorporating the participation of different groups of stakeholders further strengthen the process

    This project was designed to help develop the US Initiative on Joint Implementation activities in Eastern Africa. It has been communicated in meetings with representatives from the Ministry of Environment of Tanzania and the consultant group that developed Tanzania's National Climate Change Action Plan, the Centre for Energy, Environment, Science and Technology, that this project fits very well with the developmental and environmental goals of the Government of Tanzania. The goal of the Activities Implemented Jointly ruminant livestock project is to reduce ruminant methane emissions in Eastern Africa. The project plans a sustainable cattle multiplication unit (CMU) at Mabuki Ranch in the Mwanza Region of Tanzania. This CMU will focus on raising genetically improved animals to be purchased by farmers, developmental organizations, and other CMUs in Tanzania. Through the purchase of these animals farmers will raise their income generation potential and reduce ruminant methane emissions.

The main advantage of creating such a committee is that it frees the science teachers from the organizational aspects of the fair and lets them concentrate on their job of teaching science. This manual is based on information gained through a Self-Help Development pilot program that was developed by Sandia National Laboratories during the 1991--92 school year at three Albuquerque, NM, middle schools. The manual describes the techniques that were successful in the pilot program and discusses how these techniques might be implemented in other schools. This manual also discusses problems that may be encountered, including suggestions for how they might be resolved.

  9. Improving the Availability and Delivery of Critical Information for Tight Gas Resource Development in the Appalachian Basin

    To encourage, facilitate and accelerate the development of tight gas reservoirs in the Appalachian basin, the geological surveys in Pennsylvania and West Virginia collected widely dispersed data on five gas plays and formatted these data into a large database that can be accessed by individual well or by play. The database and delivery system that were developed can be applied to any of the 30 gas plays that have been defined in the basin, but for this project, data compilation was restricted to the following: the Mississippian-Devonian Berea/Murrysville sandstone play and the Upper Devonian Venango, Bradford and Elk sandstone plays in Pennsylvania and West Virginia; and the 'Clinton'/Medina sandstone play in northwestern Pennsylvania. In addition, some data were collected on the Tuscarora Sandstone play in West Virginia, which is the lateral equivalent of the Medina Sandstone in Pennsylvania. Modern geophysical logs are the most common and cost-effective tools for evaluating reservoirs. Therefore, all of the well logs in the libraries of the two surveys from wells that had penetrated the key plays were scanned, generating nearly 75,000 scanned e-log files from more than 40,000 wells. A standard file-naming convention for scanned logs was developed, which includes the well API number, log curve type(s) scanned, and the availability of log analyses or half-scale logs. In addition to well logs, other types of documents were scanned, including core data (descriptions, analyses, porosity-permeability cross-plots), figures from relevant chapters of the Atlas of Major Appalachian Gas Plays, selected figures from survey publications, and information from unpublished reports and student theses and dissertations. Monthly and annual production data from 1979 to 2007 for West Virginia wells in these plays are available as well. The final database also includes digitized logs from more than 800 wells, sample descriptions from more than 550 wells, more than 600 digital photos

    Various government entities in North Carolina have seen the need to implement specific policy which requires organizations responsible for certain development activities to perform a detailed assessment of comprehensive environmental impacts. Some governments have enacted policy, and a number of others are evaluating the need for policy implementation. The consideration of environmental effects of the development action early in the project planning process is, in many cases, an effect of the implementation of such policies, rather than a purpose. This study evaluates the varying ideals and rationale upon which local leaders have based environmental policies. Also, this study assesses the effectiveness of a variety of policies currently enacted and compares the final results of projects which have had to comply with the policies. Through the use of a survey distributed to officials responsible for policy enactment, local government personnel responsible for implementation and others involved in both public and private development, a relative assessment of effectiveness of different policies is postulated.

  11. Pebble bed modular reactor safeguards: developing new approaches and implementing safeguards by design

    The design of the Pebble Bed Modular Reactor (PBMR) does not fit or seem appropriate to the IAEA safeguards approach under the categories of light water reactor (LWR), on-load refueled reactor (OLR, i.e. CANDU), or Other (prismatic HTGR) because the fuel is in a bulk form, rather than discrete items. Because the nuclear fuel is a collection of nuclear material inserted in tennis-ball sized spheres containing structural and moderating material and a PBMR core will contain a bulk load on the order of 500,000 spheres, it could be classified as a 'Bulk-Fuel Reactor.' Hence, the IAEA should develop unique safeguards criteria. In a multi-lab DOE study, it was found that an optimized blend of: (i) developing techniques to verify the plutonium content in spent fuel pebbles, (ii) improving burn-up computer codes for PBMR spent fuel to provide better understanding of the core and spent fuel makeup, and (iii) utilizing bulk verification techniques for PBMR spent fuel storage bins should be combined with the historic IAEA and South African approaches of containment and surveillance to verify and maintain continuity of knowledge of PBMR fuel. For all of these techniques to work the design of the reactor will need to accommodate safeguards and material accountancy measures to a far greater extent than has thus far been the case. The implementation of Safeguards-by-Design as the PBMR design progresses provides an approach to meets these safeguards and accountancy needs.

    Three methods to determine the bioavailability of polycyclic aromatic hydrocarbons were modified and developed for application to polychlorinated biphenyls (PCBs). Water/XAD desorption and selective supercritical fluid extraction methods were developed to determine the rapidly-released fraction of PCBs from contaminated soils and sediments. A method to determine PCBs in sediment pore water based on solid-phase microextraction was also developed that is capable of determining low pg/mL concentrations with water samples as small as 1.5 mL.

  13. The Challenge of Limiting Greenhouse Gas Emissions Through Activities implemented Jointly in Developing Countries: A Brazilian Perspective

    This paper addresses, from the Brazilian perspective, the main problems with Joint Implementation/Activities Implemented Jointly (JI/AIJ) between industrialized (Annex I) and developing (non-Annex I) countries, as defined by the United Nations Framework Convention on Climate Change (UNFCCC). Four possible GHG emissions abatement measures are presented for Brazil: forest protection, reforestation projects for carbon sequestration or charcoal manufacturing, use of ethanol produced from sugar cane as a car fuel, and electrical energy conservation through an increase in end-use efficiencies. These four case studies form the basis of a discussion regarding the validity of developing countries' concerns about JI/AIJ. Recommendations are offered for overcoming the present shortcomings of JI/AIJ in developing countries. The primary conclusion is that Annex I countries' funding of JI/AIJ projects in developing countries in return for GHG emissions credits is not the best means to implement the UNFCCC. However, JI/AIJ projects can be a productive means of preventing global climate change if combined with other measures, including GHG emissions reduction targets for all countries involved in JI/AIJ projects and limits on the percentage of industrialized countries' emissions reductions that can be met through projects in developing countries.

    DOE set clear expectations on a cost-effective approach for achieving compliance with the Nuclear Safety Management requirements (20 CFR 830, Nuclear Safety Rule), which ensured long-term benefit to Hanford, via issuance of a nuclear safety strategy in February 2003. To facilitate implementation of these expectations, tools were developed to streamline and standardize safety analysis and safety document development with the goal of a shorter and more predictable DOE approval cycle. A Hanford Safety Analysis and Risk Assessment Handbook (SARAH) was approved to standardize methodologies for development of safety analyses. A Microsoft Excel spreadsheet (RADIDOSE) was approved for the evaluation of radiological consequences for accident scenarios often postulated at Hanford. Standard safety management program chapters were approved for use as a means of compliance with the programmatic chapters of DOE-STD-3009, ''Preparation Guide for U.S. Department of Energy Nonreactor Nuclear Facility Safety Analysis Reports''. An in-process review was developed between DOE and the Contractor to facilitate DOE approval and provide early course correction. The new Documented Safety Analysis (DSA) developed to address the operations of four facilities within the Solid Waste Operations Complex (SWOC) necessitated development of an Implementation Validation Review (IVR) process. The IVR process encompasses the following objectives: safety basis controls and requirements are adequately incorporated into appropriate facility documents and work instructions, facility personnel are knowledgeable of controls and requirements, and the DSA/TSR controls have been implemented. Based on DOE direction and safety analysis tools, four waste management nuclear facilities were integrated into one safety basis document. With successful completion of implementation of this safety document, lessons-learned from the in-process review, safety analysis tools and IVR process were documented for future action

  16. Development and Design of Cost-Effective, Real-Time Implementable Sediment and Contaminant Release Controls

    Alternative design options for integrated storm water and sediment control systems were developed and evaluated for Outfalls 008, 011 and 015 of the Paducah Gaseous Diffusion Plant. The remedial options were required to be cost effective and implementable in a relatively short timeframe. Additionally, construction activities were to minimize earth disturbance, especially with respect to excavation. The current database for storm water and effluent sediment oncentration was assessed for the three outfalls. It was concluded that there was a significant lack of data and recommendations for monitoring equipment were provided to initiate a comprehensive surface water and sediment data acquisition system. Modeling was completed for current conditions. Peak flow, runoff volume, peak sediment concentration and storm sediment load were modeled for storm events, ranging from 0.5 inches (12.7mm) to 3.0 inches (6.2mm). Predicted peak flows ranged from 2.5 cfs (0.071 m3/s) for Outfall 011 and a 0.5 inches (12.7mm) storm to 210 cfs (5.95 m3/s) for Outfall 008 and a 3.0 inches (76.2mm) storm. Additionally, the 100-yr 24-hr NRCS Type II storm was modeled. Storm sediment loads, for the corresponding outfalls and storm events, ranged from 0.1 to 9.0 tons (8.18 tonnes). Retention ponds were designed and evaluated for each of the three outfalls. The ponds had a dual function; 1) contain the storm runoff volume for smaller storm events and 2) passively treat and discharge runoff that was in excess of the ponds storage capacity. Stored runoff was transferred to alternative secondary treatment systems. The expected performance of these treatment systems was evaluated. The performance of the outfall ponds was evaluated for storm events ranging from 0.5 inches (12.7mm) to 4.0 inches (101.6mm). Outfall 011 has a watershed of 33.3 acres. Pond 011 (Outfall 011) has the largest storage capacity of the three outfalls, and therefore the highest potential for effective treatment. The predicted

They have been compiled from lessons learned through the US Department of Energy (DOE) Office of Technology Development`s Volatile Organic Compounds in Arid Soil Integrated Demonstration (VOC-Arid ID). The success of the VOC-Arid ID program was determined by the rapid development demonstration, and transfer for deployment of technologies to operational sites that improve on safety, cost, and/or schedule of performance over baseline technologies. The VOC-Arid ID successfully fielded more than 25 innovative technology field demonstrations; several of the technologies demonstrated have been successfully transferred for deployment Field demonstration is a critical element in the successful transfer of innovative technologies into environmental restoration operations. The measures of success for technology demonstrations include conducting the demonstration in a safe and controlled environment and generating the appropriate information by which to evaluate the technology. However, field demonstrations alone do not guarantee successful transfer for deployment There are many key elements throughout the development and demonstration process that have a significant impact on the success of a technology. This paper presents key elements for a successful technology demonstration and transfer for deployment identified through the experiences of the VOC-Arid ID. Also, several case studies are provided as examples.

    Acceleration in development of additional conventional hydropower requires tools and methods to perform laboratory and in-field validation of turbine performance and fish passage claims. The new-generation Sensor Fish has been developed with more capabilities to accommodate a wider range of users over a wider range of turbine designs and operating environments. It provides in situ measurements of three dimensional (3D) accelerations, 3D rotational velocities, 3D orientation, pressure, and temperature at a sampling frequency of 2048 Hz. It also has an automatic floatation system and built-in radio frequency transmitter for recovery. The relative errors of the pressure, acceleration and rotational velocity were within ±2%, ±5%, and ±5%, respectively. The accuracy of orientation was within ±4° and accuracy of temperature was ±2°C. It is being deployed to evaluate the biological effects of turbines or other hydraulic structures in several countries.

    The Hanford Analytical Services Quality Assurance Plan (HASQAP) provides a uniform standard for onsite and offsite laboratories performing analytical work in support of Hanford Site environmental cleanup initiatives. The Hanford Site is a nuclear site that originated during World War 11 and has a legacy of environmental clean up issues. In early 1993, the need for and feasibility of developing a quality assurance plan to direct all analytical activities performed to support environmental cleanup initiatives set forth in the Hanford Federal Facility Agreement and Consent Order were discussed. Several group discussions were held and from them came the HASQAP. This document will become the quality assurance guidance document in a Federal Facility Agreement and Consent Order. This paper presents the mechanics involved in developing a quality assurance plan for this scope of activity, including the approach taken to resolve the variability of quality control requirements driven by numerous regulations. It further describes the consensus building process and how the goal of uniting onsite and offsite laboratories as well as inorganic, organic, and radioanalytic disciplines under a common understanding of basic quality control concepts was achieved.

    A digital revenue metering algorithm is described. The algorithm has been tested in a microcomputer system using two 8-bit MC6800 microprocessors and 12-bit analog-to-digital converters. The tests show that the system meets the accuracy requirements of ANSI C12-1975. The algorithm demands modest computing requirements and low data sampling rates. The algorithm uses Walsh-functions and will operate with as few as 4 samples per 60-Hz cycle. For proper response to odd harmonic frequencies, higher sampling rates must be used. Third harmonic power can be handled with an 8-sample per cycle Walsh function. However, even harmonics are effectively suppressed by the algorithm. The developed algorithm is intended for use in digital data acquisition systems for substations where interchange metering is required.

    In the United States, economic growth increasingly requires that greater volumes of freshwater be made available for new users, yet supplies of freshwater are already allocated to existing users. Currently, water for new users is made available through re-allocation of xisting water supplies-for example, by cities purchasing agricultural water rights. Water may also be made available through conservation efforts and, in some locales, through the development of ''new'' water from non-traditional sources such as the oceans, deep aquifer rackish groundwater, and water reuse.

    A numerically stable, accurate, and robust form of the exponential characteristic (EC) method, used to solve the time-independent linearized Boltzmann Transport Equation, is derived using direct affine coordinate transformations on unstructured meshes of tetrahedra. This quadrature, as well as the linear characteristic (LC) spatial quadrature, is implemented in the transport code, called TETRAN. This code solves multi-group neutral particle transport problems with anisotropic scattering and was parallelized using High Performance Fortran and angular domain decomposition. A new, parallel algorithm for updating the scattering source is introduced. The EC source and inflow flux coefficients are efficiently evaluated using Broyden`s rootsolver, started with special approximations developed here. TETRAN showed robustness, stability and accuracy on a variety of challenging test problems. Parallel speed-up was observed as the number of processors was increased using an IBM SP computer system.

    The NDA mission as set out within the Energy Act 2004 and stated in the NDA strategy is clear: - 'to deliver a world class programme of safe, cost-effective, accelerated and environmentally responsible decommissioning of the UK's civil nuclear legacy in an open and transparent manner and with due regard to the socio-economic impacts on our communities. Critical to achieving the NDA main objective and overall mission is to accelerate and deliver clean-up programmes through the application of appropriate and innovative technology. The NDA remit also requires us to secure good practice by contractors and carry out and promote research into matters relating to the decommissioning and clean up of nuclear installations and sites. NDA have defined a strategic approach for the underpinning of operational and decommissioning activities where each nuclear site is required to write within the Life Time Plans (LTP) the proposed technical baseline for those activities. This enables the robustness of the activities to be assessed, the gaps and opportunities and accompanying Research and Developments (R and D) requirements to be highlighted and investment to be targeted at key technical issues. NDA also supports the development of a commercial framework where innovation is encouraged and improvements can be demonstrated against the technical baseline. In this paper we will present NDA's overall strategic approach, the benefits already realised and highlight the areas for continued development. In conclusion: The development and implementation of a strategic approach to robustly underpin the technical components of the lifetime plans for operational and decommissioning activities on NDA sites has been extremely successful. As well as showing how mature technology assumptions are and where the key gaps and risks are it has also provided a method for highlighting opportunities to improve on that baseline.   12. Developing Engineered Fuel (Briquettes) Using Fly Ash from the Aquila Coal-Fired Power Plant in Canon City and Locally Available Biomass Waste

    The objective of this research is to explore the feasibility of producing engineered fuels from a combination of renewable and non renewable energy sources. The components are flyash (containing coal fines) and locally available biomass waste. The constraints were such that no other binder additives were to be added. Listed below are the main accomplishments of the project: (1) Determination of the carbon content of the flyash sample from the Aquila plant. It was found to be around 43%. (2) Experiments were carried out using a model which simulates the press process of a wood pellet machine, i.e. a bench press machine with a close chamber, to find out the ideal ratio of wood and fly ash to be mixed to get the desired briquette. The ideal ratio was found to have 60% wood and 40% flyash. (3) The moisture content required to produce the briquettes was found to be anything below 5.8%. (4) The most suitable pressure required to extract the lignin form the wood and cause the binding of the mixture was determined to be 3000psi. At this pressure, the briquettes withstood an average of 150psi on its lateral side. (5) An energy content analysis was performed and the BTU content was determined to be approximately 8912 BTU/lb. (6) The environmental analysis was carried out and no abnormalities were noted. (7) Industrial visits were made to pellet manufacturing plants to investigate the most suitable manufacturing process for the briquettes. (8) A simulation model of extrusion process was developed to explore the possibility of using a cattle feed plant operating on extrusion process to produce briquettes. (9) Attempt to produce 2 tons of briquettes was not successful. The research team conducted a trial production run at a Feed Mill in La Junta, CO to produce two (2) tons of briquettes using the extrusion process in place. The goal was to, immediately after producing the briquettes; send them through Aquila's current system to test the ability of the briquettes to flow through

    The authors report the results from the forth year of a basinwide program to harvest northern squawfish (Ptychocheilus oregonensis) in an effort to reduce mortality due to northern squawfish predation on juvenile salmonids during their emigration from natal streams to the ocean. Earlier work in the Columbia River Basin suggested predation by northern squawfish on juvenile salmonids may account for most of the 10--20% mortality juvenile salmonids experience in each of eight Columbia and Snake River reservoirs. Modeling simulations based on work in John Day Reservoir from 1982 through 1988 indicated it is not necessary to eradicate northern squawfish to substantially reduce predation-caused mortality of juvenile salmonids. Instead, if northern squawfish were exploited at a 10--20% rate, reductions in numbers of larger, older fish resulting in restructuring of their population could reduce their predation on juvenile salmonids by 50% or more. Consequently, the authors designed and tested a sport-reward angling fishery and a commercial longline fishery in the John Day pool in 1990. They also conducted an angling fishery in areas inaccessible to the public at four dams on the mainstem Columbia River and at Ice Harbor Dam on the Snake River. Based on the success of these limited efforts, they implemented three test fisheries on a multi-pool, or systemwide, scale in 1991--a tribal longline fishery above Bonneville Dam, a sport-reward fishery, and a dam-angling fishery.

    An overview of the Fissile Material Monitor Waste Screener (FMM-WS) System is presented. This system is a multifunctional radioactive waste assay system suitable for the rapid assay of highly contaminated transuranic wastes immediately after retrieval, prior to packaging. The FMM-WS was developed for use at the Accelerated Cleanup Project (ARP) and began initial testing and operation in April 2008. The FMM-WS is currently in use and is providing needed data on transuranic (TRU) wastes with a range of material types, volumes, and densities from the Accelerated Retrieval Project (ARP).

    In 2009, the Illinois State Geological Survey (ISGS), in collaboration with the Midwest Geological Sequestration Consortium (MGSC), created a regional technology training center to disseminate carbon capture and sequestration (CCS) technology gained through leadership and participation in regional carbon sequestration projects. This technology training center was titled and branded as the Sequestration Training and Education Program (STEP). Over the last six years STEP has provided local, regional, national, and international education and training opportunities for engineers, geologists, service providers, regulators, executives, K-12 students, K-12 educators, undergraduate students, graduate students, university and community college faculty members, and participants of community programs and functions, community organizations, and others. The goal for STEP educational programs has been on knowledge sharing and capacity building to stimulate economic recovery and development by training personnel for commercial CCS projects. STEP has worked with local, national and international professional organizations and regional experts to leverage existing training opportunities and provide stand-alone training. This report gives detailed information on STEP activities during the grant period (2009-2015).

    Inverted-Annular Film-Boiling (IAFB) is one of the post-burnout heat transfer modes taking place during the reflooding phase of the loss-of-coolant accident, when the liquid at the quench front is subcooled. Under IAFB conditions, a continuous, liquid core is separated from the wall by a superheated vapour film. the heat transfer rate in IAFB is influenced by the flooding rate, liquid subcooling, pressure, and the wall geometry and temperature. These influences can be accounted by a two-fluid model with physically sound closure laws for mass, momentum and heat transfers between the wall, the vapour film, the vapour-liquid interface, and the liquid core. Such closure laws have been developed and adjusted using IAFB-relevant experimental results, including heat flux, wall temperature and void fraction data. The model is extensively assessed against data from three independent sources. A total of 46 experiments have been analyzed. The overall predictions are good. The IAFB-specific closure laws proposed have also intrinsic value, and may be used in other two-fluid models. They should allow to improve the description of post-dryout, low quality heat transfer by the safety codes.

    Purpose: To develop a cone-beam computed tomography (CT)-enabled one-step simulation-to-treatment process for the treatment of bone metastases. Methods and Materials: A three-phase prospective study was conducted. Patients requiring palliative radiotherapy to the spine, mediastinum, or abdomen/pelvis suitable for treatment with simple beam geometry ({<=}2 beams) were accrued. Phase A established the accuracy of cone-beam CT images for the purpose of gross tumor target volume (GTV) definition. Phase B evaluated the feasibility of implementing the cone-beam CT-enabled planning process at the treatment unit. Phase C evaluated the online cone-beam CT-enabled process for the planning and treatment of patients requiring radiotherapy for bone metastases. Results: Eighty-four patients participated in this study. Phase A (n = 9) established the adequacy of cone-beam CT images for target definition. Phase B (n = 45) established the quality of treatment plans to be adequate for clinical implementation for bone metastases. When the process was applied clinically in bone metastases (Phase C), the degree of overlap between planning computed tomography (PCT) and cone-beam CT for GTV and between PCT and cone-beam CT for treatment field was 82% {+-} 11% and 97% {+-} 4%, respectively. The oncologist's decision to accept the plan under a time-pressured environment remained of high quality, with the cone-beam CT-generated treatment plan delivering at least 90% of the prescribed dose to 100% {+-} 0% of the cone-beam CT planning target volume (PTV). With the assumption that the PCT PTV is the gold-standard target, the cone-beam CT-generated treatment plan delivered at least 90% and at least 95% of dose to 98% {+-} 2% and 97% {+-} 5% of the PCT PTV, respectively. The mean time for the online planning and treatment process was 32.7 {+-} 4.0 minutes. Patient satisfaction was high, with a trend for superior satisfaction with the cone-beam CT-enabled process.     Several Consulting Committee meetings have been conducted since the last annual report of activities. These included a session on 11 March 1981, held in conjunction with the International Gas Turbine Conference in Houston, TX and a gathering on 27 October 1981, which coincided with the US Department of Energy Contractors Coordination Meeting at Dearborn, Michigan. These various conferences permitted in-depth technical discussions. Regarding information exchange, thus far more than 52 reports have been provided from West German participants to their US counterparts. In response to this data, all available reports from current major United States automotive engine and ceramic component development efforts being conducted by the US DOE have been provided to West Germany. Two types of structural ceramics have been exchanged and subjected to destructive and non-destructive testing. Results from five hundred specimens are currently being evaluated. As far as scientist exchange visits, engineers from the DFVLR, IzfP and Daimler-Benz have visited AMMRC as well as numerous US contractor facilities. Further efforts have been devoted to development of life prediction methodology and both experimental and analytical progress has been made. Calculations of rotor hub transient thermal response have been compared by Ford and Daimler-Benz engineers. In conclusion, during the past year, significant progress has been achieved on all active tasks delineated under the International Energy Agency Implementing Agreement.

We have developed an Event Tracker add-on to RT and an interface for gathering, dispatching, and inserting system events into Event Tracker. Data sources include data from all components of the system.more » Data is initially sent to a defined set of data filters. The data filters are capable of discarding specified data, throttling input, handling context-sensitive input, passing data through an external shell pipe command, and compressing multiple data enteries into a single event. The filters then pass the data on to an event dispatch engine. The dispatcher can print events to the screen as they happen, track them in the database, forward them on, or pass them on to an external command. By collecting all of the data into a single database, we are able to leverage the Query Builder interface supplied by RT to create, save, and restore almost any kind of query imaginable.« less

  17. Managing spares for improved availability

    A recent survey by the U.S. Nuclear Regulatory Commission of maintenance practices at U.S. nuclear power plants confirms that spare parts availability is, to some extent, a problem at all but a few plants. Fortunately, significant improvement is possible without ballooning inventory. The vast majority of total dollar value of spare parts inventory at power generation stations, whether nuclear or fossil, is rarely used (parts or components that are used 12 or less times per year including many with a history of no use for many years). Because rarely used inventory is not effectively managed with traditional inventory management techniques, opportunities exist both to increase availability and to reduce investment. But this requires a unique statistical tool that can recommend an unbiased, economic reorder point to be used in the materials management system. Inventory Solutions Inc. (ISI) of Akron, Ohio, has developed such a tool, rarely used inventory stocking logic (RUSL), which is a user friendly decision support tool for setting spare parts reorder points. RUSL, based on statistical computations enhanced to include the most advanced techniques developed for use in aerospace and military combat-readiness, calculates the optimum stocking level to achieve the desired spare part availability at the station.

  20. Development and implementation of a site radiation protection program for a radioactive waste vitrification and RCRA clean closure project at the Savannah River Site

    The purpose of this project was to implement radiological protection program at the M-Area Vendo Treatment Facility (VTF) at the Savannah River Site. The project is unique in that it incorporates a turnkey approach to operation and control of a single waste treatment facility at a DOE site. The Vendor Treatment Facility is a temporary installation in the M-Area of the Savannah River Site consisting of buildings 341-M and 341-8M and tanks 100-7, 100-8, and 100-10. The objective of the VTF is to convert approximately 660,000 gallons of uranium and nickel-contaminated sludge to a stable glass wasteform. The scope of the VTF project also includes RCRA clean closure of the tanks following removal of the sludge. Facility-specific radiological controls for the VTF were necessary to minimize safety and health risks to occupational workers, as well as members of the general public. The Radiation Protection Program (RPP) established radiological requirements for all VTF operations and support activities. The RPP was designed and implemented to support Westinghouse Savannah River Company`s (WSRC) implementation of a radiological protection program as specified in WSRC Manual 5Q; the U.S. DOE Radiological Control Manual, DOE/EH-0256T; Occupational Radiation Protection, 10 CFR 835; and contractual commitments.

    Under the 10{sup th} Malaysian Plan, the government is expecting the renewable energy to contribute approximately 5.5% to the total electricity generation by the year 2015, which amounts to 98MW. One of the initiatives to ensure that the target is achievable was to establish the Sustainable Energy Development Authority of Malaysia. SEDA is given the authority to administer and manage the implementation of the feed-in tariff (FiT) mechanism which is mandated under the Renewable Energy Act 2011. The move to establish SEDA is commendable and the FiT seems to be attractive but there is a need to create awareness on the implementation of the solar electricity generating system (SEGS). In Malaysia, harnessing technologies related to solar energy resources have great potential for implementation. However, the main issue that plagues the implementation of SEGS is the intermittent nature of this source of energy. The availability of sunlight is during the day time, and there is a need for electrical energy storage system, so that there is electricity available during the night time as well. The meteorological condition such as clouds, haze and pollution affects the SEGS as well. The PV based SEGS is seems to be promising electricity generating system that can contribute towards achieving the 5.5% target and will be able to minimize the negative effects of utilizing fossil fuels for electricity generation on the environment. Malaysia is committed to Kyoto Protocol, which emphasizes on fighting global warming by achieving stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system. In this paper, the technical aspects of the implementation of optimum SEGS is discussed, especially pertaining to the positioning of the PV panels.

    The purpose of this study was to explore the factors influencing the implementation or the lack of implementation of advanced practitioner role in Australia. This study uses an interpretative phenomenological approach to explore the in-depth real life issues, which surround the advanced practitioner as a solution to radiologist workforce shortages in Australia. Research participants are radiographers, radiation therapists and health managers registered with the Australian Institute of Radiography (AIR) and holding senior professional and AIR Board positions with knowledge of current advanced practice. In total, seven interviews were conducted revealing education, governance, technical, people issues, change management, government, costs and timing as critical factors influencing advanced practice in Australia. Seven participants in this study perceived an advanced practice role might have major benefits and a positive impact on the immediate and long-term management of patients. Another finding is the greater respect and appreciation of each other's roles and expertise within the multidisciplinary healthcare team. Engagement is required of the critical stakeholders that have been identified as ‘blockers’ (radiologists, health departments) as well as identified allies (e.g. emergency clinicians, supportive radiologists, patient advocacy groups). The research supports that the AIR has a role to play for the professional identity of radiographers and shaping the advanced practice role in Australia.

    This report evaluates several interpolants implemented in the Digital Image Correlation Engine (DICe), an ima ge cor relation software package developed by Sandia. By interpolants we refer to the basis functions used to represent discrete pixel inten sity data as a continuous signal. Inte rpolation is used to determine intensity values in an image at non - pixel locations. It is also used, in some cases, to evaluate the x and y gradients of the image intensities. Intensity gradients subsequently guid e the optimization process. The goal of this report is to inform analysts as to the characteristics of each interpolant and provide guidance towards the best interpolant for a given dataset. This work also serves as an initial verification of each of the i nterpolants implemented.

  8. Methodology for developing and implementing alternative temperature-time curves for testing the fire resistance of barriers for nuclear power plant applications

    Advances in fire science over the past 40 years have offered the potential for developing technically sound alternative temperature-time curves for use in evaluating fire barriers for areas where fire exposures can be expected to be significantly different than the ASTM E-119 standard temperature-time exposure. This report summarizes the development of the ASTM E-119, standard temperature-time curve, and the efforts by the federal government and the petrochemical industry to develop alternative fire endurance curves for specific applications. The report also provides a framework for the development of alternative curves for application at nuclear power plants. The staff has concluded that in view of the effort necessary for the development of nuclear power plant specific temperature-time curves, such curves are not a viable approach for resolving the issues concerning Thermo-Lag fire barriers. However, the approach may be useful to licensees in the development of performance-based fire protection methods in the future.

    The overall economics of a distributed generation project is based on cost elements which include: Equipment and financing, fuel, displaced electricity cost, operation and maintenance. Of critical importance is how the facility is managed, including adequate provision for a comprehensive operator training program. Proper equipment maintenance and fuel procurement policy will also lead to greater system availability and optimal system economics. Various utility tariffs are available which may be economically attractive, with an added benefit to the utility of providing a peak shaving resource during peak periods. Changing modes of operation of the distributed generation system may affect staff readiness, require retraining and could affect maintenance costs. The degree of control and oversight that is provided during a project`s implementation and construction phases will impact subsequent maintenance and operating costs. The long term effect of siting impacts, such as building facades that restrict turbine inlet airflow will affect subsequent operations and require supplemental maintenance action. It is possible to site a variety of distributed generation technologies in settings which vary from urban to remote unattended locations with successful results from both an economic and operational perspective.

    Military maneuvers and training exercises are essential for national and world defense. These maneuvers must however be performed in a manner that will have a minimal effect on the environment and local civilians. As residential areas continue to develop near military sites, possible impacts from military traffic and exercises to these areas begin to become of greater concern. Concerns facing the military include the effects of particulate air quality and atmospheric dust dispersion caused by such maneuvers. To aid the Department of Defense with this problem, Pacific Northwest National Laboratory proposed a plan to develop, document and test a modeling system for use in dust dispersion reduction and management near government sites. To accomplish this task a user interface was developed that would be user friendly yet sophisticated enough to accommodate the needs of the client. One such need is to integrate a geographic information system (GIS) with the dust dispersion modeling software. This allows the user to enter the point, area, or line source required for the model runs. Incorporating the GIS with the software will also allow the user to view plume rise and expansion over actual data maps of the desired site. Data collected during previous field studies will be used to verify the results generated by the dust dispersion models. Thus utilizing historical, current, and user defined data, near real-time dust dispersion models will be able to aid in estimating and minimizing the effects of military exercises on the environment and nonmilitary personnel.

    This report presents results for year twelve in a basin-wide program to harvest northern pikeminnow1 (Ptychocheilus oregonensis). This program was started in an effort to reduce predation by northern pikeminnow on juvenile salmonids during their emigration from natal streams to the ocean. Earlier work in the Columbia River Basin suggested predation by northern pikeminnow on juvenile salmonids might account for most of the 10-20% mortality juvenile salmonids experience in each of eight Columbia River and Snake River reservoirs. Modeling simulations based on work in John Day Reservoir from 1982 through 1988 indicated that, if predator-size northern pikeminnow were exploited at a 10-20% rate, the resulting restructuring of their population could reduce their predation on juvenile salmonids by 50%. To test this hypothesis, we implemented a sport-reward angling fishery and a commercial longline fishery in the John Day Pool in 1990. We also conducted an angling fishery in areas inaccessible to the public at four dams on the mainstem Columbia River and at Ice Harbor Dam on the Snake River. Based on the success of these limited efforts, we implemented three test fisheries on a system-wide scale in 1991--a tribal longline fishery above Bonneville Dam, a sport-reward fishery, and a dam-angling fishery. Low catch of target fish and high cost of implementation resulted in discontinuation of the tribal longline fishery. However, the sport-reward and dam-angling fisheries were continued in 1992 and 1993. In 1992, we investigated the feasibility of implementing a commercial longline fishery in the Columbia River below Bonneville Dam and found that implementation of this fishery was also infeasible. Estimates of combined annual exploitation rates resulting from the sport-reward and damangling fisheries remained at the low end of our target range of 10-20%. This suggested the need for additional effective harvest techniques. During 1991 and 1992, we developed and tested a modified

    The concept of producing energy from hot dry rock (HDR), originally proposed in 1971 at the Los Alamos National Laboratory, contemplated the generation of electric power by injecting water into artificially created fractures in subsurface rock formations with high heat flow. Recognizing the inherent difficulties associated with HDR, the concept of Enhanced Geothermal Systems was proposed. This embraces the idea that the amount of permeability and fluid in geothermal resources varies across a spectrum, with HDR at one end, and conventional hydrothermal systems at the other. This report provides a concept for development of a ''Combined Technologies Project'' with construction and operation of a 6 MW (net) binary-cycle geothermal power plant that uses both the intermediate-depth hydrothermal system at 1,200 to 3,300 feet and a deeper EGS capable system at 3,000 to 4,000 feet. Two production/injection well pairs will be drilled, one couplet for the hydrothermal system, and one for the E GS system. High-pressure injection may be required to drive fluid through the EGS reservoir from the injection to the production well.

    TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    This report described the hanford Waste Vitrification Plant simualtion model (HWVP).The model was utilized to simulate the performance and repair of remote handling equipment utilizied at the vitrification plant. The simulation model demonstrates that the HWVP has an availability of {approx} 85%. It also shows that both the MC and CDC cranes have a high utilization factor of {approx} 70%. This means that the crane`s idle time of {approx} 30% may not be sufficient to meet off-normal events such as canister rework. A study is recommended to optimize the crane operations in these areas. The ST/ET crane`s utilization factor is 16%, indicating that it can meet upset conditions. The analysis also shows that the canyon crane has a utilization factor of 29%, or it is idle 61% of the time. This large amount of inactive time demonstrates that the crane can service failed equipment without affecting production.

    Data authentication as provided by digital signatures is a well known technique for verifying data sent via untrusted network links. Recent work has extended digital signatures to allow jointly generated signatures using threshold techniques. In addition, new proactive mechanisms have been developed to protect the joint private key over long periods of time and to allow each of the parties involved to verify the actions of the other parties. In this paper, the authors describe an application in which proactive digital signature techniques are a particularly valuable tool. They describe the proactive DSA protocol and discuss the underlying software tools that they found valuable in developing an implementation. Finally, the authors briefly describe the protocol and note difficulties they experienced and continue to experience in implementing this complex cryptographic protocol.

    Multiple kinds of knowledge management systems are operational in public and private enterprises, large and small organizations with a variety of business models that make the design, implementation and operation of integrated knowledge systems very difficult. In recent days, there has been a sweeping advancement in the information technology area, leading to the development of sophisticated frameworks and architectures. These platforms need to be used for the development of integrated knowledge management systems which provides a common platform for sharing knowledge across the enterprise, thereby reducing the operational inefficiencies and delivering cost savings. This paper discusses the knowledge framework and architecture that can be used for the system development and its application to real life need of nuclear industry. A case study of deactivation and decommissioning (D and D) is discussed with the Knowledge Management Information Tool platform and framework. D and D work is a high priority activity across the Department of Energy (DOE) complex. Subject matter specialists (SMS) associated with DOE sites, the Energy Facility Contractors Group (EFCOG) and the D and D community have gained extensive knowledge and experience over the years in the cleanup of the legacy waste from the Manhattan Project. To prevent the D and D knowledge and expertise from being lost over time from the evolving and aging workforce, DOE and the Applied Research Center (ARC) at Florida International University (FIU) proposed to capture and maintain this valuable information in a universally available and easily usable system.     In probabilistic risk assessment, it is important to have an environment where analysts have access to a shared and secured high performance computing and a statistical analysis tool package. As part of the advanced small modular reactor probabilistic risk analysis framework implementation, we have identified the need for advanced Bayesian computations. However, in order to make this technology available to non-specialists, there is also a need of a simplified tool that allows users to author models and evaluate them within this framework. As a proof-of-concept, we have implemented an advanced open source Bayesian inference tool, OpenBUGS, within the browser-based cloud risk analysis framework that is under development at the Idaho National Laboratory. This development, the “OpenBUGS Scripter” has been implemented as a client side, visual web-based and integrated development environment for creating OpenBUGS language scripts. It depends on the shared server environment to execute the generated scripts and to transmit results back to the user. The visual models are in the form of linked diagrams, from which we automatically create the applicable OpenBUGS script that matches the diagram. These diagrams can be saved locally or stored on the server environment to be shared with other users.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.

    Normally in the U.S. fusion power plant conceptual design studies, the development of the plant availability and the plant capital and operating costs makes the implicit assumption that the plant is a 10th of a kind fusion power plant. This is in keeping with the DOE guidelines published in the 1970s, the PNL report1, "Fusion Reactor Design Studies - Standard Accounts for Cost Estimates. This assumption specifically defines the level of the industry and technology maturity and eliminates the need to define the necessary research and development efforts and costs to construct a one of a kind or the first of a kind power plant. It also assumes all the "teething" problems have been solved and the plant can operate in the manner intended. The plant availability analysis assumes all maintenance actions have been refined and optimized by the operation of the prior nine or so plants. The actions are defined to be as quick and efficient as possible. This study will present a methodology to enable estimation of the availability of the one of a kind (one OAK) plant or first of a kind (1st OAK) plant. To clarify, one of the OAK facilities might be the pilot plant or the demo plant that is prototypical of the next generation power plant, but it is not a full-scale fusion power plant with all fully validated "mature" subsystems. The first OAK facility is truly the first commercial plant of a common design that represents the next generation plant design. However, its subsystems, maintenance equipment and procedures will continue to be refined to achieve the goals for the 10th OAK power plant.

    Prior to the promulgation of the OSHA Standard on Process Safety Management (PSM), the petroleum industry had a precursor developed by the American Petroleum Institute titled Recommended Practice 750, Management of Process Hazards. This Recommended Practice, though not identical with the OSHA regulation, provided the industry with a voluntary standard prior to May, 1992, when PSM went into effect. In formulating a PSM implementation strategy, one of the first decisions encountered at a facility is whether to utilize a separate group dedicated full-time to PSM issues, or to develop the program using key individuals who continue to perform their regulator job duties. Although a PSM manager may prefer one strategy over the other, this staffing decisions is normally made by senior management at the facility.

Using a relatively modest number of already available lists, it would be possible to get checks sent to essentially every non-minor individual who is currently working, unemployed, retired, disabled, or receiving AFDC. The system presented accounts for essentially 100% of the over-18 population of the US.     A computer-implemented process determines optimum configuration parameters for a buffered industrial process. A population size is initialized by randomly selecting a first set of design and operation values associated with subsystems and buffers of the buffered industrial process to form a set of operating parameters for each member of the population. An availability discrete event simulation (ADES) is performed on each member of the population to determine the product-based availability of each member. A new population is formed having members with a second set of design and operation values related to the first set of design and operation values through a genetic algorithm and the product-based availability determined by the ADES. Subsequent population members are then determined by iterating the genetic algorithm with product-based availability determined by ADES to form improved design and operation values from which the configuration parameters are selected for the buffered industrial process.

    Hydropower developments are capital-intensive, are subject to uncertainty in water availability, and have a somewhat higher construction-cost risk than thermal projects. However, a developer who selects an attractive site, arranges a good financial package, and designs and constructs a well-conceived hydropower project can earn an attractive long-term return while providing a dependable, low-cost source of energy to consumers. In the Philippines, many attractive hydropower sites are now available. As demonstrated by the attendance at the US Trade and Development Agency-sponsored Symposium on Power Development and Investment Opportunities in the Philippines, in Washington, D.C., on Sept. 21 and 22, 1993, there is a growing interest in private hydropower. Following its successful record in implementing thermal private power developments, the Philippines now offers many attractive opportunities to exploit its tremendous potential in the hydropower sector.

    In this paper, we discuss a low power embedded sensor node architecture we are developing for distributed sensor network systems deployed in a natural environment. In particular, we examine the sensor node for energy efficient processing-at-the-sensor. We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.

    This report presents results for year eleven in a basin-wide program to harvest northern pikeminnow (Ptychocheilus oregonensis). This program was started in an effort to reduce predation by northern pikeminnow on juvenile salmonids during their emigration from natal streams to the ocean. Earlier work in the Columbia River Basin suggested predation by northern pikeminnow on juvenile salmonids might account for most of the 10-20% mortality juvenile salmonids experience in each of eight Columbia River and Snake River reservoirs. Modeling simulations based on work in John Day Reservoir from 1982 through 1988 indicated that, if predator-size northern pikeminnow were exploited at a 10-20% rate, the resulting restructuring of their population could reduce their predation on juvenile salmonids by 50%. To test this hypothesis, we implemented a sport-reward angling fishery and a commercial longline fishery in the John Day Pool in 1990. We also conducted an angling fishery in areas inaccessible to the public at four dams on the mainstem Columbia River and at Ice Harbor Dam on the Snake River. Based on the success of these limited efforts, we implemented three test fisheries on a system-wide scale in 1991--a tribal longline fishery above Bonneville Dam, a sport-reward fishery, and a dam-angling fishery. Low catch of target fish and high cost of implementation resulted in discontinuation of the tribal longline fishery. However, the sport-reward and dam-angling fisheries were continued in 1992 and 1993.     This paper reports on renewable portfolio standards (RPS) and how the RPS rules vary from state to state. This variation presents important challenges to successful implementation. Key issues are discussed in terms of resource availability, solar-specific provisions, and political and regulatory consistency, and their impacts on the ability to finance new renewable energy projects. This report emphasizes the fact that a successful RPS policy must balance a state's goals for fuel diversity, economic development, price effects, and environmental benefits.

Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs.     We present a formalism for the numerical implementation of general theories of dark energy, combining the computational simplicity of the equation of state for perturbations approach with the generality of the effective field theory approach. An effective fluid description is employed, based on a general action describing single-scalar field models. The formalism is developed from first principles, and constructed keeping the goal of a simple implementation into CAMB in mind. Benefits of this approach include its straightforward implementation, the generality of the underlying theory, the fact that the evolved variables are physical quantities, and that model-independent phenomenological descriptions may be straightforwardly investigated. We hope this formulation will provide a powerful tool for the comparison of theoretical models of dark energy with observational data.

    This piece of software is a new feature implemented inside an existing open-source library. Specifically, it is a new implementation of a density functional (HSE, short for Heyd-Scuseria-Ernzerhof) for a repository of density functionals, the libxc library. It fixes some numerical problems with existing implementations, as outlined in a scientific paper recently submitted for publication. Density functionals are components of electronic structure simulations, which model properties of electrons inside molecules and crystals.

    Formal sitewide environmental planning at the . Savannah River Site (SRS) began in 1986 with the development and adoption of the Strategic Environmental Plan. The Strategic Environmental Plan describes the philosophy, policy, and overall program direction of environmental programs for the operation of the SRS. The Strategic Environmental Plan (Volume 2) provided the basis for development of the Environmental Implementation Plan (EIP). The EIP is the detailed, comprehensive environmental master plan for operating contractor organizations at the SRS. The EIP provides a process to ensure that all environmental requirements and obligations are being met by setting specific measurable goals and objectives and strategies for implementation. The plan is the basis for justification of site manpower and funding requests for environmental projects and programs over a five-year planning period.

    This report documents the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. This marketing campaign builds on the research that was previously conducted, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP) being performed under a Department of Energy (DOE) / National Nuclear Security Administration (NNSA) grant. Outcome analysis was performed to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of the marketing campaign.

    The purpose of this presentation is to briefly describe the ITC, describe the Toxic Substances Control Act (TSCA) Test Submissions (TSCATS) database and how the EPA makes unpublished health and safety studies publicly available through TSCATS as a result of ITC testing recommendations and other activities and to describe some of the unpublished plant toxicity studies that are available tin TSCATS. In 1976, under section 4(e) of the Toxic Substances Control Act (TSCA), the US Congress created the ITC to implement the initial phases of testing TSCA-regulable chemicals. Congress directed the ITC to: (1) make testing decisions on about 70,000 chemicals, (2) develop the TSCA Section 4(e) Priority Testing List, (3) coordinate chemical testing and (4) revise the List at least every six months. The creation, structure, functions and contributions of the ITC from 1977 to 1992 have been previously described. TSCATS is an EPA database. It is an online pointer file that identifies all the unpublished studies that have been submitted to EPA under TSCA sections 4 and 8 and as For Your Information studies. Most of the studies in TSCATS were submitted by manufacturers of chemicals that ITC has added to the Priority Testing List because EPA has published Federal Register notices requesting that manufacturers of ITC chemicals submit unpublished data under TSCA section 8 or conduct testing and submit the data that were developed under TSCA section 4. Data from plant toxicity studies indexed in TSCATS will be presented.

    Remote monitoring is being applied by the International Atomic Energy Agency (IAEA) at nuclear facilities around the world. At the Monju Reactor in Japan we have designed, developed and implemented a remote monitoring approach that can serve as a model for applying remote monitoring to facilities that are already under full-scope safeguards using unattended instrumentation. Remote monitoring implementations have historically relied upon the use of specialized data collection hardware and system design features that integrate remote monitoring into the safeguards data collection system. The integration of remote monitoring and unattended data collection increases the complexity of safeguards data collection systems. This increase in complexity necessarily produces a corresponding reduction of system reliability compared to less-complex unattended monitoring systems. At the Monju facility we have implemented a remote monitoring system that is decoupled from the activity of safeguards data collection. In the completed system the function of remote data transfer is separated from the function of safeguards data collection. As such, a failure of the remote monitoring function cannot produce an associated loss of safeguards data, as is possible with integrated remote-monitoring implementations. Currently, all safeguards data from this facility is available to the IAEA on a 24/7 basis. This facility employs five radiation-based unattended systems, video surveillance and numerous optical seal systems. The implementation of remote monitoring at this facility, while increasing the complexity of the safeguards system, is designed to avoid any corresponding reduction in reliability of the safeguards data collection systems by having decoupled these functions. This design and implementation can serve as a model for implementation of remote monitoring at nuclear facilities that currently employ unattended safeguards systems.

  4. Marketing Strategy and Implementation

    This report documents the preparation of materials for the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. The materials and the marketing campaign build on the research that was previously completed, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP). Previous research included outcome analysis to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of a marketing campaign divided into DISCO (Discovering Intelligence and Security Career Opportunities) for the middle school age group and DISCO…..Your Way! for high school age groups. Both campaigns have an intertwined message that focuses on the education of students in the various national security career opportunities at NNSA using the STEM concepts and the notion that almost any career they can think of has a fit within NNSA. Further, a special emphasis has been placed on the importance of obtaining a national security clearance when working at NNSA and the steps that will need to be taken during middle school, high school, and college to be allowed this opportunity.

    More than 150 countries are now Party to United Nations Framework Convention on Climate Change, which seeks as its ultimate objective, to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous human interference with the global climate system. As a step towards that goal, all Parties are to take measures to mitigate greenhouse gas emissions and to promote cooperation in the development and diffusion of technologies and practices that control or reduce emissions and enhance sinks of greenhouse gases. In the U.S. view, efforts between countries or entities within them to reduce net greenhouse gas emissions undertaken cooperatively, termed joint implementation (JI), holds significant potential both for reducing the threat of global climate change and for promoting sustainable development. To develop and operationalize the JI concept, the U.S. launched its Initiative on Joint Implementation (IJI) in October, 1993, and designed a program to attract private sector resources and to encourage the diffusion of innovative technologies to mitigate greenhouse gas emissions. The goals of U.S. IJI complement the principles of Decision 5, First Conference of the FCCC Parties, establishing an Activities Implemented Jointly pilot phase.

    10 CFR 850 defines a contractor as any entity, including affiliated entities, such as a parent corporation, under contract with DOE, including a subcontractor at any tier, with responsibility for performing work at a DOE site in furtherance of a DOE mission. The Chronic Beryllium Disease Prevention Program (CBDPP) applies to beryllium-related activities that are performed at the Lawrence Livermore National Laboratory (LLNL). The CBDPP or Beryllium Safety Program is integrated into the LLNL Worker Safety and Health Program and, thus, implementation documents and responsibilities are integrated in various documents and organizational structures. Program development and management of the CBDPP is delegated to the Environment, Safety and Health (ES&H) Directorate, Worker Safety and Health Functional Area. As per 10 CFR 850, Lawrence Livermore National Security, LLC (LLNS) periodically submits a CBDPP to the National Nuclear Security Administration/Livermore Site Office (NNSA/LSO). The requirements of this plan are communicated to LLNS workers through ES&H Manual Document 14.4, 'Working Safely with Beryllium.' 10 CFR 850 is implemented by the LLNL CBDPP, which integrates the safety and health standards required by the regulation, components of the LLNL Integrated Safety Management System (ISMS), and incorporates other components of the LLNL ES&H Program. As described in the regulation, and to fully comply with the regulation, specific portions of existing programs and additional requirements are identified in the CBDPP. The CBDPP is implemented by documents that interface with the workers, principally through ES&H Manual Document 14.4. This document contains information on how the management practices prescribed by the LLNL ISMS are implemented, how beryllium hazards that are associated with LLNL work activities are controlled, and who is responsible for implementing the controls. Adherence to the requirements and processes described in the ES&H Manual ensures that ES

    A Gen IV Materials Handbook is being developed to provide an authoritative single source of highly qualified structural materials information and materials properties data for use in design and analyses of all Generation IV Reactor Systems. The Handbook will be responsive to the needs expressed by all of the principal government, national laboratory, and private company stakeholders of Gen IV Reactor Systems. The Gen IV Materials Handbook Implementation Plan provided here addresses the purpose, rationale, attributes, and benefits of the Handbook and will detail its content, format, quality assurance, applicability, and access. Structural materials, both metallic and ceramic, for all Gen IV reactor types currently supported by the Department of Energy (DOE) will be included in the Gen IV Materials Handbook. However, initial emphasis will be on materials for the Very High Temperature Reactor (VHTR). Descriptive information (e.g., chemical composition and applicable technical specifications and codes) will be provided for each material along with an extensive presentation of mechanical and physical property data including consideration of temperature, irradiation, environment, etc. effects on properties. Access to the Gen IV Materials Handbook will be internet-based with appropriate levels of control. Information and data in the Handbook will be configured to allow search by material classes, specific materials, specific information or property class, specific property, data parameters, and individual data points identified with materials parameters, test conditions, and data source.     We report our results from the first year of a basin-wide program to harvest northern squawfish in an effort to reduce mortality due to northern squawfish predation on juvenile salmonids during their emigration from natal streams to the ocean. Earlier work in the Columbia River basin suggested predation by northern squawfish on juvenile salmonids may account for most of the 10 to 20 percent mortality juvenile salmonids experience in each of eight Columbia and Snake river reservoirs. Modeling simulations based on work in John Day Reservoir from 1982 through 1988 indicated it is not necessary to eradicate northern squawfish to substantially reduce predation-caused mortality of juvenile salmonids. Instead, if northern squawfish were exploited at a 10 to 20 percent rate, reductions in their numbers and restructuring of their populations could reduce their predation on juvenile salmonids by 50 percent or more. Consequently, we designed and tested a sport reward hook-and-line fishery and a longline fishery in the John Day pool in 1990. Based on the successfulness of these limited efforts, we implemented three test fisheries on a multi-pool or system wide scale in 1991: a tribal longline fishery, a sport reward fishery, and a dam angling (hook-and-line) fishery. In addition, we examined several alternative harvest techniques to determine their potential for use in system-wide test fisheries. Evaluation of the success of the three test fisheries conducted in 1991 in achieving a 20 percent exploitation rate on northern squawfish, together with information regarding the economic, social, and legal feasibility of sustaining each fishery, is presented in Section II of this report.

    This paper focuses on the essential, but often overlooked, elements of a pollution prevention program: the steps required for a successful implementation. As programs are being developed, attention must be given to assuring that the systems to support a successful introduction and continued improvement are in place. The goals of a pollution prevention plan (i.e. 50% reduction in toxics use and 40% reduction in hazardous waste generation within three years) must be translated into performance oriented-responsibilities taken throughout an organization, at all levels. Successful implementation requires a genuine commitment from management, employee awareness programs tailored to each type of audience, and a feedback system to assure that the program is continually changing to incorporate new pollution prevention challenges. Also, by conducting an economic analysis of pollution prevention opportunities and activities, and incorporating the results into the business decision-making process, a company is more apt to make wise and measurable performance towards its pollution prevention goals.

    ATF2 is an accelerator test facility modeled after the final focus beamline envisioned for the ILC. By the end of 2008, KEK plans to commission the ATF2 [1]. SLAC and OCEM collaborated on the design of 38 power systems for beamline magnets. The systems range in output power from 1.5 kW to 6 kW. Since high availability is essential for the success of the ILC, Collaborators employed an N+1 modular approach, allowing for redundancy and the use of a single power module rating. This approach increases the availability of the power systems. Common power modules reduces inventory and eases maintenance. Current stability requirements are as tight as 10 ppm. A novel, SLAC designed 20-bit Ethernet Power Supply Controller provides the required precision current regulation. In this paper, Collaborators present the power system design, the expected reliability, fault immunity features, and the methods for satisfying the control and monitoring challenges. Presented are test results and the status of the power systems.
