    Municipal electric utilities may take advantage of grants from the Department of Housing and Urban Development (HUD) to finance a wide range of conservation and alternative energy projects. Urban Development Action Grants (UDAG) is a flexible program aimed at creating government, community, and private industry partnerships. The grants, dispensed through the local government, provide 14 to 28 percent of a project's cost. An eligible community must meet certain demographic criteria and is informed within two months if its application is accepted. Other HUD grant programs consider poverty pockets and innovative energy proposals. (DCK)

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact. A pilot program (Early Adopters) was offered from March 1, 2011 through June 30, 2011. The Early Adopters program was designed to offer

    RePower Bainbridge and Bremerton (RePower) is a residential energy-efficiency and conservation program designed to foster a sustainable, clean, and renewable energy economy. The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs.     This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained.     VHTR (Very High Temperature Reactor) is high-efficiency nuclear reactor which is capable of generating hydrogen with high temperature of coolant. PMR (Prismatic Modular Reactor) type reactor consists of hexagonal prismatic fuel blocks and reflector blocks. The flow paths in the prismatic VHTR core consist of coolant holes, bypass gaps and cross gaps. Complicated flow paths are formed in the core since the coolant holes and bypass gap are connected by the cross gap. Distributed coolant was mixed in the core through the cross gap so that the flow characteristics could not be modeled as a simple parallel pipe system. It requires lot of effort and takes very long time to analyze the core flow with CFD analysis. Hence, it is important to develop the code for VHTR core flow which can predict the core flow distribution fast and accurate. In this study, steady state flow network analysis code is developed using flow network algorithm. Developed flow network analysis code was named as FLASH code and it was validated with the experimental data and CFD simulation results. (authors)

    In this paper, the HELIOS/CAPP code system developed for the analysis of block type VHTR cores is presented and verified against several VHTR core configurations. Verification results shows that HELIOS code predicts less negative MTC and RTC than McCARD code does and thus HELIOS code overestimates the multiplication factors at the states with high moderator and reflector temperature especially when the B{sub 4}C BP is loaded. In the depletion calculation for the VHTR single cell fuel element, the error of HELIOS code increases as burnup does. It is ascribed to the fact that HELIOS code treats some fission product nuclides with large resonances as non-resonant nuclides. In the 2-D core depletion calculation, a relatively large reactivity error is observed in the case with BP loading while the reactivity error in the case without BP loading is less than 300 pcm.     This project dealt with the plant-bacterial symbiosis that gives rise to root nodules on leguminous plants in which the bacteria carry out nitrogen fixation. Nitrogen fixation, like carbon dioxide fixation, is essential for life on planet earth, and this symbiosis is estimated to account for half of all nitrogen fixed on land. Aside from being important for the sustenance of global life, this ability allows legumes to grow without nitrogen fertilizers. Basic studies such as this project are aimed at understanding the symbiosis well enough that eventually it can be engineered into important crop species so that they no longer depend on nitrogen fertilizer for growth. The production and distribution of excessive fertilizer needed for optimal crop yields is responsible for a significant portion of the energy costs in agriculture. The specific aims of this work were to further the understanding of a bacterial factor that is essential for the symbiotic infection process. This factor is a bacterial surface molecule, lipopolysaccharide O antigen. In this project we showed that, not only the presence, but the specific structure of this molecule is crucial for infection. Although the success of bacterial infections in many pathogenic and mutualistic interactions have been shown to depend on intact O antigen, it has been very rare to establish that specific features of the structure are important. One of the features in this case is the presence of one additional methyl group on one sugar in the O antigen. It is very surprising that such a minor change should have an observable effect. This work sets the stage for biochemical studies of possible plant receptors that may be involved. During the course of this grant period, we developed a method of testing the importance of this bacterial component at stages of nodule development beyond the step that is blocked by null mutation. The method works adequately for this purpose and is being improved. It has implications for testing

    There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

    This grant was a one-year extension of another grant with the same title (DE-FG03-98ER62572). The objective of the studies was to continue in vivo evaluation of reagents to determine which changes in structure were most favorable for in vivo use. The focus of our studies was development and optimization of reagents for pretargeting alpha-emitting radionuclides At-211 or Bi-213 to cancer cells. Testing of the reagents was conducted in vitro and in animal model systems. During the funding period, all three specific aims set out in the proposed studies were worked on, and some additional studies directed at development of a method for direct labeling of proteins with At-211 were investigated. We evaluated reagents in two different approaches in 'two step' pretargeting protocols. These approaches are: (1) delivery of the radionuclide on recombinant streptavidin to bind with pretargeted biotinylated monoclonal antibody (mAb), and alternatively, (2) delivery of the radionuclide on a biotin derivative to bind with pretargeted antibody-streptavidin conjugates. The two approaches were investigated as it was unclear which will be superior for the short half-lived alpha-emitting radionuclides.

    The overall goal of this program was to develop a pilot scale facility, and design, fabricate, and market CCBs-based lightweight blocks for mine ventilation control devices, and engineered crib elements and posts for use as artificial supports in underground mines to replace similar wooden elements. This specific project was undertaken to (1) design a pilot scale facility to develop and demonstrate commercial production techniques, and (2) provide technical and marketing support to Fly Lite, Inc to operate the pilot scale facility. Fly Lite, Inc is a joint venture company of the three industrial cooperators who were involved in research into the development of CCBs-based structural materials. The Fly-Lite pilot scale facility is located in McLeansboro, Illinois. Lightweight blocks for use in ventilation stoppings in underground mines have been successfully produced and marketed by the pilot-scale facility. To date, over 16,000 lightweight blocks (30-40 pcf) have been sold to the mining industry. Additionally, a smaller width (6-inch) full-density block was developed in August-September 2002 at the request of a mining company. An application has been submitted to Mine Safety and Health Administration for the developed block approval for use in mines. Commercialization of cribs and posts has also been accomplished. Two generations of cribs have been developed and demonstrated in the field. MSHA designated them suitable for use in mines. To date, over 2,000 crib elements have been sold to mines in Illinois. Two generations of posts were also demonstrated in the field and designated as suitable for use in mines by MSHA. Negotiations are currently underway with a mine in Illinois to market about 1,000 posts per year based on a field demonstration in their mine. It is estimated that 4-5 million tons CCBs (F-fly ash or FBC fly ash) may be utilized if the developed products can be commercially implemented in U.S. coal and non-coal mines.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation.     An integrated sequence stratigraphic framework has been developed for the Lower Lagunillas and Laguna members of the Miocene Lagunillas Formation at Blocks III/IV, Lake Maracaibo. These reservoirs were discovered in the 1950s and have produced over 1132 MMBO. The Lower Lagunillas and Laguna had traditionally been interpreted as delta plain and coastal bar deposits, with each member consisting of 3 reservoir subdivisions developed as single drainage units. Subsequent engineering studies showed that this geologic model did not adequately address the heterogeneity of the reservoirs. Sedimentological interpretation of 8 cored wells led to the development of a new model which was further enhanced by integrating 210 well logs, 3D seismic data, petrophysical analysis, and production and pressure data. In this model the basal Lower Lagunillas is interpreted as a fluvially dominated upper delta plain. The upper part of the Lower Lagunillas and Laguna represents deposition in a tidally dominated lower delta plain and delta front environment. Fluctuations between tides and river floods were responsible for generating thick, very heterogeneous reservoirs. The new reservoir model provides the basis for additional development by the identification of (1) recompletion intervals, (2) low resistivity pay zones as potential targets for horizontal wells, and (3) infill drilling targets. Use of this predictive reservoir model will ensure the optimal exploitation and recovery of the remaining oil at Blocks III/IV.

    During the 1980`s a trend in automatic primary battery technologies was the replacement of silver-zinc batteries by thermal battery designs. The Standard missile (SM 2) Block IV development is a noteworthy reversal of this trend. The SM2, Block IV battery was originally attempted as a thermal battery with multiple companies attempting to develop a thermal battery design. These attempts resulted in failure to obtain a production thermal battery. A decision to pursue a silver-zinc battery design resulted in the development of a battery to supply the SM 2, Block IV (thermal battery design goal) and also the projected power requirements of the evolving SM 2, Block IVA in a single silver-zinc battery design. Several advancements in silver-zinc battery technology were utilized in this design that improve the producibility and extend the boundaries of silver-zinc batteries.

    The Residential Solar Data Center project staff in the Center for Building Technology, National Bureau of Standards, has been responsible for the establishment and operation of a computerized data base containing non-instrumented residential data generated by the Solar Heating and Cooling Demonstration Program sponsored by the Department of Energy (DoE) and the Department of Housing and Urban Development (HUD). This document includes computer reports of data contained in the Grant file, one of six computer files comprising the data base. These reports contain data recorded on applications submitted to HUD by organizations or individual builders applying for grants to build solar energy systems in new and/or existing homes. Approximately 668 grants have been awarded in six award cycles.

    Fenestration systems have numerous impacts upon the performances of buildings, including view, illumination, thermal gains and losses, and energy performance. These impacts can be positive or negative. Excellent energy savings and occupant satisfaction and productivity, and poor energy performance can result from bad design. The definition of proper fenestration design is not an easy one, since there are so many variables involved and because of the growing variability of fenestration products available. The vendors of these products make performance claims aimed at a variety of performance goals, but the list of issues addressed is seldom complete and comprehensive. Better characterization of the instantaneous energy and other performances of fenestration products is an important first step in increasing the designer's ability to create viable, cost-effective, and energy efficient designs. Next would be improved methods for calculating long-term performances. Finally we need better design tools that will incorporate new knowledge about fenestration performances in ways that enable designers rather than disable them. This report covers work done from the beginning of work on this grant late in 1984 to its end on 30 March 1990. 22 refs., 5 figs.

Finally, it should be noted that the work conducted by Professor Puckett and his students Sarah Williams and Chris Algieri and described in this final report for DOE grant # DE-FC02-03ER25579 is closely related to work performed by Professor Puckett and his students under the auspices of Professor Puckett's DOE SciDAC grant DE-FC02-01ER25473 An Algorithmic and Software Framework for Applied Partial Differential Equations: A DOE SciDAC Integrated Software Infrastructure Center (ISIC). Dr. Colella was the lead PI for this SciDAC grant, which was comprised of several research groups from DOE national laboratories and five university PI's from five different universities. In theory Professor Puckett tried to use funds from the SciDAC grant to support work directly involved in implementing algorithms developed by members of his research group at UCD as software that might be of use to Puckett's SciDAC CoPIs. (For example, see the work reported in Section 2.2.2 of this final report.) However, since there is considerable lead time spent developing such algorithms before they are ready to become `software' and research plans and goals change as the research progresses, Professor Puckett supported each member of his research group partially with funds from the SciDAC APDEC ISIC DE-FC02-01ER25473 and partially with funds from this DOE MICS grant DE-FC02-03ER25579. This has necessarily resulted in a significant overlap of project areas that were funded by both grants.     The invention herein described is the use of a block copolymer/homopolymer blend for creating nanoporous materials for transport applications. Specifically, this is demonstrated by using the block copolymer poly(styrene-block-ethylene-block-styrene) (SES) and blending it with homopolymer polystyrene (PS). After blending the polymers, a film is cast, and the film is submerged in tetrahydrofuran, which removes the PS. This creates a nanoporous polymer film, whereby the holes are lined with PS. Control of morphology of the system is achieved by manipulating the amount of PS added and the relative size of the PS added. The porous nature of these films was demonstrated by measuring the ionic conductivity in a traditional battery electrolyte, 1M LiPF.sub.6 in EC/DEC (1:1 v/v) using AC impedance spectroscopy and comparing these results to commercially available battery separators.

    Two in-vacuum undulators IVU25s and one elliptically polarized undulator EPU100 have been developed for SSRF. Two IVU25s with the same hybrid design contain about 640 Sm{sub 2}Co{sub 17} magnet blocks and the dimension of blocks is 65 Wx25 Hx9 D. The EPU100 of the APPLE-II type contains about 690 NdFeB magnet blocks with the dimension of 35 Wx35 Hx25 D. This paper describes the magnetic measurements of these magnet blocks with the Helmholtz coil measurement system for IVU25 magnet blocks and the Hall probe measurement system for EPU100 magnet blocks. The measured maximum magnetic moment deviation and the maximum angle deviation are less than {+-}1.0% and 1.1 deg. respectively both for Sm{sub 2}Co{sub 17} blocks and NdFeB blocks and satisfy the specifications of undulators.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market.     A blocking oscillator which relies on core saturation regulation to control the output pulse width is described. In this arrangement an external magnetic loop is provided in which a saturable portion forms the core of a feedback transformer used with the thermionic or semi-conductor active element. A first stationary magnetic loop establishes a level of flux through the saturation portion of the loop. A second adjustable magnet moves the flux level to select a saturation point giving the desired output pulse width. (AEC)

We study the CFT analog of this phenomenon, which we term the 'eikonalization' of conformal blocks. We show that when an operator T appears in the OPE Ο(x)Ο(0), then the large spin Fock space states [TT···T]ℓ also appear in this OPE with a computable coefficient. The sum over the exchange of these Fock space states in an correlator build the classical 'T field' in the dual AdS description. In some limits the sum of all Fock spacemore » exchanges can be represented as the exponential of a single T exchange in the 4-pt correlator of O. Our results should be useful for systematizing 1/ℓ perturbation theory in general CFTs and simplifying the computation of large spin OPE coefficients.     In this study, we developed and evaluated a brief training program for grant reviewers that aimed to increase inter-rater reliability, rating scale knowledge, and effort to read the grant review criteria. Enhancing reviewer training may improve the reliability and accuracy of research grant proposal scoring and funding recommendations. Seventy-five Public Health professors from U.S. research universities watched the training video we produced and assigned scores to the National Institutes of Health scoring criteria proposal summary descriptions. For both novice and experienced reviewers, the training video increased scoring accuracy (the percentage of scores that reflect the true rating scale values), inter-ratermore » reliability, and the amount of time reading the review criteria compared to the no video condition. The increase in reliability for experienced reviewers is notable because it is commonly assumed that reviewers—especially those with experience—have good understanding of the grant review rating scale. Our findings suggest that both experienced and novice reviewers who had not received the type of training developed in this study may not have appropriate understanding of the definitions and meaning for each value of the rating scale and that experienced reviewers may overestimate their knowledge of the rating scale. Lastly, the results underscore the benefits of and need for specialized peer reviewer training.« less

    The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. However, despite the slow program start, N2N found evidence of increasing upgrade uptake rates over time, due to delayed customer action of one to two years from N2N introduction to completion of deeper household upgrades. Two main social/behavioral principles have contributed to driving deeper upgrades in CT: 1. Word of mouth, where people share their experience with others, which leads to others to take action; and 2. Self-herding, where people follow past behavior, which leads to deeper and deeper actions within individual households.

    A broadly applicable methodology has been developed to prepare new single site catalysts on silica supports. This methodology requires of three critical components: a rigid building block that will be the main structural and compositional component of the support matrix; a family of linking reagents that will be used to insert active metals into the matrix as well as cross link building blocks into a three dimensional matrix; and a clean coupling reaction that will connect building blocks and linking agents together in a controlled fashion. The final piece of conceptual strategy at the center of this methodology involves dosing the building block with known amounts of linking agents so that the targeted connectivity of a linking center to surrounding building blocks is obtained. Achieving targeted connectivities around catalytically active metals in these building block matrices is a critical element of the strategy by which single site catalysts are obtained. This methodology has been demonstrated with a model system involving only silicon and then with two metal-containing systems (titanium and vanadium). The effect that connectivity has on the reactivity of atomically dispersed titanium sites in silica building block matrices has been investigated in the selective oxidation of phenols to benezoquinones. 2-connected titanium sites are found to be five times as active (i.e. initial turnover frequencies) than 4-connected titanium sites (i.e. framework titanium sites).

(NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     A double-pulse generator, particuiarly a double-pulse generator comprising a blocking oscillator utilizing a feedback circuit to provide means for producing a second pulse within the recovery time of the blocking oscillator, is described. The invention utilized a passive network which permits adjustment of the spacing between the original pulses derived from the blocking oscillator and further utilizes the original pulses to trigger a circuit from which other pulses are initiated. These other pulses are delayed and then applied to the input of the blocking oscillator, with the result that the output from the oscillator circuit contains twice the number of pulses originally initiated by the blocking oscillator itself.

    This report is intended to serve as a status report, which essentially transmits the data that have been collected to date on the Large Block Test (LBT). The analyses of data will be performed during FY98, and then a complete report will be prepared. This status report includes introductory material that is not needed merely to transmit data but is available at this time and therefore included. As such, this status report will serve as the template for the future report, and the information is thus preserved. The United States Department of Energy (DOE) is investigatinq the suitability of Yucca Mountain (YM) as a potential site for the nation's first high-level nuclear waste repository. As shown in Fig. 1-1, the site is located about 120 km northwest of Las Vegas, Nevada, in an area of uninhabited desert.

    This article describes the Newbold power plant, a lightweight, clean burning, and efficient engine that is designed to be used in a variety of small-engine applications, from ultralight planes to wheelchairs. A new turbo rotary-power engine brings together different design concepts from engine technology, including the rotary motion of a block, which is applied in a rotary engine, and the reciprocating motion of pistons. The new power plant also uses an air delivery system that operates similar to a turbojet engine. The turbo rotary-power engine, developed by Vernon Newbold, founder of Newbold and Associates, in Lyons, CO, produces power from the heat generated by combustion of most liquid or gaseous fuels. Production engines, expected to be built in August, will be optimized to operate using diesel fuel.

    The primary objective of this project was to develop oxidation methods appropriate for the conversion of agriculturally derived simple sugars to their corresponding diacids (aldaric acids) for use as biobased chemical building blocks for new biodegradable polymers and other materials. Principal target diacids were D-glucaric, meso-xylaric, D-mannaric and L-arabinaric acid, each to be prepared by nitric acid oxidation of the naturally occurring precursor carbohydrates (monosaccharides) D-glucose, D-xylose, D-mannose and L-arabinose, respectively, all from hydrolysis of naturally abundant plant polysaccharides. These conversions were to be designed for scale up to a level suitable for transfer first to a pilot plant scale, and then to an industrial plant scale. The core of the project involved a comprehensive study of the title oxidation employing a computer controlled reactor. The plan of action involved defining experimental parameters to allow for control of the oxidations with considerable precision and reproducibility. The prototype oxidations were typically run using ca. 0.75 molar amounts of carbohydrate, with a goal of eventually doubling the reaction size when appropriate reaction parameters were established. During the course of the funding period for this grant, the fundamentals of reaction control were established for oxidation of D-glucose, a critical component of the project given the exothermic character of the reaction. The reactions were monitored using a reliable GC/MS protocol. The glucose to glucaric acid conversion represented the most important and potentially highest value conversion. During the grant period we were able to establish one workable system to carry out the glucose to glucaric acid conversion, but were not able to optimize the process or establish a protocol that was satisfactory for a scale up to a pilot plant scale. However, the work carried out showed the possibility that with appropriate innovation and continued effort, a

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

    Light extraction blocks, and OLED lighting panels using light extraction blocks, are described, in which the light extraction blocks include various curved shapes that provide improved light extraction properties compared to parallel emissive surface, and a thinner form factor and better light extraction than a hemisphere. Lighting systems described herein may include a light source with an OLED panel. A light extraction block with a three-dimensional light emitting surface may be optically coupled to the light source. The three-dimensional light emitting surface of the block may includes a substantially curved surface, with further characteristics related to the curvature of the surface at given points. A first radius of curvature corresponding to a maximum principal curvature k.sub.1 at a point p on the substantially curved surface may be greater than a maximum height of the light extraction block. A maximum height of the light extraction block may be less than 50% of a maximum width of the light extraction block. Surfaces with cross sections made up of line segments and inflection points may also be fit to approximated curves for calculating the radius of curvature.

    Germanium blocked impurity band (BIB) photoconductors have been fabricated and characterized for responsivity, dark current, and noise equivalent power. BIB photoconductors theoretically provide an extension of the spectral response, a reduction in sensitivity to cosmic radiation and a reduction in noise characteristics compared with conventional photoconductors. Silicon BIB detectors have been successfully developed by researchers at Rockwell International, which do indeed meet their theoretical potential. In the proper configuration, these same Si BIB detectors are capable of continuous detection of individual photons in the wavelength range from 0.4 to 28 ..mu..m. Until the BIB concept was developed, detection of individual photons was only possible with photomultiplier tubes which detected visible light. Due to the successes of the Si BIB detectors, it seemed natural to extend this concept to Ge detectors, which would then allow an extension of the spectral response over conventional Ge detectors from /approximately/100 ..mu..m to /approximately/200 ..mu..m. 8 refs., 2 figs.

    All-conjugated block copolymers may be an effective route to self-assembled photovoltaic devices, but we lack basic information on the relationship between molecular characteristics and photovoltaic performance. Here, we synthesize a library of poly(3-hexylthiophene) (P3HT) block poly((9,9-dialkylfluorene)-2,7-diyl-alt-[4,7-bis(alkylthiophen-5-yl)-2,1,3-benzothiadiazole]-2',2''-diyl) (PFTBT) donor-block-acceptor all-conjugated block copolymers and carry out a comprehensive study of processing conditions, crystallinity, domain sizes, and side-chain structure on photovoltaic device performance. We find that all block copolymers studied exhibit an out-of-plane crystal orientation after deposition, and on thermal annealing at high temperatures the crystal orientation flips to an in-plane orientation. By varying processing conditions on polymer photovoltaic devices, we show thatmore » the crystal orientation has only a modest effect (15-20%) on photovoltaic performance. The addition of side-chains to the PFTBT block is found to decrease photovoltaic power conversion efficiencies by at least an order of magnitude. Through grazing-incidence X-ray measurements we find that the addition of side-chains to the PFTBT acceptor block results in weak segregation and small (< 10 nm) block copolymer self-assembled donor and acceptor domains. This work is the most comprehensive to date on all-conjugated block copolymer systems and suggests that photovoltaic performance of block copolymers depends strongly on the miscibility of donor and acceptor blocks, which impacts donor and acceptor domain sizes and purity. Lastly, strategies for improving the device performance of block copolymer photovoltaics should seek to increase segregation between donor and acceptor polymer domains.« less

    High-performance infrared hybrid focal plane arrays using 10 x 50 element Si:As Blocked-Impurity-Band (BIB) detectors (cut-off wavelength = 28 ..mu..m) and matching switched MOSFET multiplexers have been developed and characterized for space astronomy. Use of impurity band conduction technology provides detectors which are nuclear radiation hard and free of the many anomalies associated with conventional silicon photoconductive detectors. Emphasis in this paper is on recent advances in detector material quality which have led to significantly improved detector and hybrid characteristics. Results demonstrating increase quantum efficiency (particular at short wavelength infrared), obtained by varying the Blocked-Impurity-Band detector properties (infrared active layer thickness and arsenic doping profile), are summarized. Read noise and dark current for different temperatures have been measured and are also described. The hybrid array performance achieved clearly demonstrates that BIB detectors are well suited for use in astronomical instrumentation.

  15. A novel power block for CSP systems

    Concentrating Solar Thermal Power (CSP) and in particular parabolic trough, is a proven large-scale solar power technology. However, CSP cost is not yet competitive with conventional alternatives unless subsidized. Current CSP plants typically include a condensing steam cycle power block which was preferably designed for a continuous operation and higher operating conditions and therefore, limits the overall plant cost effectiveness and deployment. The drawbacks of this power block are as follows: (i) no power generation during low insolation periods (ii) expensive, large condenser (typically water cooled) due to the poor extracted steam properties (high specific volume, sub-atmospheric pressure) and (iii) high installation and operation costs. In the current study, a different power block scheme is proposed to eliminate these obstacles. This power block includes a top Rankine cycle with a back pressure steam turbine and a bottoming Kalina cycle comprising another back pressure turbine and using ammonia-water mixture as a working fluid. The bottoming (moderate temperature) cycle allows power production during low insolation periods. Because of the superior ammonia-water vapor properties, the condensing system requirements are much less demanding and the operation costs are lowered. Accordingly, air cooled condensers can be used with lower economical penalty. Another advantage is that back pressure steam turbines have a less complex design than condensing steam turbines which make their costs lower. All of these improvements could make the combined cycle unit more cost effective. This unit can be applicable in both parabolic trough and central receiver (solar tower) plants. The potential advantage of the new power block is illustrated by a detailed techno-economical analysis of two 50 MW parabolic trough power plants, comparing between the standard and the novel power block. The results indicate that the proposed plant suggests a 4-11% electricity cost saving

    Nanopatterning of diamond surfaces is critical for the development of diamond-based microelectromechanical system/nanoelectromechanical system (MEMS/NEMS), such as resonators or switches. Micro-/nanopatterning of diamond materials is typically done using photolithography or electron beam lithography combined with reactive ion etching (RIE). In this work, we demonstrate a simple process, block copolymer (BCP) lithography, for nanopatterning of ultrananocrystalline diamond (UNCD) films to produce nanostructures suitable for the fabrication of NEMS based on UNCD. In BCP lithography, nanoscale self-assembled polymeric domains serve as an etch mask for pattern transfer. The authors used thin films of a cylinder-forming organic-inorganic BCP, poly(styrene-block-ferrocenyldimethylsilane), PS-b-PFS, as an etch mask on the surface of UNCD films. Orientational control of the etch masking cylindrical PFS blocks is achieved by manipulating the polymer film thickness in concert with the annealing treatment. We have observed that the surface roughness of UNCD layers plays an important role in transferring the pattern. Oxygen RIE was used to etch the exposed areas of the UNCD film underneath the BCP. Arrays of both UNCD posts and wirelike structures have been created using the same starting polymeric materials as the etch mask.

    A new method of video compression for angiographic images has been developed to achieve high compression ratio ({approximately}20:1) while eliminating block artifacts which leads to loss of diagnostic accuracy. This method adopts motion picture experts group`s (MPEG`s) motion compensated prediction to take advantage of frame to frame correlation. However, in contrast to MPEG, the error images arising from mismatches in the motion estimation are encoded by discrete wavelet transform (DWT) rather than block discrete cosine transform (DCT). Furthermore, the authors developed a classification scheme which label each block in an image as intra, error, or background type and encode it accordingly. This hybrid coding can significantly improve the compression efficiency in certain cases. This method can be generalized for any dynamic image sequences applications sensitive to block artifacts.

In one embodiment, the assigned priority is based on a numerical pattern, the first circuit changing the numerical pattern with respect to the first_request signals generated at each successive predetermined time interval.

Solvent-annealed CEO diblock films were used to template dense arrays of inorganic oxide nanodots via simple spin coating of an inorganic precursor solution atop the ordered film. The substantial chemical dissimilarity of the two blocks enables (i) selective inclusion of the inorganic precursor within the PEO domain and (ii) the formation of exceptionally small feature sizes due to a relatively large interaction parameter estimated from mean-field analysis of the order–disorder transition temperatures of compositionally symmetric samples. UV/ozone treatment following incorporation produces an ordered arrangement of oxide nanodots and simultaneously removes the block polymer template. However, we report the smallest particles (6 ± 1 nm) templated from a selective precursor insertion method to date using a block polymer scaffold.

    The present disclosure relates to photosensitive optoelectronic devices including a compound blocking layer located between an acceptor material and a cathode, the compound blocking layer including: at least one electron conducting material, and at least one wide-gap electron conducting exciton blocking layer. For example, 3,4,9,10 perylenetetracarboxylic bisbenzimidazole (PTCBI) and 1,4,5,8-napthalene-tetracarboxylic-dianhydride (NTCDA) function as electron conducting and exciton blocking layers when interposed between the acceptor layer and cathode. Both materials serve as efficient electron conductors, leading to a fill factor as high as 0.70. By using an NTCDA/PTCBI compound blocking layer structure increased power conversion efficiency is achieved, compared to an analogous device using a conventional blocking layers shown to conduct electrons via damage-induced midgap states.

    Batch ring opening transesterification copolymerization of ?-caprolactone and ?-decalactone was used to generate statistical copolymers over a wide range of compositions and molar masses. Reactivity ratios determined for this monomer pair, rCL = 5.9 and rDL = 0.03, reveal ?-caprolactone is added preferentially regardless of the propagating chain end. Relative to poly(?-caprolactone) the crystallinity and melting point of these statistical copolymers were depressed by the addition of ?-decalactone; copolymers containing greater than 31 mol% (46 wt%) ?-decalactone were amorphous. Poly(lactide)-block-poly(?-caprolactone-co-?-decalactone)-block-poly(lactide) triblock polymers were also prepared and used to explore the influence of midblock composition on the temperature dependent Flory-Huggins interaction parameter (?). In addition, uniaxial extension tests were used to determine the effects of midblock composition, poly(lactide) content, and molar mass on the mechanical properties of these new elastomeric triblocks.

Here, we demonstrate how photo-thermal gradients can be used to control the ordering of block-copolymer thin films. Highly localized laser heating leads to intense thermal gradients, which induce a thermophoretic force on morphological defects. This increases the ordering kinetics by at least 3 orders-of-magnitude, compared to conventional oven annealing. By simultaneously exploiting the thermal gradients to induce shear fields, we demonstrate uniaxial alignment of a block-copolymer film in lessmore » than a second.
