    SciTech Connect (OSTI)

    Zimring, Mark; Fuller, Merrian

    2011-01-24

The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

  12. Ultracapacitor/battery electronic interface development. Final report

    SciTech Connect (OSTI)

    King, R.D.; Salasoo, L.; Schwartz, J.; Cardinal, M.

    1998-06-30

A flexible, highly efficient laboratory proof-of-concept Ultracapacitor/Battery Interface power electronic circuit with associated controls was developed on a cost-shared contract funded by the US Department of Energy (DOE), the New York State Energy Research and Development Authority (NYSERDA), and the General Electric Company (GE). This power electronic interface translates the varying dc voltage on an ultracapacitor with bi-directional power flow to the dc bus of an inverter-supplied ac propulsion system in an electric vehicle application. In a related application, the electronic interface can also be utilized to interface a low-voltage battery to a dc bus of an inverter supplied ac propulsion system. Variations in voltage for these two intended applications occur (1) while extracting energy (discharge) or supplying energy (charge) to an ultracapacitor, and (2) while extracting energy (discharge) or supplying energy (charge) to a low-voltage battery. The control electronics of this interface is designed to be operated as a stand-alone unit acting in response to an external power command. However, the interface unit`s control is not configured to provide any of the vehicle system control functions associated with load leveling or power splitting between the propulsion battery and the ultracapacitor in an electric or hybrid vehicle application. A system study/preliminary design effort established the functional specification of the interface unit, including voltage, current, and power ratings, to meet the program objectives and technical goals for the development of a highly efficient ultracapacitor/battery electronic interface unit; and performed a system/application study of a hybrid-electric transit bus including an ultracapacitor and appropriate electronic interface. The maximum power capability of the ultracapacitor/battery electronic interface unit is 25 kW.

The New York State Energy Research and Development Authority (NYSERDA) is interested in finding cost-effective solutions for deep energy retrofits (DERs) related to exterior wall insulation in a cold climate, with targets of 50% peak load reduction and 50% space conditioning energy savings. The U.S. Department of Energy Building America team, IBACOS, in collaboration with GreenHomes America, Inc. (GHA), was contracted by NYSERDA to research exterior wall insulation solutions. In addition to exterior wall insulation, the strategies included energy upgrades where needed in the attic, mechanical and ventilation systems, basement, band joist, walls, and floors. Under Building America, IBACOS is studying the impact of a “thermal enclosure” DER on the sizing of the space conditioning system and the occupant comfort if the thermal capacity of the heating and cooling system is dramatically downsized without any change in the existing heating and cooling distribution system (e.g., size, tightness and supply outlet configurations).

    1994-08-01

In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

  17. The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

    SciTech Connect (OSTI)

    Pratt, R.G.; Miller, J.D.

    1998-09-01

This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    SciTech Connect (OSTI)

    Foote, K.C.; DeVoe, J.F.

    1997-01-01

The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.

  10. Roles and Delegation of Authority (R/DA) System

    SciTech Connect (OSTI)

    ABBOTT,JOHN P.; HUTCHINS,JAMES C.; SCHOCH,DAVID G.

    1999-11-01

The processes of defining managerial roles and providing for delegation of authority are essential to any enterprise. At most large organizations, these processes are defined in policy manuals and through sets of standard operating procedures for many, if not all, business and administrative functions. Many of these staff-initiated, administrative functions require the routing of documents for approval to one or more levels of management. These employee-oriented, back office types of workflows tend to require more flexibility in determining to whom these documents should go to, while, at the same time, providing the responsible parties with the flexibility to delegate their approval authority or allow others to review their work. Although this practice is commonplace in manual, paper-based processes that exist in many organizations, it is difficult to provide the same flexibility in the more structured, electronic-based, workflow systems. The purpose of this report is to present a framework or architecture for creating a R/DA system and provide some insights associated with its design and utilization. To improve understanding and clarify subsequent discussion, the goals and requirements for the major R/DA system components, namely, the database and interface modules, are initially presented along with the identification of important concepts and the definition of critical terms. Next high-level functions relating the types of inputs to the outputs of the R/DA interface module are introduced and discussed. Then the relationships between the major R/DA modules and the primary components associated with its creation and maintenance are presented and analyzed. Finally, some conclusions are drawn relative to the advantages associated with developing a R/DA system for use in implementing an enterprise-wide, work-facilitating information system.

  12. New York State low-level radioactive waste status report for 1998

    SciTech Connect (OSTI)

    Voelk, H.

    1999-06-01

This report summarizes data on low-level radioactive waste (LLRW) generated in New York State: it is based on reports from generators that must be filed annually with the New York State Energy Research and Development Authority (NYSERDA) and on data from the US Department of Energy (US DOE). The New York State Low-Level Radioactive Waste Management Act (State Act) requires LLRW generators in the State to submit annual reports detailing the classes and quantities of waste generated. This is the 13th year generators have been required to submit these reports to NYSERDA. The data are summarized in a series of tables and figures. There are four sections in the report. Section 1 covers volume, activity, and other characteristics of waste shipped for disposal in 1998. Activity is the measure of a material`s radioactivity, or the number of radiation-emitting events occurring each second. Section 2 summarizes volume, activity, and other characteristics of waste held for storage as of December 31, 1998. Section 3 shows historical LLRW generation and includes generators` projections for the next five years. Section 4 provides a list, by county, of all facilities from which 1998 LLRW reports were received. 2 figs., 23 tabs.

Techniques and tools for quantum key distribution ("QKD") between a quantum communication ("QC") card, base station and trusted authority are described herein. In example implementations, a QC card contains a miniaturized QC transmitter and couples with a base station. The base station provides a network connection with the trusted authority and can also provide electric power to the QC card. When coupled to the base station, after authentication by the trusted authority, the QC card acquires keys through QKD with a trusted authority. The keys can be used to set up secure communication, for authentication, for access control, or for other purposes. The QC card can be implemented as part of a smart phone or other mobile computing device, or the QC card can be used as a fillgun for distribution of the keys.

Bonanni, John Chair, Morris County Improvement Authority

    2013-05-01

The Morris County Improvement Authority (Authority), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (Solar Projects) at fifteen (15) sites for seven (7) local government units (Local Units) in and including the County. The Program uses a Power Purchase Agreement (PPA) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    2009-05-01

The Open Science Grid (OSG) and the Enabling Grids for E-sciencE (EGEE) have a common security model, based on Public Key Infrastructure. Grid resources grant access to users because of their membership in a Virtual Organization (VO), rather than on personal identity. Users push VO membership information to resources in the form of identity attributes, thus declaring that resources will be consumed on behalf of a specific group inside the organizational structure of the VO. Resources contact an access policies repository, centralized at each site, to grant the appropriate privileges for that VO group. Before the work in this paper, despite the commonality of the model, OSG and EGEE used different protocols for the communication between resources and the policy repositories. Hence, middleware developed for one Grid could not naturally be deployed on the other Grid, since the authorization module of the middleware would have to be enhanced to support the other Grid's communication protocol. In addition, maintenance and support for different authorization call-out protocols represents a duplication of effort for our relatively small community. To address these issues, OSG and EGEE initiated a joint project on authorization interoperability. The project defined a common communication protocol and attribute identity profile for authorization call-out and provided implementation and integration with major Grid middleware. The activity had resonance with middleware development communities, such as the Globus Toolkit and Condor, who decided to join the collaboration and contribute requirements and software. In this paper, we discuss the main elements of the profile, its implementation, and deployment in EGEE and OSG. We focus in particular on the operations of the authorization infrastructures of both Grids.

    2012-05-30

Prior to 2008, transfers of radioactive material within the Savannah River Site (SRS) boundary, referred to as onsite transfers, were authorized by Transportation Safety Basis (TSB) documents that only required approval by the SRS contractor. This practice was in accordance with the existing SRS Transportation Safety Document (TSD). In 2008 the Department of Energy Savannah River Field Office (DOE-SR) requested that the SRS TSD be revised to require DOE-SR approval of all Transportation Safety Basis (TSB) documents. As a result, the primary SRS contractor embarked on a multi-year campaign to consolidate old or generate new TSB documents and obtain DOE-SR approval for each. This paper focuses on the challenges incurred during the rewriting or writing of and obtaining DOE-SR approval of all Savannah River Site Onsite Transportation Safety Basis documents.

    1997-08-01

Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

The state of New York through the New York State Energy Research and Development Authority (NYSERDA) has developed a suite of digester projects throughout the state to assess the potential for anaerobic digestion systems to improve manure management and concurrently produce energy through the production of heat and electrical power using the biogas produced from the digesters. Dairies comprise a significant part of the agribusiness and economy of the state of New York. Improving the energy efficiency and environmental footprint of dairies is a goal of NYSERDA. SUNY Morrisville State College (MSC) is part of a collection of state universities, dairy farms, cooperatives, and municipalities examining anaerobic digestion systems to achieve the goals of NYSERDA, the improvement of manure management, and reducing emissions to local dairy animal sites. The process for siting a digester system at the MSCs free-stall Dairy Complex was initiated in 2002. The project involved the construction of an anaerobic digester that can accommodate the organic waste generated at Dairy complex located about a mile southeast of the main campus. Support for the project was provided through funding from the New York State Energy Research and Development Authority (NYSERDA) and the New York State Department of Agriculture and Markets. The DOE contribution to the project provided additional resources to construct an expanded facility to handle waste generated from the existing free-stall dairy and the newly-constructed barns. Construction on the project was completed in 2006 and the production of biogas started soon after the tanks were filled with the effluent generated at the Dairy Complex. The system has been in operation since December 17, 2006. The generated biogas was consistently flared starting from December 20, 2006, and until the operation of the internal combustion engine/generator set were first tested on the 9th of January, 2007. Flaring the biogas continued until the interconnect with the power grid was approved by NYSEG (the electrical power provider) and the combined heat and power generation (CHP) system was authorized to start on February 27, 2007. The system has been in operation since February 28, 2007, and is generating 45 to 50 kW of electrical power on continuous basis. The completed project will ultimately allow for investigating the facility of utilizing organic waste from a dairy operation in a hard-top plug-flow methane digester with the ultimate goal of reducing environmental risk, increasing economic benefits, and demonstrating the viability of an anaerobic methane digestion system. Many benefits are expected as a result of the completed project including our better understanding of the anaerobic digestion process and its management as well as the facility to utilize the methane digester as a demonstration site for dairy producers, farmers, and organic waste producers in New York State and the Northeast. Additional benefits include helping current and future students in dairy science and technology, agricultural business, environmental sciences, agricultural engineering, and other disciplines develop better understanding of underutilized biomass alternative energy technologies, environmental conservation, environmental stewardship, and sustainable agriculture.

  14. Peak Dose Assessment for Proposed DOE-PPPO Authorized Limits

    SciTech Connect (OSTI)

    Maldonado, Delis

    2012-06-01

The Oak Ridge Institute for Science and Education (ORISE), a U.S. Department of Energy (DOE) prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct a peak dose assessment in support of the Authorized Limits Request for Solid Waste Disposal at Landfill C-746-U at the Paducah Gaseous Diffusion Plant (DOE-PPPO 2011a). The peak doses were calculated based on the DOE-PPPO Proposed Single Radionuclides Soil Guidelines and the DOE-PPPO Proposed Authorized Limits (AL) Volumetric Concentrations available in DOE-PPPO 2011a. This work is provided as an appendix to the Dose Modeling Evaluations and Technical Support Document for the Authorized Limits Request for the C-746-U Landfill at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky (ORISE 2012). The receptors evaluated in ORISE 2012 were selected by the DOE-PPPO for the additional peak dose evaluations. These receptors included a Landfill Worker, Trespasser, Resident Farmer (onsite), Resident Gardener, Recreational User, Outdoor Worker and an Offsite Resident Farmer. The RESRAD (Version 6.5) and RESRAD-OFFSITE (Version 2.5) computer codes were used for the peak dose assessments. Deterministic peak dose assessments were performed for all the receptors and a probabilistic dose assessment was performed only for the Offsite Resident Farmer at the request of the DOE-PPPO. In a deterministic analysis, a single input value results in a single output value. In other words, a deterministic analysis uses single parameter values for every variable in the code. By contrast, a probabilistic approach assigns parameter ranges to certain variables, and the code randomly selects the values for each variable from the parameter range each time it calculates the dose (NRC 2006). The receptor scenarios, computer codes and parameter input files were previously used in ORISE 2012. A few modifications were made to the parameter input files as appropriate for this effort. Some of these changes included increasing the time horizon beyond 1,050 years (yr), and using the radionuclide concentrations provided by the DOE-PPPO as inputs into the codes. The deterministic peak doses were evaluated within time horizons of 70 yr (for the Landfill Worker and Trespasser), 1,050 yr, 10,000 yr and 100,000 yr (for the Resident Farmer [onsite], Resident Gardener, Recreational User, Outdoor Worker and Offsite Resident Farmer) at the request of the DOE-PPPO. The time horizons of 10,000 yr and 100,000 yr were used at the request of the DOE-PPPO for informational purposes only. The probabilistic peak of the mean dose assessment was performed for the Offsite Resident Farmer using Technetium-99 (Tc-99) and a time horizon of 1,050 yr. The results of the deterministic analyses indicate that among all receptors and time horizons evaluated, the highest projected dose, 2,700 mrem/yr, occurred for the Resident Farmer (onsite) at 12,773 yr. The exposure pathways contributing to the peak dose are ingestion of plants, external gamma, and ingestion of milk, meat and soil. However, this receptor is considered an implausible receptor. The only receptors considered plausible are the Landfill Worker, Recreational User, Outdoor Worker and the Offsite Resident Farmer. The maximum projected dose among the plausible receptors is 220 mrem/yr for the Outdoor Worker and it occurs at 19,045 yr. The exposure pathways contributing to the dose for this receptor are external gamma and soil ingestion. The results of the probabilistic peak of the mean dose analysis for the Offsite Resident Farmer indicate that the average (arithmetic mean) of the peak of the mean doses for this receptor is 0.98 mrem/yr and it occurs at 1,050 yr. This dose corresponds to Tc-99 within the time horizon of 1,050 yr.

    SciTech Connect (OSTI)

    Wagner, C.D.; Newell, V.A.

    1995-12-31

Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

  3. Ultra Low Sulfur Home Heating Oil Demonstration Project

    SciTech Connect (OSTI)

    Batey, John E.; McDonald, Roger

    2015-09-30

This Ultra Low Sulfur (ULS) Home Heating Oil Demonstration Project was funded by the New York State Energy Research and Development Authority (NYSERDA) and has successfully quantified the environmental and economic benefits of switching to ULS (15 PPM sulfur) heating oil. It advances a prior field study of Low Sulfur (500 ppm sulfur) heating oil funded by NYSERDA and laboratory research conducted by Brookhaven National Laboratory (BNL) and Canadian researchers. The sulfur oxide and particulate matter (PM) emissions are greatly reduced as are boiler cleaning costs through extending cleaning intervals. Both the sulfur oxide and PM emission rates are directly related to the fuel oil sulfur content. The sulfur oxide and PM emission rates approach near-zero levels by switching heating equipment to ULS fuel oil, and these emissions become comparable to heating equipment fired by natural gas. This demonstration project included an in-depth review and analysis of service records for both the ULS and control groups to determine any difference in the service needs for the two groups. The detailed service records for both groups were collected and analyzed and the results were entered into two spreadsheets that enabled a quantitative side-by-side comparison of equipment service for the entire duration of the ULS test project. The service frequency for the ULS and control group were very similar and did indicate increased service frequency for the ULS group. In fact, the service frequency with the ULS group was slightly less (7.5 percent) than the control group. More than 1 million HUD-supported public housing units provide rental housing for eligible low-income families across the country. A survey of over 100 PHAs across the country indicated that there is a high level of interest in developing low cost solutions that improve energy efficiency and can be seamlessly included in the refurbishment process. Further, PHAs, have incentives (both internal and external) to reduce utility bills. ARIES worked with two public housing authorities (PHAs) to develop packages of energy efficiency retrofit measures the PHAs can cost effectively implement with their own staffs in the normal course of housing operations at the time when units are refurbished between occupancies. The energy efficiency turnover protocols emphasized air infiltration reduction, duct sealing and measures that improve equipment efficiency. ARIES documented implementation in ten housing units. Reductions in average air leakage were 16-20% and duct leakage reductions averaged 38%. Total source energy consumption savings was estimated at 6-10% based on BEopt modeling with a simple payback of 1.7 to 2.2 years. Implementation challenges were encountered mainly related to required operational changes and budgetary constraints. Nevertheless, simple measures can feasibly be accomplished by PHA staff at low or no cost. At typical housing unit turnover rates, these measures could impact hundreds of thousands of unit per year nationally.

The Solid Waste Authority of Palm Beach County (SWA) manages a waste-to-energy facility and landfill adjacent to a site which, during the 1985 Florida drought, served as the largest communal Snail Kite (Rostrhamus sociabilis plumbeus) roost documented in the United States. Listed as an endangered species, the Snail Kite initiated a Section 7 consulation process as a USCOAE Dredge & Fill permit was sought for construction in 1987. In response to environmental permit requirements, SWA developed and implemented a Wildlife Conservation & Management Program which evaluated the roost`s response to activities associated with site development. Specifically, a seven-year bird monitoring program was conducted on kite usage of this roost from 1987-1993. Impact assessment was expanded to include monitoring the mixed-species wading bird colony which inhabits the same roosting area. Monitoring at the community level serves as a better environmental indicator because Snail Kites are nomadic and respond to regional water level changes. This paper gives an overview of the environmental concerns and approach taken to monitor the roost, describes the different components of the bird monitoring program, and summarizes the findings of the 7-year data collection. An evaluation of the SWA project with regards to impacts on Snail Kite and wading bird usage of the area is also discussed.

The Tennessee Valley Authority (TVA) Technology Innovation, Energy Efficiency, Power Delivery and Utilization Office funded and managed a showcase demonstration located in the suburbs of west Knox county, Tennessee. Work started March 2008 with the goal of documenting best practices for retrofitting existing homes and for building new high-efficiency homes. The Oak Ridge National Laboratory and the Electric Power Research Institute (EPRI) provided technical support. An analytical base was developed for helping homeowners, homebuyers, builders, practitioners and the TVA make informed economic decisions for the materials and incentives necessary to build a new high-efficiency home or retrofit an existing home. New approaches to more efficiently control active energy subsystems and information for selecting or upgrading to Energy Star appliances, changing all lights to 100% CFL s and upgrading windows to low-E gas filled glazing yields a 40% energy savings with neutral cash flow for the homeowner. Passive designs were reviewed and recommendations made for envelope construction that is durable and energy efficient. The Campbell Creek project complements the DOE Building Technologies Program strategic goal. Results of the project created technologies and design approaches that will yield affordable energy efficient homes. The 2010 DOE retrofit goals are to find retrofit packages that attain 30% whole house energy savings as documented by pre and post Home Energy rating scores (HERS). Campbell Creek met these goals.

    2010-02-01

With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept means various forms of collaboration between individual BAs must manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as ACE diversity interchange (ADI), wind only BA, BA consolidation, dynamic scheduling, regulation and load following sharing, extreme event impact study are discussed in this report. The objective of such strategies is to allow individual BAs within a large power grid to help each other deal with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics such as capacity, ramp rate, ramp duration, energy and cycling requirements to evaluate the performances of different virtual BA strategies. The report builds a systematic framework for evaluating BA consolidation and coordination. Results for case studies show that significant economic and reliability benefits can be gained. The merits and limitation of each virtual BA strategy are investigated. The report provides guidelines for the power industry to evaluate the coordination or consolidation method. The application of the developed strategies in cooperation with several regional BAs is in progress for several off-spring projects.

    SciTech Connect (OSTI)

    Snaith, Beverly A

    2013-09-15

Radiography, the allied health profession, has changed beyond recognition over the last century; however, in academic terms radiography is a relatively young profession. It is therefore still establishing its professional knowledge base. This article uses peer-review author productivity distribution to evaluate its scholarly maturity. Four peer-reviewed journals in medical radiation sciences were examined over an 8-year period (20042011) and author productivity was compared to Lotka's law. Further analysis of the most prolific authors provided an evaluation of their characteristics. The 1306 unique authors contributed 835 articles during the study period. Of these, 1012 (77.5%) contributed only one article to the journals studied, with an inverse power relationship of author productivity. At the 0.1 level of significance, radiography does not fit Lotka's law (n = ?2.334; c = 0.712; D{sub max} = 0.0627; Critical threshold = 0.0337). There was a significant correlation between the most prolific authors and collaboration (P = 0.002), although variation was noted in author discipline and location. The results of this study add to the discussion of radiography scholarship and demonstrate that the radiography authors have similar productivity distribution to other professions, but do not follow Lotka's law.

    SciTech Connect (OSTI)

    Watkins, R.; Loftin, B.; Hoang, D.

    2010-03-04

The U.S. Department of Transportation (DOT) Specification 6M packaging was in extensive use for more than 40 years for in-commerce shipments of Type B quantities of fissile and radioactive material (RAM) across the USA, among the Department of Energy (DOE) laboratories, and between facilities in the DOE production complex. In January 2004, the DOT Research and Special Programs Administration (RSPA) Agency issued a final rule in the Federal Register to ammend requirements in the Hazardous Materials Regulations (HMR) pertaining to the transportation of radioactive materials. The final rule became effective on October 1, 2004. One of those changes discontinued the use of the DOT specification 6M, along with other DOT specification packagings, on October 1, 2008. A main driver for the change was due to the fact that 6M specification packagings were not supported by a Safety Analysis Report for Packagings (SARP) that was compliant with Title 10 of the Code of Federal Regulations (CFR) Part 71 (10 CFR 71). The regulatory rules for the discontinued use have been edited in Title 49 of the CFR Parts 100-185, 2004 edition and thereafter. Prior to October 1, 2008, the use of the 6M within the boundaries of the Savannah River Site (SRS), called an onsite transfer, was governed by an onsite transportation document that referenced 49 CFR Parts 100-185. SRS had to develop an Onsite Safety Assessment (OSA) which was independent of 49 CFR in order to justify the continued use of the DOT Specification 6M for the transfer of radioactive material (RAM) at the SRS after October 1, 2008. This paper will discuss the methodology for and difficulties associated with authorizing the DOT Specification 6M Packaging for continued use at the Savannah River Site.

Techniques and tools for implementing protocols for secure multi-party communication after quantum key distribution ("QKD") are described herein. In example implementations, a trusted authority facilitates secure communication between multiple user devices. The trusted authority distributes different quantum keys by QKD under trust relationships with different users. The trusted authority determines combination keys using the quantum keys and makes the combination keys available for distribution (e.g., for non-secret distribution over a public channel). The combination keys facilitate secure communication between two user devices even in the absence of QKD between the two user devices. With the protocols, benefits of QKD are extended to multi-party communication scenarios. In addition, the protocols can retain benefit of QKD even when a trusted authority is offline or a large group seeks to establish secure communication within the group.

  19. Seismic Imaging and Inversion: Application of Linear Theory (2012), Cambridge University Press, co-authored with Bob Stolt

    SciTech Connect (OSTI)

Weglein, Arthur B.; Stolt, Bob H.

    2012-03-01

Extracting information from seismic data requires knowledge of seismic wave propagation and reflection. The commonly used method involves solving linearly for a reflectivity at every point within the Earth, but this book follows an alternative approach which invokes inverse scattering theory. By developing the theory of seismic imaging from basic principles, the authors relate the different models of seismic propagation, reflection and imaging - thus providing links to reflectivity-based imaging on the one hand and to nonlinear seismic inversion on the other. The comprehensive and physically complete linear imaging foundation developed presents new results at the leading edge of seismic processing for target location and identification. This book serves as a fundamental guide to seismic imaging principles and algorithms and their foundation in inverse scattering theory and is a valuable resource for working geoscientists, scientific programmers and theoretical physicists.
