    In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

    The impacts of geothermal development projects are usually positive. However, without appropriate monitoring plans and mitigation actions firmly incorporated into the project planning process, there exists the potential for significant negative environmental impacts. The authors present five examples from Central America of environmental impacts associated with geothermal development activities. These brief case studies describe landslide hazards, waste brine disposal, hydrothermal explosions, and air quality issues. Improved Environmental Impact Assessments are needed to assist the developing nations of the region to judiciously address the environmental consequences associated with geothermal development.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

    Petroleum developments in the region in 1982 had a more varied pattern than in 1981 when all aspects were upbeat with varying degrees of increases. In 1982, Brazil, Mexico, and Guatemala had striking increases in oil production; Bolivia, Chile, and Colombia had moderate increases; and Argentina, Trinidad, and Venezuela reported declines. In exploration, Argentina reported several additional offshore Tierra del Fuego discoveries in the Cretaceous Springhill and 2 more encouraging gas discoveries in the Noroeste basin. Bolivia reported an oil discovery from Silurian rocks more generally considered a gas objective. Brazil extended and confirmed the Western Amazonas gas area with 2 discoveries. Colombia added 2 more spectacular oil discoveries in the Llanos basin to follow up 2 similar finds in 1981. Several countries reported that discoveries have increased the national reserves of hydrocarbons. Considering the social, political, and economic problems in several countries, along with the worldwide depression and petroleum surplus, developments in the region have been on the whole favorable.

    Petroleum developments in 1981 continued in the pattern of recent years of increasing exploration and exploitation in response to the second catastrophic surge in crude oil prices thrust on the world economy in 1979. Production of crude oil increased in Argentina, Brazil, Chile, Colombia, Guatemala, and Mexico, whereas Venezuela, Trinidad, Peru, and Bolivia experienced declines. Exploratory surveys, exploratory drilling, and development drilling all increased in most of the countries reporting. Significant successful exploratory drilling is reported for several countries. In Argentina, the producing zone of the Austral basin has been extended farther offshore, and is reportedly productive in what is apparently the upper Malvinas basin. In Brazil, extensions to several producing areas are reported in the Campos basin. Also, the Jurua gas province of western Amazonas reportedly had an encouraging extension. Colombia had several discoveries in the Magdalena basins, but the 2 Llanos discoveries are considered much more significant. For a variety of reasons, several countries have undertaken or are undertaking changes in laws and regulations to attract foreign companies into exploration risk ventures. In some countries, exploitation ventures are also offered.

  17. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

    The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. One such state is Indiana, which is now home to the largest wind plant east of the Mississippi.

    For the 25 countries described in the region, exploration activity continued to be centered in proven petroleum provinces in 1984. Exploration activity increased in Brazil, Colombia, and Venezuela. Important, successful exploration efforts continued in areas around Cano Limon field in Colombia, and Guafita and La Victoria fields in Venezuela. Notable discoveries in South America included the 42-46-1X San Martin Cretaceous discovery by Shell in the Ucayali basin in Peru, the significant oil and gas discovery at Palmar Largo ES-1 by YPF in Argentina, and the first offshore gas discovery, the Pecten 1-SPS-20 wildcat in the Santo basin in Brazil. Oil production increased in Barbados, Brazil, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. A notable increase (40%) in oil production occurred in Brazil.     Frito Lay North America (FLNA) requires technical assistance for the evaluation and implementation of renewable energy and energy efficiency projects in production facilities and distribution centers across North America. Services provided by NREL do not compete with those available in the private sector, but rather provide FLNA with expertise to create opportunities for the private sector renewable/efficiency industries and to inform FLNA decision making regarding cost-effective projects. Services include: identifying the most cost-effective project locations based on renewable energy resource data, utility data, incentives and other parameters affecting projects; assistance with feasibility studies; procurement specifications; design reviews; and other services to support FNLA in improving resource efficiency at facilities. This Cooperative Research and Development Agreement (CRADA) establishes the terms and conditions under which FLNA may access capabilities unique to the laboratory and required by FLNA. Each subsequent task issued under this umbrella agreement would include a scope-of-work, budget, schedule, and provisions for intellectual property specific to that task.

    The wind power industry in North America has an immediate need for larger blade test facilities to ensure the survival of the industry. Blade testing is necessary to meet certification and investor requirements and is critical to achieving the reliability and blade life needed for the wind turbine industry to succeed. The U.S. Department of Energy's (DOE's) Wind Program is exploring options for collaborating with government, private, or academic entities in a partnership to build larger blade test facilities in North America capable of testing blades up to at least 70 m in length. The National Renewable Energy Laboratory (NREL) prepared this report for DOE to describe the immediate need to pursue larger blade test facilities in North America, categorize the numerous prospective partners for a North American collaboration, and document the requirements for a North American test facility.

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

A country-wide geothermal assessment has started in Honduras, and other assessment activities are in progress or planned for Costa Rica, El Salvador, Guatemala, and Panama.     This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    This paper draws heavily on the results of case studies in Bolivia, Costa Rica, and Ecuador to explain how sectoral policies have tilted land use decisions against forestry and in favor of agriculture, and to present estimates of the economic development effects of those decisions. The paper summarizes information on forests and forest industries of the three countries, and it describes the framework within which policies are designed. It presents the effects of sectoral policies on land use and forest management, and then quantifies and discusses economic costs of relevant sectoral policies. Conclusions and recommendations for policy reform are offered.

This volume, Volume 3 is a compilation of official US government intelligence reports examining the development projects and energy trends in 12 countries of North and South America: Argentina, Bolivia, Brazil, Canada, Colombia, Guatemala, Mexico, Panama, Paraguay, Peru, the United States and Venezuela. The range and detail of country coverage varies, due to availability of reports. Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans.     With the signing of President Bush's energy bill in August of 2005, the successful application of the new energy legislation may have more to do with educational standards required in our schools than applications of research and technology in the long-term. Looking inside the new legislation, the future of that legislation's success may not just hinge on investment in technology, but ensuring that our citizens, especially our youth, are prepared and better informed to be able to understand, react, and apply the economically and national security driven intent of the law. How can our citizens make sense of change if they lack the skills to be able to understand, not only the technology, but also the science that drives the change? President Bush's passage of the 1,724-page bill emphasizes conservation, clean energy research, and new and improved technology. The legislation also provides for economic incentives toward building more nuclear power plants. This paper will use four questions as a focal point to emphasize the need for both state and federal education departments to review their current standards and respond to deficiencies regarding learning about radioactivity, radiation, and nuclear science and technology. The questions are: 1. Will America accept new nuclear power development? 2. Will waste issues be resolved concerning high- and low-level radioactive waste management and disposal? 3. Will nuclear 'anything' be politically correct when it comes to your backyard? 4. Is our youth adequately educated and informed about radioactivity, radiation, and nuclear science and technology? This paper will use Pennsylvania as a case study to better understand the implications and importance of the educational standards in our school systems. This paper will also show how the deficiency found in Pennsylvania's academic standards, and in other states, has a significant impact on the ability to fulfill the legislation's intent of realizing energy independence and

The House Simulation Protocol (HSP) document provides guidance to program partners and managers so they can compare energy savings for new construction and retrofit projects.   11. Outlook for hydropower in Latin America and the Caribbean

    In the last two decades, the Latin America/Carribean region has become increasingly dependent on electricity to meet growing demands for energy. Hydropower is the prevailing source for meeting this need. Hydroelectric generation increased at an annual average rate of nearly 9% between 1971 and 1989. HYdro now provides more than two-thirds of total electric power generated in Latin America and the Caribbean. The only other predominant source used for electric generation is fossil fuels. In this region there are several trends developing. They include: developing more small hydro facilities, opportunities for sharing water resources, an interest in changing the approach to water use regulation, and possibilities for more participation by the private sector. Overall, hydro appears to have a favorable competitive position in the power industry in the Latin America/Caribbean region.

    To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a ''moving target''.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    One coherent MSW (municipal solid waste) policy is that trash touches virtually all the threads of the social fabric. Products and packaging, yard waste all eventually become part of the MSW stream. The system that produces MSW is so complex and dynamic that no single option is guaranteed in and of itself to solve MSW problems. In fact, it is not clear that there is a single given combination of options that is best. What is clear, however, is that unless there is development of a more comprehensive approach, the Nation will continue to have problems with capacity, siting, and costs for MSW management. Many of the options described in this paper have been suggested before. They have not been acted on, however, and problems have worsened.
