    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    Redeployment of existing law enforcement resources and optimal use of geographic terrain are examined for countering the threat of a maritime based small-vessel radiological or nuclear attack. The evaluation was based on modeling conducted by the Savannah River National Laboratory that involved the development of options for defensive resource allocation that can reduce the risk of a maritime based radiological or nuclear threat. A diverse range of potential attack scenarios has been assessed. As a result of identifying vulnerable pathways, effective countermeasures can be deployed using current resources. The modeling involved the use of the Automated Vulnerability Evaluation for Risks of Terrorism (AVERT{reg_sign}) software to conduct computer based simulation modeling. The models provided estimates for the probability of encountering an adversary based on allocated resources including response boats, patrol boats and helicopters over various environmental conditions including day, night, rough seas and various traffic flow rates.

    understand parameters of vessel speed, time, shielding, and distance in this complex three-dimensional space. At the NMIOTC in September 2009, we employed a dual detector portal followed by a chase. In this event, the challenge was to maintain communications after a lapse. When the chase went past the line-of sight reach of the Tactical Operational Center's (TOC) antenna, with interference from a fortress island in Suda Bay, Wave Relay extended the network for continued observation. Sodium iodide radiation detectors were mounted on two Hellenic Navy SEAL fast boats. After making the detection one of the portal boats maintained line-of sight while the other pursued the target vessel. Network access via Wave Relay antennas was maintained until the conclusion of the chase scenario. Progress has been made in the detection of radioactive materials in the maritime environment. The progression of the TNT MIO experiments has demonstrated the potential of the hardware to solve the problems encountered in this physically challenging environment. There continue to be interesting opportunities for research and development. These experiments provide a variety of platforms and motivated participants to perform real-world testing as solutions are made available.

    Sustainable development is a phrase that has come into common usage without benefit of clear definition or meaning. Usage very much reflects individual and group perspectives: foresters might consider sustainability in terms of maintaining ecological integrity as part of managing forests for wood harvesting, industry might emphasize pollution control, while government agencies may be looking for new ways to exploit resources on a more continuous basis. Perhaps the greatest commonality among groups considering these issues is that {open_quotes}sustainability{close_quotes} has not been attained but that it needs to occur. The National Association of Environmental Professionals (NAEP) agrees that it is critical to the health of the planet that sustainable development be actively pursued and implemented in international, national, regional, and local policies and practices. To contribute to this effort a {open_quotes}white paper{close_quotes} is being prepared. Its purpose is twofold: (1) to review the existing information from the NAEP Sustainable Development Working Group and the literature and through examination of these policies, to clarify the thinking, what is being done, and what is still needed; and (2) to develop a position and action plan. This action plan should direct NAEP`s actions in making a significant contribution to the national dialog. This paper presents the background and results of the review phase of this white paper development. Representative views on sustainable development policy and practice are presented from three perspectives: governmental agencies, industry, and other specialty groups.

    The Energy Policy Act of 1992 calls for a program to further the commercialization of renewable energy and energy efficient technologies for the industrial sector.. The primary objective of the Office of Industrial Technologies Chemical Industry Team is to work in partnership with the US chemical industry to maximize economic, energy, and environmental benefits through research and development of innovative technologies. This document was developed to inventory organizations within the federal government on current chemical industry-related research and development. While an amount of funding or number of projects specifically relating to chemical industry research and development was not defined in all organizations, identified were about 60 distinct organizations representing 7 cabinet-level departments and 4 independent agencies, with research efforts exceeding $3.5 billion in fiscal year 1995. Effort were found to range from less than $500 thousand per year at the Departments of Agriculture and the Interior to over $100 million per year at the Departments of Commerce, Defense, Energy, and Health and Human Services and the National Aeronautics and Space Administration. The total number of projects in these programs exceeded 10,000. This document is complete to the extent that agencies volunteered information. Additions, corrections, and changes are encouraged and will be incorporated in future revisions.

    This presentation provides a high level summary of current research activities at the Los Alamos National Laboratory (LANL)-University of California Jacobs School of Engineering (UCSD) Engineering Institute that will be presented at Korea's Agency for Defense Development (ADD). These research activities are at the basic engineering science level with different level of maturity ranging from initial concepts to field proof-of-concept demonstrations.     In October of 2003 experts involved in various aspects of homeland security from the Pacific region met to engage in a free-wheeling discussion and brainstorming (a 'fest') on the role that technology could play in winning the war on terrorism in the Pacific region. The result was a concise and relatively thorough definition of the terrorism problem in the Pacific region, emphasizing the issues unique to Island nations in the Pacific setting, along with an action plan for developing working demonstrations of advanced technological solutions to these issues. Since PacFest 2003, the maritime dimensions of the international security environment have garnered increased attention and interest. To this end, PacFest 2004 sought to identify gaps and enabling technologies for maritime domain awareness and responsive decision-making in the Asia-Pacific region. The PacFest 2004 participants concluded that the technologies and basic information building blocks exist to create a system that would enable the Pacific region government and private organizations to effectively collaborate and share their capabilities and information concerning maritime security. The proposed solution summarized in this report integrates national environments in real time, thereby enabling effective prevention and first response to natural and terrorist induced disasters through better use of national and regional investments in people, infrastructure, systems, processes and standards.

    This study examines the North Atlantic Treaty Organization, (NATO), from the perspective of its collective maritime forces; how those forces were organized, what task they were given, and how they related to the broader strategic and political doctrines of the Alliance. Drawing upon much heretofore classified material, the study begins with a history and analysis of the cold water at sea. It then examines the impact of the growth in Soviet maritime capabilities and the adoption by NATO of a strategy of flexible response upon the allied posture at sea. A single chapter is devoted to the reinforcement sealift problem. The concluding chapter discusses NATO and the war at sea in the early 1980s. The study comes to the following basic conclusions: (1) the collective maritime forces of the Alliance, both nuclear and conventional, have had as their tasks the traditional task all maritime forces have had in the past - to exploit the strategic value of the seas for the purposes of conveyance and projection and to deny these usages to the enemy; (2) NATO's maritime posture has been consistent with the overall strategies of the Alliance (3) the strategy of flexible response only increased NATO's need to exploit that strategic value of the seas, but did so at a time when the Soviets were becoming increasingly able to deny NATO effective use of the sea to support its position on the European continent.

    The maritime oil shipping industry has great public demands for safe and reliable organizational performance. Researchers have identified a set of organizations and industries that operate at extremely high levels of reliability, and have labelled them High Reliability Organizations (HRO). Following the Exxon Valdez oil spill disaster of 1989, public demands for HRO-level operations were placed on the oil industry. It will be demonstrated that, despite enormous improvements in safety and reliability, maritime shipping is not operating as an HRO industry. An analysis of the organizational, environmental, and cultural history of the oil industry will help to provide justification and explanation. The oil industry will be contrasted with other HRO industries and the differences will inform the shortfalls maritime shipping experiences with regard to maximizing reliability. Finally, possible solutions for the achievement of HRO status will be offered.

    The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy.     Fuelwood shortages and potential shortages are widespread throughout the developing world, and are becoming increasingly more prevalent because of the clearing of land for subsistence and plantation agriculture, excessive and inefficient commercial timber harvesting for domestic and export construction, and charcoal production to meet rising urban demands. Further, the environmental and socioeconomic consequences of the resulting deforestation are both pervasive and complex. This report focuses on the substitution of coal briquettes for fuelwood. Although substantial adverse health effects could be expected from burning non-anthracite coal or coal briquettes, a well-developed technique, carbonization, exists to convert coal to a safer form for combustion. The costs associated with briquetting and carbonizing coal indicate that ''smokeless'' coal briquettes can be produced at costs competitive with fuelwood and charcoal. The US Agency for International Development (USAID) is working on implementing this energy option in Haiti and Pakistan by (1) evaluating resources, (2) assessing markets, (3) analyzing technologies, (4) studying government policy and planning, and (5) packaging the idea for the private sector to implement. 26 refs., 2 figs., 12 tabs.

    Demand is increasing for imaging ships at sea. Conventional SAR fails because the ships are usually in motion, both with a forward velocity, and other linear and angular motions that accompany sea travel. Because the target itself is moving, this becomes an Inverse- SAR, or ISAR problem. Developing useful ISAR techniques and algorithms is considerably aided by first understanding the nature and characteristics of ship motion. Consequently, a brief study of some principles of naval architecture sheds useful light on this problem. We attempt to do so here. Ship motions are analyzed for their impact on range-Doppler imaging using Inverse Synthetic Aperture Radar (ISAR). A framework for analysis is developed, and limitations of simple ISAR systems are discussed.

    The paper addresses technological and operational challenges of developing a global plug-and-play Maritime Domain Security testbed for the Global War on Terrorism mission. This joint NPS-LLNL project is based on the NPS Tactical Network Topology (TNT) composed of long-haul OFDM networks combined with self-forming wireless mesh links to air, surface, ground, and underwater unmanned vehicles. This long-haul network is combined with ultra-wideband (UWB) communications systems for wireless communications in harsh radio propagation channels. LLNL's UWB communication prototypes are designed to overcome shortcomings of the present narrowband communications systems in heavy metallic and constricted corridors inside ships. In the center of our discussion are networking solutions for the Maritime Interdiction Operation (MIO) Experiments in which geographically distributed command centers and subject matter experts collaborate with the Boarding Party in real time to facilitate situational understanding and course of action selection. The most recent experiment conducted via the testbed extension to the Alameda Island exercised several key technologies aimed at improving MIO. These technologies included UWB communications from within the ship to Boarding Party leader sending data files and pictures, advanced radiation detection equipment for search and identification, biometric equipment to record and send fingerprint files to facilitate rapid positive identification of crew members, and the latest updates of the NPS Tactical Network Topology facilitating reachback to LLNL, Biometric Fusion Center, USCG, and DTRA experts.

    JAEA (Japan Atomic Energy Agency) manages 2 tritium handling laboratories: Tritium Processing Laboratory (TPL) in Tokai and DEMO-RD building in Rokkasho. TPL has been accumulating a gram level tritium safety handling experiences without any accidental tritium release to the environment for more than 25 years. Recently, our activities have focused on 3 categories, as follows. First, the development of a detritiation system for ITER. This task is the demonstration test of a wet Scrubber Column (SC) as a pilot scale (a few hundreds m{sup 3}/h of processing capacity). Secondly, DEMO-RD tasks are focused on investigating the general issues required for DEMO-RD design, such as structural materials like RAFM (Reduced Activity Ferritic/Martensitic steels) and SiC/SiC, functional materials like tritium breeder and neutron multiplier, and tritium. For the last 4 years, we have spent a lot of time and means to the construction of the DEMO-RD facility and to its licensing, so we have just started the actual research program with tritium and other radioisotopes. This tritium task includes tritium accountancy, tritium basic safety research such as tritium interactions with various materials, which will be used for DEMO-RD and durability. The third category is the recovery work from the Great East Japan earthquake (2011 earthquake). It is worth noting that despite the high magnitude of the earthquake, TPL was able to confine tritium properly without any accidental tritium release.

Although the militaries and navies of the two countries have traditionally seen each other as rivals, international economic developments make cooperation imperative. South Asia requires an approach that can alter the existing hostile images and perceptions. This can be achieved through developing an incremental approach towards confidence building that would allow consistency and help build confidence gradually. The aim is to make confidence building a sustainable activity that would help transform hostile images and build cooperative and nonhostile relationships. This paper proposes a five-step model to suggest what the two navies can do jointly to build confidence, with the ultimate goal of naval arms control. The steps include (1) the Signaling Stage to initiate communication between the two navies, (2) the Warming-Up Stage to build confidence through nonmilitary joint ventures, (3) the Handshake Stage to build confidence between the two navies through military joint ventures, (4) the Problem-Solving Stage to resolve outstanding disputes, and (5) the Final Nod Stage to initiate naval arms control.     The goal of our research was to address the problem of detection of weapons of mass destruction (WMD) materials within containers in common use on commercial cargo trafficking. LLNL has created an experimental test bed for researching potential solutions using (among other techniques) active interrogation with neutrons. Experiments and computational modeling were used to determine the effectiveness of the technique. Chemical weapons materials and high explosives can be detected using neutron activation and simple geometries with little or no intervening material. However in a loaded container there will be nuisance alarms from conflicting signatures resulting from the presence of material between the target and the detector (and the interrogation source). Identifying some elements may require long counting times because of the increased background. We performed some simple signature measurements and simulations of gamma-ray spectra from several chemical simulants. We identified areas where the nuclear data was inadequate to perform detailed computations. We concentrated on the detection of SNM in cargo containers, which will be emphasized here. The goal of the work reported here is to develop a concept for an active neutron interrogation system that can detect small targets of SNM contraband in cargo containers, roughly 5 kg HEU or 1 kg Pu, even when well shielded by a thick cargo. It is essential that the concept be reliable and have low false-positive and false-negative error rates. It also must be rapid to avoid interruption of commerce, completing the analysis in minutes. A potentially viable concept for cargo interrogation has been developed and its components have been evaluated experimentally. A new radiation signature unique to SNM has been identified that utilizes high-energy, fission-product gamma rays. That signature due to {gamma}-radiation in the range 3-6 MeV is distinct from normal background radioactivity that does not extend above 2.6 MeV. It

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

The low soil temperature, a high level of soil moisture, and a low level of incident solar radiation are thought to delay the development of the vegetation. Natural revegetation of natural or man made open areas is relatively slow. Disturbed areas from World War II military activity are not completely revegetated after almost 40 years. Because of the windy and wet climate of the region, exposed soil is unstable and subject to extensive freeze-thaw action and erosion. Insults to the vegetation, both marine and aeolian, are common. Successful reproduction by seed is uncommon among species of this flora. The primary means of reproduction appears to be by vegetative propagules which are usually fragments of the shoot and rhizome. While the transport of the fragments by wind and water aids in the dispersal of the propagules, the same action often removes these fragments from open areas. This later activity further delays the revegetation of open and disturbed areas. Elymus mollis Trin. is the most successful major native species found to date as it fragments due to wind and water action and transplants easily. Transplanting experiments with sprigs of Elymus mollis Trin. have been conducted on Adak Island, Alaska since 1977. Preliminary results indicate that Elymus mollis may be transplanted for revegetation with a survival rate of at least 90 percent. Experiments were set up in 1979 to determine appropriate planting density, sprig rhizome length, and best time of year for transplanting. Preliminary results for these experiments are reported here.

The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities.     Human agency is an essential determinant of the dynamics of agroecosystems. However, the manner in which agency is represented within different approaches to agroecosystem modeling is largely contingent on the scales of analysis and the conceptualization of the system of interest. While appropriate at times, narrow conceptualizations of agroecosystems can preclude consideration for how agency manifests at different scales, thereby marginalizing processes, feedbacks, and constraints that would otherwise affect model results. Modifications to the existing modeling toolkit may therefore enable more holistic representations of human agency. Model integration can assist with the development of multi-scale agroecosystem modeling frameworks that capture different aspects of agency. In addition, expanding the use of socioeconomic scenarios and stakeholder participation can assist in explicitly defining context-dependent elements of scale and agency. Finally, such approaches, however, should be accompanied by greater recognition of the meta agency of model users and the need for more critical evaluation of model selection and application.

    Groundwater at the Connecticut Yankee Atomic Power Company (CYAPCO) Haddam Neck Plant (HNP) requires investigation of both radionuclides and chemical constituents in order to achieve closure. Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    Human agency is an essential determinant of the dynamics of agroecosystems. However, the manner in which agency is represented within different approaches to agroecosystem modeling is largely contingent on the scales of analysis and the conceptualization of the system of interest. While appropriate at times, narrow conceptualizations of agroecosystems can preclude consideration for how agency manifests at different scales, thereby marginalizing processes, feedbacks, and constraints that would otherwise affect model results. Modifications to the existing modeling toolkit may therefore enable more holistic representations of human agency. Model integration can assist with the development of multi-scale agroecosystem modeling frameworks that capturemore » different aspects of agency. In addition, expanding the use of socioeconomic scenarios and stakeholder participation can assist in explicitly defining context-dependent elements of scale and agency.     This report was prepared in response to a request for technical assistance from the Minnesota Pollution Control Agency (MPCA). The U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy supported the National Renewable Energy Laboratory (NREL) in its response to this request through the Technical Assistance Project.     The Native American multimedia program was developed to facilitate the U.S. Environmental Protection Agency`s (EPA`s) partnership with tribes in the delivery of environmental programs on reservation lands and to enhance the EPA`s ability to carry out its trust responsibility to the tribes. By providing the means for each tribe to employ its own environmental specialist, the multimedia program helps provide the foundation necessary to build environmental infrastructure for the protection of Native American lands and people and for the development of more rigorous medium-specific programs. The multimedia program began in 1991 with two pilot projects on the Bad River Chippewa Reservation, Wisconsin, and the Wind River Reservation, Wyoming. Expanded in 1992, Region 5 awarded ten multimedia cooperative agreements. At the time, Region 5 made the commitment to fund all reservations within the region, and by end of fiscal year 1993, 24 agreements brought the program to all 29 tribes. This has been a monumental effort, possible only by coupling fiscal year 1993`s funding from the Office of Federal Activities ($599050) with the region`s own reprogramming efforts ($510000).

    The traveler, serving as Delegate from the United States Heat Pump Center National Team, participated in the activities of the second International Energy Agency Heat Pump Center (IEA-HPC) Working Team meeting. This included a 20 minute presentation by the traveler about the Development and Activities of the IEA Heat Pump Center US National Team.'' Highlights of this meeting included development of 1991 IEA-HPC work plans including a prioritization of activities, introduction of the newly appointed IEA-HPC Advisory Board, and discussion of a new IEA Clearinghouse Network initiative. Pre-meeting discussions were held with IEA-HPC staff members which focused on US Heat Pump Center National Team contributions to the IEA-HPC Newsletter and participation in other IEA-HPC sponsored activities.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    The MARSSIM provides information on planning, conducting, evaluating, and documenting building surface and surface soil final status radiological surveys for demonstrating compliance with dose or risk-based regulations or standards. The MARSSIM is a multi-agency consensus document that was developed collaboratively by four Federal agencies having authority and control over radioactive materials: Department of Defense (DOD), Department of Energy (DOE), Environmental Protection Agency (EPA), and Nuclear Regulatory Commission (NRC). The MARSSIM`s objective is to describe a consistent approach for planning, performing, and assessing building surface and surface soil final status surveys to meet established dose or risk-based release criteria, while at the same time encouraging an effective use of resources.

It explains state-level cash incentives available, the importance of solar renewable energy certificate revenues (in certain markets), existing financing structures, as well as innovative financing structures being used by federal agencies to deploy on-site PV.
