    This report details progress on subcontract NAD-1-30605-1 between the National Renewable Energy Laboratory and RealEnergy (RE), the purpose of which is to describe RE's approach to the challenges it faces in the implementation of a nationwide fleet of clean cogeneration systems to serve contemporary energy markets. The Phase 2 report covers: utility tariff risk and its impact on market development; the effect on incentives on distributed energy markets; the regulatory effectiveness of interconnection in California; a survey of practical field interconnection issues; trend analysis for on-site generation; performance of dispatch systems; and information design hierarchy for combined heat and power.

    State programs offer rebates to food enterprises for the installation of energy-saving devices. This paper estimates the impact of rebates on the probability of installing a device and the resultant energy saving. Under reasonable ranges for energy costs and rates of return on devices, the benefits of a rebate program, calculated as the value of the energy savings that are attributable to the program, exceed the costs of the program and devices.

    The national energy strategy (NES) developed at President Bush's direction provides a focus for the US Department of Energy (DOE) future policy and funding initiatives including those of the uranium enrichment enterprise. The NES identifies an important and continuing role for nuclear energy as part of a balanced array of energy sources for meeting US energy needs, especially the growing demand for electricity. For many years, growth in US electricity demand has exhibited a strong correlation with growth in gross national product. NEW projections indicate that the US will need between 190 and 275 GW of additional system capacity by 2010. In order to unable nuclear power to help meet this need, the NEW establishes basic objectives for nuclear power. These objectives are to have a first order of a new nuclear power plant by 1995 and to have such a plant operational by 2000. The expansion of nuclear power anticipated in the NEW affirms a continuing need for a strong domestic uranium enrichment services supply capability. In terms of the future outlook for uranium enrichment, the atomic vapor laser isotope separation (AVLIS) technology continues to hold great promise for commercial application. If AVLIS efforts are successful, significant financial benefits from the commercial use of AVLIS will be realized by customers and the AVLIS deployment entity by approximately the year 2000 and thereafter.

    Energy conditions at Ukrainian ferrous-metallurgical enterprises are analyzed. Measures to boost energy conservation and energy efficiency are proposed: specifically, the introduction of systems for dry slaking of coke; and steam-gas turbines that employ coke-oven gas or a mixture of gases produced at metallurgical enterprises. Such turbines may be built from Ukrainian components.

    CNE has conducted a feasibility study on the Chilocco property in north-central Oklahoma since the grant award on July 20, 2003. This study has concluded that there is sufficient wind for a wind farm and that with the Production Tax Credits and Green Tags, there will be sufficient energy to, not only cover the costs of the Nation’s energy needs, but to provide a profit. CNE has developed a wind energy team and is working independently and with industry partners to bring its renewable energy resources to the marketplace. We are continuing with the next phase in conducting avian, cultural and transmission studies, as well as continuing to measure the wind with the SoDAR unit. Cherokee Nation Enterprises, Inc. is a wholly-owned corporation under Cherokee Nation and has managed the Department of Energy grant award since July 20, 2003. In summary, we have determined there is sufficient wind for a wind farm at the Chilocco property where Cherokee Nation owns approximately 4,275 acres. The primary goal would be more of a savings in light of the electricity used by Cherokee Nation and its entities which totals an estimated eight million dollars per year. Cherokee Nation Enterprises (CNE), working independently and with industry partners, plans to bring its renewable energy resources into the marketplace through a well-documented understanding of our undeveloped resource. Our plan is to cultivate this resource in a way that will ensure the development and use for our energy will be in an environmentally and culturally acceptable form.

    The Savannah River Site (SRS) is repurposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, radical view of SRS as a united endeavor for ''all things nuclear'' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with on-going missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The Department of Energy, Savannah River Operations Office, Savannah River Nuclear Solutions, the Savannah River National Laboratory (SRNL) have established a center for applied nuclear materials processing and engineering research (hereafter referred to as the Center). The key proposition of this initiative is to bridge the gap between promising transformational nuclear fuel cycle processing discoveries and large commercial-scale-technology deployment by leveraging SRS assets as facilities for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. The Center will coordinate the demonstration of R&D technologies and serve as the interface between the engineering-scale demonstration and the R&D programs, essentially providing cradle-to-grave support to the research team during the demonstration. While the initial focus of the Center will be on the effective use of SRS assets for these demonstrations, the Center also will work with research teams to identify opportunities to perform research demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will continue to accomplish DOE's critical nuclear material missions (e.g., processing in H-Canyon and plutonium storage in K-Area). Thus, the demonstration can be accomplished by leveraging the incremental cost of performing demonstrations without needing to cover the full operational cost of the facility. Current Center activities have been focused on integrating advanced safeguards monitoring technologies demonstrations into the SRS H-Canyon and advanced location technologies demonstrations into K-Area Materials Storage. These demonstrations are providing valuable information to researchers and customers as well as providing the Center with an improved protocol for demonstration management that can be exercised across the entire SRS (as well as to offsite venues) so that future demonstrations can be done more efficiently and provide an opportunity to utilize these unique assets for multiple purposes involving national laboratories, academia, and commercial entities. Key among the envisioned future demonstrations is the use of H-Canyon to demonstrate new nuclear materials separations technologies critical for advancing the mission needs DOE-Nuclear Energy (DOE-NE) to advance the research for next generation fuel cycle technologies. The concept is to install processing equipment on frames. The frames are then positioned into an H-Canyon cell and testing in a relevant radiological environment involving prototypic radioactive materials can be performed.

    The Ft. Mojave tribe, whose reservation is located along the Colorado River in the states of Arizona, California, and Nevada near the point where all three states meet, has a need for increased energy supplies. This need is a direct result of the aggressive and successful economic development projects undertaken by the tribe in the last decade. While it is possible to contract for additional energy supplies from fossil fuel sources it was the desire of the tribal power company, AHA MACAV Power Service (AMPS) to investigate the feasibility and desirability of producing power from renewable sources as an alternative to increased purchase of fossil fuel generated power and as a possible enterprise to export green power. Renewable energy generated on the reservation would serve to reduce the energy dependence of the tribal enterprises on off reservation sources of energy and if produced in excess of reservation needs, add a new enterprise to the current mix of economic activities on the reservation. Renewable energy development would also demonstrate the tribe’s support for improving environmental quality, sustainability, and energy independence both on the reservation and for the larger community.

    US DOE national laboratories and Russian institutes are becoming increasingly cooperative in support of nonproliferation of nuclear materials. This paper describes completed projects, current work, and areas of possible future cooperation between US laboratories and a Russian Ministry of Atomic Energy (MINATOM) entity, Special Scientific and Production State Enterprise (SNPO). The Kurchatov Institute, SNPO, and the US national laboratories jointly completed a physical protection system (PPS) for a facility housing two reactors at Kurchatov Institute within a very short time frame in 1994. Spin- off projects from this work resulted in a US-witnessed acceptance test of the new system adhering to a procedure adopted in Russia, and visits by DOE laboratories` personnel to SNPO`s sensor development and test facilities at Dubna and Penza. SNPO was one of the MINATOM sites at which Lawrence Livermore National Laboratory and Sandia National Laboratories (SNL) conducted a vulnerability assessment training course. Current cooperative projects include additional physical protection upgrades at Kurchatov where SNPO is involved as an installer and supplier of sensors, alarm display, video, and fiber optic equipment. Two additional contracts between SNL and SNPO result in information on Russian sensor performance and cost and an exchange of US and Russian sensors. Russian sensors will be tested in the United States,a nd US sensors will be tested in Russia. Pacific Northwest Laboratory administers a contract to document the process of certifying physical protection equipment for use at MINATOM facilities. Recent interest in transportation security has opened a new area of cooperation between the national laboratories and SNPO. Future projects are expected to include SNPO participation in physical protection upgrades at other locations in Russia, pedestrian and vehicle portal development, positive personnel identifier testing, and the exchange and testing of additional equipment.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

The paper explores that issue and reviews the Bank's participation in energy projects.     The development of new and advanced energy systems often requires the tailoring of new alloys or alloy combinations to meet the novel and often stringent requirements of those systems. Longer life at higher temperatures and stresses in aggressive environments is the most common goal. Alloy theory helps in achieving this goal by suggesting uses of multiphase systems and intermediate phases, where solid solutions were traditionally used. However, the use of materials under non-equilibrium conditions is now quite common - as with rapidly solidified metals - and the application of alloy theory must be modified accordingly. Under certain conditions, as in a reactor core, the rate of approach to equilibrium will be modified; sometimes a quasi-equilibrium is established. Thus an alloy may exhibit enhanced general diffusion at the same time as precipitate particles are being dispersed and solute atoms are being carried to vacancy sinks. We are approaching an understanding of these processes and can begin to model these complex systems.

    High-performance computing (HPC) is one area where the DOE has developed extensive expertise and capability. However, this expertise currently is not properly shared with or used by the private sector to speed product development, enable industry to move rapidly into new areas, and improve product quality. Such use would lead to substantial competitive advantages in global markets and yield important economic returns for the United States. To stimulate the dissemination of DOE's HPC expertise, the Council for Chemical Research (CCR) and the DOE jointly held a workshop on this topic. Four important energy topic areas were chosen as the focus of the meeting: Biomass/Bioenergy, Catalytic Materials, Energy Storage, and Photovoltaics. Academic, industrial, and government experts in these topic areas participated in the workshop to identify industry needs, evaluate the current state of expertise, offer proposed actions and strategies, and forecast the expected benefits of implementing those strategies.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV. In light of China’s potential for and barriers to growth, the resource and energy requirement for alternative energy technologies were modeled and scenario analysis used to evaluate the energy and emission impact of two pathways of alternative energy development. The results show that China can only meets its 2015 and 2020 targets for non-fossil penetration if it successfully achieves all of its capacity targets for 2020 with continued expansion through 2030. To achieve this level of alternative generation, significant amounts of raw materials including 235 Mt of concrete, 54 Mt of steel, 5 Mt of copper along with 3 billion tons of water and 64 thousand square kilometers of land are needed. China’s alternative energy supply will likely have relatively high average energy output to fossil fuel input ratio of 42 declining to 26 over time, but this ratio is largely skewed by nuclear and hydropower capacity. With successful alternative energy development, 32% of China’s electricity and 21% of its total primary energy will be supplied by alternative energy by 2030. Compared to the counterfactual baseline in which alternative energy development stumbles and China does not meet its capacity targets until 2030, alternative energy development can displace 175 Mtce of coal inputs per year and 2080 Mtce cumulatively from power generation by 2030. In carbon terms, this translates into 5520 Mt of displaced CO{sub 2} emissions over the twenty year period, with more than half coming from expanded nuclear and wind power generation. These results illustrate the critical role that alternative energy development can play alongside energy efficiency in reducing China’s energy-related carbon emissions.

    Though an essentially contested concept, it is safe to acknowledge that the attainment of sustainable development requires that the growth and well-being of present generations are brought about in such ways that the ability of future people to meet their own needs will not be compromised. The availability of safe and sound energy as a factor of production is a key element in such a development process. Despite the abundance of energy resources, acute shortages of energy services have become endemic in Nigeria. This paper reassesses the common proposition that energy has fueled growth and development in Nigeria by its role as the chief source of state revenue and through its input into economic activities in the country. It is argued here, however, that conventional energy management in Nigeria has tended to create development flaws of its own. The article is divided into six sections: 1st, a general account of the energy and development linkages in Nigeria; 2nd, the failures of these linkages are assessed; 3rd, policy initiatives are considered that would be reconcilable to the nation`s sustainable development; 4th, the present reform agenda, its inadequacies and barriers are surveyed; 5th, the achievement of sustainable development, it is argued, will demand the re-institutionalization of the political economy of the energy sector in Nigeria, which will depend largely on the resolution of the dilemmas and conflicts in the country`s broader political and economic reforms; and 6th, an outlook is suggested for future policy development.

    Public concern about the environment, health and safety consequences of energy technology has been growing steadily for more than two decades in the United States. This concern forms an important boundary condition as the United States seeks to develop a new National Energy Strategy. Furthermore, the international aspects of the energy/environment interface such as acid rain global climate change and stratospheric ozone depletion are very prominent in US thinking. In fact, the energy systems of the world are becoming more closely coupled environmentally and otherwise. Now where is this coupling more important than that between the industrialized and developing world; the choices made by each will have profound effects on the other. The development of energy technologies compatible with both economic growth and improving and sustaining environmental quality represents a major R D challenge to the US and USSR. Decision about adoption of new technology and R D priorities can be improved by better measurements of how energy sources and uses are changing throughout the world and better methods to project the potential consequences of these decisions. Such projection require understanding relative risks of alternating existing and evolving technologies. All of these R D areas, technology improvement energy system monitoring and projection and comparative risk assessment are the topics of this seminar. Progress in each may be enhanced by collaboration and cooperation between our two countries. 7 refs., 27 figs., 5 tabs.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    The Pueblo of Zia will conduct a comprehensive feasibility study for best-use application(s) for development of renewable energy resources on its tribally held TRUST lands (i.e., Trust Lands of Zia Indian Reservation). The feasibility study is essential for determining the technical and economic viability of a future renewable project(s) on Zia tribal lands, including the potential economic and environmental benefits for the Tribe. Project Objectives: The feasibility study is essential for determining the technical and economic viability of future renewable project(s) on Zia tribal lands, including the potential economic and environmental benefits for the Tribe to: 1. Provide a balanced local renewable power supply for Zia Pueblo, its members, tribal offices, schools and buildings, and businesses on tribal lands 2. Provide a firm power supply for export and commercial market distribution 3. Provide economic development for the Tribe and its members, including job training and creation, each in accordance with the goals and objectives as conveyed by the Pueblo of Zia Tribal Council, Tribal Administration, and outlined in The Pueblo of Zia Comprehensive Plan and Pueblo of Zia — Zia Enterprise Zone Master Plan. A key goal of the study is to analyze the integrated development of solar, geothermal, and wind renewable energy resources at Zia Pueblo, with added potential to combine gas-fired generation to accomplish energy firming. Geothermal offers a base load source of energy, providing power continuously for end users. Wind and solar offer intermediate and peaking sources of energy, which can be harvested throughout the day, with periods of variable but predicable output. Variability will be managed in an integrated manner, using Zia Pueblo's combined renewable resources to generate high-quality power. Tasks are intended to collect, catalog, map, and analyze existing data on Zia Pueblo's renewable energy resource base and then match resource attributes with the most suitable renewable technologies for tribal energy consumption and needs. Also, key impacts on cultural and social values of Zia Pueblo will be addressed. Selected most favorable uses and technologies will be further investigated to determine initial feasibility and market for business development for up to six sites located on tribal land. The anticipated result will be the recommended development of sites that have sufficient background study completed to warrant a business plan, detailed engineering feasibility, and acquisition of project financing. Valuable technical and economic information will accrue from this study that may be applied to scale up or down the various power technology potential on Zia Pueblo for maximum benefit and best area(s) of application, project phasing and potential for future replicability and expansion.

    In 2007, US consumers experienced the highest sustained gasoline prices in recent history, in real terms, including those seen in the early 1980s1. Partially as a result of the $3/gallon gasoline prices, sales of hybrid electric vehicles (HEVs) increased almost 60% in 20072, and several automakers announced plans to develop plug-in hybrid electric vehicles (PHEVs)3. However, total sales of HEVs remained in the 2-3 percent range of all vehicle sales. An important step for continued HEV market penetration, as well as electrifying the nation's personal transportation, is the development of cost effective, long lasting, and abuse tolerant Li-ion batteries.

    The Solar Energy Grid Integration Systems (SEGIS) initiative is a three-year, three-stage project that includes conceptual design and market analysis (Stage 1), prototype development/testing (Stage 2), and commercialization (Stage 3). Projects focus on system development of solar technologies, expansion of intelligent renewable energy applications, and connecting large-scale photovoltaic (PV) installations into the electric grid. As documented in this report, Advanced Energy Industries, Inc. (AE), its partners, and Sandia National Laboratories (SNL) successfully collaborated to complete the final stage of the SEGIS initiative, which has guided new technology development and development of methodologies for unification of PV and smart-grid technologies. The combined team met all deliverables throughout the three-year program and commercialized a broad set of the developed technologies.

    In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota. Task 2 involved the EERC cosponsoring and aiding in the planning of three transmission workshops in the midwest and western regions. Under Task 3, the EERC, in collaboration with Meridian Environmental Services, developed and demonstrated the efficacy of a wind energy forecasting system for use in scheduling energy output from wind farms for a regional electrical generation and transmission utility. With the increased interest at the time of project award in the production of hydrogen as a critical future energy source, many viewed hydrogen produced from wind-generated electricity as an attractive option. In addition, many of the hydrogen production-related concepts involve utilization of energy resources without the need for additional electrical transmission. For this reason, under Task 4, the EERC provided a summary of end uses for hydrogen in the region and focused on one end product in particular (fertilizer), including several process options and related economic analyses.

    Energy security is a fundamental part of a country`s national security. Access to affordable, environmentally sustainable energy is a stabilizing force and is in the world community`s best interest. The current global energy situation however is not sustainable and has many complicating factors. The primary goal for government energy policy should be to provide stability and predictability to the market. This paper differentiates between short-term and long-term issues and argues that although the options for addressing the short-term issues are limited, there is an opportunity to alter the course of long-term energy stability and predictability through research and technology development. While reliance on foreign oil in the short term can be consistent with short-term energy security goals, there are sufficient long-term issues associated with fossil fuel use, in particular, as to require a long-term role for the federal government in funding research. The longer term issues fall into three categories. First, oil resources are finite and there is increasing world dependence on a limited number of suppliers. Second, the world demographics are changing dramatically and the emerging industrialized nations will have greater supply needs. Third, increasing attention to the environmental impacts of energy production and use will limit supply options. In addition to this global view, some of the changes occurring in the US domestic energy picture have implications that will encourage energy efficiency and new technology development. The paper concludes that technological innovation has provided a great benefit in the past and can continue to do so in the future if it is both channels toward a sustainable energy future and if it is committed to, and invested in, as a deliberate long-term policy option.

Version 1.0 featured metrics to assess energy performance for the broad variety of ventilation and thermal systems that are present in California hospitals. It required moderate to extensive sub-metering or supplemental monitoring. In this new project, we developed a companion handbook with detailed equations that can be used toconvert data from energy and other sensors that may be added to or already part of hospital heating, ventilation and cooling systems into metrics described in the benchmarking document.This report additionally includes a case study and guidance on including metering into designs for new hospitals, renovations and retrofits. Despite widespread concern that this end-use is large and growing, there is limited reliable information about energy use by distributed medical equipment and other miscellaneouselectrical loads in hospitals. This report proposes a framework for quantifying aggregate energy use of medical equipment and miscellaneous loads. Novel approaches are suggested and tried in an attempt to obtain data to support this framework.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already true for numerous nuclear programs even in developed countries with limited geologically suitable formations. Fortunately, several organizations are currently pursuing international solutions to the nuclear waste disposal problem. While the capability to deploy nuclear energy in a specific country may not be desirable for a number of reasons, we should not develop nuclear hardware that can only benefit and serve technically and economically advanced countries. The potential benefits of nuclear energy are global, and we should not unduly limit that potential by inattention today to the requirements necessary for global deployment. (authors)

  2. Building Energy Model Development for Retrofit Homes

    Based on previous research conducted by Pacific Northwest National Laboratory and Florida Solar Energy Center providing technical assistance to implement 22 deep energy retrofits across the nation, 6 homes were selected in Florida and Texas for detailed post-retrofit energy modeling to assess realized energy savings (Chandra et al, 2012). However, assessing realized savings can be difficult for some homes where pre-retrofit occupancy and energy performance are unknown. Initially, savings had been estimated using a HERS Index comparison for these homes. However, this does not account for confounding factors such as occupancy and weather. This research addresses a method to more reliably assess energy savings achieved in deep energy retrofits for which pre-retrofit utility bills or occupancy information in not available. A metered home, Riverdale, was selected as a test case for development of a modeling procedure to account occupancy and weather factors, potentially creating more accurate estimates of energy savings. This “true up” procedure was developed using Energy Gauge USA software and post-retrofit homeowner information and utility bills. The 12 step process adjusts the post-retrofit modeling results to correlate with post-retrofit utility bills and known occupancy information. The “trued” post retrofit model is then used to estimate pre-retrofit energy consumption by changing the building efficiency characteristics to reflect the pre-retrofit condition, but keeping all weather and occupancy-related factors the same. This creates a pre-retrofit model that is more comparable to the post-retrofit energy use profile and can improve energy savings estimates. For this test case, a home for which pre- and post- retrofit utility bills were available was selected for comparison and assessment of the accuracy of the “true up” procedure. Based on the current method, this procedure is quite time intensive. However, streamlined processing spreadsheets or incorporation into existing software tools would improve the efficiency of the process. Retrofit activity appears to be gaining market share, and this would be a potentially valuable capability with relevance to marketing, program management, and retrofit success metrics.

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    The U.S. Department of Energy Strategic Petroleum Reserve stores crude oil in caverns solution-mined in salt domes along the Gulf Coast of Louisiana and Texas. The CaveMan software program has been used since the late 1990s as one tool to analyze pressure mea- surements monitored at each cavern. The purpose of this monitoring is to catch potential cavern integrity issues as soon as possible. The CaveMan software was written in Microsoft Visual Basic, and embedded in a Microsoft Excel workbook; this method of running the CaveMan software is no longer sustainable. As such, a new version called CaveMan Enter- prise has been developed. CaveMan Enterprise version 1.0 does not have any changes to the CaveMan numerical models. CaveMan Enterprise represents, instead, a change from desktop-managed work- books to an enterprise framework, moving data management into coordinated databases and porting the numerical modeling codes into the Python programming language. This document provides a report of the code validation and verification testing.

    The Solargenix Advanced Trough Development Project was initiated in the Year 2000 with the support of the DOE CSP Program and, more recently, with the added support of the Nevada Southwest Energy Partnership. Parabolic trough plants are the most mature solar power technology, but no large-scale plants have been built in over a decade. Given this lengthy lull in deployment, our first Project objective was development of improved trough technology for near-term deployment, closely patterned after the best of the prior-generation troughs. The second objective is to develop further improvements in next-generation trough technology that will lead to even larger reductions in the cost of the delivered energy. To date, this Project has successfully developed an advanced trough, which is being deployed on a 1-MW plant in Arizona and will soon be deployed in a 64-MW plant in Nevada. This advanced trough offers a 10% increase in performance and over an 20% decrease in cost, relative to prior-generation troughs.

    The paper traces the development of nuclear energy in the Philippines and outlines the program on the peaceful uses of nuclear energy in the country as well as the problems and prospects of nuclear energy development. Nuclear power is at a standstill but the other areas of nuclear energy development are underway. The projects on the application of nuclear energy in agriculture, industry, public health and safety, are being pursued. Technology transfer to end users is sometimes hampered by public acceptance issues, such as irradiated food being believed to become radioactive, dislike with anything associated with radiation, and plain inherent fear of nuclear energy.
