    How effectively has the World Bank Group assisted its clients in enhancing the contribution of the extractive industries to sustainable development? (Extractive industries include oil, gas, and mining of minerals including coals and metals.) This evaluation finds that with its global mandate and experience, comprehensive country development focus, and overarching mission to fight poverty, the World Bank Group is well positioned to help countries overcome the policy, institutional, and technical challenges that prevent them from transforming resource endowments into sustainable benefits. Furthermore, the World Bank Group's achievements are many. On the whole, its extractive industries projects have produced positive economic and financial results, though compliance with its environmental and social safeguards remains a challenge. Its research has broadened and deepened understanding of the causes for the disappointing performance of resource-rich countries. Its guidelines for the mitigation of adverse environmental and social impacts have been widely used and appreciated. More recently, it has begun to address the challenge of country governance with a variety of instruments. The World Bank Group can, however, do much to improve its performance in enhancing the extractive industry sector's contribution to sustainable development and poverty reduction. The report identifies three main areas for improvement - formulating an integrated strategy, strengthening implementation and engagement of stakeholders. 5 annexes.

    In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system. Technical assistance will be provided to enhance the skills ofPGN and the Ministry of Mines and Energy, and a Gas Technology Unit similar to the Institute of Gas Technology will be established at Indonesia's Research and Development Center for Oil and Gas (LEMIGAS) in Jakarta. 14 refs., 3 figs., 11 tabs.

    Increased population and growth of industry have resulted in greater demand for energy worldwide. Most of this energy is derived from fossil fuel (coal, gas, oil and nuclear) which will soon be depleted. In this context the need for developing renewable sources of energy has taken on a greater sense of importance and urgency. Over the years significant technological advances have been made in the area of renewable energies especially in the field of solar photovoltaics (PV), wind energy and bio-gas technology. In addition, for remote rural areas where there exists no infrastructure for conventional energy supply, these forms of decentralized alternative energy systems will be far more adaptable and well suited. Grameen Shakti (Energy) is an addition to the family of companies of Grameen Bank, to promote and supply renewable energy sources to rural households. GS, a not-for-profit company, expects not only to supply renewable energy services, but also to create employment and income generation opportunities in rural Bangladesh. GS will focus on supply, marketing, sales, testing and development of renewable energy systems of solar pv, biogas, wind turbines and windpumps.

    I am not going to speak about or for the World Bank. More time and a different scope of the conference would be needed in order to more deeply assess the role of the World Bank and other international lenders and donors in the environmental and energy sectors in Poland. I am going to stay within the context of the Krakow Clean Fossil Fuels and Energy Efficiency Project financed by the US AID and managed by the US DOE (called here for simplicity the Krakow Programme). However, in order to assess a role of the World Bank and other international lenders and donors in the pro-environment transformation of the energy systems of Krakow, one needs to briefly discuss: the possibilities and confinements related to the {open_quotes}technology{close_quotes} of disbursement of the financial resources by the multilateral development banks (MDB`s) in Poland, the type of results obtained within the {open_quotes}Krakow Programme{close_quotes} and a concept of involving American commercial companies to implement the clean-air policy for Krakow.

    The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

    A number of joint venture projects at varying stages of progress promise to greatly increase Venezuela`s production of extra heavy oil. Units of Conoco, Chevron, Total, Arco, and Mobil have either signed agreements or are pursuing negotiations with affiliates of state-owned Petroleos de Venezuela SA on the development of huge reserves of 8--10{degree} gravity crude. Large heavy oil resources are present in the oil producing areas of eastern and western Venezuela, and the largest are in eastern Venezuela`s Orinoco heavy oil belt. The paper discusses the Orinoco heavy oil belt geology and several joint ventures being implemented.

    In much of the developed world, air-conditioning in buildings is the dominant driver of summer peak electricity demand. In the developing world a steadily increasing utilization of air-conditioning places additional strain on already-congested grids. This common thread represents a large and growing threat to the reliable delivery of electricity around the world, requiring capital-intensive expansion of capacity and draining available investment resources. Thermal energy storage (TES), in the form of ice or chilled water, may be one of the few technologies currently capable of mitigating this problem cost effectively and at scale. The installation of TES capacity allows a building to meet its on-peak air conditioning load without interruption using electricity purchased off-peak and operating with improved thermodynamic efficiency. In this way, TES has the potential to fundamentally alter consumption dynamics and reduce impacts of air conditioning. This investigation presents a simulation study of a large office building in four distinct geographical contexts: Miami, Lisbon, Shanghai, and Mumbai. The optimization tool DER-CAM (Distributed Energy Resources Customer Adoption Model) is applied to optimally size TES systems for each location. Summer load profiles are investigated to assess the effectiveness and consistency in reducing peak electricity demand. Additionally, annual energy requirements are used to determine system cost feasibility, payback periods and customer savings under local utility tariffs.

    Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project.     Annex IV is an international collaborative project to examine the environmental effects of marine energy devices among countries through the International Energy Agency’s Ocean Energy Systems Initiative (OES). The U.S. Department of Energy (DOE) serves as the Operating Agent for the Annex, in partnership with the Bureau of Ocean Energy Management (BOEM; formerly the Minerals Management Service), the Federal Energy Regulatory Commission (FERC), and National Oceanographic and Atmospheric Administration (NOAA). Numerous ocean energy technologies and devices are being developed around the world, and the few data that exist about the environmental effects of these technologies are dispersed among countries and developers. The purpose of Annex IV is to facilitate efficient government oversight of the development of ocean energy systems by compiling and disseminating information about the potential environmental effects of marine energy technologies and to identify methods of monitoring for these effects. Beginning in 2010, this three-year effort produced a publicly available searchable online database of environmental effects information (Tethys). It houses scientific literature pertaining to the environmental effects of marine energy systems, as well as metadata on international ocean energy projects and research studies. Two experts’ workshops were held in Dublin, Ireland (September 2010 and October 2012) to engage with international researchers, developers, and regulators on the scope and outcomes of the Annex IV project. Metadata and information stored in the Tethys database and feedback obtained from the two experts’ workshops were used as resources in the development of this report. This Annex IV final report contains three case studies of specific interactions of marine energy devices with the marine environment that survey, compile, and analyze the best available information in one coherent location.     With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level.     This article reviews the present and future status of the nuclear industry in the developing nations of China, North Korea, Thailand, Indonesia, and the Philippines. Each of the countries has a booming export-driven economy, which is turn requires considerable new generating capacity. The nuclear option is being considered as a provider of much of this additional capacity. China is committed to an extensive nuclear power program, and Indonesia has an ambitious plan to have seven to twelve reactors in service by the year 2015.     Ziliujing gas field, located in Zigong municipality, Sichuan, is an asymmetric anticline, and well depth is generally less than 1,300 m. There are eight gas- and brine-producing intervals. Tc-3 of the Lower Triassic is the main gas-producing horizon, which is a carbonate with a combination of fracture and intergranular porosities. As early as 1,500 years ago, the production of brine and natural gas was started; over 13,000 wells were drilled of which over 1,000 wells were gas wells. The total area of different producing zones is about 22 km{sup 2}. The distribution and production of natural gas are controlled by structural faults. The gas sources supplied are beyond the limit of the structure. Tc-3 reservoir is a typical fissured reservoir, and most of the wells have the characteristics of (1) high initial production rate; (2) rapid depletion; and (3) long producing life. Owing to the favorable geological conditions; the great number of wells; outstanding ancient technologies in drilling, production, and transportation; comprehensive utilization; and very long production history, tremendous success is achieved in the development of gas fields. The total cumulative gas production by the end of 1985 was 33 billion cubic meters in which 17.2 billion cubic meters were contributed by Tc-3 reservoir; maximum gas and brine recoveries have been achieve. So far the gas reservoirs have not been depleted and new discoveries have been found in recent years. The brilliant achievements of the ancestors remain.

    This article reports the results of a survey of the responsible crime laboratories in the first 19 states with legislation establishing forensic DNA data banks. The survey inquired into the labs` policies and procedures regarding the collection, storage, and analysis of samples; the retention of samples and data; search protocols; access to samples and data by third parties; and related matters. The research suggests that (1) the number of samples collected from convicted offenders for DNA data banking has far surpassed the number that have been analyzed; (2) data banks have already been used in a small but growing number of cases, to locate suspects and to identify associations between unresolved cases; (3) crime labs currently plan to retain indefinitely the samples collected for their data banks; and (4) the nature and extent of security safeguards that crime labs have implemented for their data banks vary among states. The recently enacted DNA Identification Act (1994) will provide $40 million in federal matching grants to states for DNA analysis activities, so long as states comply with specified quality-assurance standards, submit to external proficiency testing, and limit access to DNA information. Although these additional funds should help to ease some sample backlogs, it remains unclear how labs will allocate the funds, as between analyzing samples for their data banks and testing evidence samples in cases without suspects. The DNA Identification Act provides penalties for the disclosure or obtaining of DNA data held by data banks that participate in CODIS, the FBI`s evolving national network of DNA data banks, but individual crime labs must also develop stringent internal safeguards to prevent breaches of data-bank security. 9 refs., 3 tabs.

    Wetland mitigation banks are already in existence in the United States, and the number is increasing. To date, most of these banks have been created and operated for mitigation of impacts arising from highway or commercial development and have not been associated with the oil and gas industry. Argonne National Laboratory evaluated the positive and negative aspects of wetland mitigation banking for the oil and gas industry by examining banks already created for other uses by federal, state, and private entities. Specific issues addressed in this study include (1) the economic, ecological, and technical effectiveness of existing banks; (2) the changing nature of local, state, and federal jurisdiction; and (3) the unique regulatory and jurisdictional problems affecting bank developments associated with the oil and gas industry.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region. The user has almost complete control over the cost estimates for each unconventional gas source in each year and thus can compare contributions from unconventional resources under different cost/price/demand scenarios.« less

    This report forms part of a project entitled 'World Biofuels Study'. The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives.     The tube banks at the Grimethorpe pressurized fluidized bed combustion facility are discussed. Tube Bank E'' was designed for operation as the in bed heat exchanger during Test Series A2 at the Grimethorpe PFBC Establishment between March and November 1987. The supply of the tube bank resulted from an agreement between Foster Wheeler Development Corporation (FWDC), the US Department of Energy, and the Operating Agent for the British Coal/CEGB Joint Programme on PFBC. The tube bank incorporated features, designed to produce acceptable and predictable wastage characteristics, suggested by both FWDC and BCC/CEGB interests. As part of the agreement between the various parties, it was agreed only data from 55% of the tube bank would enter the public domain. This report describes the tube bank, and describes and discusses the public domain wastage results following a total operating period approaching 1450 hours. It is concluded that although conditions varied throughout Test Series A2, there were no major differences in the aggressiveness of the bed. Armouring devices suggested by FWDC were not successful, but their chromised coatings offered promise. The results from UK proprietary parts of the tube bank indicated that the tube bank metal wastage need not be a life limiting problem for PFBC in-bed heat exchangers. 5 refs., 48 figs., 6 tabs.

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

    The DOE/DOD Environmental Data Bank was established in 1959 as a central location for storing weapons and equipment environments information from a variety of DOE, DOD, and industrial sources and continues to be maintained by Sandia National Laboratories. The Environmental Data Bank contains approximately 2,900 documents regarding normal and abnormal environments that describe the handling, storage, transportation, use, and general phases, which occur during the life of a weapon system. The Environmental Data Bank contains a vast assortment of resources that document crash, fire, and chemical environments resulting from aircraft, rail, ship, and truck accidents, as well as crash and thermal tests conducted on shipping containers. Also included are studies on the hazards of exposure to liquid natural gas fireballs, chemical fireballs, and hydrogen fireballs. This paper describes the DOE/DOD Environmental Data Bank system, its structure, data sources, and usage, with particular emphasis on its use for safety assessments at Sandia National Laboratories.

    Heating is a vital energy service in Central and Eastern Europe, but the current delivery mechanisms are riddled with problems. District heating (DH) in its present technical form and with the present management structures is an inefficient system which produces expensive heat. Customers cannot control it and react to overheating by opening windows, even in winter. DH facilities together with other forms of individual heating are responsible for air pollution, causing severe impacts on the health of urban residents. The issues relating to DH are discussed, the first World Bank activities and experiences with projects in Poland are analyzed, and the cornerstones of a strategy to support future World Bank financing and the development of sound heating policies in CEE are presented.

    Although tidally locked habitable planets orbiting nearby M-dwarf stars are among the best astronomical targets to search for extrasolar life, they may also be deficient in volatiles and water. Climate models for this class of planets show atmospheric transport of water from the dayside to the nightside, where it is precipitated as snow and trapped as ice. Since ice only slowly flows back to the dayside upon accumulation, the resulting hydrological cycle can trap a large amount of water in the form of nightside ice. Using ice sheet dynamical and thermodynamical constraints, I illustrate how planets with less than about a quarter the Earth's oceans could trap most of their surface water on the nightside. This would leave their dayside, where habitable conditions are met, potentially dry. The amount and distribution of residual liquid water on the dayside depend on a variety of geophysical factors, including the efficiency of rock weathering at regulating atmospheric CO{sub 2} as dayside ocean basins dry up. Water-trapped worlds with dry daysides may offer similar advantages as land planets for habitability, by contrast with worlds where more abundant water freely flows around the globe.

Realizing this potential first requires an ST data model that addresses challenges in properly merging data from multiple authors, with evolving ontological perspectives, semantical differences, and changing attributes, as well as content that is textual, numeric, categorical, and hierarchical. Equally challenging is the development of analytical and visualization approaches that provide a serious exploration of this integrated data while remaining accessible to practitioners with varied backgrounds. The WSTAMP project at Oak Ridge National Laboratory has yielded two major results in addressing these challenges: 1) development of the WSTAMP database, a significant advance in ST data modeling that integrates 10,000+ attributes covering over 200 nation states spanning over 50 years from over 30 major sources and 2) a novel online ST exploratory and analysis tool providing an array of modern statistical and visualization techniques for analyzing these data temporally, spatially, and spatiotemporally under a standard analytic workflow.   13. Updated Hubbert curves analyze world oil supply

    The question is not whether, but when, world crude oil production will start to decline, ushering in the permanent oil shock era. While global information for predicting this event is not so straightforward as the data M. King Hubbert used in creating his famous Hubbert Curve that predicted the US (Lower 48 states, or US/48) 1970 oil production peak, there are strong indications that most of the world`s large exploration targets have now been found. Meanwhile, the earth`s population is exploding along with the oil needs of Asia`s developing nations. This article reviews Hubbert`s original analyses on oil discovery and production curves for the US/48 and projects his proven methodology onto global oil discoveries and production as of 1992. The world`s oil discovery curve peaked in 1962, and thence declined, as a Hubbert Curve predicts. However, global production was restricted after the 1973 Arab oil embargo. Otherwise, world production would have peaked in the mid-1990s. Two graphs show alternate versions of future global oil production.

    The international LPG industry has expanded rapidly during the 1990s and undergone significant changes. LPG consumption has expanded at nearly twice the rate of world petroleum demand. In particular, LPG use in residential and commercial markets has more than doubled in many developing countries. Markets for LPG and other petroleum products have been opened in many countries, accelerating demand growth and creating investment opportunities in all downstream segments. This has led to an overall strengthening of global LPG pricing and the development of many new export gas-processing projects. The paper discusses world LPG demand in residential and commercial markets and in petrochemicals, world LPG supply, regional increases, international trade, the US situation in natural gas, NGL supply, and NGL demand.

    Neutrino astronomy has rapidly developed these last years, being the only way to get specific and reliable information about astrophysical objects still poorly understood.Currently two neutrino telescopes are operational in the World: BAIKAL, in the lake of the same name in Siberia, and AMANDA, in the ices of the South Pole. Two telescopes of the same type are under construction in the Mediterranean Sea: ANTARES and NESTOR. All these telescopes belong to a first generation, with an instrumented volume smaller or equal to 0.02 km3. Also in the Mediterranean Sea, the NEMO project is just in its stag phase, within the framework of a cubic kilometer size neutrino telescope study. Lastly, the ICECUBE detector, with a volume reaching about 1 km3, is under construction on the site of AMANDA experiment, while an extension of the BAIKAL detector toward km3 is under study. We will present here the characteristics of these experiments, as well as the results of their observations.

    The possible range of future (LPG) export availabilities is huge, but actual production levels depend on factors, many of which are beyond our direct control - world demand for crude oil and gas, developments in technology, and the price of both energy in general and LPG specifically. Although these factors limit some of the potential developments, a substantial increase in LPG supply is certain, and this is likely to depress its price relative to other products. Over the last few years, a dramatic expansion has taken place in the industry. From 1980 to 1987, non-Communist world production of LPG increased by close to 35%, to a total of 115 million tonnes. If this is set against the general energy scene, LPG represented 3.7% of crude oil production by weight in 1980, rising to 5.4% in 1987. This growth reflects rise in consciousness around the world of the value of the product. LPG is no longer regarded as a byproduct, which is flared or disposed of at low value, but increasingly as a co-product, and much of the growth in production has been due to the installation of tailored recovery systems. LPG markets historically developed around sources of supply, constrained by the costs of transportation. The major exceptions, of course, were the Middle East, the large exporter, and Japan, the large importer.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    Biotechnology offers the hope of increasing crop yields in the highland of communist Viet Nam. Thirty Vietnamese families have been culturing potato seedlings for planting. Their potato progeny earn the families $100 to $120 a month, a considerable sum in rural Viet Nam. Some of the farmers are starting to use the same techniques to propagate other vegetables in vitro. This is proof that biotechnology can be beneficial in developing nations. Now agriculture in countries from Indonesia to Ecuador is gaining from biotechnology, thereby helping them compete in the international marketplace. Third World leaders want their own biotech centers and to set their own research agendas, rather than relying on the First World to decide what genetically engineered crops would be most useful for them.

    Middle East LPG producers will continue to dominate world export markets in 1996. Led by Saudi Arabia, the Middle East will produce nearly 26 million metric tons of LPG in million metric tons of LPG in 1996, more than 54% of the world`s almost 48 million metric tons of export LPG. In 2000, however, with world exports of LPG expanding to 58.9 million metric tons, Middle East suppliers; share will have remained flat, making up 31.7 million metric tons, or 53.9%. Saudi Arabia`s contribution will exceed 15 million metric tons, reflecting essentially no growth since 1995. These and other patterns, from data compiled by Purvin and Gertz, Dallas, and published earlier this year, show other suppliers of LPG, especially African (Algeria/Nigeria), North Sea, and Latin American (Venezuela/Argentina), picking up larger shares in the last 5 years of this decade. This scenario assumes completion of several major supply projects that are either panned, under construction, or nearing start up in most of these areas. The paper discusses the global picture, the supply situation in the Middle East, Africa, the North Sea, and South America.

    The Experimental Pressurised Fluidized Bed Combustion Facility at Grimethorpe, South Yorkshire, UK incorporates an in-bed tube bank. During the operation of the facility between June and September 1982, an unexpectedly high degree of metal wastage occurred from the external surfaces of this tube bank. Measures were taken to reduce the rate of metal wastage and extend the life of the tube bank, which was subsequently replaced in July 1983 after a total operating period of 1222 hours of coal burning. Using small-scale fluidized bed cold models, experimental investigations were carried out to determine measures to reduce the metal wastage. The results indicated that metal wastage would be reduced by the following changes: a reduction in the fluidizing velocity; the attachment of studs or axial fins to the tubes; a reduction in the height of the space between the distributor plate and the bottom of the tube bank; and the elimination, where possible of any large gaps within the tube bank. Such changes have been incorporated into the design of the replacement tube bank. This has now been installed and has experienced significantly less metal wastage. 9 references, 6 tables, 34 figures.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world's major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    The Gras Dowr, a floating production, storage, and offloading vessel (FPSD) for Amerada Hess Ltd.`s North Sea Durward and Dauntless fields, is one of the latest additions to the world`s growing FPSO fleet. The Gras Dowr, anchored in about 90 m of water, lies between the Durward (U.K. Block 21/16) and Dauntless (U.K. Block 21/11) fields, about 3.5 km from the subsea wellhead locations. The Gras Dowr`s main functions, according to Bluewater Offshore Production Systems Ltd., are to: receive fluids from well risers; process incoming fluids to separate the fluid into crude, water, and gas; store dry crude oil and maintain the required temperature; treat effluent to allow for water discharge to the sea; compress gas for gas lift as a future option; provide chemical injection skid for process chemical injection; use a part of the produced gas for fuel gas, and flare excess gas; inject treated seawater into the injection wells; house power generation for process and offloading operation and utilities; offload to a tandem moored shuttle tanker including receiving liquid fuel from the same tanker; provide accommodations for operating and maintenance crews; allow helicopters landings and takeoffs; allow handling and storage of goods transported by supply vessels; moor a shuttle tanker; and control the subsea wells.

Listed in this paper is a partial list of the reported projects now underway around the world involving US companies. It is not intended to be comprehensive, but rather an indication of how work continues despite a general lull atmosphere for the oil industry.     Kohl is a widely used traditional cosmetic. It is mainly worn around the eyes in Asia, Africa, and the Middle East. It may be a pervasive source of lead poisoning in those areas and among individuals from those areas who have immigrated to developed nations. Samples of kohl were purchased in Morocco, Mauritania, Great Britain, and the United States. Some of these samples originated from Pakistan, India, and Saudi Arabia. Kohl is widely believed to consist of antimony, but analysis consistently revealed only trace amounts of antimony. Nine of the twenty-two samples tested contained less than 0.6% lead; however, seven samples had lead levels in excess of 50%. The remainder ranged from 3.31 to 37.3%. Third-world-manufactured kohls were purchased in the United States and Britain, suggesting that this hazard is no longer confined to the third world. Those kohls that contained lead were sold in violation of laws on lead in cosmetics in both of these nations. Third-world physicians and health care workers appear to be unaware of possible lead uptake from unsuspected traditionally used items. Physicians in developed nations with patients from Asia, the Middle East, and North Africa need to factor in the possibility of past or present lead intake from unorthodox sources such as kohl.

  6. Toward a nuclear weapons free world?

    Doubts about the wisdom of relying on nuclear weapons are as old as nuclear weapons themselves. But despite this questioning, nuclear weapons came to be seen as the indispensable element of American (indeed Western) security during the Cold War. By the 1970s and 1980s, however, discontent was growing about the intense US-Soviet nuclear arms competition, as it failed to provide any enduring improvement in security; rather, it was seen as creating ever greater risks and dangers. Arms control negotiations and limitations, adopted as a means to regulate the technical competition, may also have relieved some of the political pressures and dangers. But the balance of terror, and the fears of it, continued. The Strategic Defense Initiative (SDI) under President Reagan was a very different approach to escaping from the precarious protection of nuclear weapons, in that it sought a way to continue to defend the US and the West, but without the catastrophic risks of mutual deterrence. As such, SDI connoted unhappiness with the precarious nuclear balance and, for many, with nuclear weapons in general. The disappearance of the Warsaw Pact, the disintegration of the Soviet Union, and the sudden end of the Cold War seemed to offer a unique opportunity to fashion a new, more peaceful world order that might allow for fading away of nuclear weapons. Scholars have foreseen two different paths to a nuclear free world. The first is a fundamental improvement in the relationships between states such that nuclear weapons are no longer needed. The second path is through technological development, e.g., missile defenses which could provide effective protection against nuclear attacks. The paper discusses nuclear weapon policy in the US, views of other nuclear states, the future of nuclear weapons, and issues in a less-nuclear world.
