Methodological and Practical Considerations for DevelopingMultiproject Baselines for Electric Power and Cement Industry Projects inCentral America

The Lawrence Berkeley National Laboratory (Berkeley Lab) andthe Center for Sustainable Development in the Americas (CSDA) conductedtechnical studies and organized two training workshops to developcapacity in Central America for the evaluation of climate changeprojects. This paper describes the results of two baseline case studiesconducted for these workshops, one for the power sector and one for thecement industry, that were devised to illustrate certain approaches tobaseline setting. Multiproject baseline emission rates (BERs) for themain Guatemalan electricity grid were calculated from 2001 data. Inrecent years, the Guatemalan power sector has experienced rapid growth;thus, a sufficient number of new plants have been built to estimateviable BERs. We found that BERs for baseload plants offsetting additionalbaseload capacity ranged from 0.702 kgCO2/kWh (using a weighted averagestringency) to 0.507 kgCO2/kWh (using a 10th percentile stringency),while the baseline for plants offsetting load-followingcapacity is lowerat 0.567 kgCO2/kWh. For power displaced from existing load-followingplants, the rate is higher, 0.735 kgCO2/kWh, as a result of the age ofsome plants used for meeting peak loads and the infrequency of their use.The approved consolidated methodology for the Clean Development Mechanismyields a single rate of 0.753 kgCO2/kWh. Due to the relatively smallnumber of cement plants in the region and the regional nature of thecement market, all of Central America was chosen as the geographicboundary for setting cement industry BERs. Unfortunately, actualoperations and output data were unobtainable for most of the plants inthe region, and many data were estimated. Cement industry BERs rangedfrom 205 kgCO2 to 225 kgCO2 per metric ton of cement.

Frito Lay North America (FLNA) requires technical assistance for the evaluation and implementation of renewable energy and energy efficiency projects in production facilities and distribution centers across North America. Services provided by NREL do not compete with those available in the private sector, but rather provide FLNA with expertise to create opportunities for the private sector renewable/efficiency industries and to inform FLNA decision making regarding cost-effective projects. Services include: identifying the most cost-effective project locations based on renewable energy resource data, utility data, incentives and other parameters affecting projects; assistance with feasibility studies; procurement specifications; design reviews; and other services to support FNLA in improving resource efficiency at facilities. This Cooperative Research and Development Agreement (CRADA) establishes the terms and conditions under which FLNA may access capabilities unique to the laboratory and required by FLNA. Each subsequent task issued under this umbrella agreement would include a scope-of-work, budget, schedule, and provisions for intellectual property specific to that task.

The wind power industry in North America has an immediate need for larger blade test facilities to ensure the survival of the industry. Blade testing is necessary to meet certification and investor requirements and is critical to achieving the reliability and blade life needed for the wind turbine industry to succeed. The U.S. Department of Energy's (DOE's) Wind Program is exploring options for collaborating with government, private, or academic entities in a partnership to build larger blade test facilities in North America capable of testing blades up to at least 70 m in length. The National Renewable Energy Laboratory (NREL) prepared this report for DOE to describe the immediate need to pursue larger blade test facilities in North America, categorize the numerous prospective partners for a North American collaboration, and document the requirements for a North American test facility.

This paper describes the overall process for developing a planning criteria and deployment strategy for technology applications under the US Department of Energy (USDOE) and Electric Power Research Institute (EPRI) Smart Grid programs. These activities described provide an understanding of each demonstration and how they individually and as group further industry knowledge of Distributed Energy Resources (DER) and Renewable Energy Sources (RES) impact the grid and how the distribution grid can interact with DER and RES in smart ways. Both USDOE through its Renewable and Distributed Systems Integration (RDSI) and EPRI via its Smart Grid Demonstration Program both assess how DER and RES can be integrated and operated to lower the carbon footprint.

During the 1990s, the Electric Power Research Institute (EPRI) developed methods for fire risk analysis to support its utility members in the preparation of responses to Generic Letter 88-20, Supplement 4, 'Individual Plant Examination - External Events' (IPEEE). This effort produced a Fire Risk Assessment methodology for operations at power that was used by the majority of U.S. nuclear power plants (NPPs) in support of the IPEEE program and several NPPs overseas. Although these methods were acceptable for accomplishing the objectives of the IPEEE, EPRI and the U.S. Nuclear Regulatory Commission (NRC) recognized that they required upgrades to support current requirements for risk-informed, performance-based (RI/PB) applications. In 2001, EPRI and the USNRC's Office of Nuclear Regulatory Research (RES) embarked on a cooperative project to improve the state-of-the-art in fire risk assessment to support a new risk-informed environment in fire protection. This project produced a consensus document, NUREG/CR-6850 (EPRI 1011989), entitled 'Fire PRA Methodology for Nuclear Power Facilities' which addressed fire risk for at power operations. NUREG/CR-6850 developed high level guidance on the process for identification and inclusion of human failure events (HFEs) into the fire PRA (FPRA), and a methodology for assigning quantitative screening values to these HFEs. It outlined the initial considerations of performance shaping factors (PSFs) and related fire effects that may need to be addressed in developing best-estimate human error probabilities (HEPs). However, NUREG/CR-6850 did not describe a methodology to develop best-estimate HEPs given the PSFs and the fire-related effects. In 2007, EPRI and RES embarked on another cooperative project to develop explicit guidance for estimating HEPs for human failure events under fire generated conditions, building upon existing human reliability analysis (HRA) methods. This document provides a methodology and guidance for conducting a fire HRA. This process includes identification and definition of post-fire human failure events, qualitative analysis, quantification, recovery, dependency, and uncertainty. This document provides three approaches to quantification: screening, scoping, and detailed HRA. Screening is based on the guidance in NUREG/CR-6850, with some additional guidance for scenarios with long time windows. Scoping is a new approach to quantification developed specifically to support the iterative nature of fire PRA quantification. Scoping is intended to provide less conservative HEPs than screening, but requires fewer resources than a detailed HRA analysis. For detailed HRA quantification, guidance has been developed on how to apply existing methods to assess post-fire fire HEPs.

EPRI/NRC-RES fire PRA guide for nuclear power facilities. Volume 1, summary and overview.

This report documents state-of-the-art methods, tools, and data for the conduct of a fire Probabilistic Risk Assessment (PRA) for a commercial nuclear power plant (NPP) application. The methods have been developed under the Fire Risk Re-quantification Study. This study was conducted as a joint activity between EPRI and the U. S. NRC Office of Nuclear Regulatory Research (RES) under the terms of an EPRI/RES Memorandum of Understanding [RS.1] and an accompanying Fire Research Addendum [RS.2]. Industry participants supported demonstration analyses and provided peer review of this methodology. The documented methods are intended to support future applications of Fire PRA, including risk-informed regulatory applications. The documented method reflects state-of-the-art fire risk analysis approaches. The primary objective of the Fire Risk Study was to consolidate recent research and development activities into a single state-of-the-art fire PRA analysis methodology. Methodological issues raised in past fire risk analyses, including the Individual Plant Examination of External Events (IPEEE) fire analyses, have been addressed to the extent allowed by the current state-of-the-art and the overall project scope. Methodological debates were resolved through a consensus process between experts representing both EPRI and RES. The consensus process included a provision whereby each major party (EPRI and RES) could maintain differing technical positions if consensus could not be reached. No cases were encountered where this provision was invoked. While the primary objective of the project was to consolidate existing state-of-the-art methods, in many areas, the newly documented methods represent a significant advancement over previously documented methods. In several areas, this project has, in fact, developed new methods and approaches. Such advances typically relate to areas of past methodological debate.

Development programs in the United States of America for the application of cement-based grouts in radioactive waste management

This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

HiRes camera and LIDAR ranging system for the Clementine mission

Lawrence Livermore National Laboratory developed a space-qualified High Resolution (HiRes) imaging LIDAR (Light Detection And Ranging) system for use on the DoD Clementine mission. The Clementine mission provided more than 1.7 million images of the moon, earth, and stars, including the first ever complete systematic surface mapping of the moon from the ultra-violet to near-infrared spectral regions. This article describes the Clementine HiRes/LIDAR system, discusses design goals and preliminary estimates of on-orbit performance, and summarizes lessons learned in building and using the sensor. The LIDAR receiver system consists of a High Resolution (HiRes) imaging channel which incorporates an intensified multi-spectral visible camera combined with a Laser ranging channel which uses an avalanche photo-diode for laser pulse detection and timing. The receiver was bore sighted to a light-weight McDonnell-Douglas diode-pumped ND:YAG laser transmitter that emmitted 1.06 {micro}m wavelength pulses of 200 mJ/pulse and 10 ns pulse-width, The LIDAR receiver uses a common F/9.5 Cassegrain telescope assembly. The optical path of the telescope is split using a color-separating beamsplitter. The imaging channel incorporates a filter wheel assembly which spectrally selects the light which is imaged onto a custom 12 mm gated image intensifier fiber-optically-coupled into a 384 x 276 pixel frame transfer CCD FPA. The image intensifier was spectrally sensitive over the 0.4 to 0.8 {micro}m wavelength region. The six-position filter wheel contained 4 narrow spectral filters, one broadband and one blocking filter. At periselene (400 km) the HiRes/LIDAR imaged a 2.8 km swath width at 20-meter resolution. The LIDAR function detected differential signal return with a 40-meter range accuracy, with a maximum range capability of 640 km, limited by the bit counter in the range return counting clock.

In the US, the states are responsible for providing disposal capability for commercial low-level radioactive waste generated within their borders. Public acceptance of state activities toward developing this capability is a key factor in the ultimate success of state efforts. The states are using several different approaches to gain public acceptance for the location and development of new low-level radioactive waste disposal facilities. This presentation describes state efforts to gain public acceptance for siting and developing activities and discusses the lessons learned from these state experiences.

(PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. The new contractual period (with a no-cost extension) extended from April 2, 2002 until September 30, 2002. This final technical progress report covers the April--September contract period and reports on activities performed, by PTI, during that period. Update 1983: energy funding for Latin America

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

Hadron Therapy in Latin America

The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

The 1992 conference on Latin America`s Energy Industry: New opportunities for growth through international investment and trade

Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year`s Persian Gulf Crisis are making foreign investment in Latin America`s energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America`s need for foreign financial and technical assistance are providing an important ``pull`` factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico`s plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

Latin America second only to Asia in petrochemical prospects

The opportunity in Asia for petrochemical companies generally is well known among global players in the industry. Conventional wisdom dictates that most companies at least consider investing in Asia, and for good reason, in most cases. The more aggressive, growth-oriented companies, however, already are attempting to discover the ``next Asia,`` if there is such a thing. Latin America has been nominated as one of the less developed regions that might inherit the Asia/Pacific region`s enviable position. This nomination, however, was made before the Mexican financial crisis and the burgeoning pressure on the currencies of Brazil and Argentina. In light of current events, can Latin America still be considered the next Asia, and, if so, what opportunities will follow the devaluation of the Mexican peso? An analysis of the economic and political factors affecting the petrochemical industry in Latin America indicates that the region still hold excellent prospects for petrochemical companies.

The House Foreign Affairs Committee met to mark up two resolutions: H. Res. 424 and H. Res. 440. H. Res. 424 thanks the United Kingdom for its assistance in the April 14, 1986 operation against Libya. Despite objections to the raid and to including the British, as well as questions about the quality of the US response and about the President's compliance with the Constitution and the War Powers Resolution, the resolution passed. H. Res. 440 expresses sympathy to the victims of the Chernobyl accident and asks the Soviet Union to relax restrictions on communications and the transfer of whatever technology and assistance will be helpful. It also criticizes the Soviet handling of information about the accident. An amendment strengthened the wording of the criticism, and the resolution passed. The report includes the committee discussion and the tests of the two resolutions.

Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

The goal of the Wind Powering America State Outreach Project was to facilitate the adoption of effective state legislation, policy, finance programs, and siting best practices to accelerate public acceptance and development of wind energy. This was accomplished by Clean Energy States Alliance (CESA) through provision of informational tools including reports and webinars as well as the provision of technical assistance to state leaders on wind siting, policy, and finance best practices, identification of strategic federal-state partnership activities for both onshore and offshore wind, and participation in regional wind development collaboratives. Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

Building America Industrialized Housing Partnership (BAIHP)

This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.

Building America Performance Analysis Procedures for Existing Homes

Because there are more than 101 million residential households in the United States today, it is not surprising that existing residential buildings represent an extremely large source of potential energy savings. Because thousands of these homes are renovated each year, Building America is investigating the best ways to make existing homes more energy-efficient, based on lessons learned from research in new homes. The Building America program is aiming for a 20%-30% reduction in energy use in existing homes by 2020. The strategy for the existing homes project of Building America is to establish technology pathways that reduce energy consumption cost-effectively in American homes. The existing buildings project focuses on finding ways to adapt the results from the new homes research to retrofit applications in existing homes. Research activities include a combination of computer modeling, field demonstrations, and long-term monitoring to support the development of integrated approaches to reduce energy use in existing residential buildings. Analytical tools are being developed to guide designers and builders in selecting the best approaches for each application. Also, DOE partners with the U.S. Environmental Protection Agency (EPA) to increase energy efficiency in existing homes through the Home Performance with ENERGY STAR program.

The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

Current Status and Experience of WAMS Implementation in North America

The 15 years of successful implementation of Wide-Area Measurement Systems (WAMS) in the WECC power grid have shown significant value of WAMS data in system dynamic modeling and validation, FACTS control validation and pilot implementations of wide area protection schemes. The August 14 2003 blackout in the eastern interconnection of the North America revealed the urgent need for wide-area information acquisition for better power grid operations. The Eastern Interconnection Phasor Project (EIPP) was launched in 2003 to deploy a WAMS system in the eastern interconnection. Development of IEEE C37.118, a standard for phasor data acquisition and transmission, will aid in deployment of phasor measurement systems for WAMS applications. Technologies of Phasor Measurement Units (PMUs) with high precision time synchronization and Phasor Data Concentrators (PDCs) for phasor data aggregation and event recording are key to the success of WAMS implementation. This paper reviews the WAMS development in the North America and presents current and potential WAMS applications including dynamic modeling and validation and wide-area control. Past experience shows a promising future of WAMS in improving power system planning, operation and control. However, there remain challenges to make phasor measurement consistent and to meet both slow and fast data application needs.

Growing Brazilian demand to spur gas network in South America

A recent combination in South America of economic and geopolitical factors is prompting development of a new integrated gas-pipeline network in the continent's Southern Cone. The crucial factors include privatization, regional integration, economic growth, and environmental concerns. The area, Latin America's largest regional entity, includes Brazil (population 150 million and a 1990 GNP of about $375 billion, 9th largest in the world), Argentina (population 32 million and the third largest Latin American economy after Brazil and Mexico), Bolivia, Chile, Paraguay, and Uruguay. Argentina, Brazil, Paraguay, and Uruguay are members of the MercoSur economic bloc whose objective is to develop free trade in the region. There are very few integrated pipeline networks in the world. Besides the giant North American system, with hundreds of producers and pipelines, there is only one other large integrated network. It connects continental European countries to their outside suppliers such as Norway, the C.I.S., and Algeria. The emergence of a new pipeline system is therefore important for the natural-gas industry worldwide and even more so if it occurs in a region now growing rapidly after a decade of economic difficulties.

Exploration geothermal gradient drilling, Platanares, Honduras, Central America

This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multi-family buildings with the goals of reducing energy waste and improving occupant comfort. The U.S. Department of Energy's Building America program develops technologies with the goal of reducing energy use by 30% to 50% in residential buildings. Toward this goal, the program sponsors 'Expert Meetings' focused on specific building technology topics. The meetings are intended to sharpen Building America research priorities, create a forum for sharing information among industry leaders and build partnerships with professionals and others that can help support the program's research needs and objectives. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multifamily buildings with the goals of reducing energy waste and improving occupant comfort. Building America Best Practices Series Volume 12: Builders Challenge Guide to 40% Whole-House Energy Savings in the Cold and Very Cold Climates

This best practices guide is the twelfth in a series of guides for builders produced by PNNL for the U.S. Department of Energyís Building America program. This guide book is a resource to help builders design and construct homes that are among the most energy-efficient available, while addressing issues such as building durability, indoor air quality, and occupant health, safety, and comfort. With the measures described in this guide, builders in the cold and very cold climates can build homes that have whole-house energy savings of 40% over the Building America benchmark with no added overall costs for consumers. The best practices described in this document are based on the results of research and demonstration projects conducted by Building Americaís research teams. Building America brings together the nationís leading building scientists with over 300 production builders to develop, test, and apply innovative, energy-efficient construction practices. Building America builders have found they can build homes that meet these aggressive energy-efficiency goals at no net increased costs to the homeowners. Currently, Building America homes achieve energy savings of 40% greater than the Building America benchmark home (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code). The recommendations in this document meet or exceed the requirements of the 2009 IECC and 2009 IRC and thos erequirements are highlighted in the text. This document will be distributed via the DOE Building America website: www.buildingamerica.gov.

To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, the U.S. Department of Energy (DOE) Residential Buildings Program and the National Renewable Energy Laboratory (NREL) developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. A series of user profiles, intended to represent the behavior of a ''standard'' set of occupants, was created for use in conjunction with the Benchmark.

The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

The 2009 Linear Collider Workshop of the Americas was held on the campus of the University of New Mexico from 29 September to 3 October, 2009. This was a joint meeting of the American Linear Collider Physics Group and the ILC Global Design Effort. Two hundred fifty people attended. The number of scientific contributions was 333. The complete agenda, with links to all of the presentations, is available at physics.unm.edu/LCWA09/. The meeting brought together international experts as well as junior scientists, to discuss the physics potential of the linear collider and advances in detector technology. The validation of detector designs was announced, and the detector design groups planned the next phase of the effort. Detector R&D teams reported on progress on many topics including calorimetry and tracking. Recent accelerator design considerations were discussed in a special session for experimentalists and theorists.

The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the governmentís energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOEís continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. In addition, DOE supports the demonstration and deployment of energy technologies through collaborative efforts with the private sector and public sector entities.

The Consortium of Advanced Residential Buildings (CARB) - A Building America Energy Efficient Housing Partnership

This final report summarizes the work conducted by the Consortium of Advanced Residential Buildings (CARB) (http://www.carb-swa.com/), one of the 'Building America Energy Efficient Housing Partnership' Industry Teams, for the period January 1, 2008 to December 31, 2010. The Building America Program (BAP) is part of the Department of Energy (DOE), Energy Efficiency and Renewable Energy, Building Technologies Program (BTP). The long term goal of the BAP is to develop cost effective, production ready systems in five major climate zones that will result in zero energy homes (ZEH) that produce as much energy as they use on an annual basis by 2020. CARB is led by Steven Winter Associates, Inc. with Davis Energy Group, Inc. (DEG), MaGrann Associates, and Johnson Research, LLC as team members. In partnership with our numerous builders and industry partners, work was performed in three primary areas - advanced systems research, prototype home development, and technical support for communities of high performance homes. Our advanced systems research work focuses on developing a better understanding of the installed performance of advanced technology systems when integrated in a whole-house scenario. Technology systems researched included: - High-R Wall Assemblies - Non-Ducted Air-Source Heat Pumps - Low-Load HVAC Systems - Solar Thermal Water Heating - Ventilation Systems - Cold-Climate Ground and Air Source Heat Pumps - Hot/Dry Climate Air-to-Water Heat Pump - Condensing Boilers - Evaporative condensers - Water Heating CARB continued to support several prototype home projects in the design and specification phase. These projects are located in all five program climate regions and most are targeting greater than 50% source energy savings over the Building America Benchmark home. CARB provided technical support and developed builder project case studies to be included in near-term Joule Milestone reports for the following community scale projects: - SBER Overlook at Clipper Mill (mixed, humid climate) - William Ryan Homes - Tampa (hot, humid climate).
