    The success of market approaches to pollution control in reducing the cost of compliance with environmental regulation, has insured the inclusion of emissions trading programs in current and future regulatory programs. As these environmental trading programs multiply, (SO{sub 2}, NO{sub x}, Ozone Precursors, Wetlands, CO{sub 2} and others), utility companies will need a central location to buy, sell, and trade these allowances to meet regulatory needs. In response, SAIC has designed and prototyped an electronic trading system that can provide a common forum for the location and exchange of environmental allowances, marketable permits, and other market based instruments for environmental management. SAIC intends to open and operate the Allowance Exchange (ALEX) for the trading of all environmental allowances, associated with the operation of electric utilities, as a service to the nation, the industry, and the environmental community.

The innovations we've been expecting for years areslowly being adopted, but we can also expect the pace of change toaccelerate in the coming 3 to 5 years. At the same time, many of ritualsand artifacts of the scholarly communication lifecycle are still rooted ina centuries-old model.  What are the primary goals of scholarlycommunication, and what will be the future role of librarians in thatcycle?  What are the obstacles in information flow (many of our owndesign) that can be removed?Is the library profession moving fast enough to stay ahead of the curve...or are we ever going to be struggling to keep up? With the advent of thedata deluge, all-XML workflows, the semantic Web, cloud servicesand increasingly intelligent mobile devices - what are the implicationsfor libraries, archivists, publishers, scholarly societies as well asindividual researchers and scholars? The opportunities are many - butcapitalizing on this ever-evolving landscape will require significantchanges to our field, changes that we are not currently well-positioned toenact.     Science at the Theater, June 6th, 2011: Berkeley Lab scientists reveal how nanoscience will bring us cleaner energy, faster computers, and improved medicine. Alex Weber-Bargioni: How can we see things at the nanoscale? Alex is pioneering new methods that provide unprecedented insight into nanoscale materials and molecular interactions. The goal is to create rules for building nanoscale materials. Babak Sanii: Nature is an expert at making nanoscale devices such as proteins. Babak is developing ways to see these biological widgets, which could help scientists develop synthetic devices that mimic the best that nature has to offer. Ting Xu: How are we going to make nanoscale devices? A future in which materials and devices are able to assemble themselves may not be that far down the road. Ting is finding ways to induce a wide range of nanoscopic building blocks to assemble into complex structures. Delia Milliron: The dividends of nanoscience could reshape the way we live, from smart windows and solar cells to artificial photosynthesis and improved medical diagnosis. Delia is at the forefront of converting fundamental research into nanotechnology. Moderated by Jim DeYoreo, interim director of the Molecular Foundry, a facility located at Berkeley Lab where scientists from around the world address the myriad challenges in nanoscience.

  20. Statutory complexity disguises agency capture in Citizens Coal Council v. EPA

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    A method has been developed and applied to measure the beam waist and spot size of a focused soft x-ray beam at the free-electron laser FLASH of the Deutsches Elektronen-Synchrotron in Hamburg. The method is based on a saturation effect upon atomic photoionization and represents an indestructible tool for the characterization of powerful beams of ionizing electromagnetic radiation. At the microfocus beamline BL2 at FLASH, a full width at half maximum focus diameter of (15{+-}2) {mu}m was determined.

    Geological and geophysical data are used with the sequential indicator simulation algorithm of Gomez-Hernandez and Srivastava to produce multiple, equiprobable, three-dimensional maps of informal hydrostratigraphic units at the Frenchman Flat Corrective Action Unit, Nevada Test Site. The upper 50 percent of the Tertiary volcanic lithostratigraphic column comprises the study volume. Semivariograms are modeled from indicator-transformed geophysical tool signals. Each equiprobable study volume is subdivided into discrete classes using the ISIM3D implementation of the sequential indicator simulation algorithm. Hydraulic conductivity is assigned within each class using the sequential Gaussian simulation method of Deutsch and Journel. The resulting maps show the contiguity of high and low hydraulic conductivity regions.

    A Chemical EOR Workshop was held on June 23--24, 1993 in Houston, Texas. The objectives of this workshop were to evaluate the potential for chemical Enhanced Oil Recovery (EOR) to repower significant quantities of remaining domestic oil, to assess the role of the Department of Energy (DOE) and petroleum industry to achieve this potential, and to assess the research needs in chemical EOR. Fifty-six research engineers and scientists from major oil companies, independent oil companies, academic institutes, research institutes, and DOE attended this workshop. Opening remarks were given by Alex Crawley from DOE Bartlesville Project Office and Thomas E. Burchfield of the National Institute for Petroleum and Energy Research (NIPER). The keynote address was delivered by Donald Juckett, Acting Deputy Assistant Secretary for Gas and Petroleum Technology. Ten papers on the state-of-the-art in chemical EOR technologies and recent field test experience were presented on the first day. Two workshops, one on surfactant/alkali flooding and the other on profile modification/polymer flooding, were held on the second day. It was concluded that chemical EOR has the potential of recovering significant quantities of remaining oil, and it is the only method that has the potential of economically recovering residual oil from reservoirs of shallow and medium depth. It is recommended that funding of support research in chemical EOR be continued and sustained to provide continuity and expertise for future advanced oil recovery technologies. Selected papers are being indexed separately for inclusion in the Energy Science and Technology Database.

  9. R&D progress in SRF surface preparation with centrifugal barrel polishing (cbp) for both Nb and Cu

    Centrifugal Barrel polishing (CBP) is becoming a common R&D tool for SRF cavity preparation around the world. During the CBP process a cylindrically symmetric SRF cavity is filled with relatively cheap and environmentally friendly abrasive and sealed. The cavity is then spun around a cylindrically symmetric axis at high speeds uniformly conditioning the inner surface. This uniformity is especially relevant for SRF application because many times a single manufacturing defects limits cavity?s performance well below it?s theoretical limit. In addition CBP has created surfaces with roughness?s on the order of 10?s of nm which create a unique surface for wet chemistry or thin film deposition. CBP is now being utilized at Jefferson Laboratory, Fermi Laboratory and Cornell University in the US, Deutsches Elektronen-Synchrotron in Germany, Laboratori Nazionali di Legnaro in Italy, and Raja Ramanna Centre for Advanced Technology in India. In this talk we will present current CBP research from each lab including equipment, baseline recipes, cavity removal rates and subsequent cryogenic cavity tests on niobium as well as copper cavities where available.

    The work described here revealed the presence of diverse microbial communities located across 19 subsurface sites at the NNSS/NTTR and nearby locations. Overall, the diversity of microorganisms was high for subsurface habitats and variable between sites. As of this writing, preparations are being made to combine the Illumina sequences and 16S rRNA clone libraries with other non-NNSS/NTTR well sites of Southern Nevada Regional Flow System for a publication manuscript describing our very broad landscape scale survey of subsurface microbial diversity. Isolates DRI-13 and DRI-14 remain to be fully characterized and named in accordance with the conventions established by Bergey's Manual of Systematic Bacteriology. In preparation to be published, these microorganisms will be submitted to the American Type Culture Collection (ATCC) and the Deutsche Sammlung von Mikroorganismen und Zellkulturen GmbH (DSMZ).It is anticipated that the data resulting from this study in combination with other data sets that will allow us to produce a number of publications that will be impactful to the subsurface microbiology community.

  11. The European XFEL Free Electron Laser at DESY

    The European X-ray Free-Electron laser Facility (XFEL) is going to be built in an international collaboration at the Deutsches Elektronen-Synchrotron (DESY), Germany, and the Technical Design Report was published in 2006. The official project is expected for summer 2007. This new facility will offer photon beams at wavelengths as short as 1 angstrom with highest peak brilliance being more than 100 million times higher than present day synchrotron radiation sources. The radiation has a high degree of transverse coherence and the pulse duration is reduced from {approx}100 picoseconds (typ. for SR light sources) down to the {approx}10 femtosecond time domain. The overall layout of the XFEL will be described. This includes the envisaged operation parameters for the linear accelerator using superconducting TESLA technology. The complete design is based on the actually operated FLASH free-electron laser at DESY. Experience with the operation during first long user runs at wavelengths from 30 to 13 nm will be described in detail.

  12. GET FiT Plus: De-risking clean energy business models in a developing country context

    GET Fit was first conceived in January 2010 when the United Nations Secretary General's Advisory Group on Energy and Climate Change (AGECC) invited Deutsche Bank Climate Change Advisors (DBCCA) to present new concepts to drive renewable energy investment in developing regions. DBCCA responded with the Global Energy Transfer Feed-in Tariffs Program (GET FiT), a proposal to support both renewable energy scale up and energy access through the creation of new international public-private partnerships. The concept was inspired by the theory that feed-in tariffs could serve as an effective policy structure for both public and private investment and knowledge transfer from the developed world. The original GET FiT concept was designed with input from over 160 individuals from the renewable energy, financial and international development communities. The original GET FiT report was issued in April 2010. This report reflects continued engagement of stakeholders around the world. GET FiT plus is an effort to capture the key outcomes of the GET FiT consultation process and use them to catalyze ongoing dialogue and debate about the future of international support for renewable energy in developing regions. These outcomes have been translated into key research priorities. These priorities, as well as some short issue briefs are part of this report.

    The massively parallel computer QCDOC (QCD On a Chip) of the RIKEN BNL Research Center (RI3RC) will provide ten-teraflop peak performance for lattice gauge calculations. Lattice groups from both Columbia University and RBRC, along with assistance from IBM, jointly handled the design of the QCDOC. RIKEN has provided $5 million in funding to complete the machine in 2003. Some fraction of this computer (perhaps as much as 10%) might be made available for large-scale computations in areas of theoretical nuclear physics other than lattice gauge theory. The purpose of this workshop was to investigate the feasibility and possibility of using a supercomputer such as the QCDOC for lattice, general nuclear theory, and other calculations. The lattice applications to nuclear physics that can be investigated with the QCDOC are varied: for example, the light hadron spectrum, finite temperature QCD, and kaon ({Delta}I = 1/2 and CP violation), and nucleon (the structure of the proton) matrix elements, to name a few. There are also other topics in theoretical nuclear physics that are currently limited by computer resources. Among these are ab initio calculations of nuclear structure for light nuclei (e.g. up to {approx}A = 8 nuclei), nuclear shell model calculations, nuclear hydrodynamics, heavy ion cascade and other transport calculations for RHIC, and nuclear astrophysics topics such as exploding supernovae. The physics topics were quite varied, ranging from simulations of stellar collapse by Douglas Swesty to detailed shell model calculations by David Dean, Takaharu Otsuka, and Noritaka Shimizu. Going outside traditional nuclear physics, James Davenport discussed molecular dynamics simulations and Shailesh Chandrasekharan presented a class of algorithms for simulating a wide variety of femionic problems. Four speakers addressed various aspects of theory and computational modeling for relativistic heavy ion reactions at RHIC. Scott Pratt and Steffen Bass gave general overviews of how qualitatively different types of physical processes evolve temporally in heavy ion reactions. Denes Molnar concentrated on the application of hydrodynamics, and Alex Krasnitz on a classical Yang-Mills field theory for the initial phase. We were pleasantly surprised by the excellence of the talks and the substantial interest from all parties. The diversity of the audience forced the speakers to give their talks at an understandable level, which was highly appreciated. One particular bonus of the discussions could be the application of highly developed three-dimensional astrophysics hydrodynamics codes to heavy ion reactions.

  14. Dielectric breakdown properties of hot SF{sub 6}-CO{sub 2} mixtures at temperatures of 3003500?K and pressures of 0.011.0?MPa

    Recently, much attention has been paid to SF{sub 6}-CO{sub 2} mixtures as one of substitutes for pure SF{sub 6} gas. In this paper, the dielectric breakdown properties of hot SF{sub 6}-CO{sub 2} mixtures are investigated at temperatures of 3003500?K and pressures of 0.011.0?MPa. Under the assumptions of local thermodynamic equilibrium and local chemical equilibrium, the equilibrium compositions of hot SF{sub 6}-CO{sub 2} mixtures with different CO{sub 2} proportions are obtained based on Gibbs free energy minimization. The cross sections for interactions between electrons and neutral species are presented. Some unknown ionization cross sections are determined theoretically using DeutschMrk (DM) formalism based on quantum chemistry. Two-term Boltzmann equation is adopted to calculate the electron energy distribution function, reduced ionization coefficient, reduced attachment coefficient, and reduced effective ionization coefficient. Then the reduced critical electric field strength of mixtures, corresponding to dielectric breakdown performances, is determined when the generation and loss of electrons are balanced. Finally, the influences of temperature, pressure, and CO{sub 2} proportion on the reduced critical electric field strength are studied. It is found that a large percentage of CO{sub 2} can obviously reduce concentrations of high-energy electrons. At temperatures above 1750?K, an addition of CO{sub 2} to SF{sub 6} gas can enhance dielectric breakdown performances. However, at low temperatures, too much CO{sub 2} added into mixtures can reduce dielectric breakdown abilities. In addition, increasing gas pressure can improve dielectric breakdown performances. But the influence will be no more significant if pressure is over 0.8?MPa.

  15. High-resolution mineralogical characterization and biogeochemical modeling of uranium reaction pathways at the FRC

    High-Resolution Mineralogical Characterization and Biogeochemical Modeling of Uranium Reduction Pathways at the Oak Ridge Field-Research Center (FRC) Chen Zhu, Indiana University, David R. Veblen, Johns Hopkins University We have successfully completed a proof-of-concept, one-year grant on a three-year proposal from the former NABIR program, and here we seek additional two-year funding to complete and publish the research. Using a state-of-the-art 300-kV, atomic resolution, Field Emission Gun Transmission Electron Microscope (TEM), we have successfully identified three categories of mineral hosts for uranium in contaminated soils: (1) iron oxides; (2) mixed manganese-iron oxides; and (3) uranium phosphates. Method development using parallel electron energy loss spectroscopy (EELS) associated with the TEM shows great promise for characterizing the valence states of immobilized U during bioremediation. We have also collected 27 groundwater samples from two push-pull field biostimulation tests, which form two time series from zero to approximately 600 hours. The temporal evolution in major cations, anions, trace elements, and the stable isotopes 34S, 18O in sulfate, 15N in nitrate, and 13C in dissolved inorganic carbon (DIC) clearly show that biostimulation resulted in reduction of nitrate, Mn(IV), Fe(III), U(VI), sulfate, and Tc(VII), and these reduction reactions were intimately coupled with a complex network of inorganic reactions evident from alkalinity, pH, Na, K, Mg, and Ca concentrations. From these temporal trends, apparent zero order rates were regressed. However, our extensive suite of chemical and isotopic data sets, perhaps the first and only comprehensive data set available at the FRC, show that the derived rates from these field biostimulation experiments are composite and lump-sum rates. There were several reactions that were occurring at the same time but were masked by these pseudo-zero order rates. A reaction-path model comprising a total of nine redox couples (NO3–/NH4+, MnO2(s)/Mn2+, Fe(OH)3(s) /Fe2+, TcO4–/TcO2(s), UO22+/UO2(s), SO42–/HS–, CO2/CH4, ethanol/acetate, and H+/H2.) is used to simulate the temporal biogeochemical evolution observed in the field tests. Preliminary results show that the models based on thermodynamics and more complex rate laws can generate the apparent zero order rates when several concurrent or competing reactions occur. Professor Alex Halliday of Oxford University, UK, and his postdoctoral associates are measuring the uranium isotopes in our groundwater samples. Newly developed state-of-the-art analytical techniques in measuring variability in 235U/238U offer the potential to distinguish biotic and abiotic uranium reductive mechanisms.

    Process Control System (PCS) security is critical to our national security. Yet, there are a number of technological, economic, and educational impediments to PCS owners implementing effective security on their systems. OPSAID (Open PCS Security Architecture for Interoperable Design), a project sponsored by the US Department of Energy's Office of Electricity Delivery and Reliability, aims to address this issue through developing and testing an open source architecture for PCS security. Sandia National Laboratories, along with a team of PCS vendors and owners, have developed and tested this PCS security architecture. The OPSAID (Open PCS (Process Control System) Security Architecture for Interoperable Design) program is intended to address these security shortcomings by accelerating the availability and deployment of comprehensive security technology for PCS, both for existing PCS and inherently secure PCS in the future. All activities are closely linked to industry outreach and advisory efforts.Generally speaking, the OPSAID project is focused on providing comprehensive security functionality to PCS that communicate using IP. This is done through creating an interoperable PCS security architecture and developing a reference implementation, which is tested extensively for performance and reliability.This report first provides background on the PCS security problem and OPSAID, followed by goals and objectives of the project. The report also includes an overview of the results, including the OPSAID architecture and testing activities, along with results from industry outreach activities. Conclusion and recommendation sections follow. Finally, a series of appendices provide more detailed information regarding architecture and testing activities.Summarizing the project results, the OPSAID architecture was defined, which includes modular security functionality and corresponding component modules. The reference implementation, which includes the collection of component modules, was tested extensively and proved to provide more than acceptable performance in a variety of test scenarios. The primary challenge in implementation and testing was correcting initial configuration errors.OPSAID industry outreach efforts were very successful. A small group of industry partners were extensively involved in both the design and testing of OPSAID. Conference presentations resulted in creating a larger group of potential industry partners.Based upon experience implementing and testing OPSAID, as well as through collecting industry feedback, the OPSAID project has done well and is well received.
