Economic Potential of CHP in Detroit Edison Service Area: the Customer Perspective

DOE's mission under the Distributed Energy and Electricity Reliability (DEER) Program is to strengthen America's electric energy infrastructure and provide utilities and consumers with a greater array of energy-efficient technology choices for generating, transmitting, distributing, storing, and managing demand for electric power and thermal energy. DOE recognizes that distributed energy technologies can help accomplish this mission. Distributed energy (DE) technologies have received much attention for the potential energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention has been the desire to reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and other potential impacts on the distribution system. It is important to assess the costs and benefits of DE to consumers and distribution system companies. DOE commissioned this study to assess the costs and benefits of DE technologies to consumers and to better understand the effect of DE on the grid. Current central power generation units vent more waste heat (energy) than the entire transportation sector consumes and this wasted thermal energy is projected to grow by 45% within the next 20 years. Consumer investment in technologies that increase power generation efficiency is a key element of the DOE Energy Efficiency program. The program aims to increase overall cycle efficiency from 30% to 70% within 20 years as well. DOE wants to determine the impact of DE in several small areas within cities across the U.S. Ann Arbor, Michigan, was chosen as the city for this case study. Ann Arbor has electric and gas rates that can substantially affect the market penetration of DE. This case study analysis was intended to: (1) Determine what DE market penetration can realistically be expected, based on consumer investment in combined heat and power systems (CHP) and the effect of utility applied demand response (DR). (2) Evaluate and quantify the impact on the distribution utility feeder from the perspective of customer ownership of the DE equipment. (3) Determine the distribution feeder limits and the impact DE may have on future growth. For the case study, the Gas Technology Institute analyzed a single 16-megawatt grid feeder circuit in Ann Arbor, Michigan to determine whether there are economic incentives to use small distributed power generation systems that would offset the need to increase grid circuit capacity. Increasing circuit capacity would enable the circuit to meet consumer's energy demands at all times, but it would not improve the circuit's utilization factor. The analysis spans 12 years, to a planning horizon of 2015. By 2015, the demand for power is expected to exceed the grid circuit capacity for a significant portion of the year. The analysis was to determine whether economically acceptable implementation of customer-owned DE systems would reduce the peak power demands enough to forestall the need to upgrade the capacity of the grid circuit. The analysis was based on economics and gave no financial credit for improved power reliability or mitigation of environmental impacts. Before this study was completed, the utility expanded the capacity of the circuit to 22 MW. Although this expansion will enable the circuit to meet foreseeable increases in peak demand, it also will significantly decrease the circuit's overall utilization factor. The study revealed that DE penetration on the selected feeder is not expected to forestall the need to upgrade the grid circuit capacity unless interconnection barriers are removed. Currently, a variety of technical, business practice, and regulatory barriers discourage DE interconnection in the US market.

Detroit Commuter Hydrogen Project

This project was undertaken to demonstrate the viability of using hydrogen as a fuel in an internal combustion engine vehicle for use as a part of a mass transit system. The advantages of hydrogen as a fuel include renew-ability, minimal environmental impact on air quality and the environment, and potential to reduce dependence on foreign energy sources for the transportation sector. Recognizing the potential for the hydrogen fuel concept, the Southeast Michigan Congress of Governments (SEMCOG) determined to consider it in the study of a proposed regional mass transit rail system for southeast Michigan. SEMCOG wanted to evaluate the feasibility of using hydrogen fueled internal combustion engine (H2ICE) vehicles in shuttle buses to connect the Detroit Metro Airport to a proposed, nearby rail station. Shuttle buses are in current use on the airport for passenger parking and inter-terminal transport. This duty cycle is well suited to the application of hydrogen fuel at this time because of the ability to re-fuel vehicles at a single nearby facility, overcoming the challenge of restricted fuel availability in the undeveloped hydrogen fuel infrastructure. A cooperative agreement between SEMCOG and the DOE was initiated and two H2ICE buses were placed in regular passenger service on March 29, 2009 and operated for six months in regular passenger service. The buses were developed and built by the Ford Motor Company. Wayne County Airport Authority provided the location for the demonstration with the airport transportation contractor, Metro Cars Inc. operating the buses. The buses were built on Ford E450 chassis and incorporated a modified a 6.8L V-10 engine with specially designed supercharger, fuel rails and injectors among other sophisticated control systems. Up to 30 kg of on-board gaseous hydrogen were stored in a modular six tank, 350 bar (5000 psi) system to provide a 150 mile driving range. The bus chassis and body were configured to carry nine passengers with luggage. By collecting fuel use data for the two H2ICE buses, with both written driver logs and onboard telemetry devices, and for two conventional propane-gasoline powered buses in the same service, comparisons of operating efficiency and maintenance requirements were completed. Public opinion about the concept of hydrogen fuel was sampled with a rider survey throughout the demonstration. The demonstration was very effective in adding to the understanding of the application of hydrogen as a transportation fuel. The two 9 passenger H2ICE buses accumulated nearly 50,000 miles and carried 14,285 passengers. Data indicated the H2ICE bus fuel economy to be 9.4 miles/ gallon of gasoline equivalent (m/GGE) compared to the 10 passenger propane-gasoline bus average of 9.8 m/GGE over 32,400 miles. The 23- passenger bus averaged 7.4 m/GGE over 40,700 miles. Rider feedback from 1050 on-board survey cards was overwhelmingly positive with 99.6% indicating they would ride again on a hydrogen powered vehicle. Minimal maintenance was required for theses buses during the demonstration project, but a longer duration demonstration would be required to more adequately assess this aspect of the concept.

Potential benefits of a resource-recovery facility coupled with district heating in Detroit, Michigan

The City of Detroit, Michigan, announced plans for a 2.7-Gg/d (3000-ton/d) Resource Recovery Facility to be located in the central part of the city. The facility will process and burn waste collected by the municipal forces. Steam generated in the facility's boilers will be used to produce electricity; the surplus electricity will be sold to the Detroit Edison Company. When needed by the Central Heating System (CHS), large portions of the steam can be extracted from the turbine and sold to the Detroit Edison Company. The facility will meet its primary purpose of greatly relieving Detroit's solid waste disposal problem. A second very important benefit is that it will be a source of reasonably priced steam for the CHS, which serves the downtown area. Detroit is now in a local depression, and the downtown areas have suffered urban decay. The city is focusing on the redevelopment of these areas, and a viable, cost-effective district heating system would be a major asset. Currently, the CHS is losing money, although it charges relatively high rates for steam, because it uses primarily natural gas to generate steam. The economic feasibility of converting the CHS's relatively oil boiler units to burn coal, a much cheaper fuel, is doubtful. The Resource Recovery Facility can provide CHS with a major part of its steam needs at competitive prices in the near future. This would do much to relieve the CHS's financial problems and help it to become a viable system. This, in turn, would assist the city in the redevelopment of the downtown areas. An overall strategy for district heating in Detroit is being developed. It is suggested that a comprehensive study of a regional district heating system in the city be made.

Advanced Communication and Control of Distributed Energy Resources at Detroit Edison

The project objective was to create the communication and control system, the process and the economic procedures that will allow owners (e.g., residential, commercial, industrial, manufacturing, etc.) of Distributed Energy Resources (DER) connected in parallel to the electric distribution to have their resources operated in a manner that protects the electric utility distribution network and personnel that may be working on the network. The Distribution Engineering Workstation (DEW) (a power flow and short circuit modeling tool) was modified to calculate the real-time characteristics of the distribution network based on the real-time electric distribution network information and provide DER operating suggestions to the Detroit Edison system operators so that regional electric stability is maintained. Part of the suggestion algorithm takes into account the operational availability of DERs, which is known by the Energy Aggregator, DTE Energy Technologies. The availability information will be exchanged from DTE Energy Technologies to Detroit Edison. For the calculated suggestions to be used by the Detroit Edison operators, procedures were developed to allow an operator to operate a DER by requesting operation of the DER through DTE Energy Technologies. Prior to issuing control of a DER, the safety of the distribution network and personnel needs to be taken into account. This information will be exchanged from Detroit Edison to DTE Energy Technologies. Once it is safe to control the DER, DTE Energy Technologies will issue the control signal. The real-time monitoring of the DECo system will reflect the DER control. Multi-vendor DER technologies representing approximately 4 MW of capacity was monitored and controlled using a web-based communication path. The DER technologies included are a photovoltaic system, energy storage, fuel cells and natural gas/diesel internal combustion engine generators. This report documents Phase I result for the Detroit Edison (Utility) led team, which also includes: DTE Energy Technology (DER provider & Aggregator), Electrical Distribution Design (Virginia Tech company supporting DEW); Systems Integration Specialists Company (real-time protocol integrator); and OSIsoft (software system for managing real-time information). This work was performed in anticipation of being selected for Phase II of the Advanced Communication and Control of Distributed Energy Resources project.

In response to a request from the International Association of Fire Fighters on behalf of the Detroit Fire Fighters Association, Detroit, Michigan, a health hazard evaluation was made of respiratory symptoms and skin irritation in fire fighters involved in a large fire and explosion at a warehouse. Over 200 fire fighters from fire-fighting organizations in three communities were involved in the incident. Site runoff water contained chlordane and malathion in low parts per million; other samples were negative. Nose and throat irritation, cough, and shortness of breath were experienced by a large proportion of fire fighters following the fire, and in 14, 15, and 17 percent, respectively, symptoms persisted over 2 months. Symptoms were significantly associated with time spent at the scene and time spent in heavy smoke. Pulmonary function tests were abnormal in 14 cases, ten due to obstructive lung disease, three to restrictive lung disease, and one to a combination. The authors conclude that better protective equipment is needed for fire fighters at chemical fires. Recommendations include development of a hazardous-materials response team, and implementation of a routine medical surveillance program.

Detroit Edison's Fermi 1 - Preparation for Reactor Removal

This paper is intended to provide information about the ongoing decommissioning tasks at Detroit Edison's Fermi 1 plant, and in particular, the work being performed to prepare the reactor for removal and disposal. In 1972 Fermi 1 was shutdown and the fuel returned to the Atomic Energy Commission. By the end of 1975, a retirement plan was prepared, the bulk sodium removed, and the plant placed in a safe store condition. The plant systems were left isolated with the sodium containing systems inert with carbon dioxide in an attempt to form a carbonate layer, thus passivating the underlying reactive sodium. In 1996, Detroit Edison determined to evaluate the condition of the plant and to make recommendations in relation to the Fermi 1 future plans. At the end of 1997 approval was obtained to remove the bulk asbestos and residual alkali-metals (i.e., sodium and sodium potassium (NaK)). In 2000, full nuclear decommissioning of the plant was approved. To date, the bulk asbestos insulation has been removed, and the only NaK remaining is located in six capillary instrument tubes. The remaining sodium is contained within the reactor, two of the three primary loops, and miscellaneous removed pipes and equipment to be processed. The preferred method for removing or reacting sodium at Fermi 1 is by injecting superheated steam into a heated, nitrogen inert system. The byproducts of this reaction are caustic sodium hydroxide, hydrogen gas, and heat. The decision was made to separate the three primary loops from the reactor for better control prior to processing each loop and the reactor separately. The first loop has already been processed. The main focus is now to process the reactor to allow removal and disposal of the Class C waste prior to the anticipated June 2008 closure of the Barnwell radioactive waste disposal facility located in South Carolina. Lessons learnt are summarized and concern: the realistic schedule and adherence to the schedule, time estimates, personnel accountability, back up or fill in work, work packages, condensation control, radiological contamination control, and organization of the waste stream.

The exclusive Galactic gamma-ray club has opened up to new members. Supernova remnants, pulsar wind nebulae, and massive binary systems hosting a compact object have recently joined the young pulsars as firmly established sources of gamma rays in the Milky Way. Massive young stellar clusters are on the waiting list to join the club. Only the fine imaging recently obtained at TeV energies could resolve specific sources. The samples are sparse, but raise exciting questions. The jet or pulsar-wind origin of the emission in binaries has been hotly debated, but it seems that both types of systems have been recently detected. The nature of the radiation in shock accelerators is still questioned: do nuclei contribute a lot, a little, or not to the gamma rays and what energy do they carry away from the shock budget? The acceleration process and the structural evolution of the pulsar winds are still uncertain. The magnetic field distribution in all these systems is a key, but poorly constrained, ingredient to model the multi-wavelength data, particle transport and electron ageing. It must, however, be determined in order to efficiently probe particle distributions and the acceleration mechanisms. The source samples soon to be expected from GLAST and the Cherenkov telescopes should bring new valuable test cases and they will, for the first time, shed statistical light on the collective behaviour of these different types of accelerators.

The latest global financial tsunami and its follow-up global economic recession has uncovered the crucial impact of housing markets on financial and economic systems. The Chinese stock market experienced a markedly fall during the global financial tsunami and China's economy has also slowed down by about 2\\%-3\\% when measured in GDP. Nevertheless, the housing markets in diverse Chinese cities seemed to continue the almost nonstop mania for more than ten years. However, the structure and dynamics of the Chinese housing market are less studied. Here we perform an extensive study of the Chinese housing market by analyzing ten representative key cities based on both linear and nonlinear econophysical and econometric methods. Fish passage conditions through two spillways at Detroit Dam on the North Santiam River in Oregon were evaluated by Pacific Northwest National Laboratory for the U.S. Army Corps of Engineers (USACE), Portland District, using Sensor Fish devices. The objective of the study was to describe and compare passage exposure conditions through Spillbay 3 and Spillbay 6 at 1.5- and 3.5-ft gate openings, identifying potential fish injury regions of the routes. The study was performed in July 2009, concurrent with HI-Z balloon-tag studies by Normandeau Associates, Inc. Sensor Fish and live fish were deployed at elevations approximately 3 ft above structure at depths determined using a computational fluid dynamics model. Data collected were analyzed to estimate 1) exposure conditions, particularly exposure to severe collision and shear events by passage route sub-regions; 2) differences in passage conditions between passage routes; and 3) relationships to live-fish injury and mortality data estimates.

Detroit Diesel Corporation (DDC) is developing the DELTA 4.0L V6 engine, specifically for the North American light truck market. This market poses unique requirements for a diesel engine, necessitating a clean sheet engine design. DELTA was developed from a clean sheet of paper, with the first engine firing just 228 days later. The process began with a Quality Function Deployment (QFD) analysis, which prioritized the development criteria. The development process integrated a co-located, fully cross-functional team. Suppliers were fully integrated and maintained on-site representation. The first demonstration vehicle moved under its own power 12 weeks after the first engine fired. It was demonstrated to the automotive press 18 days later. DELTA has repeatedly demonstrated its ability to disprove historical North American diesel perceptions and compete directly with gasoline engines. This paper outlines the Generation 0.0 development process and briefly defines the engine. A brief indication of the Generation 0.5 development status is given.

Determining chemical cleaning requirements for Detroit Edison Belle River Unit No. 1

Detroit Edison's Belle river Power Plant is a two unit coal-fired installation. The drum type boilers are Carolina type and burn pulverized low sulfur western coal. Both units have a normal boiler operating pressure of 2700 psi, are rated at 650 MW net, with a boiler operating volume of 125,000 gallons. The boilers were pre-operationally chemically cleaned during start up in 1984 (Unit 1) and 1985 (Unit 2), to remove millscale and the preservative coatings. Following the vendor recommendation to chemically clean when the tube deposit weight reaches 25 g/ft{sup 2} (as determined by the solvent removal method). However, a review of tube deposit test results form Belle River Unit 1 indicated that the type of deposit found was markedly different in appearance and physical nature than deposits typically found in other Company boilers. This paper reports that based on this difference, and the conservatism of the published limit, a comprehensive evaluation of the need to chemically clean the Belle River boilers was undertaken.

Zebra Mussel control experiences at Detroit Edison Harbor Beach Power Plant

The Detroit Edison Co. Harbor Beach Power Plant on Lake Huron in Michigan`s thumb and is comprised of one 100 MW coal-fired unit. Zebra mussels first were discovered during a routine inspection of the plant screen house in August 1991. The initial population of 5 mussels/m{sup 2} increased to 650 mussels/m{sup 2} by March 1992. During this eight-month period the plant began to experience problems with zebra mussels clogging small coolers, check valves, and miscellaneous service water connections. Although the mussels had not affected the unit`s availability, it was evident that they soon might if left uncontrolled. A treatment program was devised in 1992 to eliminate the mussels living in the screen house and inside the plant. Targeted in-plant systems included the condenser cooling supply lines, plant service water system, and plant fire fighting system. An oxygen scavenger (sodium sulfate) was used in conjunction with thermal treatment (saturated steam) to asphyxiate and heat the mussels over a several day period. Inspection dives in the screen house before and after treatment as well as subsequent in-plant equipment inspections have revealed the treatment to be successful. Complete mortality was achieved in the screen house and in-plant systems. By April, 1993, the zebra mussel colony had re-established itself in the plant screen house to a level of 400 mussels/m{sup 2}. In October 1993, the colony had grown to 2,600 mussels/m{sup 2}. A second treatment was scheduled and completed on October 18--21, 1993. Thermal treatment was used alone during this treatment episode in which 100% mortality again wax achieved. Test bags, an in-line viewport, and post treatment dive inspections confirmed that the treatment was completely successful. Population monitoring and treatments continue on a regular basis.

Hydroacoustic Evaluation of Juvenile Salmonid Passage and Distribution at Detroit Dam, 2011

Pacific Northwest National Laboratory evaluated juvenile salmonid passage and distribution at Detroit Dam (DET) on the North Santiam River, Oregon for the U.S. Army Corps of Engineers (USACE) to provide data to support decisions on long-term measures to enhance downstream passage at DET and others dams in USACEs Willamette Valley Project. This study was conducted in response to regulatory requirements necessitated by the listing of Upper Willamette River Spring Chinook salmon (Oncorhynchus tshawytscha) and Upper Willamette River steelhead (O. mykiss) as threatened under the Endangered Species Act. The goal of the study was to provide information of juvenile salmonid passage and distribution at DET from February 2011 through February 2012. The results of the hydroacoustic study provide new and, in some cases, first-ever data on passage estimates, run timing, distributions, and relationships between fish passage and environmental variables at the dam. This information will inform management decisions on the design and development of surface passage and collection devices to help restore Chinook salmon populations in the North Santiam River watershed above DET. During the entire study period, an estimated total of 182,526 smolt-size fish (4,660 fish, 95% CI) passed through turbine penstock intakes. Run timing peaked in winter and early spring months. Passage rates were highest during late fall, winter and early spring months and low during summer. Horizontal distribution for hours when both turbine units were operated simultaneously indicated Unit 2 passed almost twice as much fish as Unit 1. Diel distribution for smolt-size fish during the study period was fairly uniform, indicating fish were passing the turbines at all times of the day. A total of 5,083 smolt-size fish ( 312 fish, 95% CI) were estimated passed via the spillway when it was open between June 23 and September 27, 2011. Daily passage was low at the spillway during the June-August period, and increased somewhat in September 2011. When the spillway was operated simultaneously with the turbines, spillway efficiency (efficiency is estimated as spillway passage divided by total project passage) was 0.72 and effectiveness (fish:flow ratioproportion fish passage at a route (e.g., spillway) divided by proportion water through that route out of the total project) was 2.69. That is, when the spillway was open, 72% of the fish passing the dam used the spillway and 28% passed into the turbine penstocks. Diel distribution for smolt-size fish at the spillway shows a distinct peak in passage between mid-morning and mid-afternoon and low passage at night. We estimated that 23,339 smolt-size fish ( 572 fish, 95% CI) passed via the Regulating Outlet (RO) when it was open from October 29 through November 12, 2011, January 2-6, and January 20 through February 3, 2012. During the OctoberNovember period, RO passage peaked at 1,086 fish on November 5, with a second peak on November 7 (1,075 fish). When the RO was operated simultaneously with the turbines, RO efficiency was 0.33 and effectiveness was 0.89. In multiple regression analyses, a relatively parsimonious model was selected that predicted the observed fish passage data well. The best model included forebay temperature at depth, forebay elevation, total discharge, hours of daylight, and the operation period. The vertical distribution of fish in the forebay near the face of the dam where the transducers sampled showed fish were generally distributed throughout the water column during all four operational periods. During the refill and full pool periods, vertical distribution was bi-modal with surface-layer and mid-water modes. Patterns for day and night distributions were variable. Fish were distributed above and below the thermocline when it was present (full pool and drawdown periods).

During the spring of 2005, Detroit Edison, Enrico Fermi II Nuclear Power Station (Fermi) decided to disposition two MSRs and associated components scheduled for replacement in the spring of 2006 during the MSR Replacement Outage. Of concern to Fermi was the proper packaging and transportation methodology when dis-positioning a component measuring approximately 110' in length and 13' in diameter and weighing over 300 tons. Upon removal from the Turbine Deck the retired MSRs and associated components were turned over to the Rad Waste Group for packaging and final disposition. Fermi requested quotations from vendors to package, transport, and disposition the MSRs and associated components. However, multiple Vendors informed Fermi that the size and weight of the MSRs were questionable in passing permitting requirements and would require segmentation and volume reduction on site or at a waste processor. Fermi contracted with MHF Logistical Solutions (MHF-LS) based on their ability to receive clearances for shipping the MSRs in one piece via two heavy haul rail conveyances acting as a bolstered load with professionally engineered blocking and bracing configured to support the retired MSRs. The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

Characterization of Fish Passage Conditions through a Francis Turbine, Spillway, and Regulating Outlet at Detroit Dam, Oregon, Using Sensor Fish, 2009

Fish passage conditions through two spillways, a Francis turbine, and a regulating outlet (RO) at Detroit Dam on the North Santiam River in Oregon were evaluated by Pacific Northwest National Laboratory for the U.S. Army Corps of Engineers (USACE), Portland District, using Sensor Fish devices. The objective of the study was to describe and compare passage exposure conditions, identifying potential fish injury regions within the routes. The study was performed in July, October, and December 2009 concurrent with HI-Z balloon-tag studies by Normandeau Associates, Inc. Sensor Fish data were analyzed to estimate 1) exposure conditions, particularly exposure to severe strike, collision, and shear events by passage route sub-regions; 2) differences in passage conditions between passage routes; and 3) relationships to live-fish injury and mortality data estimates. Comparison of the three passage routes evaluated at Detroit Dam indicates that the RO passage route through the 5-ft gate opening was relatively the safest route for fish passage under the operating conditions tested; turbine passage was the most deleterious. These observations were supported also by the survival and malady estimates obtained from live-fish testing. Injury rates were highest for turbine and spillway passage. However, none of the passage routes tested is safe for juvenile salmonid passage.

In certain types of 'slow burn' emergencies, careful accumulation and evaluation of information can offer a crucial advantage. The SARS outbreak in the first decade of the 21st century was such an event, and ad hoc journal clubs played a critical role in assisting scientific and technical responders in identifying and developing various strategies for halting what could have become a dangerous pandemic. This research-in-progress paper describes a process for leveraging emerging semantic web and digital library architectures and standards to (1) create a focused collection of bibliographic metadata, (2) extract semantic information, (3) convert it to the Resource Description Framework /Extensible Markup Language (RDF/XML), and (4) integrate it so that scientific and technical responders can share and explore critical information in the collections.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

This paper presents a study of the economic performance of Fission/Fusion Hybrid devices. This work takes fusion breeder cost estimates and applies methodology and cost factors used in the fission reactor programs to compare fusion breeders with Liquid Metal Fast Breeder Reactors (LMFBR). The results of the analysis indicate that the Hybrid will be in the same competitive range as proposed LMFBRs and have the potential to provide economically competitive power in a future of rising uranium prices. The sensitivity of the results to variations in key parameters is included.

Natural gas could be an important alternative energy source in meeting some of the market demand presently met by liquid products from crude oil. This study was initiated to analyze three energy markets to determine if greater use could be made of natural gas or natural gas derived products and if those products could be provided on an economically competitive basis. The three markets targeted for possible increases in gas use were motor fuels, power generation, and the chemical feedstocks market. The economics of processes to convert natural gas to transportation fuels, chemical products, and power were analyzed. The economic analysis was accomplished by drawing on a variety of detailed economic studies, updating them and bringing the results to a common basis. The processes analyzed included production of methanol, MTBE, higher alcohols, gasoline, CNG, and LNG for the transportation market. Production and use of methanol and ammonia in the chemical feedstock market and use of natural gas for power generation were also assessed. Use of both high and low quality gas as a process feed stream was evaluated. The analysis also explored the impact of various gas price growth rates and process facility locations, including remote gas areas. In assessing the transportation fuels market the analysis examined production and use of both conventional and new alternative motor fuels.

In 1709 William Darby invented the coking process that led to the use of coal in eighteenth century England. From an economic standpoint, one could say that this event more than any other ushered in the industrial revolution with its dependence on coal and steel produced with coal. However, from an engineering perspective, there is another cause of the industrial revolution that is more subtle-the physical makeup of the energy resources available to England. This work presents detailed comparative analysis on the production economics of both current and future biofuels, including ethanol, biodiesel, and butanol. Our objectives include demonstrating the impact of key parameters on the overall process economics (e.g., plant capacity, raw material pricing, and yield) and comparing how next-generation technologies and fuels will differ from today's technologies. The commercialized processes and corresponding economics presented here include corn-based ethanol, sugarcane-based ethanol, and soy-based biodiesel. While actual full-scale economic data are available for these processes, they have also been modeled using detailed process simulation. For future biofuel technologies, detailed techno-economic data exist for cellulosic ethanol from both biochemical and thermochemical conversion. In addition, similar techno-economic models have been created for n-butanol production based on publicly available literature data. Key technical and economic challenges facing all of these biofuels are discussed.

Methyl Tertiary Butyl Ether (MTBE) is produced industrially by catalytic reaction between methanol and isobutene. The catalyst that is widely used is an acidic ion exchange resin. This article explores design and economics when sulfuric acid is the catalyst. The profitability of MTBE production depends mainly on the cost of butenes and methhanol. Thus, the example shows MTBE made with a catalyst of sulfuric acid was profitable at a Saudi Arabian location, even though it was not profitable at a U.S. Gulf Coast location.

Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

Recently, Bendersky \\emph{et al.} developed a method to complete the task of characterizing an arbitrary $\\chi$ matrix element in a scalable way, Phys. Rev. Lett. Vol. \\textbf{100}, 190403(2008), where an auxiliary system was needed. In present work, we shall show that the same task can also be completed within the scheme of standard quantum process tomography (SQPT) where there is no requirement for ancilla. Our method depends on two observations: With the elaborately chosen operators basis, the SQPT may have an economical form where a single run of experiment, in which we measure the expectation value of a chosen operator in the outport of the quantum channel with a known input, is sufficient to characterize a selected $\\chi$ matrix element; With the progress recently achieved in quantum entanglement detection, we also find that the number of the experimental settings to realize the experiment for the selected $\\chi$ matrix element does not exceed 2N for the N-qubits system. For practice, our scheme can be applied for the cases where the controlled two-body interaction is neither available nor desirable.

The High Temperature Gas-Cooled Reactor (HTGR) Application Economic Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Application Economic Model calculates either the required selling price of power and/or heat for a given internal rate of return (IRR) or the IRR for power and/or heat being sold at the market price. The user can generate these economic results for a range of reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for up to 16 reactor modules; and for module ratings of 200, 350, or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Application Economic Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Application Economic Model. This model was designed for users who are familiar with the HTGR design and Excel and engineering economics. Modification of the HTGR Application Economic Model should only be performed by users familiar with the HTGR and its applications, Excel, and Visual Basic.
