    Detroit Edison's Belle river Power Plant is a two unit coal-fired installation. The drum type boilers are Carolina type and burn pulverized low sulfur western coal. Both units have a normal boiler operating pressure of 2700 psi, are rated at 650 MW net, with a boiler operating volume of 125,000 gallons. The boilers were pre-operationally chemically cleaned during start up in 1984 (Unit 1) and 1985 (Unit 2), to remove millscale and the preservative coatings. Following the vendor recommendation to chemically clean when the tube deposit weight reaches 25 g/ft{sup 2} (as determined by the solvent removal method). However, a review of tube deposit test results form Belle River Unit 1 indicated that the type of deposit found was markedly different in appearance and physical nature than deposits typically found in other Company boilers. This paper reports that based on this difference, and the conservatism of the published limit, a comprehensive evaluation of the need to chemically clean the Belle River boilers was undertaken.

  9. A compact XRF unit for determining total sulphur content in coals

    A microcomputer based x-ray fluorescence (XRF) unit was developed for off-line determination of total sulphur content in coal samples. The unit consisted of the x-ray exciting/measuring set and the microcomputer with a plug-in interface card, An Fe-55 radioisotope was used as the exciting source while a krypton-filled proportional counter was used to measure x-rays from the samples. The x-ray spectrum was simultaneously displayed on the microcomputer screen. For quantitative determination of sulphur, the intensities of sulphur K x-rays as well as calcium K x-rays and scattered x-rays were taken into account. The unit was tested with finely-ground, dried and compressed lignite, subbituminous and bituminous samples. It was found that for low-calcium coals the results were in good agreement with those obtained from the standard chemical analysis method within {+-}0.2 %S and within {+-}0.5 %S for high-calcium coals.

    Document available in abstract form only, full text of document follows: The Ringhals site is situated on the Swedish southwest coastline. At the site, there are four operating nuclear power plants. Historically, the Swedish policy has been that the nuclear power plants were to be closed in 2010. The present position is to operate the units until their technical and economic lifetime has run out. The units shall be maintained and invested in to ensure a lifetime of at least 50 years, but the actions taken shall not limit the time to this date. When the initial surveillance capsules were evaluated, it was noted that the material properties of the weld material of unit 3 and 4 showed some deviations from the expected behaviour. Currently there is an extensive project running for re-evaluating the embrittlement situation from a long-term operating perspective. One part of the project is aimed at more accurately determining the fluence levels of the reactor pressure vessels (RPVs). The basis for the early evaluations of the dosimeters in the surveillance capsules and the corresponding fluence evaluation had an operating lifetime of 25 years as a target value. Therefore, the accuracy and refinement of the measurement and calculation were taken to be good enough to suit this life span. Looking back at the results from the dosimetry measurements there are a few discrepancies. Some of the dosimeters were disintegrated and some measurements had comparatively large uncertainties. When starting this project there were some re-evaluations done with the old fluence prediction model. For every new run and refinement there appeared new difficulties, and the decision was to start the evaluation from scratch. Then there are two questions remaining regarding the fluence: What is the current fluence level? What will the resulting fluence be after 60 years of operation, when we have up-rated output power of both reactors? This paper aims to describe the view of the fluence evaluation in the surveillance program of the RPV, both in a historical and prospective view. (authors)

  11. Field Investigation to Determine the Extent of Sediment Recontamination at the United Heckathorn Superfund Site, Richmond, California

    This field investigation was undertaken to determine the present condition of sediment in Lauritzen Channel and Parr Canal approximately 2 years after completion of sediment remedial actions at the United Heckathorn Superfund site. The study was designed to supplement the post-remediation monitoring program by determining the extent and identifying potential sources of observed pesticide contamination in marine sediments near the site. Core samples collected from Lauritzen Channel and Parr Canal in July 1999 were described geologically, and samples were prepared from different sediment types, such as younger bay mud or older bay mud. Sediment samples were analyzed for grain size, organic carbon, and DDT compounds. Only minor changes have occurred in Parr Canal since remedial actions were taken in 1996-1997, but in Lauritzen Channel, DDT concentrations exceed the remedial goal of 590 ug/kg dry weight in nearly all the unconsolidated sediment (younger bay mud, sand, and disturbed older bay mud). The source of contaminated sediment could not be confirmed by this study; there was no clear correlation between high DDT concentrations and sediment remaining between the pilings, as was originally suspected. There also was no correlation between high DDT concentrations in sediment and the locations of outfalls, although some of the contamination retained by the creosote-treated wood appeared to be highest close to the known outfalls.

    Purpose: To determine what factors US radiation oncology residents consider when choosing academic or nonacademic careers. Methods and Materials: A 20-question online survey was developed and sent to all US radiation oncology residents to assess factors that influence their career interest. Residents were asked to rate their interest in academics (A) versus private practice (PP) on a 0 (strong interest in A) to 100 (strong interest in PP) scale. Responses were classified as A (0-30), undecided (40-60), and PP (70-100). Residents were also asked to rank 10 factors that most strongly influenced their career interest. Results: Three hundred thirty-one responses were collected, of which 264 were complete and form the basis for this analysis. Factors that correlated with interest in A included having a PhD (P=.018), postgraduate year level (P=.0006), research elective time (P=.0003), obtaining grant funding during residency (P=.012), and number of publications before residency (P=.0001), but not number of abstracts accepted in the past year (P=.65) or publications during residency (P=.67). The 3 most influential factors for residents interested in A were: (1) baseline interest before residency; (2) academic role models; and (3) research opportunities during residency. The 3 most influential factors for residents interested in PP were: (1) baseline interest before residency; (2) academic role models; and (3) academic pressure and obligations. Conclusions: Interest in A correlated with postgraduate year level, degree, and research time during residency. Publications before but not during residency correlated with academic interest, and baseline interest was the most influential factor. These data can be used by residency program directors to better understand what influences residents' career interest.

With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

    This invention relates to a termination unit comprising an end-section of a cable.     The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    A new type of fluid lifting equipment called Balanced Oil Recovery System (trade named BORS Lift{trademark}) was installed on several idle oil wells to demonstrate the operating efficiency of this innovative equipment technology. The BORS Lift system is designed to bring oil to the surface without the accompanying formation water. The BORS Lift system uses an innovative strap mechanism that takes oil from the top of the downhole oilwater column and lifts it to the surface, eliminating production of the formation water. Eliminating salt water production could potentially increase oil production, reduce operational costs, benefit the environment, and cut salt water disposal costs. Although the BORS Lift units did not function as intended, lessons learned during the course of the field demonstration project resulted in improvements in the technology and redesign of subsequent generation BORS Lift units which are reported to have significantly improved their performance characteristics. BORS Lift units were installed on 15 temporarily abandoned wells which had been shut down due to low oil production, high water production, and uneconomic operating conditions. The wells had been producing with artificial lift at a high watercut from a shallow (850-900 feet), pressure depleted oil sand reservoir prior to being shut down. The electrical motor driven BORS Lift units provided a possible approach for economically returning the shallow, low-volume oil wells to production. The BORS Lift units used in this field demonstration were designed to recover up to roughly 22 barrels of fluid per day from depths ranging to 1,700 feet, ideal for many marginal stripper well operations. The BORS units were first-production-model test units, operated under oil field conditions for the first time, and were naturally expected to experience some design problems. From the onset, the operator experienced mechanical, design, and operational problems with the BORS Lift units and was unable to maintain un-interrupted production operations. The inventor provided considerable on-site technical support in an ongoing effort to correct the problems with the units and the inventor worked extensively with the operator to make design and manufacturing changes to the units to try to improve their reliability and performance. The operational problems were mostly related to the durability of the various components under oil field operating conditions such as inadequate mechanical, electrical, and electronic design for rough service, extended operation, and severe weather conditions. During the course of the demonstration project, it further appeared that the producing formation lacked sufficient reservoir energy and/or favorable oil properties to mobilize and displace oil from the formation into the well bore in order to recharge the oil column in the well. The BORS Lift units were then moved to a second lease which appeared to have more favorable WTI quality oil properties. Eight of these units were reported to have been installed and placed in operation on the second lease, however, operational difficulties continued. It was determined that the units were inadequately designed and would need to be replace by improved second generation units. Due to the lack of success with the first generation units and the extra cost to replace them with the redesigned units, the operators decided not to continue with the project and the project was terminated at that point.

    A diagnostic system for an HVAC system includes a number of sensors used to measure the operation of the HVAC system. Sensor readings are measured by timing the delay between when a strobe signal is sent to a sensor and when an interrupt signal from the sensor is received. A device driver used to measure the sensor readings stores the sensor readings in pseudo-character device files, which are universally accessible by different subsystems of the diagnostic system. Based on the readings from these sensors, this diagnostic system is able to determine the operational status of the HVAC system and if an economizer in the HVAC system is operating properly.

    On February 16, 1993 the EPA published a final rule that allows either the EPA Regional Administrator or the authorized State to designate areas as corrective action management units (CAMUs) at hazardous waste management facilities for the specific purpose of managing remediation waste that has been generated as part of the facility`s corrective action activities. According to the rule, placement of remediation wastes into or within a CAMU does not constitute land disposal of hazardous waste and is not subject to RCRA land disposal restrictions. In addition, waste disposal units located within CAMUs are not required to be designed in accordance with RCRA minimum technological requirements applicable to land disposal units. This Information Brief explains the advantages of a CAMU designation, defines a Temporary Unit (TU) and explains the advantages of a TU designation.     Enterovirus 71 is a picornavirus that causes hand, foot and mouth disease but may induce fatal neurological illness in infants and young children. Enterovirus 71 crystallized in a body-centered orthorhombic space group with two particles in general orientations in the crystallographic asymmetric unit. Determination of the particle orientations required that the locked rotation function excluded the twofold symmetry axes from the set of icosahedral symmetry operators. This avoided the occurrence of misleading high rotation-function values produced by the alignment of icosahedral and crystallographic twofold axes.     One of the reasons for shutdowns of main oil pipelines is stoppage of the cleaning unit in cleaning of the inner surface of paraffin deposits caused by damage to the cleaning unit. The authors propose a method of searching for and determining the condition of the cleaning unit not requiring dismantling of the pipeline according to which the initial search for the cleaning unit is done with acoustic instruments (the increased acoustic noise at the point of stoppage of its is recorded) and subsequent inspection by a radiographic method. An experimental model of an instrument was developed making it possible to determine the location of a cleaning unit in an oil pipeline in stoppage of it from the acoustic noise. The instrument consists of two blocks, the remote sensor and the indicator block, which are connected to each other with a cable up to 10 m long. The design makes it possible to place the sensor at any accessible point of a linear part of the pipeline (in a pit, on a valve, etc.) while the indicator block may remain on the surface of the ground. The results obtained make it possible to adopt the optimum solutions on elimination of their malfunctioning and to prevent emergency situations without dismantling of the pipeline. With the equipment developed it is possible to inspect oil and gas pipelines with different reasons for a reduction in their throughput.

    Low current measurements in atmospheric ion detection using a Gerdien condenser are subjected to numerous sources of error. Zeroing and testing units described in this article, connected as modules to this type of detector, enable some of these errors to be found and eliminated. The zeroing unit provides digital compensation of the zero drift with a digital sample and hold circuit of 12-bit resolution. It overcomes difficulties related to zero drift and techniques used in the zero conductivity determination when the accelerating potential or airflow rate are zero. The testing unit is a current reference of nominally 10{sup -12} A intended for testing and correcting the system on current leakage and other measuring deviations due to changes in atmospheric parameters.     Sandia National Laboratories performs many expensive tests using inertial measurement units (IMUs)--systems that use accelerometers, gyroscopes, and other sensors to measure flight dynamics in three dimensions. For the purpose of this report, the metrics used to evaluate an IMU are cost, size, performance, resolution, upgradeability and testing. The cost of a precision IMU is very high and can cost hundreds of thousands of dollars. Thus the goals and results of this project are as follows: (1) Examine the data flow in an IMU and determine a generic IMU design. (2) Discuss a high cost IMU implementation and its theoretically achievable results. (3) Discuss design modifications that would save money for suited applications. (4) Design and implement a low cost IMU and discuss its theoretically achievable results. (5) Test the low cost IMU and compare theoretical results with empirical results. (6) Construct a more streamlined printed circuit board design reducing noise, increasing capabilities, and constructing a self-contained unit. Using these results, we can compare a high cost IMU versus a low cost IMU using the metrics from above. Further, we can examine and suggest situations where a low cost IMU could be used instead of a high cost IMU for saving cost, size, or both.

    Storage of large volumes of radioactive mixed waste (RMW) generated over the past 20 years at the Hanford Site has resulted in various waste management challenges. Presently, disposal capacity for RMW does not exist. Containers holding RMW will be stored until processing facilities can be completed to provide treatment and final disposal. Because of the complexity of these wastes, special projects have been initiated to properly manage them. This paper addresses one such project. The goal of this project is to develop a mobile inspection and repackaging unit (IRU) for solid RMW.     The Penasco Shugart Queen Sand Unit located in sections 8, 9, 16 & 17, T18S, 31E Eddy County New Mexico is operated by MNA Enterprises Ltd. Co. Hobbs, NM. The first well in the Unit was drilled in 1939 and since that time the Unit produced 535,000 bbl of oil on primary recovery and 375,000 bbl of oil during secondary recovery operations that commenced in 1973. The Unit secondary to primary ratio is 0.7, but other Queen waterfloods in the area had considerably larger S/P ratios. On June 25 1999 MNA was awarded a grant under the Department of Energy's ''Technology Development with Independents'' program. The grant was used to fund a reservoir study to determine if additional waterflood reserves could be developed. A total of 14 well bores that penetrate the Queen at 3150 ft are within the Unit boundaries. Eleven of these wells produced oil during the past 60 years. Production records were pieced together from various sources including the very early state production records. One very early well had a resistivity log, but nine of the wells had no logs, and four wells had gamma ray-neutron count-rate perforating logs. Fortunately, recent offset deep drilling in the area provided a source of modern logs through the Queen. The logs from these wells were used to analyze the four old gamma ray-neutron logs within the Unit. Additionally the offset well log database was sufficient to construct maps through the unit based on geostatistical interpolation methods. The maps were used to define the input parameters required to simulate the primary and secondary producing history. The history-matched simulator was then used to evaluate four production scenarios. The best scenario produces 51,000 bbl of additional oil over a 10-year period. If the injection rate is held to 300 BWPD the oil rate declines to a constant 15 BOPD after the first year. The projections are reasonable when viewed in the context of the historical performance ({approx}30 BOPD with a {approx}600 BWPD injection rate during 1980-1990). If an additional source of water is developed, increasing the injection rate to 600 BWPD will double the oil-producing rate. During the log evaluation work the presence of a possibly productive Penrose reservoir about 200 ft below the Queen was investigated. The Penrose zone exists throughout the Unit, but appears to be less permeable than the Queen. The maps suggest that either well 16D or 16C are suitable candidates for testing the Penrose zone.

Through the conformal transformation $\\lambda(z) = 1/(4z) (1+z)^2$ the function $d \\circ \\lambda(z)$ extends to a holomorphic function in a domain which contains the unit disc.

    Approximately three years ago, the people at Diamond Shamrock's Sunray, Texas, refinery recognized a growing demand for high octane super premium unleaded gasoline in their regional marketing area. It was apparent that they would need to change their processing scheme to meet this growing demand. After investigating several options, they decided to install an MTBE (methyl tert-butyl ether) unit upstream of their existing sulfuric acid (H/sub 2/SO/sub 4/) aklylation unit. The new unit would process olefin feed before it entered the alkylation unit. The MTBE unit was expected to improve Diamond Shamrock's gasoline pool in two ways. First, the MTBE would be an additional high octane blending stock for the gasoline pool. Second, the MTBE unit would improve the quality of the olefin stream going to the alkylation unit. Diamond Shamrock brought their MTBE unit onstream in December, 1985. The results of the combined operation exceeded expectations, producing alkylate in excess of 98 RON (Research octane number) and MTBE of 118 RON. These components significantly upgraded the refinery's capability to produce a super premium unleaded gasoline.

Army Doctrine Publication (ADP) 7-0, Training Units and Developing Leaders, re-establishes fundamental training and leader development concepts and processes for the U.S. Army. Training doctrine is again based on the Armys operations and planning processes, now defined by ADP 3-0, Unified Land Operations, and ADP 5-0, The Operations Process. Mission command makes the commander responsible for unit readiness and leader development. Unit commanders must be the subject matter experts. Commanders cannot delegate oversight of unit training and leader development to subordinates. The commanders physical presence at training sends a clear message to subordinatesunit training and leader development are the most important things the unit does when it is not actively engaged in operations.     Flux is an important source of uncertainties for a reactor neutrino experiment. It is determined from thermal power measurements, reactor core simulation, and knowledge of neutrino spectra of fuel isotopes. Past reactor neutrino experiments have determined the flux to (2-3)% precision. Precision measurements of mixing angle $\\theta_{13}$ by reactor neutrino experiments in the coming years will use near-far detector configurations. Most uncertainties from reactor will be canceled out. Understanding of the correlation of uncertainties is required for $\\theta_{13}$ experiments. Precise determination of reactor neutrino flux will also improve the sensitivity of the non-proliferation monitoring and future reactor experiments. We will discuss the flux calculation and recent progresses.

    Gender, the expression of maleness or femaleness, in dioecious plants has been associated with changes in morphology, physiology, ecological position, and commercial importance of several species, including members of the Salicaceae family. Various mechanisms have been proposed to explain the expression of gender in Salicaceae, including sex chromosomes, simple Mendelian genes, quantitative genes, environment, and genotype-by-environment interactions. Published reports would favor a genetic basis for gender. The objective of this study was to identify molecular markers associated with gender in a segregating family of hybrid poplars. Bulked segregant analysis and chi-squared analysis were used to test for the occurrence of sex chromosomes, individual loci, and chromosome ratios (i.e., ploidy levels) as the mechanisms for gender determination. Examination of 2488 PCR based RAPD markers from 1219 primers revealed nine polymorphic bands between male and female bulked samples. However, linkage analysis indicated that none of these markers were significantly associated with gender. Chisquared results for difference in male-to-female ratios between diploid and triploid genotypes also revealed no significant differences. These findings suggest gender is not controlled via sex chromosomes, simple Mendelian loci or ratios of autosome to gender-determining loci. It is possible that gender is determined genetically by regions of the genome not sampled by the tested markers or by a complex of loci operating in an additive threshold manner or in an epistatic manner. It is also possible that gender is determined environmentally at an early zygote stage, canalizing gender expression.

    Gunsite 113 Access Road Unit is located in the northeast corner of SRS. In the mid 1980`s, sparse vegetation, dead trees, and small mounds of soil were discovered on a portion of the road leading to Gunsite 113. This area became the Gunsite 113 Access Road Unit (Gunsite 113). The unit appears to have been used as a spoil dirt and / or road construction debris disposal area. There is no documentation or record of any hazardous substance management, disposal, or any type of waste disposal at this unit. Based upon the available evidence, there are no potential contaminants of concern available for evaluation by a CERCLA baseline risk assessment. Therefore, there is no determinable health risk associated with Gunsite 113. In addition, it is also reasonable to conclude that, since contamination is below risk-based levels, the unit presents no significant ecological risk. It is recommended that no further remedial action be performed at this unit.

Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

    The four SI base units are proposed to be redefined in two stages: first, the kilogram, mole and ampere should be defined, and then the kelvin. To realize the redefinition of a base unit of the SI in terms of fundamental physical constant (FPC), a principle of coincidence of their physical dimensions is put forward. Direct applying this principle will lead to the changing of the sets of base and derived units in the new SI. If we want to preserve the continuity of the division between base and derived units in the new and the current SI, the principle is to be generalized with the time dimension factor be included. The status of the mole as the base unit of measurement is considered in the current and new SI.     Development of a method for detection of curium at near single atom levels is being undertaken as a part of the Advanced Concepts Project at Argonne National Laboratory with funding from the US Department of Energy, Office of Arms Control and Nonproliferation. Ultratrace determination of curium, with the ability to quantify the fraction that is curium-242, provides a signature method of detecting clandestine reprocessing of recently irradiated uranium targets. Curium initially present in any of a variety of materials such as air filters, solid or liquid process waste, soil, flora, or fauna can be recovered via current chemical separations processing techniques. Using the ultratrace method being developed, such recovered curium will be quantified with thousand-fold higher sensitivity than the best currently available method which is alpha counting. This high sensitivity arises because, on average, a given trivalent curium (Cm{sup 3+}) ion can emit a very large number of fluorescence photons before alpha decay occurs.

    The purpose of this calculation is to identify radionuclides that are significant to offsite doses from potential preclosure events for spent nuclear fuel (SNF) and high-level radioactive waste expected to be received at the potential Monitored Geologic Repository (MGR). In this calculation, high-level radioactive waste is included in references to DOE SNF. A previous document, ''DOE SNF DBE Offsite Dose Calculations'' (CRWMS M&O 1999b), calculated the source terms and offsite doses for Department of Energy (DOE) and Naval SNF for use in design basis event analyses. This calculation reproduces only DOE SNF work (i.e., no naval SNF work is included in this calculation) created in ''DOE SNF DBE Offsite Dose Calculations'' and expands the calculation to include DOE SNF expected to produce a high dose consequence (even though the quantity of the SNF is expected to be small) and SNF owned by commercial nuclear power producers. The calculation does not address any specific off-normal/DBE event scenarios for receiving, handling, or packaging of SNF. The results of this calculation are developed for comparative analysis to establish the important radionuclides and do not represent the final source terms to be used for license application. This calculation will be used as input to preclosure safety analyses and is performed in accordance with procedure AP-3.12Q, ''Calculations'', and is subject to the requirements of DOE/RW-0333P, ''Quality Assurance Requirements and Description'' (DOE 2000) as determined by the activity evaluation contained in ''Technical Work Plan for: Preclosure Safety Analysis, TWP-MGR-SE-000010'' (CRWMS M&O 2000b) in accordance with procedure AP-2.21Q, ''Quality Determinations and Planning for Scientific, Engineering, and Regulatory Compliance Activities''.

    PNNL and BPA have been in close collaboration on laboratory performance evaluation of phasor measurement units for over ten years. A series of evaluation tests are designed to confirm accuracy and determine measurement performance under a variety of conditions that may be encountered in actual use. Ultimately the testing conducted should provide parameters that can be used to adjust all measurements to a standardized basis. These tests are performed with a standard relay test set using recorded files of precisely generated test signals. The test set provides test signals at a level and in a format suitable for input to a PMU that accurately reproduces the signals in both signal amplitude and timing. Test set outputs are checked to confirm the accuracy of the output signal. The recorded signals include both current and voltage waveforms and a digital timing track used to relate the PMU measured value with the test signal. Test signals include steady-state waveforms to test amplitude, phase, and frequency accuracy, modulated signals to determine measurement and rejection bands, and step tests to determine timing and response accuracy. Additional tests are included as necessary to fully describe the PMU operation. Testing is done with a BPA phasor data concentrator (PDC) which provides communication support and monitors data input for dropouts and data errors.

    Space nuclear power and nuclear electric propulsion are considered important technologies for planetary exploration, as well as selected earth orbit applications. The Nuclear Electric Propulsion Space Test Program (NEPSTP) was intended to provide an early flight demonstration of these technologies at relatively low cost through extensive use of existing Russian technology. The key element of Russian technology employed in the program was the Topaz II reactor. Refocusing of the activities of the Ballistic Missile Defense Organization (BMDO), combined with budgetary pressures, forced the cancellation of the NEPSTP at the end of the 1993 fiscal year. The NEPSTP was faced with many unique flight qualification issues. In general, the launch of a spacecraft employing a nuclear reactor power system complicates many spacecraft qualification activities. However, the NEPSTP activities were further complicated because the reactor power system was a Russian design. Therefore, this program considered not only the unique flight qualification issues associated with space nuclear power, but also with differences between Russian and United States flight qualification procedures. This paper presents an overview of the NEPSTP. The program goals, the proposed mission, the spacecraft, and the Topaz II space nuclear power system are described. The subject of flight qualification is examined and the inherent difficulties of qualifying a space reactor are described. The differences between United States and Russian flight qualification procedures are explored. A plan is then described that was developed to determine an appropriate flight qualification program for the Topaz II reactor to support a possible NEPSTP launch.

The two primary objectives of this research project are: (1) determine the magnitude of energy savings achievable by retrofitting existing packaged air conditioning units with advanced control strategies not ordinarily used for packaged units and (2) estimating what the installed cost of a replacement control with the desired features should be in various regions of the U.S. This document reports results of the study.

    We report the first CUDA graphics-processing-unit (GPU) implementation of the polymer field-theoretic simulation framework for determining fully fluctuating expectation values of equilibrium properties for periodic and select aperiodic polymer systems. Our implementation is suitable both for self-consistent field theory (mean-field) solutions of the field equations, and for fully fluctuating simulations using the complex Langevin approach. Running on NVIDIA Tesla T20 series GPUs, we find double-precision speedups of up to 30x compared to single-core serial calculations on a recent reference CPU, while single-precision calculations proceed up to 60x faster than those on the single CPU core. Due to intensive communications overhead, an MPI implementation running on 64 CPU cores remains two times slower than a single GPU.

Correlations have been developed relating corrosion rates to temperature and total acid number. There is a threshold acid number in the range of 1.5 to 2 mg KOH/g below which corrosion is minimal. High concentrations of hydrogen sulfide may raise this threshold value.

    This paper highlights the key results from the Renewable Electricity (RE) Futures Study. It is a detailed consideration of renewable electricity in the United States. The paper focuses on technical issues related to the operability of the U. S. electricity grid and provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective. The results indicate that the future U. S. electricity system that is largely powered by renewable sources is possible and the further work is warranted to investigate this clean generation pathway. The central conclusion of the analysis is that renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of the total U. S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the United States.

    The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy.     Evaluation of economic feasibility of a bio-gasification facility needs understanding of its unit cost under different production capacities. The objective of this study was to evaluate the unit cost of syngas production at capacities from 60 through 1800Nm 3/h using an economic model with three regression analysis techniques (simple regression, reciprocal regression, and log-log regression). The preliminary result of this study showed that reciprocal regression analysis technique had the best fit curve between per unit cost and production capacity, with sum of error squares (SES) lower than 0.001 and coefficient of determination of (R 2) 0.996. The regression analysis techniques determined the minimum unit cost of syngas production for micro-scale bio-gasification facilities of $0.052/Nm 3, under the capacity of 2,880 Nm 3/h. The results of this study suggest that to reduce cost, facilities should run at a high production capacity. In addition, the contribution of this technique could be the new categorical criterion to evaluate micro-scale bio-gasification facility from the perspective of economic analysis.

    Current generations of graphics processing units have turned into highly parallel devices with general computing capabilities. Thus, graphics processing units may be utilized, for example, to solve time dependent partial differential equations by the Fourier split operator method. In this contribution, we demonstrate that graphics processing units are capable to calculate fast Fourier transforms much more efficiently than traditional central processing units. Thus, graphics processing units render efficient implementations of the Fourier split operator method possible. Performance gains of more than an order of magnitude as compared to implementations for traditional central processing units are reached in the solution of the time dependent Schr\\"odinger equation and the time dependent Dirac equation.

To accomplish the task, the continental United States was divided into drilling regions and provinces. The map in Appendix A shows the divisions. Air drilling data were accumulated for as many provinces as possible. The data were used to define the potential problems associated with air drilling, to determine the limitations of air drilling and to analyze the relative economics of drilling with air versus drilling mud. While gathering the drilling data, operators, drilling contractors, air drilling contractors, and service companies were contacted. Their opinion as to the advantages and limitations of air drilling were discussed. Each was specifically asked if they thought air drilling could be expanded within the continental United States and where that expansion could take place. The well data were collected and placed in a data base. Over 165 records were collected. Once in the data base, the information was analyzed to determine the economics of air drilling and to determine the limiting factors associated with air drilling.

    The majority of US commercial floor space is cooled by rooftop HVAC units (RTU's). RTU popularity derives chiefly from their low initial cost and relative ease of service access without disturbing building occupants. Unfortunately, current RTU's are inherently inefficient due to a combination of characteristics that unnecessarily increase cooling loads and energy use. Existing RTU's in the U.S. consume an estimated 2.4 quads annually. Inefficient RTU's create an estimated 3.5% of U.S. CO{sub 2} emissions, thus contributing significantly to global warming. Also, RTU's often fail to maintain adequate ventilation air and air filtration. This project was developed to evaluate the feasibility of a radically new ''HyPak'' RTU design that significantly and cost-effectively increases RTU performance and delivered air quality. The objective of the HyPak Project was to design, develop and test a hydronic RTU that provides a quantum improvement over conventional RTU performance. Our proposal targeted 60% and 50% reduction in electrical energy use by the HyPak RTU for dry and humid climates, respectively, when compared with a conventional unit.

    The Western Wind and Solar Integration Study (WWSIS) investigated the operational impacts of very high levels of variable generation penetration rates (up to 35% by energy) in the western United States. This work examines the impact of this large amount of wind penetration on hydroelectric unit operations.     LISA (Laser Interferometer Space Antenna) is a joint mission of ESA and NASA which aims to be the first space-borne gravita- tional wave observatory. Due to the high complexity and technological challenges that LISA will face, ESA decided to launch a technological demonstrator, LISA Pathfinder. The payload of LISA Pathfinder is the so-called LISA Technology Package, and will be the highest sensitivity geodesic explorer flown to date. The LISA Technology Package is designed to measure relative accelerations between two test masses in nominal free fall (geodesic motion). The magnetic, thermal and radiation disturbances affecting the payload are monitored and dealt by the diagnostics subsystem. The diagnostics subsystem consists of several modules, and one of these is the magnetic diagnostics unit. Its main function is the assessment of differential acceleration noise between test masses due to the magnetic effects. To do so, it has to determine the magnetic characteristics of the test masses, namely their magnetic remanences and susceptibilities. In this paper we show how this can be achieved to the desired accuracy.

    Laser scanning systems have been used for material processing tasks such as welding, cutting, marking, and drilling. However, applications have been limited by the small range of motion and slow speed of the focusing unit, which carries the focusing optics. To overcome these limitations, a dynamic focusing system with a long travel range and high speed is needed. In this study, a dynamic focusing unit for a laser scanning system with a voice coil motor (VCM) mechanism is proposed to enable fast speed and a wide focusing range. The VCM has finer precision and higher speed than conventional step motors and a longer travel range than earlier lead zirconium titanate actuators. The system has a hollow configuration to provide a laser beam path. This also makes it compact and transmission-free and gives it low inertia. The VCM's magnetics are modeled using a permeance model. Its design parameters are determined by optimization using the BroydenFletcherGoldfarbShanno method and a sequential quadratic programming algorithm. After the VCM is designed, the dynamic focusing unit is fabricated and assembled. The permeance model is verified by a magnetic finite element method simulation tool, Maxwell 2D and 3D, and by measurement data from a gauss meter. The performance is verified experimentally. The results show a resolution of 0.2 ?m and travel range of 16 mm. These are better than those of conventional focusing systems; therefore, this focusing unit can be applied to laser scanning systems for good machining capability.

    This report presents accomplishments made in completing Task 3 of this project which involves development of criteria for recognizing reservoir heterogeneity in the Black Warrior basin. The report focuses on characterization of the Upper Mississippian Carter sandstone reservoir in North Blowhorn Creek and adjacent oil units in Lamar County, Alabama. This oil unit has produced more than 60 percent of total oil extracted from the Black Warrior basin of Alabama. The Carter sandstone in North Blowhorn Creek oil unit is typical of the most productive Carter oil reservoirs in the Black Warrior basin of Alabama. The first part of the report synthesizes data derived from geophysical well logs and cores from North Blowhorn Creek oil unit to develop a depositional model for the Carter sandstone reservoir. The second part of the report describes the detrital and diagenetic character of Carter sandstone utilizing data from petrographic and scanning electron microscopes and the electron microprobe. The third part synthesizes porosity and pore-throat-size-distribution data determined by high-pressure mercury porosimetry and commercial core analyses with results of the sedimentologic and petrographic studies. The final section of the report discusses reservoir heterogeneity within the context of the five-fold classification of Moore and Kugler (1990).

  5. Accident assessment for Chernobyl unit 3 from potential collapse of adjacent structures

    This study assessed the likelihood of a serious, explosive accident to be caused at Chernobyl nuclear power plant (NPP) unit 3 by a collapse that might occur in the nearby shelter (Ukrytie) constructed over the destroyed unit 4 or in the intermediate building block V separating the two units. In order to determine quickly and economically the significance of the hazard to unit 3, the analysis was based on existing information and expert judgment. No new structural analysis calculations were performed. Pacific Northwest National Laboratory (PNNL) managed and directed the methodology of the study. The expert judgment assessments of likely scenarios and event probabilities were carried out by Ukrainian experts. Most of the project team was drawn from the State Scientific and Technical Center of the Ministry of Environmental Protection of Ukraine with support from personnel of the Chernobyl NPP, the Interbranch Agency of the Ukrainian Scientific and Technical Center, and the Ukrainian Nuclear Regulatory Administration. It was truly an international project; the PNNL project manager resided in Ukraine during the study and met regularly with the Ukrainian team to review progress and to discuss approach and methodology. Peer reviews were obtained from Ukrainian, US, and Canadian risk analysis and RBMK systems and operations experts. The full report of the study and its results was published by the Ukrainian team.

    This document describes the planned activities and performance standards for closing the Plutonium Finishing Plant (PFP) Treatment and Storage Unit. The PFP Treatment and Storage Unit is located within the 234-52 Building in the 200 West Area of the Hanford Facility. Although this document is prepared based upon Title 40 Code of Federal Regulations (CFR), Part 265, Subpart G requirements, closure of the unit will comply with Washington Administrative Code (WAC) 173-303-610 regulations pursuant to Section 5.3 of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Action Plan (Ecology et al. 1996). Because the PFP Treatment and Storage Unit manages transuranic mixed (TRUM) waste, there are many controls placed on management of the waste. Based on the many controls placed on management of TRUM waste, releases of TRUM waste are not anticipated to occur in the PFP Treatment and Storage Unit. Because the intention is to clean close the PFP Treatment and Storage Unit, postclosure activities are not applicable to this closure plan. To clean close the unit, it will be demonstrated that dangerous waste has not been left onsite at levels above the closure performance standard for removal and decontamination. If it is determined that clean closure is not possible or is environmentally impractical, the closure plan will be modified to address required postclosure activities. The PFP Treatment and Storage Unit will be operated to immobilize and/or repackage plutonium-bearing waste in a glovebox process. The waste to be processed is in a solid physical state (chunks and coarse powder) and will be sealed into and out of the glovebox in closed containers. The containers of immobilized waste will be stored in the glovebox and in additional permitted storage locations at PFP. The waste will be managed to minimize the potential for spills outside the glovebox, and to preclude spills from reaching soil. Containment surfaces will be maintained to ensure integrity. In the unlikely event that a waste spill does occur outside the glovebox, operating methods and administrative controls will require that waste spills be cleaned up promptly and completely, and a notation will be made in the operating record. Because dangerous waste does not include source, special nuclear, and by-product material components of mixed waste, radionuclides are not within the scope of this documentation. The information on radionuclides is provided only for general knowledge.

    A portable tester is provided for reading and displaying the pressure of a gas released from a rock core sample stored within a sealed container and for taking a sample of the released pressurized gas for chemical analysis thereof for subsequent use in a modified direct method test which determines the volume of gas and specific type of gas contained within the core sample. The portable tester includes a pair of low and high range electrical pressure transducers for detecting a gas pressure; a pair of low and high range display units for displaying the pressure of the detected gas- a selector valve connected to the low and high range pressure transducers, a selector knob for selecting gas flow to one of the flow paths; control valve having an inlet connection to the sealed container, and outlets connected to: a sample gas canister, a second outlet port connected to the selector valve means for reading the pressure of the gas from the sealed container to either the low range or high range pressure transducers, and a connection for venting gas contained within the sealed container to the atmosphere. A battery is electrically connected to and supplies the power for operating the unit. The pressure transducers, display units, selector and control valve means and the battery is mounted to and housed within a protective casing for portable transport and use.
