    The Small Gram Quantity (SGQ) concept is based on the understanding that small amounts of hazardous materials, in this case radioactive materials (RAM), are significantly less hazardous than large amounts of the same materials. This paper describes a methodology designed to estimate an SGQ for several neutron and gamma emitting isotopes that can be shipped in a package in compliance with 10 CFR Part 71 external radiation level limits regulations. The neutron and photon sources were calculated using both ORIGEN-S and RASTA. The response from a unit source in each neutron and photon group was calculated using MCNP5 with each unshielded and shielded container configuration. Effects of self-shielding on both neutron and photon response were evaluated by including either plutonium oxide or iron in the source region for the case with no shielded container. For the cases of actinides mixed with light elements, beryllium is the bounding light element. The added beryllium (10 to 90 percent of the actinide mass) in the cases studied represents between 9 and 47 percent concentration of the total mixture mass. For beryllium concentrations larger than 50 percent, the increase in the neutron source term and dose rate tend to increase at a much lower rate than at concentrations lower than 50%. The intimately mixed actinide-beryllium form used in these models is very conservative and thus the limits presented in this report are practical bounds on the mass that can be safely shipped. The calculated dose rate from one gram of each isotope was then used to determin the maximum amount of a single isotope that could be shipped in the Model 9977 Package (or packagings having the same or larger external dimensions as well as similar structural materials) and have the external radiation level within the regulatory dose limits at the surface of the package. The estimates of the mass limits presented would also serve as conservative limits for both the Models 9975 and 9978 packages. If a package contains a mixture of isotopes, the acceptability for shipment can be determined by a sum of fractions approach. It should be noted that the SGQ masses presented in this report represent limits that would comply with the external radiation limits under 10CFR Part 71. They do not necessarily bound lower limits that may be required to comply with other factors such as heat load of the package.

    A reflectance pulse oximeter that determines oxygen saturation of hemoglobin using two sources of electromagnetic radiation in the green optical region, which provides the maximum reflectance pulsation spectrum. The use of green light allows placement of an oximetry probe at central body sites (e.g., wrist, thigh, abdomen, forehead, scalp, and back). Preferably, the two green light sources alternately emit light at 560 nm and 577 nm, respectively, which gives the biggest difference in hemoglobin extinction coefficients between deoxyhemoglobin, RHb, and oxyhemoglobin, HbO.sub.2.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    The availability of wind energy certificates in Pennsylvania's retail electricity market has made a critical difference in the economic feasibility of developing 140 MW of new wind energy projects in the region. Certificates offer important benefits to both green power suppliers and buyers by reducing transaction barriers and thus lowering the cost of renewable energy. Buyers also benefit through the increased flexibility offered by certificate products. The experience described in this paper offers important insights for selling green power certificates and achieving new wind energy development in other areas of the country.

    Transitioning from standard light frame to a thermal mass wall system in a high performance home will require a higher level of design integration with the mechanical systems. The much higher mass in the ICF wall influences heat transfer through the wall and affects how the heating and cooling system responds to changing outdoor conditions. This is even more important for efficient, low-load homes with efficient heat pump systems in colder climates where the heating and cooling peak loads are significantly different from standard construction.This report analyzes a range of design features and component performance estimates in an effort to select practical, cost-effective solutions for high performance homes in a cold climate. Of primary interest is the influence of the ICF walls on developing an effective air sealing strategy and selecting an appropriate heating and cooling equipment type and capacity. The domestic water heating system is analyzed for costs and savings to investigate options for higher efficiency electric water heating. A method to ensure mechanical ventilation air flows is examined. The final solution package includes high-R mass walls, very low infiltration rates, multi-stage heat pump heating, solar thermal domestic hot water system, and energy recovery ventilation. This solution package can be used for homes to exceed 2012 International Energy Conservation Code requirements throughout all climate zones and achieves the DOE Challenge Home certification.

    We develop a new method to study the thermalization of time dependent retarded Green function in conformal field theories holographically dual to thin shell AdS Vaidya space times. The method relies on using the information of all time derivatives of the Green function at the shell and then evolving it for later times. The time derivatives of the Green function at the shell is given in terms of a recursion formula. Using this method we obtain analytic results for short time thermalization of the Green function. We show that the late time behaviour of the Green function is determined by the first quasinormal mode. We then implement the method numerically. As applications of this method we study the thermalization of the retarded time dependent Green function corresponding to a minimally coupled scalar in the AdS3 and AdS5 thin Vaidya shells. We see that as expected the late time behaviour is determined by the first quasinormal mode. We apply the method to study the late time behaviour of the shear vector mode in AdS5 Vaidya shell. At small momentum the corresponding time dependent Green function is expected to relax to equilibrium by the shear hydrodynamic mode. Using this we obtain the universal ratio of the shear viscosity to entropy density from a time dependent process.

    We give an analysis of the spin-weighted Green's functions well-defined in a conical space. We apply these results in the case of a straight cosmic string and in the Rindler space in order to determine generally the Euclidean Green's functions for the massless spin 1/2 field and for the electromagnetic field. We give also the corresponding Green's functions at zero temperature. However, except for the scalar field, it seems that these Euclidean Green's functions do not correspond to the thermal Feynman Green's functions.

    The Pennsylvania State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Pennsylvania. The profile is the result of a survey of NRC licensees in Pennsylvania. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources.     Ford, Bacon and Davis Utah Inc. has reevaluated the Green River site in order to revise the December 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Green River, Utah. This evaluation has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposures of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative remedial actions. Radon gas released from the 123,000 tons of tailings at the Green River site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors.

    The results of precipitation on steeply sloped pipeline rights-of-way (ROWs) during the time between ROW rehabilitation and the establishment of a dense, self-sustaining vegetative ground cover can cause locally severe soil erosion. This erosion results in elevated sediment loads in receiving streams and increases the difficulty and costs of ROW maintenance. A field study was completed that compared the environmental effectiveness of nine treatments on a 28% ROW slope in southwestern Pennsylvania. The six erosion-control methods investigated in the study, selected to represent a wide range in material type and installation cost, were (1) heavy application of straw mulch, (2) light application of straw mulch, (3) processed wood fiber, (4) chemical soil binder, (5) paper strips in netting, and (6) light straw mulch with a tacking agent. Each of the test plots also received the basic treatment of limestone, fertilizer, and a seed mixture commonly used to rehabilitate ROWs in the region. Precipitation, runoff volumes, and sediment yields were measured on each of 51 plots for 45 precipitation events during the 18-month study. Vegetation data were collected by the point-intercept method four times during the study to determine the amount of plant cover and species composition. Differences in sediment yield were observed among methods and between ROW location, but plant cover development was not influenced by erosion-control method or location. The relationship between environmental and cost data indicated that, of the six erosion-control methods tested, a light application of straw mulch was the most effective erosion-control treatment. 19 refs., 2 figs., 6 tabs.

    Zirconium metal sponge is compacted into rectangular or cylindrical shapes using hydraulic presses. These shapes are stacked and electron beam welded to form a long electrode suitable for vacuum arc melting and casting into solid ingots. The compact electrodes should be sufficiently strong to prevent breakage in handling as well as during vacuum arc melting. Usually, the welds are strong and the electrode strength is limited by the green strength of the compacts, which constitute the electrode. Green strength is also required in uranium dioxide (UO{sub 2}) powder compacts, to withstand stresses during de-tensioning after compaction as well as during ejection from the die and for subsequent handling by man and machine. The strengths of zirconium sponge and UO{sub 2} powder compacts have been determined by bending and crushing respectively, and Weibul moduli evaluated. The green density of coarse sponge compact was found to be larger than that from finer sponge. The green density of compacts from lightly attrited UO{sub 2} powder was higher than that from unattrited category, accompanied by an improvement in UO{sub 2} green crushing strength. The factors governing green strength have been examined in the light of published literature and experimental evidence. The methodology and results provide a basis for quality control in metal sponge and ceramic powder compaction in the manufacture of nuclear fuel.

    Green roofs, roof systems that support vegetation, are rapidly becoming one of the most popular sustainable methods to combat urban environmental problems in North America. An extensive list of literature has been published in the past three decades recording the ecological benefits of green roofs; and now those benefits have been measured in enumerated data as a means to analyze the costs and returns of green roof technology. Most recently several studies have made substantial progress quantifying the monetary savings associated with storm water mitigation, the lessoning of the Urban Heat Island, and reduction of building cooling demands due to the implementation of green roof systems. Like any natural vegetation, a green roof is capable of absorbing the precipitation that falls on it. This capability has shown to significantly decrease the amount of storm water runoff produced by buildings as well as slow the rate at which runoff is dispensed. As a result of this reduction in volume and velocity, storm drains and sewage systems are relieved of any excess stress they might experience in a storm. For many municipalities and private building owners, any increase in storm water mitigation can result in major tax incentives and revenue that does not have to be spent on extra water treatments. Along with absorption of water, vegetation on green roofs is also capable of transpiration, the process by which moisture is evaporated into the air to cool ambient temperatures. This natural process aims to minimize the Urban Heat Island Effect, a phenomenon brought on by the dark and paved surfaces that increases air temperatures in urban cores. As the sun distributes solar radiation over a city's area, dark surfaces such as bitumen rooftops absorb solar rays and their heat. That heat is later released during the evening hours and the ambient temperatures do not cool as they normally would, creating an island of constant heat. Such excessively high temperatures induce heat strokes, heat exhaustion, and pollution that can agitate the respiratory system. The most significant savings associated with green roofs is in the reduction of cooling demands due to the green roof's thermal mass and their insulating properties. Unlike a conventional roof system, a green roof does not absorb solar radiation and transfer that heat into the interior of a building. Instead the vegetation acts as a shade barrier and stabilizes the roof temperature so that interior temperatures remain comfortable for the occupants. Consequently there is less of a demand for air conditioning, and thus less money spent on energy. At LANL the potential of green roof systems has already been realized with the construction of the accessible green roof on the Otowi building. To further explore the possibilities and prospective benefits of green roofs though, the initial capital costs must be invested. Three buildings, TA-03-1698, TA-03-0502, and TA-53-0031 have all been identified as sound candidates for a green roof retrofit project. It is recommended that LANL proceed with further analysis of these projects and implementation of the green roofs. Furthermore, it is recommended that an urban forestry program be initiated to provide supplemental support to the environmental goals of green roofs. The obstacles barring green roof construction are most often budgetary and structural concerns. Given proper resources, however, the engineers and design professionals at LANL would surely succeed in the proper implementation of green roof systems so as to optimize their ecological and monetary benefits for the entire organization.

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    The Moyer Landfill is an inactive privately owned landfill located in Lower Providence Township in Montgomery County, Pennsylvania. The site was operated as a municipal landfill from the 1940's until April 1981, during which time it received municipal refuse and sewage sludges. According to local Federal Bureau of Investigation (FBI) officials, the landfill accepted a variety of solid and liquid hazardous wastes, including polychlorinated biphenyls (PCBs), solvents, paints, low-level radioactive wastes, and incinerated materials in bulk form and/or containerized in drums. In 1972, when the Pennsylvania Dept. of Environmental Resources (PADER) rules and regulations became more restrictive, this landfill was cited, and finally in 1981, it was closed and brought into receivership of the U.S. District Court.

    An inexpensive green laser pointer was found to emit 20 mW of infrared radiation during normal use. This is potentially a serious hazard that would not be noticed by most users of such pointers. We find that this infrared emission derives from the design of the pointer, and describe a simple method of testing for infrared emissions using common household items.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Pennsylvania homeowners. Moving to the 2012 IECC from Chapter 11 of the 2009 International Residential Code (IRC) is cost-effective over a 30-year life cycle. On average, Pennsylvania homeowners will save $8,632 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $515 for the 2012 IECC.

This formulation is also holds for operator Green's functions. We further derive the explicit relation between the Green's functions in the theory of perturbative quantum gravity in a pair of arbitary gauges. This process involves some sort of modified FFBRST transformations which is derivable from infinitesimal field-dependent BRST transformations.

    The aim of this article is twofold. First we examine from a new angle the question of recovery of time in quantum cosmology. We construct Green functions for matter fields from the solutions of the Wheeler De Witt equation. For simplicity we work in a mini-superspace context. By evaluating these Green functions in a first order development of the energy ``increment'' induced by matrix elements of field operators, we show that the background geometry is the solution of Einstein equations driven by the mean matter energy and that it is this background which determines the time lapses separating the field operators. Then, by studying higher order corrections, we clarify the nature of the small dimensionless parameters which guarantee the validity of the approximations used. In this respect, we show that the formal expansion in the inverse Planck mass which is sometime presented as the ``standard procedure'' is illegitimate. Secondly, by the present analysis of Green functions, we prepare the study of quantum matter transitions in quantum cosmology. In a next article, we show that the time parametrization of transition amplitudes appears for the same reasons that it appeared in this article. This proves that the background is dynamically determined by the transition under examination.

    The new types of green polymer electrolytes based on ?-carrageenan derivative have been prepared. ?-carrageenan act as precursor was reacted with monochloroacetic acid to produce carboxymethyl ?-carrageenan. The powders were characterized by Attenuated Total Reflection Fourier Transform infrared (ATR-FTIR) spectroscopy and {sup 1}H nuclear magnetic resonance (NMR) to confirm the substitution of targeted functional group in ?-carrageenan. The green polymer electrolyte based on ?-carrageenan and carboxymethyl ?-carrageenan was prepared by solution-casting technique. The films were characterized by electrochemical impedance spectroscopy to determine the ionic conductivity. The ionic conductivity ?-carrageenan film were higher than carboxymethyl ?-carrageenan which 4.87 ×10{sup ?6} S cm{sup ?1} and 2.19 ×10{sup ?8} S cm{sup ?1}, respectively.

    We present research on the morphologies, spectra, and environments of ?2350 'green valley' galaxies at 0.2 < z < 1.0 in the COSMOS field. The bimodality of dust-corrected NUV–r {sup +} color is used to define 'green valley'; it removes dusty star-forming galaxies from galaxies that are truly transitioning between the blue cloud and the red sequence. Morphological parameters of green galaxies are intermediate between those of blue and red galaxy populations, both on the Gini-asymmetry and the Gini-M{sub 20} planes. Approximately 60%-70% of green disk galaxies have intermediate or big bulges, and only 5%-10% are pure disk systems, based on morphological classification using the Zurich Estimator of Structural Types. The obtained average spectra of green galaxies are intermediate between blue and red ones in terms of [O II], H?, and H? emission lines. Stellar population synthesis on the average spectra shows that green galaxies are on average older than blue galaxies but younger than red galaxies. Green galaxies and blue galaxies have similar projected galaxy density (?{sub 10}) distributions at z > 0.7. At z < 0.7, the fractions of M{sub *} < 10{sup 10.0} M{sub ?} green galaxies located in a dense environment are found to be significantly larger than those of blue galaxies. The morphological and spectral properties of green galaxies are consistent with the transitioning population between the blue cloud and the red sequence. The possible mechanisms for quenching star formation activities in green galaxies are discussed. The importance of active galactic nucleus feedback cannot be well constrained in our study. Finally, our findings suggest that environmental conditions, most likely starvation and harassment, significantly affect the transformation of M{sub *} < 10{sup 10.0} M{sub ?} blue galaxies into red galaxies, especially at z < 0.5.

    In practice, it is difficult to determine the optimal amount to spend on marketing and administering a green pricing program. Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketing and program administration. The National Renewable Energy Laboratory (NREL) gathers the data annually from utility green pricing program managers. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007. The smallest utilities (those with less than 25,000 in their eligible customer base) spent 49% of revenues on marketing, significantly more than the overall median. This report addresses the role of renewable energy credit (REC) marketers and start-up costs--and the role of marketing, generally, in achieving program objectives, including expansion of renewable energy.

    We study global properties of Dirichlet forms such as uniqueness of the Dirichlet extension, stochastic completeness and recurrence. We characterize these properties by means of vanishing of a boundary term in Green's formula for functions from suitable function spaces and suitable operators arising from extensions of the underlying form. We first present results in the framework of general Dirichlet forms on $\\sigma$-finite measure spaces. For regular Dirichlet forms our results can be strengthened as all operators from the previous considerations turn out to be restrictions of a single operator. Finally, the results are applied to graphs, weighted manifolds, and metric graphs, where the operators under investigation can be determined rather explicitly.

    We develop a Fluctuating Immersed Boundary (FIB) method for performing Brownian dynamics simulations of confined particle suspensions. Unlike traditional methods which employ analytical Green's functions for Stokes flow in the confined geometry, the FIB method uses a fluctuating finite-volume Stokes solver to generate the action of the response functions “on the fly.” Importantly, we demonstrate that both the deterministic terms necessary to capture the hydrodynamic interactions among the suspended particles, as well as the stochastic terms necessary to generate the hydrodynamically correlated Brownian motion, can be generated by solving the steady Stokes equations numerically only once per time step. This is accomplished by including a stochastic contribution to the stress tensor in the fluid equations consistent with fluctuating hydrodynamics. We develop novel temporal integrators that account for the multiplicative nature of the noise in the equations of Brownian dynamics and the strong dependence of the mobility on the configuration for confined systems. Notably, we propose a random finite difference approach to approximating the stochastic drift proportional to the divergence of the configuration-dependent mobility matrix. Through comparisons with analytical and existing computational results, we numerically demonstrate the ability of the FIB method to accurately capture both the static (equilibrium) and dynamic properties of interacting particles in flow.
