    On December 23, 1988, the barge Nestucca was accidentally struck by its tow, a Souse Brothers Towing Company tug, releasing approximately 230,000 gallons of Bunker C fuel oil and fouling beaches from Grays Harbor north to Vancouver Island. Affected beaches in Washington included a 40-mile-long strip that has been recently added to Olympic National Park. The purpose of the monitoring program documented in this report was to determine the fate of spilled Bunker C fuel oil on selected Washington coastal beaches. We sought to determine (1) how much oil remained in intertidal and shallow subtidal habitats following clean-up and weathering, (2) to what extent intertidal and/or shallow subtidal biotic assemblages have been contaminated, and (3) how rapidly the oil has left the ecosystem. 45 refs., 18 figs., 8 tabs.

    Owing to Oman's geographic position and long coastal line, the coastal areas of Oman are particularly vulnerable to oil pollution from normal tanker operations, illegal discharges, and accidental spills as well as local sources of oil input. UNEP carried out a survey on the coasts of Oman to determine the major sources of oil pollution and concluded that the major shoreline pollution problems in Oman arose from operational discharges of oil from passing vessels traffic. The oil, because of the high sea and air temperatures in the area, was subjected to relatively high rates of evaporation and photo-oxidation and tended to arrive at the coast as heavy petroleum particulate residues (tar balls). The aim of the present study was to measure the loads of tar balls in Omani coastal areas and to identify the source of oil pollutants on beaches.

    The purpose of this project was to determine and evaluate sources of geothermal energy at two military bases in southern California, the Long Beach Naval Shipyard and Naval Station and the Seal Beach Naval Weapons Station. One part of the project focused on the natural geothermal characteristics beneath the naval bases. Another part focused on the geothermal energy produced by oilfield operations on and adjacent to each base. Results of the study are presented here for the US Department of the Navy to use in its program to reduce its reliance on petrolem by the development of different sources of energy. The study was accomplished under a cooperative agreement between the US Department of Energy's San Francisco Operations Office and the Department of the Navy's Naval Weapons Center, China Lake, California, for joint research and development of geothermal energy at military installations.

    Long Beach Gas and Oil (LBGO), the public gas utility in Long Beach, California, partnered with the U.S. Department of Energy (DOE) to develop and implement solutions to build a new, low-energy modular office building that is at least 50% below requirements set by Energy Standard 90.1-2007 of the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE), the American National Standards Institute (ANSI), and the Illuminating Engineering Society of America (IESNA) as part of DOE’s Commercial Building Partnerships (CBP) program. The LBGO building, which demonstrates that modular construction can be very energy efficient, is expected to exceed the ASHRAE baseline by about 45%.

    In light of the inadequate information concerning stranded tar on the southwest beaches of the Arabian Gulf and the Gulf of Oman, particularly following the massive oil releases during the Gulf War, the present investigation was designed to provide reference-integrated information on the nature, location, and levels of stranded tar balls on the beaches of the United Arab Emirates (UAE). The recorded levels appeared to be higher than expected or previously reported. The tar distribution pattern, in addition to the degree of weathering, indicates that the massive oil release during the Gulf War did not reach the UAE shorelines. The highest reported levels of stranded tar ever recorded in the Arabian Gulf at Jabal Dhannah apparently originated from oil spills and tankers' ballast water at the main oil terminal at the Al-Ruwaiss oil refinery some 10 km to the east. The surprising, relatively high levels of stranded tar on the beaches of the Gulf of Oman were solely attributed to the heavy navigation traffic close to the shorelines. 19 refs., 2 figs., 3 tabs.

    Geophysical studies at Beach Point Peninsula, in the Edgewood area of Aberdeen Proving Ground, Maryland, provide diagnostic signatures of the hydrogeologic framework and possible contaminant pathways. These studies permit construction of the most reasonable scenario linking dense, nonaqueous-phase liquid contaminants introduced at the surface with their pathway through the surficial aquifer. Subsurface geology and contaminant presence were identified by drilling, outcrop mapping, and groundwater sampling and analyses. Suspected sources of near-surface contaminants were defined by magnetic and conductivity measurements. Negative conductivity anomalies may be associated with unlined trenches. Positive magnetic and conductivity anomalies outline suspected tanks and pipes. The anomalies of greatest concern are those spatially associated with a concrete slab that formerly supported a mobile clothing impregnating plant. Resistivity and conductivity profiling and depth soundings were used to identify an electrical anomaly extending through the surficial aquifer to the basal pleistocene unconformity, which was mapped by using seismic reflection methods. The anomaly may be representative of a contaminant plume connected to surficial sources. Major activities in the area included liquid rocket fuel tests, rocket fuel fire suppression tests, pyrotechnic material and smoke generator tests, and the use of solvents at a mobile clothing impregnating plant.

  12. Investigation of Stinson Beach Park storm damage and evaluation of alternative shore protection measures

    An investigation was made of storm damage during the winter of 1982-83 to the National Park Service's Stinson Beach Park. The investigation included an assessment of the storm damage, evaluation of physical processes contributing to the damage, subsequent beach recovery, and the feasibility of implementing shoreline protection measure to reduce future risk. During the winter of 1982-83, the beach was almost completely denuded of sand, wave overwash damaged the foredune, vegetation on the foredune was destroyed, and backshore flooding occurred. Two structures and a parking lot were endangered as the shoreline receded. Subsequent recovery of the park beach was rapid. By January 1982 sand had moved back onshore and a beach berm was beginning to reform. The foredune and dune vegetation received the only permanent damage. Four shoreline protection alternatives were evaluated. These include no action, dune development/enhancement, construction of a rock riprap revetment, and offshore installation of artificial seaweed. The first costs (estimated costs, excluding maintenance) range from about $90,000 to $475,000. The least-cost protection measure is riprap revetment, which protects the two structures and parking lot endangered during the 1982-83 winter storms. Construction of a foredune along the entire park beach is the highest cost protection measure. If no shore protection action measures are implemented, wave overwash of the foredune can be expected to occur on the average of every 2 to 3 years, and beach degradation, similar to that during the 1982-83 winter, can be expected to occur on the average of every 10 to 12 years. 12 references, 19 figures, 18 tables.

    A climatically sensitive, oscillatory pattern of progradation and erosion is revealed in late Holocene accretionary sand ridge and barrier island complexes of Seward Peninsula, northwest Alaska. Archaeological and geological radiocarbon dates constrain the chronology for the Cape Espenberg beach ridge plain and the Shishmaref barrier islands, 50 km to the southwest. Cape Espenberg, the depositional sink for the northeastward longshore transport system, contains the oldest sedimentary deposits: 3700 +/- 90 B.P. (B-23170) old grass from a paleosol in a low dune. The oldest date on the Shishmaref barrier islands is 1550 +/- 70 B.P. (B-23183) and implies that the modern barrier is a comparatively recent phenomenon. Late Holocene sedimentation along the Seward Peninsula varied between intervals of rapid progradation and erosion. Rapid progradation predominated from 4000-3300 B.P. and from 2000-1200 B.P., with the generation of low beach ridges without dunes, separated by wide swales. During erosional periods higher dunes built atop beach ridges: as between 3300-2000 B.P. and intermittently from 1000 B.P. to the present. Dune formation correlates with the Neoglacial and Little Ice Age glacial advances and increased alluviation in northern and central Alaska, while rapid progradation is contemporaneous with warmer intervals of soil and/or, peat formation atop alluvial terraces, dated to 4000-3500 and 2000-1000 B.P.

    In a study sponsored by the US Nuclear Regulatory Commission (NRC), Pacific Northwest Laboratory has developed and applied a methodology for deriving plant-specific risk-based inspection guidance for the auxiliary feedwater (AFW) system at pressurized water reactors that have not undergone probabilistic risk assessment (PRA). This methodology uses existing PRA results and plant operating experience information. Existing PRA-based inspection guidance information recently developed for the NRC for various plants was used to identify generic component failure modes. This information was then combined with plant-specific and industry-wide component information and failure data to identify failure modes and failure mechanisms for the AFW system at the selected plants. Point Beach was selected as one of a series of plants for study. The product of this effort is a prioritized listing of AFW failures which have occurred at the plant and at other PWRS. This listing is intended for use by NRC inspectors in the preparation of inspection plans addressing AFW risk-important components at the Point Beach plant.

    The primary objective of this project was to evaluate the utility of a device called the ``beach cone`` in combating coastal erosion. Seven initial sites were selected for testing beach cones in a variety of geometric configurations, and six sites were actually used. Six hundred beach cones were installed at the six sites in late July and early August, 1992. An additional 109 cones were installed at an eighth site in December of 1992. Findings indicate that beach cones accreted significant amounts of materials along the beach of a barrier island. At the eighth installation the amount of accreted material was measured by surveys to be 2200 cubic meters (2900 cubic yards) in February of 1993, when the cones were found to have been completely covered by the material. The average increase in elevation was about 7 inches (0. 18 in) with a maximum buildup of 3 ft. (I in). At other test sites, accretion rates have been less dramatic but importantly, no significant additional erosion has occurred, which is a positive result. The cost of sediment accretion using beach cones was found to be about $13.72 per cubic yard of sand or approximately $500,000 per mile of beach, which would be much lower if the cones were mass produced. The survival of the cones through the fringes of Hurricane Andrew indicates that they can be anchored sufficiently to survive significant storms. The measurements of the cones settling rates indicate that this effect is negligible, does not hinder their effectiveness. We do not yet have sufficient data to state the categorical success of the beach cones, but results to date are encouraging.

  8. Relationship between sediment morphology and oil pollution along the Suez Canal beaches, Egypt

    In this study, marine surface sediments are collected from nine locations along the Suez Canal in order to investigate the relationship between the morphology of sands in the studied beaches and pollution by oil. Basically, the studied samples were analyzed by three techniques: grains-size analysis, microscopic examination, and gas chromatographic (GC) analysis. This study concluded that medium sand is the major class represented in the studied marine sediments. Pollution in these sand grains increases in the irregular grains more so than in the more rounded grains. Also, deep surface points, pitting, and fissures are considered to be good sites to precipitate oil contamination. Also, the presence of iron oxides may be taken as evidence for tanker ballast washings. The heavy fraction (zircon) shows more contamination than the light fraction (quartz) in these samples. Finally, GC profiles have shown two types of samples: one typical of weathered or highly weathered crude oil patterns and the other for samples with very highly weathered profiles. The relationship obtained between morphology studies and both oil content and GC chromatogram profiles indicates that all of the studied locations are suffering from pollution of oil that is spilled while shipping petroleum through the Suez Canal.

Findings indicate that beach cones accreted significant amounts of materials along the beach of a barrier island, and they might have been instrumental in repairing an approximately 200 meter gap in the island. At the eighth installation the amount of accreted material was measured by surveys to be 2200 cubic meters (2900 cubic yards) in February of 1993, when the cones were found to have been completely covered by the material. At other test sites, accretion rates have been less dramatic but importantly, no significant additional erosion has occurred, which is a positive result. The cost of sediment accretion using beach cones was found to be about $13.72 per cubic yard, which would be much lower if the cones were mass produced (on the order of $3.00 per cubic yard). The survival of the cones through the fringes of Hurricane Andrew indicates that they can be anchored sufficiently to survive significant storms. The measurements of the cones settling rates indicate that this effect is not significant enough to hinder their effectiveness. A subcontract to Xavier University to assess the ecological quality of the experimental sites involved the study of the biogeochemical cycle of trace metals. The highest concentration of heavy metals were near a fishing camp while the lowest levels were in the beach sand of a barrier island. This suggests that the metals do not occur naturally in these areas, but have been placed in the sediments by man`s activities.

    Insight Homes constructed two houses in Rehoboth Beach, Delaware, with identical floor plans and thermal envelopes but different heating and domestic hot water (DHW) systems. Each house is 1,715-ft2 with a single story, three bedrooms, two bathrooms, and the heating, ventilation, and air conditioning (HVAC) systems and ductwork located in conditioned crawlspaces. The standard house, which the builder offers as its standard production house, uses an air source heat pump (ASHP) with supplemental propane furnace heating. The Building America test house uses the same ASHP unit with supplemental heat provided by the DHW heater (a combined DHW and hydronic heating system, where the hydronic heating element is in the air handler). Both houses were occupied during the test period. Results indicate that efficiency of the two heating systems was not significantly different. Three issues dominate these results; lower system design performance resulting from the indoor refrigerant coil selected for the standard house, an incorrectly functioning defrost cycle in the standard house, and the low resolution of the natural gas monitoring equipment. The thermal comfort of both houses fell outside the ASHRAE Standard 55 heating range but was within the ACCA room-to-room temperature range when compared to the thermostat temperature. The monitored DHW draw schedules were input into EnergyPlus to evaluate the efficiency of the tankless hot water heater model using the two monitored profiles and the Building America House Simulation Protocols. The results indicate that the simulation is not significantly impacted by the draw profiles.

    A 7-day controlled flood was conducted in late March and early April of 1996 for research purposes. This short-duration high release was designed to rebuild high elevation sandbars, deposit nutrients, restore backwater channels, and provide some of the dynamics of a natural system. The goal was to test hypotheses about sediment movements and the response of aquatic and terrestial habitats to flood events. This report describes the resultant economic and financial impact of the test flow on the hydropower system. There were two sources of economic and financial impact associated with the beach/habitat-building test flow--changes in the timing and amount of hydropower produced and the costs of the research. The purpose of this report is to describe the economic and financial impacts on the hydropower system.

    The upper Texas and southwestern Louisiana coastlines were divided into six sampling zones to survey the amounts, types and rates of accumulation of man-made marine debris, the number of sea turtle strandings, the incidence of sea turtle entanglements in marine debris and the incidence of ingestion of such debris by sea turtles. From June 1987 through September 1989, 473 sample plots were examined for marine debris. Significant differences were detected in mean number of debris items per 100 sq m of beach sampled by year, zone and month. Significant differences in mean weight of debris items per 100 sq m of beach sampled were detected by month and zone. Both number and weights (per 100 sq m) of debris were lowest in the winter months. Number per 100 sq m was greatest in August while weight per 100 sq m peaked in May. Tar balls and plastic items were the most frequently encountered marine debris items. Wooden items had the highest average weights while tar balls and polystyrene foam were the lightest items collected. A total of 171 sea turtles stranded on the surveyed beaches during the study. Of 26 gastrointestinal tracts examined, 16 had ingested some form of man-made debris. Six turtles were entangled in man-made debris and 9 were live stranded.

    A method for determining the temperature of a surface upon which a coating is grown using optical pyrometry by correcting Kirchhoff's law for errors in the emissivity or reflectance measurements associated with the growth of the coating and subsequent changes in the surface thermal emission and heat transfer characteristics. By a calibration process that can be carried out in situ in the chamber where the coating process occurs, an error calibration parameter can be determined that allows more precise determination of the temperature of the surface using optical pyrometry systems. The calibration process needs only to be carried out when the physical characteristics of the coating chamber change.

    The Savannah River Site (SRS) is a Department of Energy (DOE) facility encompassing approximately 800 square kilometers near Aiken, South Carolina which began operations in the 1950's with the mission to produce nuclear materials. The SRS contains fifty-one tanks (2 stabilized, 49 yet to be closed) distributed between two liquid radioactive waste storage facilities at SRS containing carbon steel underground tanks with storage capacities ranging from 2,800,000 to 4,900,000 liters. Treatment of the liquid waste from these tanks is essential both to closing older tanks and to maintaining space needed to treat the waste that is eventually vitrified or disposed of onsite. Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005 (NDAA) provides the Secretary of Energy, in consultation with the Nuclear Regulatory Commission (NRC), a methodology to determine that certain waste resulting from prior reprocessing of spent nuclear fuel are not high-level radioactive waste if it can be demonstrated that the waste meets the criteria set forth in Section 3116(a) of the NDAA. The Secretary of Energy, in consultation with the NRC, signed a determination in January 2006, pursuant to Section 3116(a) of the NDAA, for salt waste disposal at the SRS Saltstone Disposal Facility. This determination is based, in part, on the Basis for Section 3116 Determination for Salt Waste Disposal at the Savannah River Site and supporting references, a document that describes the planned methods of liquid waste treatment and the resulting waste streams. The document provides descriptions of the proposed methods for processing salt waste, dividing them into 'Interim Salt Processing' and later processing through the Salt Waste Processing Facility (SWPF).     The ultimate goal of the Current Meter Array (CMA) is to be able to compare the current patterns detected with the array with radar images of the water surface. The internal wave current patterns modulate the waves on the water surface giving a detectable modulation of the radar cross-section (RCS). The function relating the RCS modulations to the current patterns is the Modulation Transfer Function (MTF). By comparing radar images directly with co-located CMA measurements the MTF can be determined. In this talk radar images and CMA measurements from a recent experiment at Loch Linnhe, Scotland, will be used to make the first direct determination of MTF for an X and S band radar at low grazing angles. The technical problems associated with comparing radar images to CMA data will be explained and the solution method discussed. The results suggest the both current and strain rate contribute equally to the radar modulation for X band. For S band, the strain rate contributes more than the current. The magnitude of the MTF and the RCS modulations are consistent with previous estimates when the wind is blowing perpendicular to the radar look direction.

    Disclosed is a method for gender determination of avian embryos. During the embryo incubation process, the outer hard shells of eggs are drilled and samples of allantoic fluid are removed. The allantoic fluids are directly introduced into an ion mobility spectrometer (IMS) for analysis. The resulting spectra contain the relevant marker peaks in the positive or negative mode which correlate with unique mobilities which are sex-specific. This way, the gender of the embryo can be determined.

    An apparatus is presented for remotely determining the alignment of a centrifuge. The centrifage shaft is provided with a shoulder, upon which two followers ride, one for detecting radial movements, and one upon the shoulder face for determining the axial motion. The followers are attached to separate liquid filled bellows, and a tube connects each bellows to its respective indicating gage at a remote location. Vibrations produced by misalignment of the centrifuge shaft are transmitted to the bellows, and tbence through the tubing to the indicator gage. This apparatus is particularly useful for operation in a hot cell where the materials handled are dangerous to the operating personnel.

    A realistic superconducting RF cavity has its shape deformed comparing to its designed shape due to the loose tolerance in the fabrication process and the frequency tuning for its accelerating mode. A PDE-constrained optimization problem is proposed to determine the deformation of the cavity. A reduce space method is used to solve the PDE-constrained optimization problem where design sensitivities were computed using a continuous adjoint approach. A proof-of-concept example is given in which the deformation parameters of a single cavity-cell with two different types of deformation were computed.

    A method is given for production-line determination of the specific neutronic reactivity of such objects as individual nuclear fuel or neutron absorber elements and is notable for rapidity and apparatus simplicity. The object is incorporated in a slightly sub-critical chain fission reactive assembly having a discrete neutron source, thereby establishing a K/sub eff/ within the crucial range of 0.95 to 0.995. The range was found to afford, uniquely, flux- transient damped response in a niatter of seconds simultaneously with acceptable analytical sensitivity. The resulting neutron flux measured at a situs spaced from both object and source within the assembly serves as a calibrable indication of said reactivity.

    Needle-shaped single crystals of the title compound, C{sub 14}H{sub 9}ClF{sub 3}NO{sub 2}, were obtained from a co-crystallization experiment of Efavirenz with maleic acid in a (1:1) ratio, using methanol as solvent. Crystal structure determination at room temperature revealed a significant anisotropy of the lattice expansion compared to the previously reported low-temperature structure. In both low- and room temperature structures the cyclopropylethynyl fragment in one of the asymmetric unit molecules is disordered. While at low-temperature only one C atom exhibits positional disorder, at room temperature the disorder is present for two C atoms of the cyclopropane ring.

    A computer controlled system determines the three-dimensional trajectory of a ballistic projectile. To initialize the system, predictions of state parameters for a ballistic projectile are received at an estimator. The estimator uses the predictions of the state parameters to estimate first trajectory characteristics of the ballistic projectile. A single stationary monocular sensor then observes the actual first trajectory characteristics of the ballistic projectile. A comparator generates an error value related to the predicted state parameters by comparing the estimated first trajectory characteristics of the ballistic projectile with the observed first trajectory characteristics of the ballistic projectile. If the error value is equal to or greater than a selected limit, the predictions of the state parameters are adjusted. New estimates for the trajectory characteristics of the ballistic projectile are made and are then compared with actual observed trajectory characteristics.
