    The Water Resources Development Act of 1986 (Public Law 99--662) authorized the U.S. Army Corps of Engineers (USACE) -- San Francisco District, to accommodate larger, deeper draft vessels in Oakland inner and Outer Harbors by deepening and widening the existing navigation channel, and providing turning basins and maneuvering areas in Oakland inner Harbor. The suitability of the resulting dredged material for disposal into ocean waters was subject to the procedures of the 1991 Testing Manual, Evaluation of Dredged Material Proposed for Ocean Disposal, known as the ``Green Book``. The Green Book provides a tiered approach for testing the suitability of dredged materials through chemical, physical, and biological evaluations. The first level of investigation, or Tier 1 evaluation, is used to determine whether a decision on LPC compliance can be made on the basis of readily available information. The Tier 1 report primarily summarizes existing information on sediment contamination and toxicity potential, identifies contaminants of concern, and determines the need for further testing. To assist the USACE in determining the suitability of dredged material from Oakland inner and Outer Harbors for ocean disposal, Battelle/Marine Sciences Laboratory prepared this Tier 1 report based upon information and data provided by USACE. Because this Tier 1 report originated well after an LPC determination was made to require testing of project sediments in Tier 3, the primary purpose of this report was to identify contaminants of concern (if any) in that particular dredged material. In addition, this Tier 1 report summarizes available information on chemical, physical, and biological characterization of the sediments in Oakland inner and Outer Harbors.

    The US Army Corps of Engineers (USACE), San Francisco District, was authorized by the US Congress to deepen the navigation channels of Inner and Outer Oakland Harbor, California. During review of the environmental impact statement required for this dredging and disposal project, a panel of national experts approved the open-water disposal of dredged sediment from selected areas within the Inner Harbor, subject to results of confirmatory solid phase bioassays. The San Francisco District of the Corps requested the Battle/Marine Sciences Laboratory (MSL) to conduct these confirmatory studies. The studies provided technical data for an evaluation of the potential environmental impact of this project. Within extremely narrow time constraints, these studies provided chemical and biological information required by ocean dumping regulations to determine suitability of the Oakland Inner Harbor and turning basin sediment for ocean disposal. 23 refs., 18 figs., 45 tabs.

    The US Army Corps of Engineers (USACE), San Francisco District, was authorized by the Water Resources Development Act of 1986 to deepen and widen the navigation channels of Inner and Outer Oakland Harbor, California, to accommodate modern deep-draft vessels. The recommended plan consists of deepening the harbor channels from the presently authorized water depth of {minus}35 ft mean lower low water (MLLW) to {minus}42 ft MLLW and supplying the harbor with adequate turning basins and berthing areas. Offshore ocean disposal of the dredged sediment is being considered, provided there is no evident of harmful ecological effects. It harmful ecological effects are not evident then the appropriate certifications from state environmental quality agencies and concurrence from the Environmental Protection Agency can be obtained to allow disposal of sediment. To help provide the scientific basis for determining whether Oakland Harbor sediments are suitable for offshore disposal, the Battelle/Marine Sciences Laboratory (MSL) collected sediment cores from 23 stations in Inner and Outer Oakland Harbor, evaluated these sediment cores geologically, performed chemical analyses for selected contaminants in sediments, conducted a series of solid phase toxicity tests with four sensitive marine invertebrates and assessed the bioaccumulation potential of sediment-associated contaminants in the tissues of Macoma Nasuta. 43 refs., 26 figs., 61 tabs.

    DOE`s Office of Technology Development manages an aggressive national program for applied research, development, demonstration, testing, and evaluation. This program develops high, payoff technologies to clean up the inventory of DOE nuclear component manufacturing sites and to manage DOE-generated waste faster, safer, and cheaper than current environmental cleanup technologies. OTD programs are designed to make new, innovative, and more effective technologies available for transfer to users through progressive development. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD technologies address three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention.

By proper choice of the particle creation rate, entropy and temperature will be determined at various stages of evolution of the Universe. Finally, using the deceleration parameter as a function of the redshift parameter based on recent observations, particle creation rate will be evaluated and its variation at different epochs will be shown graphically.

    If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

    In this article we study closed inflationary universe models by using a tachyonic field theory. We determine and characterize the existence of an universe with $\\Omega > 1$, and which describes a period of inflation. We find that considered models are less restrictive compared to the standard ones with a scalar field. We use recent astronomical observations to constraint the parameters appearing in the model. Obtained results are compared to those found in the standard scalar field inflationary universes.

    The Hubble law, determined from the distance modulii and redshifts of galaxies, for the past 80 years, has been used as strong evidence for an expanding universe. This claim is reviewed in light of the claimed lack of necessary evidence for time dilation in quasar and gamma-ray burst luminosity variations and other lines of evidence. It is concluded that the observations could be used to describe either a static universe (where the Hubble law results from some as-yet-unknown mechanism) or an expanding universe described by the standard Lambda cold dark matter model. In the latter case, size evolution of galaxies is necessary for agreement with observations. Yet the simple non-expanding Euclidean universe fits most data with the least number of assumptions. From this review it is apparent that there are still many unanswered questions in cosmology and the title question of this paper is still far from being answered.

    The possibility of an emergent universe solution to Einstein's field equations allowing for an irreversible creation of matter at the expense of the gravitational field is shown. With the universe being chosen as spatially flat FRW spacetime together with equation of state proposed in [17], the solution exists when the ratio of the phenomenological matter creation rate to the number density times the Hubble parameter is a number $\\beta$ of the order of unity and independent of time. The thermodynamic behaviour is also determined for this solution. Interestingly, we also find that an emergent universe scenario is present with usual equation of state in cosmology when the matter creation rate is chosen to be a constant. More general class of emergent universe solutions are also discussed.

    A method for determining the temperature of a surface upon which a coating is grown using optical pyrometry by correcting Kirchhoff's law for errors in the emissivity or reflectance measurements associated with the growth of the coating and subsequent changes in the surface thermal emission and heat transfer characteristics. By a calibration process that can be carried out in situ in the chamber where the coating process occurs, an error calibration parameter can be determined that allows more precise determination of the temperature of the surface using optical pyrometry systems. The calibration process needs only to be carried out when the physical characteristics of the coating chamber change.

    Flux is an important source of uncertainties for a reactor neutrino experiment. It is determined from thermal power measurements, reactor core simulation, and knowledge of neutrino spectra of fuel isotopes. Past reactor neutrino experiments have determined the flux to (2-3)% precision. Precision measurements of mixing angle $\\theta_{13}$ by reactor neutrino experiments in the coming years will use near-far detector configurations. Most uncertainties from reactor will be canceled out. Understanding of the correlation of uncertainties is required for $\\theta_{13}$ experiments. Precise determination of reactor neutrino flux will also improve the sensitivity of the non-proliferation monitoring and future reactor experiments. We will discuss the flux calculation and recent progresses.

A previous document, ''DOE SNF DBE Offsite Dose Calculations'' (CRWMS M&O 1999b), calculated the source terms and offsite doses for Department of Energy (DOE) and Naval SNF for use in design basis event analyses. This calculation reproduces only DOE SNF work (i.e., no naval SNF work is included in this calculation) created in ''DOE SNF DBE Offsite Dose Calculations'' and expands the calculation to include DOE SNF expected to produce a high dose consequence (even though the quantity of the SNF is expected to be small) and SNF owned by commercial nuclear power producers. The calculation does not address any specific off-normal/DBE event scenarios for receiving, handling, or packaging of SNF. The results of this calculation are developed for comparative analysis to establish the important radionuclides and do not represent the final source terms to be used for license application. This calculation will be used as input to preclosure safety analyses and is performed in accordance with procedure AP-3.12Q, ''Calculations'', and is subject to the requirements of DOE/RW-0333P, ''Quality Assurance Requirements and Description'' (DOE 2000) as determined by the activity evaluation contained in ''Technical Work Plan for: Preclosure Safety Analysis, TWP-MGR-SE-000010'' (CRWMS M&O 2000b) in accordance with procedure AP-2.21Q, ''Quality Determinations and Planning for Scientific, Engineering, and Regulatory Compliance Activities''.

    The PageRank algorithm enables to rank the nodes of a network through a specific eigenvector of the Google matrix, using a damping parameter $\\alpha \\in ]0,1[$. Using extensive numerical simulations of large web networks, with a special accent on British University networks, we determine numerically and analytically the universal features of PageRank vector at its emergence when $\\alpha \\rightarrow 1$. The whole network can be divided into a core part and a group of invariant subspaces. For $ \\alpha \\rightarrow 1$ the PageRank converges to a universal power law distribution on the invariant subspaces whose size distribution also follows a universal power law. The convergence of PageRank at $ \\alpha \\rightarrow 1$ is controlled by eigenvalues of the core part of the Google matrix which are extremely close to unity leading to large relaxation times as for example in spin glasses.

    Topological properties of energy spectra of general one-dimensional quasiperiodic systems, describing also Bloch electrons in magnetic fields, are studied for an infinity of irrational modulation frequencies corresponding to irrational numbers of flux quanta per unit cell. These frequencies include well-known ones considered in works on Fibonacci quasicrystals. It is shown that the spectrum for any such frequency exhibits a self-similar hierarchy of clusters characterized by universal (system-independent) values of Chern topological integers which are exactly determined. The cluster hierarchy provides a simple and systematic organization of all the spectral gaps, labeled by universal topological numbers which are exactly determinable, thus avoiding their numerical evaluation using rational approximants of the irrational frequency. These numbers give both the quantum Hall conductance of the system and the winding number of the edge-state energy traversing a gap as a Bloch quasimomentum is varied.

This final hydration free energy is then used to determine leachate concentrations for elements of interest using a regression analysis and the formula log{sub 10}(N C{sub i}(g/L))=a{sub i} + b{sub i}{Delta}G{sub f}. The present invention also includes a method to determine whether a particular glass to be produced will be homogeneous or phase separated.     Evidence is provided that the global distribution of tropical hurricanes is principally determined by a universal function H of a single variable z that in turn is expressible in terms of the local sea surface temperature and latitude. The data-driven model presented here carries stark implications for the large increased numbers of hurricanes which it predicts for a warmer world. Moreover, the rise in recent decades in the numbers of hurricanes in the Atlantic, but not the Pacific basin, is shown to have a simple explanation in terms of the specific form of H(z), which yields larger percentage increases when a fixed increase in sea surface temperature occurs at higher latitudes and lower temperatures.

    Disclosed is a method for gender determination of avian embryos. During the embryo incubation process, the outer hard shells of eggs are drilled and samples of allantoic fluid are removed. The allantoic fluids are directly introduced into an ion mobility spectrometer (IMS) for analysis. The resulting spectra contain the relevant marker peaks in the positive or negative mode which correlate with unique mobilities which are sex-specific. This way, the gender of the embryo can be determined.

    Magnetohydrodynamic (MHD) waves are analysed in the early Universe, in the inflationary era, assuming the Universe to be filled with a nonviscous fluid of the Zel'dovich type ($p=\\rho$) in a metric of the de Sitter form. A spatially uniform, time dependent, magnetic field ${\\bf B_0}$ is assumed to be present. The Einstein equations are first solved to give the time dependence of the scale factor, assuming that the matter density, but not the magnetic field, contribute as source terms. The various modes are thereafter analysed; they turn out to be essentially of the same kind as those encountered in conventional nongravitational MHD, although the longitudinal magnetosonic wave is not interpretable as a physical energy-transporting wave as the group velocity becomes superluminal. We determine the phase speed of the various modes; they turn out to be scale factor independent. The Alfv\\'{e}n velocity of the transverse magnetohydrodynamic wave becomes extremely small in the inflationary era, showing that the wave is in practice 'frozen in'.

    We argue that there exists an infinite class of conformal field theories in diverse dimensions having a universal ratio of the central charge c to the normalized entropy density c-tilde. The universality class includes all conformal theories which possess a classical gravity dual according to the AdS/CFT correspondence. From the practical point of view, the universality of c/c-tilde provides an explicit test which can be applied to determine whether a given critical point may admit a dual description in terms of classical gravity.

    Einstein's static model is the first relativistic cosmological model. The model is static, finite and of spherical spatial symmetry. I use the solution of Einstein's field equations in a homogeneous and isotropic universe -- Friedmann's equation -- to calculate the radius of curvature of the model (also known as "Einstein's universe"). Furthermore, I show, using a Newtonian analogy, the model's mostly known feature, namely, its instability under small perturbations on the state of equilibrium.

    We investigate the thermodynamical properties of the apparent horizon in a fractal universe. We find that one can always rewrite the Friedmann equation of the fractal universe in the form of the entropy balance relation $ \\delta Q=T_h d{S_h}$, where $ \\delta Q $ and $ T_{h} $ are the energy flux and Unruh temperature seen by an accelerated observer just inside the apparent horizon. We find that the entropy $S_h$ consists two terms, the first one which obeys the usual area law and the second part which is the entropy production term due to nonequilibrium thermodynamics of fractal universe. This shows that in a fractal universe, a treatment with nonequilibrium thermodynamics of spacetime may be needed. We also study the generalized second law of thermodynamics in the framework of fractal universe. When the temperature of the apparent horizon and the matter fields inside the horizon are equal, i.e. $T=T_h$, the generalized second law of thermodynamics can be fulfilled provided the deceleration and the equation of state parameters ranges either as $-1 \\leq q thermodynamics can be secured in a fractal universe by suitably choosing the fractal parameter $\\beta$.

Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    The recent downward revision of solar photospheric abundances of Oxygen and other heavy elements has resulted in serious discrepancies between solar models and solar structure as determined through helioseismology. In this work we investigate the possibility of determining the solar heavy-element abundance without reference to spectroscopy by using helioseismic data. Using the dimensionless sound-speed derivative in the solar convection zone, we find that the heavy element abundance, Z, of 0.0172 +/- 0.002, which is closer to the older, higher value of the abundances.

    We define a universe as the contents of a spacetime box with comoving walls, large enough to contain measurable phenomena, but not much larger. This allows the construction of a local ensemble of such universes, given modest extrapolations of the observed properties of the cosmos. We then assume that further out similar universes can be constructed, but with different standard model parameters, strongly correlated with the size in a definite way, where by size is meant the Hubble scale at late times. This allows an estimate of the range of sizes supporting life as we know it. The result allows some understanding of the hierarchy problems of particle physics. Other possible implications of the assumptions made will be discussed, including a possible connection between the QCD vacuum structure and cosmological horizon structure. In all cases, our approach is as bottoms-up and as phenomenological as possible, suggesting that theories of the multiverse may eventually lay some claim of being scientific.

    Some seventy five years ago, the concept of dark matter was introduced by Zwicky to explain the anomaly of galactic rotation curves, though there is no clue to its identity or existence to date. In 1997, the author had introduced a model of the universe which went diametrically opposite to the existing paradigm which was a dark matter assisted decelarating universe. The new model introduces a dark energy driven accelarating universe though with a small cosmological constant. The very next year this new picture was confirmed by the Supernova observations of Perlmutter, Riess and Schmidt. These astronomers got the 2011 Nobel Prize for this dramatic observation. All this is discussed briefly, including the fact that dark energy may obviate the need for dark matter.

    In boiler operations, it is desirable to determine blowdown--and, thus, the feedwater`s concentration cycles--because it enables operators to calculate the theoretical concentrations of iron, copper or dispersant in the system. These calculations are important for maintaining boiler cleanliness. In practice, however, it isn`t always feasible to determine blowdown. For example, if the steam, feedwater and blowdown flows are not measured in a system, or if the measurements are not accurate, the blowdown and feedwater concentration cycles cannot be accurately determined. Also, if demineralized makeup water with very-low silica concentrations is mixed with essentially silica-free condensate, the ratio of silica in the boiler water to the silica in the feedwater may not yield accurate values for the concentration cycle. This method for calculating concentration cycles is accurate to within 5%, when the accuracy of the parameters measured are within the following limits: steam flow (2%); phosphate, residual (5%); micro calcium (50%); micro iron (25%); and phosphate, feed (10%).

    In a recent article we have introduced Friedmann thermodynamics, where certain geometric parameters in Friedmann models are treated like their thermodynamic counterparts (temperature, entropy, Gibbs potential etc.). This model has the advantage of allowing us to determine the geometry of the universe by thermodynamic stability arguments. In this article we review connections between thermodynamics, geometry and cosmology.
