    The first part of this report reviews recent developments at the interface between lattice work on QCD with light dynamical quarks, effective field theory and low energy precision experiments. Then I discuss how dispersion theory can be used to analyze the low energy structure of the {pi}{pi} scattering amplitude in a model independent manner. This leads to an exact formula for the mass and width of the lowest few resonances, in terms of observable quantities. As an application, I consider the pole position of the {sigma}, paying particular to error propagation in the numerical analysis. The report is based on work done in collaboration with Irinel Caprini and Gilberto Colangelo.

    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings

    In this paper, we present a new and general method for measuring the astrophysical S factor of nuclear reactions in laser-induced plasmas and we apply it to 2H(d,n)3He. The experiment was performed with the Texas Petawatt Laser, which delivered 150–270 fs pulses of energy ranging from 90 to 180 J to D2 or CD4 molecular clusters (where D denotes 2H). After removing the background noise, we used the measured time-of-flight data of energetic deuterium ions to obtain their energy distribution. We derive the S factor using the measured energy distribution of the ions, the measured volume of the fusion plasma,more » and the measured fusion yields. This method is model independent in the sense that no assumption on the state of the system is required, but it requires an accurate measurement of the ion energy distribution, especially at high energies, and of the relevant fusion yields. In the 2H(d,n)3He and 3He(d,p)4He cases discussed here, it is very important to apply the background subtraction for the energetic ions and to measure the fusion yields with high precision. While the available data on both ion distribution and fusion yields allow us to determine with good precision the S factor in the d+d case (lower Gamow energies), for the d+3He case the data are not precise enough to obtain the S factor using this method. Our results agree with other experiments within the experimental error, even though smaller values of the S factor were obtained. This might be due to the plasma environment differing from the beam target conditions in a conventional accelerator experiment.« less

    We describe the isolation of West Nile virus (WNV; Flaviviridae, flavivirus) from blood of a Virginia opossum (Didelphis virginiana) collected in northwestern Missouri, USA in August 2012. Furthermore, sequencing determined that the virus was related to lineage 1a WNV02 strains. We discuss the role of wildlife in WNV disease epidemiology.

    A precision method for determining vertical bar V{sub ub} vertical bar using the full range in q{sup 2} of B{yields}{pi}l{nu} data is presented. At large q{sup 2} the form factor is taken from unquenched lattice QCD, at q{sup 2}=0 we impose a model independent constraint obtained from B{yields}{pi}{pi} using the soft-collinear effective theory, and the shape is constrained using QCD dispersion relations. We find vertical bar V{sub ub} vertical bar=(3.54{+-}0.17{+-}0.44)x10{sup -3}. With 5% experimental error and 12% theory error, this is competitive with inclusive methods. Theory error is dominated by the input points, with negligible uncertainty from the dispersion relations.

    This report is a preliminary overview of oil-shale potential in Missouri. Two types of oil shales occur in Missouri: (1) the platform marine type, represented by the Devonian Chattanooga Shale, and (2) black shales in Pennsylvanian cyclothems, many of which overlie currently mined coal beds. The Chattanooga Shale contains black, fissile, carbonaceous shales and reaches a thickness of around 70 ft in southwestern Missouri. Oil-yield data from Missouri are not available, but based on yields from other states, the Chattanooga of southwest Missouri is estimated to contain between 2.6 and 15.8 billion barrels of oil. Preliminary estimates of the black, hard, fissile, carbonaceous Pennsylvanian shales indicate they contain between 100 and 200 billion barrels of shale oil. Many of these units directly overlie currently mined coal seams and could be recovered with the coal, but they are now discarded as overburden. These shales also contain significant amounts of phosphates and uranium. Other Paleozoic units with limited oil-shale potential are the Ordovician Decorah and Maquoketa Formations and the Upper Devonian Grassy Creek Shale. Ambitious research programs are needed to evaluate Missouri oil-shale resources. Further investigations should include economic and technological studies and the drilling, mapping, and sampling of potential oil-shale units. Shrinking supplies of crude oil make such studies desirable.

    As part of regulatory requirements for shallow-water habitat (SWH) restoration, the U.S. Army Corps of Engineers (USACE) completes periodic estimates of the quantity of SWH available throughout the lower 752 mi of the Missouri River. To date, these estimates have been made by various methods that consider only the water depth criterion for SWH. The USACE has completed estimates of SWH availability based on both depth and velocity criteria at four river bends (hereafter called reference bends), encompassing approximately 8 river miles within the lower 752 mi of the Missouri River. These estimates were made from the results of hydraulic modeling of water depth and velocity throughout each bend. Hydraulic modeling of additional river bends is not expected to be completed for deriving estimates of available SWH. Instead, future estimates of SWH will be based on the water depth criterion. The objective of this project, conducted by the Pacific Northwest National Laboratory for the USACE Omaha District, was to develop geographic information system methods for estimating the quantity of available SWH based on water depth only. Knowing that only a limited amount of water depth and channel geometry data would be available for all the remaining bends within the lower 752 mi of the Missouri River, the intent was to determine what information, if any, from the four reference bends could be used to develop methods for estimating SWH at the remaining bends. Specifically, we examined the relationship between cross-section channel morphology and relative differences between SWH estimates based on combined depth and velocity criteria and the depth-only criterion to determine if a correction factor could be applied to estimates of SWH based on the depth-only criterion. In developing these methods, we also explored the applicability of two commonly used geographic information system interpolation methods (TIN and ANUDEM) for estimating SWH using four different elevation data

    From 1942 through approximately 1966, the Mallinckrodt Chemical Works operated four plants in St. Louis, Missouri, for the Manhattan Engineer District and the Atomic Energy Commission. A variety of production processes using uranium- and radium-bearing ore materials were performed at the plants. It is the policy of the DOE to verify that radiological conditions at such sites or facilities comply with current DOE guidelines. Guidelines for release and use of such sites have become more stringent as research has provided more information since previous cleanups. The Formerly Utilized Sites Remedial Action Program (FUSRAP) was established as part of that effort to confirm the closeout status of facilities under contract to agencies preceding DOE during early nuclear energy development. Under the FUSRAP program, the Mallinckrodt properties have been previously investigated to determine the extent of on-site radiological contamination. At the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a survey in May 1990, of public roadways and suspected haul routes between the Mallinckrodt plant and storage sites in St. Louis to ensure that no residual radioactive materials were conveyed off-site. A mobile gamma scanning van with an on-board computer system was used to identify possible anomalies. Suspect areas are those displaying measurements deviating from gamma exposure rates identified as typical for radiologically unenhanced areas in the vicinity of the areas of interest. The instrumentation highlighted three anomaly locations each of which measured less than 1m{sup 2} in size. None of the slightly elevated radiation levels originated from material associated with former AEC-related processing operations in the area. The anomalies resulted from elevated concentrations of radionuclides present in phosphate fertilizers, increased thorium in road-base gravel, and emanations from the radioactive storage site near the Latty Avenue airport. 9 refs., 3 figs.

    T cell receptor (TCR) recognition of peptide takes place in the context of the major histocompatibility complex (MHC) molecule, which accounts for approximately two-thirds of the peptide/MHC buried surface. Using the class I MHC HLA-A2 and a large panel of mutants, we have previously shown that surface mutations that disrupt TCR recognition vary with the identity of the peptide. The single exception is Lys66 on the HLA-A2 {alpha}1 helix, which when mutated to alanine disrupts recognition for 93% of over 250 different T cell clones or lines, independent of which peptide is bound. Thus, Lys66 could serve as a peptide-independent TCR binding determinant. Here, we have examined the role of Lys66 in TCR recognition of HLA-A2 in detail. The structure of a peptide/HLA-A2 molecule with the K66A mutation indicates that although the mutation induces no major structural changes, it results in the exposure of a negatively charged glutamate (Glu63) underneath Lys66. Concurrent replacement of Glu63 with glutamine restores TCR binding and function for T cells specific for five different peptides presented by HLA-A2. Thus, the positive charge on Lys66 does not serve to guide all TCRs onto the HLA-A2 molecule in a manner required for productive signaling. Furthermore, electrostatic calculations indicate that Lys66 does not contribute to the stability of two TCR-peptide/HLA-A2 complexes. Our findings are consistent with the notion that each TCR arrives at a unique solution of how to bind a peptide/MHC, most strongly influenced by the chemical and structural features of the bound peptide. This would not rule out an intrinsic affinity of TCRs for MHC molecules achieved through multiple weak interactions, but for HLA-A2 the collective mutational data place limits on the role of any single MHC amino acid side-chain in driving TCR binding in a peptide-independent fashion.

    ORAU conducted confirmatory surveys of the Hematite site during the period of June 12 through June 13, 2012. The survey activities included in-process inspections, document review, walkover surveys, sampling activities, and laboratory analysis of split samples. WEC was forthcoming with information relating to practices, procedures, and surface scan results. Scans performed by the WEC technician were extremely thorough and methodical. The WEC and ORAU technicians identified the same areas of elevated activity with comparable detector responses. WEC sampling of re-use soils, waste soils, sediments, and groundwater were conducted under ORAU observation. The sampling efforts observed by ORAU were performed in accordance with site-specific procedures and in a manner sufficient to provide quality supporting data. Three observations were made during groundwater sampling activities. First, the water level indicator was re-used without submitting rinse blank. Second, bubbles created during tubing extraction could indicate the presence of volatilized organic compounds. Third, samplers did not use a photo ionization detector prior to sample collection to indicate the presence of volatile organic vapors. Results of split samples indicated a high level of comparability between the WEC and ORAU/ORISE radiological laboratories. Analytical practices and procedures appear to be sufficient in providing quality radiochemical data. All concentrations from the Soil Re-Use Area and sediment samples are below Uniform radionuclide-specific derived concentration guideline level (DCGL{sub W}) limits; thus, comparisons to the less conservative stratified geometry were not required. Results were compared to individual DCGLs and using the sum of fractions approach. Both composite soil samples collected from the Waste Handling Area (Bins 1 and 4) were well below the prescribed USEI waste acceptance criteria.

    Biotechnological approaches to reduce or modify lignin in biomass crops are predicated on the assumption that it is the principal determinant of the recalcitrance of biomass to enzymatic digestion for biofuels production. We defined quantitative trait loci (QTL) in the Intermated B73 x 3 Mo17 recombinant inbred maize (Zea mays) population using pyrolysis molecular-beam mass spectrometry to establish stem lignin content and an enzymatic hydrolysis assay to measure glucose and xylose yield. Among five multiyear QTL for lignin abundance, two for 4-vinylphenol abundance, and four for glucose and/or xylose yield, not a single QTL for aromatic abundance and sugar yield was shared. A genome-wide association study for lignin abundance and sugar yield of the 282- member maize association panel provided candidate genes in the 11 QTL of the B73 and Mo17 parents but showed that many other alleles impacting these traits exist among this broader pool of maize genetic diversity. B73 and Mo17 genotypes exhibited large differences in gene expression in developing stem tissues independent of allelic variation. Combining these complementary genetic approaches provides a narrowed list of candidate genes. A cluster of SCARECROW-LIKE9 and SCARECROW-LIKE14 transcription factor genes provides exceptionally strong candidate genes emerging from the genome-wide association study. In addition to these and genes associated with cell wall metabolism, candidates include several other transcription factors associated with vascularization and fiber formation and components of cellular signaling pathways. Finally, these results provide new insights and strategies beyond the modification of lignin to enhance yields of biofuels from genetically modified biomass.

    Orogenic events in and around the midcontinent in Proterozoic time were responsible for the formation of the dominant master set of younger northeast- and older northwest-trending faults that dominate the structure of the area today. Reactivation of these faults throughout geologic time gave rise to tectonic zones consisting of sets of anastomosing faults or other complex patterns. These zones are likely important in helping to determine the configuration of major uplifts and basins that involve the crust. The Nemaha tectonic zone defines the western boundary of both the Forest City and Cherokee basins, while a structural block delineated by the Chesapeake and Bolivar-Mansfield regional faults coincides with the approximate position of the Bourbon Arch, which is reflected in the thickness of Mississippian carbonate rocks. Rocks of the Ozark uplift began to be uplifted by the end of Maquoketa time. The uplift has historically been described as a landform, rather than a geologic structure. Hence, the extent and the boundaries of the uplift are ill-defined. The northeast-trending line forming the contact between Mississippian and Pennsylvanian rocks is commonly regarded as the western boundary. This boundary coincides with a major tectonic zone, extending northeastward from Oklahoma through Kansas and Missouri into at least southern Iowa. In the Tri-State area of Kansas, Oklahoma, and Missouri the zone is referred to as the Miami trough and features prominently in the localization of major ore deposits. This zone may then also be regarded as the eastern boundary of the Forest City and Cherokee basins.

    This report documents the results of the routine environmental audit of the Kansas City Plant, Kansas City, Missouri. During this audit the activities the audit team conducted included reviews of internal documents and reports from previous audits and assessments; interviews with U.S. Department of Energy (DOE) and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted October 24-November 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} establishes the mission of EH-24, which is to provide comprehensive, independent oversight of Department-wide environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment. EH-24 accomplishes its mission by conducting systematic and periodic evaluations of the Department`s environmental programs within line organizations and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations. The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

    A detailed description is given of the laws and programs of the State of Missouri governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview.     The Hazelwood Interim Storage Site (HISS) is located at 9200 Latty Avenue, Hazelwood, Missouri. The property on which the HISS is situated is owned by the Jarboe Realty and Investment Company and is leased to Futura Coatings, Inc. Radiological surveys in 1977 and 1982 indicated uranium and thorium contamination and elevated radiation levels in the soil on this property and several others in the immediate vicinity. As part of the research and development program authorized by Congress under the 1984 Energy and Water Appropriations Act, Bechtel National, Inc. (BNI) is conducting remedial action on-site and at the vicinity properties. The work is being performed as part of the US Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP). Jarboe Realty and Investment Company has agreed to permit DOE to store contaminated material from the FY 1984 and 1985 Latty Avenue cleanup on its property. The contaminated material will be added to the existing pile created during the earlier site cleanup. The pile will then be covered to prevent erosion or migration of contamination. The property will be maintained as the HISS by DOE until final disposition for these materials is determined. BNI is conducting a surveillance monitoring program at the HISS during the interim storage period to detect potential migration of contaminants from the storage pile via air, water, and sediment.     The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS).     The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    The project titled Monitoring and Numerical Modeling of Shallow CO{sub 2} Injection, Greene County, Missouri provided training for three graduate students in areas related to carbon capture and storage. Numerical modeling of CO{sub 2} injection into the St. Francois aquifer at the Southwest Power Plant Site in Greene County, Missouri indicates that up to 4.1 x 10{sup 5} metric tons of CO{sub 2} per year could be injected for 30 years without exceeding a 3 MPa differential injection pressure. The injected CO{sub 2} would remain sequestered below the top of the overlying caprock (St. Francois confining unit) for more than 1000 years. Geochemical modeling indicates that portions of the injected CO{sub 2} will react rapidly with trace minerals in the aquifer to form various solid carbonate mineral phases. These minerals would store significant portions of injected CO{sub 2} over geologic time scales. Finally, a GIS data base on the pore-fluid chemistry of the overlying aquifer system in Missouri, the Ozark aquifer, was compiled from many sources. This data base could become useful in monitoring for leakage from future CO{sub 2} sequestration sites.

    We compute the third order gauge invariant action for scalar-graviton interactions in the Jordan frame. We demonstrate that the gauge invariant action for scalar and tensor perturbations on one physical hypersurface only differs from that on another physical hypersurface via terms proportional to the equation of motion and boundary terms, such that the evolution of non-Gaussianity may be called unique. Moreover, we demonstrate that the gauge invariant curvature perturbation and graviton on uniform field hypersurfaces in the Jordan frame are equal to their counterparts in the Einstein frame. These frame independent perturbations are therefore particularly useful in relating results in different frames at the perturbative level. On the other hand, the field perturbation and graviton on uniform curvature hypersurfaces in the Jordan and Einstein frame are non-linearly related, as are their corresponding actions and n-point functions.

    While research and development on biobased products has continued strong over the years, parallel attention on the economics and management of such product innovation has been lacking. With the financial support of the Department of Energy, the Economics and Management of Agrobiotechnology Center at the University of Missouri-Columbia has launched a pilot graduate education program that seeks to fill the gap. Within this context, a multi-disciplinary research and teaching program has been structured with an emphasis on new product and innovation economics and management. More specifically, this pilot graduate education program has the following major objectives: (1) To provide students with a strong background in innovation economics, management, and strategy. (2) To diversify the students academic background with coursework in science and technology. (3) To familiarize the student with biobased policy initiatives through interaction with state and national level organizations and policymakers. (4) To facilitate active collaboration with industry involved in the development and production of biobased products. The pilot education program seeks to develop human capital and research output. Although the research is, initially, focused on issues related to the State of Missouri, the results are expected to have national implications for the economy, producers, consumers and environment.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report.   2. Identifying and Mitigating Potential Nutrient and Sediment Hot Spots under a Future Scenario in the Missouri River Basin

    Using the Soil and Water Assessment Tool (SWAT) for large-scale watershed modeling could be useful for evaluating the quality of the water in regions that are dominated by nonpoint sources in order to identify potential “hot spots” for which mitigating strategies could be further developed. An analysis of water quality under future scenarios in which changes in land use would be made to accommodate increased biofuel production was developed for the Missouri River Basin (MoRB) based on a SWAT model application. The analysis covered major agricultural crops and biofuel feedstock in the MoRB, including pasture land, hay, corn, soybeans, wheat, and switchgrass. The analysis examined, at multiple temporal and spatial scales, how nitrate, organic nitrogen, and total nitrogen; phosphorus, organic phosphorus, inorganic phosphorus, and total phosphorus; suspended sediments; and water flow (water yield) would respond to the shifts in land use that would occur under proposed future scenarios. The analysis was conducted at three geospatial scales: (1) large tributary basin scale (two: Upper MoRB and Lower MoRB); (2) regional watershed scale (seven: Upper Missouri River, Middle Missouri River, Middle Lower Missouri River, Lower Missouri River, Yellowstone River, Platte River, and Kansas River); and (3) eight-digit hydrologic unit (HUC-8) subbasin scale (307 subbasins). Results showed that subbasin-level variations were substantial. Nitrogen loadings decreased across the entire Upper MoRB, and they increased in several subbasins in the Lower MoRB. Most nitrate reductions occurred in lateral flow. Also at the subbasin level, phosphorus in organic, sediment, and soluble forms was reduced by 35%, 45%, and 65%, respectively. Suspended sediments increased in 68% of the subbasins. The water yield decreased in 62% of the subbasins. In the Kansas River watershed, the water quality improved significantly with regard to every nitrogen and phosphorus compound. The improvement was

    The CONTAIN code was developed by Sandia National Laboratories under the sponsorship of the US Nuclear Regulatory Commission (NRC) to provide integrated analyses of containment phenomena. It is used to predict nuclear reactor containment loads, radiological source terms, and associated physical phenomena for a range of accident conditions encompassing both design-basis and severe accidents. The code`s targeted applications include support for containment-related experimental programs, light water and advanced light water reactor plant analysis, and analytical support for resolution of specific technical issues such as direct containment heating. The NRC decided that a broad technical review of the code should be performed by technical experts to determine its overall technical adequacy. For this purpose, a six-member CONTAIN Peer Review Committee was organized and a peer review as conducted. While the review was in progress, the NRC issued a draft ``Revised Severe Accident Code Strategy`` that incorporated revised design objectives and targeted applications for the CONTAIN code. The committee continued its effort to develop findings relative to the original NRC statement of design objectives and targeted applications.     Information is provided on the solar heating and hot water system installed at the William Tao and Associates, Inc., office building in St. Louis, Missouri. The information consists of description, photos, maintenance and construction problems, final drawing, system requirements and manufacturer's component data. The solar system was designed to provide 50% of the hot water requirements and 45% of the space heating needs for a 900 square foot office space and drafting room. The solar facility has 252 square foot of glass tube concentrator collectors and a 1000 gallon steel storage tank buried below a concrete slab floor. Freeze protection is provided by a propylene glycol/water mixture in the collector loop. The collectors are roof mounted on a variable tilt array which is adjusted seasonally and is connected to the solar thermal storage tank by a tube-in-shell heat exchanger. Incoming city water is preheated through the solar energy thermal storage tank.

    Geologic relationships indicate recurrent movement on a fault exposed at Grays Point, MO. Faulting offsets Middle-Late Ordovician Plattin Group, Decorah Group, Kimmswick Limestone, and Maquoketa Group strata. In plan, the fault is characterized by a relatively narrow zone (30--70 m) of northeast-striking fault slices associated with a northwest-striking zone of right-stepping en echelon fractures. This systematic fracture-fault array identifies right-lateral strike-slip movement. A vertically offset basal Decorah Group contact shows 22 m of down-to-the-southeast dip slip, which indicates a component of oblique slip. Oldest recognizable movement on the fault is evidenced by Maquoketa Group strata that fill a northeast-striking, wedge-shaped synform. Post-Ordovician movement along an adjacent subvertical fault displaces part of this synform 300 m right laterally. In thin section, the northwest-striking fracture set shows a polyphase history of deformation indicated by cataclastic textures and intrusion of carbonate-rich fluids. Three periods of movement occurred: (1) initial fracturing sealed by authigenic mineral cements; (2) renewed fracturing associated with recrystallization of sub-rounded clasts; and (3) subsequent brecciation marked by angular clasts and filling of fractures and vugs. Each successive fluid intrusion is characterized by an increase in grain size of the authigenic cement. The fault is subparallel to the regional, northeast-striking English Hill fault system. Polyphase oblique-slip deformation suggests that the fault, like others in southeastern Missouri, is a reactivated Late Proterozoic-Cambrian zone of weakness. Initial fault reactivation occurred during Middle-Late Ordovician as opposed to Devonian, as commonly interpreted for southeast Missouri. Multiple authigenic mineral cements imply that fluids may have been an important factor influencing the fault's tendency to be reactivated.

Management of the Missouri River has generally reduced peak river flows that form and maintain emergent sandbar habitat. Emergent sandbars provide non-vegetated nesting habitat for the endangered interior least tern (Sternula antillarum athalassos) and the threatened Northern Great Plains piping plover (Charadrius melodus). Since 2000, piping plover nesting habitat within the Gavins Point Reach, Garrison Reach, Lake Oahe, and Lake Sakakawea has fledged the majority of piping plovers produced along the Missouri River system. Habitats within Lewis and Clark Lake have also recently become important plover production areas. Mechanical construction of emergent sandbar habitat (ESH) within some of these reaches within the Missouri River began in 2004. Through 2009, 11 sandbar complexes had been constructed (10 in Gavins Point Reach, 1 in Lewis and Clarke Lake) totaling about 543 ac of piping plover and interior least tern nesting habitat. ESH Construction has resulted in a net gain of tern and plover nesting habitat. Both terns and plovers successfully nest and fledge young on constructed sandbars, and constructed habitats were preferred over natural habitats. Natural processes may limit the viability of constructed sandbars as nesting habitat. Continued research is needed to identify if changes in constructed sandbar engineering and management increase the length of time constructed habitats effectively function as nesting habitat. However, the transfer of information from researchers to planners through technical research reports may not be timely enough to effectively foster the feedback mechanisms of an adaptive management strategy.

    Studies to determine the hydrologic conditions in mined and reclaimed mine areas, as well as areas of proposed mining, have become necessary with the enactment of the Surface Mining Control and Reclamation Act of 1977. Honey Creek in Henry County, Missouri, has been re-routed to flow through a series of former strip mining pits which lie within the Honey Creek coal strip mine reclamation site. During intense or long duration rainfalls within the Honey Creek basin, surface runoff has caused flooding on agricultural land near the upstream boundary of the reclamation site. The calculated existing design discharge (3,050 cubic feet per second) water-surface profile is compared to the expected water-surface profiles from three assumed alternative channel modifcations within the Honey Creek study area. The alternative channel modifications used in these analyses include (1) improvement of channel bottom slope, (2) relocation of spoil material, and (3) improved by-pass channel flow conditions. The alternative 1, 2, and 3 design discharge increase will reduce the agricultural field current (1990) frequency of backwater flooding from a 3-year to a 6.5-year event.

    The US Department of Energy (DOE) is implementing a cleanup program for three groups of properties in the St. Louis, Missouri, area: the St. Louis Downtown Site (SLDS), the St. Louis Airport Site (SLAPS) and vicinity properties, and the Latty Avenue Properties, including the Hazelwood Interim Storage Site (HISS). The general location of these properties is shown in Figure 1; the properties are referred to collectively as the St. Louis Site. None of the properties are owned by DOE, but each property contains radioactive residues from federal uranium processing activities conducted at the SLDS during and after World War 2. The activities addressed in this environmental evaluation/cost analysis (EE/CA) report are being proposed as interim components of a comprehensive cleanup strategy for the St. Louis Site. As part of the Department's Formerly Utilized Sites Remedial Action Program (FUSRAP), DOE is proposing to conduct limited decontamination in support of proprietor-initiated activities at the SLDS, commonly referred to as the Mallinckrodt Chemical Works.     The environmental monitoring program, begun in 1984, was continued during 1989 at the Hazelwood Interim Storage Site (HISS), a US Department of Energy (DOE) facility located in the City of Hazelwood, Missouri. HISS is currently used for storage of soils contaminated with residual radioactive material. HISS is part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a DOE program to decontaminate or otherwise control sites where residual radioactive material remains from the early years of the nation's atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. The monitoring program at HISS measures radon concentrations in air; external gamma radiation levels; and uranium, radium, and thorium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater. To verify that the site is in compliance with the DOE radiation protection standard (100 mrem/yr) and assess its potential effect on public health, the radiation dose was calculated for a hypothetical maximally exposed individual.     This document is the final report of the solar energy system located at the Visitors' Center on the Stephens College Campus, Columbia, Missouri. The system is installed in a four-story, 15,000 square foot building designed to include the college's Admission Office, nine guest rooms for overnight lodging for official guests of the college, a two-story art gallery, and a Faculty Lounge. The solar energy system is an integral design of the building and utilizes 176 Honeywell/Lennox hydronic flat-plate collectors which use a 50% water-ethylene glycol solution and water-to-water heat exchanger. Solar heated water is stored in a 5000 gallon water storage tank located in the basement equipment room. A natural gas fired hot water boiler supplies hot water when the solar energy heat supply fails to meet the demand. The designed solar contribution is 71% of the heating load. The demonstration period for this project ends June 30, 1984.

    This report describes the environmental surveillance program at the Hazelwood Interim storage Site (HISS) and surrounding area, provides the results for 1992, and discusses applicable environmental standards and requirements with which the results were compared. HISS is located in eastern Missouri in the City of Hazelwood (St. Louis County) and occupies approximately 2.2 ha (5.5 acres). Environmental monitoring of HISS began in 1984 when the site was assigned to the US Department of Energy (DOE) as part of the decontamination research and development project authorized by Congress under the 1984 Energy and Water Development Appropriations Act. DOE placed responsibility for HISS under the Formerly Utilized Sites Remedial Action Program (FUSRAP), which was established to identify and decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy.     The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, received two soil samples on September 26, 2013 from the Westinghouse Hetnatite Decomminsioning project in Hematite, Missouri. The samples were analyzed for thorium-232, radium-226, uranium-235, and uranium-238 by gamma spectrometry and technetium-99 by liquid scintillation analysis. The samples were received in good condition. The sample collection data and identification numbers are tabulated. Also presented are the gamma spectrometry and technetium-99 data, respectively.     Ground-water-level measurements to support remedial actions were made in 37 piezometers and 19 monitoring wells during a 19-month period to assess the potential for ground-water flow from an abandoned quarry to the nearby St. Charles County well field, which withdraws water from the base of the alluvial aquifer. From 1957 to 1966, low-level radioactive waste products from the Weldon Spring chemical plant were placed in the quarry a few hundred feet north of the Missouri River alluvial plain. Uranium-based contaminants subsequently were detected in alluvial ground water south of the quarry. During all but flood conditions, lateral ground-water flow in the bedrock from the quarry, as interpreted from water-table maps, generally is southwest toward Little Femme Osage Creek or south into the alluvial aquifer. After entering the alluvial aquifer, the ground water flows southeast to east toward a ground-water depression presumably produced by pumping at the St. Charles County well field. The depression position varies depending on the Missouri River stage and probably the number and location of active wells in the St. Charles County well field.

    This report presents the results of ground water, stream water, and stream sediment reconnaissance in Arkansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. The following samples were collected: Arkansas-3292 stream sediments, 5121 ground waters, 1711 stream waters; Louisiana-1017 stream sediments, 0 ground waters, 0 stream waters; Misissippi-0 stream sediments, 814 ground waters, 0 stream waters; Missouri-2162 stream sediments, 3423 ground waters 1340 stream waters; Oklahoma-2493 stream sediments, 2751 ground waters, 375 stream waters; and Texas-279 stream sediments, 0 ground waters, 0 stream waters. Neutron activation analyses are given for U, Br, Cl, F, Mn, Na, Al, V, and Dy in ground water and stream water, and for U, Th, Hf, Ce, Fe, Mn, Na, Sc, Ti, V, Al, Dy, Eu, La, Sm, Yb, and Lu in sediments. The results of mass spectroscopic analysis for He are given for 563 ground water sites in Mississippi. Field measurements and observations are reported for each site. Oak Ridge National Laboratory analyzed sediment samples which were not analyzed by Savannah River Laboratory neutron activation.

    From approximately 1949 until 1970, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility on federally owned property approximately 0.25 mi northwest of Savannah, Missouri (Figure 1.1). During this time, commercial grain fumigants containing carbon tetrachloride were commonly used by the CCC/USDA and the private grain storage industry to preserve grain in their facilities. In November 1998, carbon tetrachloride was detected in a private well (Morgan) roughly 50 ft south of the former CCC/USDA facility, as a result of state-wide screening of private wells near former CCC/USDA facilities, conducted in Missouri by the U.S. Environmental Protection Agency (EPA 1999). The 1998 and subsequent investigations by the EPA and the Missouri Department of Natural Resources (MoDNR) confirmed the presence of carbon tetrachloride in the Morgan well, as well as in a second well (on property currently owned and occupied by the Missouri Department of Transportation [MoDOT]), described as being approximately 400 ft east of the former CCC/USDA facility. The identified concentrations in these two wells were above the EPA maximum contaminant level (MCL) and the default target level (DTL) values of 5.0 {micro}g/L for carbon tetrachloride in water used for domestic purposes (EPA 1999; MoDNR 2000a,b, 2006). (The DTL is defined in Section 4.) Because the observed contamination in the Morgan and MoDOT wells might be linked to the past use of carbon tetrachloride-based fumigants at its former grain storage facility, the CCC/USDA is conducting an investigation to (1) characterize the source(s), extent, and factors controlling the subsurface distribution and movement of carbon tetrachloride at Savannah and (2) evaluate the potential risks to human health, public welfare, and the environment posed by the contamination. This work is being performed in accord with the Intergovernmental Agreement established between the Farm Service

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy`s Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources` Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources` Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy`s Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    Parameter studies, design calculations and initial neutronic performance measurements have been completed for a new thermal neutron beamline to be used for neutron capture therapy cell and small-animal radiobiology studies at the University of Missouri Research Reactor. The beamline features the use of single-crystal silicon and bismuth sections for neutron filtering and for reduction of incident gamma radiation. The computational models used for the final beam design and performance evaluation are based on coupled discrete-ordinates and Monte Carlo techniques that permit detailed modeling of the neutron transmission properties of the filtering crystals with very few approximations. This is essential for detailed dosimetric studies required for the anticipated research program.

    Humans make extensive use of rivers and floodplains for economic benefits including agriculture, hydropower, commerce and recreation. Economic development of floodplains subsequently requires control of river levels to avoid flood damage. This process began in the Missouri River basin in the 1890s with the construction of a series of hydropower dams in Montana and escalated to new levels with the approval of the Pick-Sloan plan in the 1944 Flood Control Act. Maximizing these human uses of the river led to changes in and losses of hydrological and ecological processes, ultimately resulting in the federal listing of three fish and wildlife species under the Endangered Species Act: the pallid sturgeon (Scaphirhyncus albus; 1983), the piping plover (Charadrius melodus; 1984), and the interior population of least tern (Sternula antillarum; 1985). The listing of terns and plovers did not affect river management until the United States Army Corps of Engineers (USACE) proposed to modify the governing document of the Missouri River Mainstem System, the Master Manual, a process which was completed in 2003. Although there was little disagreement over the habitat conditions that terns and plovers used for nesting, there was substantial disagreement over the amount of habitat necessary for terns and plovers to meet population recovery goals. Answering this question requires forecasting species-specific population responses to dynamic habitat affected by both human actions (reservoir management and habitat restoration) and natural variability in precipitation. Piping plovers and least terns nest along the Missouri River from Fort Peck, Montana to just north of Sioux City, Iowa (Figure 1). Both species prefer to nest on sand and fine gravel substrates with no or sparse vegetation cover (Prindiville Gaines and Ryan, 1988; Sherfy et al., 2012), such as riverine sandbars (emergent sandbar habitat; ESH).   20. Missouri Energy and Cost Savings for New Single- and Multifamily Homes: 2009 and 2012 IECC as Compared to the 2006 IECC

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Missouri homeowners. Moving to either the 2009 or 2012 IECC from the 2006 IECC is cost effective over a 30-year life cycle. On average, Missouri homeowners will save $2,229 over 30 years under the 2009 IECC, with savings still higher at $7,826 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Average annual energy savings are $143 for the 2009 IECC and $507 for the 2012 IECC.

    This report contains the results of reactor design and performance for conversion of the University of Missouri Research Reactor (MURR) from the use of highly-enriched uranium (HEU) fuel to the use of low-enriched uranium (LEU) fuel. The analyses were performed by staff members of the Global Threat Reduction Initiative (GTRI) Reactor Conversion Program at the Argonne National Laboratory (ANL) and the MURR Facility. The core conversion to LEU is being performed with financial support of the U. S. government.
