    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    Field studies sponsored by the U.S. Department of Energy (DOE) have shown that the use of low-e storm windows can lead to significant heating and cooling energy savings in residential homes. This study examines the market for low-e storm windows based on market data, case studies, and recent experience with weatherization deployment programs. It uses information from interviews conducted with DOE researchers and industry partners involved in case studies and early deployment efforts related to low-e storm windows. In addition, this study examines potential barriers to market acceptance, assesses the market and energy savings potential, and identifies opportunities to transform the market for low-e storm windows and overcome market adoption barriers.

  17. Buying market transformation -- A cautionary tale from the Northwest

    Beginning in April 1992, Pacific Northwest utilities, the Bonneville Power Administration, and eighteen manufactured home (HUD-code) builders undertook a large-scale experiment. Manufacturers were paid acquisition payments (initially $2,500/home) to install better insulation and windows in new electrically-heated homes. This resulted in homes 60% more efficient than HUD regulations dictated. Initial production projections of 10,000 homes per year were easily exceeded, with 94% of the manufactured homes (55,000) built to these standards during the 3.5 year program. During the Manufactured Housing Acquisition Program (MAP), production and on-site installation standards improved significantly. Manufactured homes made inroads into new construction markets, accounting for about 30% of regional production of new housing and competing with low- to mid-priced site-built homes in some areas. The market was transformed. Or was it? Two years have passed since the incentives stopped and the participating manufacturers were left to fend for themselves. Since MAP ended, production of homes built to the higher BPA Super Good Cents (SGC) energy efficiency standards has dropped throughout the region. The state energy offices (SEOs) have maintained an SGC inspection and certification program for which manufacturers pay $30/home, which has helped energy-efficient manufactured homes retain market share in some localities. However, where local codes do not require strict levels of energy efficiency for new homes, saturation of energy-efficient manufactured homes has declined dramatically. This paper examines factors affecting market transformation since the cessation of direct incentives, including fuel choice issues and the effects of state codes on production, infrastructure and sitting levels.

    Market transformation has emerged as a central policy objective for future publicly-funded energy-efficiency programs in California. California Public Utilities Commission (CPUC) Decision 95-12-063 calls for public funding to shift to activities designed to transform the energy-efficiency market. The CPUC envisions that funding {open_quotes}would only be needed for specific and limited periods of time to cause the market to be transformed{close_quotes}. At the same time, the CPUC also acknowledges that {open_quotes}there are many definitions of market transformation{close_quotes} ... and does {open_quotes}not attempt to refine those definitions today{close_quotes}. We argue that a definition of market transformation is essential. The literature is now replete with definitions, and an operational definition is needed for the CPUC to decide on which programs should be supported with public funds. The CPUC decision initially indicated a preference for programs that do not provide financial assistance 4-efficiency programs that rely on financial assistance to customers. However, energy customers have traditionally accounted for a substantial portion of California utility`s DSM programs, so the CPUC`s direction to use ratepayer funds to support programs that will transform the market raises critical questions about how to analyze what has happened in order to plan effectively for the future: Which utility energy-efficiency programs, including those that provide financial assistance to customers, have had market transforming effects? To what extent do current regulatory rules and practices encourage or discourage utilities from running programs that are designed to transform the market? Should the rules and programs be modified, and, if so, how, to promote market transformation?

    Transformers of a type adapted for use with extreme high power vacuum tubes where current requirements may be of the order of 2,000 to 200,000 amperes are described. The transformer casing has the form of a re-entrant section being extended through an opening in one end of the cylinder to form a coaxial terminal arrangement. A toroidal multi-turn primary winding is disposed within the casing in coaxial relationship therein. In a second embodiment, means are provided for forming the casing as a multi-turn secondary. The transformer is characterized by minimized resistance heating, minimized external magnetic flux, and an economical construction.

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

    Displays account for a significant portion of electricity consumed in personal computer (PC) use, and global PC monitor shipments are expected to continue to increase. We assess the market trends in the energy efficiency of PC monitors that are likely to occur without any additional policy intervention and estimate that display efficiency will likely improve by over 40% by 2015 compared to todays technology. We evaluate the cost effectiveness of a key technology which further improves efficiency beyond this level by at least 20% and find that its adoption is cost effective. We assess the potential for further improving efficiency taking into account the recent development of universal serial bus (USB) powered liquid crystal display (LCD) monitors and find that the current technology available and deployed in USB powered monitors has the potential to deeply reduce energy consumption by as much as 50%.     The Global Efficiency Medal competition, a cornerstone activity of the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative, is an awards program that encourages the production and sale of super-efficient products. SEAD is a voluntary multinational government collaboration of the Clean Energy Ministerial (CEM). This winner-takes-all competition recognizes products with the best energy efficiency, guides early adopter purchasers towards the most efficient product choices and demonstrates the levels of energy efficiency achievable by commercially available and emerging technologies. The first Global Efficiency Medals were awarded to the most energy-efficient flat panel televisions; an iconic consumer purchase. SEAD Global Efficiency Medals were awarded to televisions that have proven to be substantially more energy efficient than comparable models available at the time of the competition (applications closed in the end of May 2012). The award-winning TVs consume between 33 to 44 percent less energy per 2 unit of screen area than comparable LED-backlit LCD televisions sold in each regional market and 50 to 60 percent less energy than CCFL-backlit LCD TVs. Prior to the launch of this competition, SEAD conducted an unprecedented international round-robin test (RRT) to qualify TV test laboratories to support verification testing for SEAD awards. The RRT resulted in increased test laboratory capacity and expertise around the world and ensured that the test results from participating regional test laboratories could be compared in a fair and transparent fashion. This paper highlights a range of benefits resulting from this first SEAD awards competition and encourages further investigation of the awards concept as a means to promote energy efficiency in other equipment types.

  15. Energize New York – Residential Energy Efficiency Market Transformation in New York*

    Energize New York (ENY) is focused on addressing known barriers to widespread energy efficiency (EE) adoption by property owners. In simple terms ENY works to; 1) increase homeowner trust by using known and trusted community leaders to communicate their own positive experiences with EE and ENY, 2) reduce friction points by integrating support staff and creative use of technology that ease a homeowner’s way forward through the EE upgrade process, 3) increase homeowner knowledge and trust of specific EE benefits through access to the ENY energy coach, 4) provide information on available financing options that show benefits (e.g. positive cash flow), and 5) provide tools and mechanisms that give homeowners greater comfort in evaluating and selecting the right contractor. These five fundamental program aspects are supported by a hyper-local communications and outreach model and a “lead by example” philosophy that requires community leaders to step forward and model energy efficiency behavior by example. In the communities where the program has successfully engaged local leadership and “trusted community sources” there has been a significant increase in the uptake of energy efficiency work. Quantitatively this growth translated into an increase of 240% in completed Home Performance projects from the two year pre-pilot period (2009-10) to the two year post-pilot period (2012-13). Additionally, the program has seen measureable increases in the output and performance of contractors who are members of the Energize Comfort Corps, a program innovation which included a subset of the NYSERDA approved and Building Performance Institute accredited home performance contractors. This innovation, launched in the later stages of the pilot, is paired with the Energize Contractor Ratings Index (CRI) and helps frame the provider market by giving homeowners a mechanism to provide and receive feedback on their contractor experience. The data incorporated into the CRI along with the ECC selection process, has measurably reduced a key decision barrier (“which contractor should I use”) for homeowners engaged in the EE decision making process.

    In the Pacific Northwest, about 40% of new electrically heated homes are HUD-code manufactured homes (commonly called {open_quotes}mobile homes{close_quotes}). The U.S. Department of Housing and Urban Development (HUD) sets national energy-efficiency construction standards for manufactured homes that preempt them from local building codes. Until October 1994, a relatively low efficiency requirement established in 1976 by HUD was in place for manufactured homes. The Bonneville Power Administration (Bonneville) is required to acquire cost-effective energy efficiency to meet the electricity needs of the Pacific Northwest. Because electrically heated manufactured homes are so common and are relatively inefficient, Bonneville, utilities, state energy offices, and others have conducted a series of programs since 1982 to upgrade their efficiency (1). Because of the preemptive national code, these programs have all been voluntary for manufactured homes. Bonneville and the regional utilities and manufacturers created the Manufactured Housing Acquisition Program (MAP) in April 1992 after conducting projects for ten years to determine the cost of manufactured home energy-efficiency upgrades, predict and measure energy consumption, and establish a regional partnership. The program was phased in over several months; since October 1992, all electrically heated manufactured homes produced in the region have been built to MAP specifications.

  17. Market transformation lessons learned from an automated demand response test in the Summer and Fall of 2003

    A recent pilot test to enable an Automatic Demand Response system in California has revealed several lessons that are important to consider for a wider application of a regional or statewide Demand Response Program. The six facilities involved in the site testing were from diverse areas of our economy. The test subjects included a major retail food marketer and one of their retail grocery stores, financial services buildings for a major bank, a postal services facility, a federal government office building, a state university site, and ancillary buildings to a pharmaceutical research company. Although these organizations are all serving diverse purposes and customers, they share some underlying common characteristics that make their simultaneous study worthwhile from a market transformation perspective. These are large organizations. Energy efficiency is neither their core business nor are the decision makers who will enable this technology powerful players in their organizations. The management of buildings is perceived to be a small issue for top management and unless something goes wrong, little attention is paid to the building manager's problems. All of these organizations contract out a major part of their technical building operating systems. Control systems and energy management systems are proprietary. Their systems do not easily interact with one another. Management is, with the exception of one site, not electronically or computer literate enough to understand the full dimensions of the technology they have purchased. Despite the research team's development of a simple, straightforward method of informing them about the features of the demand response program, they had significant difficulty enabling their systems to meet the needs of the research. The research team had to step in and work directly with their vendors and contractors at all but one location. All of the participants have volunteered to participate in the study for altruistic reasons, that is, to help find solutions to California's energy problems. They have provided support in workmen, access to sites and vendors, and money to participate. Their efforts have revealed organizational and technical system barriers to the implementation of a wide scale program. This paper examines those barriers and provides possible avenues of approach for a future launch of a regional or statewide Automatic Demand Response Program.

    Duplex stainless steels (DSS) constitute both ferrite and austenite as a matrix. Such a microstructure confers a high corrosion resistance with favorable mechanical properties. However, intermetallic phases such as sigma (???????????????¯??????????????????????????????³) and chi (???????????????¯??????????????????????????????£) can also form during casting or high-temperature processing and can degrade the properties of the DSS. This research was initiated to develop time-temperature-transformation (TTT) and continuous-cooling- transformation (CCT) diagrams of two types of cast duplex stainless steels, CD3MN (Fe 22Cr-5Ni-Mo-N) and CD3MWCuN (Fe-25Cr-7Ni-Mo-W-Cu-N), in order to understand the time and temperature ranges for intermetallic phase formation. The alloys were heat treated isothermally or under controlled cooling conditions and then characterized using conventional metallographic methods that included tint etching, and also using electron microscopy (SEM, TEM) and wavelength dispersive spectroscopy (WDS). The kinetics of intermetallic-phase (???????????????¯??????????????????????????????³ + ???????????????¯??????????????????????????????£) formation were analyzed using the Johnson-Mehl-Avrami (JMA) equation in the case of isothermal transformations and a modified form of this equation in the case of continuous cooling transformations, The rate of intermetallic-phase formation was found to be much faster in CD3MWCuN than CD3MN due mainly to differences in the major alloying contents such as Cr, Ni and Mo. To examine in more detail the effects of these elements of the phase stabilities, a series of eight steel castings was designed with the Cr, Ni and Mo contents systematically varied with respect to the nominal composition of CD3MN. The effects of varying the contents of alloying additions on the formation of intermetallic phases were also studied computationally using the commercial thermodynamic software package, Thermo-Calc. In general, ???????????????¯??????????????????????????????³ was stabilized with increasing Cr addition and by increasing Mo addition. However, a delicate balance among Ni and other minor elements such as N and Si also exists. Phase equilibria in DSS can be affected by local composition fluctuations in the cast alloy. This may cause discrepancy between thermodynamic prediction and experimental observation.

Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

    Pure rotational transitions of the ArCS van der Waals complex have been observed by Fourier Transform Microwave (FTMW) and FTMW-millimeter wave double resonance spectroscopy. Rotational transitions of v{sub s} = 0, 1, and 2 were able to be observed for normal CS, together with those of C{sup 34}S in v{sub s} = 0, where v{sub s} stands for the quantum number of the CS stretching vibration. The observed transition frequencies were analyzed by a free rotor model Hamiltonian, where rovibrational energies were calculated as dynamical motions of the three nuclei on a three-dimensional potential energy surface, expressed by analytical functions with 57 parameters. Initial values for the potential parameters were obtained by high-level ab initio calculations. Fifteen parameters were adjusted among the 57 parameters to reproduce all the observed transition frequencies with the standard deviation of the fit to be 0.028 MHz.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    This paper discusses cooperative marketing and its role in recycling programs. The first section of the paper presents a snapshot of cooperative marketing, describes trends, and analyzes driving forces. The maturing recycling industry is examined to speculate on why cooperative marketing is emerging at this time, in certain areas, and in specific subsets of the industry. The second section provides analytical tools to help waste management personnel evaluate cooperative marketing alternatives. Criteria are presented to help evaluate programs to determine if and when cooperative marketing is practical and advantageous for rural, low budget, or new programs. Situations driven by special problems with local recyclable materials markets will be discussed. The last section focuses on steps for putting cooperative marketing programs in place. Attendees are given insight that should enable them to initiate the process of pursuing cooperative marketing. Strategies addressed range from developing program objectives compatible with other community programs and arranging necessary communications, to assessing markets, determining resource needs, predicting material quantities, and optimizing materials supplies to meet market requirements.

    This article is the October 1995 uranium market summary. In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

    The Justice Department`s Guidelines don`t tell us very much about today`s (or tomorrow`s) electric market. However many electric utilities remain after this merger wave, competition will be forever changed. Earlier this year, the Federal Energy Regulatory Commission (FERC) issued a Notice of Inquiry (NOI) on merger policy, seeking advice on how to adapt old practices to a changing industry. Then, in July, it voted 3-2 to require a hearing on the proposed merger of Baltimore Gas & Electric and Potomac Electric Power. The majority expressed concern that applicants had defined relevant markets too broadly and inferred competition where market power might exist. The dissenting commissioners favored approval without hearing, noting that no intervenors had presented substantive claims that the merger would increase market power. Whether or not the FERC proceeds to a more activist policy on mergers, it must reevaluate the methods it uses to determine their effects on competition.

    The Petroleum Marketing Annual (PMA) provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysis, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication date.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.

    Unbundling and restructuring of local distribution services is the focus of the natural gas industry. As a result of regulatory reforms, a competitive local distribution market has emerged, and the validity of traditional cost-based regulation is being questioned. One alternative is to completely unbundle local distribution services and transform the local distribution company into a common carrier for intrastate transportation services. Three kinds of alternative pricing mechanisms are examined. For firm intrastate transportation services, cost-based pricing is the preferred method unless it can be shown that a competitive secondary market can be established and maintained. Pricing interruptible transportation capacity is discussed.

    AbstractElectric power systems are entering a new realm of operations. Large amounts of variable generation tax our ability to reliably operate the system. Couple this with a greater reliance on the electricity network to serve consumer demand that is likely to rise significantly even as we drive for greater efficiency. Trade-offs between energy and environmental needs will be constantly negotiated, while a reliable supply of electricity needs even greater assurance in a world where threats of disruption have risen. Smart grid capabilities are being proposed to help address the challenges confronting system operations. This paper reviews the impact of smart grid functionality on transforming power system operations. It explores models for distributed energy resources (DER generation, storage, and load) that are appearing on the system. It reviews the evolving nature of electricity markets to deal with this complexity and a change of emphasis on signals from these markets to affect power system control. Smart grid capabilities will also impact reliable operations, while cyber security issues must be addressed as a culture change that influences all system design, implementation, and maintenance. Lastly, the paper explores significant questions for further research and the need for a simulation environment that supports such investigation and informs deployments to mitigate operational issues as they arise.

    Market monitoring involves the systematic analysis of pricesand behavior in wholesale power markets to determine when and whetherpotentially anti-competitive behavior is occurring. Regional TransmissionOrganizations (RTOs) typically have a market monitoring function. Becausethe West does not have active RTOs outside of California, it does nothave the market monitoring that RTOs have. In addition, because the Westoutside of California does not have RTOs that perform centralized unitcommitment and dispatch, the rich data that are typically available tomarket monitors in RTO markets are not available in the West outside ofCalifornia. This paper examines the feasibility of market monitoring inthe West outside of California given readily available data. We developsimple econometric models of wholesale power prices in the West thatmight be used for market monitoring. In addition, we examine whetherproduction cost simulations that have been developed for long-runplanning might be useful for market monitoring. We find that simpleeconometric models go a long ways towards explaining wholesale powerprices in the West and might be used to identify potentially anomalousprices. In contrast, we find that the simulated prices from a specificset of production cost simulations exhibit characteristics that aresufficiently different from observed prices that we question theirusefulness for explaining price formation in the West and hence theirusefulness as a market monitoring tool.

Besides DOE, GRI, and EPRI sponsorship, the US fuel cell program has over 40% cost-sharing from the private sector. Support is provided by user groups with over 75 utility and other end-user members. Objectives are to develop and demonstrate cost-effective fuel cell power generation which can initially be commercialized into various market applications using natural gas fuel by the year 2000. Types of fuel cells being developed include PAFC (phosphoric acid), MCFC (molten carbonate), and SOFC (solid oxide); status of each is reported. Potential international applications are reviewed also. Fuel cells are viewed as a force in dispersed power generation, distributed power, cogeneration, and deregulated industry. Specific fuel cell attributes are discussed: Fuel cells promise to be one of the most reliable power sources; they are now being used in critical uninterruptible power systems. They need hydrogen which can be generated internally from natural gas, coal gas, methanol landfill gas, or other fuels containing hydrocarbons. Finally, fuel cell development and market applications in Japan are reviewed briefly.

This means that they must improve the rate of return on their technology investments by marketing their technology as completely as possible during all phases of its life cycle. The technology life cycle - derived from the product life cycle - pinpoints the changing decisions companies face in selling their know-how. The authors also discuss both the competitive dangers of transferring technology to low-cost foreign producers and the growing role of intermediaries in technology sales.     Marketing of lignite faces difficulties due to moisture and sulfur contents, as well as the sodium content, of the ash. The purpose of this study is to determine the economic viability of multiple-use marketing of lignite as a method to increase the use of North Dakota lignite by recapturing lost niche markets. Multiple-use marketing means using lignite and sulfur-capturing additives to clean agricultural wastewater followed by either direct steam and power generation or briquetting to produce a higher-Btu compliance fuel. Cooperative ownership of the resulting business by a coal company and an agriculture processing company helps ensure that lignite remains the coal of choice, especially when the ``good`` attributes of lignites are maximized, while the agricultural company obtains cleaner wastewater and a long-term supply of coal at a set price. The economic viabilities of the following scenarios were investigated: (1) Agriprocessing wastewater treatment using lignite and an additive followed by (2) the production of compliance fuel for resale or on-site cogeneration of steam and electricity. Laboratory tests were performed utilizing potato-processing plant wastewater with lignite and lime sludge.

    In practice, it is difficult to determine the optimal amount to spend on marketing and administering a green pricing program. Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketing and program administration. The National Renewable Energy Laboratory (NREL) gathers the data annually from utility green pricing program managers. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007. The smallest utilities (those with less than 25,000 in their eligible customer base) spent 49% of revenues on marketing, significantly more than the overall median. This report addresses the role of renewable energy credit (REC) marketers and start-up costs--and the role of marketing, generally, in achieving program objectives, including expansion of renewable energy.

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

    A collaborative research between the Oak Ridge National Laboratory (ORNL), the American Electric Power (AEP), the Tennessee Valley Authority (TVA), and the State of Ohio Energy Office (OEO) has been formed to conduct a feasibility study to detect and locate partial discharges (PDs) inside large transformers. The success of early detection of the PDs is necessary to avoid costly catastrophic failures that can occur if the process of PD is ignored. The detection method under this research is based on an innovative technology developed by ORNL researchers using optical methods to sense the acoustical energy produced by the PDs. ORNL researchers conducted experimental studies to detect PD using an optical fiber as an acoustic sensor capable of detecting acoustical disturbances at any point along its length. This technical approach also has the potential to locate the point at which the PD was sensed within the transformer. Several optical approaches were experimentally investigated, including interferometric detection of acoustical disturbances along the sensing fiber, light detection and ranging (LIDAR) techniques using frequency modulation continuous wave (FMCW), frequency modulated (FM) laser with a multimode fiber, FM laser with a single mode fiber, and amplitude modulated (AM) laser with a multimode fiber. The implementation of the optical fiber-based acoustic measurement technique would include installing a fiber inside a transformer allowing real-time detection of PDs and determining their locations. The fibers are nonconductive and very small (core plus cladding are diameters of 125 μm for single-mode fibers and 230 μm for multimode fibers). The research identified the capabilities and limitations of using optical technology to detect and locate sources of acoustical disturbances such as in PDs in large transformers. Amplitude modulation techniques showed the most promising results and deserve further research to better quantify the technique’s sensitivity and its ability to characterize a PD event. Other sensing techniques have been also identified, such as the wavelength shifting fiber optics and custom fabricated fibers with special coatings.

One option includes using agent-based modeling frameworks. How states address these costs through the creation of a favorable policy and regulatory environment is proving to be a critical determinant of a thriving statewide solar market. This report addresses the permitting and tax issues that may stimulate the solar market growth in Michigan. By making PV installations easier to complete through reduced BOS costs, Michigan would become a more attractive location for manufacturers and installers. As PV module costs decline and BOS costs make up a greater share of the cost of solar, action taken today on these issues will prove beneficial in the long term, providing Michigan an opportunity to establish a leadership position in the solar industry.

    A transformer structure for efficient transfer of electromagnetic energy from a transmission line to an unmatched load provides voltage multiplication and current division by a predetermined constant. Impedance levels are transformed by the square of that constant. The structure includes a wave splitter, connected to an input transmission device and to a plurality of output transmission devices. The output transmission devices are effectively connected in parallel to the input transmission device. The output transmission devices are effectively series connected to provide energy to a load. The transformer structure is particularly effective in increasing efficiency of energy transfer through an inverting convolute structure by capturing and transferring energy losses from the inverter to the load.

    This project discovered that non-equilibrium structures, including chemically ordered structures not observed in bulk systems, form in isolated nanoscale systems. Further, a generalized model was developed that effectively explained the suppression of equilibrium phase transformations. This thermodynamic model considered the free energy decrease associated with the phase transformation was less than the increase in energy associated with the formation of an interphase interface, therefore inhibiting the phase transformation. A critical diameter exists where the system transitions to bulk behavior, and a generalized equation was formulated that successfully predicted this transition in the Fe-Au system. This provided and explains a new route to novel structures not possible in bulk systems. The structural characterization was accomplished using transmission electron microscopy in collaboration with Matthew Kramer of Ames Laboratory. The PI and graduate student visited Ames Laboratory several times a year to conduct the experiments.

  20. Development of Toroidal Core Transformers

    The original objective of this project was to design, build and test a few prototypes of singlephase dry-type distribution transformers of 25 kVA, 2.4 kV primary to 120 V transformers using cores made of a continuous steel strip shaped like a doughnut (toroid). At different points during the development of the project, the scope was enhanced to include the more practical case of a 25 kVA transformer for a 13.8 kV primary system voltage. Later, the scope was further expanded to design and build a 50 kVA unit to transformer voltage from 7.62 kV to 2x120 V. This is a common transformer used by Con Edison of New York and they are willing to test it in the field. The project officially started in September 2009 and ended in May 2014. The progress was reported periodically to DOE in eighteen quarterly reports. A Continuation Application was submitted to DOE in June 2010. In May 2011 we have requested a non-cost extension of the project. In December 2011, the Statement of Project Objectives (SOPO) was updated to reflect the real conditions and situation of the project as of 2011. A second Continuation Application was made and funding was approved in 2013 by DOE and the end date was extended to May 2014.The technical challenges that were overcome in this project include: the development of the technology to pass the impulse tests, derive a model for the thermal performance, produce a sound mechanical design, and estimate the inrush current. However, the greatest challenge that we faced during the development of the project was the complications of procuring the necessary parts and materials to build the transformers. The actual manufacturing process is relatively fast, but getting all parts together is a very lengthy process. The main products of this project are two prototypes of toroidal distribution transformers of 7.62 kV (to be used in a 13.8 kV system) to 2x120 V secondary (standard utilization voltage); one is rated at 25 kVA and the other at 50 kVA. The 25 kVA transformer passed the impulse test in KEMA high-voltage laboratories. Additional products include: nine papers published in the IEEE Transactions on Power Delivery, one patent has been filed, three PhD students were supported from beginning to graduation, five postdoctoral fellows, and three MSc students were partially supported. The electrical characteristics of our dry-type toroidal transformers are similar to those of the oil-immersed pole mounted transformers currently in use by many utilities, but toroids have higher efficiency. The no-load losses of the 50 kVA prototype are only 45 W. A standard transformer has no-load losses between 90 and 240 W. Thus, even the finest transformer built today with standard technology has double the amount of no-load losses than the prototype toroidal transformer. When the manufacturing process is prepared for mass production, the cost of a dry-type toroidal transformer would be similar to the price of an oil-filed standard design. However, because of the greatly reduced losses, the total ownership cost of a toroidal transformer could be about half of a traditional design. We got a grant from Power Bridge NY in the amount of $149,985 from June 2014 to May 2015 to continue developing the transformer with commercialization objectives. We are considering the possibility to incorporate a company to manufacture the transformers and have contacted investors. The current status of the real life testing is as follows: after several months of silence, Con Edison has re-started conversations and has shown willingness to test the transformer. Other companies, PSE&G and National Grid have recently also shown interest and we will present our product to them soon.

    The research reported herein adds to the understanding of oil-immersed distribution transformers by exploring and demonstrating potential improvements in efficiency and cost utilizing the unique Buswell approach wherein the unit is redesigned, replacing magnetic sheet with wire allowing for improvements in configuration and increased simplicity in the build process. Exploration of new designs is a critical component in our drive to assure reduction of energy waste, adequate delivery to the citizenry, and the robustness of U.S. manufacturing. By moving that conversation forward, this exploration adds greatly to our base of knowledge and clearly outlines an important avenue for further exploration. This final report shows several advantages of this new transformer type (outlined in a report signed by all of our collaborating partners and included in this document). Although materials development is required to achieve commercial potential, the clear benefits of the technology if that development were a given is established. Exploration of new transformer types and further work on the Buswell design approach is in the best interest of the public, industry, and the United States. Public benefits accrue from design alternatives that reduce the overall use of energy, but it must be acknowledged that new DOE energy efficiency standards have provided some assurance in that regard. Nonetheless the burden of achieving these new standards has been largely shifted to the manufacturers of oil-immersed distribution transformers with cost increasing up to 20% of some units versus 2006 when this investigation was started. Further, rising costs have forced the industry to look closely are far more expensive technologies which may threaten U.S. competitiveness in the distribution transformer market. This concern is coupled with the realization that many units in the nation's grid are beyond their optimal life which suggests that the nation may be headed for an infrastructure crisis that U.S. industry is ill prepared to handle which could further challenge U.S. competitiveness.

Both the restricted and unrestricted values were unchanged at $9.45 and $7.00 per pound of U3O8 respectively. In the UF6 market, there were three deals. Both restricted and unrestricted values were also unchanged at $30.00 and $24.50 per kgU as UF6 respectively. The restricted transaction value dropped slightly to $9.45, and the unrestricted value dropped to $7.05.     The spot market price for uranium in unrestricted markets weakened further during March, and at month end, the NUEXCO Exchange Value had fallen $0.15, to $7.45 per pound U3O8. The Restricted American Market Penalty (RAMP) for concentrates increased $0.15, to $2.55 per pound U3O8. Ample UF6 supplies and limited demand led to a $0.50 decrease in the UF6 Value, to $25.00 per kgU as UF6, while the RAMP for UF6 increased $0.75, to $5.25 per kgU. Nine near-term uranium transactions were reported, totalling almost 3.3 million pounds equivalent U3O8. This is the largest monthly spot market volume since October 1992, and is double the volume reported in January and February. The March 31 Conversion Value was $4.25 per kgU as UF6. Beginning with the March 31 Value, NUEXCO now reports its Conversion Value in US dollars per kilogram of uranium (US$/kgU), reflecting current industry practice. The March loan market was inactive with no transactions reported. The Loan Rate remained unchanged at 3.0 percent per annum. Low demand and increased competition among sellers led to a one-dollar decrease in the SWU Value, to $65 per SWU, and the RAMP for SWU declined one dollar, to $9 per SWU.

    An important goal in silica diagenesis research is to understand the kinetics of opal transformation from noncrystalline opal-A to the disordered silica polymorph opal-CT. Because the conventional technique for monitoring the transformation, powder X-ray diffraction (XRD), is applicable only to phases with long-range order, the authors used Fourier transform infrared spectroscopy (FTIR) to monitor the transformation. They applied this technique, combined with XRD and TEM, to experimental run products and natural opals from the Monterey Formation and from siliceous deposits in the western Pacific Ocean. Using a ratio of two infrared absorption intensities ({omega} = I{sub 472 cm{sup {minus}1}}/I{sub 500 cm{sup {minus}1}}), the relative proportions of opal-A and opal-CT can be determined. The progress of the transformation is marked by changes in slope of {omega} vs. depth or time when a sufficient stratigraphic profile is available. There are three stages in the opal-A to opal-CT reaction: (1) opal-A dissolution; (2) opal-CT precipitation, whose end point is marked by completion of opal-A dissolution; and (3) opal-CT ordering, during which tridymite stacking is eliminated in favor of crystobalite stacking.

    This invention presents Normalized Amplitude Hilbert Transform (NAHT) and Normalized Hilbert Transform(NHT), both of which are new methods for computing Instantaneous Frequency. This method is designed specifically to circumvent the limitation set by the Bedorsian and Nuttal Theorems, and to provide a sharp local measure of error when the quadrature and the Hilbert Transform do not agree. Motivation for this method is that straightforward application of the Hilbert Transform followed by taking the derivative of the phase-angle as the Instantaneous Frequency (IF) leads to a common mistake made up to this date. In order to make the Hilbert Transform method work, the data has to obey certain restrictions.

    Seven uranium transactions totalling nearly three million pounds equivalent U3O8 were reported during May, but only two, totalling less than 200 thousand pounds equivalent U3O8, involved concentrates. As no discretionary buying occurred during the month, and as near-term supply and demand were in relative balance, prices were steady, while both buyers and sellers appeared to be awaiting some new market development to signal the direction of future spot-market prices. The May 31, 1993, Exchange Value and the Restricted American market Penalty (RAMP) for concentrates were both unchanged at $7.10, and $2.95 per pound U3O8, respectively. NUEXCO's judgement was that transactions for significant quantities of uranium concentrates that were both deliverable in and intended for consumption in the USA could have been concluded on May 31 at $10.05 per pound U3O8. Two near-term concentrate transactions were reported in which one US utility purchased less than 200 thousand pounds equivalent U3O8 from two separate sellers. These sales occurred at price levels at or near the May 31 Exchange Value plus RAMP. No long-term uranium transactions were reported during May. Consequently, the UF6 Value decreased $0.20 to $24.30 per kgU as UF6, reflecting some weakening of the UF6 market outside the USA.

    Global markets trading rights to emit greenhouse gases are now actively considered by the United Nations. This leads to a new phenomenon: environmental markets in a global scale. Is this new, or are these markets simply a global manifestation of a trend towards market solutions? This paper will show that there is a fundamental difference between global environmental markets and standard stock exchanges. Because the atmosphere of the planet is one and the same for all, these markets trade {open_quotes}public goods{close_quotes} which are, however, privately produced. These are different from all the goods that are traded in markets today. Efficiency in these markets dictates different rules, involving a more equitable allocation of property rights on environmental use, and this requires new institutional arrangements. There is a need for a new institution, an International Bank for Environmental Settlements (IBES), which can lead to organized trading and ensures market integrity and efficiency.

    Transmission lines deliver electricity that is generated at power plants to loads. When there is not sufficient transmission capacity to schedule or transport all desired electricity transfers, the transmission system is constrained, and the particular line, flowgate or interface is congested. While it is useful to measure congestion for several reasons—to identify where and how much congestion exists and how this changes over time, to determine whether or what to do about it, and to assess the effectiveness of actions taken—it is challenging to measure congestion in a meaningful and consistent way across markets or over time in the same market. This paper examines current public reporting of congestion measures for organized markets in the U.S., and what these measures can and cannot tell us about congestion across regions or over time in the same region.

  9. Carbon pricing, nuclear power and electricity markets

    In 2010, the NEA in conjunction with the International Energy Agency produced an analysis of the Projected Costs of Electricity for almost 200 power plants, covering nuclear, fossil fuel and renewable electricity generation. That analysis used lifetime costs to consider the merits of each technology. However, the lifetime cost analysis is less applicable in liberalised markets and does not look specifically at the viewpoint of the private investor. A follow-up NEA assessment of the competitiveness of nuclear energy against coal- and gas-fired generation under carbon pricing has considered just this question. The economic competition in electricity markets is today between nuclear energy and gas-fired power generation, with coal-fired power generation not being competitive as soon as even modest carbon pricing is introduced. Whether nuclear energy or natural gas comes out ahead in their competition depends on a number of assumptions, which, while all entirely reasonable, yield very different outcomes. The analysis in this study has been developed on the basis of daily data from European power markets over the last five-year period. Three different methodologies, a Profit Analysis looking at historic returns over the past five years, an Investment Analysis projecting the conditions of the past five years over the lifetime of plants and a Carbon Tax Analysis (differentiating the Investment Analysis for different carbon prices) look at the issue of competitiveness from different angles. They show that the competitiveness of nuclear energy depends on a number of variables which in different configurations determine whether electricity produced from nuclear power or from CCGTs generates higher profits for its investors. These are overnight costs, financing costs, gas prices, carbon prices, profit margins (or mark-ups), the amount of coal with carbon capture and electricity prices. This paper will present the outcomes of the analysis in the context of a liberalised electricity market, looking at the impact of the seven key variables and provide conclusions on the portfolio that a utility would be advised to maintain, given the need to limit risks but also to move to low carbon power generation. Such portfolio diversification would not only limit financial investor risk, but also a number of non-financial risks (climate change, security of supply, accidents). (authors)

    Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

Four near-term concentrates transactions were reported, totalling nearly 1.5 million pounds equivalent U3O8. One long-term sale was reported. The UF6 Value also declined, as increased competition among sellers led to a $0.50 decrease, to $24.50 per kgU as UF6. However, the RAMP for UF6 increased $0.65, to $5.90 per kgU as UF6, reflecting an effective US market level of $30.40 per kgU. Two near term transactions were reported totalling approximately 1.1 million pounds equivalent U3O8. In total, eight uranium transactions totalling 28 million pounds equivalent U3O8 were reported, which is about average for April market activity.

    In large part, FERC's determination of market power is based on an analysis that focuses on the ability of power suppliers to foreclose' other potential power suppliers by withholding transmission access to the buyer. The authors believe that this analysis is flawed because the conditions it considers are neither necessary nor sufficient for the existence of market power. That is, it is possible that market-based rates can be subject to market power even if no transmission supplier has the ability to foreclose some power suppliers; conversely, it is possible that no market power exists despite the ability to foreclose other suppliers. This paper provides a critical analysis of FERC's market-power determinations. The concept of market power is defined and its relationship to competition is discussed in Section 1, while a framework for evaluating the existence of market power is presented in Section 2. In Section 3, FERC's recent order in Terra Comfort is examined using this framework. A brief preview of FERC's order in TECO Power Services comprises Section 4. Overall conclusions are presented in Section 5.

    Inevitably the greatest obstacles to deep energy savings and mainstream market transformation include complexity and cost. Currently there is a tremendous marketplace gap between the need for widespread integrated lighting solutions and the capacity of the market to provide them. This paper will describe how a new USDOE commercial lighting program provides a multi-faceted strategy to provide the needed how to guidance in support of the numerous mandates and programs that are reaching far beyond codes and standards. The program provides lighting energy-efficiency solutions using high performance products, daylighting, and lighting controls. These lighting solutions are widely applicable to common spaces and are delivered via an interactive webtool, making them scalable to the mainstream market. Complexity is reduced by providing pre-designed vignettes and controls strategies that can be reviewed and selected by the end user or design team. The webtool provides analysis and documentation to show performance against energy goals in support of end-user applications for incentives, which addresses the cost obstacle. Utilities and Energy Effiency Program Sponsors (EEPS) benefit by having actionable guidance for customers and energy analysis sufficient to create programs designed around kWh rather than LPD or component-based rebates. The program is organized around the major commercial market sectors: retail, commercial real estate (e.g., offices, developers, lodging), and institutional (e.g., healthcare, education). This allows design solutions to be developed specifically for each sector with the input of the appropriate end users. The partnership model for the program is robust (including end users, design professionals, manufacturers, Non-Governmental Organizations (NGOs), and EEPS) and provides the network by which feedback is gathered, lighting solutions are deployed, and performance is measured.

    Traditionally, the most widely used signal analysis tool is the Fourier transform which, by producing power spectral densities (PSDs), allows time dependent signals to be studied in the frequency domain. However, the Fourier transform is global -- it extends over the entire time domain -- which makes it ill-suited to study nonstationary signals which exhibit local temporal changes in the signal's frequency content. To analyze nonstationary signals, the family of transforms commonly designated as short-time Fourier transforms (STFTs), capable of identifying temporally localized changes in the signal's frequency content, were developed by employing window functions to isolate temporal regions of the signal. For example, the Gabor STFT uses a Gaussian window. However, the applicability of STFTs is limited by various inadequacies. The Wavelet transform (NW), recently developed by Grossman and Morlet and explored in depth by Daubechies (2) and Mallat, remedies the inadequacies of STFTs. Like the Fourier transform, the WT can be implemented as a discrete transform (DWT) or as a continuous (integral) transform (CWT). This paper briefly illustrates some of the potential applications of the wavelet transform algorithms to signal analysis.
