    Data generated from the Alum Innovative Exploration Project, one of several promising geothermal properties located in the middle to upper Miocene (~11-5 Ma, or million years BP) Silver Peak-Lone Mountain metamorphic core complex (SPCC) of the Walker Lane structural belt in Esmeralda County, west-central Nevada. The geothermal system at Alum is wholly concealed; its upper reaches discovered in the late 1970s during a regional thermal-gradient drilling campaign. The prospect boasts several shallow thermal-gradient (TG) boreholes with TG >75oC/km (and as high as 440oC/km) over 200-m intervals in the depth range 0-600 m. Possibly boiling water encountered at 239 m depth in one of these boreholes returned chemical- geothermometry values in the range 150-230oC. GeothermEx (2008) has estimated the electrical- generation capacity of the current Alum leasehold at 33 megawatts for 20 years; and the corresponding value for the broader thermal anomaly extending beyond the property at 73 megawatts for the same duration.

Spring- and shallow-borehole thermal-water geochemistry and geothermometry suggest that a Silver Peak geothermal reservoir is very likely to attain the temperature range 260- 300oF (~125-150oC), and may reach 300-340oF (~150-170oC) or higher (GeothermEx, Inc., 2006). Results of detailed geologic mapping, structural analysis, and conceptual modeling of the prospect (1) support the GeothermEx (op. cit.) assertion that the Silver Peak prospect has good potential for geothermal-power production; and (2) provide a theoretical geologic framework for further exploration and development of the resource. The Silver Peak prospect is situated in the transtensional (regional shearing coupled with extension) Walker Lane structural belt, and squarely within the late Miocene to Pliocene (11 Ma to ~5 Ma) Silver Peak-Lone Mountain metamorphic core complex (SPCC), a feature that accommodated initial displacement transfer between major right-lateral strike- slip fault zones on opposite sides of the Walker Lane. The SPCC consists essentially of a ductiley-deformed lower plate, or core, of Proterozoic metamorphic tectonites and tectonized Mesozoic granitoids separated by a regionally extensive, low-angle detachment fault from an upper plate of severely stretched and fractured structural slices of brittle, Proterozoic to Miocene-age lithologies. From a geothermal perspective, the detachment fault itself and some of the upper-plate structural sheets could function as important, if secondary, subhorizontal thermal-fluid aquifers in a Silver Peak hydrothermal system.

    Understanding the factors driving innovation in energy technologies is of critical importance to mitigating climate change and addressing other energy-related global challenges. Low levels of innovation, measured in terms of energy patent filings, were noted in the 1980s and 90s as an issue of concern and were attributed to low investment in public and private research and development (R&D). Here we build a comprehensive global database of energy patents covering the period 1970-2009 which is unique in its temporal and geographical scope. Analysis of the data reveals a recent, marked departure from historical trends. A sharp increase in rates of patenting has occurred over the last decade, particularly in renewable technologies, despite continued low levels of R&D funding. To solve the puzzle of fast innovation despite modest R&D increases we develop a model that explains the nonlinear response observed in the empirical data of technological innovation to various types of investment.     It is apparent the cost of planetary exploration is rising as mission budgets declining. Currently small scientific beds geared to performing limited tasks are being developed and launched into low earth orbit (LEO) in the form of small-scale satellite units, i.e., CubeSats. These micro- and nano-satellites are gaining popularity among the university and science communities due to their relatively low cost and design flexibility. To date these small units have been limited to performing tasks in LEO utilizing solar-based power. If a reasonable propulsion system could be developed, these CubeSat platforms could perform exploration of various extra-terrestrial bodies within the solar system engaging a broader range of researchers. Additionally, being mindful of mass, smaller cheaper launch vehicles (~1,000 kgs to LEO) can be targeted. This, in effect, allows for beneficial explora-tion to be conducted within limited budgets. Researchers at the Center for Space Nuclear Re-search (CSNR) are proposing a low mass, radioisotope-based, dual-mode propulsion system capable of extending the exploration realm of these CubeSats out of LEO. The proposed radioisotope-based system would leverage the high specific energies [J/kg] associated with radioisotope materials and enhance their inherent low specific powers [W/g]. This is accomplished by accumulating thermal energy from nuclear decay within a central core over time. This allows for significant amounts of power to be transferred to a flowing gas over short periods of time. In the proposed configuration the stored energy can be utilized in two ways: (1) with direct propellant injection to the core, the energy can be converted into thrust through the use of a converging-diverging nozzle and (2) by flowing a working fluid through the core and subsequent Brayton engine, energy within the core can be converted to electrical energy. The first scenario achieves moderate ranges of thrust, but at a higher Isp than traditional chemical-based systems. The second scenario allows for the production of electrical power, which is then available for electric-based propulsion. Additionally, once at location the production of electrical power can be dedicated to the payloads communication system for data transfer. Ultimately, the proposed dual-mode propulsion platform capitalizes on the benefits of two types of propulsion methods the thrust of thermal propulsion ideal for quick orbital maneuvers and the specific impulse of electric propulsion ideal for efficient inter-planetary travel. Previous versions of this RTR-based concept have been studied for various applications [NETS 1-3]. The current version of this concept is being matured through a NASA Innovative Advanced Concepts (NIAC) Phase I grant, awarded for FY 2014. In this study the RTR concept is being developed to deliver a 6U CubeSat payload to the orbit of the Saturnian moon - Enceladus. Additionally, this study will develop an entire mission architecture for Enceladus targeting a total allowable launch mass of 1,000 kg.

Options for the world's energy future may include surprises, thanks to innovative research under way around the world. The article focuses on the energy sources alternatives in the U.S. It explores innovations for energy sources such as wind farms, solar thermal concentrators, solar cells, and geothermal energy production. It states that the attainment of energy efficiency through conversation or improved technology allows to extract more applied energy. It points out that techniques are being explored to expand the possible fuel materials to includes other types of uranium and thorium. Furthermore, it discusses the capability of nanotechnology in offering a tool which could help create designs that convert energy more efficiently.

    Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    A detailed empirical analysis of the productivity of non financial firms across several countries and years shows that productivity follows a non-Gaussian distribution with power law tails. We demonstrate that these empirical findings can be interpreted as consequence of a mechanism of exchanges in a social network where firms improve their productivity by direct innovation or/and by imitation of other firm's technological and organizational solutions. The type of network-connectivity determines how fast and how efficiently information can diffuse and how quickly innovation will permeate or behaviors will be imitated. From a model for innovation flow through a complex network we obtain that the expectation values of the productivity level are proportional to the connectivity of the network of links between firms. The comparison with the empirical distributions reveals that such a network must be of a scale-free type with a power-law degree distribution in the large connectivity range.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315C (600F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy's National Laboratories, that can provide real-world improvements in both the short- and long-term. Indeed, the roles of government and the private sector in energy sustainability were brought into sharper focus by the pending American Recovery and Reinvestment Act of 2009, also known as the economic stimulus bill. There was cautious optimism that the bill was moving the nation in the right direction by way of focusing on greater energy efficiency, alternative forms of energy and improved infrastructure. Nevertheless, there was concern over Congress picking energy winners and losers. Instead, Congress should challenge industry to produce solutions that will create a clear path forward to energy sustainability that the American people can support.

    Last year, I was one of the reviewers of proposals to a newly created NIH program, the New Innovator Award. Its goal was to address a frequent criticism that peer review is biased against innovation and to fund exceptionally innovative, high impact research from new investigators. To encourage the submission of innovative ideas, preliminary data was not required. Nearly 2,200 applications were submitted, but only 30 awards were made, for a success rate of <1.4%. This suggests either that there are a lot of unfunded innovative ideas out there, or that the ability to submit a proposal without preliminary data was irresistible. Over the years, I have observed that very few innovative ideas are ever brought to the point where they have made a significant impact on biological research. Grant review panels implicitly understand this unpleasant truth. The defining characteristic of successful ideas are bright and preserving scientists who believe in their ideas and are willing to do whatever it takes to make them succeed. What Thomas Edison said about genius is equally applicable to innovation; it, too, is mostly about perspiration.

At the same time, with todays new communication possibilities the demand and expectations of effective medical treatment have been increased. This presentation will illustrate the need for the industrialization of healthcare in order to achieve highest results at limited budgets. Thereby, industrialization is not meaning the medical treatment based on the assembly line approach. Rather it is to recognize the cost of medical care as an investment with respective expectations on the return of the investment. Innovations in imaging and pharmaceutical products as well as in processes - that lead to similar medical results, but with lower efforts - are keys in such scenarios.BiographyProf. Dr. Hermann Requardt, 54, is a member of the Managing Board of Siemens AG and Chief Executive Officer of the Healthcare Sector. In addition he is the CTO of Siemens AG and Head of Corporate Technology, the central research department at Siemens.After completing his studies in physics and philosophy at the Darmstadt University of Technology and Johann Wolfgang Goethe University in Frankfurt and receiving a doctorate in biophysics, he worked at the Institute of Aerospace Medicine at the German Aerospace Center.In 1984 he joined the Medical Technology Group of Siemens AG, where he was responsible for projects in the Magnetic Resonance (MR) division.     We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

    Traditional site characterization methods rely on preplanned sampling programs and off-site analysis of samples to determine the extent and level of hazardous waste contamination. This process is costly and time-consuming. Static work plans specify the numbers and locations of samples to be collected, as well as the analyses to be performed on collected samples. Sampling crews are mobilized, samples are collected, and the crews are demobilized before final results become available. Additional sampling programs are often required to resolve uncertainties raised by the initial sampling and analysis results. The drawbacks of a traditional approach to sampling program design and execution are high costs per sample, pressure to over sample while at the site, and inevitable surprises in the analytical results that require additional sampling to resolve. A key step in the characterization of hazardous wastes at U.S. Department of Energy (DOE) sites is determination of the extent of contamination. The proper number and placement of sampling locations is required to both minimize characterization costs and guarantee that contamination extent can be estimated with reasonable confidence. Because ''soft'' information (i.e., historical records, computer modeling results, past experience, etc.) for a site are usually just as important as ''hard'' laboratory results, the approach taken must include a quantitative way of accounting for both hard and soft site data. An alternative to traditional sampling programs is Adaptive Sampling and Analysis Programs (ASAPs). ASAPs rely on field analytical methods to generate sample results quickly enough to have an impact on the course of the sampling program. Rather than a static work plan, ASAPs are based on dynamic work plans that specify the logic for how sampling numbers, locations, and analyses will be determined as the program proceeds. To ensure that the sampling stays on track, ASAPs also rely on rapid, field-level decision making. ASAPs require (1) field analytical methods that are appropriate for the types of expected contaminants and media present at the site, and (2) a way of supporting decision making in the field that is appropriate for the goals of the program.

    This report examines the commercialization and use of R and D results funded by DOE's Office of Buildings and Community Systems (OBCS), an office that is dedicated to improving the energy efficiency of the nation's buildings. Three goals guided the research described in this report: to improve understanding of the factors that hinder or facilitate the transfer of OBCS R and D results, to determine which technology transfer strategies are most effective and under what circumstances each is appropriate, and to document the market penetration and energy savings achieved by successfully-commercialized innovations that have received OBCS support. Twelve successfully-commercialized innovations are discussed here. The methodology employed involved a review of the literature, interviews with innovation program managers and industry personnel, and data collection from secondary sources. Six generic technology transfer strategies are also described. Of these, contracting R and D to industrial partners is found to be the most commonly used strategy in our case studies. The market penetration achieved to date by the innovations studied ranges from less than 1% to 100%. For the three innovations with the highest predicted levels of energy savings (i.e., the flame retention head oil burner, low-E windows, and solid-state ballasts), combined cumulative savings by the year 2000 are likely to approach 2 quads. To date the energy savings for these three innovations have been about 0.2 quads. Our case studies illustrate the important role federal agencies can play in commercializing new technologies. 27 refs., 21 figs., 4 tabs.

    Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers. The Federal and local objectives of the project are described. Activities planned and accomplishments are summarized for the following: project management, data collection, utility bill evaluation, billing enclosure/mailing evaluation, media program evaluation, display evaluation, rate study sessions evaluation, speakers bureau evaluation, and individual customer contacts.     This report represents the current knowledge and utilization of Innovative Financing techniques of Weatherization Assistance Program (WAP) subgrantees, a sample of Institutional Conservation Program (ICP) grantees, Public Service Commissions (PSC) and selected utilities broadly distributed in the country. The survey inquired essentially about their organizational use and familiarity with the following innovative financing methods: Direct Loan, Loan Interest Reduction, Lease, Lease Purchase, Shared Savings, Energy Service Contracts, Conservation Incentives and Guaranteed Cash Flow. Whatever their characteristics, urban or rural, schools or hospitals, gas and electric utilities of differing ownership types, large or small states, respondents indicated a marginal awareness and utilization of the eight major financing methods. Even though their awareness and use is uneven with respect to their characteristics, certain trends emerge which display an overall lack of application of most of these financing techniques to enhance the program use of grant funds.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs.     Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

    We explore a class of holographic superconductors built using non-abelian condensates on probe branes in conformal and non-conformal backgrounds. These are shown to exhibit behaviour of the specific heat which resembles that of heavy fermion compounds in the superconducting phase. Instead of showing BCS-like exponential behaviour, the specific heat is polynomial in the temperature. It exhibits a jump at the critical temperature, in agreement with real-world superconductors. We also analyse the behaviour of the energy gap and the AC and DC conductivities, and find that the systems can be either semi-conducting or metallic just above the critical temperature.

    Geological investigations at Momotombo included photogeology, field mapping, binocular microscope examination of cuttings, and drillhole correlations. Among the geophysical techniques used to investigate the field sub-structure were: Schlumberger and electromagnetic soundings, dipole mapping and audio-magnetotelluric surveys, gravity and magnetic measurements, frequency domain soundings, self-potential surveys, and subsurface temperature determinations. The geochemical program analyzed the thermal fluids of the surface and in the wells. The description and results of exploration methods used during the investigative stages of the Momotombo Geothermal Field are presented. A conceptual model of the geothermal field was drawn from the information available at each exploration phase. The exploration methods have been evaluated with respect to their contributions to the understanding of the field and their utilization in planning further development.

    Some tests of fundamental physics - the equation of state at supra-nuclear densities, the metric in strong gravity, the effect of magnetic fields above the quantum critical value - can only be measured using compact astrophysical objects: neutron stars and black holes. The Extreme Physics Explorer is a modest sized (~500 kg) mission that would carry a high resolution (R ~300) X-ray spectrometer and a sensitive X-ray polarimeter, both with high time resolution (~5 ?s) capability, at the focus of a large area (~5 sq.m), low resolution (HPD~1 arcmin) X-ray mirror. This instrumentation would enable new classes of tests of fundamental physics using neutron stars and black holes as cosmic laboratories.

    This paper reports the development of an innovative eddy current (EC) probe, and its application to micro-defects on the root of the Friction Stir Welding (FSW). The new EC probe presents innovative concept issues, allowing 3D induced current in the material, and a lift-off independence. Validation experiments were performed on aluminium alloys processed by FSW. The results clearly show that the new EC probe is able to detect and sizing surface defects about 60 microns depth.

    This project focused on research and algorithmic development in optimization under uncertainty (OUU) problems driven by earth penetrator (EP) designs. While taking into account uncertainty, we addressed three challenges in current simulation-based engineering design and analysis processes. The first challenge required leveraging small local samples, already constructed by optimization algorithms, to build effective surrogate models. We used Gaussian Process (GP) models to construct these surrogates. We developed two OUU algorithms using 'local' GPs (OUU-LGP) and one OUU algorithm using 'global' GPs (OUU-GGP) that appear competitive or better than current methods. The second challenge was to develop a methodical design process based on multi-resolution, multi-fidelity models. We developed a Multi-Fidelity Bayesian Auto-regressive process (MF-BAP). The third challenge involved the development of tools that are computational feasible and accessible. We created MATLAB{reg_sign} and initial DAKOTA implementations of our algorithms.

These concerns increase as plants extend their operating life. In addition, there is the goal to further improve performance while reducing human errors and increasingly focus on reducing operations and maintenance costs. New plants are expected to perform more productively than current plants. In order to achieve and increase high productivity, it is necessary to look at innovative applications of modern technologies and new concepts of operation. The Electric Power Research Inst. is exploring and demonstrating modern technologies that enable cost-effectively maintaining current performance levels and shifts to even higher performance levels, as well as provide tools for high performance in new plants. Several modern technologies being explored can provide multiple benefits for a wide range of applications. Examples of these technologies include simulation, visualization, automation, human cognitive engineering, and information and communications technologies.     The use of RCM techniques have begun to change maintenance practice at Bruce B. This paper discusses innovative practices begun recently. Bruce B has decided to evaluate plant systems using different methods based on the effects of system failure. This approach reduces costs, by using a streamlined method, while maintaining the accuracy of analysis. In addition, the approach increases the likelihood that program recommendations will be implemented by the maintenance department by providing maintenance craft with input to the process. Bruce B has also developed techniques to accelerate the analysis process by evaluating analyses performed at other units. These innovations have been successful piloted at the station.

    In 1978 the Solar Energy Research Institute (SERI) was given the responsibility of managing the Advanced and Innovative Wind Energy Concepts (AIWEC) Task by the US Department of Energy (DOE). The objective of this program has been to determine the technical and economic potential of advanced wind energy concepts. Assessment and R and D efforts in the AIWEC program have included theoretical performance analyses, wind tunnel testing, and/or costing studies. Concepts demonstrating sufficient potential undergo prototype testing in a Proof-of-Concept research phase. Several concepts, such as the Dynamic Inducer, the Diffuser Augmented wind Turbine, the Electrofluid Dynamic Wind-Driven Generator, the Passive Cyclic Pitch concept, and higher performance airfoil configurations for vertical axis wind turbines, have recently made significant progress. The latter has currently reached the Proof-of-Concept phase. The present paper provides an overview of the technical progress and current status of these concepts.

    The objective of the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO) is to support the safe, sustainable, economic and proliferation resistant use of nuclear technology to meet the needs of the 21. century. The first part of the project focusses on the development of an understanding of the requirements of possible users of innovative concepts for reactors and fuel cycle applications. This paper reports progress made on the identification of user requirements as they relate to the environment and environmental protection. The user requirements being formulated are intended to limit adverse environmental effects from the different facilities involved in the nuclear fuel cycles to be well below maximum acceptable levels. To determine if the user requirements are met, it is necessary to identify those factors that are relevant to assessment of the environmental performance of innovative nuclear systems. To this effect, Environmental Impact Assessment (EIA) and the Material Flow accounting (MFA) methodologies are being appraised for the suitability for application. This paper develops and provides the rationale for the 'users' requirements' as they are currently defined. Existing Environmental Impact Assessment and Materials Flow Accounting methodologies that can be applied to determine whether or not innovative technologies conform to the User Requirements are briefly described. It is concluded that after establishing fundamental principles, it is possible to formulate sets of general and specific users' requirements against which, the potential adverse environmental effects to be expected from innovative nuclear energy systems (INES) can be assessed. The application of these users' requirements should keep the adverse environmental effects from INES's within acceptable limits. (authors)

    Through the Office of Technology Development (OTD), the U.S. Department of Energy (DOE) has initiated a national applied research, development, demonstration, testing, and evaluation program, whose goal has been to resolve the major technical issues and rapidly advance technologies for environmental restoration and waste management. The Innovative Technology Development (ITD) Program was established as a part of the DOE, Research, Development, Demonstration, Testing, and Evaluation (RDDT&E) Program. The plan is part of the DOE`s program to restore sites impacted by weapons production and to upgrade future waste management operations. On July 10, 1990, DOE issued a Program Research and Development Announcement (PRDA) through the Idaho Operations Office to solicit private sector help in developing innovative technologies to support DOE`s clean-up goals. This report presents summaries of each of the seven projects, which developed and tested the technologies proposed by the seven private contractors selected through the PRDA process.

    To determine current acquisition procedures and costs and to further the goals of the President's Initiative for Native Tribes, a seismic-survey project is to be conducted on Osage tribal lands. The goals of the program are to demonstrate the capabilities, costs, and effectiveness of 3-D seismic work in a small-operator setting and to determine the economics of such a survey. For these purposes, typical small-scale independent-operator practices are being followed and a shallow target chose in an area with a high concentration of independent operators. The results will be analyzed in detail to determine if there are improvements and/or innovations which can be easily introduced in field-acquisition procedures, in processing, or in data manipulation and interpretation to further reduce operating costs and to make the system still more active to the small-scale operator.

Though it is a multi-institutional program, ARIES is led by the University of California at San Diego.     A material configuration of central importance in microelectronics, optoelectronics, and thermal barrier coating technology is a thin or thick film of one material deposited onto a substrate of a different material. Fabrication of such a structure inevitably gives rise to stress in the film due to lattice mismatch, differing coefficients of thermal expansion, chemical reactions, or other physical effects. Therefore, in general, the weakest link in this composite system often resides at the interface between the film and substrate. In order to make multi-layered electronic devices and structural composites with long-term reliability, the fracture behavior of the material interfaces must be known. Unfortunately, none of the state-of-the-art testing methods for evaluating interface fracture toughness is fully conformed to fracture mechanics theory, as is evident from the severe scatter in the existing data and the procedure dependence in film/coating evaluation methods. This project is intended to address the problems associated with this deficiency and offers an innovative testing procedure for the determination of interface fracture toughness applicable to coating materials in general. This new approach and the associated bi-material fracture mechanics development proposed for evaluating interface fracture toughness are described herein. The effort includes development of specimen configuration and related instrumentation set-up, testing procedures, postmortem examination, and analytical evaluation. A spiral notch torsion fracture toughness test system was utilized. The objective of the testing procedure described is to enable the development of new coating materials by providing a reliable method for use in assessing their performance. This innovative technology for measuring interface toughness was demonstrated for oxide scales formed on high-temperature alloys of MA956. The estimated energy release rate (in terms of J-integral) at the interface of the alumina scale and MA956 substrate is 3.7 N-m/m{sup 2}, and the estimated equivalent Mode I fracture toughness is 1.1 MPa {radical}m. This innovative technique is expected to greatly assist the development of coating materials with improved protective capabilities and provide a reliable method for use in assessing material performance.

    New and innovative optical materials and coatings can greatly improve the efficiency of window energy systems. These potential materials and coatings increase energy efficiency by reducing radiative losses in the infrared, or reducing visible reflection losses or controlling overheating due to solar gain. Current progress in heat mirror coatings for glass and polymeric substrates is presented. Highly doped semiconducting oxides and metal/dielectric interference coatings are reviewed. Physical and optical properties are outlined for antireflection films and transparent aerogel insulation media. The potential for optical switching films as window elements includes discussions of electrochromic, photochromic and other physical switching processes.
