    This report presents data that can be used to assess the acceptability of polyethylene and modified sulfur cement waste forms to meet the requirements of 10 CFR 61. The waste streams selected for this study include dry evaporator concentrate salts and incinerator ash as representative wastes which result from advanced volume reduction technologies and ion exchange resins which remain problematic for solidification using commercially available matrix materials. Property evaluation tests such as compressive strength, water immersion, thermal cycling, irradiation, biodegradation and leachability were conducted for polyethylene and sulfur cement waste forms over a range of waste-to-binder ratios. Based on the results of the tests, optimal waste loadings of 70 wt % sodium sulfate, 50 wt % boric acid, 40 wt % incinerator ash and 30 wt % ion exchange resins were established for polyethylene, although maximum loadings were considerably higher. For modified sulfur cement, optimal loadings of 40 wt % sodium sulfate, 40 wt % boric acid and 40 wt % incinerator ash are reported. Ion exchange resins are not recommended for incorporation into modified sulfur cement because of poor waste form performance even at very low waste concentrations. The results indicate that all waste forms tested within the range of optimal waste concentrations satisifed the requirements of the NRC Technical Position Paper on Waste Form.

    A computer program has been developed to determine the maximum specific power for prismatic-core reactors as a function of maximum allowable fuel temperature, core pressure drop, and coolant velocity. The prismatic-core reactors consist of hexagonally shaped fuel elements grouped together to form a cylindrically shaped core. A gas coolant flows axially through circular channels within the elements, and the fuel is dispersed within the solid element material either as a composite or in the form of coated pellets. Different coolant, fuel, coating, and element materials can be selected to represent different prismatic-core concepts. The computer program allows the user to divide the core into any arbitrary number of axial levels to account for different axial power shapes. An option in the program allows the automatic determination of the core height that results in the maximum specific power. The results of parametric specific power calculations using this program are presented for various reactor concepts.

  7. INTERNATIONAL PROGRAM: SUMMARY REPORT ON THE PROPERTIES OF CEMENTITIOUS WASTE FORMS

    This report provides a summary of the results on the properties of cementitious waste forms obtained as part of the International Program. In particular, this report focuses on the results of Task 4 of the Program that was initially entitled ''Improved Retention of Key Contaminants of Concern in Low Temperature Immobilized Waste Forms''. Task 4 was a joint program between Khlopin Radium Institute and the Savannah River National Laboratory. The task evolved during this period into a study of cementitious waste forms with an expanded scope that included heat of hydration and fate and transport modeling. This report provides the results for Task 4 of the International Program as of the end of FY06 at which time funding for Task 4 was discontinued due to the needs of higher priority tasks within the International Program. Consequently, some of the subtasks were only partially completed, but it was considered important to capture the results up to this point in time. Therefore, this report serves as the closeout report for Task 4. The degree of immobilization of Tc-99 within the Saltstone waste form was measured through monolithic and crushed grout leaching tests. An effective diffusion coefficient of 4.8 x 10{sup -12} (Leach Index of 11.4) was measured using the ANSI/ANS-16.1 protocol which is comparable with values obtained for tank closure grouts using a dilute salt solution. The leaching results show that, in the presence of concentrated salt solutions such as those that will be processed at the Saltstone Production Facility, blast furnace slag can effectively reduce pertechnetate to the immobile +4 oxidation state. Leaching tests were also initiated to determine the degree of immobilization of selenium in the Saltstone waste form. Results were obtained for the upper bound of projected selenium concentration ({approx}5 x 10{sup -3} M) in the salt solution that will be treated at Saltstone. The ANSI/ANS 16.1 leaching tests provided a value for the effective

    A method is disclosed for forming synthetic crystals of proteins in a carrier fluid by use of the dipole moments of protein macromolecules that self-align in the Helmholtz layer adjacent to an electrode. The voltage gradients of such layers easily exceed 10{sup 6}V/m. The synthetic protein crystals are subjected to x-ray crystallography to determine the conformational structure of the protein involved. 2 figs.

The synthetic protein crystals are subjected to x-ray crystallography to determine the conformational structure of the protein involved.

    In this document, the Nuclear Waste Treatment Program (NWTP) proposes an approach for demonstrating compliance with acceptance specifications. The proposed approach relies first on developing models of the process (vitrification) and product (waste form) to relate measurable process variables to the product quality, and then on using process control and sampling of melter feed input as the quality control method. Coordinated test programs, using pilot-scale nonradioactive and radioactive tests, will be used to establish these models at the confidence level needed to assure compliance to waste acceptance specifications. The test programs are broadly focused to encompass the range of anticipated future wastes, but the results should also be equally applicable to current wastes as well. Demonstration of waste form compliance by some other method would likely require extensive product testing, including glass sampling during production and routine destructive examination of canisters. The process and product modeling approach eliminates the need for this type of testing and should result in a very high level of statistical confidence that the individual waste forms are acceptable for disposal.

  12. Determination of the Rate of Formation of Hydroceramic Waste Forms made with INEEL Calcined Wastes

    The formulation, synthesis, characterization and hydration kinetics of hydroceramic waste forms designed as potential hosts for existing INEEL calcine high-level wastes have been established as functions of temperature and processing time. Initial experimentations were conducted with several aluminosilicate pozzolanic materials, ranging from fly ash obtained from various power generating coal and other combustion industries to reactive alumina, natural clays and ground bottled glass powders. The final selection criteria were based on the ease of processing, excellent physical properties and chemical durability (low-leaching) determined from the PCT test produced in hydroceramic. The formulation contains vermiculite, Sr(NO32), CsC1, NaOH, thermally altered (calcined natural clay) and INEEL simulated calcine high-level nuclear wastes and 30 weight percent of fluorinel blend calcine and zirconia calcine. Syntheses were carried out at 75-200 degree C at autogeneous water pressure (100% relative humidity) at various time intervals. The resulting monolithic compact products were hard and resisted breaking when dropped from a 5 ft height. Hydroceramic host mixed with fluorinel blend calcine and processed at 75 degree C crumbled into rice hull-side grains or developed scaly flakes. However, the samples equally possessed the same chemical durability as their unbroken counterparts. Phase identification by XRD revealed that hydroceramic host crystallized type zeolite at 75-150 degree C and NaP1 at 175-200 degree C in addition to the presence of quartz phase originating from the clay reactant. Hydroceramic host mixed with either fluorinel blend calcine or zirconia calcine crystallized type A zeolite at 75-95 degree C, formed a mixture of type A zeolite and hydroxysodalite at 125-150 degree C and hydroxysodalite at 175-200 degree C.     In the past five years, considerable attention has been focused on the electricity use of office equipment in commercial office buildings. Several groups have monitored energy use of PCs, monitors, printers and fax machines. However, little attention has been paid to monitoring energy use of copiers. Procedures for testing energy usage and usage profiles of copiers are needed to make valid comparisons between machines and to determine overall energy use and potential energy savings. In this paper, the authors present a method to analyze the energy use and usage profiles of copiers. This method is determined through long-term measurements from a Watt-hour meter connected to the copier and by measuring light flashes from the copier. Energy use from the copier can also be estimated by using a test procedure developed by Dandridge. Results from using the long term monitoring methods will be presented for several different sized copiers, and compared to the estimated energy use derived from the American Society for Testing and Materials (ASTM) method. After summarizing these results, the authors determine criteria for a program to recognize energy-efficient copiers. These criteria were submitted as an Energy Star Copier program to the Environmental Protection Agency (EPA). The new Energy Star Copier Program was announced in July 1995, with criteria based on these suggestions. Using the final Energy Star Copier program criteria and this data, the authors determine potential future savings for the program. The ability to automatically turn the copier off at night is the greatest energy-saving feature most copiers can have. The best way to reduce overall office costs is to have the copier set automatically to make double-sided copies.

  18. Automatic Transformation of MPI Programs to Asynchronous, Graph-Driven Form

    The goals of this project are to develop new, scalable, high-fidelity algorithms for atomic-level simulations and program transformations that automatically restructure existing applications, enabling them to scale forward to Petascale systems and beyond. The techniques enable legacy MPI application code to exploit greater parallelism though increased latency hiding and improved workload assignment. The techniques were successfully demonstrated on high-end scalable systems located at DOE laboratories. Besides the automatic MPI program transformations efforts, the project also developed several new scalable algorithms for ab-initio molecular dynamics, including new massively parallel algorithms for hybrid DFT and new parallel in time algorithms for molecular dynamics and ab-initio molecular dynamics. These algorithms were shown to scale to very large number of cores, and they were designed to work in the latency hiding framework developed in this project. The effectiveness of the developments was enhanced by the direct application to real grand challenge simulation problems covering a wide range of technologically important applications, time scales and accuracies. These included the simulation of the electronic structure of mineral/fluid interfaces, the very accurate simulation of chemical reactions in microsolvated environments, and the simulation of chemical behavior in very large enzyme reactions.

    In this paper a numerical formulation is presented for determination of the axial load along a cable bolt for a prescribed distribution of rock mass displacement. Results using the program CABLE indicate that during excavation, the load distribution that develops along an untensioned fully grouted cable bolt depends on three main factors: (i) the properties of the cable itself, (ii) the shear force that develops due to bond at the cable-grout interface (i.e. bond stiffness), and (iii) the distribution of rock mass displacement along the cable bolt length. in general, the effect of low modulus rock and mining induced stress decreases in reducing bond strength as determined from short embedment length tests, is reflected in the development of axial loads significantly less than the ultimate tensile capacity even for long cable bolts. However, the load distribution is also dependent on the deformation distribution in the reinforced rock mass. Higher cable bolt loads will be developed for a rock mass that behaves as a discontinuum, with deformation concentrated on a few fractures, than for one which behaves as a continuum, either due to a total lack of fractures or a very high fracture density. This result suggests that the stiffness of a fully grouted cable bolt is not simply a characteristic of the bolt and grout used, but also of the deformation behavior of the ground. In other words, the same combination of bolt and grout will be stiffer if the rock behaves as a discontinuum than if it behaves as a continuum. This paper also explains the laboratory test program used to determine the constitutive behavior of the Garford bulb and Nutcase cables bolts. Details of the test setup as well as the obtained results are summarized and discussed.

This provides a different and perhaps simpler view of SEI formation than the usual electrochemically-driven reaction. We show that an organic layer coats the graphite particles filling in micro-pores and is polymeric in nature being 1-3 nm thick. We used inelastic neutron scattering to probe the chemistry, and we found that the SEI showed similar inelastic scattering to polyethylene oxide.

  7. Determination of ecologically vital groundwaters at selected sites in the Formerly Utilized Sites Remedial Action Program

    The US Department of Energy is classifying groundwaters at sites in its Formerly Utilized Sites Remedial Action Program (FUSRAP). Of particular concern is the potential presence of groundwaters that are highly vulnerable to contamination and that are either (1) irreplaceable sources of drinking water or (2) ecologically vital. Conditions at nine FUSRAP sites were evaluated to determine if ecologically vital groundwaters are present. The sites evaluated were Wayne Interim Storage Site, Maywood Interim Storage Site, and Middlesex Sampling Plant in New Jersey; Ashland 2 Site, Seaway Industrial Park, Colonie Interim storage Site, and Niagara Falls Storage Site in New York; and the St. Louis Airport Site and Hazelwood Interim Storage Site in Missouri. The analyses indicated that groundwaters are vulnerable to contamination at all but two of the sites -- the Ashland 2 and Seaway Industrial Park sites in New York. Groundwater discharge points were identified within a 2-mile radius (i.e., the classification review area) of all of the sites. No ecologically vital groundwater areas exist in the vicinities of any of the nine FUSRAP sites evaluated. 35 refs., 17 figs.

    The Small Gram Quantity (SGQ) concept is based on the understanding that small amounts of hazardous materials, in this case radioactive materials (RAM), are significantly less hazardous than large amounts of the same materials. This paper describes a methodology designed to estimate an SGQ for several neutron and gamma emitting isotopes that can be shipped in a package compliant with 10 CFR Part 71 external radiation level limits regulations. These regulations require packaging for the shipment of radioactive materials, under both normal and accident conditions, to perform the essential functions of material containment, subcriticality, and maintain external radiation levels within the specified limits. By placing the contents in a helium leak-tight containment vessel, and limiting the mass to ensure subcriticality, the first two essential functions are readily met. Some isotopes emit sufficiently strong photon radiation that small amounts of material can yield a large dose rate outside the package. Quantifying the dose rate for a proposed content is a challenging issue for the SGQ approach. It is essential to quantify external radiation levels from several common gamma and neutron sources that can be safely placed in a specific packaging, to ensure compliance with federal regulations. The Packaging Certification Program (PCP) Methodology for Determining Dose Rate for Small Gram Quantities in Shipping Packagings provides bounding shielding calculations that define mass limits compliant with 10 CFR 71.47 for a set of proposed SGQ isotopes. The approach is based on energy superposition with dose response calculated for a set of spectral groups for a baseline physical packaging configuration. The methodology includes using the MCNP radiation transport code to evaluate a family of neutron and photon spectral groups using the 9977 shipping package and its associated shielded containers as the base case.     Particle volumes are most often obtained by measuring particle mobility size distributions and assuming that the particles are spherical. These volumes are then converted to mass loads by using particle densities that are commonly either assumed or estimated from the measured mobility and vacuum aerodynamic diameters assuming again that the particles are spherical. Depending on the system, these assumptions can introduce significant errors. We present a new method that can be applied to any particle system to determine in real-time whether the particles are spherical or not. We use our 2nd generation single particle mass spectrometer (SPLAT II) to measure with extremely high precision the vacuum aerodynamic size distributions of particles classified by differential mobility analyzer (DMA) and demonstrate that the line shape of these distributions provide a way to unambiguously distinguish between spherical and aspherical particles. Moreover, the very same experimental system is used to obtain in addition to individual particle size, its density, composition and dynamic shape factor. We illustrate the application of this method to secondary organic aerosols formed as a result of ozonolysis of ?-pinene in the presence and absence of an OH scavenger and find these particles to be spherical with densities of 1.1980.004 gcm-3 and 1.2130.003 gcm-3 respectively.

    The authors present a combined measurement of the Cabibbo-Kobayashi-Maskawa matrix element |V{sub cb}| and of the parameters {rho}{sup 2}, R{sub 1}, and R{sub 2}, which fully characterize the form factors of the B{sup 0} {yields} D*{sup -}{ell}{sup +}{nu}{sub {ell}} decay in the framework of HQET, based on a sample of about 52,800 B{sup 0} {yields} D*{sup -}{ell}{sup +}{nu}{sub {ell}} decays recorded by the BABAR detector. The kinematical information of the fully reconstructed decay is used to extract the following values for the parameters (where the first errors are statistical and the second systematic): {rho}{sup 2} = 1.156 {+-} 0.094 {+-} 0.028, R{sub 1} = 1.329 {+-} 0.131 {+-} 0.044, R{sub 2} = 0.859 {+-} 0.077 {+-} 0.022, F(1)|V{sub cb}| = (35.03 {+-} 0.39 {+-} 1.15) x 10{sup -3}. By combining these measurements with the previous BABAR measurements of the form factors which employs a different technique on a partial sample of the data, they improve the statistical accuracy of the measurement, obtaining: {rho}{sup 2} = 1.179 {+-} 0.048 {+-} 0.028, R{sub 1} = 1.417 {+-} 0.061 {+-} 0.044, R{sub 2}, = 0.836 {+-} 0.037 {+-} 0.022, and F(1)|V{sub cb}| = (34.68 {+-} 0.32 {+-} 1.15) x 10{sup -3}. Using the lattice calculations for the axial form factor F(1), they extract |V{sub cb}| = (37.74 {+-} 0.35 {+-} 1.25 {+-} {sub 1.44}{sup 1.23}) x 10{sup -3}, where the third error is due to the uncertainty in F(1).

    This is the first in a series of three papers describing a project with the Cosmic Origins Spectrograph on the Hubble Space Telescope to measure abundances of the neutral interstellar medium (ISM) in a sample of nine nearby star-forming galaxies. The goal is to assess the (in)homogeneities of the multiphase ISM in galaxies where the bulk of metals can be hidden in the neutral phase, yet the metallicity is inferred from the ionized gas in the H II regions. The sample, spanning a wide range in physical properties, is to date the best suited to investigate the metallicity behavior of the neutral gas at redshift z = 0. ISM absorption lines were detected against the far-ultraviolet spectra of the brightest star-forming region(s) within each galaxy. Here we report on the observations, data reduction, and analysis of these spectra. Column densities were measured by a multicomponent line-profile fitting technique, and neutral-gas abundances were obtained for a wide range of elements. Several caveats were considered, including line saturation, ionization corrections, and dust depletion. Ionization effects were quantified with ad hoc CLOUDY models reproducing the complex photoionization structure of the ionized and neutral gas surrounding the UV-bright sources. An 'average spectrum of a redshift z = 0 star-forming galaxy' was obtained from the average column densities of unsaturated profiles of neutral-gas species. This template can be used as a powerful tool for studies of the neutral ISM at both low and high redshift.

    A key component to closing the nuclear fuel cycle is the storage and disposition of nuclear waste in geologic systems. Multiphase ceramic waste forms have been studied extensively as a potential host matrix for nuclear waste. Understanding the speciation, partitioning, and release behavior of radionuclides immobilized in multiphase ceramic waste forms is a critical aspect of developing the scientific and technical basis for nuclear waste management. In this study, we evaluated a sodalite-bearing multiphase ceramic waste form (i.e., fluidized-bed steam reform sodium aluminosilicate [FBSR NAS] product) as a potential host matrix for long-lived radionuclides, such as technetium (99Tc). The FBSR NAS material consists primarily of nepheline (ideally NaAlSiO4), anion-bearing sodalites (ideally M8[Al6Si6O24]X2, where M refers to alkali and alkaline earth cations and X refers to monovalent anions), and nosean (ideally Na8[AlSiO4]6SO4). Bulk X-ray absorption fine structure analysis of the multiphase ceramic waste form, suggest rhenium (Re) is in the Re(VII) oxidation state and has partitioned to a Re-bearing sodalite phase (most likely a perrhenate sodalite Na8[Al6Si6O24](ReO4)2). Rhenium was added as a chemical surrogate for 99Tc during the FBSR NAS synthesis process. The weathering behavior of the FBSR NAS material was evaluated under hydraulically unsaturated conditions with deionized water at 90 ?C. The steady-state Al, Na, and Si concentrations suggests the weathering mechanisms are consistent with what has been observed for other aluminosilicate minerals and include a combination of ion exchange, network hydrolysis, and the formation of an enriched-silica surface layer or phase. The steady-state S and Re concentrations are within an order of magnitude of the nosean and perrhenate sodalite solubility, respectively. The order of magnitude difference between the observed and predicted concentration for Re and S may be associated with the fact that the anion

    We studied the structure of the B{sub x} phase formed from the short terminal homolog, 1,3-(4-bromobenzene) bis[4-(4-n-butoxyphenylliminomethyl)benzoate] (4Br-P-4-O-PIMB), by focusing a microbeam of x ray on the well-developed fan-shaped texture. From the highly oriented x-ray patterns detected at the two states of DC-ON and DC-OFF, the B{sub x} structure was definitely illustrated. It is a kind of frustrated one similar to the B{sub 1} phase: the molecules lie perpendicularly to the layer, and the frustration takes place perpendicularly to the bent direction. Unlike in the B{sub 1} phase, however, the size of the resulting antidomain is not definite, but fluctuates from position to position as observed in the B{sub 6} phase.

    This literature review was motivated by discussions that took place during a review of contamination control technologies proposed for INEL (buried waste). It should be a useful tool in identifying non-radiation measurement techniques for Pu and Am such as ICP-MS, which should fulfill the following criteria: apparatus must be field deployable; up to 100 samples per day; and lower levels of detection and required time must be listed. The sensitivity of ICP and RIMS is compared against that needed for contamination monitoring at INEL. Only Pu-241, with a required detection limit of 400 ppt, would challenge the sensitivity of ICP-MS; Pu-238 would be easily determined. The need to determine Pu-238 and Am-241 in the presence of U-238 and Pu-241 seems to preclude the possibility of using laser ablation ICP-MS for Pu monitoring. ICP-AES and -LEAFS methods may not have enough sensitivity to determine Pu-238 at 2 ppb level with confidence, but RIMS (resonance ionization mass spectroscopy) should be adequate. 47 refs, figs.

    In the modern world the field of industrial hygiene continues to grow beyond the traditional definition of the profession. This case study documents the problem solving approach used to identify potential exposures and evaluate industrial hygiene preparedness to handle emergencies due to fire or major spill at a complex multi-process petroleum refinery. In the recent past an environmental engineer and industrial hygiene consulting firm was retained by a mature, multi-process petroleum refinery to assist in the program development to identify and characterize potential emergency situations due to a fire, major release, or spill. This study would assist the refinery in compliance with the process safety and emergency response standards and to protect refinery operations and fire fighting personnel by minimizing potential exposures and risk when responding to such a major incident.

  3. Early results from an experimental program to determine the behavior of containment piping penetration bellows subjected to severe accident conditions

    Containment piping penetration bellows are an integral part of the pressure boundary in steel containments in the United States (US). Their purpose is to minimize loading on the containment shell caused by differential movement between the piping and the containment. This differential movement is typically caused by thermal gradients generated during startup and shutdown of the reactor, but can be caused by earthquake, a loss-of-coolant accident (LOCA), or ``severe`` accidents. In the event of a severe accident, the bellows would be subjected to pressure, temperature, and deflection well beyond the design basis. Most bellows are installed such that they would be subjected to elevated internal pressure, elevated temperature, axial compression, and lateral deflection during a severe accident. A few bellows would be subjected to external pressure and axial elongation, as well as elevated temperature and lateral deflection. The purpose of this experimental program is to examine the potential for leakage of containment bellows during a severe accident. The test series subjects bellows to various levels and combinations of internal pressure, elevated temperature, axial compression or elongation, and lateral deformation. The experiments are being conducted in two parts. For Part 1, all bellows specimens are tested in ``like-new`` condition, without regard for the possible degrading effect of corrosion that has been observed in some containment piping bellows in the US Part I testing, which included 13 bellows tests, has been completed. The second part of the experimental program, in which bellows are subjected to simulated corrosive environments prior to testing, has just just begun. The Part I experiments have shown that bellows in ``like-new`` condition can withstand elevated temperatures and pressures along with large deformations before leaking. In most cases, the like-new bellows were fully compressed without developing any leakage.

    The intent of this report is to document a procedure used at LANL for HIP bonding aluminum cladding to U-10Mo fuel foils using a formed HIP can for the Domestic Reactor Conversion program in the NNSA Office of Material, Management and Minimization, and provide some details that may not have been published elsewhere. The HIP process is based on the procedures that have been used to develop the formed HIP can process, including the baseline process developed at Idaho National Laboratory (INL). The HIP bonding cladding process development is summarized in the listed references. Further iterations with Babcock & Wilcox (B&W) to refine the process to meet production and facility requirements is expected.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

    The objective of this report is to recommend a waste form program plan that addresses waste form issues for mixed low-level waste (MLLW). The report compares the suitability of proposed waste forms for immobilizing MLLW in preparation for permanent near-surface disposal and relates them to their impact on the U.S. Department of Energy`s mixed waste mission. Waste forms are classified into four categories: high-temperature waste forms, hydraulic cements, encapsulants, and specialty waste forms. Waste forms are evaluated concerning their ability to immobilize MLLW under certain test conditions established by regulatory agencies and research institutions. The tests focused mainly on leach rate and compressive strength. Results indicate that all of the waste forms considered can be tailored to give satisfactory performance immobilizing large fractions of the Department`s MLLW inventory. Final waste form selection will ultimately be determined by the interaction of other, often nontechnical factors, such as economics and politics. As a result of this report, three top-level programmatic needs have been identified: (1) a basic set of requirements for waste package performance and disposal; (2) standardized tests for determining waste form performance and suitability for disposal; and (3) engineering experience operating production-scale treatment and disposal systems for MLLW.

    In one aspect, the invention encompasses a method of forming a steel. A metallic glass is formed and at least a portion of the glass is converted to a crystalline steel material having a nanocrystalline scale grain size. In another aspect, the invention encompasses another method of forming a steel. A molten alloy is formed and cooled the alloy at a rate which forms a metallic glass. The metallic glass is devitrified to convert the glass to a crystalline steel material having a nanocrystalline scale grain size. In yet another aspect, the invention encompasses another method of forming a steel. A first metallic glass steel substrate is provided, and a molten alloy is formed over the first metallic glass steel substrate to heat and devitrify at least some of the underlying metallic glass of the substrate.

    Single source precursors or pre-copolymers of single source precursors are subjected to microwave radiation to form particles of a I-III-VI.sub.2 material. Such particles may be formed in a wurtzite phase and may be converted to a chalcopyrite phase by, for example, exposure to heat. The particles in the wurtzite phase may have a substantially hexagonal shape that enables stacking into ordered layers. The particles in the wurtzite phase may be mixed with particles in the chalcopyrite phase (i.e., chalcopyrite nanoparticles) that may fill voids within the ordered layers of the particles in the wurtzite phase thus produce films with good coverage. In some embodiments, the methods are used to form layers of semiconductor materials comprising a I-III-VI.sub.2 material. Devices such as, for example, thin-film solar cells may be fabricated using such methods.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends.     The Department of Energy has operated nuclear facilities at the Idaho National Engineering Laboratory (INEL) to support national interests for several decades. Since 1953, it has supported the development of technologies for the storage and reprocessing of spent nuclear fuels (SNF) and the resultant wastes. However, the 1992 decision to discontinue reprocessing of SNF has left nearly 768 MT of SNF in storage at the INEL with unspecified plans for future dispositioning. Past reprocessing of these fuels for uranium and other resource recovery has resulted in the production of 3800 M{sup 3} calcine and a total inventory of 7600 M{sup 3} of radioactive liquids (1900 M{sup 3} destined for immediate calcination and the remaining sodium-bearing waste requiring further treatment before calcination). These issues, along with increased environmental compliance within DOE and its contractors, mandate operation of current and future facilities in an environmentally responsible manner. This will require satisfactory resolution of spent fuel and waste disposal issues resulting from the past activities. A national policy which identifies requirements for the disposal of SNF and high level wastes (HLW) has been established by the Nuclear Waste Policy Act (NWPA) Sec.8,(b) para(3)) [1982]. The materials have to be conditioned or treated, then packaged for disposal while meeting US Environmental Protection Agency (EPA) and Nuclear Regulatory Commission (NRC) regulations. The spent fuel and HLW located at the INEL will have to be put into a form and package that meets these regulatory criteria. The emphasis of Idaho Chemical Processing Plant (ICPP) future operations has shifted toward investigating, testing, and selecting technologies to prepare current and future spent fuels and waste for final disposal. This preparation for disposal may include mechanical, physical and/or chemical processes, and may differ for each of the various fuels and wastes.

    This disclosure relates to an improved method for achieving the best bond strength and for minimizing distortion and cracking of hot pressed articles. In particular, in a method for hot press forming both an outer facing circumferential surface of and an inner portion of a hub, and of bonding that so-formed outer facing circumferential surface to an inner facing circumferential surface of a pre-formed ring thereby to form an article, the following improvement is made. Normally, in this method, the outside ring is restrained by a restraining sleeve of ring-shaped cross-section having an inside diameter. A die member, used to hot press form the hub, is so-formed as to have an outside diameter sized to engage the inside diameter of the restraining sleeve in a manner permitting relative movement therebetween. The improved method is one in which several pairs of matched restraining sleeve and die member are formed with each matched pair having a predetermined diameter. The predetermined diameter of each matched pair is different from another matched pair by stepped increments. The largest inside diameter of a restraining sleeve is equal to the diameter of the outer facing circumferential surface of the hub. Each pair of the matched restraining sleeve and die member is used to form an article in which an inside hub is bonded to an outside ring. The several samples so-formed are evaluated to determine which sample has the best bond formed between the hub and the ring with the least or no cracking or distortion in the ring portion of the article. Thereafter, the matched restraining sleeve and die member which form the article having the best bonding characteristics and least distortion cracking is then used for repeated formations of articles.

Researchers at the Idaho National Engineering Laboratory (INEL) are developing spray-forming technology for producing near-net-shape solids and coatings of a variety of metals, polymers, and composite materials using de Laval nozzles. Here we briefly describe the flow field characterization and atomization behavior of liquid metals in linear de Laval nozzles, and illustrate their versatility by summarizing results from three spray-forming programs. In one program, low-carbon steel strip >0.75 mm was produced. In another program, polymer membranes {approximately} 5 {mu}m thick were spray formed. Finally, recent results in spray forming molds, dies, and related tooling for rapid prototyping are described.

    The findings of a working group formed to review the status of efforts by utilities and utility regulators to increase the availability and reliability of generating units are presented. Representatives from nine state regulatory agencies, NRRI, and DOE, participated on the Working Group. The Federal government has been working cooperatively with utilities, utility organizations, and with regulators to encourage and facilitate improvements in power plant productivity. Cooperative projects undertaken with regulatory and energy commissions in California, Illinois, New York, Ohio, Texas, North Carolina and Mighigan are described. Following initiation of these cooperative projects, DOE funded a survey to determine which states were explicitly addressing power plant productivity through the regulatory process. The Working Group was formed following completion of this survey. The Working Group emphasized the need for those power plant productivity improvements which are cost effective. The cost effectiveness of proposed availability improvement projects should be determined within the context of opportunities for operating and capital improvements available to an entire utility. The Working Group also identified the need for: allowing for plant designs that have a higher construction cost, but are also more reliable; allowing for recovery and reducing recovery lags for productivity-related capital expenditures; identifying and reducing disincentives in the regulatory process; ascertaining that utilities have sufficient money available to undertake timely maintenance; and support of EPRI and NERC to develop a relevant and accurate national data base. The DOE views these as extremely important aspects of any regulatory program to improve power plant productivity.

    Method and apparatus for determining the mass flow rate of solids mixed with a transport fluid to form a flowing mixture. A temperature differential is established between the solids and fluid. The temperature of the transport fluid prior to mixing, the temperature of the solids prior to mixing, and the equilibrium temperature of the mixture are monitored and correlated in a heat balance with the heat capacities of the solids and fluid to determine the solids mass flow rate.
