    The industrial base of Chicago, and most Midwestern cities, continues to change. These changes are particularly visible in the manufacturing sector where the exodus of companies has left behind abandoned factories and industrial sites that now blight the urban landscape. As urban centers have seen a steady decline in their ability to attract and maintain their manufacturing base, great interest has been placed in seeing what can be done to attract economic activity back into the urban center. For most Midwestern cities, this often means trying to either replace or stem the tide of manufacturing facilities that have left the city for {open_quotes}greenfields{close_quotes} in suburban or rural locations or have simply moved overseas. On the replacement front, to compensate for the loss of manufacturing, some cities such as Chicago have managed to expand other areas of their economies, such as business services, finance, and tourism and recreation to maintain their vitality. This paper discusses three aspects of the changing economic landscape of Chicago and other Midwestern urban areas. First, some historical perspective will be provided on how Chicago came to be a manufacturing center and what factors since World War II have led manufacturing facilities to move away from the urban center. Second, the future prospects for manufacturing in the central city will be examined. Finally, what policies may help increase (or at the very least maintain) the concentration of manufacturing in Chicago will be discussed.

  4. The influence of coyotes on an urban Canada goose population in the Chicago metropolitan area

    Canada geese (Branta canadensis) have become common in many urban areas, often creating nuisance problems for human residents. The presence of urban geese has raised concerns about the spread of disease, increased erosion, excessive noise, eutrophication of waterways, and general nuisance problems. Goose populations have grown due to an increase in urbanization resulting in an abundance of high quality food (urban grass) and suitable nesting sites, as well as a decrease in some predators. I monitored nest predation in the Chicago suburbs during the 2004 and 2005 nesting seasons using 3 nest monitoring techniques to identify predators: video cameras, plasticine eggs, and sign from nest using a classification tree analysis. Of 58 nests monitored in 2004 and 286 in 2005, only raccoons (Procyon lotor) and coyotes (Canis latrans) were identified as nest predators. Raccoons were responsible for 22-25% of depredated nests, but were rarely capable of depredating nests that were actively defended by a goose. Coyotes were responsible for 75-78% of all Canada goose nest depredation and were documented killing one adult goose and feeding on several others. The coyote is a top-level predator that had increased in many metropolitan areas in recent years. To determine if coyotes were actively hunting geese or eggs during the nesting season, I analyzed coyote habitat selection between nesting and pre-nesting or post-nesting seasons. Coyote home ranges (95% Minimum Convex Polygon) were calculated for 19 coyotes to examine third order habitat selection related to goose nest abundance. A 100 m buffer (buffer habitat) was created and centered on each waterway edge and contained 90% of all nests. Coyotes showed selection for habitats during all seasons. Buffer habitat was the top ranked habitat in both pre-nesting and nesting seasons, but dropped to third ranked in post-nesting season.   8. Determination of leakage areas in nuclear piping

    For the design and operation of nuclear power plants the Leak-Before-Break (LBB) behavior of a piping component has to be shown. This means that the length of a crack resulting in a leak is smaller than the critical crack length and that the leak is safely detectable by a suitable monitoring system. The LBB-concept of Siemens/KWU is based on computer codes for the evaluation of critical crack lengths, crack openings, leakage areas and leakage rates, developed by Siemens/KWU. In the experience with the leak rate program is described while this paper deals with the computation of crack openings and leakage areas of longitudinal and circumferential cracks by means of fracture mechanics. The leakage areas are determined by the integration of the crack openings along the crack front, considering plasticity and geometrical effects. They are evaluated with respect to minimum values for the design of leak detection systems, and maximum values for controlling jet and reaction forces. By means of fracture mechanics LBB for subcritical cracks has to be shown and the calculation of leakage areas is the basis for quantitatively determining the discharge rate of leaking subcritical through-wall cracks. The analytical approach and its validation will be presented for two examples of complex structures. The first one is a pipe branch containing a circumferential crack and the second one is a pipe bend with a longitudinal crack.

    The authors present a method for examining congruence between the processes that make up an AVLIS enrichment plant and the benchmark critical experiments that are used to establish the bias and validate the codes used for nuclear criticality safety (NCS) calculations of those processes. A measure of the validity of the process of selecting critical experiments that are similar in nature to processes found in the plant is presented. The probability of fission depends primarily on neutron energy and the interaction cross sections of the materials in the process. The physics of fission has led one to consider the energy of neutrons causing fission to be the fundamental parameter for examining the area of applicability. Benchmark experiments are chosen to cover the material compositions, geometric arrangements, neutron energy spectra, and other parameters such as material heterogeneity, neutron leakage or reflection, interaction, and absorption in special materials. These parameters influence the process by affecting the number of neutrons available to cause fission at any given energy. The neutron energy distribution is established primarily as a result of the energy-dependent cross sections for the materials that are present. Thus, the energy of neutrons causing fission is the fundamental parameter needed for examining the effects of other parameters within the area of applicability.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    Utilization of solar energy was significantly advanced with the invention of nonimaging solar concentrators. This has enabled practical uses of solar energy for such purposes as heating and cooling of buildings and power generation without the requirement for complicated tracking. What began as a method for efficiently collecting cerenkov light in high energy physics has become the means for producing from solar energy, high temperature for many societal applications as well as ultra-high temperature for research. This talk will describe the optical principles underlying the technology and illustrate with projects and laboratories from around the world. Examples will be drawn from a number of areas: cooling a commercial building in Sacramento, California, advanced collector development in China, NASA's plans for space propulsion by heating hydrogen, and from our own City of Chicago, a commitment to be a global leader in renewable energy production and manufacturing including solar power.

    When multiple fluids flow through a porous medium, the interaction between the fluid interfaces can be of great importance. While this is widely recognized in practical applications, numerical models often disregard interactios between discrete fluid phases due to the computational complexity. And rightly so, for this level of detail is well beyond most extended Darcy Law relationships. A new model of two-phase flow including the interfacial area has been proposed by Hassarizadeh and Gray based upon thermodynamic principles. A version of this general equation set has been implemented by Nessner and Hassarizadeh. Many of the interfacial parameters required by this equation set have never been determined from experiments. The work presented here is a description of how the interfacial area, capillary pressure, interfacial velocity and interfacial permeability from two-phase flow experiments in porous media experiments can be used to determine the required parameters. This work, while on-going, has shown the possibility of digitizing images within translucent porous media and identifying the location and behavior of interfaces under dynamic conditions. Using the described methods experimentally derived interfacial functions to be used in larger scale simulations are currently being developed. In summary, the following conclusions can be drawn: (1) by mapping a pore-throat geometry onto an image of immiscible fluid flow, the saturation of fluids and the individual interfaces between the fluids can be identified; (2) the resulting saturation profiles of the low velocity drainage flows used in this study are well described by an invasion percolation fractal scaling; (3) the interfacial area between fluids has been observed to increase in a linear fashion during the initial invasion of the non-wetting fluid; and (4) the average capillary pressure within the entire cell and representative elemental volumes were observed to plateau after a small portion of the volume was

    Achieving sustainable development requires a revision of the present view of the nature of the city as an environment, and its relation to a larger ecosystem of which it is an essential part. The environmental health of a wilderness area is inextricably related to the environmental, and economic, health of the great urban centers. The vitality of dense metropolitan areas, where population and economic activities are concentrated, is key to the preservation of productive farm lands, wildlife habitat, and open spaces. The social and economic crisis which grips many metropolitan centers, with attendant flight of industry and development to the so-called {open_quotes}greenfields,{close_quotes} fundamentally spreads a broader crisis to our common ecosystem. This crisis is marked by the obliteration of habitat necessary for biodiversity, loss of fertile farm land, and the contamination of air, water and land, as an unescapable effect of the sprawl created by flight from the urban centers. The removal of false conceptual distinctions between the city and nature, distinctions that are unfortunately at the heart of so much of American environmental philosophy, is key to the concept of `sustainable development.` This article sets forth how the City of Chicago is implementing this understanding of the nature of the urban environment, in pursuit of sustainable development within the city.

    The U.S. Department of Energy's (DOE) Savannah River Site (SRS) is decommissioning many of its excess facilities through removal of the facility structures leaving only the concrete-slab foundations in place. Site-specific, risk-based derived concentration guideline levels (DCGLs) for radionuclides have been determined for a future industrial worker potentially exposed to residual contamination on these concrete slabs as described in Jannik [1]. These risk-based DCGLs were estimated for an exposure area of 100 m{sup 2}. During deactivation and decommissioning (D&D) operations at SRS, the need for area factors for larger and smaller contaminated areas arose. This paper compares the area factors determined for an industrial worker exposed to a concrete slab end-state for several radionuclides of concern at SRS with (1) the illustrative area factors provided in MARSSIM [2], (2) the area correction factors provided in the U.S. Environmental Protection Agency's (EPA) Soil Screening Guidance [3], and (3) the hot spot criterion for field application provided in the RESRAD User's Manual [4].

    Development of an effective strategy for shelter and evacuation is among the most important planning tasks in preparation for response to a low yield, nuclear detonation in an urban area. Extensive studies have been performed and guidance published that highlight the key principles for saving lives following such an event. However, region-specific data are important in the planning process as well. This study examines some of the unique regional factors that impact planning for a 10 kt detonation in Chicago. The work utilizes a single scenario to examine regional impacts as well as the shelter-evacuate decision alternatives at selected exemplary points. For many Chicago neighborhoods, the excellent assessed shelter quality available make shelter-in-place or selective transit to a nearby shelter a compelling post-detonation strategy.

  3. Evaluation of Two CEDA Weatherization Pilot Implementations of an Exterior Insulation and Over-Clad Retrofit Strategy for Residential Masonry Buildings in Chicago

    This project examines the implementation of an exterior insulation and over-clad strategy for brick masonry buildings in Chicago. The strategy was implemented at a free-standing two story two-family dwelling and a larger free-standing multifamily building. The test homes selected for this research represent predominant housing types for the Chicago area. High heating energy use typical in these buildings threaten housing affordability. Uninsulated mass masonry wall assemblies also have a strongly detrimental impact on comfort. Significant changes to the performance of masonry wall assemblies is generally beyond the reach of typical weatherization (Wx) program resources. The Community and Economic Development Association of Cook County, Inc. (CEDA) has secured a Sustainable Energy Resources for Consumers (SERC) innovation grant sponsored by the United States Department of Energy (DOE). This grant provides CEDA the opportunity to pursue a pilot implementation of innovative approaches to retrofit in masonry wall enclosures. The exterior insulation and over-clad strategy implemented through this project was designed to allow implementation by contractors active in CEDA weatherization programs and using materials and methods familiar to these contractors. The retrofit measures are evaluated in terms of feasibility, cost and performance. Through observations of the strategies implemented, the research described in this report identifies measures critical to performance as well as conditions for wider adoption. The research also identifies common factors that must be considered in determining whether the exterior insulation and over-clad strategy is appropriate for the building.

  4. Determination of external surface area of ultrahigh silica zeolites by the paramagnetic net methods

    We propose a new method for determining the surface area of large-pore adsorbents which do not contain paramagnetic impurities: the paramagnetic net method. The method is based on determining the average distances between paramagnetic centers which are randomly and uniformly distributed over the adsorbent surface. As the paramagnetic probe, we use the stable nitroxide radical 2,2,6,6-tetramethyl-piperidine-1-oxyl. We show that the method is applicable to measurement of the external surface area of crystallites of ultrahigh silica zeolites. Decationation leads to its increase without an increase in the contribution of the amorphous phase. This effect is explained by dispersal of concretions of small crystallites during ion exchange.

  5. Determination of upwind and downwind areas of Seoul, Korea using trajectory analysis.

    To identify the domains that have the greatest impacts on air quality at the surface, both the upwind and downwind areas of Seoul were determined by season using refined wind fields. Four consecutive days were selected as the study period typical of each season. The mesoscale meteorology of the study period was reproduced by using the MM5 prognostic meteorological model (PSU/NCAR Mesoscale Model) with horizontally nested grids. The gridded meteorological field, which was used on the study area of 242 km x 226 km with grid spacing of 2 km, was generated by using the CALMET diagnostic meteorological model. Upwind and downwind areas of Seoul were determined by calculating 24-hour backward and forward air parcel trajectories, respectively, with u, v, and w velocity vectors. The results showed that the upwind and downwind areas were extended far to the northwest and the southeast as a result of high wind speeds in the spring and winter, while they were restricted on the fringe of Seoul in the summer and fall.

    President Clinton and the U.S. Department of Housing and Urban Development (HUD) have set a goal of increasing homeownership in America. Currently the rate of homeownership is approximately 64 percent of the population. The goal is to raise that rate to 67.5 percent by the year 2000, a higher rate than ever recorded in U.S. history. Achieving the goal will require about 8 million families to acquire homes of their own. HUD has developed a plan for reaching the national homeownership goal. The plan is known as the National Homeownership Strategy. It was formulated with input from more than 50 public- and private-sector groups and consists of 100 objectives designed to make homeownership easier and affordable for American families. Among the objectives are expanded use of energy conservation and new construction technologies. The groups participating in the formulation of the National Homeownership Strategy formed a collaboration that was named the National Partners in Homeownership. Chicago Partners in the American Dream is a collaboration of Chicago organizations implementing the National Homeownership Strategy on a local level. It has made achieving the objectives of the Strategy the foundation for its local partnership. The Chicago Partners in the American Dream is a grassroots collaboration, combining the experience, resources, and expertise of a variety of local organizations. The fundamental goal of the Chicago Partners in the American Dream is to create 5,000 homeownership opportunities in nine to twelve focused areas within Empowerment Zone/Enterprise Communities in the Chicagoland market by the end of the year 2000.

    Estimating effects due to an urban IND (improvised nuclear device) on underground structures and underground utilities is a challenging task. Nuclear effects tests performed at the Nevada Test Site (NTS) during the era of nuclear weapons testing provides much information on how underground military structures respond. Transferring this knowledge to answer questions about the urban civilian environment is needed to help plan responses to IND scenarios. Explosions just above the ground surface can only couple a small fraction of the blast energy into an underground shock. The various forms of nuclear radiation have limited penetration into the ground. While the shock transmitted into the ground carries only a small fraction of the blast energy, peak stresses are generally higher and peak ground displacement is lower than in the air blast. While underground military structures are often designed to resist stresses substantially higher than due to the overlying rocks and soils (overburden), civilian structures such as subways and tunnels would generally only need to resist overburden conditions with a suitable safety factor. Just as we expect the buildings themselves to channel and shield air blast above ground, basements and other underground openings as well as changes of geology will channel and shield the underground shock wave. While a weaker shock is expected in an urban environment, small displacements on very close-by faults, and more likely, soils being displaced past building foundations where utility lines enter could readily damaged or disable these services. Immediately near an explosion, the blast can 'liquefy' a saturated soil creating a quicksand-like condition for a period of time. We extrapolate the nuclear effects experience to a Chicago-based scenario. We consider the TARP (Tunnel and Reservoir Project) and subway system and the underground lifeline (electric, gas, water, etc) system and provide guidance for planning this scenario.

    A method is proposed to calculate the molecular area on the surface of a liquid from thermodynamic parameters such as the molar internal energy, the surface free energy, and the surface entropy. When the method is applied to the series of normal alkanes, it allows calculation of the area of the molecules on these liquid surfaces and to deduce the orientation of these molecules. Moreover, the molecular areas of the first terms of the alkane series and of hydrogen are also obtained by extrapolation.

    As a result of a pilot project developed at the old Spanish 'Junta de Energia Nuclear' to extract uranium from ores, tailings materials were generated. Most of these residual materials were sent back to different uranium mines, but a small amount of it was mixed with conventional building materials and deposited near the old plant until the surrounding ground was flattened. The affected land is included in an area under institutional control and used as recreational area. At the time of processing, uranium isotopes were separated but other radionuclides of the uranium decay series as Th-230, Ra-226 and daughters remain in the residue. Recently, the analyses of samples taken at different ground's depths confirmed their presence. This paper presents the methodology used to calculate the derived concentration level to ensure that the reference dose level of 0.1 mSv y-1 used as radiological criteria. In this study, a radiological impact assessment was performed modeling the area as recreational scenario. The modelization study was carried out with the code RESRAD considering as exposure pathways, external irradiation, inadvertent ingestion of soil, inhalation of resuspended particles, and inhalation of radon (Rn-222). As result was concluded that, if the concentration of Ra-226 in the first 15 cm of soil is lower than, 0.34 Bq g{sup -1}, the dose would not exceed the reference dose. Applying this value as a derived concentration level and comparing with the results of measurements on the ground, some areas with a concentration of activity slightly higher than latter were found. In these zones the remediation proposal has been to cover with a layer of 15 cm of clean material. This action represents a reduction of 85% of the dose and ensures compliance with the reference dose. (authors)

    This project examines the implementation of an exterior insulation and over-clad strategy for brick masonry buildings in Chicago—a free-standing two story two-family dwelling and a larger free-standing multifamily building. The test homes selected for this research represent predominant housing types for the Chicago area, in which high heating energy use typical in these buildings threaten housing affordability, and uninsulated mass masonry wall assemblies are uncomfortable for residents. In this project, the Community and Economic Development Association of Cook County, Inc. (CEDA) has secured a Sustainable Energy Resources for Consumers (SERC) innovation grant sponsored by DOE to pursue a pilot implementation of innovative approaches to retrofit in masonry wall enclosures. The retrofit measures are evaluated in terms of feasibility, cost and performance. Through observations of the strategies implemented, the research described in this report identifies measures critical to performance as well as conditions for wider adoption. The research also identifies common factors that must be considered in determining whether the exterior insulation and over-clad strategy is appropriate for the building.

    Most of Chicago’s older multifamily housing stock is heated by centrally metered steam or hydronic systems. The cost of heat is typically absorbed into the owner’s operating cost and is then passed to tenants. Central boilers typically have long service lifetimes; the incentive for retrofit system efficiency upgrades is greater than equipment replacement for the efficiency-minded owner. System improvements as the “low-hanging fruit” are familiar, from improved pipe insulation to aftermarket controls such as outdoor temperature reset (OTR) or lead/lag controllers for sites with multiple boilers. Beyond these initial system efficiency upgrades are an emerging class of Advanced Load Monitoring (ALM) aftermarket controllers that dynamically respond to the boiler load, with claims of 10% to 30% of fuel savings over a heating season. In this project, the Building America team Partnership for Advanced Residential Retrofit (PARR) installed and monitored an ALM aftermarket controller, the M2G from Greffen Systems, at two Chicago area multifamily buildings with existing OTR control. Results show that energy savings depend on the degree to which boilers are oversized for their load, represented by cycling rates. Also, savings vary over the heating season with cycling rates, with greater savings observed in shoulder months. Over the monitoring period, oversized boilers at one site showed reductions in cycling and energy consumption in line with prior laboratory studies, while less oversized boilers at another site showed muted savings.

    The primary objective of this research was to advance the prediction of solute transport between the Uranium contaminated Hanford aquifer and the Columbia River at the Hanford 300 Area by improving understanding of how fluctuations in river stage, combined with subsurface heterogeneity, impart spatiotemporal complexity to solute exchange along the Columbia River corridor. Our work explored the use of continuous waterborne electrical imaging (CWEI), in conjunction with fiber-optic distributed temperature sensor (FO-DTS) and time-lapse resistivity monitoring, to improve the conceptual model for how groundwater/surface water exchange regulates uranium transport. We also investigated how resistivity and induced polarization can be used to generate spatially rich estimates of the variation in depth to the Hanford-Ringold (H-R) contact between the river and the 300 Area Integrated Field Research Challenge (IFRC) site. Inversion of the CWEI datasets (a data rich survey containing {approx}60,000 measurements) provided predictions of the distributions of electrical resistivity and polarizability, from which the spatial complexity of the primary hydrogeologic units along the river corridor was reconstructed. Variation in the depth to the interface between the overlying coarse-grained, high permeability Hanford Formation and the underlying finer-grained, less permeable Ringold Formation, an important contact that limits vertical migration of contaminants, has been resolved along {approx}3 km of the river corridor centered on the IFRC site in the Hanford 300 Area. Spatial variability in the thickness of the Hanford Formation captured in the CWEI datasets indicates that previous studies based on borehole projections and drive-point and multi-level sampling likely overestimate the contributing area for uranium exchange within the Columbia River at the Hanford 300 Area.     The Office of Defense Programs (DP) was the first US Department of Energy (DOE) Cognizant Secretarial Office (CSO) to attempt to benchmark private industries for best-in-class practices in the field of pollution prevention. Defense Programs` intent in this effort is to identify and bring to DOE field offices strategic and technological tools that have helped private companies minimize waste and prevent pollution. Defense Programs` premier benchmarking study focused on business practices and process improvements used to implement exceptional pollution prevention programs in four privately owned companies. The current interest in implementing partnerships information exchange, and technology transfer with the private sector prompted DP to continue to seek best practices in the area of pollution prevention through a second benchmarking endeavor in May 1994. This report presents the results of that effort. The decision was made to select host facilities that own processes similar to those at DOE plants and laboratories, that have programs that have been recognized on a local or national level, that have an interest in partnering with the Department on an information-sharing basis, and that are located in proximity to each other. The DP benchmarking team assessed the pollution prevention programs of five companies in the Chicago area--GE Plastics, Navistar, Northrop Corporation, Sundstrand and Caterpillar. At all facilities visited, Ozone Depleting Compounds (ODCs), hazardous wastes, releases under the Superfund Amendments and Reauthorization Act (SARA), waste water and non-hazardous wastes are being eliminated, replaced, reduced, recycled and reused whenever practicable.

    In this paper the author presents some of his thoughts on the relationship between transportation and how Chicago used its land. He has chosen to do this by looking at the question from a historical perspective. He attempts to do this by tracking the link between transportation and the use of land. This linkage actually involves only a few simple human factors such as a desire to pay the least amount for land, getting from place to place as swiftly as possible, being paid the most for work done and living in a country-like setting with all of the serenity that image conjures. The author argues these factors are what brought Chicago to where it is, and makes no attempt to judge this as good or bad. The author argues that energy consumption or scarcity, like railroad or transit strikes, have had little long-term effect on how people travel and therefore how they use land. The notion that resources were inexhaustible permeated Chicago`s early history. Human factors appear to the author to have had and probably will continue to have a more profound effect on transportation than anything else. He does not believe society knows what individuals will pay in energy costs to maintain their real or perceived mobility. The real cost of fuel and vehicles is much higher (and so is transit usage) in Europe, but VMT and vehicle ownership still are growing at an astounding rate. Mobility is perceived as good, not bad. How does one convince people to limit their mobility when it is good?

    The U.S. Department of Energy awarded Loyola University Chicago and the Institute of Environmental Sustainability (IES) $486,000.00 for the proposal entitled “Chicago clean air, clean water project: Environmental monitoring for a healthy, sustainable urban future.” The project supported the purchase of analytical instruments for the development of an environmental analytical laboratory. The analytical laboratory is designed to support the testing of field water and soil samples for nutrients, industrial pollutants, heavy metals, and agricultural toxins, with special emphasis on testing Chicago regional soils and water affected by coal-based industry. Since the award was made in 2010, the IES has been launched (fall 2013), and the IES acquired a new state-of-the-art research and education facility on Loyola University Chicago’s Lakeshore campus. Two labs were included in the research and education facility. The second floor lab is the Ecology Laboratory where lab experiments and analyses are conducted on soil, plant, and water samples. The third floor lab is the Environmental Toxicology Lab where lab experiments on environmental toxins are conducted, as well as analytical tests conducted on water, soil, and plants. On the south end of the Environmental Toxicology Lab is the analytical instrumentation collection purchased from the present DOE grant, which is overseen by a full time Analytical Chemist (hired January 2016), who maintains the instruments, conducts analyses on samples, and helps to train faculty and undergraduate and graduate student researchers.

    In 1994, the U.S. Supreme Court held that ash generated by waste-to-energy (WTE) facilities was not exempt from Subtitle C hazardous waste management regulations under the Resource Conservation and Recovery Act (RCRA). As a result of City of Chicago v. Environmental Defense Fund, Inc., WTE installations are required to test their combustion ash and determine whether it is hazardous. The WTE industry and the municipalities utilizing WTE technologies initially feared that if significant amounts of their ash tested hazardous, the costs and liabilities associated with RCRA Subtitle C hazardous waste management requirements would pose a serious threat to the continued viability of the WTE concept. In this article, the author presents a review of the WTE industry in the five years following the decision, and finds that the specter of the decline of WTE has not materialized.

    In 1997, the U.S. Environmental Protection Agency (EPA) established the ''Heat Island Reduction Initiative'' to quantify the potential benefits of Heat-Island Reduction (HIR) strategies (i.e., shade trees, reflective roofs, reflective pavements and urban vegetation) to reduce cooling-energy use in buildings, lower the ambient air temperature and improve urban air quality in cities, and reduce CO2 emissions from power plants. Under this initiative, the Urban Heat Island Pilot Project (UHIPP) was created with the objective of investigating the potential of HIR strategies in residential and commercial buildings in three initial UHIPP cities: Baton Rouge, LA; Sacramento, CA; and Salt Lake City, UT. Later two other cities, Chicago, IL and Houston, TX were added to the UHIPP. In an earlier report we summarized our efforts to calculate the annual energy savings, peak power avoidance, and annual CO2 reduction obtainable from the introduction of HIR strategies in the initial three cities. This report summarizes the results of our study for Chicago and Houston. In this analysis, we focused on three building types that offer the highest potential savings: single-family residence, office and retail store. Each building type was characterized in detail by vintage and system type (i.e., old and new building constructions, and gas and electric heat). We used the prototypical building characteristics developed earlier for each building type and simulated the impact of HIR strategies on building cooling- and heating-energy use and peak power demand using the DOE-2.1E model. Our simulations included the impact of (1) strategically-placed shade trees near buildings [direct effect], (2) use of high-albedo roofing material on the building [direct effect], (3) urban reforestation with high-albedo pavements and building surfaces [indirect effect] and (4) combined strategies 1, 2, and 3 [direct and indirect effects].     Site analyses and literature reviews were conducted to determine the feasibility of building an energy-producing municipal waste incinerator at Calumet Lake, Illinois. The amount of burnable waste produced within 5 and 10 miles of the near-Chicago site, the composition and heating value of this solid waste, and the air pollution impacts of waste incineration were determined, and the economic value of recovered material or of steam and electricity produced at the plant are discussed. It is concluded that there is sufficient refuse in the area to support a refuse processing center, that increasng landfill costs make such a center economically attractive, and that the Btu content of the refuse is adequate to produce steam for heat and power use. Replacing existing oil-fired power plants with this facility would result in an 88% reduction in current pollutant emission levels. There is a ready market for steam that could be produced. It is recommended that steps be taken to implement the establishment of the proposed waste processing center. (LCL)

  11. FINAL PROJECT REPORT: A Geophysical Characterization & Monitoring Strategy for Determining Hydrologic Processes in the Hyporheic Corridor at the Hanford 300-Area

    The primary objective of this research was to advance the prediction of solute transport between the Uranium contaminated Hanford aquifer and the Columbia River at the Hanford 300 Area by improving understanding of how fluctuations in river stage, combined with subsurface heterogeneity, impart spatiotemporal complexity to solute exchange along the Columbia River corridor. Our work explored the use of continuous waterborne electrical imaging (CWEI), in conjunction with fiber-optic distributed temperature sensor (FO-DTS) and time-lapse resistivity monitoring, to improve the conceptual model for how groundwater/surface water exchange regulates uranium transport. We also investigated how resistivity and induced polarization can be used to generate spatially rich estimates of the variation in depth to the Hanford-Ringold (H-R) contact between the river and the 300 Area Integrated Field Research Challenge (IFRC) site. Inversion of the CWEI datasets (a data rich survey containing ~60,000 measurements) provided predictions of the distributions of electrical resistivity and polarizability, from which the spatial complexity of the primary hydrogeologic units along the river corridor was reconstructed. Variation in the depth to the interface between the overlying coarse-grained, high permeability Hanford Formation and the underlying finer-grained, less permeable Ringold Formation, an important contact that limits vertical migration of contaminants, has been resolved along ~3 km of the river corridor centered on the IFRC site in the Hanford 300 Area. Spatial variability in the thickness of the Hanford Formation captured in the CWEI datasets indicates that previous studies based on borehole projections and drive-point and multi-level sampling likely overestimate the contributing area for uranium exchange within the Columbia River at the Hanford 300 Area.     Beyond these initial system efficiency upgrades are an emerging class of Advanced Load Monitoring (ALM) aftermarket controllers that dynamically respond to the boiler load, with claims of 10% to 30% of fuel savings over a heating season. For hydronic boilers specifically, these devices perform load monitoring, with continuous measurement of supply and in some cases return water temperatures. Energy savings from these ALM controllers are derived from dynamic management of the boiler differential, where a microprocessor with memory of past boiler cycles prevents the boiler from firing for a period of time, to limit cycling losses and inefficient operation during perceived low load conditions. These differ from OTR controllers, which vary boiler setpoint temperatures with ambient conditions while maintaining a fixed differential. PARR installed and monitored the performance of one type of ALM controller, the M2G from Greffen Systems, at multifamily sites in the city of Chicago and its suburb Cary, IL, both with existing OTR control. Results show that energy savings depend on the degree to which boilers are over-sized for their load, represented by cycling rates. Also savings vary over the heating season with cycling rates, with greater savings observed in shoulder months. Over the monitoring period, over-sized boilers at one site showed reductions in cycling and energy consumption in line with prior laboratory studies, while less over-sized boilers at another site showed muted savings.

In addition, this study examined levels of some of the lanthanides in these mushrooms, as lanthanide uptake in higher fungi has not been quantified to date. In 1995 and 1996, sporocarps from three species of ectomycorrhizal fungi (Amanita flavorubescens, Amanita rubescens, and Russula pectinatoides) were collected from Cowles Bog, Indiana Dunes National Lakeshore (near an industrial area) and the Palos forest preserves (near a residential area). Soil was also collected from the Cowles Bog plots; metals were extracted from the soil, either with local Lake Michigan water or with nitric acid. These two extractions were meant to simulate the natural soil equilibrium concentrations of soluble metals and the maximum possible effects of any fungal chelating chemicals, respectively. An inductively coupled plasma mass spectrometer was used to analyze soil extracts and nitric acid digests of whole sporocarps for the target analytes. The metals found at elevated levels in the mushrooms included four of environmental interest (Ag, Cd, Ba, and Pb) and three lanthanides (La, Ce, and Nd). Significant differences in uptake of metals were observed between A. rubescens and R. pectinatoides, while A. rubescens and A. flavorubescens were not significantly different. With regard to location, more cadmium was found in Cowles Bog collections of A. rubescens, while Palos forest A. rubescens had more of the lanthanides and barium. Significant specimen-to-specimen variation occurred in all populations examined.   4. Improving the Field Performance of Natural Gas Furnaces, Chicago, Illinois (Fact Sheet)

    The objective of this project is to examine the impact that common installation practices and age-induced equipment degradation may have on the installed performance of natural gas furnaces, as measured by steady-state efficiency and AFUE. PARR identified twelve furnaces of various ages and efficiencies that were operating in residential homes in the Des Moines Iowa metropolitan area and worked with a local HVAC contractor to retrieve them and test them for steady-state efficiency and AFUE in the lab. Prior to removal, system airflow, static pressure, equipment temperature rise, and flue loss measurements were recorded for each furnace. After removal from the field the furnaces were transported to the Gas Technology Institute (GTI) laboratory, where PARR conducted steady-state efficiency and AFUE testing. The test results show that steady-state efficiency in the field was 6.4% lower than that measured for the same furnaces under standard conditions in the lab, which included tuning the furnace input and air flow rate. Comparing AFUE measured under ASHRAE standard conditions with the label value shows no reduction in efficiency for the furnaces in this study over their 15 to 24 years of operation when tuned to standard conditions. Further analysis of the data showed no significant correlation between efficiency change and the age or the rated efficiency of the furnace.

    Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

    People who inject drugs (PWID) are at high risk for blood-borne pathogens transmitted during the sharing of contaminated injection equipment, particularly hepatitis C virus (HCV). HCV prevalence is influenced by a complex interplay of drug-use behaviors, social networks, and geography, as well as the availability of interventions, such as needle exchange programs. To adequately address this complexity in HCV epidemic forecasting, we have developed a computational model, the Agent-based Pathogen Kinetics model (APK). APK simulates the PWID population in metropolitan Chicago, including the social interactions that result in HCV infection. We used multiple empirical data sources on Chicago PWID to build a spatial distribution of an in silico PWID population and modeled networks among the PWID by considering the geography of the city and its suburbs. APK was validated against 2012 empirical data (the latest available) and shown to agree with network and epidemiological surveys to within 1%. For the period 2010–2020, APK forecasts a decline in HCV prevalence of 0.8% per year from 44(±2)% to 36(±5)%, although some sub-populations would continue to have relatively high prevalence, including Non-Hispanic Blacks, 48(±5)%. The rate of decline will be lowest in Non-Hispanic Whites and we find, in a reversal of historical trends, that incidence among non-Hispanic Whites would exceed incidence among Non-Hispanic Blacks (0.66 per 100 per years vs 0.17 per 100 person years). APK also forecasts an increase in PWID mean age from 35(±1) to 40(±2) with a corresponding increase from 59(±2)% to 80(±6)% in the proportion of the population >30 years old. Our research highlight the importance of analyzing sub-populations in disease predictions, the utility of computer simulation for analyzing demographic and health trends among PWID and serve as a tool for guiding intervention and prevention strategies in Chicago, and other major cities.

    This report describes the use of the Set Equation Transformation System (SETS) for vital area analysis. Several concepts are introduced which enable the analyst to construct more efficient SETS user programs to perform vital area analysis. The advantages of performing the transformation of variables without first determining the minimal cut sets of the fault tree are discussed. A ''bottom-up'' approach to solving a fault tree is presented. The techniques described for vital area analysis are also suitable and efficient for many kinds of common cause analysis.

    During the third quarter of 1990 the wells which make up the H-Area Seepage Basins (H-HWMF) monitoring network were sampled. Laboratory analyses were performed to measure levels of hazardous constituents, indicator parameters, tritium, nonvolatile beta, and gross alpha. A Gas Chromatograph Mass Spectrometer (GCMS) scan was performed on all wells sampled to determine any hazardous organic constituents present in the groundwater. The primary contaminants observed at wells monitoring the H-Area Seepage Basins are tritium, nitrate, mercury, gross alpha, nonvolatile beta, trichloroethylene (TCE), tetrachloroethylene, lead, cadmium, arsenic, and total radium.

    To ensure research and development programs focus on the most pressing environmental restoration and waste management problems at the U.S. Department of Energy (DOE), the Assistant Secretary for the Office of Environmental Management (EM) established a working group in August 1993 to implement a new approach to research and technology development. As part of this new approach, EM developed a management structure and principles that led to the creation of specific Focus Areas. These organizations were designed to focus the scientific and technical talent throughout DOE and the national scientific community on the major environmental restoration and waste management problems facing DOE. The Focus Area approach provides the framework for intersite cooperation and leveraging of resources on common problems. After the original establishment of five major Focus Areas within the Office of Technology Development (EM-50, now called the Office of Science and Technology), the Nuclear Materials Stabilization Task Group (EM-66) followed the structure already in place in EM-50 and chartered the Plutonium Focus Area (PFA).     The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. Migration of these plumes threatens local and regional water sources, and in some cases has already adversely impacted off-site rsources. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.

    This report was prepared to discuss the alternatives available for removing the 300 Area overhead signal cable system. This system, installed in 1969, has been used for various monitoring and communication signaling needs throughout the 300 Area. Over the years this cabling system has deteriorated, has been continually reconfigured, and has been poorly documented to the point of nonreliability. The first step was to look at the systems utilizing the overhead signal cable that are still required for operation. Of the ten systems that once operated via the signal cable, only five are still required; the civil defense evacuation alarms, the public address (PA) system, the criticality alarms, the Pacific Northwest Laboratory Facilities Management Control System (FMCS), and the 384 annunciator panel. Of these five, the criticality alarms and the FMCS have been dealt with under other proposals. Therefore, this study focused on the alternatives available for the remaining three systems (evacuation alarms, PA system, and 384 panel) plus the accountability aid phones. Once the systems to be discussed were determined, then three alternatives for providing the signaling pathway were examined for each system: (1) re-wire using underground communication ducts, (2) use the Integrated Voice/Data Telecommunications System (IVDTS) already installed and operated by US West, and (3) use radio control. Each alternative was developed with an estimated cost, advantages, and disadvantages. Finally, a recommendation was provided for the best alternative for each system.

    The corrections system in the U.S. is supervising over five million offenders. This number is rising fast and so are the direct and indirect costs to society. To improve supervision and reduce the cost of parole and probation, first generation home arrest systems were introduced in 1987. While these systems proved to be helpful to the corrections system, their scope is rather limited because they only cover an offender at a single location and provide only a partial time coverage. To correct the limitations of first-generation systems, second-generation wide area continuous electronic offender monitoring systems, designed to monitor the offender at all times and locations, are now on the drawing board. These systems use radio frequency location technology to track the position of offenders. The challenge for this technology is the development of reliable personal locator devices that are small, lightweight, with long operational battery life, and indoors/outdoors accuracy of 100 meters or less. At the center of a second-generation system is a database that specifies the offender`s home, workplace, commute, and time the offender should be found in each. The database could also define areas from which the offender is excluded. To test compliance, the system would compare the observed coordinates of the offender with the stored location for a given time interval. Database logfiles will also enable law enforcement to determine if a monitored offender was present at a crime scene and thus include or exclude the offender as a potential suspect.

  1. Wetland survey of selected areas in the K-24 Site Area of responsibility

    In accordance with DOE Regulations for Compliance with Floodplain/Wetlands Environmental Review Requirements, wetland surveys were conducted in selected areas within the K-25 Area of Responsibility during the summer of 1994. These areas are Mitchell Branch, Poplar Creek, the K-770 OU, Duct Island Peninsula, the Powerhouse area, and the K-25 South Corner. Previously surveyed areas included in this report are the main plant area of the K-25 Site, the K-901 OU, the AVLIS site, and the K-25 South Site. Wetland determinations were based on the USACE methodology. Forty-four separate wetland areas, ranging in size from 0.13 to 4.23 ha, were identified. Wetlands were identified in all of the areas surveyed with the exception of the interior of the Duct Island Peninsula and the main plant area of the K-25 Site. Wetlands perform functions such as floodflow alteration, sediment stabilization, sediment and toxicant retention, nutrient transformation, production export, and support of aquatic species and wildlife diversity and abundance. The forested, scrub-shrub, and emergent wetlands identified in the K-25 area perform some or all of these functions to varying degrees.

A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    The Blaze high-performance visual computing system serves the high-performance computing research and education needs of University of Illinois at Chicago (UIC). Blaze consists of a state-of-the-art, networked, computer cluster and ultra-high-resolution visualization system called CAVE2(TM) that is currently not available anywhere in Illinois. This system is connected via a high-speed 100-Gigabit network to the State of Illinois' I-WIRE optical network, as well as to national and international high speed networks, such as the Internet2, and the Global Lambda Integrated Facility. This enables Blaze to serve as an on-ramp to national cyberinfrastructure, such as the National Science Foundation’s Blue Waters petascale computer at the National Center for Supercomputing Applications at the University of Illinois at Chicago and the Department of Energy’s Argonne Leadership Computing Facility (ALCF) at Argonne National Laboratory. DOE award # DE-SC005067, leveraged with NSF award #CNS-0959053 for “Development of the Next-Generation CAVE Virtual Environment (NG-CAVE),” enabled us to create a first-of-its-kind high-performance visual computing system. The UIC Electronic Visualization Laboratory (EVL) worked with two U.S. companies to advance their commercial products and maintain U.S. leadership in the global information technology economy. New applications are being enabled with the CAVE2/Blaze visual computing system that is advancing scientific research and education in the U.S. and globally, and help train the next-generation workforce.

  6. Preliminary characterization of the 100 area at Argonne National Laboratory

    This characterization report is based on the results of sampling and an initial environmental assessment of the 100 Area of Argonne National Laboratory. It addresses the current status, projected data requirements, and recommended actions for five study areas within the 100 Area: the Lime Sludge Pond, the Building 108 Liquid Retention Pond, the Coal Yard, the East Area Burn Pit, and the Eastern Perimeter Area. Two of these areas are solid waste management units under the Resource Conservation and Recovery Act (the Lime Sludge Pond and the Building 108 Liquid Retention Pond); however, the Illinois Environmental Protection Agency has determined that no further action is necessary for the Lime Sludge Pond. Operational records for some of the activities were not available, and one study area (the East Area Burn Pit) could not be precisely located. Recommendations for further investigation include sample collection to obtain the following information: (1) mineralogy of major minerals and clays within the soils and underlying aquifer, (2) pH of the soils, (3) total clay fraction of the soils, (4) cation exchange capacity of the soils and aquifer materials, and (5) exchangeable cations of the soils and aquifer material. Various other actions are recommended for the 100 Area, including an electromagnetic survey, sampling of several study areas to determine the extent of contamination and potential migration pathways, and sampling to determine the presence of any radionuclides. For some of the study areas, additional actions are contingent on the results of the initial recommendations.

    S>An improved area radiation dose monitor is designed which is adapted to compensate continuously for background radiation below a threshold dose rate and to give warning when the dose integral of the dose rate of an above-threshold radiation excursion exceeds a selected value. This is accomplished by providing means for continuously charging an ionization chamber. The chamber provides a first current proportional to the incident radiation dose rate. Means are provided for generating a second current including means for nulling out the first current with the second current at all values of the first current corresponding to dose rates below a selected threshold dose rate value. The second current has a maximum value corresponding to that of the first current at the threshold dose rate. The excess of the first current over the second current, which occurs above the threshold, is integrated and an alarm is given at a selected integrated value of the excess corresponding to a selected radiation dose.
