    The authority to regulate the operatons of public utilities in Nevada is vested generally in the Public Service Commission. The Commission is comprised of three members appointed by the governor to four year terms. One of the members is designated by the governor to act as chairman and serves in that capacity at the pleasure of the governor. Commissioners must be free from employment or pecuniary interests which are incompatible with the duties of the Commission. Within the purview of its powers, the authority of the Commission supercedes that of local governments. Local governments play a role in regulating public utilities only through the exercise of their zoning and franchising powers. In addition, municipally-owned utilities are totally exempt from Commission control. No specific procedure is provided by which the decisions of local governments regarding utilities may be reviewed by the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The Wisconsin state legislature has designated the Public Service Commission (PSC) as the agency responsible for regulating public utilities, and has prescribed the manner in which such utilities are to be regulated. The PSC consists of three commissioners appointed to staggered six-year terms by the governor and confirmed by the senate. Municipalities are given certain limited regulatory powers over public utilities. They are allowed to determine the quality and character of each kind of product or service to be rendered by any public utility within the municipality; to determine all other terms and conditions upon which a public utility may be permitted to occupy the streets, highways or other public places within the municipality; and may require such additions and extensions to (a public utility's) physical plant within said municipality as shall be reasonable and necessary in the interest of the public, and to designate the location and nature of all such additions and extensions subject to review by the PSC. However, the PSC has original and concurrent jurisdiction with municipalities to require extensions of service and to regulate service. Municipalities may purchase and own public utilities; however, such utilities are subject to regulation by the PSC. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    This paper proposes an approach to the creation of design tools that address the real information needs of designers in the early stages of design of nonresidential buildings. Traditional simplified design tools are typically too limited to be of much use, even in conceptual design. The proposal is to provide access to the power of detailed simulation tools, at a stage in design when little is known about the final building, but at a stage also when the freedom to explore options is greatest. The proposed approach to tool design has been derived from consultation with design analysis teams as part of the COMFEN tool development. The paper explores how tools like COMFEN have been shaped by this consultation and how requests from these teams for real-world relevance might shape such tools in the future, drawing into the simulation process the lessons from Post Occupancy Evaluation (POE) of buildings.

It is composed of three commissioners appointed by the governor with the advice and consent of the senate. Once appointed, a commissioner serves for a six-year period.     Pursuant to constitutional South Carolina mandate the General Assembly has created the Public Service Commission. The Commission is composed of seven members elected to four year terms by the General Assembly. One commissioner is elected from each of seven districts corresponding to the congressional districts as they existed as of January 1, 1930. The commissioners elect one of their members as chairman. The South Carolina statutes contain separate chapters dealing with the regulation of public utilities and electric utilities. Public utility includes the furnishing of gas or heat (other than by means of electricity) to the public. While the Commission is granted general supervisory and regulatory powers over public utilities and electric utilities, total governments retain some control over electrical utilities. All municipality's have the power to grant exclusive franchises to such utilities for the furnishing of light to the municipality and its inhabitants.     The authority to regulate public utilities is vested generally in the Florida Public Service Commission. The Commission is comprised of five members appointed by the governor with the approval of the senate. The governor must choose his appointees from a list of persons recommended by the nine-person Florida Public Service Commission Nominating Council. Commissioners serve either three- or four-year terms. They must be free from any employment or pecuniary interests in any utility subject to the jurisdiction of the Commission. Within the purview of its powers, the authority of the Commission supersedes that of local governments. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The purpose of this System Design Description (SDD) is to describe the characteristics of the Cold Vacuum Drying (CVD) Facility general service helium system. The general service helium system is a general service facility process support system, but does include safety-class structures, systems and components (SSCs) providing protection to the offsite public. The general service helium system also performs safety-significant functions that provide protection to onsite workers. The general helium system essential function is to provide helium (He) to support process functions during all phases of facility operations. General service helium is used to purge the cask and the MCO in order to maintain their internal atmospheres below hydrogen flammability concentrations. The general service helium system also supplies helium to purge the process water conditioning (PWC) lines and components and the vacuum purge system (VPS) vacuum pump. The general service helium system, if available following an Safety Class Instrument and Control System (SCIC) Isolation and Purge (IS0 and PURGE) Trip, can provide an alternate general service helium system source to supply the Safety-Class Helium (SCHe) System.

    The Maine Supreme Court holds that the regulation of the operations of public utilities is an exercise of the police powers of the state. The legislature has delegated such regulatory authority to the Maine Public Utilities Commission (PUC). The statutes provide no role for local government in the regulation of public utilities. The PUC consists of three full time members, appointed by the Governor subject to review by the Joint Standing Committee on Public Utilities and to confirmation by the Legislature. They each serve seven year terms. One member is designated by the Governor as chairman. The Commission appoints a secretary, assistant secretary, director of transportation, and, with the approval of the Attorney General, a general counsel. A member of the PUC cannot have any official or professional connection or relation with or hold any stock or securities in any public utility.     This paper presents the design process of collaborative tools, based on ICT, aiming at supporting the tasks of the team that manages an outage of an energy production plant for maintenance activities. The design process follows an iterative and multidisciplinary approach, based on a collective tasks modeling of the outage management team in the light of Socio Organizational and Human (SOH) field studies, and on the state of the art of ICT. Field test of the collaborative tools designed plays a great place in this approach, allowing taking into account the operational world but involves also some risks which must be managed. To implement tools on all the production plants, we build an 'operational concept' with a level of description which authorizes the evolution of tools and allows some local adaptations. The field tests provide lessons on the ICT topics. For examples: the status of the remote access tools, the potential of use of a given information input by an actor for several individual and collective purposes, the actors perception of the tools meaning, and the requirements for supporting the implementation of change.     The goal of the MOLIS project was to develop, design, and pilot test on-line access to current information on minority colleges and universities as well as federal minority opportunities. Federal Information Exchange, Inc. (FIE), a diversified information services company recognized by researchers and educators as a leader in the field of information delivery services, was awarded a 5 year small business research grant to develop and implement MOLIS. Since going on-line on April 29, 1991, MOLIS has provided current information on 138 Black and Hispanic colleges and universities -- including faculty and student profiles, financial data, research centers and equipment information, precollege and education programs, emerging capabilities, enrollment data, administrative personnel data, and current events -- as well as minority opportunities from participating federal agencies. Six federal agencies are currently participating in MOLIS, including: Agency for International Development; Department of Commerce; Department of Energy; Department of Housing and Urban Development; National Aeronautics and Space Administration; and National Science Foundation.

    In this thesis work, a QoS model for real-time interactive traffic on a real network with constrained bandwidth and real-time traffic has been proposed. The model supports tight guarantees of QoS to real-time interactive traffic without over provisioning of bandwidth. A dynamic scheduling model which is adaptive to input data rate of traffic has been proposed. In this model, A Differentiated Service (DiffServ) based approach is proposed for QoS provisioning. The packets are classified and distributed among finite number of queues with limited buffer based on different priorities and total available bandwidth. The model proposes a mechanism to derive the weighted service rates and queue length distribution so as to meet the requirement of low packet loss and delay for real time interactive traffic in the QoS engineered network.     Urban areas in warm climates create summer heat islands of daily average intensity of 3--5{degrees}C, adding to discomfort and increasing air-conditioning loads. Two important factors contributing to urban heat islands are reductions in albedo (lower overall city reflectance) and loss of vegetation (less evapotranspiration). Reducing summer heat islands by planting vegetation (shade trees) and increasing surface albedos, saves cooling energy, allows down-sizing of air conditioners, lowers air-conditioning peak demand, and reduces the emission of CO{sub 2} and other pollutants from electric power plants. The focus of this multi-year project, jointly sponsored by SMUD and the California Institute for Energy Efficiency (CIEE), was to measure the direct cooling effects of trees and white surfaces (mainly roofs) in a few buildings in Sacramento. The first-year project was to design the experiment and obtain base case data. We also obtained limited post retrofit data for some sites. This report provides an overview of the project activities during the first year at six sites. The measurement period for some of the sites was limited to September and October, which are transitional cooling months in Sacramento and hence the interpretation of results only apply to this period. In one house, recoating the dark roof with a high-albedo coating rendered air conditioning unnecessary for the month of September (possible savings of up to 10 kWh per day and 2 kW of non-coincidental peak power). Savings of 50% relative to an identical base case bungalow were achieved when a school bungalow`s roof and southeast wall were coated with a high-albedo coating during the same period. Our measured data for the vegetation sites do not indicate conclusive results because shade trees were small and the cooling period was almost over. We need to collect more data over a longer cooling season in order to demonstrate savings conclusively.

    This paper presents DynaBot, a domain-specific web service discovery system. The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

It is one component of the U.S. Fish and Wildlife Service Lands Biomonitoring Operations Manual. The Volume contains the Introduction to the Manual, background information on monitoring, and procedures for developing a biomonitoring strategy for Service lands. The purpose of the Biomonitoring Operations Manual is to provide an approach to develop and implement biomonitoring activities to assess the status and trends of U.S. Fish and Wildlife Service trust resources. It also provides field sampline methods and documentation protocols for contaminant monitoring activities. The strategy described in the Manual has been designed as a stand alone process to characterize the presence of contaminants on lands managed by the Service. This process can be sued to develop a monitoring program for any tract of real estate with potential threats from on- or off-site contaminants. Because the process was designed to address concerns for Service lands that span the United States from Alaska to the Tropical Islands, it has a generic format that can be used in al types of ecosystems, however, significant site specific informtion is required to complete the Workbook and make the process work successfully.

    This report documents refined requirements for tools to aid the process of force design in Operations Other Than War (OOTWs). It recommends actions for the creation of one tool and work on other tools relating to mission planning. It also identifies the governmental agencies and commands with interests in each tool, from whom should come the user advisory groups overseeing the respective tool development activities. The understanding of OOTWs and their analytical support requirements has matured to the point where action can be taken in three areas: force design, collaborative analysis, and impact analysis. While the nature of the action and the length of time before complete results can be expected depends on the area, in each case the action should begin immediately. Force design for OOTWs is not a technically difficult process. Like force design for combat operations, it is a process of matching the capabilities of forces against the specified and implied tasks of the operation, considering the constraints of logistics, transport and force availabilities. However, there is a critical difference that restricts the usefulness of combat force design tools for OOTWs: the combat tools are built to infer non-combat capability requirements from combat capability requirements and cannot reverse the direction of the inference, as is required for OOTWs. Recently, OOTWs have played a larger role in force assessment, system effectiveness and tradeoff analysis, and concept and doctrine development and analysis. In the first Quadrennial Defense Review (QDR), each of the Services created its own OOTW force design tool. Unfortunately, the tools address different parts of the problem and do not coordinate the use of competing capabilities. These tools satisfied the immediate requirements of the QDR, but do not provide a long-term cost-effective solution.

    Hanford Analytical Services Quality Assurance Requirements Document (HASQARD) is issued by the Analytical Services, Program of the Waste Management Division, US Department of Energy (US DOE), Richland Operations Office (DOE-RL). The HASQARD establishes quality requirements in response to DOE Order 5700.6C (DOE 1991b). The HASQARD is designed to meet the needs of DOE-RL for maintaining a consistent level of quality for sampling and field and laboratory analytical services provided by contractor and commercial field and laboratory analytical operations. The HASQARD serves as the quality basis for all sampling and field/laboratory analytical services provided to DOE-RL through the Analytical Services Program of the Waste Management Division in support of Hanford Site environmental cleanup efforts. This includes work performed by contractor and commercial laboratories and covers radiological and nonradiological analyses. The HASQARD applies to field sampling, field analysis, and research and development activities that support work conducted under the Hanford Federal Facility Agreement and Consent Order Tri-Party Agreement and regulatory permit applications and applicable permit requirements described in subsections of this volume. The HASQARD applies to work done to support process chemistry analysis (e.g., ongoing site waste treatment and characterization operations) and research and development projects related to Hanford Site environmental cleanup activities. This ensures a uniform quality umbrella to analytical site activities predicated on the concepts contained in the HASQARD. Using HASQARD will ensure data of known quality and technical defensibility of the methods used to obtain that data. The HASQARD is made up of four volumes: Volume 1, Administrative Requirements; Volume 2, Sampling Technical Requirements; Volume 3, Field Analytical Technical Requirements; and Volume 4, Laboratory Technical Requirements. Volume 1 describes the administrative requirements applicable to each of the other three volumes and is intended to be used in conjunction with the technical volumes.

    In this study, we examine the arrangements for and experiences of end-use loads providing ancillary services (AS) in five electricity markets: Australia, the United Kingdom (UK), the Nordic market, and the ERCOT and PJM markets in the United States. Our objective in undertaking this review of international experience was to identify specific approaches or market designs that have enabled customer loads to effectively deliver various ancillary services (AS) products. We hope that this report will contribute to the ongoing discussion in the U.S. and elsewhere regarding what institutional and technical developments are needed to ensure that customer loads can meaningfully participate in all wholesale electricity markets.

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

    Sliding gate valves have been used in thousands of applications during the past 40 yr. While steam control is a common application for these valves, thy are also used to control other gases and liquids. The sliding gate design provides straight-through flow, which minimizes turbulence, vibration, and noise. Seats are self-cleaning and self-lapping to provide a tight, long-lasting shutoff. A correctly sized valve is essential for accurate control. Valve size should be determined by service and system requirements, not by the size of the existing pipeline. Sizing a valve on the basis of pipeline size usually results in an oversized valve and poor control. Generally, regulator size is smaller than pipe size. Whenever complete information is known (inlet pressure, outlet pressure, or pressure drop, and required flow), determine the valve flow coefficient (C{sub v}) using the equations in ANSI/ISA S75.01 or a flow sizing chart. Tables of values for various types of valves are available from manufacturers. However, when complete system requirements are not known, valve oversizing is prevented by determining the design capacity of piping downstream from the valve. The valve should not be sized to pass more flow than the maximum amount the pipe can handle at a reasonable velocity. An example calculation is given.

  16. SDS: A Framework for Scientific Data Services

    Large-scale scientific applications typically write their data to parallel file systems with organizations designed to achieve fast write speeds. Analysis tasks frequently read the data in a pattern that is different from the write pattern, and therefore experience poor I/O performance. In this paper, we introduce a prototype framework for bridging the performance gap between write and read stages of data access from parallel file systems. We call this framework Scientific Data Services, or SDS for short. This initial implementation of SDS focuses on reorganizing previously written files into data layouts that benefit read patterns, and transparently directs read calls to the reorganized data. SDS follows a client-server architecture. The SDS Server manages partial or full replicas of reorganized datasets and serves SDS Clients' requests for data. The current version of the SDS client library supports HDF5 programming interface for reading data. The client library intercepts HDF5 calls and transparently redirects them to the reorganized data. The SDS client library also provides a querying interface for reading part of the data based on user-specified selective criteria. We describe the design and implementation of the SDS client-server architecture, and evaluate the response time of the SDS Server and the performance benefits of SDS.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. The monitoring and evaluation of laboratory performance can be completed by the use of several tools. This program will discuss the tools that will be utilized for laboratory performance evaluations. Revision 0 will primarily focus on presently available programs using readily available performance evaluation materials provided by DOE, EPA or commercial sources.     The transformation and integration of government services, enabled by the use of new technologies such as application servers and Web services, is fundamental to reduce the cost of government and improving service outcomes to citizens. Many core Government information systems comprise applications running on legacy mainframes, databases and transaction processing monitors. As Governments worldwide provide direct access over the Internet to these legacy applications from the general public, they may be exposed to workloads well above the origin design parameters of these back-end systems. This creates a significant risk of high profile failures for Government agencies whose newly integrated systems become overloaded. In this paper we describe how we conducted a performance assessment of a business-critical, Internet-facing Web services that integrated new and legacy systems from two Australian Government agencies. We leveraged prototype tools from our own research along with known techniques in performance modeling. We were able to clearly demonstrate that the existing hardware and software would be adequate to handle the predicted workload for the next financial year. We were also able to do what-if analysis and predict how the system can perform with alternative strategies to scale the system. We conclude by summarizing the lessons learnt, including the importance of architecture visibility, benchmarking data quality, and measurement feasibility due to issues of outsourcing, privacy legislation and cross-agency involvement.

    This report contains the observations, test results, and conclusions of three separate in-service tests beginning in November 1979 and concluding in September 1983. The in-service tests described in this report produced encouraging results on filters constructed with fiberglass medium containing 5% Nomex and separators of aluminum foil coated with a thin film of vinyl-epoxy polymer. Filters containing medium with Kevlar fiber additives demonstrated they merited further evaluation. Other types of filters tested include separatorless filters (Flanders SuperFlow) and one filter with fiberglass separators. Asbestos-containing filters were used for comparison until their supply was exhausted. All filters tested were judged to have performed satisfactorily under the test conditions.

Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented. Section IV illustrates ease studies that utilize solar applications in the building design.
