    The SRR sampling campaign to obtain residual solids material from the Savannah River Site (SRS) Tank Farm Tank 12 primary vessel resulted in obtaining appreciable material in all 6 planned source samples from the mound strata but only in 5 of the 6 planned source samples from the floor stratum. Consequently, the design of the compositing scheme presented in the Tank 12 Sampling and Analysis Plan, Pavletich (2014a), must be revised. Analytical Development of SRNL statistically evaluated the sampling uncertainty associated with using various compositing arrays and splitting one or more samples for compositing. The variance of the simple mean of composite sample concentrations is a reasonable standard to investigate the impact of the following sampling options. Composite Sample Design Option (a). Assign only 1 source sample from the floor stratum and 1 source sample from each of the mound strata to each of the composite samples. Each source sample contributes material to only 1 composite sample. Two source samples from the floor stratum would not be used. Composite Sample Design Option (b). Assign 2 source samples from the floor stratum and 1 source sample from each of the mound strata to each composite sample. This infers that one source sample from the floor must be used twice, with 2 composite samples sharing material from this particular source sample. All five source samples from the floor would be used. Composite Sample Design Option (c). Assign 3 source samples from the floor stratum and 1 source sample from each of the mound strata to each composite sample. This infers that several of the source samples from the floor stratum must be assigned to more than one composite sample. All 5 source samples from the floor would be used. Using fewer than 12 source samples will increase the sampling variability over that of the Basic Composite Sample Design, Pavletich (2013).   12. Experimental and Sampling Design for the INL-2 Sample Collection Operational Test

    This report describes the experimental and sampling design developed to assess sampling approaches and methods for detecting contamination in a building and clearing the building for use after decontamination. An Idaho National Laboratory (INL) building will be contaminated with BG (Bacillus globigii, renamed Bacillus atrophaeus), a simulant for Bacillus anthracis (BA). The contamination, sampling, decontamination, and re-sampling will occur per the experimental and sampling design. This INL-2 Sample Collection Operational Test is being planned by the Validated Sampling Plan Working Group (VSPWG). The primary objectives are: 1) Evaluate judgmental and probabilistic sampling for characterization as well as probabilistic and combined (judgment and probabilistic) sampling approaches for clearance, 2) Conduct these evaluations for gradient contamination (from low or moderate down to absent or undetectable) for different initial concentrations of the contaminant, 3) Explore judgment composite sampling approaches to reduce sample numbers, 4) Collect baseline data to serve as an indication of the actual levels of contamination in the tests. A combined judgmental and random (CJR) approach uses Bayesian methodology to combine judgmental and probabilistic samples to make clearance statements of the form "X% confidence that at least Y% of an area does not contain detectable contamination” (X%/Y% clearance statements). The INL-2 experimental design has five test events, which 1) vary the floor of the INL building on which the contaminant will be released, 2) provide for varying the amount of contaminant released to obtain desired concentration gradients, and 3) investigate overt as well as covert release of contaminants. Desirable contaminant gradients would have moderate to low concentrations of contaminant in rooms near the release point, with concentrations down to zero in other rooms. Such gradients would provide a range of contamination levels to challenge the sampling

    This document describes the test events and numbers of samples comprising the experimental design that was developed for the contamination, decontamination, and sampling of a building at the Idaho National Laboratory (INL). This study is referred to as the INL Sample Collection Operational Test. Specific objectives were developed to guide the construction of the experimental design. The main objective is to assess the relative abilities of judgmental and probabilistic sampling strategies to detect contamination in individual rooms or on a whole floor of the INL building. A second objective is to assess the use of probabilistic and Bayesian (judgmental + probabilistic) sampling strategies to make clearance statements of the form “X% confidence that at least Y% of a room (or floor of the building) is not contaminated. The experimental design described in this report includes five test events. The test events (i) vary the floor of the building on which the contaminant will be released, (ii) provide for varying or adjusting the concentration of contaminant released to obtain the ideal concentration gradient across a floor of the building, and (iii) investigate overt as well as covert release of contaminants. The ideal contaminant gradient would have high concentrations of contaminant in rooms near the release point, with concentrations decreasing to zero in rooms at the opposite end of the building floor. For each of the five test events, the specified floor of the INL building will be contaminated with BG, a stand-in for Bacillus anthracis. The BG contaminant will be disseminated from a point-release device located in the room specified in the experimental design for each test event. Then judgmental and probabilistic samples will be collected according to the pre-specified sampling plan. Judgmental samples will be selected based on professional judgment and prior information. Probabilistic samples will be selected in sufficient numbers to provide desired confidence

    This report develops and applies a methodology for estimating strong earthquake ground motion. The motivation was to develop a much needed tool for use in developing the seismic requirements for structural designs. An earthquake`s ground motion is a function of the earthquake`s magnitude, and the physical properties of the earth through which the seismic waves travel from the earthquake fault to the site of interest. The emphasis of this study is on ground motion estimation in Eastern North America (east of the Rocky Mountains), with particular emphasis on the Eastern United States and southeastern Canada. Eastern North America is a stable continental region, having sparse earthquake activity with rare occurrences of large earthquakes. While large earthquakes are of interest for assessing seismic hazard, little data exists from the region to empirically quantify their effects. Therefore, empirically based approaches that are used for other regions, such as Western North America, are not appropriate for Eastern North America. Moreover, recent advances in science and technology have now made it possible to combine theoretical and empirical methods to develop new procedures and models for estimating ground motion. The focus of the report is on the attributes of ground motion in Eastern North America that are of interest for the design of facilities such as nuclear power plants. Specifically considered are magnitudes M from 5 to 8, distances from 0 to 500 km, and frequencies from 1 to 35 Hz.

  17. Louisiana Title V General Permits

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    A teleoperated sampling system for the identification, collection and retrieval of samples following the detonation of an Improvised Nuclear Device (IND) or Radiological Dispersion Devise (RDD) has been developed and tested in numerous field exercises. The system has been developed as part of the Defense Threat Reduction Agency's (DTRA) National Technical Nuclear Forensic (NTNF) Program. The system is based on a Remotec ANDROS Mark V-A1 platform. Extensive modifications and additions have been incorporated into the platform to enable it to meet the mission requirements. The Defense Science Board Task Force on Unconventional Nuclear Warfare Defense, 2000 Summer Study Volume III report recommended the Department of Defense (DOD) improve nuclear forensics capabilities to achieve accurate and fast identification and attribution. One of the strongest elements of protection is deterrence through the threat of reprisal, but to accomplish this objective a more rapid and authoritative attribution system is needed. The NTNF program provides the capability for attribution. Early on in the NTNF program, it was recognized that there would be a desire to collect debris samples for analysis as soon as possible after a nuclear event. Based on nuclear test experience, it was recognized that mean radiation fields associated with even low yield events could be several thousand R/Hr near the detonation point for some time after the detonation. In anticipation of pressures to rapidly sample debris near the crater, considerable effort is being devoted to developing a remotely controlled vehicle that could enter the high radiation field area and collect one or more samples for subsequent analysis.

    Wireless based custom built aerosol sampling network is designed, developed, and implemented for environmental aerosol sampling. These aerosol sampling systems are used in field measurement campaign, in which sodium aerosol dispersion experiments have been conducted as a part of environmental impact studies related to sodium cooled fast reactor. The sampling network contains 40 aerosol sampling units and each contains custom built sampling head and the wireless control networking designed with Programmable System on Chip (PSoC™) and Xbee Pro RF modules. The base station control is designed using graphical programming language LabView. The sampling network is programmed to operate in a preset time and the running status of the samplers in the network is visualized from the base station. The system is developed in such a way that it can be used for any other environment sampling system deployed in wide area and uneven terrain where manual operation is difficult due to the requirement of simultaneous operation and status logging.

    The purpose of the design compliance matrix (DCM) is to provide a single-source document of all design requirements associated with the fifteen subsystems that make up the rotary mode core sampling (RMCS) system. It is intended to be the baseline requirement document for the RMCS system and to be used in governing all future design and design verification activities associated with it. This document is the DCM for the RMCS system used on Hanford single-shell radioactive waste storage tanks. This includes the Exhauster System, Rotary Mode Core Sample Trucks, Universal Sampling System, Diesel Generator System, Distribution Trailer, X-Ray Cart System, Breathing Air Compressor, Nitrogen Supply Trailer, Casks and Cask Truck, Service Trailer, Core Sampling Riser Equipment, Core Sampling Support Trucks, Foot Clamp, Ramps and Platforms and Purged Camera System. Excluded items are tools such as light plants and light stands. Other items such as the breather inlet filter are covered by a different design baseline. In this case, the inlet breather filter is covered by the Tank Farms Design Compliance Matrix.

    An oscilloscope is designed for displaying transient signal waveforms having random time and amplitude distributions. The oscilloscopc is a sampling device that selects for display a portion of only those waveforms having a particular range of amplitudes. For this purpose a pulse-height analyzer is provided to screen the pulses. A variable voltage-level shifter and a time-scale rampvoltage generator take the pulse height relative to the start of the waveform. The variable voltage shifter produces a voltage level raised one step for each sequential signal waveform to be sampled and this results in an unsmeared record of input signal waveforms. Appropriate delay devices permit each sample waveform to pass its peak amplitude before the circuit selects it for display.

    In the nuclear industry design specifications for certain quality characteristics require that the final product be inspected by a sampling plan which can demonstrate product conformance to stated assurance levels. The Specified Assurance Level (SAL) Sampling Procedure has been developed to permit the direct selection of attribute sampling plans which can meet commonly used assurance levels. The SAL procedure contains sampling plans which yield the minimum sample size at stated assurance levels. The SAL procedure also provides sampling plans with acceptance numbers ranging from 0 to 10, thus, making available to the user a wide choice of plans all designed to comply with a stated assurance level.

    This paper examines the modeling accuracy of finite element interpolation, kriging, and polynomial regression used in conjunction with the Progressive Lattice Sampling (PLS) incremental design-of-experiments approach. PLS is a paradigm for sampling a deterministic hypercubic parameter space by placing and incrementally adding samples in a manner intended to maximally reduce lack of knowledge in the parameter space. When combined with suitable interpolation methods, PLS is a formulation for progressive construction of response surface approximations (RSA) in which the RSA are efficiently upgradable, and upon upgrading, offer convergence information essential in estimating error introduced by the use of RSA in the problem. The three interpolation methods tried here are examined for performance in replicating an analytic test function as measured by several different indicators. The process described here provides a framework for future studies using other interpolation schemes, test functions, and measures of approximation quality.

Onsite environmental sample collection offers the ability to collect fleeting uranium hexafluoride emissions before they are lost to the ventilation system or before they disperse throughout the facility, to become deposited onto surfaces that are contaminated with background and historical production material. Onsite aerosol sample collection, combined with enrichment analysis, provides the unique ability to quickly detect stepwise enrichment level changes within the facility, leading to a significant strengthening of facility misuse deterence. We report in this paper our study of several GCEP environmental sample release scenarios and simulation results of a newly designed aerosol collection and particle capture system that is fully integrated with the Laser Ablation, Absorbance Ratio Spectrometry (LAARS) uranium particle enrichment analysis instrument that was developed at the Pacific Northwest National Laboratory.

For the “Characterization of Most Promising Sequestration Formations in the Rocky Mountain Region” (RMCCS) project in particular, critical permits included site access permits, seismic survey permits, and drilling permits for the characterization well. Permits for these and other activities were acquired either prior to or during the project.

    A sample holder design for high temperature measurements in a commercial MPMS SQUID magnetometer from Quantum Design is presented. It fulfills the requirements for the simultaneous use of the oven and reciprocating sample option (RSO) options, thus allowing sensitive magnetic measurements up to 800 K. Alternating current susceptibility can also be measured, since the holder does not induce any phase shift relative to the ac driven field. It is easily fabricated by twisting Constantan Copyright-Sign wires into a braid nesting the sample inside. This design ensures that the sample be placed tightly into a tough holder with its orientation fixed, and prevents any sample displacement during the fast movements of the RSO transport, up to high temperatures.

    There exists a need for environmental control of samples to be imaged by the Transmission X-Ray Microscope (TXM) at the SSRLs Beam Line 6-2c. In order to observe heat-driven chemical or morphological changes that normally occur in situ, microscopes require an additional component that effectively heats a given sample without heating any of the microscope elements. The confinement of the heat and other concerns about the heaters integrity limit which type of heater is appropriate for the TXM. The bulk of this research project entails researching different heating methods used previously in microscopes, but also in other industrial applications, with the goal of determining the best-fitting method, and finally in designing a preliminary sample heater.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    This manual presents a rationale for sampling designs, and results of geochemical baseline studies in the Colorado portion of the oil-shale region. The program consists of a systematic trace element study of soils, stream sediments, and plants carried out in a way to be conservative of human and financial resources and yield maximum information. Extension of this approach to other parameters, other locations, and to environmental baseline studies in general is a primary objective. A baseline for any geochemical parameter can be defined as the concentration of that parameter in a given medium such as soil, the range of its concentration, and the geographic scale of variability. In air quality studies, and to a lesser extent for plants, the temporal scale of variability must also be considered. In studies of soil, the temporal variablility does not become a factor until such time that a study is deemed necessary to evaluate whether or not there have been changes in baseline levels as a result of development. The manual is divided into five major parts. The first is a suggested sampling protocol which is presented in an outline form for guiding baseline studies in this area. The second section is background information on the physical features of the area of study, trace elements of significance occurring in oil shale, and the sample media used in these studies. The third section is concerned primarily with sampling design and its application to the geochemical studies of the oil shale region. The last sections, in the form of appendices, provide actual data and illustrate in a systematic manner, the calculations performed to obtain the various summary data. The last segment of the appendices is a more academic discussion of the geochemistry of trace elements and the parameters of importance influencing their behavior in natural systems.

The invention is an isolation assembly with a packer, pump and exhaust, that is inserted into the well. The isolation assembly is designed so that only a volume of fluid between the outside diameter of the isolation assembly and the inside diameter of the well over a fluid column height from the bottom of the well to the top of the active portion (lower annulus) is removed. The packer is positioned above the active portion thereby sealing the well and preventing any mixing or contamination of inlet fluid with fluid above the packer. Ports in the wall of the isolation assembly permit purging and sampling of the lower annulus along the height of the active portion. 8 figs.

    At the current level of maturity and experience in the nuclear industry, regarding testing of air treatment systems, it is now possible to design and qualify injection and sample manifolds for most applications. While the qualification of sample manifolds is still in its infancy, injection manifolds have reached a mature stage that helps to eliminate the {open_quotes}hit or miss{close_quotes} type of design. During the design phase, manifolds can be adjusted to compensate for poor airflow distribution, laminar flow conditions, and to take advantage of any system attributes. Experience has shown that knowing the system attributes before the design phase begins is an essential element to a successful manifold design. The use of a spreadsheet type program commonly found on most personal computers can afford a greater flexibility and a reduction in time spent in the design phase. The experience gained from several generations of manifold design has culminated in a set of general design guidelines. Use of these guidelines, along with a good understanding of the type of testing (theoretical and practical), can result in a good manifold design requiring little or no field modification. The requirements for manifolds came about because of the use of multiple banks of components and unconventional housing inlet configurations. Multiple banks of adsorbers and pre and post HEPA`s required that each bank be tested to insure that each one does not exceed a specific allowable leakage criterion. 5 refs., 5 figs., 1 tab.

    The US Environmental Protection Agency (USEPA) has reported that stormwater runoff is a major cause of pollution and use impairment to waters of the nation. Diffuse pollution sources (stormwater runoff) are increasingly important as controls for industrial process dischargers. On November 16, 1990 the Federal Clean Water Act National Pollutant Discharge Elimination System (NPDES) rules governing the discharge of stormwater were published (56 FR 40948). These rules potentially affect every type of business enterprise conducting work associated with industrial activity.'' Dischargers of stormwater associated with industrial activity ar required to either seek coverage under a federal or state general permit using notice of intent, apply for an individual permit, or apply for a permit through a two-part group application process. Conoco, Inc. Supply and Transportation (S and T) elected the latter alternative to attempt to comply with these new evolving complex, broad-ranging permitting requirements. This paper discusses specific details of S and T's strategy, BMP designs, data acquisition activities, monitoring results, as well as economic impacts on the corporation as a result of storm water permit requirements. S and T operates approximately 170 unique wholly and jointly owned petroleum product storage and transport facilities across the nation. Approximately one-third of these facilities were subject to stormwater permit application requirements.

    The present invention specifically permits purging and/or sampling of a well but only removing, at most, about 25% of the fluid volume compared to conventional methods and, at a minimum, removing none of the fluid volume from the well. The invention is an isolation assembly that is inserted into the well. The isolation assembly is designed so that only a volume of fluid between the outside diameter of the isolation assembly and the inside diameter of the well over a fluid column height from the bottom of the well to the top of the active portion (lower annulus) is removed. A seal may be positioned above the active portion thereby sealing the well and preventing any mixing or contamination of inlet fluid with fluid above the packer. Purged well fluid is stored in a riser above the packer. Ports in the wall of the isolation assembly permit purging and sampling of the lower annulus along the height of the active portion.

    Mountain coal mining in the Central Appalachians faces increased challenge under the Clean Water Act (CWA). These challenges have included the US Environmental Protection Agency's (EPA) increased involvement in permitting under Section 404 of the CWA; active opposition by environmental groups to Section 404 permits; and proposed federal legislation to reduce the availability of these permits. These recent challenges culminated in a June 11, 2009, Memorandum of Understanding (MoU) between the PEA, the Department of Interior (DoI) and the Army Corps of Engineers (Corps) that will limit the use of general permits for mountaintop coal mining and increase the scrutiny applied to individual permits, while also providing a coordinated approach for reviewing the backlog of pending permit application. By entering into the MoU, the federal agencies aim to reduce the environmental impacts of mountaintop coal mining while increasing certainty and transparency for permit applications. Challenges to Section 404 permitting for mountaintop coal mining are dynamic and new developments occur almost daily. This article provides a snapshot of the current climate.

Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility.   17. Gearing up for Title 5 operating permits

    Title 5 of the 1990 Clean Air Act Amendments (CAAA) establishes a massive new operating permit program, which will be administered by state agencies in accordance with federal guidelines. Formal requirements regarding operating-permits were promulgated by the US Environmental Protection Agency (EPA) on July 21, 1992 (40 CFR 70). The Title 5 program will require many chemical manufacturing facilities to apply for and obtain operating permits that address air emissions from the entire facility. A major impact of the Title 5 program is that facilities will now be required to implement measures to routinely demonstrate that they are operating in compliance with the terms of the permit. Otherwise, facilities will be considered out of compliance. Once the new permits are in place, the burden will be on the facility to prove routine compliance to prevent any enforcement action. According to EPA, the new permits are not intended to impose any new regulatory requirements on a facility. Rather, they will serve as an enforcement tool.

    sampling and laboratory analyses are completed, the data are analyzed and included in an Environmental Baseline Summary (EBS) report for title transfer or in a Baseline Environmental Analysis Report (BEAR) for lease. The data from the BEAR is then used in a Screening-Level Human Health Risk Assessment (SHHRA) or a risk calculation (RC) to assess the potential risks to future owners/occupants. If title is to be transferred, release criteria in the form of specific activity concentrations called Derived Concentration Guideline Levels (DCGLs) will be developed for the each property. The DCGLs are based on the risk model and are used with the data in the EBS to determine, with statistical confidence, that the release criteria for the property have been met. The goal of the survey and sampling efforts is to (1) document the baseline conditions of the property (real or personal) prior to title transfer or lease, (2) obtain enough information that an evaluation of radiological risks can be made, and (3) collect sufftcient data so that areas that contain minimal residual levels of radioactivity can be identified and, following radiological control procedures, be released from radiological control. (It should be noted that release from radiological control does not necessarily mean free release because DOE may maintain institutional control of the site after it is released from radiological control). To meet the goals of this document, a Data Quality Objective (DQO) process will be used to enhance data collection efficiency and assist with decision-making. The steps of the DQO process involve stating the problem, identifying the decision, identifying inputs to the decision, developing study boundaries, developing the decision rule, and optimizing the design. This document describes the DQOs chosen for surveys and sampling efforts performed for the purposes listed above.
