    The Design Considerations Handbook includes information and suggestions for the design of systems typical to nuclear facilities, information specific to various types of special facilities, and information useful to various design disciplines. The handbook is presented in two parts. Part 1, which addresses design considerations, includes two sections. The first addresses the design of systems typically used in nuclear facilities to control radiation or radioactive materials. Specifically, this part addresses the design of confinement systems and radiation protection and effluent monitoring systems. The second section of Part 1 addresses the design of special facilities (i.e., specific types of nonreactor nuclear facilities). The specific design considerations provided in this section were developed from review of DOE 6430.1A and are supplemented with specific suggestions and considerations from designers with experience designing and operating such facilities. Part 2 of the Design Considerations Handbook describes good practices and design principles that should be considered in specific design disciplines, such as mechanical systems and electrical systems. These good practices are based on specific experiences in the design of nuclear facilities by design engineers with related experience. This part of the Design Considerations Handbook contains five sections, each of which applies to a particular engineering discipline.

The foundation of a house is a somewhat invisible and sometimes ignored component of the building. It is increasingly evident, however, that attention to good foundation design and construction has significant benefits to the homeowner and the builder, and can avoid some serious future problems. Good foundation design and construction practice means not only insulating to save energy, but also providing effective structural design as well as moisture, termite, and radon control techniques where appropriate.

    Investments in customer-owned grid-connected photovoltaic (PV) energy systems are growing at a steady pace. This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. It concludes with program administration considerations.

    This document is a draft SecuritybyDesign (SeBD) handbook produced to support the Work Plan of the Nuclear Security Summit to share best practices for nuclear security in new facility design. The Work Plan calls on States to %E2%80%9Cencourage nuclear operators and architect/engineering firms to take into account and incorporate, where appropriate, effective measures of physical protection and security culture into the planning, construction, and operation of civilian nuclear facilities and provide technical assistance, upon request, to other States in doing so.%E2%80%9D The materials for this document were generated primarily as part of a bilateral project to produce a SeBD handbook as a collaboration between the Japan Atomic Energy Agency (JAEA) Nuclear Nonproliferation Science and Technology Center and Sandia National Laboratories (SNL), which represented the US Department Energy (DOE) National Nuclear Security Administration (NNSA) under a Project Action Sheet PASPP04. Input was also derived based on tours of the Savannah River Site (SRS) and Japan Nuclear Fuel Limited (JNFL) Rokkasho Mixed Oxide Fuel fabrication facilities and associated project lessonslearned. For the purposes of the handbook, SeBD will be described as the systemlevel incorporation of the physical protection system (PPS) into a new nuclear power plant or nuclear facility resulting in a PPS design that minimizes the risk of malicious acts leading to nuclear material theft; nuclear material sabotage; and facility sabotage as much as possible through features inherent in (or intrinsic to) the design of the facility. A fourelement strategy is presented to achieve a robust, durable, and responsive security system.

Therefore, this Design Handbook is issued as a loose leaf binder so that individual sections can be replaced as needed. Each page will be dated to ease identification with respect to latest revisions. At the end of the project this Design Handbook will have become the 'as built' reference book of the injector for operations and maintenance personnel.

    The two-channel narrow field-of-view radiometer (NFOV2) is a ground-based radiometer that looks straight up and measures radiance directly above the instrument at wavelengths of 673 and 870 nm. The field-of-view of the instrument is 1.2 degrees, and the sampling time resolution is one second. Measurements of the NFOV2 have been used to retrieve optical properties for overhead clouds that range from patchy to overcast. With a one-second sampling rate of the NFOV2, faster than almost any other ARM Climate Research Facility (ACRF) instrument, we are able, for the first time, to capture changes in cloud optical properties at the natural time scale of cloud evolution.

    As part of its required activities in 1994, the US Department of Energy (DOE) made over 500,000 shipments. Of these shipments, approximately 4% were hazardous, and of these, slightly over 1% (over 6,400 shipments) were radioactive. Because of DOE`s cleanup activities, the total quantities and percentages of radioactive material (RAM) that must be moved from one site to another is expected to increase in the coming years, and these materials are likely to be different than those shipped in the past. Irradiated fuel will certainly be part of the mix as will RAM samples and waste. However, in many cases these materials will be of different shape and size and require a transport packaging having different shielding, thermal, and criticality avoidance characteristics than are currently available. This Handbook provides guidance on the design, testing, certification, and operation of packages for these materials.

    Simple analytical methods concerning the design of passive solar heating systems are presented with an emphasis on the average annual heating energy consumption. Key terminology and methods are reviewed. The solar load ratio (SLR) is defined, and its relationship to analysis methods is reviewed. The annual calculation, or Load Collector Ratio (LCR) method, is outlined. Sensitivity data are discussed. Information is presented on balancing conservation and passive solar strategies in building design. Detailed analysis data are presented for direct gain and sunspace systems, and details of the systems are described. Key design parameters are discussed in terms of their impact on annual heating performance of the building. These are the sensitivity data. The SLR correlations for the respective system types are described. The monthly calculation, or SLR method, based on the SLR correlations, is reviewed. Performance data are given for 9 direct gain systems and 15 water wall and 42 Trombe wall systems. (LEW)

  15. Development of the design climatic data for the 1997 ASHRAE Handbook -- Fundamentals

    This paper describes the process used to revise the design weather data tables in the 1997 ASHRAE Handbook--Fundamentals. Design conditions were determined for 509 US, 134 Canadian, 339 European, 293 Asian, and 169 other worldwide locations. Thirty-three years of hourly weather data were used for approximately half of the US and all of the Canadian locations. Twelve years of data were used for the other locations. The data went through quality checking and short-term linear interpolation filling processes. Months that had sufficient data were then used in the analysis. The data were analyzed to produce annual frequency-of-occurrence design dry-bulb (DB), wet-bulb (WB), and dew-point (DP) temperatures with mean coincident values at the design conditions. A comparison with the previous design values indicated that the new dry-bulb and wet-bulb design conditions are slightly less extreme than the values previously published. However, the new design dew-point values indicate the potential for significantly more extreme dehumidification design conditions than would be found by using the old extreme dry-bulb temperature with mean coincident wet-bulb temperature. Software was also developed so users could extract the design values, cumulative frequencies, and DB/DP, DB/WB, DB/H, and DB/WS coincident matrices for 1444 locations from a CD-ROM.

    The Decommissioning Handbook is a technical guide for the decommissioning of nuclear facilities. The decommissioning of a nuclear facility involves the removal of the radioactive and, for practical reasons, hazardous materials to enable the facility to be released and not represent a further risk to human health and the environment. This handbook identifies and technologies and techniques that will accomplish these objectives. The emphasis in this handbook is on characterization; waste treatment; decontamination; dismantling, segmenting, demolition; and remote technologies. Other aspects that are discussed in some detail include the regulations governing decommissioning, worker and environmental protection, and packaging and transportation of the waste materials. The handbook describes in general terms the overall decommissioning project, including planning, cost estimating, and operating practices that would ease preparation of the Decommissioning Plan and the decommissioning itself. The reader is referred to other documents for more detailed information. This Decommissioning Handbook has been prepared by Enserch Environmental Corporation for the US Department of Energy and is a complete restructuring of the original handbook developed in 1980 by Nuclear Energy Services. The significant changes between the two documents are the addition of current and the deletion of obsolete technologies and the addition of chapters on project planning and the Decommissioning Plan, regulatory requirements, characterization, remote technology, and packaging and transportation of the waste materials.

    The existing regulatory environment for nuclear reactors impacts both the facility design and the cost of operations once the facility is built. Delaying the consideration of regulatory requirements until late in the facility design - or worse, until after construction has begun - can result in costly retrofitting as well as increased operational costs to fulfill safety, security, safeguards, and emergency readiness requirements. Considering the scale and scope, as well as the latest design trends in the next generation of nuclear facilities, there is an opportunity to evaluate the regulatory requirements and optimize the design process for Small Modular Reactors (SMRs), as compared to current Light Water Reactors (LWRs). To this end, Sandia has embarked on an initiative to evaluate the interactions of regulations and operations as an approach to optimizing the design of SMR facilities, supporting operational efficiencies, as well as regulatory requirements. The early stages of this initiative consider two focus areas. The first focus area, reported by LaChance, et al. (2007), identifies the regulatory requirements established for the current fleet of LWR facilities regarding Safety, Security, Operations, Safeguards, and Emergency Planning, and evaluates the technical bases for these requirements. The authors have tried to make the handbook visually oriented, with figures paired to short discussions. As such, the handbook may be read straight through or in sections. The handbook covers four main areas and ends with a glossary, which includes both scientific terms and acronyms likely to be encountered during CTBT negotiations. The following topics are covered: (1) Physics of nuclear explosion experiments. This is a description of basic nuclear physics and elementary nuclear weapon design. Also discussed are testing practices. (2) Other nuclear experiments. This section discusses experiments that produce small amounts of nuclear energy but differ from explosion experiments discussed in the first chapter. This includes the type of activities, such as laser fusion, that would continue after a CTBT is in force. (3) Monitoring tests in various environments. This section describes the different physical environments in which a test could be conducted (underground, in the atmosphere, in space, underwater, and in the laboratory); the sources of non-nuclear events (such as earthquakes and mining operations); and the opportunities for evasion. (4) On-site inspections. A CTBT is likely to include these inspections as an element of the verification provisions, in order to resolve the nature of ambiguous events. This chapter describes some technical considerations and technologies that are likely to be useful. (5) Selecting verification measures. This chapter discusses the uncertain nature of the evidence from monitoring systems and how compliance judgments could be made, taking the uncertainties into account. It also discusses how to allocate monitoring resources, given the likelihood of testing by various countries in various environments.

The Gen IV Materials Handbook Implementation Plan provided here addresses the purpose, rationale, attributes, and benefits of the Handbook and will detail its content, format, quality assurance, applicability, and access. Structural materials, both metallic and ceramic, for all Gen IV reactor types currently supported by the Department of Energy (DOE) will be included in the Gen IV Materials Handbook. However, initial emphasis will be on materials for the Very High Temperature Reactor (VHTR). Descriptive information (e.g., chemical composition and applicable technical specifications and codes) will be provided for each material along with an extensive presentation of mechanical and physical property data including consideration of temperature, irradiation, environment, etc. effects on properties. Summarized in particular are the methodologies associated with the calculation and measurement of activated material inventory, distribution, and surface dose level, system contamination inventory and distribution, and work area dose levels. Cost estimating techniques are also presented and the manner in which to account for variations in labor costs as impacting labor-intensive work activities is explained.

    Moisture problems are prevalent all over North America, almost independent of climate. They are viewed as one of the single largest factors limiting the useful service life of a building. Elevated levels of moisture in buildings also can lead to serious health effects for occupants. Until recently, very little consensus on moisture control existed in the building community. The information available was typically incomplete, contradictory, usually limited to specific regions, and in many cases misleading. A need to develop a document which presented the issues relating to moisture from a building science or ``systems`` approach existed. This handbook attempts to fill that need and illustrates that energy-efficient, tight envelope design is clearly part of the solution to healthy buildings when interior relative humidity, temperature, and pressure are controlled simultaneously. The first three chapters of the handbook present the basic principles of moisture problems and solutions in buildings. Chapter 1 -- Mold, Mildew, and Condensation, examines surface moisture problems. Chapter 2 -- Moisture Movement, examines how building assemblies get wet from both the exterior and interior. Chapter 3 -- Wetting and Drying of Building Assemblies, introduces the concepts of acceptable performance, moisture balance, and the redistribution of moisture within building assemblies. Chapters 4 through 6 apply the concepts outlined in the previous chapters and present specific moisture control practices for three basic US climate zones. The advantages and disadvantages of several wall, foundation, and roof assemblies are discussed for each climate zone.

    Progress continues in fuel cell technology since the previous edition of the Fuel Cell Handbook was published in November 1998. Uppermost, polymer electrolyte fuel cells, molten carbonate fuel cells, and solid oxide fuel cells have been demonstrated at commercial size in power plants. The previously demonstrated phosphoric acid fuel cells have entered the marketplace with more than 220 power plants delivered. Highlighting this commercial entry, the phosphoric acid power plant fleet has demonstrated 95+% availability and several units have passed 40,000 hours of operation. One unit has operated over 49,000 hours. Early expectations of very low emissions and relatively high efficiencies have been met in power plants with each type of fuel cell. Fuel flexibility has been demonstrated using natural gas, propane, landfill gas, anaerobic digester gas, military logistic fuels, and coal gas, greatly expanding market opportunities. Transportation markets worldwide have shown remarkable interest in fuel cells; nearly every major vehicle manufacturer in the U.S., Europe, and the Far East is supporting development. This Handbook provides a foundation in fuel cells for persons wanting a better understanding of the technology, its benefits, and the systems issues that influence its application. Trends in technology are discussed, including next-generation concepts that promise ultrahigh efficiency and low cost, while providing exceptionally clean power plant systems. Section 1 summarizes fuel cell progress since the last edition and includes existing power plant nameplate data. Section 2 addresses the thermodynamics of fuel cells to provide an understanding of fuel cell operation at two levels (basic and advanced). Sections 3 through 8 describe the six major fuel cell types and their performance based on cell operating conditions.     Electric chillers have dominated the market for large commercial cooling systems due to their history of reliable, economical operation. The phaseout of CFCs and deregulation of the utility industry are two factors that significantly impact the chiller market. The CFC phaseout is resulting in the upgrading or replacement of thousands of electric chillers nationwide. In a deregulated environment, utilities are finding increasing need to provide services that can win and retain new customers. Utility representatives need current information on applying and selecting cost-effective chiller systems. The objective of this report was to develop a comprehensive handbook that helps utility technical and marketing staff, their customers, and design professionals evaluate and select the best options for chilled-water systems in commercial buildings. Investigators used a variety of industry data sources to develop market-share information for electric and gas chiller systems and to determine applications according to building age, type, and region. Discussions with chiller manufacturers provided information on product availability, performance, and ownership cost. Using EPRI`s COMTECH software, investigators performed comprehensive cost analyses for placement of large and small chillers in three representative cities. Case studies of actual installations support these analyses. Electric Chiller Handbook provides a single source of current information on all major issues associated with chiller selection and application. Key issues include chiller availability and markets, rated performance, future viability of various refrigerant options, the cost-effectiveness of alternative chillers, and chilled-water system optimization. The Handbook also describes available hardware, outlines the features and costs of gas-fired competitive systems, and provides methods and comparisons of life-cycle costing of various chiller system options.     This handbook provides data on the resource potential of naturally occurring hydrates, the properties that are needed to evaluate their recovery, and their production potential. The first two chapters give data on the naturally occurring hydrate potential by reviewing published resource estimates and the known and inferred occurrences. The third and fourth chapters review the physical and thermodynamic properties of hydrates, respectively. The thermodynamic properties of hydrates that are discussed include dissociation energies and a simplified method to calculate them; phase diagrams for simple and multi-component gases; the thermal conductivity; and the kinetics of hydrate dissociation. The final chapter evaluates the net energy balance of recovering hydrates and shows that a substantial positive energy balance can theoretically be achieved. The Appendices of the Handbook summarize physical and thermodynamic properties of gases, liquids and solids that can be used in designing and evaluating recovery processes of hydrates. 158 references, 67 figures, 47 tables.

    The primary purpose of the Handbook is to present methods, models, and estimated human error probabilities (HEPs) to enable qualified analysts to make quantitative or qualitative assessments of occurrences of human errors in nuclear power plants (NPPs) that affect the availability or operational reliability of engineered safety features and components. The Handbook is intended to provide much of the modeling and information necessary for the performance of human reliability analysis (HRA) as a part of probabilistic risk assessment (PRA) of NPPs. Although not a design guide, a second purpose of the Handbook is to enable the user to recognize error-likely equipment design, plant policies and practices, written procedures, and other human factors problems so that improvements can be considered. The Handbook provides the methodology to identify and quantify the potential for human error in NPP tasks.

    One of the systems planned for the measurement of electron density in ITER is a multi-channel tangentially viewing combined interferometer-polarimeter (TIP). This work discusses the current status of the design, including a preliminary optical table layout, calibration options, error sources, and performance projections based on a CO{sub 2}/CO laser system. In the current design, two-color interferometry is carried out at 10.59 {mu}m and 5.42 {mu}m and a separate polarimetry measurement of the plasma induced Faraday effect, utilizing the rotating wave technique, is made at 10.59 {mu}m. The inclusion of polarimetry provides an independent measure of the electron density and can also be used to correct the conventional two-color interferometer for fringe skips at all densities, up to and beyond the Greenwald limit. The system features five chords with independent first mirrors to reduce risks associated with deposition, erosion, etc., and a common first wall hole to minimize penetration sizes. Simulations of performance for a projected ITER baseline discharge show the diagnostic will function as well as, or better than, comparable existing systems for feedback density control. Calculations also show that finite temperature effects will be significant in ITER even for moderate temperature plasmas and can lead to a significant underestimate of electron density. A secondary role TIP will fulfill is that of a density fluctuation diagnostic; using a toroidal Alfven eigenmode as an example, simulations show TIP will be extremely robust in this capacity and potentially able to resolve coherent mode fluctuations with perturbed densities as low as {delta}n/n Almost-Equal-To 10{sup -5}.

    The Materials Science and Technology (MST) Handbook was developed by Pacific Northwest National Laboratory, in Richland, Washington, under support from the U.S. Department of Energy. Many individuals have been involved in writing and reviewing materials for this project since it began at Richland High School in 1986, including contributions from educators at the Northwest Regional Education Laboratory, Central Washington University, the University of Washington, teachers from Northwest Schools, and science and education personnel at Pacific Northwest National Laboratory. Support for its development was also provided by the U.S. Department of Education. This introductory course combines the academic disciplines of chemistry, physics, and engineering to create a materials science and technology curriculum. The course covers the fundamentals of ceramics, glass, metals, polymers and composites. Designed to appeal to a broad range of students, the course combines hands-on activities, demonstrations and long term student project descriptions. The basic philosophy of the course is for students to observe, experiment, record, question, seek additional information, and, through creative and insightful thinking, solve problems related to materials science and technology. The MST Teacher Handbook contains a course description, philosophy, student learning objectives, and instructional approach and processes. Science and technology teachers can collaborate to build the course from their own interests, strengths, and experience while incorporating existing school and community resources. The course is intended to meet local educational requirements for technology, vocational and science education.

    During 1965 or 1966, the last years of General Electric Company`s presence at Hanford, the criticality safety staff of the 200 area decided that there was a need to develop a compilation of data for use in criticality safety analysis. The official reason was that there was a need for a reference for the design engineers so that they would not have to contact us so much during preliminary design preparation. The real reason, or at least 75% of it, was so the staff could have a single point of reference rather than having to look among a rather large number of documents and other references, any one of which could disappear without notice. This was not the only criticality handbook available; Jack Chalmers in England had prepared the AHSB(S) Handbook 1, and there were others that slightly preceded our data compilation. However, these data compilations were too limited for our purposes. The tried and true documents TID-7016 and TID-7028 were also available but did not meet all our needs. Our handbook was finally issued in its original form in 1968 after the Atlantic Richfield Hanford Company had become the general contractor at Hanford, hence the document number, ARH-600.

    This Handbook aims to improve understanding and communication regarding nuclear fuel cycle options. It is intended to assist DOE, Campaign Managers, and other presenters prepare presentations and reports. When looking for information, check here. The Handbook generally includes few details of how calculations were performed, which can be found by consulting references provided to the reader. The Handbook emphasizes results in the form of graphics and diagrams, with only enough text to explain the graphic, to ensure that the messages associated with the graphic is clear, and to explain key assumptions and methods that cause the graphed results. Some of the material is new and is not found in previous reports, for example: (1) Section 3 has system-level mass flow diagrams for 0-tier (once-through), 1-tier (UOX to CR=0.50 fast reactor), and 2-tier (UOX to MOX-Pu to CR=0.50 fast reactor) scenarios - at both static and dynamic equilibrium. (2) To help inform fast reactor transuranic (TRU) conversion ratio and uranium supply behavior, section 5 provides the sustainable fast reactor growth rate as a function of TRU conversion ratio. (3) To help clarify the difference in recycling Pu, NpPu, NpPuAm, and all-TRU, section 5 provides mass fraction, gamma, and neutron emission for those four cases for MOX, heterogeneous LWR IMF (assemblies mixing IMF and UOX pins), and a CR=0.50 fast reactor. There are data for the first 10 LWR recycle passes and equilibrium. (4) Section 6 provides information on the cycle length, planned and unplanned outages, and TRU enrichment as a function of fast reactor TRU conversion ratio, as well as the dilution of TRU feedstock by uranium in making fast reactor fuel. (The recovered uranium is considered to be more pure than recovered TRU.) The latter parameter impacts the required TRU impurity limits specified by the Fuels Campaign.     Transmutation of minor actinides such as Np, Am, and Cm in spent nuclear fuel is of international interest because of its potential for reducing the long-term health and safety hazards caused by the radioactivity of the spent fuel. One important approach to transmutation (currently being pursued by the DOE Fuel Cycle Research & Development Advanced Fuels Campaign) involves incorporating the minor actinides into U-Pu-Zr alloys, which can be used as fuel in fast reactors. It is, therefore, important to understand the properties of U-Pu-Zr alloys, both with and without minor actinide additions. In addition to requiring extensive safety precautions, alloys containing U and Pu are difficult to study for numerous reasons, including their complex phase transformations, characteristically sluggish phase-transformation kinetics, tendency to produce experimental results that vary depending on the histories of individual samples, and sensitivity to contaminants such as oxygen in concentrations below a hundred parts per million. Many of the experimental measurements were made before 1980, and the level of documentation for experimental methods and results varies widely. It is, therefore, not surprising that little is known with certainty about U-Pu-Zr alloys, and that general acceptance of results sometimes indicates that there is only a single measurement for a particular property. This handbook summarizes currently available information about U, Pu, Zr, and alloys of two or three of these elements. It contains information about phase diagrams and related information (including phases and phase transformations); heat capacity, entropy, and enthalpy; thermal expansion; and thermal conductivity and diffusivity. In addition to presenting information about materials properties, it attempts to provide information about how well the property is known and how much variation exists between measurements.     The Procurement and Assistance Data System (PADS) provides a mechanism for collecting, assembling, organizing, and presenting acquisition and assistance data for the Department of Energy (DOE). This handbook and associated documents establish a uniform system to report acquisition/assistance data to PADS for the collection, processing, and dissemination of official statistical data on the Department`s acquisition and assistance actions. The data provides, based on information available at the time of request, a basis for any recurring and special reports to the senior procurement executive, Congress, General Accounting Office (GAO), Federal executive agencies, Office of management and Budget (OMB), and the general public. It provides information for measuring and assessing the extent to which small business firms and small disadvantages business enterprises are sharing in DOE placement, and for other acquisition and assistance policy and management control purposes. The Handbook for the Preparation of the Individual Procurement Action Report (IPAR) has been designed in two sections; Procurement and Financial Assistance to support the individual forms.

    This handbook establishes and presents for the Office of Surface Mining Reclamation and Enforcement (OSM) a comprehensive, logical set of procedures for implemeting the National Environmental Policy Act of 1969 (NEPA). (a) the legal framework with which OSM must comply is detailed in title I of NEPA, as amended. This handbook discusses responsibilities under title I and the following additional requirements resulting from NEPA; Section 2 of Executive Order 11514, Protection and Enhancement of Environmental Quality, as amended by Executive Order 11991; The regulations of the Council on Environmental Quality (CEQ) for implementing the procedural provisions of NEPA (40 CFR 1500-1508); The final procedures of the Department of the Interior (DOI) implementing NEPA (516 DM 1-7); and OSM's draft appendix to the above DOI procedures. (b) OSM is responsible for the implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), (30 U.S.C. 1201 et seq.). SMCRA has specific environmental protection performance standards designed to protect society and the environment from the adverse effects of surface coal mining operations and to reclaim mined areas left without adequate reclamation within these standards. As a Federal agency making decisions that affect the human environment, OSM must comply with NEPA.

    This report describes the SummitView 1.0 computer code developed at Sandia National Laboratories. SummitView is designed to generate a 3D solid model, amenable to visualization and meshing, that represents the end state of a microsystem fabrication process such as the SUMMiT (Sandia Ultra-Planar Multilevel MEMS Technology) V process. Functionally, SummitView performs essentially the same computational task as an earlier code called the 3D Geometry modeler [1]. However, because SummitView is based on 2D instead of 3D data structures and operations, it has significant speed and robustness advantages. As input it requires a definition of both the process itself and the collection of individual 2D masks created by the designer and associated with each of the process steps. The definition of the process is contained in a special process definition file [2] and the 2D masks are contained in MEM format files [3]. The code is written in C++ and consists of a set of classes and routines. The classes represent the geometric data and the SUMMiT V process steps. Classes are provided for the following process steps: Planar Deposition, Planar Etch, Conformal Deposition, Dry Etch, Wet Etch and Release Etch. SummitView is built upon the 2D Boolean library GBL-2D [4], and thus contains all of that library's functionality.

    This handbook has been developed as part of a five-year research project which began in 2010. The National Renewable Energy Laboratory (NREL), Southern California Edison (SCE), Quanta Technology, Satcon Technology Corporation, Electrical Distribution Design (EDD), and Clean Power Research (CPR) teamed together to analyze the impacts of high-penetration levels of photovoltaic (PV) systems interconnected onto the SCE distribution system. This project was designed specifically to leverage the experience that SCE and the project team would gain during the significant installation of 500 MW of commercial scale PV systems (1-5 MW typically) starting in 2010 and completing in 2015 within SCE’s service territory through a program approved by the California Public Utility Commission (CPUC).

In addition, the Handbook provides guidance on how to calculate the consequences of those releases. There are four major chapters: Hazard Evaluation and Scenario Development; Source Term Determination; Transport Within Containment/Confinement; and Atmospheric Dispersion and Consequences Modeling. These chapters are supported by Appendices, including: a summary of chemical and nuclear information that contains descriptions of various fuel cycle facilities; details on how to calculate the characteristics of source terms for releases of hazardous chemicals; a comparison of NRC, EPA, and OSHA programs that address chemical safety; a summary of the performance of HEPA and other filters; and a discussion of uncertainties. Several sample problems are presented: a free-fall spill of powder, an explosion with radioactive release; a fire with radioactive release; filter failure; hydrogen fluoride release from a tankcar; a uranium hexafluoride cylinder rupture; a liquid spill in a vitrification plant; and a criticality incident. Finally, this Handbook includes a computer model, LPF No.1B, that is intended for use in calculating Leak Path Factors. Information on the objectives of the safety goal evaluation process and potential data sources for preparing a safety goal evaluation is also included. Consistent application of the methods provided here will result in more directly comparable analyses, thus aiding decision-makers in evaluating and comparing various regulatory actions. The handbook is being issued in loose-leaf format to facilitate revisions. NRC intends to periodically revise the handbook as new and improved guidance, data, and methods become available.
