    The Energy Independence and Security Act of 2007 (EISA) was passed with the goal 'to move the United States toward greater energy independence and security.' Energy security and independence cannot be achieved unless the United States addresses the issue of energy consumption in the building sector and significantly reduces energy consumption in buildings. Commercial and residential buildings account for approximately 40% of the U.S. energy consumption and emit 50% of CO{sub 2} emissions in the U.S. which is more than twice the total energy consumption of the entire U.S. automobile and light truck fleet. A 50%-80% improvement in building energy efficiency in both new construction and in retrofitting existing buildings could significantly reduce U.S. energy consumption and mitigate climate change. Reaching these aggressive building efficiency goals will not happen without significant Federal investments in areas of computational and mathematical sciences. Applied and computational mathematics are required to enable the development of algorithms and tools to design, control and optimize energy efficient buildings. The challenge has been issued by the U.S. Secretary of Energy, Dr. Steven Chu (emphasis added): 'We need to do more transformational research at DOE including computer design tools for commercial and residential buildings that enable reductions in energy consumption of up to 80 percent with investments that will pay for themselves in less than 10 years.' On July 8-9, 2010 a team of technical experts from industry, government and academia were assembled in Arlington, Virginia to identify the challenges associated with developing and deploying newcomputational methodologies and tools thatwill address building energy efficiency. These experts concluded that investments in fundamental applied and computational mathematics will be required to build enabling technology that can be used to realize the target of 80% reductions in energy consumption. In addition the finding was that there are tools and technologies that can be assembled and deployed in the short term - the next 3-5 years - that can be used to significantly reduce the cost and time effective delivery of moderate energy savings in the U.S. building stock. Simulation tools, which are a core strength of current DOE computational research programs, provide only a part of the answer by providing a basis for simulation enabled design. New investments will be required within a broad dynamics and control research agenda which must focus on dynamics, control, optimization and simulation of multi-scale energy systems during design and operation. U.S. investments in high performance and high productivity computing (HP2C) should be leveraged and coupled with advances in dynamics and control to impact both the existing building stock through retrofits and also new construction. The essential R&D areas requiring investment are: (1) Characterizing the Dynamics of Multi-scale Energy Systems; (2) Control and Optimization Methodologies of Multi-scale Energy Systems Under Uncertainty; and (3) Multiscale Modeling and Simulation Enabled Design and Operation. The concept of using design and control specific computational tools is a new idea for the building industry. The potential payoffs in terms of accelerated design cycle times, performance optimization and optimal supervisory control to obtain and maintain energy savings are huge. Recent advances in computational power, computer science, and mathematical algorithms offer the foundations to address the control problems presented by the complex dynamics of whole building systems. The key areas for focus and associated metrics with targets for establishing competitiveness in energy efficient building design and operation are: (1) Scalability - Current methodology and tools can provide design guidance for very low energy buildings in weeks to months; what is needed is hours to days.     The United States (U.S.) nuclear industry, like similar process control industries, has moved toward upgrading its control rooms. The upgraded control rooms typically feature digital control system (DCS) displays embedded in the panels. These displays gather information from the system and represent that information on a single display surface. In this manner, the DCS combines many previously separate analog indicators and controls into a single digital display, whereby the operators can toggle between multiple windows to monitor and control different aspects of the plant. The design of the DCS depends on the function of the system it monitors, but revolves around presenting the information most germane to an operator at any point in time. DCSs require a carefully designed human system interface. This report centers on redesigning existing DCS displays for an example chemical volume control system (CVCS) at a U.S. nuclear power plant. The crucial nature of the CVCS, which controls coolant levels and boration in the primary system, requires a thorough human factors evaluation of its supporting DCS. The initial digital controls being developed for the DCSs tend to directly mimic the former analog controls. There are, however, unique operator interactions with a digital vs. analog interface, and the differences have not always been carefully factored in the translation of an analog interface to a replacement DCS. To ensure safety, efficiency, and usability of the emerging DCSs, a human factors usability evaluation was conducted on a CVCS DCS currently being used and refined at an existing U.S. nuclear power plant. Subject matter experts from process control engineering, software development, and human factors evaluated the DCS displays to document potential usability issues and propose design recommendations. The evaluation yielded 167 potential usability issues with the DCS. These issues should not be considered operator performance problems but rather opportunities identified by experts to improve upon the design of the DCS. A set of nine design recommendations was developed to address these potential issues. The design principles addressed the following areas: (1) color, (2) pop-up window structure, (3) navigation, (4) alarms, (5) process control diagram, (6) gestalt grouping, (7) typography, (8) terminology, and (9) data entry. Visuals illustrating the improved DCS displays accompany the design recommendations. These nine design principles serve as the starting point to a planned general DCS style guide that can be used across the U.S. nuclear industry to aid in the future design of effective DCS interfaces.

    In complex simulation systems where humans interact with computer-generated agents, information display and the interplay of virtual agents have become dominant media and modalities of interface design. This design strategy is reflected in augmented reality (AR), an environment where humans interact with computer-generated agents in real-time. AR systems can generate large amount of information, multiple solutions in less time, and perform far better in time-constrained problem solving. The capabilities of AR have been leveraged to augment cognition in human information processing. In this sort of augmented cognition (AC) work system, while technology has become the main source for information acquisition from the environment, the human sensory and memory capacities have failed to cope with the magnitude and scale of information they encounter. This situation generates opportunity for excessive cognitive workloads, a major factor in degraded human performance. From the human effectiveness point of view, research is needed to develop, model, and validate simulation tools that can measure the effectiveness of an AR technology used to support the amplification of human cognition. These tools will allow us to predict human performance for tasks executed under an AC tool construct. This paper presents an exploration of ergonomics issues relevant to AR and AC systems design. Additionally, proposed research to investigate those ergonomic issues is discussed.

    Human performance models (HPMs) are simulations of human behavior with which we can predict human performance. Designers use them to support their human factors engineering (HFE) programs for a wide range of complex systems, including commercial nuclear power plants. Applicants to U.S. Nuclear Regulatory Commission (NRC) can use HPMs for design certifications, operating licenses, and license amendments. In the context of nuclear-plant safety, it is important to assure that HPMs are verified and validated, and their usage is consistent with their intended purpose. Using HPMs improperly may generate misleading or incorrect information, entailing safety concerns. The objective of this research was to develop guidance to support the NRC staff's reviews of an applicant's use of HPMs in an HFE program. The guidance is divided into three topical areas: (1) HPM Verification, (2) HPM Validation, and (3) User Interface Verification. Following this guidance will help ensure the benefits of HPMs are achieved in a technically sound, defensible manner. During the course of developing this guidance, I identified several issues that could not be addressed; they also are discussed.

    This paper discusses the radiation physics and shielding codes and analyses applied in the design of CANDU and ACR reactors. The focus is on the types of analyses undertaken rather than the inputs supplied to the engineering disciplines. Nevertheless, the discussion does show how these analyses contribute to the engineering design. Analyses in radiation physics and shielding can be categorized as either design-assist or safety and licensing (accident) analyses. Many of the analyses undertaken are designated 'design-assist' where the analyses are used to generate recommendations that directly influence plant design. These recommendations are directed at mitigating or reducing the radiation hazard of the nuclear power plant with engineered systems and components. Thus the analyses serve a primary safety function by ensuring the plant can be operated with acceptable radiation hazards to the workers and public. In addition to this role of design assist, radiation physics and shielding codes are also deployed in safety and licensing assessments of the consequences of radioactive releases of gaseous and liquid effluents during normal operation and gaseous effluents following accidents. In the latter category, the final consequences of accident sequences, expressed in terms of radiation dose to members of the public, and inputs to accident analysis, e.g., decay heat in fuel following a loss-of-coolant accident, are also calculated. Another role of the analyses is to demonstrate that the design of the plant satisfies the principle of ALARA (as low as reasonably achievable) radiation doses. This principle is applied throughout the design process to minimize worker and public doses. The principle of ALARA is an inherent part of all design-assist recommendations and safety and licensing assessments. The main focus of an ALARA exercise at the design stage is to minimize the radiation hazards at the source. This exploits material selection and impurity specifications and relies heavily on experience and engineering judgement, consistent with the ALARA philosophy. Special care is taken to ensure that the best estimate dose rates are used to the extent possible when applying ALARA. Provisions for safeguards equipment are made throughout the fuel-handling route in CANDU and ACR reactors. For example, the fuel bundle counters rely on the decay gammas from the fission products in spent-fuel bundles to record the number of fuel movements. The International Atomic Energy Agency (IAEA) Safeguards system for CANDU and ACR reactors is based on item (fuel bundle) accounting. It involves a combination of IAEA inspection with containment and surveillance, and continuous unattended monitoring. The spent fuel bundle counter monitors spent fuel bundles as they are transferred from the fuelling machine to the spent fuel bay. The shielding and dose-rate analysis need to be carried out so that the bundle counter functions properly. This paper includes two codes used in criticality safety analyses. Criticality safety is a unique phenomenon and codes that address criticality issues will demand specific validations. However, it is recognised that some of the codes used in radiation physics will also be used in criticality safety assessments. (authors)

    New TSUNAMI tools of SCALE 6, TSURFER and TSAR, are demonstrated to examine the bias effects of small-worth test materials, relative to reference experiments. TSURFER is a data adjustment bias and bias uncertainty assessment tool, and TSAR computes the sensitivity of the change in reactivity between two systems to the cross-section data common to their calculation. With TSURFER, it is possible to examine biases and bias uncertainties in fine detail. For replacement experiments, the application of TSAR to TSUNAMI-3D sensitivity data for pairs of experiments allows the isolation of sources of bias that could otherwise be obscured by materials with more worth in an individual experiment. The application of TSUNAMI techniques in the design of nine reference experiments for the MIRTE program will allow application of these advanced techniques to data acquired in the experimental series. The validation of all materials in a complex criticality safety application likely requires consolidating information from many different critical experiments. For certain materials, such as structural materials or fission products, only a limited number of critical experiments are available, and the fuel and moderator compositions of the experiments may differ significantly from those of the application. In these cases, it is desirable to extract the computational bias of a specific material from an integral keff measurement and use that information to quantify the bias due to the use of the same material in the application system. Traditional parametric and nonparametric methods are likely to prove poorly suited for such a consolidation of specific data components from a diverse set of experiments. An alternative choice for consolidating specific data from numerous sources is a data adjustment tool, like the ORNL tool TSURFER (Tool for Sensitivity/Uncertainty analysis of Response Functionals using Experimental Results) from SCALE 6.1 However, even with TSURFER, it may be difficult to examine a single experiment and differentiate bias due to a test material from bias due to other materials such as fuel and moderator. An alternative method is to perform two experiments on the same critical assembly, one with and one without the test material, and examine differences in the biases due to the introduction of the test material. Techniques to extract a computational bias from pairs of replacement experiments and project that bias, with an associated bias uncertainty, to an application system are described herein.

The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    The SuperIdentity (SID) research project is a collaboration between six universities in the UK (Bath, Dundee, Kent, Leicester, Oxford, and Southampton) and the Pacific Northwest National Laboratory (PNNL). SID offers an innovative and exciting new approach to the concept of identity. The assumption underlying our hypothesis is that while there may be many dimensions to an identity - some more stable than others - all should ultimately reference back to a single core identity or a 'SuperIdentity.' The obvious consequence is that identification is improved by the combination of measures. Our work at PNNL has focused on the developing use cases to use in developing a model of identity and in developing visualizations for both researchers to explore the model and in the future for end users to use in determining various paths that may be possible to obtain various identity attributes from a set that is already known.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    The Design Considerations Handbook includes information and suggestions for the design of systems typical to nuclear facilities, information specific to various types of special facilities, and information useful to various design disciplines. The handbook is presented in two parts. Part 1, which addresses design considerations, includes two sections. The first addresses the design of systems typically used in nuclear facilities to control radiation or radioactive materials. Specifically, this part addresses the design of confinement systems and radiation protection and effluent monitoring systems. The second section of Part 1 addresses the design of special facilities (i.e., specific types of nonreactor nuclear facilities). The specific design considerations provided in this section were developed from review of DOE 6430.1A and are supplemented with specific suggestions and considerations from designers with experience designing and operating such facilities. Part 2 of the Design Considerations Handbook describes good practices and design principles that should be considered in specific design disciplines, such as mechanical systems and electrical systems. These good practices are based on specific experiences in the design of nuclear facilities by design engineers with related experience. This part of the Design Considerations Handbook contains five sections, each of which applies to a particular engineering discipline.

    Bohmian mechanics provides an explanation of quantum phenomena in terms of point particles guided by wave functions. This review focuses on the formalism of non-relativistic Bohmian mechanics, rather than its interpretation. Although the Bohmian and standard quantum theories have different formalisms, both give exactly the same predictions for all phenomena. Fifteen years ago, the quantum chemistry community began to study the practical usefulness of Bohmian mechanics. Since then, the scientific community has mainly applied it to study the (unitary) evolution of single-particle wave functions, either by developing efficient quantum trajectory algorithms or by providing a trajectory-based explanation of complicated quantum phenomena. Here we present a large list of examples showing how the Bohmian formalism provides a useful solution in different forefront research fields for this kind of problems (where the Bohmian and the quantum hydrodynamic formalisms coincide). In addition, this work also emphasizes that the Bohmian formalism can be a useful tool in other types of (non-unitary and nonlinear) quantum problems where the influence of the environment or the global wave function are unknown. This review contains also examples on the use of the Bohmian formalism for the many-body problem, decoherence and measurement processes. The ability of the Bohmian formalism to analyze this last type of problems for (open) quantum systems remains mainly unexplored by the scientific community. The authors of this review are convinced that the final status of the Bohmian theory among the scientific community will be greatly influenced by its potential success in these type of problems that present non-unitary and/or nonlinear quantum evolutions. A brief introduction of the Bohmian formalism and some of its extensions are presented in the last part of this review.

    The paper is based on a feasibility study investigating the possibilities of using a HIPPS (High Integrity Pressure Protection System) to protect a subsea pipeline that is not rated for full wellhead shut-in pressure. The study was called the Subsea OPPS Feasibility Study, and was performed by SINTEF, Norway. Here, OPPS is an acronym for Overpressure Pipeline Protection System. A design procedure for a subsea HIPPS is described, based on the experience and knowledge gained through the ``Subsea OPPS Feasibility Study``. Before a subsea HIPPS can be applied, its technical feasibility, reliability and profitability must be demonstrated. The subsea HIPPS design procedure will help to organize and plan the design activities both with respect to development and verification of a subsea HIPPS. The paper also gives examples of how some of the discussed design steps were performed in the Subsea OPPS Feasibility Study. Finally, further work required to apply a subsea HIPPS is discussed.

Thus began ``pipeline rehabilitation.`` Many of the older pipelines were exposed, evaluated, coated and returned to service. This procedure has reached new heights in recent years as coated pipelines of the twentieth century, having lived past their original design life, are now subject to coating failure.     A design methodology for the waste packages and ancillary components, viz., the emplacement pallets and drip shields, has been developed to provide designs that satisfy the safety and operational requirements of the Yucca Mountain Project. This methodology is described in the ''Waste Package Design Methodology Report'' Mecham 2004 [DIRS 166168]. To demonstrate the practicability of this design methodology, four waste package design configurations have been selected to illustrate the application of the methodology. The purpose of this report is to document how that design methodology has been applied to the waste package design configurations intended to accommodate naval canistered SNF.     Applied research activities at the National Wind Technology Center are divided into several technical disciplines. Not surprisingly, these engineering and science disciplines highlight the technology similarities between aircraft and wind turbine design requirements. More often than not, wind turbines are assumed to be a subset of the much larger and more comprehensive list of well understood aerospace engineering accomplishments and it is difficult for the general public to understand the poor performance history of wind turbines in sustained operation. Often overlooked are the severe environmental conditions and operational demands placed on turbine designs which define unique requirements beyond typical aerospace applications. It is the role of the National Wind Technology Center to investigate and quantify the underlying physical phenomena which make the wind turbine design problem unique and to provide the technology advancements necessary to overcome current operational limitations. This paper provides a brief overview of research areas involved with the design of wind turbines.

    Settlement Agreement between the Department of Energy and the State of Idaho mandates treatment of sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center within the Idaho National Engineering and Environmental Laboratory. One of the requirements of the Settlement Agreement is to complete treatment of sodium-bearing waste by December 31, 2012. Applied technology activities are required to provide the data necessary to complete conceptual design of four identified alternative processes and to select the preferred alternative. To provide a technically defensible path forward for the selection of a treatment process and for the collection of needed data, an applied technology plan is required. This document presents that plan, identifying key elements of the decision process and the steps necessary to obtain the required data in support of both the decision and the conceptual design. The Sodium-Bearing Waste Treatment Applied Technology Plan has been prepared to provide a description/roadmap of the treatment alternative selection process. The plan details the results of risk analyzes and the resulting prioritized uncertainties. It presents a high-level flow diagram governing the technology decision process, as well as detailed roadmaps for each technology. The roadmaps describe the technical steps necessary in obtaining data to quantify and reduce the technical uncertainties associated with each alternative treatment process. This plan also describes the final products that will be delivered to the Department of Energy Idaho Operations Office in support of the office's selection of the final treatment technology.

    Safety Instrumented Systems (SIS) are widely used in U.S. Department of Energy's (DOE) nonreactor nuclear facilities for safety-critical applications. Although use of the SIS technology and computer-based digital controls, can improve performance and safety, it potentially introduces additional complexities, such as failure modes that are not readily detectable. Either automated actions or manual (operator) actions may be required to complete the safety instrumented function to place the process in a safe state or mitigate a hazard in response to an alarm or indication. DOE will issue a new standard, Application of Safety Instrumented Systems Used at DOE Nonreactor Nuclear Facilities, to provide guidance for the design, procurement, installation, testing, maintenance, operation, and quality assurance of SIS used in safety significant functions at DOE nonreactor nuclear facilities. The DOE standard focuses on utilizing the process industry consensus standard, American National Standards Institute/ International Society of Automation (ANSI/ISA) 84.00.01, Functional Safety: Safety Instrumented Systems for the Process Industry Sector, to support reliable SIS design throughout the DOE complex. SIS design must take into account human-machine interfaces and their limitations and follow good human factors engineering (HFE) practices. HFE encompasses many diverse areas (e.g., information display, user-system interaction, alarm management, operator response, control room design, and system maintainability), which affect all aspects of system development and modification. This paper presents how the HFE processes and principles apply throughout the SIS life cycle to support the design and use of SIS at DOE nonreactor nuclear facilities.

    Aresidential building, constructed with an unvented attic, is acommonroof assembly in the United States.The expected hygrothermal performance and service life of the roof are difficult to estimate due to a number of varying parameters.Typical parameters expected to vary are the climate, direction, and slope of the roof as well as the radiation properties of the surface material. Furthermore, influential parameters are indoor moisture excess, air leakages through the attic floor, and leakages from air-handling unit and ventilation ducts. In addition, the type of building materials such as the insulation material and closed or open cell spray polyurethane foam will influence the future performance of the roof. A development of a simulation model of the roof assembly will enable a risk and sensitivity analysis, in which the most important varying parameters on the hygrothermal performance can be determined. The model is designed to perform probabilistic simulations using mathematical and hygrothermal calculation tools. The varying input parameters can be chosen from existing measurements, simulations, or standards. An analysis is applied to determine the risk of consequences, such as mold growth, rot, or energy demand of the HVAC unit. Furthermore, the future performance of the roof can be simulated in different climates to facilitate the design of an efficient and reliable roof construction with the most suitable technical solution and to determine the most appropriate building materials for a given climate

    Design and construction of biochemical pathways has increased the complexity of biosynthetically-produced compounds when compared to single enzyme biocatalysis. However, the coordination of multiple enzymes can introduce a complicated set of obstacles to overcome in order to achieve a high titer and yield of the desired compound. Metabolic engineering has made great strides in developing tools to optimize the flux through a target pathway, but the inherent characteristics of a particular enzyme within the pathway can still limit the productivity. Thus, judicious protein design is critical for metabolic and pathway engineering. This review will describe various strategies and examples of applying protein design to pathway engineering to optimize the flux through the pathway. The proteins can be engineered for altered substrate specificity/selectivity, increased catalytic activity, reduced mass transfer limitations through specific protein localization, and reduced substrate/product inhibition. Protein engineering can also be expanded to design biosensors to enable high through-put screening and to customize cell signaling networks. These strategies have successfully engineered pathways for significantly increased productivity of the desired product or in the production of novel compounds. (C) 2013 Elsevier Inc.     Since site designation of the Yucca Mountain Project by the President, the U.S. Department of Energy (DOE) has begun the transition from the site characterization phase of the project to preparation of the license application. As part of this transition, an increased focus has been applied to the repository design. Several evolution studies were performed to evaluate the repository design and to determine if improvements in the design were possible considering advances in the technology for handling and packaging nuclear materials. The studies' main focus was to reduce and/or eliminate uncertainties in both the pre-closure and post-closure performance of the repository and to optimize operations. The scope and recommendations from these studies are the subjects of this paper and include the following topics: (1) a more phased approach for the surface facility that utilize handling and packaging of the commercial spent nuclear fuel in a dry environment rather than in pools as was presented in the site recommendation; (2) slight adjustment of the repository footprint and a phased approach for construction and emplacement of the repository subsurface; and (3) simplification of the construction, fabrication and installation of the waste package and drip shield.

Control systems are often the most problematic system in a building. A good design process that takes into account maintenance, operation, and commissioning can lead to a smoothly operating and efficient building. The useful neutron flux for these experiments will be at least five times, and in some cases twenty times, more than is available at the world`s best existing facilities. In addition, ANS will provide irradiation capabilities for the production of radioisotopes for medical applications, research, and industry and facilities for materials irradiation testing. The need for a new steady-state neutron research facility in the United States was emphasized by the 1984 National Academy Report and confirmed by the Department of Energy`s (DOE`s) Energy Research Advisory Board in 1985. These studies defined a minimum thermal neutron flux requirement of 5 {times} 10{sup 19} m{sup {minus}2} {center_dot} s{sup {minus}1}. The National Steering Committee for an Advanced Neutron Source, with representation from the major fields of science that will use the facility, was established in 1986 and has continued to define the performance requirements and instrument layouts needed by the user community. To minimize technical risks and safety issues, the project adopted a policy of not relying upon new inventions to meet the minimum performance criteria, and the design presented in this report is built on technologies already used in other facilities and development programs: for example, the involute aluminum-clad fuel plates common to HFIR and ILL and the uranium silicide fuel developed in DOE`s Reduced Enrichment for Research and Test Reactors program and tested in reactors worldwide.     The Applied Sciences Branch actively supports the advancement of DOE/SERI goals for the development and implementation of the solar photovoltaic technology. The primary focus of the laboratories is to provide state-of-the-art analytical capabilities for materials and device characterization and fabrication. The branch houses a comprehensive facility which is capable of providing information on the full range of photovoltaic components.     Benford's Law states that the frequency of first digits of numbers in naturally occurring systems is not evenly distributed. Numbers beginning with a 1 occur roughly 30\\% of the time, and are six times more common than numbers beginning with a 9. We show that Benford's Law applies to social and behavioral features of users in online social networks. We consider social data from five major social networks: Facebook, Twitter, Google Plus, Pinterest, and Live Journal. We show that the distribution of first significant digits of friend and follower counts for users in these systems follow Benford's Law. The same holds for the number of posts users make. We extend this to egocentric networks, showing that friend counts among the people in an individual's social network also follow the expected distribution. We discuss how this can be used to detect suspicious or fraudulent activity online and to validate datasets.

    We design efficient algorithms to compute truthful mechanisms for risk-averse sellers, in Bayesian single-parameter and multi-parameter settings. We model risk aversion by a concave utility function, where the the seller maximizes its expected utility. Much earlier work on Bayesian mechanism design has focused on maximizing expected revenue, and no succinct characterization of expected utility maximizing mechanism is known even for multi-unit auctions. We design a poly-time algorithm for multi-unit auctions, to compute a sequential posted pricing mechanism (SPM) that for any $\\eps > 0$, yields a $(1-1/e-\\eps)$-approximation to the expected utility of an optimal mechanism. In comparison, the best known approximation factor using SPM is $(1-1/e)$ even for the expected revenue objective (linear utility). Our result uses a correlation gap bound and then applies concentration bounds to show the existence of an order-independent SPM for large inventory, and an approximation scheme for optimal adaptive SPM for small...

    Magnetic flux and electric charge are linked in a memristor. We reported recently that a memristor has a peculiar effect in which the switching takes place with a time delay because a memristor possesses a certain inertia. This effect was named the ''delayed switching effect.'' In this work, we elaborate on the importance of delayed switching in a brain-like computer using memristor neural networks. The effect is used to control the switching of a memristor synapse between two neurons that fire together (the Hebbian rule). A theoretical formula is found, and the design is verified by a simulation. We have also built an experimental setup consisting of electronic memristive synapses and electronic neurons.

    As Cloud services gain in popularity for enterprise use, vendors are now turning their focus towards providing cloud services suitable for scientific computing. Recently, Amazon Elastic Compute Cloud (EC2) introduced the new Cluster Compute Instances (CCI), a new instance type specifically designed for High Performance Computing (HPC) applications. At Berkeley Lab, the physicists at the Advanced Light Source (ALS) have been running Lattice Optimization on a local cluster, but the queue wait time and the flexibility to request compute resources when needed are not ideal for rapid development work. To explore alternatives, for the first time we investigate running the Lattice Optimization application on Amazon's new CCI to demonstrate the feasibility and trade-offs of using public cloud services for science.

    The objectives of the theoretical science program are: To support the interpretation of present experiments and predict the outcome of future planned experiments; to improve on existing models and codes and validate against experimental results; and to conduct theoretical physics development of advanced concepts with applications for DIII-D and future devices. Major accomplishments in FY91 include the corroboration between theory and experiment on MHD behavior in the second stable regime of operation on DIII-D, and the frequency and mode structure of toroidal Alfven eigenmodes in high beta, shaped plasmas. We have made significant advances in the development of the gyro-Landau fluid approach to turbulence simulation which more accurately models kinetic drive and damping mechanisms. Several theoretical models to explain the bifurcation phenomenon in L- to H-mode transition were proposed providing the theoretical basis for future experimental verification. The capabilities of new rf codes have been upgraded in response to the expanding needs of the rf experiments. Codes are being employed to plan for a fully non-inductive current drive experiment in a high beta, enhanced confinement regime. GA's experimental effort in Applied Physics encompasses two advanced diagnostics essential for the operation of future fusion experiments: Alpha particle diagnostic, and current and density profile diagnostics. This paper discusses research in all these topics.

    We design realizable time-dependent semiclassical pulses to invert the population of a two-level system faster than adiabatically when the rotating-wave approximation cannot be applied. Different approaches, based on the counterdiabatic method or on invariants, may lead to singularities in the pulse functions. Ways to avoid or cancel the singularities are put forward when the pulse spans few oscillations. For many oscillations an alternative numerical minimization method is proposed and demonstrated.
