    The objective of this report is to provide a description of generic small modular high temperature reactors (herein denoted as an smHTR), summarize their distinguishing attributes, and lay out the research and development (R&D) required for commercialization. The generic concepts rely heavily on the modular high temperature gas-cooled reactor designs developed in the 1980s which were never built but for which pre-licensing or certification activities were conducted. The concept matured more recently under the Next Generation Nuclear Plant (NGNP) project, specifically in the areas of fuel and material qualification, methods development, and licensing. As all vendor-specific designs proposed under NGNP were all both ‘small’ or medium-sized and ‘modular’ by International Atomic Energy Agency (IAEA) and Department of Energy (DOE) standards, the technical attributes, challenges, and R&D needs identified, addressed, and documented under NGNP are valid and appropriate in the context of Small Modular Reactor (SMR) applications. Although the term High Temperature Reactor (HTR) is commonly used to denote graphite-moderated, thermal spectrum reactors with coolant temperatures in excess of 650oC at the core outlet, in this report the historical term High Temperature Gas-Cooled Reactor (HTGR) will be used to distinguish the gas-cooled technology described herein from its liquid salt-cooled cousin. Moreover, in this report it is to be understood that the outlet temperature of the helium in an HTGR has an upper limit of 950 degrees C which corresponds to the temperature to which certain alloys are currently being qualified under DOE’s ARC program. Although similar to the HTGR in just about every respect, the Very High Temperature Reactor (VHTR) may have an outlet temperature in excess of 950 degrees C and is therefore farther from commercialization because of the challenges posed to materials exposed to these temperatures.     Geographic information systems (GIS) technology was applied to analyze federal energy demand across the contiguous US. Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters. The analysis shows that there are potential sites in various federal energy clusters that could be evaluated further for placement of an integral pressurized-water reactor (iPWR) to support meeting federal clean energy goals.

    This analysis identifies candidate locations, in a broad sense, where there are high concentrations of federal government agency use of electricity, which are also suitable areas for near-term SMRs. Near-term SMRs are based on light-water reactor (LWR) technology with compact design features that are expected to offer a host of safety, siting, construction, and economic benefits. These smaller plants are ideally suited for small electric grids and for locations that cannot support large reactors, thus providing utilities or governement entities with the flexibility to scale power production as demand changes by adding additional power by deploying more modules or reactors in phases. This research project is aimed at providing methodologies, information, and insights to assist the federal government in meeting federal clean energy goals.

    Using an optically unbiased selection process based on the HIPASS neutral hydrogen survey, we have selected a sample of 83 spatially isolated, gas-rich dwarf galaxies in the southern hemisphere with cz between 350 and 1650 km s{sup -1}, and with R-band luminosities and H I masses less than that of the Small Magellanic Cloud. The sample is an important population of dwarf galaxies in the local universe, all with ongoing star formation, and most of which have no existing spectroscopic data. We are measuring the chemical abundances of these galaxies, using the integral-field spectrograph on the Australian National University 2.3 m telescope, the Wide-Field Spectrograph. This paper describes our survey criteria and procedures, lists the survey sample, and reports on initial observations.

  2. A BRIEF DESCRIPTION OF THE SMALL-SCALE SAFETY TESTING SYSTEMS AT LAWRENCE LIVERMORE NATIONAL LABORATORY

    Small-scale sensitivity testing is important for determining material response to various stimuli including impact, friction, and static spark. These tests, briefly described below, provide parameters for safety in handling. ERL Type 12 drop hammer equipment at LLNL, shown in Figure 1, was used to determine the impact sensitivity. The equipment includes a 2.5-kg drop weight, a striker (upper anvil, 2.5 kg for solid samples and 1.0 kg for liquid samples), a bottom anvil, a microphone sensor, and a peakmeter. For each drop, sample (35 mg for solid or 45 microliter for liquid) is placed on the bottom anvil surface and impacted by the drop weight from different heights. Signs of reactions upon impact are observed and recorded. These signs include noises, flashes or sparks, smoke, pressure, gas emissions, temperature rise due to exothermic reaction, color change of the sample, and changes to the anvil surface (noted by inspection). For solid samples, a 'GO' was defined as a microphone sensor (for noise detection) response of {ge} 1.3 V as measured by a peakmeter. The higher the DH{sub 50} values, the lower the impact sensitivity. The method used to calculate DH{sub 50} values is the 'up and down' or Bruceton method. PETN and RDX have impact sensitivities of 15 and 35 cm, respectively. TATB has impact sensitivity more than 177 cm. For liquid samples, a 'GO' was determined by the noise levels as measured by the peakmeter, appearance of flashes, temperature rise of the anvil, and visual inspection of the anvil surface. Two liquid samples TMETN and FEFO have impact sensitivities of 14 and 32 cm, respectively. Figure 2 shows a 'GO' event observed during the impact sensitivity test; flashes appeared as the drop weight impacted the sample. A BAM friction sensitivity test machine, as shown in Figure 3, was used to determine the frictional sensitivity.     Beginning in late 2008, Oak Ridge National Laboratory (ORNL) responded to ongoing internal and external studies addressing key questions related to our national electrical energy supply. This effort has led to the development and refinement of Oak Ridge Siting Analysis for power Generation Expansion (OR-SAGE), a tool to support power plant siting evaluations. The objective in developing OR-SAGE was to use industry-accepted approaches and/or develop appropriate criteria for screening sites and employ an array of geographic information systems (GIS) data sources at ORNL to identify candidate areas for a power generation technology application. The basic premise requires the development of exclusionary, avoidance, and suitability criteria for evaluating sites for a given siting application, such as siting small modular reactors (SMRs). For specific applications of the tool, it is necessary to develop site selection and evaluation criteria (SSEC) that encompass a number of key benchmarks that essentially form the site environmental characterization for that application. These SSEC might include population density, seismic activity, proximity to water sources, proximity to hazardous facilities, avoidance of protected lands and floodplains, susceptibility to landslide hazards, and others.

    The field dependencies of J{sub c} of YBa{sub 2}Cu{sub 3}O{sub 7-{delta}} based high-temperature superconducting thin films are measured in fine steps for B||c in a wide temperature range. It is found that J{sub c}(B) of all samples can be described by a generalization of Kim's critical state model with two additional variables. At very low fields, a plateau of constant J{sub c} is observed, for which two possible reasons are discussed - self-field effects and a strong single-vortex pinning mechanism. Around 1 T we identified a small 'peak' which may be responsible for ultralow experimental {alpha} values in high-quality samples.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services

    This document provides a description of the baseline system conceptualized for remediating the tank waste stored within the Hanford Site. Remediation of the tank waste will be performed by the Tank Waste Remediation System (TWRS). This baseline system description (BSD) document has been prepared to describe the current planning basis for the TWRS for accomplishing the tank waste remediation functions. The BSD document is not intended to prescribe firm program management strategies for implementing the TWRS. The scope of the TWRS Program includes managing existing facilities, developing technology for new systems; building, testing and operating new facilities; and maintaining the system. The TWRS Program will manage the system used for receiving, safely storing, maintaining, treating, and disposing onsite, or packaging for offsite disposal, all tank waste. The scope of the TWRS Program encompasses existing facilities such as waste storage tanks, evaporators, pipelines, and low-level radioactive waste treatment and disposal facilities. It includes support facilities that comprise the total TWRS infrastructure, including upgrades to existing facilities or equipment and the addition of new facilities.

    The ''Yucca Mountain Site Description'' summarizes, in a single document, the current state of knowledge and understanding of the natural system at Yucca Mountain. It describes the geology; geochemistry; past, present, and projected future climate; regional hydrologic system; and flow and transport within the unsaturated and saturated zones at the site. In addition, it discusses factors affecting radionuclide transport, the effect of thermal loading on the natural system, and tectonic hazards. The ''Yucca Mountain Site Description'' is broad in nature. It summarizes investigations carried out as part of the Yucca Mountain Project since 1988, but it also includes work done at the site in earlier years, as well as studies performed by others. The document has been prepared under the Office of Civilian Radioactive Waste Management quality assurance program for the Yucca Mountain Project. Yucca Mountain is located in Nye County in southern Nevada. The site lies in the north-central part of the Basin and Range physiographic province, within the northernmost subprovince commonly referred to as the Great Basin. The basin and range physiography reflects the extensional tectonic regime that has affected the region during the middle and late Cenozoic Era. Yucca Mountain was initially selected for characterization, in part, because of its thick unsaturated zone, its arid to semiarid climate, and the existence of a rock type that would support excavation of stable openings. In 1987, the United States Congress directed that Yucca Mountain be the only site characterized to evaluate its suitability for development of a geologic repository for high-level radioactive waste and spent nuclear fuel.

    The Office of Civilian Radioactive Waste Management and the Power Reactor and Nuclear Fuel Development Corporation of Japan (PNC) have supported the development of the Analytical Repository Source-Term (AREST) at Pacific Northwest Laboratory. AREST is a computer model developed to evaluate radionuclide release from an underground geologic repository. The AREST code can be used to calculate/estimate the amount and rate of each radionuclide that is released from the engineered barrier system (EBS) of the repository. The EBS is the man-made or disrupted area of the repository. AREST was designed as a system-level models to simulate the behavior of the total repository by combining process-level models for the release from an individual waste package or container. AREST contains primarily analytical models for calculating the release/transport of radionuclides to the lost rock that surrounds each waste package. Analytical models were used because of the small computational overhead that allows all the input parameters to be derived from a statistical distribution. Recently, a one-dimensional numerical model was also incorporated into AREST, to allow for more detailed modeling of the transport process with arbitrary length decay chains. The next step in modeling the EBS, is to develop a model that couples the probabilistic capabilities of AREST with a more detailed process model. This model will need to look at the reactive coupling of the processes that are involved with the release process. Such coupling would include: (1) the dissolution of the waste form, (2) the geochemical modeling of the groundwater, (3) the corrosion of the container overpacking, and (4) the backfill material, just to name a few. Several of these coupled processes are already incorporated in the current version of AREST.

    Small hydropower, defined in this report as hydropower with a generating capacity of up to 10 MW typically built using existing dams, pipelines, and canals has substantial opportunity for growth. Existing small hydropower comprises about 75% of the current US hydropower fleet in terms of number of plants. The economic feasibility of developing new small hydropower projects has substantially improved recently, making small hydropower the type of new hydropower development most likely to occur. In 2013, Congress unanimously approved changes to simplify federal permitting requirements for small hydropower, lowering costs and reducing the amount of time required to receive federal approvals. In 2014, Congress funded a new federal incentive payment program for hydropower, currently worth approximately 1.5 cents/kWh. Federal and state grant and loan programs for small hydropower are becoming available. Pending changes in federal climate policy could benefit all renewable energy sources, including small hydropower. Notwithstanding remaining barriers, development of new small hydropower is expected to accelerate in response to recent policy changes.

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    The purpose of this facility description document (FDD) is to establish requirements and associated bases that drive the design of the Canister Handling Facility (CHF), which will allow the design effort to proceed to license application. This FDD will be revised at strategic points as the design matures. This FDD identifies the requirements and describes the facility design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This FDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This FDD is part of an iterative design process. It leads the design process with regard to the flowdown of upper tier requirements onto the facility. Knowledge of these requirements is essential in performing the design process. The FDD follows the design with regard to the description of the facility. The description provided in this FDD reflects the current results of the design process.

The term overpack is a vertical site-specific cask that contains a dual-purpose canister (DPC) or a disposable canister. Functional and operational requirements applicable to this system were obtained from ''Project Functional and Operational Requirements'' (F&OR) (Curry 2004 [DIRS 170557]). Other requirements that support the design process were taken from documents such as ''Project Design Criteria Document'' (PDC) (BSC 2004 [DES 171599]), ''Site Fire Hazards Analyses'' (BSC 2005 [DIRS 172174]), and ''Nuclear Safety Design Bases for License Application'' (BSC 2005 [DIRS 171512]).
