Domain-specific Web Service Discovery with Service Class Descriptions

This paper presents DynaBot, a domain-specific web service discovery system. The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

Focused Crawling of the Deep Web Using Service Class Descriptions

Dynamic Web data sources--sometimes known collectively as the Deep Web--increase the utility of the Web by providing intuitive access to data repositories anywhere that Web access is available. Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DynaBot, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DynaBot has three unique characteristics. First, DynaBot utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DynaBot employs a modular, self-tuning system architecture for focused crawling of the DeepWeb using service class descriptions. Third, DynaBot incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

Project Overview: United Parcel Service's Second-Generation Hybrid-Electric Delivery Vans (Fact Sheet)

This fact sheet describes UPS second generation hybrid-electric delivery vehicles as compared to conventional delivery vehicles. Medium-duty commercial vehicles such as moving trucks, beverage-delivery trucks, and package-delivery vans consume almost 2,000 gal of fuel per year on average. United Parcel Service (UPS) operates hybrid-electric package-delivery vans to reduce the fuel use and emissions of its fleet. In 2008, the National Renewable Energy Laboratory's (NREL's) Fleet Test and Evaluation Team evaluated the first generation of UPS' hybrid delivery vans. These hybrid vans demonstrated 29%-37% higher fuel economy than comparable conventional diesel vans, which contributed to UPS' decision to add second-generation hybrid vans to its fleet. The Fleet Test and Evaluation Team is now evaluating the 18-month, in-service performance of 11 second-generation hybrid vans and 11 comparable conventional diesel vans operated by UPS in Minneapolis, Minnesota. The evaluation also includes testing fuel economy and emissions at NREL's Renewable Fuels and Lubricants (ReFUEL) Laboratory and comparing diesel particulate filter (DPF) regeneration. In addition, a followup evaluation of UPS' first-generation hybrid vans will show how those vehicles performed over three years of operation. One goal of this project is to provide a consistent comparison of fuel economy and operating costs between the second-generation hybrid vans and comparable conventional vans. Additional goals include quantifying the effects of hybridization on DPF regeneration and helping UPS select delivery routes for its hybrid vans that maximize the benefits of hybrid technology. This document introduces the UPS second-generation hybrid evaluation project. Final results will be available in mid-2012.

The purpose of this System Design Description (SDD) is to describe the characteristics of the Cold Vacuum Drying (CVD) Facility general service helium system. The general service helium system is a general service facility process support system, but does include safety-class structures, systems and components (SSCs) providing protection to the offsite public. The general service helium system also performs safety-significant functions that provide protection to onsite workers. The general helium system essential function is to provide helium (He) to support process functions during all phases of facility operations. General service helium is used to purge the cask and the MCO in order to maintain their internal atmospheres below hydrogen flammability concentrations. The general service helium system also supplies helium to purge the process water conditioning (PWC) lines and components and the vacuum purge system (VPS) vacuum pump. The Foam Delivery System used in the decontamination and decommissioning (D&D) project for the K-25/K-27 Buildings at the East Tennessee Technology Park (ETTP) is comprised of a trailer-mounted Gusmer{reg_sign} H20/35 Pro-TEC Proportioning Unit and the associated equipment to convey electrical power, air, and foam component material to the unit. This high-pressure, plural-component polyurethane foam pouring system will be used to fill process gas and non-process equipment/piping (PGE/P) within the K-25/K-27 Buildings with polyurethane foam to immobilize contaminants prior to removal. The system creates foam by mixing isocyanate and polyol resin (Resin) component materials. Currently, the project plans to utilize up to six foaming units simultaneously during peak foaming activities. Also included in this system description are the foam component material storage containers that will be used for storage of the component material drums in a staging area outside of the K-25/K-27 Buildings. The Foam Delivery System and foam component material storage enclosures (i.e., Foaming Component Protective Enclosures) used to store polymeric methylene diphenyl diisocyanate (PMDI) component material are identified as Safety Significant (SS) Structures, Systems and Components (SSC) in the Documented Safety Analysis (DSA) for the project, Documented Safety Analysis for the K-25 and K-27 Facilities at the East Tennessee Technology Park, Oak Ridge, Tennessee, DSA-ET-K-25/K-27-0001.

In this new working paper, the authors focus specifically on what would be necessary to achieve High Level Panel-style goals and targets for water, energy and transport, if these were to be eventually adopted by world leaders. In all three cases, much of the advocacy - and the proposed High Level Panel goals - have emphasized the need to strive for universal and sustainable access to at least basic levels of services from these sectors. Many of the proposals for post-2015 goals and targets appear ambitious, but what would it take to achieve them? This paper assesses what is needed to achieve goals for universal and sustainable access to infrastructure, specifically water, energy and transport. Using illustrative goals and targets, the paper reviews the development challenges in each sector, and what will be necessary to overcome the barriers to universal and sustainable access to water, energy and transport infrastructure services, in the areas of governance, finance, capacity development and environmental protection. The paper ends with general conclusions about infrastructure in the post-2015 development agenda.

A secondary fuel delivery system for delivering a secondary stream of fuel and/or diluent to a secondary combustion zone located in the transition piece of a combustion engine, downstream of the engine primary combustion region is disclosed. The system includes a manifold formed integral to, and surrounding a portion of, the transition piece, a manifold inlet port, and a collection of injection nozzles. A flowsleeve augments fuel/diluent flow velocity and improves the system cooling effectiveness. Passive cooling elements, including effusion cooling holes located within the transition boundary and thermal-stress-dissipating gaps that resist thermal stress accumulation, provide supplemental heat dissipation in key areas. The system delivers a secondary fuel/diluent mixture to a secondary combustion zone located along the length of the transition piece, while reducing the impact of elevated vibration levels found within the transition piece and avoiding the heat dissipation difficulties often associated with traditional vibration reduction methods.

A variable delivery, fixed displacement pump comprises a plurality of pistons reciprocated within corresponding cylinders in a cylinder block. The pistons are reciprocated by rotation of a fixed angle swash plate connected to the pistons. The pistons and cylinders cooperate to define a plurality of fluid compression chambers each have a delivery outlet. A vent port is provided from each fluid compression chamber to vent fluid therefrom during at least a portion of the reciprocal stroke of the piston. Each piston and cylinder combination cooperates to close the associated vent port during another portion of the reciprocal stroke so that fluid is then pumped through the associated delivery outlet. The delivery rate of the pump is varied by adjusting the axial position of the swash plate relative to the cylinder block, which varies the duration of the piston stroke during which the vent port is closed.

Hydraulic Hybrid and Conventional Parcel Delivery Vehicles' Measured Laboratory Fuel Economy on Targeted Drive Cycles

This research project compares laboratory-measured fuel economy of a medium-duty diesel powered hydraulic hybrid vehicle drivetrain to both a conventional diesel drivetrain and a conventional gasoline drivetrain in a typical commercial parcel delivery application. Vehicles in this study included a model year 2012 Freightliner P100H hybrid compared to a 2012 conventional gasoline P100 and a 2012 conventional diesel parcel delivery van of similar specifications. Drive cycle analysis of 484 days of hybrid parcel delivery van commercial operation from multiple vehicles was used to select three standard laboratory drive cycles as well as to create a custom representative cycle. These four cycles encompass and bracket the range of real world in-use data observed in Baltimore United Parcel Service operations. The NY Composite cycle, the City Suburban Heavy Vehicle Cycle cycle, and the California Air Resources Board Heavy Heavy-Duty Diesel Truck (HHDDT) cycle as well as a custom Baltimore parcel delivery cycle were tested at the National Renewable Energy Laboratory's Renewable Fuels and Lubricants Laboratory. Fuel consumption was measured and analyzed for all three vehicles. Vehicle laboratory results are compared on the basis of fuel economy. The hydraulic hybrid parcel delivery van demonstrated 19%-52% better fuel economy than the conventional diesel parcel delivery van and 30%-56% better fuel economy than the conventional gasoline parcel delivery van on cycles other than the highway-oriented HHDDT cycle.

The ''Yucca Mountain Site Description'' summarizes, in a single document, the current state of knowledge and understanding of the natural system at Yucca Mountain. It describes the geology; geochemistry; past, present, and projected future climate; regional hydrologic system; and flow and transport within the unsaturated and saturated zones at the site. In addition, it discusses factors affecting radionuclide transport, the effect of thermal loading on the natural system, and tectonic hazards. The ''Yucca Mountain Site Description'' is broad in nature. It summarizes investigations carried out as part of the Yucca Mountain Project since 1988, but it also includes work done at the site in earlier years, as well as studies performed by others. The document has been prepared under the Office of Civilian Radioactive Waste Management quality assurance program for the Yucca Mountain Project. Yucca Mountain is located in Nye County in southern Nevada. The site lies in the north-central part of the Basin and Range physiographic province, within the northernmost subprovince commonly referred to as the Great Basin. The basin and range physiography reflects the extensional tectonic regime that has affected the region during the middle and late Cenozoic Era. Yucca Mountain was initially selected for characterization, in part, because of its thick unsaturated zone, its arid to semiarid climate, and the existence of a rock type that would support excavation of stable openings. In 1987, the United States Congress directed that Yucca Mountain be the only site characterized to evaluate its suitability for development of a geologic repository for high-level radioactive waste and spent nuclear fuel.

A spark delivery system for generating a spark using a laser beam is provided, the spark delivery system including a laser light source and a laser delivery assembly. The laser delivery assembly includes a hollow fiber and a launch assembly comprising launch focusing optics to input the laser beam in the hollow fiber. In addition, the laser delivery assembly includes exit focusing optics that demagnify an exit beam of laser light from the hollow fiber, thereby increasing the intensity of the laser beam and creating a spark. In accordance with embodiments of the present invention, the assembly may be used to create a spark in a combustion engine. In accordance with other embodiments of the present invention, a method of using the spark delivery system is provided. In addition, a method of choosing an appropriate fiber for creating a spark using a laser beam is also presented.

Evaluation of Retrofit Delivery Packages

Residential energy retrofit activities are a critical component of efforts to increase energy efficiency in the U.S. building stock; however, retrofits account for a small percentage of aggregate energy savings at relatively high per unit costs. This report by Building America research team, Alliance for Residential Building Innovation (ARBI), describes barriers to widespread retrofits and evaluates opportunities to improve delivery of home retrofit measures by identifying economies of scale in marketing, energy assessments, and bulk purchasing through pilot programs in portions of Sonoma, Los Angeles, and San Joaquin Counties, CA. These targeted communities show potential and have revealed key strategies for program design, as outlined in the report.

A plasma becomes quantum when the quantum nature of its particles significantly affects its macroscopic properties. To answer the question of when the collective quantum plasma effects are important, a proper description of such effects is necessary. We consider here the most common methods of description of quantum plasma, along with the related assumptions and applicability limits. In particular, we analyze in detail the hydrodynamic description of quantum plasma, as well as discuss some kinetic features of analytic properties of linear dielectric response function in quantum plasma. Microfabricated injectable drug delivery system

A microfabricated, fully integrated drug delivery system capable of secreting controlled dosages of multiple drugs over long periods of time (up to a year). The device includes a long and narrow shaped implant with a sharp leading edge for implantation under the skin of a human in a manner analogous to a sliver. The implant includes: 1) one or more micromachined, integrated, zero power, high and constant pressure generating osmotic engine; 2) low power addressable one-shot shape memory polymer (SMP) valves for switching on the osmotic engine, and for opening drug outlet ports; 3) microfabricated polymer pistons for isolating the pressure source from drug-filled microchannels; 4) multiple drug/multiple dosage capacity, and 5) anisotropically-etched, atomically-sharp silicon leading edge for penetrating the skin during implantation. The device includes an externally mounted controller for controlling on-board electronics which activates the SMP microvalves, etc. of the implant.

The purpose of this facility description document (FDD) is to establish requirements and associated bases that drive the design of the Canister Handling Facility (CHF), which will allow the design effort to proceed to license application. This FDD will be revised at strategic points as the design matures. This FDD identifies the requirements and describes the facility design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This FDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This FDD is part of an iterative design process. It leads the design process with regard to the flowdown of upper tier requirements onto the facility. Knowledge of these requirements is essential in performing the design process. The FDD follows the design with regard to the description of the facility. The description provided in this FDD reflects the current results of the design process.

The locomotor portion of the RTD system is designed to be inserted into the tank and is to be capable of moving around the tank by supporting itself and moving on the tank internal structural columns. The locomotor will serve as a mounting platform for a dexterous manipulator arm. The complete RTD system consists of the locomotor, dexterous manipulator arm, cameras, lights, cables, hoses, cable/hose management system, power supply, and operator control station.

Hydrogen Production and Delivery Research

In response to DOE's Solicitation for Grant Applications DE-PS36-03GO93007, 'Hydrogen Production and Delivery Research', SRI International (SRI) proposed to conduct work under Technical Topic Area 5, Advanced Electrolysis Systems; Sub-Topic 5B, High-Temperature Steam Electrolysis. We proposed to develop a prototype of a modular industrial system for low-cost generation of H{sub 2} (<$2/kg) by steam electrolysis with anodic depolarization by CO. Water will be decomposed electrochemically into H{sub 2} and O{sub 2} on the cathode side of a high-temperature electrolyzer. Oxygen ions will migrate through an oxygen-ion-conductive solid oxide electrolyte. Gas mixtures on the cathode side (H{sub 2} + H{sub 2}O) and on the anode side (CO + CO{sub 2}) will be reliably separated by the solid electrolyte. Depolarization of the anodic process will decrease the electrolysis voltage, and thus the electricity required for H{sub 2} generation and the cost of produced H{sub 2}. The process is expected to be at least 10 times more energy-efficient than low-temperature electrolysis and will generate H{sub 2} at a cost of approximately $1-$1.5/kg. The operating economics of the system can be made even more attractive by deploying it at locations where waste heat is available; using waste heat would reduce the electricity required for heating the system. Two critical targets must be achieved: an H{sub 2} production cost below $2/kg, and scalable design of the pilot H{sub 2} generation system. The project deliverables would be (1) a pilot electrolysis system for H{sub 2} generation, (2) an economic analysis, (3) a market analysis, and (4) recommendations and technical documentation for field deployment. DOE was able to provide only 200K out of 1.8M (or about 10% of awarded budget), so project was stopped abruptly.

Polarimeters and Energy Spectrometers for the ILC Beam Delivery System

This article gives an overview of current plans and issues for polarimeters and energy spectrometers in the Beam Delivery System of the ILC. It is meant to serve as a useful reference for the Detector Letter of Intent documents currently being prepared. Concepts for high precision polarization and energy measurements exist. These concepts have resulted in detailed system layouts that are included in the RDR description for the Beam Delivery System. The RDR includes both upstream and downstream polarimeters and energy spectrometers for both beams. This provides needed complementarity and redundancy for achieving the precision required, with adequate control and demonstration of systematic errors. The BDS polarimeters and energy spectrometers need to be a joint effort of the ILC BDS team and the Detector collaborations, with collaboration members responsible for the performance and accuracy of the measurements. Details for this collaboration and assigning of responsibilities remain to be worked out. There is also a demonstrated need for Detector physicists to play an active role in the design and evaluation of accelerator components that impact beam polarization and beam energy capabilities, including the polarized source and spin rotator systems. A workshop was held in 2008 on ILC Polarization and Energy measurements, which resulted in a set of recommendations for the ILC design and operation. Additional input and action is needed on these from the Detector collaborations, the Research Director and the GDE. Work is continuing during the ILC engineering design phase to further optimize the polarimeter and energy spectrometer concepts and fully implement them in the ILC. This includes consideration for alternative methods, detailed design and cost estimates, and prototype and test beam activities.

Optically generated ultrasound for enhanced drug delivery

High frequency acoustic waves, analogous to ultrasound, can enhance the delivery of therapeutic compounds into cells. The compounds delivered may be chemotherapeutic drugs, antibiotics, photodynamic drugs or gene therapies. The therapeutic compounds are administered systemically, or preferably locally to the targeted site. Local delivery can be accomplished through a needle, cannula, or through a variety of vascular catheters, depending on the location of routes of access. To enhance the systemic or local delivery of the therapeutic compounds, high frequency acoustic waves are generated locally near the target site, and preferably near the site of compound administration. The acoustic waves are produced via laser radiation interaction with an absorbing media and can be produced via thermoelastic expansion, thermodynamic vaporization, material ablation, or plasma formation. Acoustic waves have the effect of temporarily permeabilizing the membranes of local cells, increasing the diffusion of the therapeutic compound into the cells, allowing for decreased total body dosages, decreased side effects, and enabling new therapies.

This SDD will be revised at strategic points as the design matures. This SDD identifies the requirements and describes the system design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This SDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This SDD is part of an iterative design process. It leads the design process with regard to the flow down of upper tier requirements onto the system. Knowledge of these requirements is essential in performing the design process. The SDD follows the design with regard to the description of the system. The description provided in the SDD reflects the current results of the design process. Throughout this SDD, the term aging cask applies to vertical site-specific casks and to horizontal aging modules. The term overpack is a vertical site-specific cask that contains a dual-purpose canister (DPC) or a disposable canister. Functional and operational requirements applicable to this system were obtained from ''Project Functional and Operational Requirements'' (F&OR) (Curry 2004 [DIRS 170557]). Other requirements that support the design process were taken from documents such as ''Project Design Criteria Document'' (PDC) (BSC 2004 [DES 171599]), ''Site Fire Hazards Analyses'' (BSC 2005 [DIRS 172174]), and ''Nuclear Safety Design Bases for License Application'' (BSC 2005 [DIRS 171512]). The Integrated Program Management System (IPMS) Description is a ``working`` document that describes the work processes of the Uranium Mill Tailings Remedial Action Project Office (UMTRA) and IPMS Group. This document has undergone many revisions since the UMTRA Project began; this revision not only updates the work processes but more clearly explains the relationships between the Project Office, contractors, and other participants. The work process flow style has been revised to better describe Project work and the relationships of participants. For each work process, more background and guidance on ``why`` and ``what is expected`` is given. For example, a description of activity data sheets has been added in the work organization and the Project performance and reporting processes, as well as additional detail about the federal budget process and funding management and improved flow charts and explanations of cost and schedule management. A chapter has been added describing the Cost Reduction/Productivity Improvement Program. The Change Control Board (CCB) procedures (Appendix A) have been updated. Project critical issues meeting (PCIM) procedures have been added as Appendix B. Budget risk assessment meeting procedures have been added as Appendix C. These appendices are written to act as stand-alone documentation for each process. As the procedures are improved and updated, the documentation can be updated separately.

An injection nozzle for a turbomachine includes a main body having a first end portion that extends to a second end portion defining an exterior wall having an outer surface. A plurality of fluid delivery tubes extend through the main body. Each of the plurality of fluid delivery tubes includes a first fluid inlet for receiving a first fluid, a second fluid inlet for receiving a second fluid and an outlet. The injection nozzle further includes a coolant delivery system arranged within the main body. Ancillary services are those functions performed by electrical generating, transmission, system-control, and distribution-system equipment and people to support the basic services of generating capacity, energy supply, and power delivery. The Federal Energy Regulatory Commission defined ancillary services as ``those services necessary to support the transmission of electric power from seller to purchaser given the obligations of control areas and transmitting utilities within those control areas to maintain reliable operations of the interconnected transmission system.`` FERC divided these services into three categories: ``actions taken to effect the transaction (such as scheduling and dispatching services) , services that are necessary to maintain the integrity of the transmission system [and] services needed to correct for the effects associated with undertaking a transaction.`` In March 1995, FERC published a proposed rule to ensure open and comparable access to transmission networks throughout the country. The rule defined six ancillary services and developed pro forma tariffs for these services: scheduling and dispatch, load following, system protection, energy imbalance, loss compensation, and reactive power/voltage control.

Lake Powell is part of Utah's Glen Canyon National Recreation Area. The Dangling Rope Marina operates by using diesel generators to supply power. They use 65,000 gallons of diesel fuel per year that has to be barged in over Lake Powell. The potential for environmental damage to the marina in the event of a fuel spill is significant, and the cost to the National Park Service (NPS) for transporting each fuel delivery is considerable. Consequently, the installation of a photovoltaic (PV) system presented many advantages.

Redundancy of Supply in the International Nuclear Fuel Fabrication Market: Are Fabrication Services Assured?

For several years, Pacific Northwest National Laboratory (PNNL) has been assessing the reliability of nuclear fuel supply in support of the U.S. Department of Energy/National Nuclear Security Administration. Three international low enriched uranium reserves, which are intended back up the existing and well-functioning nuclear fuel market, are currently moving toward implementation. These backup reserves are intended to provide countries credible assurance that of the uninterrupted supply of nuclear fuel to operate their nuclear power reactors in the event that their primary fuel supply is disrupted, whether for political or other reasons. The efficacy of these backup reserves, however, may be constrained without redundant fabrication services. This report presents the findings of a recent PNNL study that simulated outages of varying durations at specific nuclear fuel fabrication plants. The modeling specifically enabled prediction and visualization of the reactors affected and the degree of fuel delivery delay. The results thus provide insight on the extent of vulnerability to nuclear fuel supply disruption at the level of individual fabrication plants, reactors, and countries. The simulation studies demonstrate that, when a reasonable set of qualification criteria are applied, existing fabrication plants are technically qualified to provide backup fabrication services to the majority of the world's power reactors. The report concludes with an assessment of the redundancy of fuel supply in the nuclear fuel market, and a description of potential extra-market mechanisms to enhance the security of fuel supply in cases where it may be warranted. This report is an assessment of the ability of the existing market to respond to supply disruptions that occur for technical reasons. A forthcoming report will address political disruption scenarios.

Internet-scale distributed systems such as content delivery networks (CDNs) operate hundreds of thousands of servers deployed in thousands of data center locations around the globe. Since the energy costs of operating such a large IT infrastructure are a significant fraction of the total operating costs, we argue for redesigning CDNs to incorporate energy optimizations as a first-order principle. We propose techniques to turn off CDN servers during periods of low load while seeking to balance three key design goals: maximize energy reduction, minimize the impact on client-perceived service availability (SLAs), and limit the frequency of on-off server transitions to reduce wear-and-tear and its impact on hardware reliability. Dynamic Web data sources sometimes known collectively as the Deep Web increase the utility of the Web by providing intuitive access to data repositories anywhere that Web access is available. Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DYNABOT, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DYNABOT has three unique characteristics. First, DYNABOT utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DYNABOT employs a modular, self-tuning system architecture for focused crawling of the Deep Web using service class descriptions. Third, DYNABOT incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

State and federal regulators, private and public utilities, large and small customers, power brokers and marketers, and others are engaged in major debates about the future structure of the electric industry. Although the outcomes are far from certain, it seems clear that customers will have much greater choices about the electric services they purchase and from whom they buy these services. This report examines the ``ancillary`` services that are today buried within the typical vertically integrated utility. These ancillary services support and make possible the provision of the basic services of generating capacity, energy supply, and power delivery. These ancillary services include: Management of generating units; reserve generating capacity to follow variations in customer loads, to provide capacity and energy when generating units or transmission lines suddenly fall, to maintain electric-system stability, and to provide local-area security; transmission-system monitoring and control; replacement of real power and energy losses; reactive-power management and voltage regulation; transmission reserves; repair and maintenance of the transmission network; metering, billing, and communications; and assurance of appropriate levels of power quality. Our focus in this report, the first output from a larger Oak Ridge National Laboratory project, is on identification and definition of these services. Later work in this project will examine more closely the costs and pricing options for each service.

A planning and delivery study of a rotational IMRT technique with burst delivery

Purpose: A novel rotational IMRT (rIMRT) technique using burst delivery (continuous gantry rotation with beam off during MLC repositioning) is investigated. The authors evaluate the plan quality and delivery efficiency and accuracy of this dynamic technique with a conventional flat 6 MV photon beam. Methods: Burst-delivery rIMRT was implemented in a planning system and delivered with a 160-MLC linac. Ten rIMRT plans were generated for five anonymized patient cases encompassing head and neck, brain, prostate, and prone breast. All plans were analyzed retrospectively and not used for treatment. Among the varied plan parameters were the number of optimization points, number of arcs, gantry speed, and gantry angle range (alpha) over which the beam is turned on at each optimization point. Combined rotational/step-and-shoot rIMRT plans were also created by superimposing multiple-segment static fields at several optimization points. The rIMRT trial plans were compared with each other and with plans generated using helical tomotherapy and VMAT. Burst-mode rotational IMRT plans were delivered and verified using a diode array, ionization chambers, thermoluminescent dosimeters, and film. Results: Burst-mode rIMRT can achieve plan quality comparable to helical tomotherapy, while the former may lead to slightly better OAR sparing for certain cases and the latter generally achieves slightly lower hot spots. Few instances were found in which increasing the number of optimization points above 36, or superimposing step-and-shoot IMRT segments, led to statistically significant improvements in OAR sparing. Using an additional rIMRT partial arc yielded substantial OAR dose improvements for the brain case. Measured doses from the rIMRT plan delivery were within 4% of the plan calculation in low dose gradient regions. Delivery time range was 228-375 s for single-arc rIMRT 200-cGy prescription with a 300 MU/min dose rate, comparable to tomotherapy and VMAT. Conclusions: Rotational IMRT with burst delivery, whether combined with static fields or not, yields clinically acceptable and deliverable treatment plans.

Classical gravity can be described as a relational dynamical system without ever appealing to spacetime or its geometry. This description is the so-called shape dynamics description of gravity. The existence of relational first principles from which the shape dynamics description of gravity can be derived is a motivation to consider shape dynamics (rather than GR) as the fundamental description of gravity. Adopting this point of view leads to the question: What is the role of spacetime in the shape dynamics description of gravity? This question contains many aspects: Compatibility of shape dynamics with the description of gravity in terms of spacetime geometry, the role of local Minkowski space, universality of spacetime geometry and the nature of quantum particles, which can no longer be assumed to be irreducible representations of the Poincare group. In this contribution I derive effective spacetime structures by considering how matter fluctuations evolve along with shape dynamics. This evolution reveals an "experienced spacetime geometry." This leads (in an idealized approximation) to local Minkowski space and causal relations. The small scale structure of the emergent geometric picture depends on the specific probes used to experience spacetime, which limits the applicability of effective spacetime to describe shape dynamics. I conclude with discussing the nature of quantum fluctuations (particles) in shape dynamics and how local Minkowski spacetime emerges from the evolution of quantum particles.

Monoclonal antibodies highly specific to the mouse pulmonary endothelial cells were conjugated to liposomes. The resulting immunoliposomes showed high levels of lung accumulation when injected intravenously into mice. Optimal target binding and retention were achieved if the lipid composition included ganglioside GM{sub 1} to reduce the uptake of immunoliposomes by the reticuloendothelial system. Details of the construction and optimization of these organ-specific immunoliposomes are reviewed. The drug delivery potential of this novel liposome system was demonstrated in an experimental pulmonary metastasis model. Immunoliposomes containing a lipophilic prodrug of deoxyfluorouridine effectively prolonged the survival time of the tumor-bearing mice. This and other therapeutic applications of the immunoliposomes are discussed. 25 refs., 5 figs.

Method and apparatus for controlling precisely the composition and delivery of liquid at sub-.mu.L/min flow rate. One embodiment of such a delivery system is an electro-osmotically driven gradient flow delivery system that generates dynamic gradient flows with sub-.mu.L/min flow rates by merging a plurality of electro-osmotic flows. These flows are delivered by a plurality of delivery arms attached to a mixing connector, where they mix and then flow into a receiving means, preferably a column. Each inlet of the plurality of delivery arms is placed in a corresponding solution reservoir. A plurality of independent programmable high-voltage power supplies is used to apply a voltage program to each of the plurality of solution reservoirs to regulate the electro-osmotic flow in each delivery arm. The electro-osmotic flow rates in the delivery arms are changed with time according to each voltage program to deliver the required gradient profile to the column.

This SDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This SDD is part of an iterative design process. Cooling steam delivery tubes extend axially along the outer rim of a gas turbine rotor for supplying cooling steam to and returning spent cooling steam from the turbine buckets. Because of the high friction forces at the interface of the tubes and supporting elements due to rotor rotation, a low coefficient of friction coating is provided at the interface of the tubes and support elements. On each surface, a first coating of a cobalt-based alloy is sprayed onto the surface at high temperature. A portion of the first coating is machined off to provide a smooth, hard surface. A second ceramic-based solid film lubricant is sprayed onto the first coating. By reducing the resistance to axial displacement of the tubes relative to the supporting elements due to thermal expansion, the service life of the tubes is substantially extended.

The present invention is a delivery system for safety injecting solid waste particles, including mixed wastes, into a molten salt bath for destruction by the process of molten salt oxidation. The delivery system includes a feeder system and an injector that allow the solid waste stream to be accurately metered, evenly dispersed in the oxidant gas, and maintained at a temperature below incineration temperature while entering the molten salt reactor.

This report is a general description of an automatic target recognition system developed at the Idaho National Engineering Laboratory for the Department of Energy. A user`s manual is a separate volume, Automatic TLI Recognition System, User`s Guide, and a programmer`s manual is Automatic TLI Recognition System, Programmer`s Guide. This system was designed as an automatic target recognition system for fast screening of large amounts of multi-sensor image data, based on low-cost parallel processors. This system naturally incorporates image data fusion, and it gives uncertainty estimates. It is relatively low cost, compact, and transportable. The software is easily enhanced to expand the system`s capabilities, and the hardware is easily expandable to increase the system`s speed. In addition to its primary function as a trainable target recognition system, this is also a versatile, general-purpose tool for image manipulation and analysis, which can be either keyboard-driven or script-driven. This report includes descriptions of three variants of the computer hardware, a description of the mathematical basis if the training process, and a description with examples of the system capabilities.

Pacific Northwest Laboratory has prepared this report under the direction of Westinghouse Hanford Company. The report provides an integrated description of the system planned for managing Hanford`s solid low-level waste, low-level mixed waste, transuranic waste, and transuranic mixed waste. The primary purpose of this document is to illustrate a collective view of the key functions planned at the Hanford Site to handle existing waste inventories, as well as solid wastes that will be generated in the future. By viewing this system as a whole rather than as individual projects, key facility interactions and requirements are identified and a better understanding of the overall system may be gained. The system is described so as to form a basis for modeling the system at various levels of detail. Model results provide insight into issues such as facility capacity requirements, alternative system operating strategies, and impacts of system changes (ie., startup dates). This description of the planned Hanford solid waste processing system: defines a baseline system configuration; identifies the entering waste streams to be managed within the system; identifies basic system functions and waste flows; and highlights system constraints. This system description will evolve and be revised as issues are resolved, planning decisions are made, additional data are collected, and assumptions are tested and changed. Out of necessity, this document will also be revised and updated so that a documented system description, which reflects current system planning, is always available for use by engineers and managers. It does not provide any results generated from the many alternatives that will be modeled in the course of analyzing solid waste disposal options; such results will be provided in separate documents.
