    The Paducah Environmental Advisory Committee was formed as: (1) an outgrowth of other Environmental Advisory Committees already in existence at Oak Ridge and other Martin Marietta Energy Systems plants; (2) a result of public concern following significant nuclear incidents at Bhopal and Chernobyl; (3) a result of the new direction and commitment of the management of the Paducah Gaseous Diffusion Plant following contract acquisition by Martin Marietta Energy Systems; and (4) a means of reducing and/or preventing local and/or public concern regarding the activities of and potential risks created by PGDP. This report discusses the following issues and concerns of the Committee arrived at through a series of meetings: (1) groundwater monitoring; (2) long-range tails storage; C-404, scrap yrads, and PCB and TCE cleanup; nuclear criticality plan and alarm systems; documentation of historical data regarding hazardous waste burial grounds; dosimeter badges; and asbestos handling and removal.

    Radon gas has been monitored in many environments such as rural and urban houses, high natural radioactivity areas and underground mining regions. Nevertheless few data are reported in literature about studies in state buildings. So we get in touch with these buildings managers, where work the Deputy Chamber and the National Congress in Brasilia--DF, in order to obtain radon data in these state buildings, so representative for brazilian people. In order to make a preliminary scanning of radon concentration in these buildings, it was put in selected points, radon nuclear track passive detectors type SSNTD, specifically polycarbonate Lexan, which were exposed for periods from two to five months. Afterwards they were sent to Nuclear Engineering Institute in Rio de Janeiro for analysis of {sup 222}Rn contents. Derived values, whose average value was about 73 Bq/m{sup 3}, were all under maximum permissible limits for radon 200 Bq/m{sup 3}, established by International Comission on Radiological Protection--ICRP 65, for inner environments of houses and state buildings. This work has been coordinated by CNEN Office in Braselia with effective participation of Nuclear Engineering Institute from CNEN--RJ, that has worked since beginning of april 2004, supplying and analysing radon detectors.

    The Environmental Management Site Specific Advisory Board (EM SSAB) is comprised of eight Citizens' Advisory Boards, chartered under the Federal Advisory Committee Act (FACA) by the Assistant Secretary for Environmental Management for the U. S. Department of Energy (DOE). The purpose of the EM SSAB is to provide the DOE with recommendations regarding Environmental Management issues from legacy waste produced at major sites across the DOE Complex. The Northern New Mexico Citizens' Advisory Board (NNMCAB) is the site specific advisory board to the DOE on issues of environmental monitoring, remediation, waste management and long-term stewardship at Los Alamos National Laboratory (LANL). The other boards are located at: Hanford, Idaho, Nevada, Paducah, Portsmouth, Oak Ridge and Savannah River. Using broad citizen outreach and input, the SSAB provides an official mechanism for the citizenry at each of these sites to monitor current activities affecting the region and also to have input into the prioritization of future activities. 'The mission of the EM SSAB is to more directly involve stakeholders in EM Planning and decision-making processes for the nuclear weapons complex cleanup. DOE has various means of involving the public in its planning and decision-making processes; the EM SSAB is only one component of EM's public participation program, and is not intended to be an exclusive means of public participation. It is the policy of DOE and EM to conduct it programs in an open and responsive manner, thereby encouraging and providing the opportunity for public participation in its planning and decision-making processes. EM SSAB members are appointed to a two year term and may serve up to three terms. During this time, members are able to hear many presentation from subject matter experts, attend several site tours at their site and across the DOE complex and are able to express their concerns and give input to the prioritization of clean up at each site. It is an excellent education and it is hoped that these members will go out to their communities, friends and family and discuss these issues in an informed manner. Many times our citizens rely only on newspaper articles or the Internet, which are sometimes replete with fear and misinformation. The more stakeholders are able to be truly informed, the more accurate the discourse will be at each of the DOE sites. (author)

    In 1993, the Government Performance and Results Act (GPRA, PL 103-62) was enacted. GPRA, which applies to all federal programs, has three components: strategic plans, annual performance plans, and metrics to show how well annual plans are being followed. As part of meeting the GRPA requirement in FY2000, a 14-member external peer review panel (the Garwin Committee) was convened on May 17-19, 2000 to review Sandia National Laboratories' Pulsed Power Programs as a component of the Performance Appraisal Process negotiated with the Department of Energy (DOE). The scope of the review included activities in inertial confinement fission (ICF), weapon physics, development of radiation sources for weapons effects simulation, x-ray radiography, basic research in high energy density physics (HEDP), and pulsed power technology research and development. In his charge to the committee, Jeffrey Quintenz, Director of Pulsed Power Sciences (1600) asked that the review be based on four criteria (1) quality of science, technology, and engineering, (2) programmatic performance, management, and planning, (3) relevance to national needs and agency missions, and (4) performance in the operation and construction of major research facilities. In addition, specific programmatic questions were posed by the director and by the DOE-Defense Programs (DP). The accompanying report, produced as a SAND document, is the report of the committee's findings.

    The Rare Isotope Science Assessment Committee (RISAC) was convened by the National Research Council in response to an informal request from the DOE’s Office of Nuclear Physics and the White House Office of Management and Budget. The charge to the committee is to examine and assess the broader scientific and international contexts of a U.S.-based rare-isotope facility. The committee met for the first time on December 16-17, 2005, in Washington, DC, and held three subsequent meetings. The committee’s final report was publicly released in unedited, prepublication form on Friday, December 8, 2006. The report was published in full-color by the National Academies Press in April 2007. Copies of the report were distributed to key decision makers and stakeholders around the world.

    The Secretary of Energy directed that an independent review of the current cost and schedule baseline for the SSC be conducted. The purpose of this independent review was to validate the current cost and schedule baseline and to ensure that the project status is accurate as currently reported. Through May 1993, approximately $1.5 billion of the baseline cost of $8.249 billion had been expended, with project completion forecasted on the baseline schedule as of September 1999. This report documents the findings of the SSC Baseline Validation Review Committee (the Committee). The report is organized into five parts. The first section is the Executive Summary. This introduction is followed by a discussion of the project progress/status as determined by the Committee. The next section describes the Committee`s estimate of the cost at completion for the SSC project, followed by an assessment of the adequacy of the business management systems currently being used to manage the project. The final section presents the Committee`s conclusions and recommendations. The main body of the report is followed by the subcommittee reports and appendices.

    This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities. Lighting systems and air conditioning projects at federal facilities, especially military bases are updated.

    This report comprises an annual summary of activities under the U.S. Strategic Petroleum Reserve (SPR) Vapor Pressure Committee in FY2009. The committee provides guidance to senior project management on the issues of crude oil vapor pressure monitoring nd mitigation. The principal objectives of the vapor pressure program are, in the event of an SPR drawdown, to minimize the impact on the environment and assure worker safety and public health from crude oil vapor emissions. The annual report reviews key program areas ncluding monitoring program status, mitigation program status, new developments in measurements and modeling, and path forward including specific recommendations on cavern sampling for the next year. The contents of this report were first presented to SPR senior anagement in December 2009, in a deliverable from the vapor pressure committee. The current SAND report is an adaptation for the Sandia technical audience.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards.     The ninth evaluation of the RIKEN BNL Research Center (RBRC) took place on Nov. 17-18, 2008, at Brookhaven National Laboratory. The members of the Scientific Review Committee (SRC) were Dr. Dr. Wit Busza (Chair), Dr. Miklos Gyulassy, Dr. Akira Masaike, Dr. Richard Milner, Dr. Alfred Mueller, and Dr. Akira Ukawa. We are pleased that Dr. Yasushige Yano, the Director of the Nishina Institute of RIKEN, Japan participated in this meeting both in informing the committee of the activities of the Nishina Institute and the role of RBRC and as an observer of this review. In order to illustrate the breadth and scope of the RBRC program, each member of the Center made a presentation on his/her research efforts. This encompassed three major areas of investigation, theoretical, experimental and computational physics. In addition the committee met privately with the fellows and postdocs to ascertain their opinions and concerns. Although the main purpose of this review is a report to RIKEN Management (Dr. Ryoji Noyori, RIKEN President) on the health, scientific value, management and future prospects of the Center, the RBRC management felt that a compendium of the scientific presentations are of sufficient quality and interest that they warrant a wider distribution. Therefore we have made this compilation and present it to the community for its information and enlightenment.

    The Office of Utility Technologies works cooperatively with industry and the utility sector to realize the market potential for energy efficiency and renewable energy technologies. Under this contract, BNF has provided management support services for OUT R&D activities for the following Program offices: (1) Office of Energy Management; (2) Office of Solar Energy Conversion; (3) Office of Renewable Energy Conversion; and (4) Deputy Assistant Secretary. During the period between 4/17/91 and 9/17/93, BNF furnished the necessary personnel, equipment, materials, facilities and travel required to provide management support services for each of the above Program Offices. From 9/18/93 to 12/17/93, BNF has been involved in closeout activities, including final product deliverables. Research efforts that have been supported in these Program Offices are: (1) for Energy Management -- Advanced Utility Concepts Division; Utility Systems Division; Integrated Planning; (2) for Solar Energy Conversion -- Photovoltaics Division; Solar Thermal and Biomass Power Division; (3) for Renewable Energy Conversion -- Geothermal Division; Wind, Hydroelectric and Ocean Systems Division; (4) for the Deputy Assistant Secretary -- support as required by the Supporting Staff.     As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

    On July 1--2, 1997, Sandia National Laboratories hosted the External Committee to Evaluate Sandia`s Risk Expertise. Under the auspices of SIISRS (Sandia`s International Institute for Systematic Risk Studies), Sandia assembled a blue-ribbon panel of experts in the field of risk management to assess their risk programs labs-wide. Panelists were chosen not only for their own expertise, but also for their ability to add balance to the panel as a whole. Presentations were made to the committee on the risk activities at Sandia. In addition, a tour of Sandia`s research and development programs in support of the US Nuclear Regulatory Commission was arranged. The panel attended a poster session featuring eight presentations and demonstrations for selected projects. Overviews and viewgraphs from the presentations are included in Volume 1 of this report. Presentations are related to weapons, nuclear power plants, transportation systems, architectural surety, environmental programs, and information systems.
