    The Uranium Mill Tailings Remedial Action (UMTRA) Project is administered by the U.S. Department of Energy (DOE); its purpose is to cleanup uranium mill tailings and other contaminated material at 24 UMTRA Project sites in 10 states. This report summarizes the wildlife mitigation and monitoring program under way at the Gunnison UMTRA Project, Gunnison, Colorado. Remedial action at the Gunnison site was completed in December 1995 and is described in detail in the Gunnison completion report. The impacts of this activity were analyzed in the Gunnison environmental assessment (EA). These impacts included two important game species: the pronghorn antelope (Antilocapra americans) and sage grouse (Wentrocerus urophasianus). Haul truck traffic was predicted to limit antelope access to water sources north of the Tenderfoot Mountain haul road and that truck traffic along this and other haul roads could result in antelope road kills. Clearing land at the disposal cell, haul road and borrow site activities, and the associated human activities also were predicted to negatively impact (directly and indirectly) sage grouse breeding, nesting, loafing, and wintering habitat. As a result, an extensive mitigation and monitoring plan began in 1992. Most of the monitoring studies are complete and the results of these studies, written by different authors, appear in numerous reports. This report will: (1) Analyze existing impacts and compare them to predicted impacts. (2) Summarize mitigation measures. (3) Summarize all existing monitoring data in one report. (4) Analyze the effectiveness of the mitigation measures.

    Ford, Bacon and Davis Utah Inc. has reevaluated the Gunnison site in order to revise the November 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Gunnison, Colorado. This evaluation has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposures of individuals and nearby populations, the ivnvestigations of site hydrology and meteorology, and the evaluation and costing of alternative remedial actions. Radon gas released from the combined 540,000 dry tons of tailings and the 435,400 tons of contaminated waste at the Gunnison site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The 10 alternative actions presented in this engineering assessment range from stabilization of the site in its present location with the addition of 3 m of stabilization cover material (Option I), to removal of the tailings to disposal sites along with decontamination of the Gunnison site (Options II through X). Cost estimates for the 10 options range from about $8,900,000 for stabilization in-place, to about $14,000,000 for disposal in the North Alkali Creek area at a distance of about 18 mi. Truck haulage would be used to transport the tailings and contaminated materials from the Gunnison site to the selected disposal site. Three principal alternatives for the reprocessing of the Gunnison tailings were examined: heap leaching; treatment at an existing mill; and reprocessing at a new conventional mill constructed for tailings reprocesssing. The cost of the uranium recovered would be about $250 and $230/lb of U/sub 3/O/sub 8/ by heap leach and conventional plant processes, respectively. The spot market price for uranium was $25/lb early in 1981.

    The U.S. Department of Energy (DOE) is in the process of selecting a ground water compliance strategy for the Gunnison, Colorado, Uranium Mill Tailings Remedial Action (UMTRA) Project site. This Environmental Assessment (EA) discusses two alternatives and the effects associated with each. The two alternatives are (1) natural flushing coupled with institutional controls and continued monitoring and (2) no action. The compliance strategy must meet U.S. Environmental Protection Agency (EPA) ground water standards defined in Title 40 ''Code of Federal Regulations'' Part 192, Subpart B, in areas where ground water beneath and around the site is contaminated as a result of past milling operations. It has been determined that contamination in the ground water at the Gunnison site consists of soluble residual radioactive material (RRM) as defined in the Uranium Mill Tailings Radiation Control Act (UMTRCA).

    The presence of contaminated uranium mill tailings adjacent to the city of Gunnison has been a local concern for many years. The following issues were identified during public meetings that were held by the DOE prior to distribution of an earlier version of this EA. Many of these issues will require mitigation. Groundwater contamination; in December 1989, a herd of 105 antelope were introduced in an area that includes the Landfill disposal site. There is concern that remedial action-related traffic in the area would result in antelope mortality. The proposed Tenderfoot Mountain haul road may restrict antelope access to their water supply; a second wildlife issue concerns the potential reduction in sage grouse use of breeding grounds (leks) and nesting habitat; the proposed Tenderfoot Mountain haul road would cross areas designated as wetlands by US Army Corps of Engineers (COE); the proposed disposal site is currently used for grazing by cattle six weeks a year in the spring. Additional concerns were stated in comments on a previous version of this EA. The proposed action is to consolidate and remove all contaminated materials associated with the Gunnison processing site to the Landfill disposal site six air miles east of Gunnison. All structures on the site (e.g., water tower, office buildings) were demolished in 1991. The debris is being stored on the site until it can be incorporated into the disposal cell at the disposal site. All contaminated materials would be trucked to the Landfill disposal site on a to-be-constructed haul road that crosses BLM-administered land.

    Surface and subsurface soil cleanup protocols for the Gunnison, Colorado, processing sits are summarized as follows: In accordance with EPA-promulgated land cleanup standards (40 CFR 192), in situ Ra-226 is to be cleaned up based on bulk concentrations not exceeding 5 and 15 pCi/g in 15-cm surface and subsurface depth increments, averaged over 100-m{sup 2} grid blocks, where the parent Ra-226 concentrations are greater than, or in secular equilibrium with, the Th-230 parent. A bulk interpretation of these EPA standards has been accepted by the Nuclear Regulatory Commission (NRC), and while the concentration of the finer-sized soil fraction less than a No. 4 mesh sieve contains the higher concentration of radioactivity, the bulk approach in effect integrates the total sample radioactivity over the entire sample mass. In locations where Th-230 has differentially migrated in subsoil relative to Ra-226, a Th-230 cleanup protocol has been developed in accordance with Supplemental Standard provisions of 40 CFR 192 for NRC/Colorado Department of Health (CDH) approval for timely implementation. Detailed elements of the protocol are contained in Appendix A, Generic Protocol from Thorium-230 Cleanup/Verification at UMTRA Project Processing Sites. The cleanup of other radionuclides or nonradiological hazards that pose a significant threat to the public and the environment will be determined and implemented in accordance with pathway analysis to assess impacts and the implications of ALARA specified in 40 CFR 192 relative to supplemental standards.

    An intensive survey and testing program of selected segments of a proposed Department of Energy pipeline were conducted by Coastal Environments, Inc., Baton Rouge, Louisiana, during December 1985 and January 1986. The proposed pipeline runs from Texas City, Galveston County to Bryan Mound, Brazoria County. The pedestrian survey was preceded by historical records survey to locate possible historic sites within the DOE righ-of-way. Four prehistoric sites within the ROW (41BO159, 160, 161, 162) and one outside the ROW (41BO163) were located. All are Rangia cuneata middens. The survey results are discussed with particular reference to the environmental settings of the sites and the effectiveness of the survey procedure. Two of the sites located within the ROW were subjected to additional testing. The results of the backhoe testing program are included in the site descriptions, and the scientific value of the sites are presented. 52 refs., 20 figs., 10 tabs.

    This report presents the development of reservoir release patterns for the Aspinall Unit, which includes Blue Mesa, Morrow Point, and Crystal Reservoirs on the Gunnison River in Colorado. Release patterns were assessed for two hydropower operational scenarios--seasonally adjusted steady flows and seasonally adjusted high fluctuating flows--and three representative hydrologic years--moderate (1987), dry (1989), and wet (1983). The release patterns for the operational scenarios were developed with the aid of monthly, daily, and hourly reservoir operational models, which simulate the linked operation of the three Aspinall Unit reservoirs. Also presented are reservoir fluctuations and downstream water surface elevations corresponding to the reservoir release patterns. Both of the hydropower operational scenarios evaluated are based on the ecological research flows proposed by the US Fish and Wildlife Service for the Aspinall Unit. The first operational scenario allows only seasonally adjusted steady flows (no hourly fluctuations at any dam within one day), whereas the second scenario permits high fluctuating flows from Blue Mesa and Morrow Point Reservoirs during certain times of the year. Crystal Reservoir would release a steady flow within each day under both operational scenarios.

    A review has been performed of existing information that describes geology, hydrogeology, and geochemistry at the South District Wastewater Treatment Plant, which is operated by the Miami-Dade Water and Sewer Department, in Dade County, Florida. Treated sanitary wastewater is injected into a saline aquifer beneath the plant. Detection of contaminants commonly associated with treated sanitary wastewater in the freshwater aquifer that overlies the saline aquifer has indicated a need for a reevaluation of the ability of the confining layer above the saline aquifer to prevent fluid migration into the overlying freshwater aquifer. Review of the available data shows that the geologic data set is not sufficient to demonstrate that a competent confining layer is present between the saline and freshwater aquifers. The hydrogeologic data also do not indicate that a competent confining layer is present. The geochemical data show that the freshwater aquifer is contaminated with treated wastewater, and the spatial patterns of contamination are consistent with upward migration through localized conduits through the Middle Confining Unit, such as leaking wells or natural features. Recommendations for collection and interpretation of additional site characterization data are provided.

The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual participants for the Survey team are being supplied by an private contractor. The objective of the survey is to identify environmental problems and areas of environmental risk associated with DOE activities at SSFL. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual.     Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette Countys Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette Countys Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners. The commercial component of Fayette Countys Better Building Initiative involved grants and loans to assist up to $15,000 projects per commercial structure with a mixture of a grant and financing at 0% for up to three (3) years. The maximum award can be a $5,000 grant and a $10,000 loan. For projects less than $15,000, the award will have a ratio of 1/3 grant and 2/3 loan.

    Dutchess County initiated development of a long-range master plan for Solid Waste Management in 1971. The plan included development of a resource recovery facility to service the municipalities in the County population center. Based on early recommendations, a pyrolysis facility employing Purox technology was to be implemented. A feasibility study, paid for by County funds was completed in 1975. The study provided siting recommendations, estimation of available waste, and preliminary facility design. Because of various considerations, the project was not developed. Under the Department of Energy grant, the County reassessed the feasibility of a resource recovery facility, with emphasis on confirming previous conclusions supporting the Purox technology, waste availability, energy recovery and sale and siting of the plant. The conclusions reached in the new study were: a resource recovery facility is feasible for the County; sufficient waste for such a facility is available and subject to control; While Purox technology was feasible it is not the most appropriate available technoloy for the County; that mass burning with steam recovery is the most appropriate technology; and that resource recovery while presently more expensive than landfilling, represents the only cost effective, energy efficient, and environmentally sound way to handle the solid waste problem in the County.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    To gain an understanding of the long-term county-level impacts from a large sample of wind power projects and to understand the potential significance of methodological criticisms, the U.S. Department of Agriculture, the Lawrence Berkeley National Laboratory, and the National Renewable Energy Laboratory recently joined efforts to complete a first-of-its-kind study that quantifies the annual impact on county-level personal income resulting from wind power installations in nearly 130 counties across 12 states. The results of this study as well as a comparison with the prior county-level estimates generated from input-output models, are summarized in the fact sheet.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     To gain an understanding of the long-term county-level impacts from a large sample of wind power projects and to understand the potential significance of methodological criticisms, the U.S. Department of Agriculture, the Lawrence Berkeley National Laboratory, and NREL recently joined efforts to complete a first-of-its-kind study that quantifies the annual impact on county-level personal income resulting from wind power installations in nearly 130 counties across 12 states. The results of this study, as well as a comparison with the prior county-level estimates generated from input-output models, are summarized here.

    Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energys Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

    The Kemper County IGCC Project is an advanced coal technology project that is being developed by Mississippi Power Company (MPC). The project is a lignite-fueled 2-on-1 Integrated Gasification Combined-Cycle (IGCC) facility incorporating the air-blown Transport Integrated Gasification (TRIG) technology jointly developed by Southern Company; Kellogg, Brown, and Root (KBR); and the United States Department of Energy (DOE) at the Power Systems Development Facility (PSDF) in Wilsonville, Alabama. The estimated nameplate capacity of the plant will be 830 MW with a peak net output capability of 582 MW. As a result of advanced emissions control equipment, the facility will produce marketable byproducts of ammonia, sulfuric acid, and carbon dioxide. 65 percent of the carbon dioxide (CO{sub 2}) will be captured and used for enhanced oil recovery (EOR), making the Kemper County facilitys carbon emissions comparable to those of a natural-gas-fired combined cycle power plant. The commercial operation date (COD) of the Kemper County IGCC plant will be May 2014. This report describes the basic design and function of the plant as determined at the end of the Front End Engineering Design (FEED) phase of the project.
