    A large solar thermal system installed at the Phoenix Federal Correctional Institution (FCI) in 1998 heats water for the prison and costs less than buying electricity to heat that water. This renewable energy system provides 70% of the facility's annual hot water needs. The Federal Bureau of Prisons did not incur the up-front cost of this system because it was financed through an Energy Savings Performance Contract (ESPC). The ESPC payments are 10% less than the energy savings so that the prison saves an average of $6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities. This publication details specifications of the parabolic trough solar system and highlights 5 years of measured performance data.

    Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenix’s new Light Rail Corridor – part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the country’s carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the state’s largest university, and Arizona Public Service (APS), the state’s largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institution’s expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the program’s stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

    We present the first detailed study of the RR Lyrae variable population in the Local Group dSph/dIrr transition galaxy, Phoenix, using previously obtained HST/WFPC2 observations of the galaxy. We utilize template light curve fitting routines to obtain best fit light curves for RR Lyrae variables in Phoenix. Our technique has identified 78 highly probable RR Lyrae stars (54 ab-type; 24 c-type) with about 40 additional candidates. We find mean periods for the two populations of (P {sub ab}) = 0.60 ± 0.03 days and (P{sub c} ) = 0.353 ± 0.002 days. We use the properties of these light curves to extract, among other things, a metallicity distribution function for ab-type RR Lyrae. Our analysis yields a mean metallicity of ([Fe/H]) = –1.68 ± 0.06 dex for the RRab stars. From the mean period and metallicity calculated from the ab-type RR Lyrae, we conclude that Phoenix is more likely of intermediate Oosterhoff type; however the morphology of the Bailey diagram for Phoenix RR Lyraes appears similar to that of an Oosterhoff type I system. Using the RRab stars, we also study the chemical enrichment law for Phoenix. We find that our metallicity distribution is reasonably well fitted by a closed-box model. The parameters of this model are compatible with the findings of Hidalgo et al., further supporting the idea that Phoenix appears to have been chemically enriched as a closed-box-like system during the early stage of its formation and evolution.

    We report the Suzaku/XIS and HXD and Chandra/ACIS-I results on the X-ray spectra of the Phoenix cluster at the redshift z = 0.596. The spectrum of the intracluster medium (ICM) is well reproduced with the emissions from low-temperature (?3.0 keV and ?0.76 solar) and high-temperature (?11 keV and ?0.33 solar) plasmas; the former is localized at the cluster core, while the latter distributes over the cluster. In addition to these ICM emissions, a strongly absorbed power-law component is found, which is due to an active galactic nucleus (AGN) in the cluster center. The absorption column density and unobscured luminosity of the AGN are ?3.2 10{sup 23} cm{sup 2} and ?4.7 10{sup 45} erg s{sup 1} (2-10 keV), respectively. Furthermore, a neutral iron (Fe I) K-shell line is discovered for the first time with the equivalent width (EW) of ?150 eV at the rest frame. The column density and the EW of the Fe I line are exceptionally large for such a high-luminosity AGN, and hence the AGN is classified as a type 2 quasi-stellar object (QSO). We speculate that a significant fraction of the ICM cooled gas would be consumed to maintain the torus and to activate the type 2 QSO. The Phoenix cluster has a massive starburst in the central galaxy, indicating that suppression in the cooling flow is less effective. This may be because the onset of the latest AGN feedback has occurred recently and has not yet been effective. Alternatively, the AGN feedback is predominantly in radiative mode, not in kinetic mode, and the torus may work as a shield to reduce its effect.

  2. The Phoenix stream: A cold stream in the southern hemisphere

    In this study, we report the discovery of a stellar stream in the Dark Energy Survey (DES) Year 1 (Y1A1) data. The discovery was made through simple color-magnitude filters and visual inspection of the Y1A1 data. We refer to this new object as the Phoenix stream, after its resident constellation. After subtraction of the background stellar population we detect a clear signal of a simple stellar population. By fitting the ridge line of the stream in color-magnitude space, we find that a stellar population with agemore » $$\\tau=11.5\\pm0.5$$ Gyr and $[Fe/H]<-1.6$ located 17.5$$\\pm$$0.9 kpc from the Sun gives an adequate description of the stream stellar population. The stream is detected over an extension of 8$$^{\\circ}.$$1 (2.5 kpc) and has a width of $$\\sim$$54 pc assuming a Gaussian profile, indicating that a globular cluster is a probable progenitor. There is no known globular cluster within 5 kpc compatible with being the progenitor of the stream, assuming that the stream traces its orbit. We examined overdensities along the stream, however no obvious counterpart bound stellar system is visible in the coadded images. We also find overdensities along the stream that appear to be symmetrically distributed - consistent with the epicyclic overdensity scenario for the formation of cold streams - as well as a misalignment between the Northern and Southern part of stream. Despite the close proximity we find no evidence that this stream and the halo cluster NGC 1261 have a common accretion origin linked to the recently found EriPhe overdensity (Li et al. 2016).« less

  9. Federal Energy Management Program technical assistance case study: Water conservation at the Denver Federal Center

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

  10. Influence of Transcontinental arch on Cretaceous listric-normal faulting, west flank, Denver basin

    Seismic studies along the west flank of the Denver basin near Boulder and Greeley, Colorado illustrate the interrelationship between shallow listric-normal faulting in the Cretaceous and deeper basement-controlled faulting. Deeper fault systems, primarily associated with the Transcontinental arch, control the styles and causative mechanisms of listric-normal faulting that developed in the Cretaceous. Three major stratigraphic levels of listric-normal faulting occur in the Boulder-Greeley area. These tectonic sensitive intervals are present in the following Cretaceous formations: Laramie-Fox Hills-upper Pierre, middle Pierre Hygiene zone, and the Niobrara-Carlile-Greenhorn. Documentation of the listric-normal fault style reveals a Wattenberg high, a horst block or positive feature of the greater Transcontinental arch, was active in the east Boulder-Greeley area during Cretaceous time. Paleotectonic events associated with the Wattenberg high are traced through analysis of the listric-normal fault systems that occur in the area. These styles are important to recognize because of their stratigraphic and structural influence on Cretaceous petroleum reservoir systems in the Denver basin. Similar styles of listric-normal faulting occur in the Cretaceous in many Rocky Mountain foreland basins.

    Complex Adaptive Systems of Systems, or CASoS, are vastly complex ecological, sociological, economic and/or technical systems which we must understand to design a secure future for the nation and the world. Perturbations/disruptions in CASoS have the potential for far-reaching effects due to pervasive interdependencies and attendant vulnerabilities to cascades in associated systems. Phoenix was initiated to address this high-impact problem space as engineers. Our overarching goals are maximizing security, maximizing health, and minimizing risk. We design interventions, or problem solutions, that influence CASoS to achieve specific aspirations. Through application to real-world problems, Phoenix is evolving the principles and discipline of CASoS Engineering while growing a community of practice and the CASoS engineers to populate it. Both grounded in reality and working to extend our understanding and control of that reality, Phoenix is at the same time a solution within a CASoS and a CASoS itself.

The Eridanus-Phoenix (EriPhe) overdensity is centered around l~285 deg and b~-60 deg and spans at least 30 deg in longitude and 10 deg in latitude. The Poisson significance of the detection is at least 9 sigma. The stellar population in the overdense region is similar in brightness and color to that of the nearby globular cluster NGC 1261, indicating that the heliocentric distance of EriPhe is aboutmore » d~16 kpc. The extent of EriPhe in projection is therefore at least ~4 kpc by ~3 kpc. On the sky, this overdensity is located between NGC 1261 and a new stellar stream discovered by DES at a similar heliocentric distance, the so-called Phoenix Stream.     Results are presented from magnetic probe measurements in the pinching region formed during the compression of the plasma current sheath (PCS) in a discharge in deuterium at the KPF-4-Phoenix plasma focus facility. The fine structure (shock front-magnetic piston) of the PCS and its time evolution in the course of plasma compression toward the facility axis was studied by means of magnetic probes. It is shown that the fraction of the current transported into the axial region by the PCS does not exceed 65% of the total discharge current. The integral neutron yield Y{sub n} is well described by the formula Y{sub n} ? (1.53) 10{sup 10}I{sub p}{sup 4}, where I{sub p} (in MA) is the pinch current flowing in the region r ? 22 mm.

    We report the discovery of extended radio emission in the Phoenix cluster (SPT-CL J2344-4243, z = 0.596) with the Giant Metrewave Radio Telescope (GMRT) at 610MHz. The diffuse emission extends over a region of at least 400-500kpc and surrounds the central radio source of the Brightest Cluster Galaxy, but does not appear to be directly associated with it. We classify the diffuse emission as a radio mini-halo, making it the currently most distant mini-halo known. Radio mini-halos have been explained by synchrotron emitting particles re-accelerated via turbulence, possibly induced by gas sloshing generated from a minor merger event. Chandra observations show a non-concentric X-ray surface brightness distribution, which is consistent with this sloshing interpretation. The mini-halo has a flux density of 17 5mJy, resulting in a 1.4GHz radio power of (10.4 3.5) 10{sup 24}WHz{sup 1}. The combined cluster emission, which includes the central compact radio source, is also detected in a shallow GMRT 156MHz observation and together with the 610MHz data we compute a spectral index of 0.84 0.12 for the overall cluster radio emission. Given that mini-halos typically have steeper radio spectra than cluster radio galaxies, this spectral index should be taken as an upper limit for the mini-halo.

    The Phoenix, Arizona, Roundtable on Tribal Energy Policy convened at 8:30 a.m., Tuesday, April 5th, at the downtown Phoenix Hyatt. The meeting was hosted by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (DOE Office of Indian Energy) and facilitated by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Approximately thirty-eight people attended the meeting, including representatives of ten different tribes, as well as representatives of the Colorado Indian Tribes, the All Indian Pueblo Council and the Inter-Tribal Council of Arizona. Interested state, federal, university, NGO and industry representatives also were present. A full list of attendees is at the end of this summary.     The National Center for Photovoltaics sponsored the 16th Workshop on Crystalline Silicon Solar Cells and Modules: Materials and Processes held August 6-9, 2006 in Denver, Colorado. The workshop addressed the fundamental properties of PV-Si, new solar cell designs, and advanced solar cell processing techniques. It provided a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and relevant non-photovoltaic fields.     Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

Data sources include global horizontal, direct normal, diffuse horizontal (from shadowband and tracking disk), global on tilted surfaces, reflected solar irradiance, ultraviolet, infrared (upwelling and downwelling), photometric and spectral radiometers, sky imagery, and surface meteorological conditions (temperature, relative humidity, barometric pressure, precipitation, snow cover, wind speed and direction at multiple levels). Data quality control and assessment include daily instrument maintenance (M-F) with automated data quality control based on real-time examinations of redundant instrumentation and internal consistency checks using NREL's SERI-QC methodology. Operators are notified of equipment problems by automatic e-mail messages generated by the data acquisition and processing system. Radiometers are recalibrated at least annually with reference instruments traceable to the World Radiometric Reference (WRR).

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections. The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented. Section IV illustrates ease studies that utilize solar applications in the building design.

    A photovoltaic solar concentrator is disclosed with one or more transverse-junction solar cells (also termed point contact solar cells) and a lens located above each solar cell to concentrate sunlight onto the solar cell to generate electricity. Piezoelectric actuators tilt or translate each lens to track the sun using a feedback-control circuit which senses the electricity generated by one or more of the solar cells. The piezoelectric actuators can be coupled through a displacement-multiplier linkage to provide an increased range of movement of each lens.     Portable solar heater structure is described. A substantially rectangular frame has a back with openings therethrough for permitting air to be drawn into the solar heater. A layer of insulating materials is in contact with the back. A plurality of cupshaped solar collectors open toward the front of the solar heater structure are positioned adjacent the insulating material. A cover is over the front of the solar heater having openings therein adjacent the top thereof through which air heated by the solar heater is passed. A passage is between the openings in the back and cover of the solar heater through which relatively cool air is drawn through the openings in the back over the collectors to be heated for subsequent withdrawal through the openings in the cover.

    In this study, we present new ultraviolet, optical, and X-ray data on the Phoenix galaxy cluster (SPT-CLJ2344-4243). Deep optical imaging reveals previously undetected filaments of star formation, extending to radii of ~50–100 kpc in multiple directions. Combined UV-optical spectroscopy of the central galaxy reveals a massive (2 × 109 M⊙), young (~4.5 Myr) population of stars, consistent with a time-averaged star formation rate of 610 ± 50 M⊙ yr–1. We report a strong detection of O vi λλ1032,1038, which appears to originate primarily in shock-heated gas, but may contain a substantial contribution (>1000 M⊙ yr–1) from the cooling intracluster mediummore » (ICM). We confirm the presence of deep X-ray cavities in the inner ~10 kpc, which are among the most extreme examples of radio-mode feedback detected to date, implying jet powers of 2 – 7 × 1045 erg s–1. We provide evidence that the active galactic nucleus inflating these cavities may have only recently transitioned from "quasar-mode" to "radio-mode," and may currently be insufficient to completely offset cooling. A model-subtracted residual X-ray image reveals evidence for prior episodes of strong radio-mode feedback at radii of ~100 kpc, with extended "ghost" cavities indicating a prior epoch of feedback roughly 100 Myr ago. This residual image also exhibits significant asymmetry in the inner ~200 kpc (0.15R500), reminiscent of infalling cool clouds, either due to minor mergers or fragmentation of the cooling ICM. Taken together, these data reveal a rapidly evolving cool core which is rich with structure (both spatially and in temperature), is subject to a variety of highly energetic processes, and yet is cooling rapidly and forming stars along thin, narrow filaments.« less
