    The phenomenon of globalization has become increasingly well recognized, documented, and analyzed in the last several years. Globalization, the integration of markets and intra-firm competition on a worldwide basis, involves complex behavioral and mindset changes within a firm that facilitate global competition. The changes revolve around efficient information flow and rapid deployment of technology. The objective of this report is to examine the probable characteristics of a global nuclear renaissance and its broad implications for industry structure and export control relative to nuclear technology. The question of how a modern renaissance would affect the trend toward globalization of the nuclear industry is addressed.

    This article explores how emphasizing proliferation resistance will accomplish that goal. What does it mean for a nuclear fuel cycle to be resistant to proliferation? How can the risk of proliferation from a fuel cycle be evaluated? How has proliferation been considered in the past and how is it being considered in nuclear energy development programs today? How should proliferation concerns interact with facility safety and operations? How do proliferation concerns affect the prospects for nuclear energy in the 21st century? And finally, what is the thinking today in relation to deployment arrangements, technical measures, and R&D programs that are in place or proposed that could both decrease the risk of proliferation and ensure the successful renaissance of nuclear power.

    This project was motivated by the fundamental match between hotel space conditioning load response capability and power system contingency response needs. As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. At ORNL s suggestion, Digital Solutions Inc. adapted its hotel air conditioning control technology to supply power system spinning reserve. This energy saving technology is primarily designed to provide the hotel operator with the ability to control individual room temperature set-points based upon occupancy (25% to 50% energy savings based on an earlier study [Kirby and Ally, 2002]). DSI added instantaneous local load shedding capability in response to power system frequency and centrally dispatched load shedding capability in response to power system operator command. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host the spinning reserve test. The Tennessee Valley Authority supplied real-time metering equipment in the form of an internet connected Dranetz-BMI power quality meter and monitoring expertise to record total hotel load during both normal operations and test results. The Sevier County Electric System installed the metering. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. These results are prior to implementing control over the common area air conditioning loads. Testing was also not at times of highest system or hotel loading. Full response occurred in 12 to 60 seconds from when the system operator s command to shed load was issued. The load drop was very rapid, essentially as fast as the 2 second metering could detect, with all units responding essentially simultaneously. Load restoration was ramped back in over several minutes. The restoration ramp can be adjusted to the power system needs. Frequency response testing was not completed. Initial

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

  9. Influence of Transcontinental arch on Cretaceous listric-normal faulting, west flank, Denver basin

    Seismic studies along the west flank of the Denver basin near Boulder and Greeley, Colorado illustrate the interrelationship between shallow listric-normal faulting in the Cretaceous and deeper basement-controlled faulting. Deeper fault systems, primarily associated with the Transcontinental arch, control the styles and causative mechanisms of listric-normal faulting that developed in the Cretaceous. Three major stratigraphic levels of listric-normal faulting occur in the Boulder-Greeley area. These tectonic sensitive intervals are present in the following Cretaceous formations: Laramie-Fox Hills-upper Pierre, middle Pierre Hygiene zone, and the Niobrara-Carlile-Greenhorn. Documentation of the listric-normal fault style reveals a Wattenberg high, a horst block or positive feature of the greater Transcontinental arch, was active in the east Boulder-Greeley area during Cretaceous time. Paleotectonic events associated with the Wattenberg high are traced through analysis of the listric-normal fault systems that occur in the area. These styles are important to recognize because of their stratigraphic and structural influence on Cretaceous petroleum reservoir systems in the Denver basin. Similar styles of listric-normal faulting occur in the Cretaceous in many Rocky Mountain foreland basins.

    Effectively interconnecting high-level penetration of photovoltaic (PV) systems requires careful technical attention to ensuring compatibility with electric power systems. Standards, codes, and implementation have been cited as major impediments to widespread use of PV within electric power systems. On May 20, 2010, in Denver, Colorado, the National Renewable Energy Laboratory, in conjunction with the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE), held a workshop to examine the key technical issues and barriers associated with high PV penetration levels with an emphasis on codes and standards. This workshop included building upon results of the High Penetration of Photovoltaic (PV) Systems into the Distribution Grid workshop held in Ontario California on February 24-25, 2009, and upon the stimulating presentations of the diverse stakeholder presentations.

    The U. N. Framework Convention on Climate Change calls for the stabilization of greenhouse gas (GHG) emissions at double the preindustrial atmospheric carbon dioxide concentration to avoid dangerous anthropogenic interference with the climate system. To achieve this goal, carbon emissions in 2050 must not exceed their current level, despite predictions of a dramatic increase in global electricity demand. The need to reduce GHG emissions and simultaneously provide for additional electricity demand has led to a renewed interest in the expansion of alternatives to fossil fuels--particularly renewable energy and nuclear power. As renewable energy sources are often constrained by the intermittency of natural energy forms, scale-ability concerns, cost and environmental barriers, many governments and even prominent environmentalist turn to nuclear energy as a source of clean, reliable base-load electricity. Described by some as a ''nuclear renaissance'', this trend of embracing nuclear power as a tool to mitigate climate change will dramatically influence the feasibility of emerging nuclear programs around the world.

    This document is intended to provide an overview of the workshop entitled 'The Coming Nuclear Renaissance for the Next Generation Safeguards Experts-Maximizing Benefits While Minimizing Proliferation Risks', conducted at Oak Ridge National Laboratory (ORNL) in partnership with the Y-12 National Security Complex (Y-12) and the Savannah River National Laboratory (SRNL). This document presents workshop objectives; lists the numerous participant universities and individuals, the nuclear nonproliferation lecture topics covered, and the facilities tours taken as part of the workshop; and discusses the university partnership sessions and proposed areas for collaboration between the universities and ORNL for 2009. Appendix A contains the agenda for the workshop; Appendix B lists the workshop attendees and presenters with contact information; Appendix C contains graphics of the evaluation form results and survey areas; and Appendix D summarizes the responses to the workshop evaluation form. The workshop was an opportunity for ORNL, Y-12, and SRNL staff with more than 30 years combined experience in nuclear nonproliferation to provide a comprehensive overview of their expertise for the university professors and their students. The overall goal of the workshop was to emphasize nonproliferation aspects of the nuclear fuel cycle and to identify specific areas where the universities and experts from operations and national laboratories could collaborate.

  19. Seismic expression of structural features on Landsat lineaments: an example from Denver basin

    Lineaments interpreted from Landsat images mark the location and trend of basement faults observed on seismic lines in the eastern Denver basin. Linear features mapped as tone and texture patterns on multispectral scanner images in northeastern Colorado and southwestern Nebraska are used to interpret regional lineaments. Individual linear features up to 25 mi (40 km) long and visible on both bands 5 and 7 define a grid of regional lineaments trending northeast and northwest. Comparisons of lineaments with aeromagnetic and gravity maps and with interpretations of basement geology suggest that lineaments are the boundaries of basement blocks with areas of about 1000 mi/sup 2/ (2590 km/sup 2/). Constituent linear features within the lineament zone probably mark boundaries of smaller blocks of about 50 mi/sup 2/ (130 km/sup 2/). Seismic lines in northeastern Sedgwick County in extreme northeastern Colorado cross linear features that are components of a broad regional lineament that trends northeast and parallels the South Platte River. Seismic data consist of a grid of about 100 mi (160 km) of multifold Vibroseis lines. Basement faults, generally with offsets of less than 100 ft (30 m), are observed in seismic lines that cross some individual linear features. Monoclines and faults are present in Pennsylvanian to Tertiary strata that overlie basement. A time-structure map on the Precambrian and an isochron map of Wolfcamp (Lower Permian) to Precambrian show that the lineament is a 7-mi (11-km) wide zone of small, downdropped basement blocks. Thickening of Permian-Pennsylvanian strata on the downthrown side of faults suggests tectonic activity. Further tectonic activity is indicated by listric faulting in the Cretaceous Niobrara Formation.

  20. Groundwater flow, late cementation, and petroleum accumulation the Permian Lyons Sandstone, Denver basin

    The gray diagenetic facies of the Permian Lyons Sandstone, associated with all known petroleum accumulations in the formation, formed late in the history of the Denver basin as an alteration product of the formation's red facies. The red facies that makes up most of the sandstone contains iron oxide coating, quartz overgrowths and calcite cements. The gray facies, which occurs locally in the deep basin, is distinguished by pore-filling dolomite and anhydrite cements and by a lack of iron oxide and calcite. The dolomite and anhydrite cements overlie bitumen that was deposited by migrating oil, and hence formed after oil was first generated in the basin, late in the Cretaceous or early in the Tertiary. The isotopic composition of oxygen in the dolomite ranges to such light values that the cement must have formed deep in the basin in the presence of meteoric water. The gray facies likely formed in a regime of groundwater flow resulting from Laramide uplift of the Front Range during the Tertiary. In our model, saline groundwater flowed eastward through the Pennsylvanian Fountain Formation and then upwelled along the basin axis, where is discharged into the Lyons Sandstone. The saline water mixed with more dilute groundwater in the Lyons, driving a reaction that dissolved calcite and, by a common-ion effect, precipitated dolomite and anhydrite. The facies' gray color resulted from reduction of ferric oxide in the presence of migrating oil or the Fountain brine. Underlying source beds by this time had begun to generate petroleum, which migrated by buoyancy into the Lyons. The association of the gray facies with petroleum accumulations can be explained if the Fountain brines discharged across aquitards along the same fractures that transmitted oil. As petroleum accumulated in the Lyons, the newly formed cements prevented continued migration, as is observed in shallower strata, by sealing oil into the reservoirs from which it is produced today. 77 refs., 16 figs., 5 tabs.

  5. Case Study for the ARRA-funded Ground Source Heat Pump Demonstration at Denver Museum of Nature & Science

    High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects were competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one such GSHP demonstration projects that uses a recycled water heat pump (RWHP) system installed at the Denver Museum of Nature & Science in Denver, Colorado. The RWHP system uses recycled water from the city’s water system as the heat sink and source for a modular water-to-water heat pump (WWHP). This case study was conducted based on the available measured performance data from December 2014 through August 2015, utility bills of the building in 2014 and 2015, construction drawings, maintenance records, personal communications, and construction costs. The annual energy consumption of the RWHP system was calculated based on the available measured data and other related information. It was compared with the performance of a baseline scenario— a conventional VAV system using a water-cooled chiller and a natural gas fired boiler, both of which have the minimum energy efficiencies allowed by ASHRAE 90.1-2010. The comparison was made to determine energy savings, operating cost savings, and CO2 emission reductions achieved by the RWHP system. A cost analysis was performed to evaluate the simple payback of the RWHP system. Summarized below are the results of the performance analysis, the learned lessons, and recommended improvement in the operation of the RWHP system.

    Electrical energy consumption in commercial buildings accounts for about 50 percent of the total electricity produced in Hong Kong. Investigation of the electrical energy requirement in these buildings is essential to energy conservation. With it, norms of energy use for the buildings in use can be deduced and can be used to establish energy management programs. This article reports on a pioneer investigation on the electrical energy use of hotels in Hong Kong. A survey on the actual consumption in 20 hotels has been conducted, and results are presented. Significance of the norms and the various end-use components of the total electrical energy requirement are discussed.

    Underground collocation of nuclear power reactors and the nuclear waste management facilities supporting those reactors, termed an underground nuclear park (UNP), appears to have several advantages compared to the conventional approach to siting reactors and waste management facilities. These advantages include the potential to lower reactor capital and operating cost, lower nuclear waste management cost, and increase margins of physical security and safety. Envirorunental impacts related to worker health, facility accidents, waste transportation, and sabotage and terrorism appear to be lower for UNPs compared to the current approach. In-place decommissioning ofUNP reactors appears to have cost, safety, envirorunental and waste disposal advantages. The UNP approach has the potential to lead to greater public acceptance for the deployment of new power reactors. Use of the UNP during the post-nuclear renaissance time frame has the potential to enable a greater expansion of U.S. nuclear power generation than might otherwise result. Technical and economic aspects of the UNP concept need more study to determine the viability of the concept.

    This paper describes the results of a cooperative effort to install and operate a Cooling, Heating and Power (CHP) System at a major hotel in San Francisco, CA. The packaged CHP System integrated four microturbines, a double-effect absorption chiller, two fuel gas boosters, and the control hardware and software to ensure that the system operated predictably, reliably, and safely. The chiller was directly energized by the recycled hot exhaust from the microturbines, and could be configured to provide either chilled or hot water. As installed, the system was capable of providing up to 227 kW of net electrical power and 142 Refrigeration Tons (RT) of chilled water at a 59oF (15oC) ambient temperature. For the year, the CHP efficiency was 54 percent. Significant lessons learned from this test and verification project are discussed as well as measured performance and economic considerations.

    The Forest County Potawatomi Community, a federally-recognized Indian Tribe with a strong commitment to the natural environment, sought and obtained funding to investigate energy efficient improvements to its Potawatomi Carter Casino & Hotel and the adjacent Potawatomi Carter C-Store and Smoke Shop. The resulting energy studies recommended energy conservation measures that would collectively reduce energy use by more than 30% at the facilities and would save approximately $200,000 per year in energy costs. Consistent with its commitment to the natural environment, and to advance its goal of energy independence using Carbon free or Carbon neutral renewable resources, the Community has already begun implementing certain measures and continues to seek funding sources necessary to implement the remaining measures.

    The global expansion of nuclear energy provides not only the benefit of carbon-neutral electricity, but also the potential for proliferation concern as well. Nuclear safeguards implemented at the state level (domestic) and at the international level by the International Atomic Energy Agency (IAEA) are essential for ensuring that nuclear materials are not misused and are thereby a critical component of the increased usage of nuclear energy. In the same way that the 1950's Atoms for Peace initiative provided the foundation for a robust research and development program in nuclear safeguards, the expansion of nuclear energy that is underway today provides the impetus to enter a new era of technical development in the safeguards community. In this paper, we will review the history of nuclear safeguards research and development as well future directions.

    Chromogenic glazing materials are emerging technologies that tint reversibly from a clear to dark tinted state either passively in response to environmental conditions or actively in response to a command from a switch or building automation system. Switchable coatings on glass manage solar radiation and visible light while enabling unobstructed views to the outdoors. Building energy simulations estimate that actively controlled, near-term chromogenic glazings can reduce perimeter zone heating, ventilation, and airconditioning (HVAC) and lighting energy use by 10-20% and reduce peak electricity demand by 20-30%, achieving energy use levels that are lower than an opaque, insulated wall. This project demonstrates the use of two types of chromogenic windows: thermochromic and electrochromic windows. By 2013, these windows will begin production in the U.S. by multiple vendors at high-volume manufacturing plants, enabling lower cost and larger area window products to be specified. Both technologies are in the late R&D stage of development, where cost reductions and performance improvements are underway. Electrochromic windows have been installed in numerous buildings over the past four years, but monitored energy-efficiency performance has been independently evaluated in very limited applications. Thermochromic windows have been installed in one other building with an independent evaluation, but results have not yet been made public.

    Nuclear power currently provides 20% of the electricity generation in the U.S. and about 16% worldwide.  As a carbon-free energy source, nuclear is receiving a lot of attention by industry, lawmakers and environmental groups, as they attempt to resolve the issue of man-made climate change.  For the first time in 30 years several U.S. electric utilities have applied for construction and operation licenses of new nuclear power plants.  This talk will review the safety, operational and economic record of the existing U.S. commercial reactor fleet, will provide an overview of the reactor designs considered for the new wave of plant construction, and will discuss several research projects being conducted at the Massachusetts Institute of Technology to support the expansion of nuclear power in the U.S. and overseas.

In this paper we use an example Tevatron fixed-target program to illustrate the high discovery potential possible in the charm and neutrino sectors.     During the first half of 1980 steam coal exports from the United States to overseas customers increased nearly eight-fold to more than 5,100,000 tons. Total coal exports for the same period increased by 37 percent to 38,400,000 tons. Despite the recent growth in demand, the United States coal industry still finds itself a seriously demand-constrained industry. As a result, mines have been closed, miners put out of work, and expansion plans shelved. At present, the industry has the capacity to produce about 100,000,000 tons more coal each year than the market is absorbing. This situation exists largely because of capacity expansions begun in the early and mid-1970's following the oil embargo and the expectation of a much more rapid growth in coal use than actually occurred. This excess capacity can be brought on line quickly and additional capacity can be added if there is a greater demand for coal. Since the 1973 oil embargo, United States government policies designed to increase the use of coal have been largely offset by government actions increasing the costs of mining and using coal. In fact, while price and security of supply advantages lead to increased coal use, the rate of increase has been and will continue to be held down by government policies and requirements. The coal industry is continuing to work to bring about greater governmental and political awareness of actions which hold down the rate of increase in coal use. The National Coal Association identified 44 specific problem areas where government policies or requirements are impeding coal production and use. (LTN)

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

    A strategic planning exercise on environmental research and policy to guide oil shale development was held in November 1985. Seventeen participants representing a cross section of interests and technical disciplines identified, from almost 200 suggested issues, 13 strategic issues in four general categories: policy, source characterization and pollutant generation, transport and impact, and risk assessment. The group reached a consensus on the technical objective for each issue and recommendations to address the objective. Each participant has at least several years' experience in some phase of oil shale endeavor. Therefore, a consensus from this group can be a valuable guide for agencies seeking to develop the oil shale resource while also protecting the environment and public health. This document is an attempt to concisely state the issues discussed by the group and thereby serve as a planning guide for oil shale environmental research.

    Location and trap type of Cretaceous oil and gas fields in the D-J Fairway of Nebraska are related to the occurrence of 12 Permian salt zones. Salt distribution is controlled by the configuration of evaporate basins, truncation at a sub-Jurassic unconformity, and post-Jurassic subsurface dissolution. The Sidney Trough, which marks the eastern (regionally updip) limit of Cretaceous oil production in western Nebraska, is a rootless salt-dissolution collapse feature, whose location and origin is controlled by an abrupt linear facies change from thick, porous Lyons Sandstone to Leonardian salt. Eastward gravity-driven groundwater flow within the Lyons occurred in response to hydraulic gradient and recharge along the Front Range Uplift following Laramide orogeny. Dissolution of salt at the facies change caused collapse of overlying strata, producing fractures through which cross-formational flow occurred. Younger salts were dissolved, enhancing relief across the regional depression and subsidiary synclines. Timing of post-Jurassic dissolution influenced entrapment within D and J sandstone reservoirs. Where Early Cretaceous (pre-reservoir) dissolution occurred, structure at the D and J sandstone level is relatively simple, and stratigraphic traps predominate. Where Late Cretaceous - Tertiary (post-reservoir) dissolution occurred, structure is more complex, formation waters are more saline, oil and gas are localized on dissolution-induced anticlines, and per-well reserves are significantly higher.

    This document is a report of observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy (DOE) GATEWAY Demonstration Program. The program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with in-the-field applications of this advanced lighting technology. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program have been prescreened and tested to verify their actual performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.

    Tribology is the science and engineering of interacting surfaces in relative motion. It includes the study and application of the principles of friction, lubrication, and wear. It is an important phenomenon that not only impacts the design and operation of wind turbine gearboxes, but also their subsequent maintenance requirements and overall reliability. With the major growth and increasing dependency on renewable energy, mechanical reliability is an extremely important issue. The Wind Turbine Tribology Seminar was convened to explore the state-of-the-art in wind turbine tribology and lubricant technologies, raise industry awareness of a very complex topic, present the science behind each technology, and identify possible R&D areas. To understand the background of work that had already been accomplished, and to consolidate some level of collective understanding of tribology by acknowledged experts, the National Renewable Energy Laboratory (NREL), Argonne National Laboratory (ANL), and the U.S. Department of Energy (DOE) hosted a wind turbine tribology seminar. It was held at the Renaissance Boulder Flatiron Hotel in Broomfield, Colorado on November 15-17, 2011. This report is a summary of the content and conclusions. The presentations given at the meeting can be downloaded. Interested readers who were not at the meeting may wish to consult the detailed publications listed in the bibliography section, obtain the cited articles in the public domain, or contact the authors directly.

    This proceedings is the compilation of papers presented at the ninth PV Performance and Reliability Workshop held at the Sheraton Denver West Hotel on September 4--6, 1996. This years workshop included presentations from 25 speakers and had over 100 attendees. All of the presentations that were given are included in this proceedings. Topics of the papers included: defining service lifetime and developing models for PV module lifetime; examining and determining failure and degradation mechanisms in PV modules; combining IEEE/IEC/UL testing procedures; AC module performance and reliability testing; inverter reliability/qualification testing; standardization of utility interconnect requirements for PV systems; need activities to separate variables by testing individual components of PV systems (e.g. cells, modules, batteries, inverters,charge controllers) for individual reliability and then test them in actual system configurations; more results reported from field experience on modules, inverters, batteries, and charge controllers from field deployed PV systems; and system certification and standardized testing for stand-alone and grid-tied systems.
