Greensburg, KS In October 2007, the architectural and planning firm, BNIM, was selected formally by the City of Greensburg, with support from the USDA, to prepare the first phase of a comprehensive master plan to rebuild the city, which provides a framework for the rebuilding of Greensburg based around the principles of economic, social and environmental sustainability. The BNIM Planning team presented the final draft of Greensburg's Comprehensive Plan to the City Council and to a public hearing on January 16, 2008.

This fact sheet provides a summary of how NREL's technical assistance in Greensburg, Kansas, helped the town rebuild green after recovering from a tornado in May 2007. Greensburg, Kansas, was like any rural community in America until a massive tornado leveled much of the town on May 4, 2007. Key leaders in Greensburg and Kansas made a crucial decision not just to rebuild, but to remake the town as a model sustainable community. To help achieve that goal, technical experts from the U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) arrived in Greensburg in June 2007. For three years, the experts worked with city leaders, business owners, residents, and other state, federal, and local agencies to identify ways to incorporate energy efficiency and renewable energy technologies into the town's rebuilding efforts. NREL conducted detailed studies to examine energy use; availability of renewable energy resources; energy options; and potential integrated energy solutions that could also be replicated in other communities recovering from disaster or working toward building green. Those recommendations were incorporated into the Greensburg Sustainable Comprehensive Master Plan and furthered the town's vision of becoming an affordable sustainable community. Technical assistance provided by NREL has impacted the following areas in Greensburg's resurrection. Residents also formed a non-profit organization, Greensburg GreenTown{trademark}, to provide resources and support for rebuilding. Through energy modeling, education, training, and onsite assistance, NREL helped renovate and rebuild homes in Greensburg that on average, use 40% less energy than similar buildings built to code - surpassing the goal NREL originally set to achieve 30% energy savings in residential buildings.

Cleaning up the Streets of Denver

Between 1913 and 1924, several Denver area facilities extracted radium from carnotite ore mined from the Paradox basin region of Colorado. Tailings or abandoned ores from these facilities were apparently incorporated into asphalt used to pave approximately 7.2 kilometers (4.5 miles) of streets in Denver. A majority of the streets are located in residential areas. The radionuclides are bound within the asphalt matrix and pose minimal risk unless they are disturbed. The City and County of Denver (CCoD) is responsible for controlling repairs and maintenance on these impacted streets. Since 2002, the CCoD has embarked on a significant capital improvement project to remove the impacted asphalt for secure disposal followed by street reconstruction. To date, Parsons has removed approximately 55 percent of the impacted asphalt. This paper discusses the history of the Denver Radium Streets and summarizes on-going project efforts. (authors)

A brownfield to greenfield success story: Denver Radium Superfund Site

The Denver Radium Site consists of forty-nine separate sites divided into 11 operable units throughout the city of Denver, Colorado. The sites contained radioactive soils and residues (310,000 tons) from processing of radium in the early 1900s. The majority of the radioactive material was removed, transported by rail, and disposed offsite in Utah. During radiologic cleanup at the former Robinson Brick Company Site (ROBCO), (OU No. 4/5), metal contaminated soils from previous smelting operations were encountered. The Denver Radium Site was placed on the National Priorities List (NPL), and through cooperation of private parties, the state and federal governments, the land was cleaned up and restored to productive use.

The Denver Radium site is a former radioactive mining site located in Denver, Denver County, Colorado. Industrial activities commenced at the site in 1886 with the construction of the Bailey Smelter. By 1903, the Colorado Zinc Company had constructed a mill on the site of the Bailey Smelter, and zinc milling operations continued until 1910. From 1914 to 1917, the U.S. Bureau of Mines operated a radium processing facility onsite, known as the National Radium Institute (NRI). Other onsite industrial activities included minerals recovery, manufacturing and servicing of storage batteries, treating and sacking of metallic ore insulation, oil reclamation, and landfilling. The ROD addresses approximately 16,500 cubic yards of metal-contaminated soil as OU9, the 9th of 11 OUs planned for the site. The primary contaminants of concern affecting the soil are metals, including arsenic, lead, and zinc.

Hydrodynamics of Denver basin: an explanation of subnormal fluid pressures

Anomalously low fluid pressures are found in the Lower Cretaceous, Mesozoic, and Paleozoic rocks of the Denver basin. Drill-stem test data and published hydrogeologic information are used to construct a potentiometric map for the Lower Cretaceous sandstones in the area. Normally, one expects the potential surface to be at or near the land surface (0.43 psi/ft). However, the potential surface for the Lower Cretaceous sandstones and underlying Paleozoic rocks is up to 2500 ft (762 m) beneath the land surface (0.35 psi/ft) in parts of the Denver basin in Colorado and the Nebraska panhandle. The low pressures seem especially anomalous considering the elevation of the outcrops along the Rocky Mountain Front and the Black Hills. The hydrostratigraphy is defined based on the known regional geology. Structure, isopach, and lithofacies maps are used to estimate the hydraulic characteristics of the rocks in the basin. A numerical model is constructed, based on the hydrostratigraphy, which simulates the regional flow system. Both transient and steady-state flow regimes are simulated. The interaction of the Lower Cretaceous sandstones with overlying and underlying hydrostratigraphic units is investigated. The significance of recharge in the outcrop areas is evaluated. The model is used to define the conditions under which subnormal fluid pressures may occur. The subnormal fluid pressures are reasonably explained as a consequence of regional ground-water flow.

Performance analysis of 11 Denver Metro passive homes

The Solar Energy Research Institute (SERI) sponsored the Denver Metro Solar Homebuilders Program in cooperation with the Department of Energy and Western SUN. The auxiliary heating requirements for 11 of the passive solar homes were calculated using SLR or SUNCAT-2.4 with a standard set of basic assumptions. The analysis shows that seven of the homes should use less than half as much heating fuel as typical houses recently built in the area; two should use about half; and two should use about two-thirds or more. Comparing these results with performance estimates provided by design consultants shows numerous large discrepancies. These differences can be attributed largely to specific differences in assumptions in every case but one.

Paleotopography and hydrocarbon accumulation: Williston, Powder River, and Denver basins

Recent geomorphic analyses of 1:24,000 scale topographic maps in the three major basins of the northern Great Plains have disclosed a persistent system of basement paleotopographic features that trend north-northeast throughout the region. Superimposed across this system and subtly influenced by it, are the northwesterly trending Laramide structural features. Paleozoic depositional patterns have been strongly influenced by the paleoridge and trough system formed by the north-northeast features. Mesozoic deposition has also been affected by the ancient subsurface system but in a more subtle manner. Many of the Paleozoic and Mezoxoic hydrocarbon locations in the three basins appear to be the results of paleotopographic control on hydrocarbon accumulation sites. This affect ranges from Paleozoic reef sites in the Williston basin through paleotrough localization of Pennsylvanian Minnelusa production in the Powder River basin to fractured Cretaceous Niobrara production at the Silo field in the Denver basin. Basement paleotopography is the underlying factor in all deposition and subsequent hydrocarbon migration in any basin. As such, it should be considered a major factor in the exploration for oil and gas.

This case study presents New Town Builders' marketing approach, which is targeted to appeal to homebuyers' emotions rather than overwhelming homebuyers with scientific details about the technology. The exhibits in the Power of Zero Energy Center focus on reduced energy expenses for the homeowner, improved occupant comfort, the reputation of the builder, and the lack of sacrificing the homebuyers' desired design features to achieve zero net energy in the home. Since 1901, ASARCO, Inc. has owned and operated an 89-acre cadmium-refining smelter in the Globeville neighborhood of north Denver, Colorado. According to complaints filed by EPA and local residents, operations at the smelter have allegedly contaminated the air, ground water, surface water, and soil; contamination from arsenic, cadmium, lead, and zinc has occurred both onsite and offsite. A comprehensive study of Superfund program benefits in the Denver and Tampa Bay metropolitan areas

The purpose of the study is to evaluate the benefits of the Superfund program in selected geographic areas. The study demonstrates how the cleanup of Superfund sites has improved the overall quality of life of those in the affected communities. The study presents findings on the benefits of Superfund cleanup activity in the Denver, Colorado and Tampa Bay, Florida metropolitan areas. Denver and Tampa Bay were chosen from several areas that the EPA evaluated and screened during the initial phase of the study. These locations were chosen because of a substantial presence of Superfund activities, making it possible to assess the efficacy of the program. Several features make this study unique in terms of its overall goal. The study examines a broad range of benefit categories related to human health, environmental, and socioeconomic effects of Superfund cleanup activities. The study is also designed to assess benefits due to completed, current, and future planned activity at Superfund sites. This assessment covers Federal remedial activities at National Priorities List (NPL) sites, as well as relevant Federal removal actions in the study areas. These benefits are investigated from an area-wide perspective, as opposed to site-by-site, to determine Superfund`s overall effect on the communities in each area. The study consists of two major phases: Phase 1: Screening and ranking 16 prospective geographic areas and selecting Denver and Tampa Bay as the most appropriate areas for in-depth analysis; and Phase 2: Developing methodologies for assessing benefits, collecting relevant data, and analyzing the benefits from Superfund cleanup activity.

Effectively interconnecting high-level penetration of photovoltaic (PV) systems requires careful technical attention to ensuring compatibility with electric power systems. Standards, codes, and implementation have been cited as major impediments to widespread use of PV within electric power systems. On May 20, 2010, in Denver, Colorado, the National Renewable Energy Laboratory, in conjunction with the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE), held a workshop to examine the key technical issues and barriers associated with high PV penetration levels with an emphasis on codes and standards. This workshop included building upon results of the High Penetration of Photovoltaic (PV) Systems into the Distribution Grid workshop held in Ontario California on February 24-25, 2009, and upon the stimulating presentations of the diverse stakeholder presentations.

Petroleum migration in Denver basin inferred from thermal maturity and hydrologic data

Cretaceous petroleum accumulations in the Denver basin of eastern Colorado and southwestern Nebraska occur in a productive fairway where potential source rocks are thermally immature for oil generation. Reconstructed potentiometric surfaces, vitrinite reflectance (R/sub 0/), and other thermal maturity data suggest that fluids within the basin have migrated hundreds of kilometers from western thermally mature areas (> 0.65% R/sub 0/) updip to eastern thermally immature areas (< 0.50% R/sub 0/). Oil fields such as Adena and Little Beaver with cumulative production of tens of millions of bbl of oil occur where R/sub 0/ is below the threshold 0.60% value, the commonly accepted value that indicates the beginning of thermogenic petroleum generation. Variations in cementation, evidenced in the Denver basin by present east-to-west reductions in porosity and permeability, may have affected secondary migration. Ground-water potentials for the Lower Cretaceous J sandstone, calculated from drill-stem test data, decrease from west to east across the basin with a gradient of about 3 m/km. Local potential minima in Morgan and Logan Counties, as well as an increase information water salinity from 1000 ppm to 12,000 ppm toward the basin center, suggest the concentration of formation fluids in those areas. About 65 Ma, when Cretaceous shales first became mature enough to expel hydrocarbons, the initial uplift of the Rocky Mountains created a fluid potential field similar to the present one but of greater magnitude. This ancestral potential caused the generated hydrocarbons to migrate eastward; oil pools then concentrated at paleopotential minima. The analysis of fluid potential gradients makes it possible to determine the dynamics of forces that redistribute fluids in a basin.

Three gas-driven heat pumps are being considered, which are a Wisconsin engine drive heat pump, a Stirling engine drive heat pump, and a gas turbine drive heat pump. Also considered is an electric driven heat pump. Cost effectiveness of both the electric driven and gas fired solar-assisted heat pumps is demonstrated by comparing the present value of the system over its 20 year life with the present value of the fuel saved in Denver and Colorado Springs. The opinions of the local electric utilities for both cities and the natural gas pipeline company are briefly discussed. (LEW)

The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

Kansas City`s Union Station redevelopment opportunity -- Environmental challenges

Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

Many small countries are in need of additional territory. They build landfills and expensive artificial islands. The ocean covers 71 per cent of the Earth surface. Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans. These cheap platforms protected by air-film (bottom and sides) and a conventional insulating cover (top) and having a cooling system can exist for an unlimited time. The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

Environmental Survey preliminary report, Kansas City Plant, Kansas City, Missouri

This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

What is Clean Cities? October 2011 (Brochure)

Brochure describes the Clean Cities program and includes the contact information for its 85 coalitions. Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

Dealing with complex environmental issues frequently inhibits redevelopment of industrial sites in urban settings. In 1993, the City of Chicago (City) Department of Planning and Development, Department of Buildings, and Mayor`s Office joined the Department of Environment to investigate reuse of former industrial/commercial properties (brownfields) suspected of environmental or industrial contamination. The collective result is the Brownfield Program, a three-pronged initiative: Brownfield Pilot Program, Brownfield Forum, and Brownfield Research. Black and Veatch Waste Science, Inc. (Waste Science) carried the Brownfield Program forward by performing a Phase 1 environmental site assessment for the City on one of five pilot sites. Waste Science subsequently completed a Phase 2 environmental site assessment and Phase 3 site remediation at the site. Waste oil and PCB-contaminated soil was removed.

Clean Cities 2012 Annual Metrics Report

The U.S. Department of Energy's (DOE) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. A national network of nearly 100 Clean Cities coalitions brings together stakeholders in the public and private sectors to deploy alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Each year DOE asks Clean Cities coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT). NREL analyzes the data and translates them into petroleum-use reduction impacts, which are summarized in this report.

Kansas City Plant Celebrates Safety Milestone

A gang of motorcycle riders arrived at the NNSA's Kansas City Plant on July 1 to help celebrate a significant safety achievement - working nearly five million hours, covering a one-year period without a lost-time injury. The bikers -- some of whom are plant employees -- represent Bikers Against Child Abuse, the local nonprofit selected to receive a $5,000 donation as part of the plant's safety achievement celebration. The organization was selected because it aligns with the plant's community outreach focus on Family Safety & Security and partnership with the plant's union members.
