    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    Chromogenic glazing materials are emerging technologies that tint reversibly from a clear to dark tinted state either passively in response to environmental conditions or actively in response to a command from a switch or building automation system. Switchable coatings on glass manage solar radiation and visible light while enabling unobstructed views to the outdoors. Building energy simulations estimate that actively controlled, near-term chromogenic glazings can reduce perimeter zone heating, ventilation, and airconditioning (HVAC) and lighting energy use by 10-20% and reduce peak electricity demand by 20-30%, achieving energy use levels that are lower than an opaque, insulated wall. This project demonstrates the use of two types of chromogenic windows: thermochromic and electrochromic windows. By 2013, these windows will begin production in the U.S. by multiple vendors at high-volume manufacturing plants, enabling lower cost and larger area window products to be specified. Both technologies are in the late R&D stage of development, where cost reductions and performance improvements are underway. Electrochromic windows have been installed in numerous buildings over the past four years, but monitored energy-efficiency performance has been independently evaluated in very limited applications. Thermochromic windows have been installed in one other building with an independent evaluation, but results have not yet been made public.

This cooperative effort will ensure that all federal radiological assistance fully supports their efforts to protect the public. the mandated federal cooperation ensures that each agency can obtain the data critical to its specific responsibilities. This Overview of Federal Radiological Monitoring and Assessment Center (FRMAC) describes the FRMAC response activities to a major radiological emergency.     The Federal Radiological Monitoring and Assessment Center (FRMAC) is a federal emergency response asset whose assistance may be requested by the Department of Homeland Security (DHS), the Department of Defense (DoD), the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and state and local agencies to respond to a nuclear or radiological incident. It is an interagency organization with representation from the Department of Energy’s National Nuclear Security Administration (DOE/NNSA), the Department of Defense (DoD), the Environmental Protection Agency (EPA), the Department of Health and Human Services (HHS), the Federal Bureau of Investigation (FBI), and other federal agencies. FRMAC, in its present form, was created in 1987 when the radiological support mission was assigned to the DOE’s Nevada Operations Office by DOE Headquarters. The FRMAC asset, including its predecessor entities, was created, grew, and evolved to function as a response to radiological incidents. Radiological emergency response exercises showed the need for a coordinated approach to managing federal emergency monitoring and assessment activities. The mission of FRMAC is to coordinate and manage all federal radiological environmental monitoring and assessment activities during a nuclear or radiological incident within the United States in support of state,local, tribal governments, DHS, and the federal coordinating agency. Radiological emergency response professionals with the DOE’s national laboratories support the Radiological Assistance Program (RAP), National Atmospheric Release Advisory Center (NARAC), the Aerial MeasuringSystem (AMS), and the Radiation Emergency Assistance Center/Training Site (REAC/TS). These teams support the FRMAC to provide: Atmospheric transport modeling; Radiation monitoring; Radiological analysis and data assessments; and Medical advice for radiation injuries In support of field operations, the FRMAC provides geographic

    The Federal Radiological Monitoring and Assessment Center (FRMAC) is authorized by the Federal Radiological Emergency Response Plan to coordinate all off-site radiological response assistance to state and local government s, in the event of a major radiological emergency in the United States. The FRMAC is established by the U.S. Department of Energy, National Nuclear Security Administration, to coordinate all Federal assets involved in conducting a comprehensive program of radiological environmental monitoring, sampling, radioanalysis, quality assurance, and dose assessment. During an emergency response, the initial analytical data is provided by portable field instrumentation. As incident responders scale up their response based on the seriousness of the incident, local analytical assets and mobile laboratories add additional capability and capacity. During the intermediate phase of the response, data quality objectives and measurement quality objectives are more rigorous. These higher objectives will require the use of larger laboratories, with greater capacity and enhanced capabilities. These labs may be geographically distant from the incident, which will increase sample management challenges. This paper addresses emergency radioanalytical capability and capacity and its utilization during FRMAC operations.

    The 2009 FFRDC survey collected the total number of postdocs employed by FFRDCs in the United States—categorized by source of support, citizenship, sex, and field of research—as of October 1, 2009. The universe for the 2009 GSS-FFRDC survey was the Master Government List of Federally Funded Research and Development Centers. The 2009 survey also contacted the NIH’s Intramural Research Program because it employs the largest number of postdocs in the federal government. The FFRDC survey collected data via a web instrument. Topics included the type of support the postdocs received (federal and nonfederal), their sex, citizenship, race/ethnicity, and field of research.

    Since the mid-1990s the governments of the United States (U.S.) and the Russian Federation (RF) have been collaborating on nonproliferation projects, particularly in the protection of nuclear material through the Department of Energy's (DOE) National Nuclear Security Administration (NNSA). To date, this collaboration has resulted in upgrades to more than 72 RF Ministry of Defense (MOD) sensitive sites and facilities. These upgrades include physical protection systems (PPS), facilities to ensure material remains secure in various configurations, and infrastructure to support, maintain, and sustain upgraded sites. Significant effort on the part of both governments has also been expended to ensure that personnel obtain the necessary skills and training to both operate and maintain the security systems, thereby ensuring long term sustainability. To accomplish this, initial vendor training on physical protection systems was provided to key personnel, and an approved training curriculum was developed to teach the skills of operating, managing, administering, and maintaining the installed physical protection systems. This approach also included documentation of the processes and procedures to support infrastructure, requisite levels of maintenance and testing of systems and equipment, lifecycle management support, inventory systems and spare parts caches. One of the core components in the U.S. exit strategy and full transition to the RF MOD is the development and utilization of regional centers to facilitate centralized training and technical support to upgraded MOD sites in five regions of the RF. To date, two regional centers and one regional classroom facility are functional, and two additional regional centers are currently under construction. This paper will address the process and logistics of regional center establishment and the future vision for integrated regional center support by the RF MOD.

    Federal agencies are mandated to purchase alternative fuel vehicles, increase consumption of alternative fuels, and reduce petroleum consumption. Available plug-in electric vehicles (PEVs) provide an attractive option in the selection of alternative fuel vehicles. PEVs, which consist of both battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs), have significant advantages over internal combustion engine (ICE) vehicles in terms of energy efficiency, reduced petroleum consumption, and reduced production of greenhouse gas (GHG) emissions, and they provide performance benefits with quieter, smoother operation. This study intended to evaluate the extent to which NASA Stennis Space Center (Stennis) could convert part or all of their fleet of vehicles from petroleum-fueled vehicles to PEVs.

    The Monitoring division is primarily responsible for the coordination and direction of: Aerial measurements to delineate the footprint of radioactive contaminants that have been released into the environment. Monitoring of radiation levels in the environment; Sampling to determine the extent of contaminant deposition in soil, water, air and on vegetation; Preliminary field analyses to quantify soil concentrations or depositions; and Environmental and personal dosimetry for FRMAC field personnel, during a Consequence Management Response Team (CMRT) and Federal Radiological Monitoring and Assessment Center (FRMAC) response. Monitoring and sampling techniques used during CM/FRMAC operations are specifically selected for use during radiological emergencies where large numbers of measurements and samples must be acquired, analyzed, and interpreted in the shortest amount of time possible. In addition, techniques and procedures are flexible so that they can be used during a variety of different scenarios; e.g., accidents involving releases from nuclear reactors, contamination by nuclear waste, nuclear weapon accidents, space vehicle reentries, or contamination from a radiological dispersal device. The Monitoring division also provides technicians to support specific Health and Safety Division activities including: The operation of the Hotline; FRMAC facility surveys; Assistance with Health and Safety at Check Points; and Assistance at population assembly areas which require support from the FRMAC. This volume covers deployment activities, initial FRMAC activities, development and implementation of the monitoring and assessment plan, the briefing of field teams, and the transfer of FRMAC to the EPA.

    The Advanced Vehicle Testing Activity’s study seeks to collect and evaluate data to validate the utilization of advanced plug-in electric vehicle (PEV) transportation. This report focuses on the NASA Glenn Research Center (GRC) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agencies’ fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements.

    The active solar Domestic Hot Water (DHW) system at the Tucson Job Corps Center was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP selected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large Federal buildings. The systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregated overall performance is often considerably below what might be expected had similar systems been constructed consecutively with each repetition incorporating corrections and improvements. The solar collector system is installed on a two story dormitory at the Job Corps Center. The solar system preheats hot water for about two hundred students. The solar system provided about 50% of the energy needed for water heating in the winter and nearly 100% of the water heating needs in the summer. There are about 70,000 gallons of water used per month. There are seventy-nine L.O.F. panels or 1659 square feet of collectors (1764 square feet before freeze damage occurred) mounted in two rows on the south facing roof. Collected solar energy is stored in the 2200-gallon storage tank. The control system is by Johnson Controls. City water is piped directly to the storage tank and is circulated in the collectors. Freeze protection is provided by recirculation of storage water. There is an auxiliary gas fired boiler and 750 gallon DHW storage tank to provide backup for the solar system. Highlights of the performance monitoring from the solar collection system at the Tucson Job Corps Center during the November 1984 through July 1985 monitoring period are presented in this report.

    During the early and intermediate phases of a nuclear or radiological incident, the Federal Radiological Monitoring and Assessment Center (FRMAC) collects environmental samples that are analyzed by organizations with radioanalytical capability. Resources dedicated to quality assurance (QA) activities must be sufficient to assure that appropriate radioanalytical measurement quality objectives (MQOs) and assessment data quality objectives (DQOs) are met. As the emergency stabilizes, QA activities will evolve commensurate with the need to reach appropriate DQOs. The MQOs represent a compromise between precise analytical determinations and the timeliness necessary for emergency response activities. Minimum detectable concentration (MDC), lower limit of detection, and critical level tests can all serve as measurements reflecting the MQOs. The relationship among protective action guides (PAGs), derived response levels (DRLs), and laboratory detection limits is described. The rationale used to determine the appropriate laboratory detection limit is described.

    Homeland Security Presidential Directive HSPD-5 requires all federal departments and agencies to adopt a National Incident Management System (NIMS)/Incident Command System (ICS) and use it in their individual domestic incident management and emergency prevention, preparedness, response, recovery, and mitigation programs and activities, as well as in support of those actions taken to assist state and local entities. This system provides a consistent nationwide template to enable federal, state, local, and tribal governments, private-sector, and nongovernmental organizations to work together effectively and efficiently to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or complexity, including acts of catastrophic terrorism. This document identifies the operational concepts of the Federal Radiological Monitoring and Assessment Center's (FRMAC) implementation of the NIMS/ICS response structure under the National Response Plan (NRP). The construct identified here defines the basic response template to be tailored to the incident-specific response requirements. FRMAC's mission to facilitate interagency environmental data management, monitoring, sampling, analysis, and assessment and link this information to the planning and decision staff clearly places the FRMAC in the Planning Section. FRMAC is not a mitigating resource for radiological contamination but is present to conduct radiological impact assessment for public dose avoidance. Field monitoring is a fact-finding mission to support this effort directly. Decisions based on the assessed data will drive public protection and operational requirements. This organizational structure under NIMS is focused by the mission responsibilities and interface requirements following the premise to provide emergency responders with a flexible yet standardized structure for incident response activities. The coordination responsibilities outlined in the NRP are based on the NIMS

    This report documents the results of a collaborative project to demonstrate a solid state lighting (SSL) general illumination product in an outdoor area walkway application. In the project, six light-emitting diode (LED) luminaires were installed to replace six existing high pressure sodium (HPS) luminaires mounted on 14-foot poles on a set of exterior walkways and stairs at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in Atlantic City, New Jersey, during December, 2007. The effort was a U.S. Department of Energy (DOE) SSL Technology Gateway Demonstration that involved a collaborative teaming agreement between DOE, FAA and Ruud Lighting (and their wholly owned division, Beta LED). Pre- and post-installation power and illumination measurements were taken and used in calculations of energy savings and related economic payback, while personnel impacted by the new lights were provided questionnaires to gauge their perceptions and feedback. The SSL product demonstrated energy savings of over 25% while maintaining illuminance levels and improving illuminance uniformity. PNNL's economic analysis yielded a variety of potential payback results depending on the assumptions used. In the best case, replacing HPS with the LED luminaire can yield a payback as low as 3 years. The new lamps were quite popular with the affected personnel, who gave the lighting an average score of 4.46 out of 5 for improvement.

    Seismic studies along the west flank of the Denver basin near Boulder and Greeley, Colorado illustrate the interrelationship between shallow listric-normal faulting in the Cretaceous and deeper basement-controlled faulting. Deeper fault systems, primarily associated with the Transcontinental arch, control the styles and causative mechanisms of listric-normal faulting that developed in the Cretaceous. Three major stratigraphic levels of listric-normal faulting occur in the Boulder-Greeley area. These tectonic sensitive intervals are present in the following Cretaceous formations: Laramie-Fox Hills-upper Pierre, middle Pierre Hygiene zone, and the Niobrara-Carlile-Greenhorn. Documentation of the listric-normal fault style reveals a Wattenberg high, a horst block or positive feature of the greater Transcontinental arch, was active in the east Boulder-Greeley area during Cretaceous time. Paleotectonic events associated with the Wattenberg high are traced through analysis of the listric-normal fault systems that occur in the area. These styles are important to recognize because of their stratigraphic and structural influence on Cretaceous petroleum reservoir systems in the Denver basin. Similar styles of listric-normal faulting occur in the Cretaceous in many Rocky Mountain foreland basins.

    Lineaments interpreted from Landsat images mark the location and trend of basement faults observed on seismic lines in the eastern Denver basin. Linear features mapped as tone and texture patterns on multispectral scanner images in northeastern Colorado and southwestern Nebraska are used to interpret regional lineaments. Individual linear features up to 25 mi (40 km) long and visible on both bands 5 and 7 define a grid of regional lineaments trending northeast and northwest. Comparisons of lineaments with aeromagnetic and gravity maps and with interpretations of basement geology suggest that lineaments are the boundaries of basement blocks with areas of about 1000 mi/sup 2/ (2590 km/sup 2/). Constituent linear features within the lineament zone probably mark boundaries of smaller blocks of about 50 mi/sup 2/ (130 km/sup 2/). Seismic lines in northeastern Sedgwick County in extreme northeastern Colorado cross linear features that are components of a broad regional lineament that trends northeast and parallels the South Platte River. Seismic data consist of a grid of about 100 mi (160 km) of multifold Vibroseis lines. Basement faults, generally with offsets of less than 100 ft (30 m), are observed in seismic lines that cross some individual linear features. Monoclines and faults are present in Pennsylvanian to Tertiary strata that overlie basement. A time-structure map on the Precambrian and an isochron map of Wolfcamp (Lower Permian) to Precambrian show that the lineament is a 7-mi (11-km) wide zone of small, downdropped basement blocks. Thickening of Permian-Pennsylvanian strata on the downthrown side of faults suggests tectonic activity. Further tectonic activity is indicated by listric faulting in the Cretaceous Niobrara Formation.

    The gray diagenetic facies of the Permian Lyons Sandstone, associated with all known petroleum accumulations in the formation, formed late in the history of the Denver basin as an alteration product of the formation's red facies. The red facies that makes up most of the sandstone contains iron oxide coating, quartz overgrowths and calcite cements. The gray facies, which occurs locally in the deep basin, is distinguished by pore-filling dolomite and anhydrite cements and by a lack of iron oxide and calcite. The dolomite and anhydrite cements overlie bitumen that was deposited by migrating oil, and hence formed after oil was first generated in the basin, late in the Cretaceous or early in the Tertiary. The isotopic composition of oxygen in the dolomite ranges to such light values that the cement must have formed deep in the basin in the presence of meteoric water. The gray facies likely formed in a regime of groundwater flow resulting from Laramide uplift of the Front Range during the Tertiary. In our model, saline groundwater flowed eastward through the Pennsylvanian Fountain Formation and then upwelled along the basin axis, where is discharged into the Lyons Sandstone. The saline water mixed with more dilute groundwater in the Lyons, driving a reaction that dissolved calcite and, by a common-ion effect, precipitated dolomite and anhydrite. The facies' gray color resulted from reduction of ferric oxide in the presence of migrating oil or the Fountain brine. Underlying source beds by this time had begun to generate petroleum, which migrated by buoyancy into the Lyons. The association of the gray facies with petroleum accumulations can be explained if the Fountain brines discharged across aquitards along the same fractures that transmitted oil. As petroleum accumulated in the Lyons, the newly formed cements prevented continued migration, as is observed in shallower strata, by sealing oil into the reservoirs from which it is produced today. 77 refs., 16 figs., 5 tabs.

    High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects were competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one such GSHP demonstration projects that uses a recycled water heat pump (RWHP) system installed at the Denver Museum of Nature & Science in Denver, Colorado. The RWHP system uses recycled water from the city’s water system as the heat sink and source for a modular water-to-water heat pump (WWHP). This case study was conducted based on the available measured performance data from December 2014 through August 2015, utility bills of the building in 2014 and 2015, construction drawings, maintenance records, personal communications, and construction costs. The annual energy consumption of the RWHP system was calculated based on the available measured data and other related information. It was compared with the performance of a baseline scenario— a conventional VAV system using a water-cooled chiller and a natural gas fired boiler, both of which have the minimum energy efficiencies allowed by ASHRAE 90.1-2010. The comparison was made to determine energy savings, operating cost savings, and CO2 emission reductions achieved by the RWHP system. A cost analysis was performed to evaluate the simple payback of the RWHP system. Summarized below are the results of the performance analysis, the learned lessons, and recommended improvement in the operation of the RWHP system.

The resulting product is a search engine called Needle, an open-source-based tool that the INL uses internally for researching across a wide variety of information repositories.
