    The presence of photospheric magnetic reconnection has long been thought to give rise to short and impulsive events, such as Ellerman bombs (EBs) and Type II spicules. In this article, we combine high-resolution, high-cadence observations from the Interferometric BIdimensional Spectrometer and Rapid Oscillations in the Solar Atmosphere instruments at the Dunn Solar Telescope, National Solar Observatory, New Mexico, with co-aligned Solar Dynamics Observatory Atmospheric Imaging Assembly and Hinode Solar Optical Telescope (SOT) data to observe small-scale events situated within an active region. These data are then compared with state-of-the-art numerical simulations of the lower atmosphere made using the MURaM code. It is found that brightenings, in both the observations and the simulations, of the wings of the H? line profile, interpreted as EBs, are often spatially correlated with increases in the intensity of the Fe I ?6302.5 line core. Bipolar regions inferred from Hinode/SOT magnetic field data show evidence of flux cancellation associated, co-spatially, with these EBs, suggesting that magnetic reconnection could be a driver of these high-energy events. Through the analysis of similar events in the simulated lower atmosphere, we are able to infer that line profiles analogous to the observations occur co-spatially with regions of strong opposite-polarity magnetic flux. These observed events and their simulated counterparts are interpreted as evidence of photospheric magnetic reconnection at scales observable using current observational instrumentation.

    Ellerman bombs (EBs) have been widely studied in recent years due to their dynamic, explosive nature and apparent links to the underlying photospheric magnetic field implying that they may be formed by magnetic reconnection in the photosphere. Despite a plethora of researches discussing the morphologies of EBs, there has been a limited investigation of how these events appear at the limb, specifically, whether they manifest as vertical extensions away from the disk. In this article, we make use of high-resolution, high-cadence observations of an Active Region at the solar limb, collected by the CRisp Imaging SpectroPolarimeter (CRISP) instrument, to identify EBs and infer their physical properties. The upper atmosphere is also probed using the Solar Dynamic Observatory's Atmospheric Imaging Assembly (SDO/AIA). We analyze 22 EB events evident within these data, finding that 20 appear to follow a parabolic path away from the solar surface at an average speed of 9 km s{sup –1}, extending away from their source by 580 km, before retreating back at a similar speed. These results show strong evidence of vertical motions associated with EBs, possibly explaining the dynamical ''flaring'' (changing in area and intensity) observed in on-disk events. Two in-depth case studies are also presented that highlight the unique dynamical nature of EBs within the lower solar atmosphere. The viewing angle of these observations allows for a direct linkage between these EBs and other small-scale events in the H? line wings, including a potential flux emergence scenario. The findings presented here suggest that EBs could have a wider-reaching influence on the solar atmosphere than previously thought, as we reveal a direct linkage between EBs and an emerging small-scale loop, and other near-by small-scale explosive events. However, as previous research found, these extensions do not appear to impact upon the H? line core, and are not observed by the SDO/AIA EUV filters.

    A law restructuring the electric utility industry in Massachusetts became effective on November 25, 1997. The law will break up the existing utility monopolies into separate generation, distribution and transmission entities, and it will allow non-utility generators access to the retail end user market. The law contains many compromises aimed at protecting consumers, ensuring savings, protecting employees and protecting the environment. While it appears that the legislation recognizes the sanctity of independent power producer contracts with utilities, it attempts to provide both carrots and sticks to the utilities and the IPP generators to encourage renegotiations and buy-down of the contracts. Waste-to-energy contracts are technically exempted from some of the obligations to remediate. Waste-to-energy facilities are classified as renewable energy sources which may have positive effects on the value to waste-to-energy derived power. On November 25, 1997, the law restructuring the electric utility industry in Massachusetts became effective.     Argonne National Laboratory has prepared a master environmental plan (MEP) for Fort Devens, Massachusetts, for the US Army Toxic and Hazardous Materials Agency. The MEP is an assessment based on environmental laws and regulations of both the federal government and the Commonwealth of Massachusetts. The MEP assess the physical and environmental status of 58 potential hazardous waste sites, including 54 study areas (SAs) that pose a potential for releasing contamination into the environment and 4 areas of concern (AOCs) that are known to have substantial contamination. For each SA or AOC, this MEP describes the known history and environment, identifies additional data needs, and proposes possible response actions.     Project Objective: The Massachusetts Clean Energy Center (CEC) will design, construct, and ultimately have responsibility for the operation of the Large Wind Turbine Blade Test Facility, which is an advanced blade testing facility capable of testing wind turbine blades up to at least 90 meters in length on three test stands. Background: Wind turbine blade testing is required to meet international design standards, and is a critical factor in maintaining high levels of reliability and mitigating the technical and financial risk of deploying massproduced wind turbine models. Testing is also needed to identify specific blade design issues that may contribute to reduced wind turbine reliability and performance. Testing is also required to optimize aerodynamics, structural performance, encourage new technologies and materials development making wind even more competitive. The objective of this project is to accelerate the design and construction of a large wind blade testing facility capable of testing blades with minimum queue times at a reasonable cost. This testing facility will encourage and provide the opportunity for the U.S wind industry to conduct more rigorous testing of blades to improve wind turbine reliability.

    In this progress report we summarize the activities of the University of Massachusetts- Amherst group for the three years of this research project. We are fully engaged in research at the energy frontier with the ATLAS experiment at the CERN Large Hadron Collider.     The Massachusetts State Briefing Book is one of a series of State briefing books on low-level radioactive waste management practices. It has been prepared to assist State and Federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Massachusetts. The profile is the result of a survey of NRC licensees in Massachusetts. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources.     The conversion of an older Massachusetts building into condominiums illustrates a safe, durable, and cost-effective solution for heating and ventilation systems that can potentially benefit millions of multifamily buildings. Merrimack Valley Habitat for Humanity (MVHfH) partnered with U.S. Department of Energy Building America team Building Science Corporation (BSC) to provide high performance affordable housing for 10 families in the retrofit of an existing mass masonry building (a former convent). The original ventilation design for the project was provided by a local engineer and consisted of a single large heat recovery ventilator (HRV) located in a mechanical room in the basement with a centralized duct system providing supply air to the main living space and exhausting stale air from the single bathroom in each apartment. This design was deemed to be far too costly to install and operate for several reasons: the large central HRV was oversized and the specified flows to each apartment were much higher than the ASHRAE 62.2 rate; an extensive system of ductwork, smoke and fire dampers, and duct chases were specified; ductwork required a significant area of dropped ceilings; and the system lacked individual ventilation control in the apartments

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects at very attractive interest rates and long terms. While small allocation sizes have deterred some local governments from pursuing issuances, state agencies in Massachusetts have partnered with local governments to aggregate QECBs to support a range of public and private projects. In most states, QECBs have been utilized primarily to fund energy conservation projects for public entities, but Massachusetts has facilitated over $10 million of private activity QECB issuances to support three privately-owned renewable energy projects—with more projects in the pipeline.

    This report was prepared for the Commonwealth of Massachusetts by the Idaho National Engineering Laboratory, National Low-Level Waste Management Program. It presents planning life-cycle cost (PLCC) estimates for four sizes of in-state low-level radioactive waste (LLRW) disposal facilities. These PLCC estimates include preoperational and operational expenditures, all support facilities, materials, labor, closure costs, and long-term institutional care and monitoring costs. It is intended that this report bc used as a broad decision making tool for evaluating one of the several complex factors that must be examined when deciding between various LLRW management options -- relative costs. Because the underlying assumptions of these analyses will change as the Board decides how it will manage Massachusett`s waste and the specific characteristics any disposal facility will have, the results of this study are not absolute and should only be used to compare the relative costs of the options presented. The disposal technology selected for this analysis is aboveground earth-mounded vaults. These vaults are reinforced concrete structures where low-level waste is emplaced and later covered with a multi-layered earthen cap. The ``base case`` PLCC estimate was derived from a preliminary feasibility design developed for the Illinois Low-Level Radioactive Waste Disposal Facility. This PLCC report describes facility operations and details the procedure used to develop the base case PLCC estimate for each facility component and size. Sensitivity analyses were performed on the base case PLCC estimate by varying several factors to determine their influences upon the unit disposal costs. The report presents the results of the sensitivity analyses for the five most significant cost factors.

  16. Performance Results for Massachusetts and Rhode Island Deep Energy Retrofit Pilot Community

    Between December, 2009 and December, 2012, 42 deep energy retrofit (DER) projects were completed through a pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. Thirty-seven of these projects were comprehensive retrofits while five were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. Building Science Corporation developed a consistent "package" of measures in terms of the performance targeted for major building components. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 14 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium dust from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Massachusetts homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Massachusetts homeowners will save $10,848 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $621 for the 2012 IECC.

    The Massachusetts Institute of Technology (MIT) reactor (MITR-II), based in Cambridge, Massachusetts, is a research reactor designed primarily for experiments using neutron beam and in-core irradiation facilities. It delivers a neutron flux comparable to current LWR power reactors in a compact 6 MW core using Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most research and test reactors both domestic and international have started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on a mixture of uranium and molybdenum (UMo) is expected to allow the conversion of compact high performance reactors like the MITR-II. This report presents the results of steady state neutronic safety analyses for conversion of MITR-II from the use of HEU fuel to the use of U-Mo LEU fuel. The objective of this work was to demonstrate that the safety analyses meet current requirements for an LEU core replacement of MITR-II.

  4. Evaluation of the home-energy-rating concept and the Massachusetts Pilot Project

    This is a report on the results of an evaluation of a home-energy-rating concept based on a Massachusetts pilot project. The focus of the evaluation was on: (1) the compatibility of the Massachusetts rating with the RCS program, (2) who would use the rating and how, (3) qualitative estimates of benefits and costs, and (4) recommendations for further use and testing of the rating. In addition the evaluation of the rating concept also attempted to determine what if any effect the home energy rating has on the demand for energy audits, on the propensity of customers who received ratings to undertake recommended energy-efficiency home improvements, and on changes in mortgage-lending procedures for energy-efficient homes. The evaluation consisted of telephone and in-person discussions with the project developers, the various professional user groups, the recipients of the energy ratings, and control groups of audit customers that did not receive the energy rating. The evaluation was designed to determine the results of the pilot project, assess the project's effectiveness, and analyze the potential for transferring the rating procedure to other geographic locations.

    Transformations, Inc. is a residential development and building company that has partnered with Building Science Corporation to build new construction net-zero energy houses in Massachusetts under the Building America program. There are three communities that will be constructed through this partnership: Devens Sustainable Housing ("Devens"), The Homes at Easthampton Meadow ("Easthampton") and Phase II of the Coppersmith Way Development ("Townsend"). This report intends to cover all of the single-family new construction homes that have been completed to date. The houses built in these developments are net zero energy homes built in a cold climate. They will contribute to finding answers to specific research questions for homes with high R double stud walls and high efficiency ductless air source heat pump systems ("mini-splits"); allow to explore topics related to the financing of photovoltaic systems and basements vs. slab-on-grade construction; and provide feedback related to the performance of ductless mini-split air source heat pumps.

    This case study describes a plant-wide energy assessment conducted at the Solutia Inc. chemical production facility in Springfield, Massachusetts. The assessment focused on finding ways to reduce the plant's use of steam, electricity, compressed air, and water. Assessment recommendations had a potential total annual energy savings of about 9.6 million kWh for electricity and more than 338,000 MBtu for natural gas, with potential annual cost savings amounting to nearly $3.3 million.

    The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

    The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

    A detailed description is given of the laws and programs of the State of Massachusetts governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development of three delineated leasing area options for the Massachusetts (MA) WEA and the technical evaluation of these leasing areas. The overarching objective of this study is to develop a logical process by which the MA WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL worked with BOEM to identify an appropriate number of leasing areas and proposed three delineation alternatives within the MA WEA based on the boundaries announced in May 2012. A primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

  15. Health hazard evaluation report HETA 96-0137-2607, Yankee Atomic Electric Company, Rowe, Massachusetts

    In response to a request from the Health and Safety Supervisor at the Yankee Nuclear Power Station (SIC-4911), Rowe, Massachusetts, an investigation was begun into ozone (10028156) exposure during plasma arc cutting and welding. Welders had reported chest tightness, dry cough, and throat and bronchial irritation. The nuclear power station was in the process of being decommissioned, and workers were dismantling components using welding and cutting methods. Of the operations observed during the site visit, the highest ozone concentrations were generated during plasma arc cutting, followed by metal inert gas (MIG) welding and arc welding. During plasma arc cutting the average and peak concentrations exceeded the NIOSH ceiling recommended exposure limit of 0.1 part per million. The author concludes that ozone exposure during plasma arc cutting and MIG welding presented a health hazard to welders. The author recommends that improvements be made in the local exhaust ventilation, that nitrogen-dioxide levels be monitored during hot work, and that many exposed workers wear protective clothing, use ultraviolet blocking lotion, and continue the use appropriate shade of eye protection.

Homeowner surveys were returned by 12 of the pilot participants. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    Heat pump water heaters (HPWHs) are finally entering the mainstream residential water heater market. Potential catalysts are increased consumer demand for higher energy efficiency electric water heating and a new Federal water heating standard that effectively mandates use of HPWHs for electric storage water heaters with nominal capacities greater than 55 gallons. When compared to electric resistance water heating, the energy and cost savings potential of HPWHs is tremendous. Converting all electric resistance water heaters to HPWHs could save American consumers 7.8 billion dollars annually ($182 per household) in water heating operating costs and cut annual residential source energy consumption for water heating by 0.70 quads. Steven Winter Associates, Inc. embarked on one of the first in situ studies of these newly released HPWH products through a partnership with two sponsoring electric utility companies, National Grid and NSTAR, and one sponsoring energy efficiency service program administrator, Cape Light Compact. Recent laboratory studies have measured performance of HPWHs under various operating conditions, but publicly available field studies have not been as available. This evaluation attempts to provide publicly available field data on new HPWHs by monitoring the performance of three recently released products (General Electric GeoSpring, A.O. Smith Voltex, and Stiebel Eltron Accelera 300). Fourteen HPWHs were installed in Massachusetts and Rhode Island and monitored for over a year. Of the 14 units, ten were General Electric models (50 gallon units), two were Stiebel Eltron models (80 gallon units), and two were A.O. Smith models (one 60-gallon and one 80-gallon unit).

    Achieving aggressive energy efficiency targets requires tight coordination and clear communication among owners, designers, builders, and subcontractors. For this townhome project, MassDevelopment, the quasi-governmental agency owner, selected Metric Development of Boston, teaming with the U.S. Department of Energy (DOE) Consortium for Advanced Residential Buildings (CARB) and Cambridge Seven Architects, to build very high performing market-rate homes. Fort Devens is part of a decommissioned army base in working-class Harvard, Massachusetts, approximately one hour northwest of Boston. The team proposed 12 net zero energy-ready townhomes, meaning that the application of renewable energy systems would result in annual net zero energy use in the homes. The homes were also designed to achieve a Home Energy Rating System (HERS) Index Score of 41 before adding renewables. For this project, CARB drew on its experience working with Rural Development Inc. on a series of affordable townhomes in northern Massachusetts. The team carefully planned the site to maximize solar access, daylighting, and efficient building forms. The basic strategy was to design a very efficient thermal enclosure while minimizing incremental cost increases compared with standard construction. Using BEopt modeling software, the team established the requirements of the enclosure and investigated multiple assembly options. They settled on double-wall construction with dense-pack cellulose fill. High performance vinyl windows (U-0.24, solar heat gain coefficient [SHGC]-0.22), a vented R-59 attic, and exceptional air sealing completed the package.

    This report presents a cold climate project located in West Tisbury, Massachusetts, on the island of Martha’s Vineyard, that examines the relationships among very energy efficient single-family residential thermal enclosures, room-to-room temperature variations, and simplified space conditioning systems. Each of the four homes studied has a single ductless heat pump unit (DHU) located in the main living space and radiant electric resistance panels in each bedroom with individual thermostatic controls. Results indicate that temperature fluctuations in the living room due to aggressive setup and setback of the DHU may contribute to higher percentages of time where the bedroom temperatures were within +/-2°F of the living room temperatures. Solar gains in the living room, door opening/closure and occupant manipulation of thermostats appear to have had a significant impact on room-to-room temperature differences, as would be expected.

    New gravity and magnetic data collected in the vicinity of Massachusetts Mountain and CP basin (Nevada Test Site, NV) provides a more complex view of the structural relationships present in the vicinity of CP basin than previous geologic models, helps define the position and extent of structures in southern Yucca Flat and CP basin, and better constrains the configuration of the basement structure separating CP basin and Frenchman Flat. The density and gravity modeling indicates that CP basin is a shallow, oval-shaped basin which trends north-northeast and contains ~800 m of basin-filling rocks and sediment at its deepest point in the northeast. CP basin is separated from the deeper Frenchman Flat basin by a subsurface ridge that may represent a Tertiary erosion surface at the top of the Paleozoic strata. The magnetic modeling indicates that the Cane Spring fault appears to merge with faults in northwest Massachusetts Mountain, rather than cut through to Yucca Flat basin and that the basin is downed-dropped relative to Massachusetts Mountain. The magnetic modeling indicates volcanic units within Yucca Flat basin are down-dropped on the west and supports the interpretations of Phelps and KcKee (1999). The magnetic data indicate that the only faults that appear to be through-going from Yucca Flat into either Frenchman Flat or CP basin are the faults that bound the CP hogback. In general, the north-trending faults present along the length of Yucca Flat bend, merge, and disappear before reaching CP hogback and Massachusetts Mountain or French Peak.

  12. Existing Whole-House Solutions Case Study: National Grid Deep Energy Retrofit Pilot, Massachusetts and Rhode Island

    Between December, 2009 and December, 2012 42 deep energy retrofit (DER) projects were completed through a pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. Thirty-seven of these projects were comprehensive retrofits while five were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. Building Science Corporation developed a consistent "package" of measures in terms of the performance targeted for major building components. Pre- and post-retrofit air leakage measurements were performed for each of the projects. Each project also reported information about project costs including identification of energy-related costs. Post-retrofit energy-use data was obtained for 29 of the DER projects, and was analyzed based on the net energy used by the DER project regardless of whether the energy was generated on site or delivered to the site. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    Increased interest by state (and federal) policymakers and regulatory agencies in pursuing aggressive energy efficiency efforts could deliver significant utility bill savings for customers while having long-term implications for ratepayers (e.g. potential rate impacts). Equity and distributional concerns associated with the authorized recovery of energy efficiency program costs may necessitate the pursuit of alternative program funding approaches. In 2008, Massachusetts passed the Green Communities Act which directed its energy efficiency (EE) program administrators to obtain all cost-effective EE resources. This goal has translated into achieving annual electric energy savings equivalent to a 2.4% reduction in retail sales from energy efficiency programs in 2012. Representatives of electricity consumer groups supported the new portfolio of EE programs (and the projected bill savings) but raised concerns about the potential rate impacts associated with achieving such aggressive EE goals, leading policymakers to seek out alternative funding sources which can potentially mitigate these effects. Utility administrators have also raised concerns about under-recovery of fixed costs when aggressive energy efficiency programs are pursued and have proposed ratemaking policies (e.g. decoupling) and business models that better align the utility's financial interests with the state's energy efficiency public policy goals. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other states looking to significantly increase savings targets that can be achieved from their own ratepayer-funded energy efficiency programs. We use a pro-forma utility financial model to quantify the bill and rate impacts on electricity customers when very aggressive annual energy efficiency savings goals ({approx}2.4%) are achieved over the long-term and also assess the impact of different cost recovery approaches that integrate alternative revenue sources. We also analyze alternative lost fixed cost recovery approaches to better understand how to mitigate the erosion of utility shareholder returns in states that have adopted (and achieved) very aggressive savings targets.

    The DOE Loan Programs Office is proposing to offer a loan guarantee to Cape Wind Associates, LLC for the construction and start-up of the Cape Wind Energy Project in Nantucket Sound, offshore of Massachusetts.     The Massachusetts Institute of Technology Reactor (MITR-II) is a research reactor in Cambridge, Massachusetts designed primarily for experiments using neutron beam and in-core irradiation facilities. It delivers a neutron flux comparable to current LWR power reactors in a compact 6 MW core using Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most research and test reactors both domestic and international have started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on an alloy of uranium and molybdenum (UMo) is expected to allow the conversion of U.S. domestic high performance reactors like the MITR-II reactor. Towards this goal, comparisons of MCNP5 Monte Carlo neutronic modeling results for HEU and LEU cores have been performed. Validation of the model has been based upon comparison to HEU experimental benchmark data for the MITR-II. The objective of this work was to demonstrate a model which could represent the experimental HEU data, and therefore could provide a basis to demonstrate LEU core performance. This report presents an overview of MITR-II model geometry and material definitions which have been verified, and updated as required during the course of validation to represent the specifications of the MITR-II reactor. Results of calculations are presented for comparisons to historical HEU start-up data from 1975-1976, and to other experimental benchmark data available for the MITR-II Reactor through 2009. This report also presents results of steady state neutronic analysis of an all-fresh LEU fueled core. Where possible, HEU and LEU calculations were performed for conditions equivalent to HEU experiments, which serves as a starting point for safety analyses for conversion of MITR-II from the use of HEU fuel to the use of UMo LEU fuel.

    This report presents the results of an assessment of the technical and economic feasibility of deploying photovoltaics (PV) systems on a superfund site located within the Massachusetts Military Reservation (MMR). The site was assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.17/kWh and incentives offered in the State of Massachusetts, such as the solar renewable energy credits. According to calculations, MMR can place 8 MW of ballast-weighted, ground-mounted PV systems on the crowns of the three landfill caps and the borrow pit with the PV modules tilted at 30 degrees.

    This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. (2) Supported the city's Green Affordable Housing Program (GAHP), in partnership with the Department of Neighborhood Development (DND). Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and built solar-ready. (3) Defined solar's role in emergency preparedness with the Boston Mayor's Office of Emergency Preparedness. (4) Worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing mechanisms. Solar Boston partners include DOE, MTC, local utilities and unions, an anonymous foundation, and a broad range of local, regional, and national clean-energy stakeholders. Solar Boston kicked off its partner program on January 10, 2008, sponsoring a workshop on 'Thinking BIG about Boston's Solar Energy Future,' to discuss how state, utility, and municipal programs can work together. Presentations were given by Solar Boston, Keyspan/National Grid, NSTAR, and MTC.

    On Monday, October 16, 1995, the Massachussetts Institue of Technology (MIT, the licensee) notified the US Nuclear Regulatory Commission (NRC) of an incident involving ingestion of phosphorus-32 by a researcher at the MIT Center for Cancer Research. The licensee informed the NRC that a researcher had reported the incident on August 19. The licensee initially estimated the intake as 500 microcuries (19 MBq) and the dose as 4000 millirem (40 mSv) to the individual. On October 12, the licensee informed the researcher that its final intake estimate was 579 microcuries (21 MBq), just under the 600 microcuries (22 MBq) which would represent an overexposure. On October 17, the NRC established an Incident Investigation Team to investigate the case. NRC also contracted with Lawrence Livermore National Laboratory and Oak Ridge Institute for Science and Education to do independent dose assessments of the urine sample data and the whole-body data. The Team concluded that the licensee`s final intake and dose estimates were in accordance with accepted scientific references and NRC guidance. However, recognizing the uncertainties involved in the use of models to simulate human characteristics, the Team determined the intake would be better characterized as likely falling within a range of 500 to 750 microcuries (19--28 NMq). An NRC medical consultant concluded that no symptoms or acute effects should be observed from an intake of this level.

    The accurate location and identification of hazardous waste materials dumped in the world`s oceans are becoming an increasing concern. For years, the oceans have been viewed as a convenient and economical place to dispose of all types of waste. In all but a few cases, major dump sites have been closed leaving behind years of accumulated debris. The extent of past environmental damage, the possibility of continued environmental damage, and the possibility of hazardous substances reaching the human food chain need to be carefully investigated. This paper reports an attempt to accurately locate and identify the radioactive component of the waste material. The Department of Energy`s Remote Sensing Laboratory (RSL), in support of the US Environmental Protection Agency (EPA), provided the precision navigation system and prototype underwater radiological monitoring equipment that were used during this project. The paper also describes the equipment used, presents the data obtained, and discusses future equipment development.
