    Since in 1984 the national reprocessing concept was abandoned the reprocessing abroad was the only existing disposal route until 1994. With the amendment of the Atomic Energy Act in 2001 spent fuel management changed completely since from 1 June 2005 any delivery of spent fuel to reprocessing plants was prohibited and the direct disposal of spent fuel became mandatory. Until 2005 the total amount of spent fuel to be reprocessed abroad added up to 6080 t HM, 5309 t HM thereof in France. The waste generated from reprocessing - alternatively an equivalent amount of radioactive material - has to be returned to the country of origin according to the commercial contracts signed between the German utilities and COGEMA, now AREVA NC, in France and BNFL, now INS in UK. In addition the German and the French government exchanged notes with the obligation of both sides to enable and support the return of reprocessing residues or equivalents to Germany. The return of high active vitrified waste from La Hague to the interim storage facility at Gorleben was demanding from the technical view i. e. the cask design and the transport. Unfortunately the Gorleben area served as a target for nuclear opponents from the first transport in 1996 to the latest one in 2011. The protection against sabotage of the railway lines and mass protests needed highly improved security measures. In France and Germany special working forces and projects have been set up to cope with this extraordinary situation. A complex transport organization was established to involve all parties in line with the German and French requirements during transport. The last transport of vitrified residues from France has been completed successfully so far thus confirming the efficiency of the applied measures. Over 15 years there was and still is worldwide no comparable situation it is still unique. Summing up, the exceptional project handling challenge that resulted from the continuous anti-nuclear civil disobedience in Germany over the whole 15-year long project running time could be faced efficiently. It has to be concluded that despite of all problems the anti-nuclear activities have caused so far, all transports of vitrified HLW have always been completed successfully by adapting the commonly established safety, security and public acceptance measures to the special conditions and needs in Germany and coordinating the activities of all parties involved but at the expense of high costs for industry and government and a challenging operational complexity. Apart from an anticipatory project planning a good communication between all involved industrial parties and the French and the German government was the key to the effective management of such shipments and to minimize the radiological, economic, environmental, public and political impact. The future will show how efficiently the gained experience can be used for further return projects which are to be realized since no reprocessed waste has yet been returned from UK and neither the medium-level nor the low-level radioactive waste has been transferred from France to Germany.     This report analyzes the evolution use in Denmark since the early 1970s in order to shed light on the future path of energy use in Denmark, with particular emphasis on the role of energy efficiency. The authors found that improvements in end-use energy efficiency reduced primary energy requirements in Denmark by 22% between 1972 and 1988. Focusing on developments in six individual sectors of the Danish economy (residential, manufacturing, other industry, service, travel, and freight), they found that the residential, manufacturing, and service sectors have led the improvements in efficiency. Travel showed few significant improvements and the efficiency of freight transportation worsened. The international comparisons showed that the structure of energy use in Denmark is less energy-intensive than that of most high-income OECD countries, with the exception of Japan. Overall, they concluded that most of the energy savings achieved in Denmark were brought about through improvements in technology. They also found that an important stimulus for improved efficiency was higher energy prices, led in no small part by significant taxes imposed on small consumers of heating oil, electricity, and motor fuels. Energy-efficiency programs accelerated energy savings in homes and commercial buildings. The rate of improvement of energy efficiency in Denmark has slowed down significantly since 1984, consistent with trends observed in other major countries. While many of the energy-efficiency goals stated or implied in Denmark`s Energi 2000 are achievable over a very long period, present trends do not point towards achievement of these goals by 2010 or even 2020. Strong measures will have to be developed by both public and private authorities if energy efficiency is to make a key contributions to reducing environmental problems associated with energy use in Denmark.

    Germany's total national (i.e., combined public and private sector) funding for R&D stood at $42 billion in 1997. The private sector accounted for nearly 62% ($24 billion) of the total, while the public sector accounted for approximately 38%. Since the late 1970s, when the public and private sectors each funded roughly half of Germany's R&D, the private sector has steadily assumed a larger and larger role as the dominant supporter of R&D activity, while overall government funding has remained essentially flat for much of the past two decades. In addition to declining relative to private R&D expenditures, public R&D expenditures in Germany declined by 4% in real terms between 1991 and 1997, to approximately $15 billion. The reduction in R&D investments in the public sector can be attributed in large part to the financial challenges associated with German reunification and related shifts in social priorities including efforts to address high unemployment and to rebuild basic infrastructure in the eastern states. R&D expenditures have also declined as a percentage of the total public budget, from a peak of 3.4% in 1985 to 2.7% in 1996. Energy R&D has been the hardest hit of all major socioeconomic areas of R&D expenditure funded by the German government. Between 1981 and 1997, public energy R&D fell from approximately $1.6 billion to $400 million--a 75% real decline. The $850 million reduction in Germany's fission R&D budget (which constituted two-thirds of government R&D investment in 1985) explains some 90% of the funding decline. Negative public perceptions regarding the safety and environmental impacts of nuclear energy have reduced nuclear power's viability as a long-term energy option for Germany. Discussions of a complete nuclear phaseout are now under way. At the same time, the German government has slashed its investments in fossil energy R&D by more than 90%. While energy efficiency and renewable energy technologies have fared relatively well in comparison with other energy technology areas, government support for all areas of energy R&D has declined in absolute terms since 1990. Remaining public and private sector energy R&D investments focus increasingly technology demonstration and commercialization efforts with relatively short time horizons.

    The scientific revolution in the first half of the seventeenth century, pioneered by figures such as Harvey, Galileo, Gassendi, Kepler and Descartes, was disseminated to the northernmost countries in Europe with considerable delay. In this essay I examine how and when Galileo's new ideas in physics and astronomy became known in Denmark, and I compare the reception with the one in Sweden. It turns out that Galileo was almost exclusively known for his sensational use of the telescope to unravel the secrets of the heavens, meaning that he was predominantly seen as an astronomical innovator and advocate of the Copernican world system. Danish astronomy at the time was however based on Tycho Brahe's view of the universe and therefore hostile to Copernican and, by implication, Galilean cosmology. Although Galileo's telescope attracted much attention, it took about thirty years until a Danish astronomer actually used the instrument for observations.     The ICPP WINCO Spent Fuel and Waste Management Development Program recently was funded by DOE-EM to develop new technologies for immobilizing ICPP spent fuels, sodium-bearing liquid waste, and calcine to a form suitable for disposal. European organizations are heavily involved, in some cases on an industrial scale in areas of waste management, including spent fuel disposal and HLW vitrification. The purpose of this trip was to acquire first-hand European efforts in handling of spent reactor fuel and nuclear waste management, including their processing and technical capabilities as well as their future planning. Even though some differences exist in European and U.S. DOE waste compositions and regulations, many aspects of the European technologies may be applicable to the U.S. efforts, and several areas offer potential for technical collaboration.

    In foreign and security policy the issues for France are contradictory nature of Chirac`s goals or in the incompatibility of the means to those ends. Chirac`s modernized Gaullist formula for independent French action to meet the exigencies of the post-Cold War world may be irreconcilable with the constraints and demands of the European unification process. The goal of independence may not mesh with the retention of influence. An immediate, concrete example is the apparent contradiction between France`s European and world ambitions and its resumption of nuclear testing.     French coal miners in the Lorraine Basin coalfields of Charbonnages de France, work under extremely difficult mining conditions. The coal seams are located in two parallel anticlines dipping to the southwest. On the northwest flanks the coal dips at angles up to 40/sup 0/; on the southeast flanks the coal dips as steep as 90/sup 0/. In addition to the problems associated with steeply dipping coal seams, the coal is often more than 3 meters (10 feet) thick, thus contributing the additional problems that are associated with thick seams. A cut-and-fill mining method is used and production of up to 400 tons per day for a three-shift working face has been achieved. The cut-and-fill mining method employed at Puit Reumaux, rising horizontal rooms with hydraulic stowing, is used in areas of the mine where seam dips exceed 45/sup 0/ and where seam thickness is from 2 to 5 meters (6.5 to 16.5 feet). Hydraulic stowing has many advantages for the Merlebach mine: The coalis located under urbanized areas and is also covered by water-bearing strata with hydraulic sand stowing there is little subsidence, so disturbances to the surface and the aquiferous zones are minimized. Hydraulic sand stowing also helps prevent eating and combustion.

    This report provides key information concerning the German experience with integrating of 25 gigawatts of wind and 7 gigawatts of solar power capacity and mitigating its impacts on the electric power system. The report has been prepared based on information provided by the Amprion GmbH and 50Hertz Transmission GmbH managers and engineers to the Bonneville Power Administration (BPA) and Pacific Northwest National Laboratory representatives during their visit to Germany in October 2009. The trip and this report have been sponsored by the BPA Technology Innovation office. Learning from the German experience could help the Bonneville Power Administration engineers to compare and evaluate potential new solutions for managing higher penetrations of wind energy resources in their control area. A broader dissemination of this experience will benefit wind and solar resource integration efforts in the United States.

    Recycling of paper and glass from household waste is an integrated part of waste management in Denmark, however, increased recycling is a legislative target. The questions are: how much more can the recycling rate be increased through improvements of collection schemes when organisational and technical limitations are respected, and what will the environmental and economic consequences be? This was investigated in a case study of a municipal waste management system. Five scenarios with alternative collection systems for recyclables (paper, glass, metal and plastic packaging) were assessed by means of a life cycle assessment and an assessment of the municipality's costs. Kerbside collection would provide the highest recycling rate, 31% compared to 25% in the baseline scenario, but bring schemes with drop-off containers would also be a reasonable solution. Collection of recyclables at recycling centres was not recommendable because the recycling rate would decrease to 20%. In general, the results showed that enhancing recycling and avoiding incineration was recommendable because the environmental performance was improved in several impact categories. The municipal costs for collection and treatment of waste were reduced with increasing recycling, mainly because the high cost for incineration was avoided. However, solutions for mitigation of air pollution caused by increased collection and transport should be sought.

    An environmental assessment of six scenarios for handling of garden waste in the Municipality of Aarhus (Denmark) was performed from a life cycle perspective by means of the LCA-model EASEWASTE. In the first (baseline) scenario, the current garden waste management system based on windrow composting was assessed, while in the other five scenarios alternative solutions including incineration and home composting of fractions of the garden waste were evaluated. The environmental profile (normalised to Person Equivalent, PE) of the current garden waste management in Aarhus is in the order of -6 to 8 mPE Mg{sup -1} ww for the non-toxic categories and up to 100 mPE Mg{sup -1} ww for the toxic categories. The potential impacts on non-toxic categories are much smaller than what is found for other fractions of municipal solid waste. Incineration (up to 35% of the garden waste) and home composting (up to 18% of the garden waste) seem from an environmental point of view suitable for diverting waste away from the composting facility in order to increase its capacity. In particular the incineration of woody parts of the garden waste improved the environmental profile of the garden waste management significantly.

Yet, facing some unusual opposition in 1991, the government declared a moratorium on the selection process of a geological repository. The authors review in this paper the successive steps of the nuclear waste storage program over the last 12 years, from the successful siting of two LLW storage facilities by ANDRA, the national agency for the storage of nuclear waste, to the more difficult years of the search for a suitable site to host the HLW repository which led to a new approach of the issue.

    Poland and Germany have a long common border which leads to the necessity to cooperate and consult each other in the case of large-scale projects or infrastructure measures likely to cause negative transboundary effects on the environment. There are already binding provisions for transboundary EIA. In the area of the UN Economic Commission for Europe (UNECE), transboundary EIA is intended to be legally binding for the Member States by the Espoo Convention which was ratified by Germany 8.8.2002 and by Poland 12.6.1997. Due to corresponding directives, the same is applicable in the context of the European Union. In German legislation, this issue is regulated by Art. 8 of the Federal EIA Act in regard to transboundary participation of administration and by Art. 9a in respect of transboundary public participation. However, these EIA regulations on transboundary participation do not surpass a certain detail level, as they have to be applied between Germany and all neighbouring states. Therefore both countries decided to agree on more detailed provisions in particular regarding procedural questions. During the 12th German-Polish Environmental Council, Germany and Poland reached an agreement on 11.4.2006 in Neuhardenberg/Brandenburg an agreement upon the implementation of the Espoo Convention, the so called Neuhardenberg Agreement. This article assesses the agreement under consideration of already existing law and discusses major improvements and problems.

    Scientists, engineers, elected officials, and industry regulators from the United, States and Germany met in Albuquerque, New Mexico, August 16--20, 1993, in the first joint international workshop to discuss uranium tailings remediation. Entitled ``Workshop on Uranium Production Environmental Restoration: An Exchange between the US and Germany,`` the meeting was hosted by the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The goal of the workshop was to further understanding and communication on the uranium tailings cleanup projects in the US and Germany. Many communities around the world are faced with an environmental legacy -- enormous quantities of hazardous and low-level radioactive materials from the production of uranium used for energy and nuclear weapons. In 1978, the US Congress passed the Uranium Mill Tailings Radiation Control Act. Title I of the law established a program to assess the tailings at inactive uranium processing sites and provide a means for joint federal and state funding of the cleanup efforts at sites where all or substantially all of the uranium was produced for sale to a federal agency. The UMTRA Project is responsible for the cleanup of 24 sites in 10 states. Germany is facing nearly identical uranium cleanup problems and has established a cleanup project. At the workshop, participants had an opportunity to interact with a broad cross section of the environmental restoration and waste disposal community, discuss common concerns and problems, and develop a broader understanding of the issues.     For natural gas transmission, distribution, and storage operations, Gaz de France is installing Creusot-Loire's new line of high-efficiency gas-turbine packages, powered by Allison 501 and 570 generators for compressor speeds exceeding 10,000 rpm. The Type CA.3 driver comprises a 501 generator coupled to a two-stage power turbine; the ISO base rating is 3265 kW on gas fuel with a heat rate of 12,050 Btu/kWhr. The CA.5 driver with the stronger 570 gas-turbine engine is base-rated at 4805 kW with a heat rate of 11,360 Btu/kWhr. Designed for direct-drive, with no intermediary gearing, the high-speed compressor operates on the 13,820-rpm output shaft speed of the CA.3 for baseload requirements or on 11,500 rpm for the more powerful CA.5 set. These compressor packages will serve as boosters for the transmission and storage of regasified LNG from Algeria and natural gas from the North Sea, USSR, and France's own Lacq fields.

    The self-potential (SP) method is sensitive to water fluxes in saturated and partially saturated porous media, such as those associated with rainwater infiltration and groundwater recharge. We present a field-based study at the Voulund agricultural test site, Denmark, that is, to the best of our knowledge, the first to focus on the vertical self-potential distribution prior to and during a saline tracer test. A coupled hydrogeophysical modeling framework is used to simulate the SP response to precipitation and saline tracer infiltration. A layered hydrological model is first obtained by inverting dielectric and matric potential data. The resulting model that compares favorably with electrical resistance tomography models is subsequently used to predict the SP response. The electrokinetic contribution (caused by water fluxes in a charged porous soil) is modeled by an effective excess charge approach that considers both water saturation and pore water salinity.     During 1973 to 1978, over twenty nations participated in the NATO/CCMS Solar Energy Pilot Study, whose objective was to promote and accelerate the use of solar heating and cooling of buildings. The activities in this information exchange included (1) the regular reporting of national solar heating and cooling programs, (2) the development of a format for reporting the performance of solar heating and cooling systems, (3) the exchange of system performance reports, (4) the establishment of two specialized working groups for solar-assisted low energy dwellings and passive solar applications. At the conclusion of the pilot study in 1978, the participants formulated recommendations for continued action at the international level, as well as for action at the national level. This report describes the progress made in implementing those recommendations. In addition to detailing the steps taken to continue collaboration in various efforts initiated within the Solar Energy Pilot Study, the report contains papers on the 1979 status of the solar heating and cooling programs in seventeen CCMS countries.

  3. An Analysis of Residential PV System Price Differences between the United States and Germany

    Residential photovoltaic (PV) systems were twice as expensive in the United States as in Germany (median of $5.29/W vs. $2.59/W) in 2012. This price discrepancy stems primarily from differences in non-hardware or "soft" costs between the two countries, which can only be explained in part by differences in cumulative market size and associated learning. A survey of German PV installers was deployed to collect rough data on PV soft costs in Germany to compare to results of a similar survey of U.S. PV installers. Non-module hardware costs and all analyzed soft costs are lower in Germany, especially for customer acquisition, installation labor, and profit/overhead costs, but also for expenses related to permitting, interconnection, and inspection procedures. Additional costs occur in the United States due to state and local sales taxes, smaller average system sizes, and longer project development times. To reduce the identified additional costs of residential PV systems, the United States could introduce policies that enable a robust and lasting market while minimizing market fragmentation.

    At the end of fifteen years of research defined by the French act of December 30, 1991 on radwaste management, ANDRA gave a report, 'Dossier Argile 2005', which concluded with the feasibility of a reversible disposal in the argillaceous Callovo-Oxfordian formation studied by means of an underground research laboratory at the Meuse/Haute-Marne site. Starting from source data like the characteristics of the geological medium and the waste inventory, the process followed by ANDRA to achieve this conclusion is of a sequential type, and iterative between concept design, scientific knowledge, in particular that of the phenomenological evolution of the repository and its geological environment from operating period to long term, and safety assessment. The 'Dossier Argile 2005' covers a broad radwaste inventory, ILLW, HLW and Spent Fuel, so that it makes it possible to cover the whole of the technological, scientific and safety topics. This article will give an overview of the geological disposal studies in France and draw the main conclusion of the Dossier 2005 Argile. It will be focused on the near field (engineering components and near field host rock), while considering, if necessary, its integration within the whole system. After a short description of the concepts (including waste inventory and the characteristics of the Meuse/Haute the Marne site) and the functions of the components of repository and geological medium, one will describe, successively, the broad outline of the phenomenological evolution of repository and the geological medium in near field, in particular, by releasing the time scales of processes and uncertainties of knowledge. On this basis, one will indicate the safety scenarios that were considered and the broad outline of performance and dose calculations. Lessons learn from the Dossier 2005 Argile will be discussed and perspectives and priorities for future will be indicated. (authors)

    After the accident in the Japanese Fukushima Dai-ichi nuclear power plant in March 2011 large amounts of radioactivity were released and distributed in the atmosphere. Among them were also radioactive noble gas isotopes which can be used as tracers to test global atmospheric circulation models. This work presents unique measurements of the radionuclide $^{133}$Xe from Fukushima in the upper troposphere above Germany. The measurements involve air sampling in a research jet aircraft followed by chromatographic xenon extraction and ultra-low background gas counting with miniaturized proportional counters. With this technique a detection limit of the order of 100 $^{133}$Xe atoms in litre-scale air samples (corresponding to about 100 mBq/m$^3$) is achievable. Our results provide proof that the $^{133}$Xe-rich ground level air layer from Fukushima was lifted up to the tropopause and distributed hemispherically. Moreover, comparisons with ground level air measurements indicate that the arrival of the radioactive plume at high altitude over Germany occurred several days before the ground level plume.

    With the end of the Cold War and the fall of the iron curtain Germany inherited in 1990 by its reunification the legacy of 45 years of unrestricted, intensive uranium mining in the eastern part of Germany. The environmental damages and risks related to widespread soil and groundwater contamination, caused by huge tailings ponds and numerous waste rock piles in one of Germany`s most densely populated areas, made it necessary to implement one of the world`s largest environmental clean-up programs. 13 billion German Marks (8.7 billion US-$) will be spent within approx. 20 years for decommissioning and environmental restoration efforts. Five years after the start-up of the Wismut project considerable results have been achieved. Conceptual work, even regarding technically difficult issues of the program, is far advanced, and about one third of the physical work program has been completed. At the former mining and milling locations significant improvements of the environmental situation have been achieved. The further on-schedule progress of the Wismut program is an important prerequisite for the socio-economical development in the former uranium mining districts.
