  13. Energy use in Denmark: An international perspective

    This report analyzes the evolution use in Denmark since the early 1970s in order to shed light on the future path of energy use in Denmark, with particular emphasis on the role of energy efficiency. The authors found that improvements in end-use energy efficiency reduced primary energy requirements in Denmark by 22% between 1972 and 1988. Focusing on developments in six individual sectors of the Danish economy (residential, manufacturing, other industry, service, travel, and freight), they found that the residential, manufacturing, and service sectors have led the improvements in efficiency. Travel showed few significant improvements and the efficiency of freight transportation worsened. The international comparisons showed that the structure of energy use in Denmark is less energy-intensive than that of most high-income OECD countries, with the exception of Japan. Overall, they concluded that most of the energy savings achieved in Denmark were brought about through improvements in technology. They also found that an important stimulus for improved efficiency was higher energy prices, led in no small part by significant taxes imposed on small consumers of heating oil, electricity, and motor fuels. Energy-efficiency programs accelerated energy savings in homes and commercial buildings. The rate of improvement of energy efficiency in Denmark has slowed down significantly since 1984, consistent with trends observed in other major countries. While many of the energy-efficiency goals stated or implied in Denmark`s Energi 2000 are achievable over a very long period, present trends do not point towards achievement of these goals by 2010 or even 2020. Strong measures will have to be developed by both public and private authorities if energy efficiency is to make a key contributions to reducing environmental problems associated with energy use in Denmark.

    The future safe development of nuclear energy and progressive increasing use of sealed sources in medicine, research, industry and other fields in Egypt depends on the safe and secure management of disused radioactive sealed sources. In the past years have determined the necessity to formulate and apply the integrated management program for radioactive sealed sources to assure harmless and ecological rational management of disused sealed sources in Egypt. The waste management system in Egypt comprises operational and regulatory capabilities. Both of these activities are performed under legislations. The Hot Laboratories and Waste Management Center HLWMC, is considered as a centralized radioactive waste management facility in Egypt by law 7/2010. (authors)

  19. Benchmarking performance: Environmental impact statements in Egypt

    Environmental impact assessment (EIA) was formally introduced in Egypt in 1994. This short paper evaluates 'how well' the EIA process is working in practice in Egypt, by reviewing the quality of 45 environmental impact statements (EISs) produced between 2000 and 2007 for a variety of project types. The Lee and Colley review package was used to assess the quality of the selected EISs. About 69% of the EISs sampled were found to be of a satisfactory quality. An assessment of the performance of different elements of the EIA process indicates that descriptive tasks tend to be performed better than scientific tasks. The quality of core elements of EIA (e.g., impact prediction, significance evaluation, scoping and consideration of alternatives) appears to be particularly problematic. Variables that influence the quality of EISs are identified and a number of broad recommendations are made for improving the effectiveness of the EIA system.

    The Integrated Human Futures Project provides a set of analytical and quantitative modeling and simulation tools that help explore the links among human social, economic, and ecological conditions, human resilience, conflict, and peace, and allows users to simulate tradeoffs and consequences associated with different future development and mitigation scenarios. In the current study, we integrate five distinct modeling platforms to simulate the potential risk of social unrest in Egypt resulting from the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile in Ethiopia. The five platforms simulate hydrology, agriculture, economy, human ecology, and human psychology/behavior, and show how impacts derived from development initiatives in one sector (e.g., hydrology) might ripple through to affect other sectors and how development and security concerns may be triggered across the region. This approach evaluates potential consequences, intended and unintended, associated with strategic policy actions that span the development-security nexus at the national, regional, and international levels. Model results are not intended to provide explicit predictions, but rather to provide system-level insight for policy makers into the dynamics among these interacting sectors, and to demonstrate an approach to evaluating short- and long-term policy trade-offs across different policy domains and stakeholders. The GERD project is critical to government-planned development efforts in Ethiopia but is expected to reduce downstream freshwater availability in the Nile Basin, fueling fears of negative social and economic impacts that could threaten stability and security in Egypt. We tested these hypotheses and came to the following preliminary conclusions. First, the GERD will have an important short-term impact on water availability, food production, and hydropower production in Egypt, depending on the short- term reservoir fill rate.     A case history of the Gulf of Suez Petroleum Co.`s (Gupco) first subsea completion is provided. The first completion was for Well GS 373-2, a previously drilled and tested exploration well located in the south portion of the gulf of Suez. Subsea technology was used to economically justify development of this one-well marginal field, which was discovered in 1978. Traditional methods proved to be too costly for development, therefore application of a low-cost subsea tree was used to capture the resources. In the Gulf of Suez, many fields have been discovered but have not been developed because of low reserves. These marginal projects can have a profound impact on the revenue and shareholder value if an economic method is used to exploit these opportunities. Platform installation was not feasible because of reserve size, hence the well has remained abandoned until recently. This paper presents a summarized look at subsea completion technology. The cost comparison of traditional development methods will be made, given the local cost structure in Egypt. The application of this technology has some limitations and constraints that will be discussed in the paper. Furthermore, the actual field installation of Egypt`s first subsea tree will be summarized. Also included is a discussion on simple remote controls and offshore installation operations.

    Though its contribution to the global Greenhouse gases emission is relatively small, Egypt has signed and ratified the United Nations Framework Convention on Climate Change (UN FCCC) and has been playing an active role in the international efforts to deal with such environmental challenges. Energy efficiency has been one of the main strategies that Egypt has adopted to improve environmental quality and enhance economic competitiveness. This paper highlights three initiatives currently underway to improve energy efficiency of the Egyptian industry. The first is a project that has been recently completed by OECP to assess potential GHG mitigation options available in Egypt`s oil refineries. The second initiative is an assessment of GHG mitigation potential in the Small and Medium size Enterprises (SME) in the Mediterranean city of Alexandria. The third one focuses on identifying demand side management options in some industrial electricity consumers in the same city.

    A special feature of waste management in Finland has been the emphasis on the source separation of kitchen biowaste (catering waste); more than two-thirds of the Finnish population participates in this separation. Source-separated biowaste is usually treated by composting. The biowaste of about 5% of the population is handled by mechanical-biological treatment. A waste treatment plant at Mustasaari is the only plant in Finland using digestion for kitchen biowaste. For the protection of their employees, the plant owners commissioned a study on environmental factors and occupational hygiene in the plant area. During 1998-2000 the concentrations of dust, microbes and endotoxins and noise levels were investigated to identify possible problems at the plant. Three different work areas were investigated: the pre-processing and crushing hall, the bioreactor hall and the drying hall. Employees were asked about work-related health problems. Some problems with occupational hygiene were identified: concentrations of microbes and endotoxins may increase to levels harmful to health during waste crushing and in the bioreactor hall. Because employees complained of symptoms such as dry cough and rash or itching appearing once or twice a month, it is advisable to use respirator masks (class P3) during dusty working phases. The noise level in the drying hall exceeded the Finnish threshold value of 85 dBA. Qualitatively harmful factors for the health of employees are similar in all closed waste treatment plants in Finland. Quantitatively, however, the situation at the Mustasaari treatment plant is better than at some Finnish dry waste treatment plants. Therefore is reasonable to conclude that mechanical sorting, which produces a dry waste fraction for combustion and a biowaste fraction for anaerobic treatment, is in terms of occupational hygiene better for employees than combined aerobic treatment and dry waste treatment.

    Here, the target of this work was to assess the impact of projected climate change on forest-fire activity in Finland with special emphasis on large-scale fires. In addition, we were particularly interested to examine the inter-model variability of the projected change of fire danger. For this purpose, we utilized fire statistics covering the period 1996-2014 and consisting of almost 20,000 forest fires, as well as daily meteorological data from five global climate models under representative concentration pathway RCP4.5 and RCP8.5 scenarios. The model data were statistically downscaled onto a high-resolution grid using the quantile-mapping method before performing the analysis. Inmore » examining the relationship between weather and fire danger, we applied the Canadian fire weather index (FWI) system. Our results suggest that the number of large forest fires may double or even triple during the present century. This would increase the risk that some of the fires could develop into real conflagrations which have become almost extinct in Finland due to active and efficient fire suppression. However, the results reveal substantial inter-model variability in the rate of the projected increase of forest-fire danger, emphasizing the large uncertainty related to the climate change signal in fire activity. We moreover showed that the majority of large fires in Finland occur within a relatively short period in May and June due to human activities and that FWI correlates poorer with the fire activity during this time of year than later in summer when lightning is a more important cause of fires.« less

    Profiles of the sources of nonmethane organic compounds (NMOCs) were developed for emissions from vehicles, petroleum fuels (gasoline, liquefied petroleum gas (LPG), and natural gas), a petroleum refinery, a smelter, and a cast iron factory in Cairo, Egypt. More than 100 hydrocarbons and oxygenated hydrocarbons were tentatively identified and quantified. Gasoline-vapor and whole-gasoline profiles could be distinguished from the other profiles by high concentrations of the C{sub 5} and C{sub 6} saturated hydrocarbons. The vehicle emission profile was similar to the whole-gasoline profile, with the exception of the unsaturated and aromatic hydrocarbons, which were present at higher concentrations in the vehicle emission profile. High levels of the C{sub 2}-C{sub 4} saturated hydrocarbons, particularly n-butane, were characteristic features of the petroleum refinery emissions. The smelter and cast iron factory emissions were similar to the refinery emissions; however, the levels of benzene and toluene were greater in the former two sources. The LPG and natural gas emissions contained high concentrations of n-butane and ethane, respectively. The NMOC source profiles for Cairo were distinctly different from profiles for U.S. sources, indicating that NMOC source profiles are sensitive to the particular composition of petroleum fuels that are used in a location.

    The ultimate aims of treatment and conditioning is to prepare waste for disposal by ensuring that the waste will meet the waste acceptance criteria of a disposal facility. Hence the purpose of low-level waste disposal is to isolate the waste from both people and the environment. The radioactive particles in low-level waste emit the same types of radiation that everyone receives from nature. Most low-level waste fades away to natural background levels of radioactivity in months or years. Virtually all of it diminishes to natural levels in less than 300 years. In Egypt, The Hot Laboratories and Waste Management Center has been established since 1983, as a waste management facility for LLW and ILW and the disposal site licensed for preoperational in 2005. The site accepts the low level waste generated on site and off site and unwanted radioactive sealed sources with half-life less than 30 years for disposal and all types of sources for interim storage prior to the final disposal. Operational requirements at the low-level (LLRW) disposal site are listed in the National Center for Nuclear Safety and Radiation Control NCNSRC guidelines. Additional procedures are listed in the Low-Level Radioactive Waste Disposal Facility Standards Manual. The following describes the current operations at the LLRW disposal site. (authors)

  11. Data from deployment of temporary seismic stations in northern Norway and Finland

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

  12. Integrating impact assessment and conflict management in urban planning: Experiences from Finland

    The article examines the interlinkages between recent developments in conflict management and impact assessment procedures in the context of urban planning in Finland. It sets out by introducing the fields of impact assessment and conflict mediation. It then proceeds to discuss the development of impact assessment practices and the status of conflict mediation in Finnish land use planning. The case of Korteniitty infill development plan in Jyvaeskylae is used to demonstrate how the Finnish planning system operates in conflict situations - and how social impact assessment can contribute to managing planning conflicts. The authors ask how the processes of impact assessment contribute to conflict management. Based on the Finnish experience, it is argued that social impact assessment of land use plans can contribute to conflict management, especially in the absence of institutionalised conflict mediation processes. In addition, SIA may acquire features of conflict mediation, depending on extent and intensity of stakeholder participation in the process, and the quality of linkages it between knowledge production and decision-making. Simultaneously, conflict mediation practices and theoretical insights can inform the application of SIA to help it address land use conflicts more consciously.

  13. Social impact assessment in mining projects in Northern Finland: Comparing practice to theory

    The paper discusses social impact assessments (SIA) for mining projects in light of the international principles and guidelines for such assessments and the academic literature in the field. The data consist of environmental impact assessment (EIA) programmes and reports for six mining projects that have started up in northern Finland in the 2000s. A first observation is that the role of the SIAs in the EIA programmes and reports studied was quite minor: measured in number of pages, the assessments account for three or four percent of the total. This study analyses the data collection, research methodology and conceptual premises used in the SIAs. It concludes that the assessments do not fully meet the high standards of the international principles and guidelines set out for them: for example, elderly men are over-represented in the data and no efforts were made to identify and bring to the fore vulnerable groups. Moreover, the reliability of the assessments is difficult to gauge, because the qualitative methods are not described and where quantitative methods were used, details such as non-response rates to questionnaires are not discussed. At the end of the paper, the SIAs are discussed in terms of Jürgen Habermas' theory of knowledge interests, with the conclusion that the assessments continue the empirical analytical tradition of the social sciences and exhibit a technical knowledge interest. -- Highlights: • Paper investigates social impact assessments in Finnish mining projects. • Role of social impact assessment is minor in whole EIA-process. • Mining SIAs give the voice for elderly men, vulnerable groups are not identified. • Assessment of SIAs is difficult because of lacking transparency in reporting. • SIAs belong to empirical analytical tradition with technical knowledge interest.

  16. Environmental assessment of garden waste management in the Municipality of Aarhus, Denmark

    An environmental assessment of six scenarios for handling of garden waste in the Municipality of Aarhus (Denmark) was performed from a life cycle perspective by means of the LCA-model EASEWASTE. In the first (baseline) scenario, the current garden waste management system based on windrow composting was assessed, while in the other five scenarios alternative solutions including incineration and home composting of fractions of the garden waste were evaluated. The environmental profile (normalised to Person Equivalent, PE) of the current garden waste management in Aarhus is in the order of -6 to 8 mPE Mg{sup -1} ww for the non-toxic categories and up to 100 mPE Mg{sup -1} ww for the toxic categories. The potential impacts on non-toxic categories are much smaller than what is found for other fractions of municipal solid waste. Incineration (up to 35% of the garden waste) and home composting (up to 18% of the garden waste) seem from an environmental point of view suitable for diverting waste away from the composting facility in order to increase its capacity. In particular the incineration of woody parts of the garden waste improved the environmental profile of the garden waste management significantly.

    Highlights: • New experimental data of mixed MSW properties in a Finnish case region. • The share of renewable energy of mixed MSW. • The results were compared with earlier international studies. • The average share of renewable energy was 30% and the average LHVar 19 MJ/kg. • Well operating source separation decreases the renewable energy content of MSW. - Abstract: For the estimation of greenhouse gas emissions from waste incineration it is essential to know the share of the renewable energy content of the combusted waste. The composition and heating value information is generally available, but the renewable energy share or heating values of different fractions of waste have rarely been determined. In this study, data from Finnish studies concerning the composition and energy content of mixed MSW were collected, new experimental data on the compositions, heating values and renewable share of energy were presented and the results were compared to the estimations concluded from earlier international studies. In the town of Lappeenranta in south-eastern Finland, the share of renewable energy ranged between 25% and 34% in the energy content tests implemented for two sample trucks. The heating values of the waste and fractions of plastic waste were high in the samples compared to the earlier studies in Finland. These high values were caused by good source separation and led to a low share of renewable energy content in the waste. The results showed that in mixed municipal solid waste the renewable share of the energy content can be significantly lower than the general assumptions (50–60%) when the source separation of organic waste, paper and cardboard is carried out successfully. The number of samples was however small for making extensive conclusions on the results concerning the heating values and renewable share of energy and additional research is needed for this purpose.

    Current commercially available Doppler lidars provide an economical and robust solution for measuring vertical and horizontal wind velocities, together with the ability to provide co- and cross-polarised backscatter profiles. The high temporal resolution of these instruments allows turbulent properties to be obtained from studying the variation in radial velocities. However, the instrument specifications mean that certain characteristics, especially the background noise behaviour, become a limiting factor for the instrument sensitivity in regions where the aerosol load is low. Turbulent calculations require an accurate estimate of the contribution from velocity uncertainty estimates, which are directly related to the signal-to-noise ratio. Anymore » bias in the signal-to-noise ratio will propagate through as a bias in turbulent properties. In this paper we present a method to correct for artefacts in the background noise behaviour of commercially available Doppler lidars and reduce the signal-to-noise ratio threshold used to discriminate between noise, and cloud or aerosol signals. Lastly, we show that, for Doppler lidars operating continuously at a number of locations in Finland, the data availability can be increased by as much as 50 % after performing this background correction and subsequent reduction in the threshold. The reduction in bias also greatly improves subsequent calculations of turbulent properties in weak signal regimes.« less

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

Despite the trend, the only deciding factor can still be the total costs. This article answers the question of how greenhouse gas (GHG) emissions should be taken into account in municipal solid waste (MSW) management when selecting an incineration plant for source separated mixed MSW. The aim is to guide the decision making of MSW management towards more environmentally friendly procurements. The study was carried out by calculating the global warming potentials (GWPs) and costs of mixed MSW management by using the waste composition from a case area in Finland. Scenarios of landfilling and combustion in three actual waste incineration plants were used to recognise the main processes that affect the results. GWP results show that the combustion of mixed MSW is a better alternative than landfilling the waste. The GHG results from combustion are greatly affected by emissions from the combustion and substituted energy production. The significance of collection and transportation is higher from the costs’ perspective than from the point of view of GHG emissions. The main costs, in addition to collection and transportation costs, result from the energy utilization or landfilling of mixed MSW. When tenders are invited for the incineration location of mixed MSW, the main focus should be: What are the annual electricity and heat recovery efficiencies and which are the substituted fuels in the area?     In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    Background: Organotin compounds (OTCs) are a large class of synthetic chemicals with widely varying properties. Due to their potential adverse health effects, their use has been restricted in many countries. Humans are exposed to OTCs mostly through fish consumption. Objectives: The aim of this study was to describe OTC exposure through fish consumption and to assess the associated potential health risks in a Finnish population. Methods: An extensive sampling of Finnish domestic fish was carried out in the Baltic Sea and freshwater areas in 2005-2007. In addition, samples of imported seafood were collected in 2008. The chemical analysis was performed in an accredited testing laboratory during 2005-2008. Average daily intake of the sum of dibutyltin (DBT), tributyltin (TBT), triphenyltin (TPhT) and dioctyltin (DOT) ({Sigma}OTCs) for the Finnish population was calculated on the basis of the measured concentrations and fish consumption rates. Results: The average daily intake of {Sigma}OTCs through fish consumption was 3.2 ng/kg bw day{sup -1}, which is 1.3% from the Tolerable Daily Intake (TDI) of 250 ng/kg bw day{sup -1} set by the European Food Safety Authority. In total, domestic wild fish accounted for 61% of the {Sigma}OTC intake, while the intake through domestic farmed fish was 4.0% and the intake through imported fish was 35%. The most important species were domestic perch and imported salmon and rainbow trout. Conclusions: The Finnish consumers are not likely to exceed the threshold level for adverse health effects due to OTC intake through fish consumption.

    The greatest potential climatic changes induced by an increasing greenhouse effect are expected to occur in the high latitudes. Due to the great natural climatic variability in such areas, it is difficult to detect the greenhouse signal from meteorologic records. A reliable documentation of climate changes requires the examining of all available climatic records. In present study, temperature-depth profiles from two Finnish boreholes from over the Arctic circle have been considered to reconstruct ground surface temperature histories. The holes have been carefully selected to exclude any possible disturbances from underground water circulation, and to minimize the human effects as completely as possible. Both boreholes indicate continuous warming by {approximately}1--1.5 K through the last hundred years. The rate of warming increases from about the 1960`s. The results are in good agreement with those obtained for the Alaskan Arctic in a similar study by Lachenbruch and Marshall.

    Pursuant to the Decision-in-Principle of 2001 the Finnish programme for geologic disposal of spent fuel has now moved to the phase of applying for construction licence to build up the encapsulation plant and underground repository. The main objective of former programme phase, underground characterisation phase, was to confirm - or refute - the suitability of the Olkiluoto site by investigations conducted underground at the actual depth of the repository. The construction work of the access tunnel to the rock characterisation facility (ONKALO) started in the late summer of 2004. The site research and investigations work aimed at the maturity needed for submission of the application for construction license of the actual repository in end of 2012. This requires, however, that also the technology has reached the maturity needed. The design and technical plans form the necessary platform for the development of the safety case for spent fuel disposal. A plan, 'road map', has been produced for the portfolio of reports that demonstrates the safety of disposal as required by the criteria set by the government and further detailed by the safety authority, STUK.     In this study, marine surface sediments are collected from nine locations along the Suez Canal in order to investigate the relationship between the morphology of sands in the studied beaches and pollution by oil. Basically, the studied samples were analyzed by three techniques: grains-size analysis, microscopic examination, and gas chromatographic (GC) analysis. This study concluded that medium sand is the major class represented in the studied marine sediments. Pollution in these sand grains increases in the irregular grains more so than in the more rounded grains. Also, deep surface points, pitting, and fissures are considered to be good sites to precipitate oil contamination. Also, the presence of iron oxides may be taken as evidence for tanker ballast washings. The heavy fraction (zircon) shows more contamination than the light fraction (quartz) in these samples. Finally, GC profiles have shown two types of samples: one typical of weathered or highly weathered crude oil patterns and the other for samples with very highly weathered profiles. The relationship obtained between morphology studies and both oil content and GC chromatogram profiles indicates that all of the studied locations are suffering from pollution of oil that is spilled while shipping petroleum through the Suez Canal.

    Radioactive Sealed sources (RSSs) are widely use all over the world in medicine, agriculture, industry, research, etc. The accidental misuse and exposure to RSSs has caused significant environmental contamination, serious injuries and many deaths. The high specific activity of the materials in many RSSs means that the spread of as little as microgram quantities can generate significant risk to human health and inhibit the use of buildings and land. Conditioning of such sources is a must to protect humans and environment from the hazard of ionizing radiation and contamination. Conditioning is also increase the security of these sources by decreasing the probability of stolen and/or use in terrorist attacks. According to the law No.7/2010, Egyptian atomic energy authority represented in the hot laboratories and waste management center (centralized waste facility, HLWMC) has the responsibility of collecting, conditioning, storing and management of all types of radioactive waste from all Egyptian territory including spent radioactive sealed sources (SRSSs). This paper explains the conditioning procedures for two of the most common SRSSs, Cs{sup 137} and Co{sup 60} sources which make up more than 90% of the total spent radioactive sealed sources stored in our centralized waste facility as one of the major activities of hot laboratories and waste management center. Conditioning has to meet three main objectives, be acceptable for storage, enable their safe transport, and comply with disposal requirements. (authors)

    Throughout Scandanavia, taxes seem to drive the marketplace. Governments do not want to encourage consumption of alcoholic beverages, so they tax them heavily, thereby actually discouraging their use. Using the same means, they dictate the fate of the various fuels. Taxes have depressed propane's use to a large extent; today it is priced at three times natural gas, with the result that it accounts for only 0.5%-0.7% of total energy consumption. But, this paper reports on a potential new star that has appeared on the horizon, as participants in the People-to-People sojourn to Scandanavia last August learned. It's a program of converting diesel buses to propane, and officials of the company that is marketing it, Skibby Motor A/S, are so confident of its success that they have already begun a campaign of introducing it to the U.S.

    In 2012, NREL analysts produced a case study, "Integrating Variable Renewable Energy in Electric Power Markets: Best Practices from International Experience," which drew upon dozens of interviews with international experts involved in crafting effective policies and markets. The report proposed a cross-cutting initiative to transform the world's power systems by implementing two complementary strategies: the large‐scale deployment of renewable energy, and a combination of comprehensive energy efficiency and smarter grids. This recommendation led to the launch of the 21st Century Power Partnership in April 2012, and its membership has since grown to include Denmark, Finland, Germany, India, Mexico, Spain, and the United States. Endotoxin concentrations may cause health problems in waste treatment. - Abstract: Factors affecting occupational hygiene were measured at the solid waste transferring plant at Hyvink and at the optic separation plant in Hmeenlinna. Measurements consisted of volatile organic compounds (VOCs) and bioaerosols including microbes, dust and endotoxins. The most abundant compounds in both of the plants were aliphatic and aromatic hydrocarbons, esters of carboxylic acids, ketones and terpenes. In terms of odour generation, the most important emissions were acetic acid, 2,3-butanedione, ethyl acetate, alpha-pinene and limonene due to their low threshold odour concentrations. At the optic waste separation plant, limonene occurred at the highest concentration of all single compounds of identified VOCs. The concentration of any single volatile organic compound did not exceed the occupational exposure limit (OEL) concentration. However, 2,3-butanedione as a health risk compound is discussed based on recent scientific findings linking it to lung disease. Microbe and dust concentrations were low at the waste transferring plant. Only endotoxin concentrations may cause health problems; the average concentration inside the plant was 425 EU/m{sup 3} which clearly exceeded the threshold value of 90 EU/m{sup 3}. In the wheel loader cabin the endotoxin concentrations were below 1 EU/m{sup 3}. High microbial and endotoxin concentrations were measured in the processing hall at the optic waste separation plant. The average concentration of endotoxins was found to be 10,980 EU/m{sup 3}, a concentration which may cause health risks. Concentrations of viable fungi were quite high in few measurements in the control room. The most problematic factor was endotoxins whose average measured concentrations was 4853 EU/m{sup 3}.

    The application of radioisotopes and radiation sources in medical diagnosis and therapy is an important issue. Physicians can use radioisotopes to diagnose and treat diseases. Methods of treatment, conditioning and management of low level radioactive wastes from the use of radiation sources and radioisotopes in hospitals and nuclear medicine application, are described. Solid Radioactive waste with low-level activity after accumulation, minimization, segregation and measurement, are burned or compressed in a compactor according to the international standards.     Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

    The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    COGEN Europe believes that the single most important influence on the electricity sector in the future will be the policy response to climate change and that cogeneration offers one of the very best, prospects for cutting emissions in the power sector. In the EU, cogeneration was put at the head of the list of Policies and Measures laid down before Kyoto as the means of achieving its then progressive target of a 15% reduction in emissions by 2010 over 1990. COGEN Europe has estimated that EU-15 as a whole could reach a 30% cogeneration share of total electricity production by 2010. Indeed, three of the 15 countries have already reached 30% (Denmark, The Netherlands and Finland). On a conservative basis this would save 221 Mt of CO{sub 2}/yr by 2010, or 46% of the EU 15% negotiating target agreed in 1997. This also represents 30% of the 'gap' between the achievement of the 15% target and the 8% increase in emissions anticipated for 2010 in the absence of abatement measures. Most, if not all, of these savings would be based on zero or negative cost investments. COGEN Europe supports the trend towards liberalization and the European Commission's efforts to introduce competition into electricity and gas markets for the simple reason that they provide the best means to remove market and monopoly barriers to the development of high efficiency cogeneration. This paper presents a COGEN Europe vision for meeting and overcoming the challenges of global climate change - and some suggestions for governments which can help them achieve that elusive double dividend: environmental improvement and economic competitiveness. Governments should: where possible use the market to achieve your environmental objectives; avoid detailed regulation; avoid subsidizing pollution; set clear and ambitious CO{sub 2} objectives; redouble political pressure to achieve international consensus on internalization of environmental costs.

    Affected energy production is often decisive for the outcome of consequential life-cycle assessments when comparing the potential environmental impact of products or services. Affected energy production is however difficult to determine. In this article the future long-term affected energy production is identified by use of energy system analysis. The focus is on different uses of waste for energy production. The Waste-to-Energy technologies analysed include co-combustion of coal and waste, anaerobic digestion and thermal gasification. The analysis is based on optimization of both investments and production of electricity, district heating and bio-fuel in a future possible energy system in 2025 in the countries of the Northern European electricity market (Denmark, Norway, Sweden, Finland and Germany). Scenarios with different CO{sub 2} quota costs are analysed. It is demonstrated that the waste incineration continues to treat the largest amount of waste. Investments in new waste incineration capacity may, however, be superseded by investments in new Waste-to-Energy technologies, particularly those utilising sorted fractions such as organic waste and refuse derived fuel. The changed use of waste proves to always affect a combination of technologies. What is affected varies among the different Waste-to-Energy technologies and is furthermore dependent on the CO{sub 2} quota costs and on the geographical scope. The necessity for investments in flexibility measures varies with the different technologies such as storage of heat and waste as well as expansion of district heating networks. Finally, inflexible technologies such as nuclear power plants are shown to be affected.

Compared to resembling disciplines, such as electronics and photonics, phononics is a youthful field. It is growing at a remarkable rate, especially when viewed liberally with no limiting constraints on any particular length scale, discipline or application.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.

    The purpose of this work was to assess the competitiveness of two biomass to transportation fuel processing routes, which were under development in Finland, the U.S. and elsewhere. Concepts included fast pyrolysis (FP), and hydrothermal liquefaction (HTL), both followed by hydrodeoxygenation, and final product refining. This work was carried out as a collaboration between VTT (Finland), and PNNL (USA). The public funding agents for the work were Tekes in Finland and the Bioenergy Technologies Office of the U.S. Department of Energy. The effort was proposed as an update of the earlier comparative technoeconomic assessment performed by the IEA Bioenergy Direct Biomass Liquefaction Task in the 1980s. New developments in HTL and the upgrading of the HTL biocrude product triggered the interest in reinvestigating this comparison of these biomass liquefaction processes. In addition, developments in FP bio-oil upgrading had provided additional definition of this process option, which could provide an interesting comparison.

    Wind energy resources in Denmark are among the best in Europe. In recent years there has been a rapid growth in number of wind turbines connected to the grid in Denmark. By the end of 1995 more than 3800 wind turbines were installed on-shore with a capacity of over 600 MW. The total production of electricity from these turbines in 1995 was more than 1200 GWh, corresponding to approximately 3.6 % of the Danish electricity consumption. For several years Denmark has pursued an energy policy with an increasing weight on environmental aspects and new and renewable energy sources like wind energy. Therefore wind energy already plays an important part as supplement to the traditional sources of fuel in the electricity production, and the share of wind energy and other renewables is expected to increase significantly in the years to come. 1 ref., 9 figs.

    Licensed oil acreage in the 6 North Africa countries (Algeria, Egypt, Libya, Morocco, Sudan and Tunisia) totaled 1,500,000 km/sup 2/ at the end of 1986, down 290,000 km/sup 2/ from 1985. About 50% of the relinquishments were in Libya. Most oil and gas discoveries were made in Egypt (16 oil and 2 gas). Several oil finds were reported in onshore Libya, and 1 was reported in Algeria in the southeastern Sahara. According to available statistics, development drilling decreased from 1985 levels, except in Tunisia. A 6.3% decline in oil production took place in 1986, falling below the 3 million bbl level (2,912,000 b/d). Only sparse data are released on the gas output in North Africa. 6 figures, 27 tables.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,906,065 km/sup 2/ at the end of 1984, an increase of 4.6% from the 1,821,966 km/sup 2/ in force at the end of 1983. This increase is due to large awards in the Sudan despite significant relinquishments elsewhere. Seismic surveys conducted during 1984 decreased to about 510.5 crew-months onshore and 29.5 crew-months offshore. However, exploration in and off Egypt was higher compared to 1983. Exploratory drilling was lower, with only 125 wells drilled compared to 179 tests completed in 1983. The main decrease was in Egypt and Sudan, but drilling in Libya resulted in 20 more completions. A significant oil discovery was made in the offshore part of the Sirte basin, off southwest Cyrenaica. The success rate in North Africa ranged from 19% to 50% (Libya). Development drilling increased during 1984, as higher activity appears to have taken place in 3 countries. Oil production, with an estimated daily rate of 2,952,570 bbl, was up 2.8% from 1983 (2,871,460 BOPD). In Egypt, 7 fields located in the Gulf of Suez area went on stream during the year. Political unrest, which prevailed in southern Sudan during most of 1984, will likely delay the start-up of production in several fields.     Human Lyme disease is caused by a number of related Borrelia burgdorferi sensu lato species. We report here the complete genome sequence of Borrelia sp. isolate SV1 from Finland. This isolate is to date the closest known relative of B. burgdorferi sensu stricto, but it is sufficiently genetically distinct from that species that it and its close relatives warrant its candidacy for new-species status. We suggest that this isolate should be named 'Borrelia finlandensis.'

    The impetus for this study was the suggestion that recent developments in fast pyrolysis (FP) bio-oil production had indicated instability of the bio-oil in storage which might lead to unacceptable viscosity increases. Commercial operation of FP in Finland began in 2014 and the distribution of the bio-oil to isolated users has been proposed as the long-term plan. Stability of the shipped bio-oil therefore became a concern. Experimental results at PNNL with low-severity hydroprocessing of bio-oil for stabilization has validated a process in which the stability of the bio-oil could be improved, as measured by viscosity increase following storage of the product at 80 °C for 24h. In the work reported here the assessed process configuration consists of fast pyrolysis followed by low temperature and pressure hydroprocessing to produce a stable fuel oil product. The product could then be stored for an extended period of time without significant viscosity increase. This work was carried out as part of a collaborative project between Technical Research Centre of Finland (VTT) and Pacific Northwest National Laboratory (PNNL). The public funding agents for the work were Tekes in Finland and the Bioenergy Technologies Office of the U.S. Department of Energy. The effort was proposed as an evaluation of the process developed in earlier collaboration and jointly invented by VTT and PNNL researchers.

    Nonmarine to paralic detrital deposits accumulated in six large basins between Algeria and the Arabo-Nubian shield during major regression in latest Jurassic and Early Cretaceous time. The Ghadames Sirte (north-central Libya), and Northern (Egypt) basins lay along the cratonic margin of northeastern Africa. The Murzuk, Kufra, and Southern (Egypt) basins lay in the south within the craton. Data for reconstructing distribution, facies, and thickness of relevant sequences are adequate for the three northern basins only. High detrital influx near the end of Jurassic time and in mid-Cretaceous time produced regressive nubian facies composed largely of low-sinuosity stream and fahdelta deposits. In the west and southwest the Ghadames, Murzuk, and Kufra basins were filled with a few hundred meters of detritus after long-continued earlier Mesozoic aggradation. In northern Egypt the regressive sequence succeeded earlier Mesozoic marine sedimentation; in the Sirte and Southern basins correlative deposits accumulated on Precambrian and Variscan terranes after earlier Mesozoic uplift and erosion. Waning of detrital influx into southern Tunisia and adjacent Libya in the west and into Israel in the east initiated an Albian to early Cenomanian transgression of Tethys. By late Cenomanian time it had flooded the entire cratonic margin, and spread southward into the Murzuk and Southern basins, as well as onto the Arabo-Nubian shield. Latest Jurassic-earliest Cretaceous, mid-Cretaceous, and Late Cretaceous transgressions across northeastern Africa recorded in these sequences may reflect worldwide eustatic sea-level rises. In contrast, renewed large supply of detritus during each regression and a comparable subsidence history of intracratonic and marginal basins imply regional tectonic control. 6 figures.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

The evaluation was submitted to USAID/Cairo and circulated elsewhere in the US Agency for International Development and the Government of Egypt as an internal report. Over the next several years, the USAID energy planning project ended and the functions performed by OEP were merged with planning capabilities in the electric power sector. Now that the major issues addressed by the evaluation report have been resolved, we are making it available to a broader audience as a contribution to the general literature on development project evaluation and institution-building.

    To investigate a number of Traffic Conflict Techniques, three intersections at Malmo (Sweden) were studied by observer teams of eight countries while simultaneous video recordings were made. This set was analyzed quantitatively from video in order to get an objective description in terms of speed, deceleration, minimum distance, time-to-collision (TTC), and post-encroachment time (PET). The minimum TTC appeared to be the most important variable in explaining a common severity scale, but not the only one. Conflict type contributes substantially to the prediction of severity. Comparisons were made between calculated and estimated measures, like TTC for Sweden and Finland and PET for Canada.

    Pressurized fluidized bed combustion (PFBC) of coal is undergoing demonstration in the United States, as well as throughout the world. American Electric Power`s (AEP`s) bubbling PFBC 70 MWe Tidd demonstration program in Ohio and pilot-scale development at Foster Wheeler Energia Oy 10 MWth circulating PFBC at Karhula, Finland, have demonstrated the advantages of PFBC technology. Further technology development in the US is planned with the deployment of the technology at the MacIntosh Clean Coal project in Lakeland, Florida. Development of uses for solid wastes from PFBC coal-fired power systems is being actively pursued as part of the demonstration of PFBC technologies. Ashes collected from Foster Wheeler Energia Oy pilot circulating PFBC tests in Karhula, Finland, operating on (1) low sulfur subbituminous and (2) high sulfur bituminous coal; and ash from the AEP`s high-sulfur bituminous coal-fired bubbling PFBC in Brilliant, Ohio, were evaluated in laboratory and pilot-scale ash use testing at Western Research Institute (WRI).

    The authors reported last year at the 6th Global Warming Science and Policy Conference (GW6), April 3--6, 1995, San Francisco USA, the Global Treeline Project (BLECSCO) has definitively established the northward movement in the 20th century of the northernmost limit for pine trees in Finland. this movement is due to climate warming. The Finnish Forest Research Institute has been working on this problem between 1951 and 1996. The authors have observed over half a century the movements of the coniferous treeline. The subarctic pine tree line is used as a permanent bioindicator of climate change. The dynamic pine tree line in the subarctic of Finland serves as a reliable indicator of expected climate change in the future as well as of climatic fluctuations in the past. The FFRI has tracked comprehensively seed year frequencies, performed dendrochronological studies, fire studies, and ecological studies since the abundant seed year of 1948--50 to the present, and discovered that climate change has favored the northward movement of the pine limit. The authors report the detailed scientific methodology, data, and conclusions.

    A proposal to study the application of the principles of environmental impact assessment (EIA) to policy, plans, and programs was submitted by the US Environmental Protection Agency (EPA) to the Senior Advisors on Environmental and Water Problems of the United Nations Economic Commission. On approval, EPA asked Oak Ridge National Laboratory (ORNL) to support its efforts as lead participant on an international task force. ORNL is responsible for overall project management, including development of the report. At the first meeting in Geneva on June 18--19, there were representatives from Austria, Canada, Finland, Norway, Poland, Sweden, and the United Kingdom. The administrative/legal setting for EIA in each country was reviewed. The objectives of the task force were defined, and issues related to the application of EIA at the policy level were discussed. At the second meeting, in addition to those countries represented at the first meeting the Commission of Economic Communities, Czech and Slovak Federal Republic, Remark, Federal Republic of Germany, Hungary, and The Netherlands were represented. A brief review was given by the new participants of legal/administrative requirements for EIA in their countries. Case studies were presented by Canada, Finland, The Netherlands, Norway, Sweden, and the United States.

Researchers from Sweden, The Netherlands, Germany, Switzerland, Denmark, Canada, and the United States presented papers on a variety of ATES related topics. With special permission from the Society of Automotive Engineers, host society for the 1992 IECEC, these papers are being republished here as a standalone summary of ATES technology status.     The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

  5. High temperature solar thermal technology: The North Africa Market

    High temperature solar thermal (HTST) technology offers an attractive option for both industrialized and non-industrialized countries to generate electricity and industrial process steam. The purpose of this report is to assess the potential market for solar thermal applications in the North African countries of Algeria, Egypt, Morocco and Tunisia. North Africa was selected because of its outstanding solar resource base and the variety of applications to be found there. Diminishing oil and gas resources, coupled with expanding energy needs, opens a large potential market for the US industry. The US high temperature solar trough industry has little competition globally and could build a large market in these areas. The US is already familiar with certain solar markets in North Africa due to the supplying of substantial quantities of US-manufactured flat plate collectors to this region.

  6. Agreement to provide energy planning, analysis, and evaluation

    Three separate subjects are analyzed: (1) the incremental pricing requirements of LNG projects, (2) cooperative Arab/Israeli energy programs based on natural gas, and (3) the effects of the 1978 Natural Gas Policy Act on the country as a whole and particularly on Illinois, Michigan, Wisconsin, and Minnesota. The studies found that (1) incremental pricing of LNG complicates the financing of LNG projects and reduces the number of viable projects, leading to increased oil and LP-gas imports, (2) cooperative gas-utilization ventures between Egypt and Israel should aim at developing a regional pipeline network, constructing export facilities, and producing chemical feedstocks, and (3) the peculiarities of each region of the US, along with the interdependency of the factors involved in assessing the NGPA's impact on each region, complicate any attempt to quantify the act's effects, but the profile constructed for Region 5 will facilitate quantification when more data become available.

  7. Tri-Lateral Noor al Salaam High Concentration Solar Central Receiver Program

    This report documents the efforts conducted primarily under the Noor al Salaam (“Light of Peace”) program under DOE GRANT NUMBER DE-FC36-02GO12030, together with relevant technical results from a closely related technology development effort, the U.S./Israel Science and Technology Foundation (USISTF) High Concentration Solar Central Receiver program. These efforts involved preliminary design, development, and test of selected prototype power production subsystems and documentation of an initial version of the system definition for a high concentration solar hybrid/gas electrical power plant to be built in Zaafarana, Egypt as a first step in planned commercialization. A major part of the planned work was halted in 2007 with an amendment in October 2007 requiring that we complete the technical effort by December 31, 2007 and provide a final report to DOE within the following 90 days. This document summarizes the work conducted. The USISTF program was a 50/50 cost-shared program supported by the Department of Commerce through the U.S./Israel Science and Technology Commission (USISTC). The USISTC was cooperatively developed by President Clinton and the late Prime Minister Rabin of Israel "to encourage technological collaboration" and "support peace in the Middle East through economic development". The program was conducted as a follow-on effort to Israel's Magnet/CONSOLAR Program, which was an advanced development effort to design, fabricate, and test a solar central receiver and secondary optics for a "beam down" central receiver concept. The status of these hardware development programs is reviewed, since they form the basis for the Noor al Salaam program. Descriptions are provided of the integrated system and the major subsystems, including the heliostat, the high temperature air receiver, the power conversion unit, tower and tower reflector, compound parabolic concentrator, and the master control system.     The analysis begins with OAPEC's formation in 1968, as a means of resisting pressure to embargo oil importers who supported Israel. The origins of the 1973 boycott during the Yom Kippur War are examined, showing how that step affected subsequent OAPEC policy. OAPEC's relationship to the rest of the international petroleum community is explored, focusing on the interaction between OAPEC and OPEC in the making of petroleum pricing policy. The expulsion of Egypt for trading with Israel is discussed. Huge profits from the oil industry are the key to the region's economic development. Successes and failures of OAPEC investments, joint ventures with various nations as partners in fostering the economic progress of the Arab world are examined. This study provides a useful tool for the understanding of the international petroleum industry.

    This volume contains detailed case-studies of the history and prospects for natural gas utilization in eight developing countries: Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Thailand and Tunisia. All of these countries have been visited by members of the research team, with the exception of Pakistan. Running through all the case-histories is the importance of defining a clear market for the gas. In some cases this can prove remarkably difficult, especially when the oil price is relatively low. In other cases a market does exist, but is very limited in relation to the size of available reserves. The other theme which recurs over and over again is the importance of the relationship between the government and its agencies, and the foreign oil companies which are involved in exploration and development of gas reserves. These two issues are addressed in detail in each case study. But it is also the case that each country highlights specific aspects of the gas story.

  10. Marginal cost of natural gas in developing countries: concepts and applications

    Many developing nations are facing complex questions regarding the best strategy for developing their domestic gas reserves. The World Bank has addressed these questions in studies on the cost and prices of gas and its optimal allocation among different markets. Based on the average incremental method, an estimate of the marginal cost of natural gas in 10 developing countries proved to be $0.61-1.79/1000 CF or $3.59-10.54/bbl of oil equivalent, far below the border prices of competing fuels in these nations. Moreover, the cost of gas is not expected to rise in these countries within the next 20 years while the reserves/production ratios remain high. The sample involves a variety of gas compositions and production conditions among the countries of Bangladesh, Cameroon, Egypt, India, Morocco, Nigeria, Pakistan, Tanzania, Thailand, and Tunisia.

    It is asserted that oil companies claim to be generally receptive to gas development proposals; however, the lack of potential markets for gas, problems of foreign exchange convertibility, and lack of a legal framework often hinders their engagement. Governments, on the other hand, need to secure domestic energy supply and, if possible, gain some export earnings or royalties. An extensive discussion on the principles of pricing and fiscal regimes, potential points of disagreement is provided. A course of action is outlined from the managerial point of view to circumvent the most common pitfalls in planning and financing a gas project. Eight very detailed case studies are presented for Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Tunisia and Thailand.

    Individual country reports on drilling, oil and gas production, and petroleum exploration and reserves are given for Africa. Nigeria was the continent's largest oil producer in 1979, averaging 2.3 million bpd, followed closely by Libya with 2.07 million bpd. Algeria cut production of crude oil in 1979 to a level of 1,194,350 bpd, and increased gas production to 2031 mmcfd. In Egypt, the return of Israeli-occupied oil fields and a surge in productive capacity enabled production averaging 524,000 bpd.     Pressure maintenance by waterflooding in some reservoirs may be considered essential for satisfactory oil recovery. The main objective of waterflooding is to place water into a rock formation at both the desired rate and pressure with minimal expense and trouble. This objective, however, cannot be achieved unless this water has certain characteristics. The water, therefore, should be treated and conditioned before injection. This study addresses the treatment phases adopted to improve seawater quality before injection, and to control problems associated with untreated seawater. Also discussed are GUPCO'S (Gulf of Suez Petroleum Co.) experience in seawaterfloods, problems encountered, and corrective actions taken to overcome these problems. The chemical treatment programs adopted are presented along with final conclusions and recommendations that can be applied to similar floods in Egypt with (Gulf of Suez) GOS. 47 refs.
