    Cooper completed an investigation into new tire technology using a novel approach to develop and demonstrate a new class of fuel efficient tires using innovative materials technology and tire design concepts. The objective of this work was to develop a new class of fuel efficient tires, focused on the “replacement market” that would improve overall passenger vehicle fuel efficiency by 3% while lowering the overall tire weight by 20%. A further goal of this project was to accomplish the objectives while maintaining the traction and wear performance of the control tire. This program was designed to build on what has already been accomplished in the tire industry for rolling resistance based on the knowledge and general principles developed over the past decades. Cooper’s CS4 (Figure #1) premium broadline tire was chosen as the control tire for this program. For Cooper to achieve the goals of this project, the development of multiple technologies was necessary. Six technologies were chosen that are not currently being used in the tire industry at any significant level, but that showed excellent prospects in preliminary research. This development was divided into two phases. Phase I investigated six different technologies as individual components. Phase II then took a holistic approach by combining all the technologies that showed positive results during phase one development.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    A technology demonstration program of dedicated compressed natural gas (CNG) original equipment manufacturer (OEM) vehicles was conducted at FL Bliss, Texas to demonstrate the use of CNG as an alternative fuel. The demonstration program at FL Bliss was the first Army initiative with CNG-fueled vehicles under the legislated Alternative Motor Fuels Act. This Department of Energy (DOE)-supported fleet demonstration consisted of 48 General Services Administration (GSA)-owned, Army-leased 1992 dedicated CNG General Motors (GM) 3/4-ton pickup trucks and four 1993 gasoline-powered Chevrolet 3/4-ton pickup trucks.

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    The Smith Electric Vehicle Demonstration Project (SDP) was integral to the Smith business plan to establish a manufacturing base in the United States (US) and produce a portfolio of All Electric Vehicles (AEV’s) for the medium duty commercial truck market. Smith focused on the commercial depot based logistics market, as it represented the market that was most ready for the early adoption of AEV technology. The SDP enabled Smith to accelerate its introduction of vehicles and increase the size of its US supply chain to support early market adoption of AEV’s that were cost competitive, fully met the needs of a diverse set of end users and were compliant with Federal safety and emissions requirements. The SDP accelerated the development and production of various electric drive vehicle systems to substantially reduce petroleum consumption, reduce vehicular emissions of greenhouse gases (GHG), and increase US jobs.

    The THINK city Electric Vehicle (EV) Demonstration Program Project, initiated late 2001, has been successfully completed as of April 2005. US. Partners include Federal, State and Municipal agencies as well as commercial partners. Phase I, consisting of placement of the vehicles in demonstration programs, was completed in 2002. Phase II, the monitoring of these programs was completed in 2004. Phase III, the decommissioning and/or exporting of vehicles concluded in 2005. Phase I--the Program successfully assigned 192 EV's with customers (including Hertz) in the state of California, 109 in New York (including loaner and demo vehicles), 16 in Georgia, 7 to customers outside of the US and 52 in Ford's internal operations in Dearborn Michigan for a total of 376 vehicles. The Program was the largest operating Urban EV Demonstration Project in the United States. Phase II--the monitoring of the operational fleet was ongoing and completed in 2004, and all vehicles were returned throughout 2004 and 2005. The Department of Energy (DOE) was involved with the monitoring of the New York Power Authority/THINK Clean Commute Program units through partnership with Electric Transportation Engineering Corporation (ETEC), which filed separate reports to DOE. The remainder of the field fleet was monitored through Ford's internal operations. Vehicles were retired from lease operation throughout the program for various operator reasons. Some of the vehicles were involved in re-leasing operations. At the end of the program, 376 vehicles had been involved, 372 of which were available for customer use while 4 were engineering prototype and study vehicles. Phase III--decommissioning and/or export of vehicles. In accordance with the NHTSA requirement, City vehicles could not remain in the United States past their three-year allowed program timeframe. At the end of leases, City vehicles have been decommissioned and/or exported to KamKorp in Norway.

    This report discusses key analysis results based on data from early 2005 through September 2011 from the U.S. Department of Energy's (DOE's) Controlled Hydrogen Fleet and Infrastructure Validation and Demonstration Project, also referred to as the National Fuel Cell Electric Vehicle (FCEV) Learning Demonstration. This report serves as one of many mechanisms to help transfer knowledge and lessons learned within various parts of DOE's Fuel Cell Technologies Program, as well as externally to other stakeholders. It is the fifth and final such report in a series, with previous reports being published in July 2007, November 2007, April 2008, and September 2010.

    Vehicle manufacturers, U.S. Department of Energy laboratories, universities, private researchers, and organizations from countries around the globe are pursuing advanced vehicle technologies that aim to reduce gasoline and diesel consumption. This report details study findings of broad American public sentiments toward issues surrounding advanced vehicle technologies and is supported by the U.S. Department of Energy Vehicle Technology Office (VTO) in alignment with its mission to develop and deploy these technologies to improve energy security, increase mobility flexibility, reduce transportation costs, and increase environmental sustainability. Understanding and tracking consumer sentiments can influence the prioritization of development efforts by identifying barriers to and opportunities for broad acceptance of new technologies. Predicting consumer behavior toward developing technologies and products is inherently inexact. A person's stated preference given in an interview about a hypothetical setting may not match the preference that is demonstrated in an actual situation. This difference makes tracking actual consumer actions ultimately more valuable in understanding potential behavior. However, when developing technologies are not yet available and actual behaviors cannot be tracked, stated preferences provide some insight into how consumers may react in new circumstances. In this context this report provides an additional source to validate data and a new resource when no data are available. This report covers study data captured from December 2005 through June 2015 relevant to VTO research efforts at the time of the studies. Broadly the report covers respondent sentiments about vehicle fuel economy, future vehicle technology alternatives, ethanol as a vehicle fuel, plug-in electric vehicles, and willingness to pay for vehicle efficiency. This report represents a renewed effort to publicize study findings and make consumer sentiment data available to researchers, policy makers, and the public. Planned reports will follow detailing data from new studies targeting the primary challenges to and opportunities for advanced vehicle technology deployment. The effort continually refines study content to maintain and improve the relevance and validity of results.

    This report describes a facility for generating engineering data on the nuclear technologies needed to build an engineering test reactor (ETR). The facility, based on a tandem mirror operating in the Kelley mode, could be used to produce a high neutron flux (1.4 MW/M/sup 2/) on an 8-m/sup 2/ test area for testing fusion blankets. Runs of more than 100 h, with an average availability of 30%, would produce a fluence of 5 mW/yr/m/sup 2/ and give the necessary experience for successful operation of an ETR.

    This project involved the purchase of two Compressed Natural Gas School Buses and two electric Ford Rangers to demonstrate their viability in a municipal setting. Operational and maintenance data were collected for analysis. In addition, an educational component was undertaken with middle school children. The children observed and calculated how electric vehicles could minimize pollutants through comparison to conventionally powered vehicles.

    The U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA) tests plug-in hybrid electric vehicles (PHEV) in closed track, dynamometer and onroad testing environments. The onroad testing includes the use of dedicated drivers on repeated urban and highway driving cycles that range from 10 to 200 miles, with recharging between each loop. Fleet demonstrations with onboard data collectors are also ongoing with PHEVs operating in several dozen states and Canadian Provinces, during which trips- and miles-per-charge, charging demand and energy profiles, and miles-per-gallon and miles-per-kilowatt-hour fuel use results are all documented, allowing an understanding of fuel use when vehicles are operated in charge depleting, charge sustaining, and mixed charge modes. The intent of the PHEV testing includes documenting the petroleum reduction potential of the PHEV concept, the infrastructure requirements, and operator recharging influences and profiles. As of May 2008, the AVTA has conducted track and dynamometer testing on six PHEV conversion models and fleet testing on 70 PHEVs representing nine PHEV conversion models. A total of 150 PHEVs will be in fleet testing by the end of 2008, all with onboard data loggers. The onroad testing to date has demonstrated 100+ miles per gallon results in mostly urban applications for approximately the first 40 miles of PHEV operations. The primary goal of the AVTA is to provide advanced technology vehicle performance benchmark data for technology modelers, research and development programs, and technology goal setters. The AVTA testing results also assist fleet managers in making informed vehicle purchase, deployment and operating decisions. The AVTA is part of DOE’s Vehicle Technologies Program. These AVTA testing activities are conducted by the Idaho National Laboratory and Electric Transportation Engineering Corporation, with Argonne National Laboratory providing dynamometer testing support.     The Alternative Fuels for Vehicles Fleet Demonstration Program (AFV-FDP) was a multiyear effort to collect technical data for use in determining the costs and benefits of alternative-fuel vehicles in typical applications in New York State. During 3 years of collecting data, 7.3 million miles of driving were accumulated, 1,003 chassis-dynamometer emissions tests were performed, 862,000 gallons of conventional fuel were saved, and unique information was developed about garage safety recommendations, vehicle performance, and other topics. Findings are organized by vehicle and fuel type. For light-duty compressed natural gas (CNG) vehicles, technology has evolved rapidly and closed-loop, electronically-controlled fuel systems provide performance and emissions advantages over open-loop, mechanical systems. The best CNG technology produces consistently low tailpipe emissions versus gasoline, and can eliminate evaporative emissions. Reduced driving range remains the largest physical drawback. Fuel cost is low ($/Btu) but capital costs are high, indicating that economics are best with vehicles that are used intensively. Propane produces impacts similar to CNG and is less expensive to implement, but fuel cost is higher than gasoline and safety codes limit use in urban areas. Light-duty methanol/ethanol vehicles provide performance and emissions benefits over gasoline with little impact on capital costs, but fuel costs are high. Heavy-duty CNG engines are evolving rapidly and provide large reductions in emissions versus diesel. Capital costs are high for CNG buses and fuel efficiency is reduced, but the fuel is less expensive and overall operating costs are about equal to those of diesel buses. Methanol buses provide performance and emissions benefits versus diesel, but fuel costs are high. Other emerging technologies were also evaluated, including electric vehicles, hybrid-electric vehicles, and fuel cells.

  15. Security Technology Demonstration and Validation Sustainability Plan

    This report describes the process of creating continuity and sustainability for demonstration and validation (DEMVAL) assets at the National Security Technology Incubator (NSTI). The DEMVAL asset program is being developed as part of the National Security Preparedness Project (NSPP), funded by Department of Energy (DOE)/National Nuclear Security Administration (NNSA). The mission of the NSTI program is to identify, incubate, and accelerate technologies with national security applications at various stages of development by providing hands-on mentoring and business assistance to small businesses and emerging or growing companies. Part of this support is envisioned to be research and development of companies’ technology initiatives, at the same time providing robust test and evaluation of actual development activities. This program assists companies in developing technologies under the NSTI program through demonstration and validation of technologies applicable to national security created by incubators and other sources. The NSPP also will support the creation of an integrated demonstration and validation environment. Development of the commercial potential for national security technologies is a significant NSTI focus. As part of the process of commercialization, a comprehensive DEMVAL program has been recognized as an essential part of the overall incubator mission. A number of resources have been integrated into the NSTI program to support such a DEMVAL program.

    The Hanford Tanks Initiative was established in 1996 to address a range of retrieval and closure issues associated with radioactive and hazardous waste stored in Hanford`s single shell tanks (SSTs). One of HTI`s retrieval goals is to ``Successfully demonstrate technology(s) that provide expanded capabilities beyond past practice sluicing and are extensible to retrieve waste from other SSTS.`` Specifically, HTI is to address ``Alternative technologies to past practice sluicing`` ... that can ... ``successfully remove the hard heel from a sluiced tank or to remove waste from a leaking SST`` (HTI Mission Analysis). During fiscal year 1997, the project contracted with seven commercial vendor teams to demonstrate retrieval technologies using waste simulants. These tests were conducted in two series: three integrated tests (IT) were completed in January 1997, and four more comprehensive Alternative Technology Retrieval Demonstrations (ARTD) were completed in July 1997. The goal of this testing was to address issues to minimize the risk, uncertainties, and ultimately the overall cost of removing waste from the SSTS. Retrieval technologies can be separated into three tracks based on how the tools would be deployed in the tank: globally (e.g., sluicing) or using vehicles or robotic manipulators. Accordingly, the HTI tests included an advanced sluicer (Track 1: global systems), two different vehicles (Track 2: vehicle based systems), and three unique manipulators (Track 3: arm-based systems), each deploying a wide range of dislodging tools and conveyance systems. Each industry team produced a system description as envisioned for actual retrieval and a list of issues that could prevent using the described system; defined the tests to resolve the issues; performed the test; and reported the results, lessons learned, and state of issue resolution. These test reports are cited in this document, listed in the reference section, and summarized in the appendices. This report analyzes the retrieval testing issues and describes what has been learned and issues that need further resolution. As such, it can serve as a guide to additional testing that must be performed before the systems are used in-tank. The major issues discussed are tank access, deployment, mining strategy, waste retrieval, liquid scavenging (liquid usage), maneuverability, positioning, static and dynamic performance, remote operations, reliability, availability, maintenance, tank safety, and cost.

    The purpose of the NETL Project was to develop a diverse combination of distributed renewable generation technologies and controls and demonstrate how the renewable generation could help manage substation peak demand at the ATK Promontory plant site. The Promontory plant site is located in the northwestern Utah desert approximately 25 miles west of Brigham City, Utah. The plant encompasses 20,000 acres and has over 500 buildings. The ATK Promontory plant primarily manufactures solid propellant rocket motors for both commercial and government launch systems. The original project objectives focused on distributed generation; a 100 kW (kilowatt) wind turbine, a 100 kW new technology waste heat generation unit, a 500 kW energy storage system, and an intelligent system-wide automation system to monitor and control the renewable energy devices then release the stored energy during the peak demand time. The original goal was to reduce peak demand from the electrical utility company, Rocky Mountain Power (RMP), by 3.4%. For a period of time we also sought to integrate our energy storage requirements with a flywheel storage system (500 kW) proposed for the Promontory/RMP Substation. Ultimately the flywheel storage system could not meet our project timetable, so the storage requirement was switched to a battery storage system (300 kW.) A secondary objective was to design/install a bi-directional customer/utility gateway application for real-time visibility and communications between RMP, and ATK. This objective was not achieved because of technical issues with RMP, ATK Information Technology Department’s stringent requirements based on being a rocket motor manufacturing facility, and budget constraints. Of the original objectives, the following were achieved: • Installation of a 100 kW wind turbine. • Installation of a 300 kW battery storage system. • Integrated control system installed to offset electrical demand by releasing stored energy from renewable sources during peak hours of the day. Control system also monitors the wind turbine and battery storage system health, power output, and issues critical alarms. Of the original objectives, the following were not achieved: • 100 kW new technology waste heat generation unit. • Bi-directional customer/utility gateway for real time visibility and communications between RMP and ATK. • 3.4% reduction in peak demand. 1.7% reduction in peak demand was realized instead.

    A prototype vehicle, control system, and waste and water scavenging system were designed and fabricated with essentially the full capabilities of the vehicle system proposed by ARD Environmental. A test tank mockup, including riser and decontamination chamber were designed and fabricated, and approximately 830 cubic feet of six varieties of waste simulants poured. The tests were performed by ARD Environmental personnel at its site in Laurel, Maryland, from 4/22/97 through 5/2/97. The capabilities tested were deployment and retrieval, extended mobility and productivity, the ability to operate the system using video viewing only, retrieval after simulated failure, and retrieval and decontamination. Testing commenced with deployment of the vehicle into the tank. Deployment was accomplished using a crane and auxiliary winch to position the vehicle and lower it through the decontamination chamber, into the 36`` diameter x 6` high riser, and touch down on the waste field in the tank. The initial mobility tests were conducted immediately after deployment, prior to sluicing, as the waste field exhibited the greatest amount of variation at this time. This test demonstrated the ability of the vehicle to maneuver over the simulated waste field, and the ability of the operator to work with only video viewing available. In addition, the ability of the vehicle to right itself after being turned on its side was demonstrated. The production rate was evaluated daily through the testing period by measuring the surface and estimating the amount of material removed. The test demonstrated the ability of the vehicle to reduce the waste surface using 400 psi (nominal) water jets, scavenge water and material from the work area, and move to any location, even in the relatively confined space of the 20` diameter test tank. In addition, the ability to sluice to a remote scavenging module was demonstrated. The failure mode test demonstrated the ability to retrieve a stuck vehicle by pulling on the tether, even if the vehicle wheels were locked or the vehicle was on its side. Line pull required to retrieve the vehicle was measured, and side load on the riser calculated from the line pull and line angles. Finally, the decontamination test demonstrated the ability to effectively clean the umbilical and vehicle. The issues addressed and resolved during the testing were: Feasibility of deploying a vehicle- based system, mobility, production rate and limitation of water in the tank during sluicing, mining strategy, operator efficiency, vehicle recovery, and decontamination. Water usage and waste removal rates were used to estimate the time and water usage requirements for cleaning a Hanford SST.

    The 2012 DOE Hydrogen Program and Vehicle Technologies Program Annual Merit Review and Peer Evaluation Meeting was held May 14-18, 2012 in Crystal City, Virginia. The review encompassed all of the work done by the Hydrogen Program and the Vehicle Technologies Program: a total of 309 individual activities were reviewed for Vehicle Technologies, by a total of 189 reviewers. A total of 1,473 individual review responses were received for the technical reviews.

    The New York State Electric & Gas Corporation (NYSEG) demonstrated a combination of technologies at its Milliken Station in Lansing, New York, designed to: (1) achieve high sulfur dioxide (SO2) capture efficiency, (2) bring nitrogen oxide (NOx) emissions into compliance with Clean Air Act Amendments of 1990 (CAAA), (3) maintain high station efficiency, and (4) eliminate waste water discharge. This project is part of the U.S. Department of Energy?s (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advance coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of nine selected in January 1991 from 33 proposals submitted in response to the program?s fourth solicitation.

    Ford Motor Company converted four stock 1986 Ford Crown Victoria sedans to methanol flexible fuel vehicles (FFVs). During 143,108 operational miles from 1987 to 1990, the FFVs underwent more than 300 dynamometer driving tests to measure exhaust emissions, catalytic activity, fuel economy, acceleration, and driveability with gasoline and methanol blend fuels. Dynamometer driving tests included the Federal Test Procedure (FTP), the Highway Fuel Economy Test, and the New York City Cycle. Exhaust emission measurements included carbon dioxide, carbon monoxide (CO), nitrogen oxides (NO{sub x}), non- oxygenated hydrocarbons, organic material hydrocarbon equivalent (OMHCE), formaldehyde, and methanol. Catalytic activity was based on exhaust emissions data from active and inactive catalysts. OMHCE, CO, and NO{sub x} were usually lower with M85 (85% methanol, 15% gasoline) than with gasoline for both active and inactive catalysts when initial engine and catalyst temperatures were at or near normal operating temperatures. CO was higher with M85 than with gasoline when initial engine and catalyst temperatures were at or near ambient temperature. Formaldehyde and methanol were higher with M85. Active catalyst FTP OMHCE, CO, and NO{sub x} increased as vehicle mileage increased, but increased less with M85 than with gasoline. Energy based fuel economy remained almost constant with changes in fuel composition and vehicle mileage.

    New and emerging lighting technologies, such as LEDs, can improve lighting quality while reducing maintenance and energy costs. The Defense Commissary Agency, with support from the Department of Energy's Federal Energy Management Program and the Pacific Northwest National Laboratory, demonstrsted the use of LED lighting in a large freezer storage room and fiber optic lighting in a series of verticial reach-in display freezer cases at the Fort George G. Meade Commissary. The LEDs resulted in an 85% reduction in lighting energy and a reduction in maintenance requirements. The fiber optic lighting system resulted in a 56% reduction in lighting energy.

    There are approximately 600,000 paint spray workers in the United States applying paints and coatings with some type of sprayer. Approximately 5% of these spray workers are in the South Coast Air Quality Management District (SCAQMD). These spray workers apply paints or other coatings to products such as bridges, houses, automobiles, wood and metal furniture, and other consumer and industrial products. The materials being sprayed include exterior and interior paints, lacquers, primers, shellacs, stains and varnishes. Our experimental findings indicate that the Airjacket does not significantly reduce the exposure of spray workers to paint fumes during HVLP spraying. The difference between ideal and actual spray paint procedures influence the mechanisms driving spray workers exposures to paint fumes and influence the viability of the Airjacket technology. In the ideal procedure, for which the Airjacket was conceived, the spray worker's exposure to paint fumes is due largely to the formation of a recirculating eddy between the spray worker and the object painted. The Airjacket ejects air to diminish and ventilate this eddy. In actual practice, exposures may result largely from directing paint upstream and from the bounce-back of the air/paint jet of the object being painted. The Airjacket, would not be expected to dramatically reduce exposures to paint fumes when the paint is not directed downstream or when the bounce-back of paint on the object creates a cloud of paint aerosols around the spray worker.

    The wireless charging of an electric vehicle (EV) while it is in motion presents challenges in terms of low-latency communications for roadway coil excitation sequencing and maintenance of lateral alignment, plus the need for power-flow smoothing. This article summarizes the experimental results on power smoothing of in-motion wireless EV charging performed at the Oak Ridge National Laboratory (ORNL) using various combinations of electrochemical capacitors at the grid side and in the vehicle. Electrochemical capacitors of the symmetric carbon carbon type from Maxwell Technologies comprised the in-vehicle smoothing of wireless charging current to the EV battery pack. Electro Standards Laboratories (ESL) fabricated the passive and active parallel lithium-capacitor (LiC) unit used to smooth the grid-side power. The power pulsation reduction was 81% on the grid by the LiC, and 84% on the vehicle for both the LiC and the carbon ultracapacitors (UCs).

    In 1995, the planning and building processes began to design and develop a mobile demonstration unit that could travel across the nation and be used as an effective outreach tool. In 1997, the unit was completed; and from June 1997 until December 2000, the Federal Highway Administration (FHWA)/Federal Motor Carrier Safety Administration (FMCSA) mobilized the Technology Truck, also known as Demonstration Project No. 111, ''Advanced Motor Carrier Operations and Safety Technologies.'' The project featured the latest available state-of-the-practice intelligent transportation systems (ITS) technologies designed to improve both the efficiency and safety of commercial vehicle operations (CVO). The Technology Truck was designed to inform and educate the motor carrier community and other stakeholders regarding ITS technologies, thus gaining support and buy-in for participation in the ITS program. The primary objective of the project was to demonstrate new and emerging ITS/CVO technologies and programs, showing their impact on motor carrier safety and productivity. In order to meet the objectives of the Technology Truck project, the FHWA/FMCSA formed public/private partnerships with industry and with Oak Ridge National Laboratory to demonstrate and display available ITS/CVO technologies in a cooperative effort. The mobile demonstration unit was showcased at national and regional conferences, symposiums, universities, truck shows and other venues, in an effort to reach as many potential users and decision makers as possible. By the end of the touring phase, the ITS/CVO Technology Truck had been demonstrated in 38 states, 4 Canadian provinces, 88 cities, and 114 events; been toured by 18,099 people; and traveled 115,233 miles. The market penetration for the Technology Truck exceeded 4,000,000, and the website received more than 25,000 hits. In addition to the Truck's visits, the portable ITS/CVO kiosk was demonstrated at 31 events in 23 cites in 15 states.

    The primary goal of this project was to speed the development of one of the first commercially available, OEM-produced plug-in hybrid electric vehicles (PHEV). The performance of the PHEV was expected to double the fuel economy of the conventional hybrid version. This vehicle program incorporated a number of advanced technologies, including advanced lithium-ion battery packs and an E85-capable flex-fuel engine. The project developed, fully integrated, and validated plug-in specific systems and controls by using GM’s Global Vehicle Development Process (GVDP) for production vehicles. Engineering Development related activities included the build of mule vehicles and integration vehicles for Phases I & II of the project. Performance data for these vehicles was shared with the U.S. Department of Energy (DOE). The deployment of many of these vehicles was restricted to internal use at GM sites or restricted to assigned GM drivers. Phase III of the project captured the first half or Alpha phase of the Engineering tasks for the development of a new thermal management design for a second generation battery module. The project spanned five years. It included six on-site technical reviews with representatives from the DOE. One unique aspect of the GM/DOE collaborative project was the involvement of the DOE throughout the OEM vehicle development process. The DOE gained an understanding of how an OEM develops vehicle efficiency and FE performance, while balancing many other vehicle performance attributes to provide customers well balanced and fuel efficient vehicles that are exciting to drive. Many vehicle content and performance trade-offs were encountered throughout the vehicle development process to achieve product cost and performance targets for both the OEM and end customer. The project team completed two sets of PHEV development vehicles with fully integrated PHEV systems. Over 50 development vehicles were built and operated for over 180,000 development miles. The team also completed four GM engineering development Buy-Off rides/milestones. The project included numerous engineering vehicle and systems development trips including extreme hot, cold and altitude exposure. The final fuel economy performance demonstrated met the objectives of the PHEV collaborative GM/DOE project. Charge depletion fuel economy of twice that of the non-PHEV model was demonstrated. The project team also designed, developed and tested a high voltage battery module concept that appears to be feasible from a manufacturability, cost and performance standpoint. The project provided important product development and knowledge as well as technological learnings and advancements that include multiple U.S. patent applications.

    The Clean Coal Technology Demonstration Program (CCT Program) is a $7.14 billion cost-shared industry/government technology development effort. The program is to demonstrate a new generation of advanced coal-based technologies, with the most promising technologies being moved into the domestic and international marketplace. Clean coal technologies being demonstrated under the CCT program are creating the technology base that allows the nation to meet its energy and environmental goals efficiently and reliably. The fact that most of the demonstrations are being conducted at commercial scale, in actual user environments, and under conditions typical of commercial operations allows the potential of the technologies to be evaluated in their intended commercial applications. The technologies are categorized into four market sectors: advanced electric power generation systems; environmental control devices; coal processing equipment for clean fuels; and industrial technologies. Sections of this report describe the following: Role of the Program; Program implementation; Funding and costs; The road to commercial realization; Results from completed projects; Results and accomplishments from ongoing projects; and Project fact sheets.     The small emplacement excavator (SEE) is a ruggedized military vehicle with backhoe and front loader used by the US Army for explosive ordinance disposal (EOD), combat engineer, and general utility excavation activities. In order to evaluate the feasibility of removing personnel from the vehicle during the high risk EOD excavation tasks a development and demonstration project was initiated to evaluate performance capabilities of the SEE under telerobotic control. This feasibility study was performed at the request of the Ordinance Missile and Munitions Center and School (OMMCS) at the Redstone Arsenal to help define requirements for further joint service development activities. Development of a telerobotic SEE (TSEE) was performed by the Oak Ridge National Laboratory (ORNL) in a project funded jointly by the US Army Project Manager for Ammunition Logistics (PM-AMMOLOG) and the Department of Energy (DOE) Office of Technology Development (OTD) Robotics Technology Development Program (RTDP). A technology demonstration of the TSEE was conducted at McKinley Range, Redstone Arsenal, Huntsville, Alabama, on September 13--17, 1993. The primary objective of the demonstration was to evaluate and demonstrate the feasibility of remote EOD. During the demonstration, approximately 40 EOD specialists were instructed on telerobotic operation of the TSEE and then were asked to complete a series of simulated EOD tasks. Upon completion of the tasks, participants completed an evaluation of the system including human factors performance data.

The CCT Program supports three substantive national objectives: ensuring a sustainable environment through technology; enhancing energy efficiency and reliability; providing opportunities for economic growth and employment.     Advancements in vehicle electronics, along with communication and sensing technologies, have led to a growing number of intelligent vehicle applications. Example systems include those for advanced driver information, route planning and prediction, driver assistance, and crash avoidance. The National Renewable Energy Laboratory is exploring ways to leverage intelligent vehicle systems to achieve fuel savings. This presentation discusses several potential applications, such as providing intelligent feedback to drivers on specific ways to improve their driving efficiency, and using information about upcoming driving to optimize electrified vehicle control strategies for maximum energy efficiency and battery life.     Four 1978 Honda CVCC vehicles have been in regular use by California Energy Commission staff in Sacramento for 12 months. Three of the unmodified vehicles were fueled with alcohol/gasoline blends (5% methanol, 10% methanol, and 10% ethanol) with the fourth remaining on gasoline as a control. The operators did not know which fuels were in the vehicles. At 90-day intervals the cars were returned to the Univerity of Santa Clara for servicing and for emissions and fuel economy testing in accordance with the Federal Test Procedures. The demonstration and testing have established the following: (1) the tested blends cause no significant degradation in exhaust emissions, fuel economy, and driveability; (2) the tested blends cause significant increases in evaporative emissions; (3) analysis of periodic oil samples shows no evidence of accelerated metal wear; and (4) higher than 10% alcohols will require substantial modification to most existing California motor vehicles for acceptable emissions, performance, and fuel economy. Many aspects of using methanol and ethanol fuels, both straight and in blends, in various engine technologies are discussed.

    This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the Vehicle Technologies (VT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, and (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 08 the Heavy Vehicles program continued its involvement with various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. These changes are the result of a planning effort that first occurred during FY 04 and was updated in the past year. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY08 Budget Request. The energy savings models are utilized by the VT program for internal project management purposes.

    The intent of the electric Ground Support Equipment (eGSE) demonstration is to evaluate the day-to-day vehicle performance of electric baggage tractors using two advanced battery technologies to demonstrate possible replacements for the flooded lead-acid (FLA) batteries utilized throughout the industry. These advanced battery technologies have the potential to resolve barriers to the widespread adoption of eGSE deployment. Validation testing had not previously been performed within fleet operations to determine if the performance of current advanced batteries is sufficient to withstand the duty cycle of electric baggage tractors. This report summarizes the work performed and data accumulated during this demonstration in an effort to validate the capabilities of advanced battery technologies.     Deteriorating urban air quality ranks as a top concern worldwide, since air pollution adversely affects both public health and the environment. The outlook for improving air quality in the world`s megacities need not be bleak, however, The use of natural gas as a transportation fuel can measurably reduce urban pollution levels, mitigating chronic threats to health and the environment. Besides being clean burning, natural gas vehicles (NGVs) are economical to operate and maintain. The current cost of natural gas is lower than that of gasoline. Natural gas also reduces the vehicle`s engine wear and noise level, extends engine life, and decreases engine maintenance. Today, about 700,000 NGVs operate worldwide, the majority of them converted from gasoline or diesel fuel. This article discusses the economic, regulatory and technological issues of concern to the NGV industry.

    Analyzing the future fuel economy of light-duty vehicles (LDVs) requires detailed knowledge of the vehicle technologies available to improve LDV fuel economy. The National Highway Transportation Safety Administration (NHTSA) has been relying on technology data from a 2001 National Academy of Sciences (NAS) study (NAS 2001) on corporate average fuel economy (CAFE) standards, but the technology parameters were updated in the new proposed rulemaking (EPA and NHTSA 2009) to set CAFE and greenhouse gas standards for the 2011 to 2016 period. The update is based largely on an Environmental Protection Agency (EPA) analysis of technology attributes augmented by NHTSA data and contractor staff assessments. These technology cost and performance data were documented in the Draft Joint Technical Support Document (TSD) issued by EPA and NHTSA in September 2009 (EPA/NHTSA 2009). For these tasks, the Energy and Environmental Analysis (EEA) division of ICF International (ICF) examined each technology and technology package in the Draft TSD and assessed their costs and performance potential based on U.S. Department of Energy (DOE) program assessments. ICF also assessed the technologies? other relevant attributes based on data from actual production vehicles and from recently published technical articles in engineering journals. ICF examined technology synergy issues through an ICF in-house model that uses a discrete parameter approach.

    Battery technologies of different chemistries, manufacture and geometry were evaluated as candidates for use in Electric Vehicles (EV). The candidate batteries that were evaluated include four single cell and seven multi-cell modules representing four technologies: Lead-Acid, Nickel-Cadmium, Nickel-Metal Hydride and Zinc-Bromide. A standard set of testing procedures for electric vehicle batteries, based on industry accepted testing procedures, and any tests which were specific to individual battery types were used in the evaluations. The batteries were evaluated by conducting performance tests, and by subjecting them to cyclical loading, using a computer controlled charge--discharge cycler, to simulate typical EV driving cycles. Criteria for comparison of batteries were: performance, projected vehicle range, cost, and applicability to various types of EVs. The four battery technologies have individual strengths and weaknesses and each is suited to fill a particular application. None of the batteries tested can fill every EV application.

    The Clean Coal Technology Demonstration Program (known as the CCT Program) reached a significant milestone in 1996 with the completion of 20 of the 39 active projects. The CCT Program is responding to a need to demonstrate and deploy a portfolio of technologies that will assure the U.S. recoverable coal reserves of 297 billion tons could continue to supply the nation`s energy needs economically and in a manner that meets the nation`s environmental objectives. This portfolio of technologies includes environmental control devices that contributed to meeting the accords on transboundary air pollution recommended by the Special Envoys on Acid Rain in 1986. Operational, technical, environmental, and economic performance information and data are now flowing from highly efficient, low-emission, advanced power generation technologies that will enable coal to retain its prominent role into the next millennium. Further, advanced technologies are emerging that will enhance the competitive use of coal in the industrial sector, such as in steelmaking. Coal processing technologies will enable the entire coal resource base to be used while complying with environmental requirements. These technologies are producing products used by utilities and industrial processes. The capability to coproduce products, such as liquid and solid fuels, electricity, and chemicals, is being demonstrated at a commercial scale by projects in the CCT Program. In summary, this portfolio of technologies is satisfying the national need to maintain a multifuel energy mix in which coal is a key component because of its low-cost, availability, and abundant supply within the nation`s borders.
