    The new demonstrated reserve base estimate of coal for the San Juan Basin, New Mexico, is 11.28 billion short tons. This compares with 4.429 billion short tons in the Energy Information Administration`s demonstrated reserve base of coal as of January 1, 1992 for all of New Mexico and 2.806 billion short tons for the San Juan Basin. The new estimate includes revised resource calculations in the San Juan Basin, in San Juan, McKinley, Sandoval, Rio Arriba, Bernalillo and Cibola counties, but does not include the Raton Basin and smaller fields in New Mexico. These estimated {open_quotes}remaining{close_quotes} coal resource quantities, however, include significant adjustments for depletion due to past mining, and adjustments for accessibility and recoverability.

    The purpose of this report is to document the methodologies used to develop the 1979 Demonstrated Reserve Base (DRB) of coal. All primary source documents used to prepare the 1979 DRB were reviewed. Using the methodologies and documentation found in the 1979 DRB published report as a guide, each of the state-level published reserve estimates were re-derived. In those cases where the estimates could not be reproduced, EIA personnel from the Eastern and Western Energy Data Offices were consulted and the differences, for the most part, were resolved. Throughout this report an attempt was made to describe the information flow that was an integral part of the DRB development. Particular attention and emphasis was given to those instances where deviations from standard, published EIA procedures were used to derive the DRB estimates. The main body of this report summarizes the methodological procedures used to develop each state reserve estimate.

    The Demand Response Spinning Reserve project is a pioneeringdemonstration of how existing utility load-management assets can providean important electricity system reliability resource known as spinningreserve. Using aggregated demand-side resources to provide spinningreserve will give grid operators at the California Independent SystemOperator (CAISO) and Southern California Edison (SCE) a powerful, newtool to improve system reliability, prevent rolling blackouts, and lowersystem operating costs.

    The Demand Response Spinning Reserve project is a pioneering demonstration showing that existing utility load-management assets can provide an important electricity system reliability resource known as spinning reserve. Using aggregated demand-side resources to provide spinning reserve as demonstrated in this project will give grid operators at the California Independent System Operator (CA ISO) and Southern California Edison (SCE) a powerful new tool to improve reliability, prevent rolling blackouts, and lower grid operating costs.In the first phase of this demonstration project, we target marketed SCE?s air-conditioning (AC) load-cycling program, called the Summer Discount Plan (SDP), to customers on a single SCE distribution feederand developed an external website with real-time telemetry for the aggregated loads on this feeder and conducted a large number of short-duration curtailments of participating customers? air-conditioning units to simulate provision of spinning reserve. In this second phase of the demonstration project, we explored four major elements that would be critical for this demonstration to make the transition to a commercial activity:1. We conducted load curtailments within four geographically distinct feeders to determine the transferability of target marketing approaches and better understand the performance of SCE?s load management dispatch system as well as variations in the AC use of SCE?s participating customers;2. We deployed specialized, near-real-time AC monitoring devices to improve our understanding of the aggregated load curtailments we observe on the feeders;3. We integrated information provided by the AC monitoring devices with information from SCE?s load management dispatch system to measure the time required for each step in the curtailment process; and4. We established connectivity with the CA ISO to explore the steps involved in responding to CA ISO-initiated requests for dispatch of spinning reserve.The major findings from

    Surrogate Oak Ridge Reservation (ORR) K-25 B&C Pond sludge was vitrified in a pilot-scale EnVit Co melter operated by Clemson University at the DOE/Industrial Center for Vitrification Research Center. This demonstration was performed for the Savannah River Technology Center (SRTC) in support of a Department of Energy (DOE) - Office of Technology Development (OTD) Technical Task Plan. The intent of the demonstration was to determine the feasibility of vitrifying actual K-25 B&C Pond sludge in an EnVitCo type melter. B&C Pond sludge is a mixed waste consisting primarily of various amounts of Ca, Fe, and Si, with Ni and U as the principal hazardous and radioactive components. The demonstration was successfully completed and homogeneous, durable glass was produced. Characterization of the glass product, as well as details of the demonstration, will be discussed.

    Increasing penetrations of wind a solar energy are raising concerns among electric system operators because of the variability and uncertainty associated with power sources. Previous work focused on the quantification of reserves for systems with wind power. This paper presents a new methodology that allows the determination of necessary reserves for high penetrations of photovoltaic (PV) power and compares it to the wind-based methodology. The solar reserve methodology is applied to Phase 2 of the Western Wind and Solar Integration Study. A summary of the results is included.

    The toxic effects of lead on human beings, and particularly on young children, have been known for many years. Amendments to the Lead-Based Paint Poisoning Prevention Act (LPPPA) in 1987 and 1988 required the U.S. Department of Housing and Urban Development (HUD) to undertake a lead-based paint abatement demonstration program. The overall objective of the demonstration was to 'utilize a sufficient number of abatement methods in a sufficient number of areas and circumstances to demonstrate their relative cost-effectiveness...' One component of the demonstration was conducted in HUD-owned, vacant, single-family properties and was completed in the fall of 1990. A public housing component is expected to be completed in 1991. The report describes the objectives, research design, experience and findings of the completed component, which is generally known as the FHA demonstration, named after the Federal Housing Administration, which held title to the houses.

To successfully identify a treatment method, at least a proof-of-principle level of understanding must be obtained: that is, the candidate processes must be demonstrated as effective in treating the wastes to the LDR; however, an optimized process is not required. Where applicable and deemed necessary and where the budgets will support them, pilot-scale demonstrations will be pursued. The overall strategy being adopted in this program will be composed of the following activities: Scoping of the study; characterization; development and screening of alternatives; treatability investigations; and detailed analysis of alternatives.

    This paper presents new methodologies developed at Pacific Northwest National Laboratory (PNNL) to estimate regulation capacity requirements in the California ISO control area. Two approaches have been developed: (1) an approach based on statistical analysis of actual historical area control error (ACE) and regulation data, and (2) an approach based on balancing authority ACE limit control performance standard. The approaches predict regulation reserve requirements on a day-ahead basis including upward and downward requirements, for each operating hour of a day. California ISO data has been used to test the performance of the proposed algorithms. Results show that software tool allows saving up to 30% on the regulation procurements cost .

    This report is the third in series of ``U.S. Coal Reserves`` reports. As part of the Administration of the Energy Information Administration (EIA) program to provide information on coal, it presents detailed estimates of domestic coal reserves, which are basic to the analysis and forecasting of future coal supply. It also describes the data, methods, and assumptions used to develop such estimates and explain terminology related to recent data programs. In addition, the report provides technical documentation for specific revisions and adjustments to the demonstrated reserve base (DRB) of coal in the United States and for coal quality and reserve allocations. It makes the resulting data available for general use by the public. This report includes data on recoverable coal reserves located at active mines and on the estimated distribution of rank and sulfur content in those reserves. An analysis of the projected demand and depletion in recoverable reserves at active mines is used to evaluate the areas and magnitude of anticipated investment in new mining capacity.

    Development and demonstration of large-volume beneficial use applications for ponded fly ash are considered very important as a cost reduction strategy for the generation industry and value enhancement for the coal mining industry. One such application described is the road sub-base fo the Industry Access Truck Route in Meredosia, Illinois, which used approximately 77,000 cubic yard of compacted high loss-on-ignition (LOI) Class-F ponded fly ash. The Truck Route is a 24-feet wide road built on a 0 to 7 feet thick compacted fly ash sub-base. Illinois Department of Transportation estimated that the use of fly ash in this project saved more than $100,000 to the State of Illinois. Furthermore, natural resources in the form of relatively fertile soil were preserved by substituting fly ash for the available borrow in the area; quality agricultural topsoil is limited in the area. The article gives details of the project and reports favourable results on monitoring ground water quality. 2 refs., 1 fig.

    Technology Management, Inc. (TMI) of Cleveland, Ohio, has completed the project entitled Small Scale SOFC Demonstration using Bio-based and Fossil Fuels. Under this program, two 1-kW systems were engineered as technology demonstrators of an advanced technology that can operate on either traditional hydrocarbon fuels or renewable biofuels. The systems were demonstrated at Patterson's Fruit Farm of Chesterland, OH and were open to the public during the first quarter of 2012. As a result of the demonstration, TMI received quantitative feedback on operation of the systems as well as qualitative assessments from customers. Based on the test results, TMI believes that > 30% net electrical efficiency at 1 kW on both traditional and renewable fuels with a reasonable entry price is obtainable. The demonstration and analysis provide the confidence that a 1 kW entry-level system offers a viable value proposition, but additional modifications are warranted to reduce sound and increase reliability before full commercial acceptance.

    We present the results of transverse emittance and longitudinal current profile measurements of high bunch charge (≥100 pC) beams produced in the DC gun-based Cornell energy recovery linac photoinjector. In particular, we show that the cathode thermal and core beam emittances dominate the final 95% and core emittances measured at 9–9.5 MeV. Additionally, we demonstrate excellent agreement between optimized 3D space charge simulations and measurement, and show that the quality of the transverse laser distribution limits the optimal simulated and measured emittances. These results, previously thought achievable only with RF guns, demonstrate that DC gun based photoinjectors are capable of delivering beams with sufficient single bunch charge and beam quality suitable for many current and next generation accelerator projects such as Energy Recovery Linacs and Free Electron Lasers.

This experimental brief follows our vision and previous theoretical study of wireless tomography that combines wireless communication and RF tomography to provide a novel approach to remote sensing. Automatic data acquisition is performed inside an RF anechoic chamber. Semidefinite relaxation is used for phase retrieval, and the Born iterative method is utilized for imaging the target. Experimental results are presented, validating our vision of wireless tomography.

  12. Illinois coal reserve assessment and database development. Final report

    The new demonstrated reserve base estimate of coal of Illinois is 105 billion short tons. This estimate is an increase from the 78 billion tons in the Energy Information Administration`s demonstrated reserve base of coal, as of January 1, 1994. The new estimate arises from revised resource calculations based on recent mapping in a number of countries, as well as significant adjustments for depletion due to past mining. The new estimate for identified resources is 199 billion tons, a revision of the previous estimate of 181 billion tons. The new estimates incorporate the available analyses of sulfur, heat content, and rank group appropriate for characterizing the remaining coal resources in Illinois. Coal-quality data were examined in conjunction with coal resource mapping. Analyses of samples from exploration drill holes, channel samples from mines and outcrops, and geologic trends were compiled and mapped to allocate coal resource quantities to ranges of sulfur, heat content, and rank group. The new allocations place almost 1% of the demonstrated reserve base of Illinois in the two lowest sulfur categories, in contrast to none in the previous allocation used by the Energy Information Administration (EIA). The new allocations also place 89% of the demonstrated reserve base in the highest sulfur category, in contrast to the previous allocation of 69% in the highest category.

    Western Research Institute (WRI) of Laramie, Wyoming and AeRock, LLC of Eagar, Arizona (formerly of Bellevue, Washington) partnered, under sponsorship of the U.S. Department of Energy National Energy Technology Laboratory (U.S. DOE-NETL), to support the development of rapid-setting, ash-based, fiber-incorporated ''green'' building products. Green building materials are a rapidly growing trend in the building and construction industry in the US. A two phase project was implemented wherein Phase I assessed, through chemical and physical testing, ash, ash-based cement and fiber composites exhibiting superior structural performance when applied to the AeRock mixing and extrusion process and involved the conduct of pilot-scale production trials of AeRock products, and wherein Phase II involved the design, construction, and operation of a commercial-scale plant to confirm production issues and to produce panels for performance evaluations. Phase I optimized the composite ingredients including ash-based cement, Class F and Class C DFGD ash, and various fiber reinforcements. Additives, such as retardants and accelerators, were also evaluated as related to extruder performance. The optimized composite from the Phase I effort was characterized by a modulus of rupture (MOR) measured between 1,931 and 2,221 psi flexural strength, comparable to other wood and non-wood building materials. Continuous extrusion of the optimum composite in the AeRock pilot-scale facility produced an excellent product that was assembled into a demonstration for exhibit and durability purposes. Finishes, from plain to marbled, from bright reds to muted earth tones and with various textures, could easily be applied during the mixing and extrusion process. The successful pilot-scale demonstration was in turn used to design the production parameters and extruder dies for a commercial scale demonstration at Ultrapanel Pty, Ltd of Ballarat, Australia under Phase II.     Base Catalyzed Decomposition (BCD) is a chemical dehalogenation process designed for treating soils and other substrate contaminated with polychlorinated biphenyls (PCB), pesticides, dioxins, furans, and other hazardous organic substances. PCBs are heavy organic liquids once widely used in industry as lubricants, heat transfer oils, and transformer dielectric fluids. In 1976, production was banned when PCBs were recognized as carcinogenic substances. It was estimated that significant quantities (one billion tons) of U.S. soils, including areas on U.S. military bases outside the country, were contaminated by PCB leaks and spills, and cleanup activities began. The BCD technology was developed in response to these activities. This report details the evolution of the process, from inception to deployment in Guam, and describes the process and system components provided to the Navy to meet the remediation requirements. The report is divided into several sections to cover the range of development and demonstration activities. Section 2.0 gives an overview of the project history. Section 3.0 describes the process chemistry and remediation steps involved. Section 4.0 provides a detailed description of each component and specific development activities. Section 5.0 details the testing and deployment operations and provides the results of the individual demonstration campaigns. Section 6.0 gives an economic assessment of the process. Section 7.0 presents the conclusions and recommendations form this project. The appendices contain equipment and instrument lists, equipment drawings, and detailed run and analytical data.

  10. Reliable and redundant FPGA based read-out design in the ATLAS TileCal Demonstrator

    The Tile Calorimeter at ATLAS [1] is a hadron calorimeter based on steel plates and scintillating tiles read out by PMTs. The current read-out system uses standard ADCs and custom ASICs to digitize and temporarily store the data on the detector. However, only a subset of the data is actually read out to the counting room. The on-detector electronics will be replaced around 2023. To achieve the required reliability the upgraded system will be highly redundant. Here the ASICs will be replaced with Kintex-7 FPGAs from Xilinx. This, in addition to the use of multiple 10 Gbps optical read-out links, will allow a full read-out of all detector data. Due to the higher radiation levels expected when the beam luminosity is increased, opportunities for repairs will be less frequent. The circuitry and firmware must therefore be designed for sufficiently high reliability using redundancy and radiation tolerant components. Within a year, a hybrid demonstrator including the new readout system will be installed in one slice of the ATLAS Tile Calorimeter. This will allow the proposed upgrade to be thoroughly evaluated well before the planned 2023 deployment in all slices, especially with regard to long term reliability. Different firmware strategies alongside with their integration in the demonstrator are presented in the context of high reliability protection against hardware malfunction and radiation induced errors.

  11. INVESTIGATION AND DEMONSTRATION OF DRY CARBON-BASED SORBENT INJECTION FOR MERCURY CONTROL

    This quarterly report describes the activities that have taken place during the first full quarter of the Phase II project ''Investigation and Demonstration of Dry Carbon-Based Sorbent Injection for Mercury Control''. Modifications were completed and sampling began at the 600 acfm pilot-scale particulate control module (PCM) located at the Comanche Station in Pueblo, CO. The PCM was configured as an electrostatic precipitator for these tests. A Perkin-Elmer flue gas mercury analyzer was installed on-site and operated. Initial test results using both manual sampling methodology and the mercury analyzer are presented herein. Preparations were made during this period for full-scale mercury testing of several PSCo units. A site visit was made to Arapahoe and Cherokee Generating Stations to determine sample locations and to develop a test plan.

  12. Demonstration of a GaAs-based 1550-nm continuous wave photomixer

    An Er:GaAs-based 1550-nm CW photomixer is demonstrated. The related mechanism is extrinsic photoconductivity with optical absorption between the localized deep levels created by the Er and the extended states above the conduction band edge of GaAs. With the power boost made possible by a fiber-coupled erbium-doped-fiber amplifier, the Er:GaAs photomixers, operating at 1550 nm, radiate THz power levels easily measured by a Golay cell, and display a power spectrum having a −3 dB roll-off frequency of 307 GHz. This corresponds to a photocarrier lifetime of 520 fs, in good agreement with a previous measurement of the bandwidth of the same material in a photoconductive switch.

    Cane-based Celotex{trademark} has been used extensively in various Department of Energy (DOE) packages as a thermal insulator and impact absorber. Cane-based Celotex{trademark} fiberboard was only manufactured by Knight-Celotex Fiberboard at their Marrero Plant in Louisiana. However, Knight-Celotex Fiberboard shut down their Marrero Plant in early 2007 due to impacts from hurricane Katrina and other economic factors. Therefore, cane-based Celotex{trademark} fiberboard is no longer available for use in the manufacture of new shipping packages requiring the material as a component. Current consolidation plans for the DOE Complex require the procurement of several thousand new Model 9975 shipping packages requiring cane-based Celotex{trademark} fiberboard. Therefore, an alternative to cane-based Celotex{trademark} fiberboard is needed. Knight-Celotex currently manufactures Celotex{trademark} fiberboard from other cellulosic materials, such as hardwood and softwood. A review of the relevant literature has shown that softwood-based Celotex{trademark} meets all parameters important to the Model 9975 shipping package.

    A flight test of a diode-pumped solid-state 2 micron Doppler Light Detection And Ranging (LIDAR) system was conducted on-board the NASA Ames DC-8 Airborne Laboratory. This was the first ever airborne demonstration of a 2 micron diode-pumped solid-state Doppler LIDAR. The LIDAR performance was verified by comparing the true-airspeed (TAS) estimate with that found using the pneumatic air data system; excellent agreement was found. The capabilities of this pulsed 2 micron Doppler LIDAR system include high bandwidth air data determination without the need for extensive forebody calibration, remote wind profiling as far as several kilometers away from the aircraft, eye-safe laser transmission at 2 micron, and diode-pumped solid-state design for compact construction and reliable performance. 7 refs.

New information from tests or operating experience is incorporated into safety codes by a process known as calibration, which reduces uncertainty in the output of the code and thereby improves its support for decision-making. The work reported here implements several improvements on classic calibration techniques afforded by modern analysis techniques. The key innovation has come from development of code surrogate model (or code emulator) construction and prediction algorithms. The use of flowing water as atarget surface automatically results in each laser pulse seeing a new interaction surface and avoids the need for mechanical scanning of the target surface. In addition, the breakdown of water does notproduce contaminating debris that can be deleterious to vacuum chamber conditions and optics, such as is the case when using conventional solid targets. The mirror exhibits 70percent reflectivity, whilemaintaining high-quality of the reflected spot.

  4. Demonstration of 12 nm resolution Fresnel zone plate lens based soft x-ray microscopy

    To extend soft x-ray microscopy to a resolution of order 10 nm or better, we developed a new nanofabrication process for Fresnel zone plate lenses. The new process, based on the double patterning technique, has enabled us to fabricate high quality gold zone plates with 12 nm outer zones. Testing of the zone plate with the full-field transmission x-ray microscope, XM-1, in Berkeley, showed that the lens clearly resolved 12 nm lines and spaces. This result represents a significant step towards 10 nm resolution and beyond.

  5. Demonstrating a Market-Based Approach to the Reclamation of Mined Lands in West Virginia

    This project demonstrated that developing environmental credits on private land—including abandoned mined lands—is dependent on a number of factors, some of them beyond the control of the project team. In this project, acid mine drainage (AMD) was successfully remediated through the construction of a passive AMD treatment system. Extensive water quality sampling both before and after the installation of the passive AMD treatment system showed that the system achieved removal efficiencies and pollutant loading reductions for acidity, iron, aluminum and manganese that were consistent with systems of similar size and design. The success of the passive AMD treatment system should have resulted in water credits if the project had not been terminated. Developing carbon sequestration credits, however, was much more complex and was not achieved in this project. The primary challenge that the project team encountered in meeting the full project objectives was the unsuccessful attempt to have the landowner sign a conservation easement for his property. This would have allowed the project team to clear and reforest the site, monitor the progress of the newly planted trees, and eventually realize carbon sequestration credits once the forest was mature. The delays caused by the lack of a conservation easement, as well as other factors, eventually resulted in the reforestation portion of the project being cancelled. The information in this report will help the public make more informed decisions regarding the potential of using water and carbon, and other credits to support the remediation of minded lands through out the United States. The hope is that by using credits that more mined lands with be remediated.

  6. Investigation and Demonstration of Dry Carbon-Based Sorbent Injection for Mercury Control

    The U.S. Department of Energy (DOE) issued Public Service Company of Colorado (PSCO) a cost sharing contract to evaluate carbon-based sorbents for mercury control on a 600 acfm laboratory-scale particulate control module (PCM). The PCM can be configured as simulate an electrostatic precipitator, a pulse-jet fabric filter, or a reverse-gas fabric filter and is installed on an operating coal-fired power plant. Three different dry carbon-based sorbents were tested this quarter to determine their mercury removal capability in the different configurations. The project is currently in the seventh quarter of an eight-quarter Phase I project. Testing in all configurations is nearly complete. Original plans included the use of an on-line mercury analyzer to collect test data. However, due to very low baseline mercury concentration, on-line measurement did not provide accurate data. The project used a modified MESA method grab sample technique to determine inlet and outlet mercury concentrations. A major concern during sorbent evaluations was the natural ability of the flyash at the test site to remove mercury. This often made determination of sorbent only mercury removal difficult. The PCM was configured as a reverse-gas baghouse and brought online with "clean" flue gas on March 10* at an A/C of 2.0 ft/min. The dustcake forms the filtering media in a reverse gas baghouse. In the absence of flyash, the bags were precoated with a commercially available alumina silicate material to form an inert dustcake. Some baseline tests were completed with clean gas for comparison to clean gas pulse jet tests. The PCM was reconfigured as a TOXECON unit in April 1997 with testing completed in May 1997. TOXECON, an EPIU patented technology, is a pulse-jet baghouse operating at a high A/C ratio downstream of a primary particulate colIector with sorbent injection upstream of the baghouse for air toxics removal. Mercury removals of O to 97o/0 were obtained depending on test conditions.

    The US DOE currently oversees activities on the Oak Ridge Reservation, a government-owned, contractor-operated facility. Three sites compose the reservation; Y-12, Oak Ridge National Laboratory, and K-25. This document contains a summary of environmental monitoring activities on the Oak Ridge Reservation (ORR) and its surroundings. The results summarized in this report are based on the data collected during calendar year (CY) 1993 and compiled in; Environmental Monitoring in the Oak Ridge Reservation: CY 1993 Results. Annual environmental monitoring on the ORR consists of two major activities: effluent monitoring and environmental surveillance. Effluent monitoring is the collection and analysis of samples or measurements of liquid, gaseous, or airborne effluents for the purpose of characterizing and quantifying contaminants and process stream characteristics, assessing radiation and chemical exposures to members of the public, and demonstrating compliance with applicable standards. Environmental surveillance is the collection and analysis of samples of air, water, soil, foodstuffs, biota, and other media from DOE sites and their environs and the measurement of external radiation for purposes of demonstrating compliance with applicable standards, assessing radiation and chemical exposures to members of the public, and assessing effects, if any, on the local environment.

  8. Alternative landfill cover technology demonstration at Kaneohe Marine Corps Base Hawaii

    Surface covers to control water infiltration to waste buried in landfills will be the remediation alternative of choice for most hazardous and sanitary landfills operated by the Department of Defense. Although surface covers are the least expensive method of remediation for landfills, they can still be expensive solutions. Conventional wisdom suggests that landfill capping technology is well developed as evidenced by the availability of EPA guidance for designing and constructing what has become known as the {open_quotes}RCRA Cap{close_quotes}. In practice, however, very little testing of the RCRA cap, or any other design, has been done to evaluate how effective these designs are in limiting infiltration of water into waste. This paper describes a low cost alternative to the {open_quotes}RCRA Cap{close_quotes} that is being evaluated at Marine Corps Base Hawaii (MCBH) Kaneohe Bay. This study uses an innovative, simple and inexpensive concept to manipulate the fate of water falling on a landfill. The infiltration of water through the cap will be controlled by combining the evaporative forces of vegetation to remove soil water, with engineered structures that limit infiltration of precipitation into the soil. This approach relies on diverting enough of the annual precipitation to runoff, so that the water that does infiltrate into the soil can easily be removed by evapotranspiration.

    Additional variability and uncertainty increase reserve requirements. In this light, this presentation discusses how use of generation reserves can be optimized for managing variability and uncertainty. Conclusions of this presentation are: (1) Provided a method for calculating additional reserve requirements due to wind and solar production; (2) Method is based on statistical analysis of historical time series data; (3) Reserves are dynamic, produced for each hour; (4) Reserve time series are calculated from and synchronized to simulation data; (5) PROMOD can not model directly, but workarounds exist for regulation and spin; and (6) Other production modeling packages have varying capability for reserves modeling.

  13. Spinning Reserve From Responsive Loads

    Responsive load is the most underutilized reliability resource available to the power system today. It is currently not used at all to provide spinning reserve. Historically there were good reasons for this, but recent technological advances in communications and controls have provided new capabilities and eliminated many of the old obstacles. North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Northeast Power Coordinating Council (NPCC), New York State Reliability Council (NYSRC), and New York Independent System Operator (NYISO) rules are beginning to recognize these changes and are starting to encourage responsive load provision of reliability services. The Carrier ComfortChoice responsive thermostats provide an example of these technological advances. This is a technology aimed at reducing summer peak demand through central control of residential and small commercial air-conditioning loads. It is being utilized by Long Island Power Authority (LIPA), Consolidated Edison (ConEd), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E). The technology is capable of delivering even greater response in the faster spinning reserve time frame (while still providing peak reduction). Analysis of demand reduction testing results from LIPA during the summer of 2002 provides evidence to back up this claim. It also demonstrates that loads are different from generators and that the conventional wisdom, which advocates for starting with large loads as better ancillary service providers, is flawed. The tempting approach of incrementally adapting ancillary service requirements, which were established when generators were the only available resources, will not work. While it is easier for most generators to provide replacement power and non-spinning reserve (the slower response services) than it is to supply spinning reserve (the fastest service), the opposite is true for many loads.     The objective of this project is to investigate the reserves potential of tight gas reservoirs in three Rocky Mountain basins: the Greater Green River (GGRB), Uinta and Piceance basins. The basins contain vast gas resources that have been estimated in the thousands of Tcf hosted in low permeability clastic reservoirs. This study documents the productive characteristics of these tight reservoirs, requantifies gas in place resources, and characterizes the reserves potential of each basin. The purpose of this work is to promote understanding of the resource and to encourage its exploitation by private industry. At this point in time, the GGRB work has been completed and a final report published. Work is well underway in the Uinta and Piceance basins which are being handled concurrently, with reports on these basins being scheduled for the middle of this year. Since the GGRB portion of the project has been completed, this presentation win focus upon that basin. A key conclusion of this study was the subdivision of the resource, based upon economic and technological considerations, into groupings that have distinct properties with regard to potential for future producibility, economics and risk profile.

  16. Health-hazard evaluation report HETA 90-070-2181, HUD Lead-Based Paint Abatement Demonstration Project

    In response to a request from the Department of Housing and Urban Development (HUD) Officer for Policy Development and Research, an investigation was made into possible hazardous working conditions during the HUD Lead Based Paint Abatement Demonstration (SIC-1521). The demonstration took place in 172 vacant housing units in several different cities. The abatement methods used included abrasive removal, chemical removal, heat gun removal, encapsulation, enclosure, and replacement. Evaluations were made during the demonstrations and it was determined that the workers were exposed to lead (7439921) with the highest exposure levels coming during the heat gun method of removal. Exposures to volatile organic compounds were low. Maximum personal and general area airborne lead concentrations were 916 micrograms/cubic meter and 1296 micrograms/cubic meter, respectively. Soil sampling indicated that lead paint abatement in some cases resulted in increases in soil lead levels 1 to 3 feet from the exterior walls. The author concludes that workers were potentially overexposed to lead during lead abatement. The author recommend specific measures concerning training, work practices, engineering controls, safety programs, risk assessment, respiratory protection programs, medical monitoring and surveillance.

    Operating reserves impose a cost on the electric power system by forcing system operators to keep partially loaded spinning generators available for responding to system contingencies variable demand. In many regions of the United States, thermal power plants provide a large fraction of the operating reserve requirement. Alternative sources of operating reserves, such as demand response and energy storage, may provide more efficient sources of these reserves. However, to estimate the potential value of these services, the cost of reserve services under various grid conditions must first be established. This analysis used a commercial grid simulation tool to evaluate the cost and price of several operating reserve services, including spinning contingency reserves and upward regulation reserves. These reserve products were evaluated in a utility system in the western United States, considering different system flexibilities, renewable energy penetration, and other sensitivities. The analysis demonstrates that the price of operating reserves depend highly on many assumptions regarding the operational flexibility of the generation fleet, including ramp rates and the fraction of fleet available to provide reserves.

    The objectives of this project were to determine state-level totals of the estimated economic resource, minable reserve base, and recoverable coal in Ohio, allocated to specified ranges of sulfur and heat content. In addition, resources and reserves were to be categorized by mining methods (surface and underground). Land use and environmental restrictions, needed to determine remaining minable reserves, were to be delineated and percentages of restricted coal calculated. In context of a Phase 1, one-year project, the objectives of this project were to update Ohio's coal reserves and resources for as many counties as time allowed, and to deplete production tonnages to January 1, 1991, on the remaining coal-producing counties. For the depleted counties, only estimated economic resources were required or possible with the data available. 24 refs., 9 figs., 3 tabs.

The work detailed in this report demonstrates the feasibility of constructing RF devices that can survive the operational rigors associated with the transportation, storage, and processing of UF6 cylinders. The system software specially designed for this project is called Cylinder Accounting and Tracking System (CATS). This report details the elements of the CATS rules-based architecture and its use in safeguards-monitoring and asset-tracking applications. Information is also provided on improvements needed to make the technology ready, as well as options for improving the safeguards aspects of the technology. The report also includes feedback from personnel involved in the testing, as well as individuals who could utilize an RF-based system in supporting the performance of their work. The system software was set up to support a Mailbox declaration, where a declaration can be made either before or after cylinder movements take place. When the declaration is made before cylinders move, the operators must enter this information into CATS. If the IAEA then shows up unexpectedly at the facility, they can see how closely the operational condition matches the declaration. If the declaration is made after the cylinders move, this provides greater operational flexibility when schedules are interrupted or are changed, by allowing operators to declare what moves have been completed. The IAEA can then compare where cylinders are with where CATS or the system says they are located. The ability of CATS to automatically generate Mailbox declarations is seen by the authors as a desirable feature.     A prototype of the GASIS database and retrieval software has been developed and is the subject of this poster session and computer demonstration. The prototype consists of test or preliminary versions of the GASIS Reservoir Data System and Source Directory datasets and the software for query and retrieval. The prototype reservoir database covers the Rocky Mountain region and contains the full GASIS data matrix (all GASIS data elements) that will eventually be included on the CD-ROM. It is populated for development purposes primarily by the information included in the Rocky Mountain Gas Atlas. The software has been developed specifically for GASIS using Foxpro for Windows. The application is an executable file that does not require Foxpro to run. The reservoir database software includes query and retrieval, screen display, report generation, and data export functions. Basic queries by state, basin, or field name will be assisted by scrolling selection lists. A detailed query screen will allow record selection on the basis of any data field, such as depth, cumulative production, or geological age. Logical operators can be applied to any-numeric data element or combination of elements. Screen display includes a {open_quotes}browse{close_quotes} display with one record per row and a detailed single record display. Datasets can be exported in standard formats for manipulation with other software packages. The Source Directory software will allow record retrieval by database type or subject area.

    Electrical power conditioning is a critical element in the development of advanced electrochemical energy storage systems. This program evaluates the use of existing self-commutated converter technology (as developed by the Power Systems Division of United Technologies for the 4.8-MW Fuel Cell Demonstrator) with modification for use in battery energy storage systems. The program consists of three parts: evaluation of the cost and performance of a self-commutated converter modified to maintain production commonality between battery and fuel cell power conditioners, demonstration of the principal characteristics required for the battery application in MW-scale hardware, and investigation of the technical requirements of operation isolated from the utility system. A power-conditioning system consisting of a self-commutated converter augmented with a phase-controlled rectifier was selected and a preliminary design, prepared. A principal factor in this selection was production commonality with the fuel cell inverter system. Additional types of augmentation, and the use of a self-commutated converter system without augmentation, were also considered. A survey of advanced battery manufacturers was used to establish the dc interface characteristics. The principal characteristics of self-commutated converter operation required for battery application were demonstrated with the aid of an available 0.5-MW development system. A survey of five REA and municipal utilities and three A and E firms was conducted to determine technical requirements for operation in a mode isolated from the utility. Definitive requirements for this application were not established because of the limited scope of this study. 63 figures, 37 tables.

    Al{sub 0.4}Ga{sub 0.6}N/Al{sub 0.65}Ga{sub 0.35}N heterojunction phototransistors have been fabricated from the epi-structure grown by low-pressure metal organic chemical vapor deposition on c-plane sapphire substrates. P-type conductivity of the AlGaN base layer was realized by using indium surfactant-assisted Mg-delta doping method. Regrowth technique was used to suppress the Mg memory effect on the n-type emitter. The fabricated devices with a 150-μm-diameter active area exhibited a bandpass spectral response between 235 and 285 nm. Dark current was measured to be less than 10 pA for bias voltages below 2.0 V. A high optical gain of 1.9 × 10{sup 3} was obtained at 6 V bias.

    This effort describes how radio-frequency (RF) technology can be integrated into a uranium enrichment facility's nuclear materials accounting and control program to enhance uranium hexafluoride (UF6) cylinder tracking and thus provide benefits to both domestic and international safeguards. Approved industry-standard cylinders are used to handle and store UF6 feed, product, tails, and samples at uranium enrichment plants. In the international arena, the International Atomic Energy Agency (IAEA) relies on time-consuming manual cylinder inventory and tracking techniques to verify operator declarations and to detect potential diversion of UF6. Development of a reliable, automated, and tamper-resistant process for tracking and monitoring UF6 cylinders would greatly reduce the risk of false or misreported cylinder tare weights, diversion of nuclear material, concealment of excess production, utilization of undeclared cylinders, and misrepresentation of the cylinders contents. This paper will describe a "proof-of concept" system that was designed show the feasibility of using RF based technologies to track individual UF6 cylinders throughout their entire life cycle, and thus ensure both increased domestic accountability of materials and a more effective and efficient method for application of IAEA international safeguards at the site level. The proposed system incorporates RF-based identification devices, which provide a mechanism for a reliable, automated, and tamper-resistant tracking network. We explore how securely attached RF tags can be integrated with other safeguards technologies to better detect diversion of cylinders. The tracking system could also provide a foundation for integration of other types of safeguards that would further enhance detection of undeclared activities.

    The clinical target volume (CTV) for early stage breast cancer is difficult to clearly identify on planning computed tomography (CT) scans. Surgical clips inserted around the tumour bed should help to identify the CTV, particularly if the seroma has been reabsorbed, and enable tracking of CTV changes over time. A surgical clip-based CTV delineation protocol was introduced. CTV visibility and its post-operative shrinkage pattern were assessed. The subjects were 27 early stage breast cancer patients receiving post-operative radiotherapy alone and 15 receiving post-operative chemotherapy followed by radiotherapy. The radiotherapy alone (RT/alone) group received a CT scan at median 25 days post-operatively (CT1rt) and another at 40 Gy, median 68 days (CT2rt). The chemotherapy/RT group (chemo/RT) received a CT scan at median 18 days post-operatively (CT1ch), a planning CT scan at median 126 days (CT2ch), and another at 40 Gy (CT3ch). There was no significant difference (P = 0.08) between the initial mean CTV for each cohort. The RT/alone cohort showed significant CTV volume reduction of 38.4% (P = 0.01) at 40 Gy. The Chemo/RT cohort had significantly reduced volumes between CT1ch: median 54 cm{sup 3} (4–118) and CT2ch: median 16 cm{sup 3}, (2–99), (P = 0.01), but no significant volume reduction thereafter. Surgical clips enable localisation of the post-surgical seroma for radiotherapy targeting. Most seroma shrinkage occurs early, enabling CT treatment planning to take place at 7 weeks, which is within the 9 weeks recommended to limit disease recurrence.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    This report presents results from the limestone Injection Multistage Burner (LIMB) Demonstration Project Extension. LIMB is a furnace sorbent injection technology designed for the reduction of sulfur dioxide (SO[sub 2]) and nitrogen oxides (NO[sub x]) emissions from coal-fired utility boilers. The testing was conducted on the 105 Mwe, coal-fired, Unit 4 boiler at Ohio Edison's Edgewater Station in Lorain, Ohio. In addition to the LIMB Extension activities, the overall project included demonstration of the Coolside process for S0[sub 2] removal for which a separate report has been issued. The primary purpose of the DOE LIMB Extension testing, was to demonstrate the generic applicability of LIMB technology. The program sought to characterize the S0[sub 2] emissions that result when various calcium-based sorbents are injected into the furnace, while burning coals having sulfur content ranging from 1.6 to 3.8 weight percent. The four sorbents used included calcitic limestone, dolomitic hydrated lime, calcitic hydrated lime, and calcitic hydrated lime with a small amount of added calcium lignosulfonate. The results include those obtained for the various coal/sorbent combinations and the effects of the LIMB process on boiler and plant operations.

    The Naval Petroleum and Oil Shale Reserves (NPOSR), created to provide a source of liquid fuels for the armed forces during national emergencies, were established by a series of Executive Orders between 1912 and 1924. Following the 1973 to 1974 Arab Oil Embargo, which demonstrated the Nation's vulnerability to oil supply interruptions, the Congress authorized and directed in 1974 that the Reserves be explored and developed to their full economic and productive potential. In October 1981, the President notified the Congress of his decision to extend production of the Naval Petroleum Reserves to April 6, 1985. That decision became final when the Congress did not exercise its authority to disapprove the action. With regard to the Naval Oil Shale Reserves (NOSRs), a program was initiated in 1977 to examine the resource for development and subsequent production should national defense requirements so dictate.

    As concern about the environment generates interest in ultra-clean energy plants, fuel cell power plants can respond to the challenge. Fuel cells convert hydrocarbon fuels to electricity at efficiencies exceeding conventional heat engine technologies while generating extremely low emissions. Emissions of SOx and NOx are expected to be well below current and anticipated future standards. Nitrogen oxides, a product of combustion, will be extremely low in this power plant because power is produced electrochemically rather than by combustion. Due to its higher efficiencies, a fuel cell power plant also produces less carbon dioxide. Fuel cells in combination with coal gasification, are an efficient and environmentally acceptable means to utilize the abundant coal reserves both in the US and around the world. To demonstrate this technology, FuelCell Energy, Inc. (FCE), is planning to build and test a 2-MW Fuel Cell Power Plant for operation on coal derived gas. This power plant is based on Direct Fuel Cell (DFC{trademark}) technology and will be part of a Clean Coal V IGCC project supported by the US DOE. A British Gas Lurgi (BGL) slagging fixed-bed gasification system with cold gas clean up is planned as part of a 400 MW IGCC power plant to provide a fuel gas slip stream to the fuel cell. The IGFC power plant will be built by Kentucky Pioneer Energy, A subsidiary of Global Energy, in Clark County, KY. This demonstration will result in the world's largest fuel cell power plant operating on coal derived gas. The objective of this test is to demonstrate fuel cell operation on coal derived gas at a commercial scale and to verify the efficiency and environmental benefits.

    The Ft. Mojave tribe, whose reservation is located along the Colorado River in the states of Arizona, California, and Nevada near the point where all three states meet, has a need for increased energy supplies. This need is a direct result of the aggressive and successful economic development projects undertaken by the tribe in the last decade. While it is possible to contract for additional energy supplies from fossil fuel sources it was the desire of the tribal power company, AHA MACAV Power Service (AMPS) to investigate the feasibility and desirability of producing power from renewable sources as an alternative to increased purchase of fossil fuel generated power and as a possible enterprise to export green power. Renewable energy generated on the reservation would serve to reduce the energy dependence of the tribal enterprises on off reservation sources of energy and if produced in excess of reservation needs, add a new enterprise to the current mix of economic activities on the reservation. Renewable energy development would also demonstrate the tribe’s support for improving environmental quality, sustainability, and energy independence both on the reservation and for the larger community.

    The overall goal of this program was to develop a pilot scale facility, and design, fabricate, and market CCBs-based lightweight blocks for mine ventilation control devices, and engineered crib elements and posts for use as artificial supports in underground mines to replace similar wooden elements. This specific project was undertaken to (1) design a pilot scale facility to develop and demonstrate commercial production techniques, and (2) provide technical and marketing support to Fly Lite, Inc to operate the pilot scale facility. Fly Lite, Inc is a joint venture company of the three industrial cooperators who were involved in research into the development of CCBs-based structural materials. The Fly-Lite pilot scale facility is located in McLeansboro, Illinois. Lightweight blocks for use in ventilation stoppings in underground mines have been successfully produced and marketed by the pilot-scale facility. To date, over 16,000 lightweight blocks (30-40 pcf) have been sold to the mining industry. Additionally, a smaller width (6-inch) full-density block was developed in August-September 2002 at the request of a mining company. An application has been submitted to Mine Safety and Health Administration for the developed block approval for use in mines. Commercialization of cribs and posts has also been accomplished. Two generations of cribs have been developed and demonstrated in the field. MSHA designated them suitable for use in mines. To date, over 2,000 crib elements have been sold to mines in Illinois. Two generations of posts were also demonstrated in the field and designated as suitable for use in mines by MSHA. Negotiations are currently underway with a mine in Illinois to market about 1,000 posts per year based on a field demonstration in their mine. It is estimated that 4-5 million tons CCBs (F-fly ash or FBC fly ash) may be utilized if the developed products can be commercially implemented in U.S. coal and non-coal mines.

    Plasmonic lithography has been used in nanofabrication because of its utility beyond the diffraction limit. The resolution of plasmonic lithography depends on the nano-gap between the nanoaperture and the photoresist surface—changing the gap distance can modulate the line-width of the pattern. In this letter, we demonstrate solid-immersion lens based active non-contact plasmonic lithography, applying a range of gap conditions to modulate the line-width of the pattern. Using a solid-immersion lens-based near-field control system, the nano-gap between the exit surface of the nanoaperture and the media can be actively modulated and maintained to within a few nanometers. The line-widths of the recorded patterns using 15- and 5-nm gaps were 47 and 19.5 nm, respectively, which matched closely the calculated full-width at half-maximum. From these results, we conclude that changing the nano-gap within a solid-immersion lens-based plasmonic head results in varying line-width patterns.

    During fiscal year 1996, the Department of Energy continued to operate Naval Petroleum Reserve No. 1 in California and Naval Petroleum Reserve No. 3 in Wyoming through its contractors. In addition, natural gas operations were conducted at Naval Petroleum Reserve No. 3. All productive acreage owned by the Government at Naval Petroleum Reserve No. 2 in California was produced under lease to private companies. The locations of all six Naval Petroleum and Oil Shale Reserves are shown in a figure. Under the Naval Petroleum Reserves Production Act of 1976, production was originally authorized for six years, and based on findings of national interest, the President was authorized to extend production in three-year increments. President Reagan exercised this authority three times (in 1981, 1984, and 1987) and President Bush authorized extended production once (in 1990). President Clinton exercised this authority in 1993 and again in October 1996; production is presently authorized through April 5, 2000. 4 figs. 30 tabs.
