    This report provides an overview of and rationale for industrial demand side management (DSM) programs. Benefits and barriers are described, and data from the Manufacturing Energy Consumption Survey are used to estimate potential energy savings in kilowatt hours. The report presents types and examples of programs and explores elements of successful programs. Two in-depth case studies (from Boise Cascade and Eli Lilly and Company) illustrate two types of effective DSM programs. Interviews with staff from state public utility commissions indicate the current thinking about the status and future of industrial DSM programs. A comprehensive bibliography is included, technical assistance programs are listed and described, and a methodology for evaluating potential or actual savings from projects is delineated.

    U.S. industry believes in DSM. But it does not believe in the way DSM is being implemented, with its emphasis on mandatory utility surcharge/rebate programs. Self-directed industrial DSM programs would be better for industry - and for utilities as well. Industrial demand-side management, as it is currently practiced, relies heavily on command-and-control-style programs. The authors believe that all parties would benefit if utilities and state public service commissions encouraged the implementation of [open quotes]self-directed[close quotes] industrial DSM programs as an alternative to these mandatory surcharge/rebate-type programs. Here the authors outline industrial experience with existing demand-side management programs, and offer alternative approaches for DSM in large manufacturing facilities. Self-directed industrial programs have numerous advantages over mandatory utility-funded and sponsored DSM programs. Self-directed programs allow an industrial facility to use its own funds to meet its own specific goals, whether they are set on the basis of demand reduction, energy use reduction, spending levels for DSM and environmental activities, or some combination of these or other readily measurable criteria. This flexibility fosters a higher level of cost effectiveness, a more focused and effective approach for optimizing energy usage, larger emission reductions per dollar of expenditure, and more competitive industrial electric rates.

    Electric utilities in the Western world have increasingly realized that load commitments can be met not only by constructing new generating plants but also by influencing electricity demand. This demand-side management (DSM) process requires that electric utilities promote measures on the customer's side of the meter to directly or indirectly influence electricity consumption to meet desired load objectives. An important demand-side option to achieve these load objectives is innovative electricity pricing, both by itself and as a financial incentive for other demand-site measures. This study explores electricity pricing as a DSM strategy, addressing four questions in the process: What is the Western experience with DSM in general and electricity pricing in particular Do innovative pricing strategies alter the amount and pattern of electricity consumption Do the benefits of these pricing strategies outweigh the costs of implementation What are future directions in electricity pricing Although DSM can be used to promote increases in electricity consumption for electric utilities with excess capacity as well as to slow demand growth for capacity-short utilities, emphasis here is placed on the latter. The discussion should be especially useful for electric utilities in developing countries that are exploring alternatives to capacity expansion to meet current and future electric power demand.

  13. Hawaii demand-side management resource assessment. Final report: DSM opportunity report

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. 10 figs., 55 tabs.

  14. Hawaii demand-side management resource assessment. Final report, Reference Volume 1: Building prototype analysis

    This report provides a detailed description of, and the baseline assumptions and simulation results for, the building prototype simulations conducted for the building types designated in the Work Plan for Demand-side Management Assessment of Hawaii`s Demand-Side Resources (HES-4, Phase 2). This report represents the second revision to the initial building prototype description report provided to DBEDT early in the project. Modifications and revisions to the prototypes, based on further calibration efforts and on comments received from DBEDT Staff have been incorporated into this final version. These baseline prototypes form the basis upon which the DSM measure impact estimates and the DSM measure data base were developed for this project. This report presents detailed information for each of the 17 different building prototypes developed for use with the DOE-21E program (23 buildings in total, including resorts and hotels defined separately for each island) to estimate the impact of the building technologies and measures included in this project. The remainder of this section presents some nomenclature and terminology utilized in the reports, tables, and data bases developed from this project to denote building type and vintage. Section 2 contains a more detailed discussion of the data sources, the definition of the residential sector building prototypes, and results of the DOE-2 analysis. Section 3 provides a similar discussion for the commercial sector. The prototype and baseline simulation results are presented in a separate section for each building type. Where possible, comparison of the baseline simulation results with benchmark data from the ENERGY 2020 model or other demand forecasting models specific to Hawaii is included for each building. Appendix A contains a detailed listing of the commercial sector baseline indoor lighting technologies included in the existing and new prototypes by building type.

    The US Environmental Protection Agency (EPA) Conservation Verification Protocols (CVPs) are a set of step-by-step procedures for impact monitoring and evaluation of electric utility demand-side management (DSM) programs. The EPA developed these protocols as part of its mission to implement the Acid Rain Program authorized by Title IV of the Clean Air Amendments of 1990. This report provides an overview of the CVPs and how they can be used by electric utilities in DSM program monitoring and evaluation. Both the CVPs Monitoring Path and Stipulated Path procedures are summarized and reviewed. Several examples are provided to illustrate how to calculate DSM program energy savings using the CVPSs.

  18. Lessons learned in implementing a demand side management contract at the Presidio of San Francisco

    The National Park Service (NSP) recently completed the implementation phase of its Power Saving Partners (PSP) Demand Side Management (DSM) contract with the local utility, Pacific Gas and Electric (PG&E). Through the DSM contract, NPS will receive approximately $4.1 million over eight years in payment for saving 61 kW of electrical demand, 179,000 km of electricity per year, and 1.1 million therms of natural gas per year. These payments are for two projects: the installation of high-efficiency lighting systems at the Thoreau Center for Sustainability and the replacement of an old central boiler plant with new, distributed boilers. Although these savings and payments are substantial, the electrical savings and contract payments fall well short of the projected 1,700 kW of electrical demand, 8 million kwh of annual electricity savings, and $11 million in payments, anticipated at the project's onset. Natural gas savings exceeded the initial forecast of 800,000 therms per year. The DSM contract payments did not meet expectations for a variety of reasons which fall into two broad categories: first, many anticipated projects were not constructed, and second, some of the projects that were constructed were not included in the program because the cost of implementing the DSM program's measurement and verification (M&V) requirements outweighed anticipated payments. This paper discusses the projects implemented, and examines the decisions made to withdraw some of them from the DSM contract. It also presents the savings that were realized and documented through M&V efforts. Finally, it makes suggestions relative to M&V protocols to encourage all efficiency measures, not just those that are easy to measure.

    In this article we discuss the most recent developments in the area of load management, and consider possible interaction schemes of novel architectures with distributed energy resources (DER). In order to handle the challenges faced by tomorrow’s smart grid, which are caused by volatile load and generation profiles (from the large number of plug-in EVs and from renewable integration), the conventional grid operating principle of load-following needs to be changed into load-shaping or generation-following. Demand Side Management will be a most promising and powerful solution to the above challenges. However, many other issues such as load forecasting, pricing structure, market policy, renewable integration interface, and even the AC/DC implementation at the distribution side, need to be taken into the design in order to search for the most effective and applicable solution.

  1. Industrial demand-side management programs: What`s happened, what works, what`s needed

    In order to analyze experience to date with industrial demand-side management (DSM), a survey of utilities was conducted and a database of industrial DSM programs was prepared. More than eighty utilities and third-party organizations were interviewed. Data were collected via phone, fax, and/or mail from the utilities and entered into a database. In order to limit the scope of this study, the database contains incentive-based, energy-saving programs and not load management or information-only programs (including technical assistance programs). Programs in the database were divided into four categories: two ``prescriptive rebate`` categories and two ``custom rebate`` categories. The database contains 31 incentive-based, energy-saving industrial DSM programs offered by 17 utilities. The appendix to this report summarizes the results approximately 60 industrial DSM programs. Most of the programs included in the appendix, but not in the database, are either C&I programs for which commercial and industrial data were not disaggregated or new industrial DSM programs for which data are not yet available.

The following comments deals only with the electric power planning aspects of the study in general and the demand-side management estimates in particular. Most of the material in the report Power System Impacts of Potential Changes in Glen Canyon Power Plant Operations'' is outside the area of DSM/C RE, but appears reasonable. In particular, the input assumptions relating to the potential costs of power plants for capacity expansion planning are not unlike the costs Argonne is using in its studies and those which are used by others when comparison are made to DSM program choices. Statement of Major Concerns. The central concerns of the DSM/C RE results shown in the Glen Canyon study are as follows: (1) The assumption that DSM will penetrate the systems of Western's customers to a level which would reduce peak demand by 10 percent in the baseline alternative is overly optimistic given (a) the current reductions from the C RE programs, (b) the economic incentives faced by Western's customers, and (c) the current manner in which Western's power is used by its customers. (2) The result that DSM will reduce load by the same amount in each alternative is suspicious and unlikely.

    Pacific Northwest Laboratory (PNL) analyzed the cost-effective energy efficiency potential of Fort Drum, a customer of the Niagara Mohawk Power Corporation (NMPC) in Watertown, New York. Significant cost-effective investments were identified, even without any demand-side management (DSM) incentives from NMPC. Three NMPC DSM programs were then examined to determine the impact of participation on the cost-effective efficiency potential at the Fort. The following three utility programs were analyzed: (1) utility rebates to be paid back through surcharges, (2) a demand reduction program offered in conjunction with an energy services company, and (3) utility financing. Ultimately, utility rebates and financing were found to be the best programs for the Fort. This paper examines the influence that specific characteristics of the DSM programs had on the decision-making process of one customer. Fort Drum represents a significant demand-side resource, whose decisions regarding energy efficiency investments are based on life-cycle cost analysis subject to stringent capital constraints. The structures of the DSM programs offered by NMPC affect the cost-effectiveness of potential efficiency investments and the ability of the Fort to obtain sufficient capital to implement the projects. This paper compares the magnitude of the cost-effective resource available under each program, and the resulting level of energy and demand savings. The results of this analysis can be used to examine how DSM program structures impact the decision-making process of federal and large commercial customers.

    This report was prepared for the US Department of Energy (DOE) Office of Codes and Standards by the Pacific Northwest Laboratory (PNL) through its Building Energy Standards Program (BESP). The purpose of this task was to identify demand-side management (DSM) strategies for new construction that utilities have adopted or developed to promote energy-efficient design and construction. PNL conducted a survey of utilities and used the information gathered to extrapolate lessons learned and to identify evolving trends in utility new-construction DSM programs. The ultimate goal of the task is to identify opportunities where states might work collaboratively with utilities to promote the adoption, implementation, and enforcement of energy-efficient building energy codes.

    Program evaluation has become a central issue in the world of utility integrated resource planning. The DSM programs that utilities were operating to meet federal requirements or to improve customer relations are now becoming big business. DSM is being considered an important resource in a utility's portfolio of options. In the last five years, the amount of money that utilities have invested in DSM has grown exponentially in most regulatory jurisdictions. Market analysts are now talking about DSM being a $30 billion industry by the end of the decade. If the large volume of DSM-program investments was not enough to highlight the importance of evaluation, then the introduction of regulatory incentives has really focused the spotlight. This handbook was developed through a process that involved many of those people who represent the diverse constituencies of DSM-program evaluation. We have come to recognize the many technical disciplines that must be employed to evaluate DSM programs. An analysis might start out based on the principles of utility load research to find out what happened, but a combination of engineering and statistical methods must be used to triangulate'' an estimate of what would have happened without the program. The difference, of course, is that elusive but prized result of evaluation: what happened as the direct result of the DSM program. Technical performance of DSM measures is not the sole determinant of the answer, either. We also recognize the importance of such behavioral attributes of DSM as persistence and free ridership. Finally, DSM evaluation is meaningless without attention to planning an approach, communicating results to relevant decision-makers, and focusing as much on the process as the impacts of the program. These topics are all covered in this handbook.

As part of the preparation of Western`s Electric Power Marketing Environmental Impact Statement, Argonne National Laboratory (ANL) developed estimates of the reductions in energy demand resulting from Western`s conservation and renewable energy activities in its Salt Lake City Area Office. ANL has also estimated the energy-demand reductions from cost-effective, demand-side management programs that could be included in the integrated resource plans of the customers served by Western`s Salt Lake City Area Office. The results of this study have been used to adjust the expected hourly demand for Western`s major systems in the Salt Lake City Area. The expected hourly demand served as the basis for capacity expansion plans develops with ANL`s Production and Capacity Expansion (PACE) model.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. Numerous tables and figures illustrating the technical potential for demand-side management are included.

    Through a research study funded by the Department of Energy, Smart Grid solutions company ENBALA Power Networks along with the Oak Ridge National Laboratory (ORNL) have geospatially quantified the potential flexibility within industrial loads to leverage their inherent process storage to help support the management of the electricity grid. The study found that there is an excess of 12 GW of demand-side load flexibility available in a select list of top industrial facilities in the United States. Future studies will expand on this quantity of flexibility as more in-depth analysis of different industries is conducted and demonstrations are completed.

    In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    The DOETRAN model is a DSM database manager, developed to act as an intermediary between the whole building energy simulation model, DOE-2, and the DBEDT DSM Forecasting Model. DOETRAN accepts output data from DOE-2 and TRANslates that into the format required by the forecasting model. DOETRAN operates in the Windows environment and was developed using the relational database management software, Paradox 5.0 for Windows. It is not necessary to have any knowledge of Paradox to use DOETRAN. DOETRAN utilizes the powerful database manager capabilities of Paradox through a series of customized user-friendly windows displaying buttons and menus with simple and clear functions. The DOETRAN model performs three basic functions, with an optional fourth. The first function is to configure the user`s computer for DOETRAN. The second function is to import DOE-2 files with energy and loadshape data for each building type. The third main function is to then process the data into the forecasting model format. As DOETRAN processes the DOE-2 data, graphs of the total electric monthly impacts for each DSM measure appear, providing the user with a visual means of inspecting DOE-2 data, as well as following program execution. DOETRAN provides three tables for each building type for the forecasting model, one for electric measures, gas measures, and basecases. The optional fourth function provided by DOETRAN is to view graphs of total electric annual impacts by measure. This last option allows a comparative view of how one measure rates against another. A section in this manual is devoted to each of the four functions mentioned above, as well as computer requirements and exiting DOETRAN.

    The DBEDT DSM Assessment Model (DSAM) is a spreadsheet model developed in Quattro Pro for Windows that is based on the integration of the DBEDT energy forecasting model, ENERGY 2020, with the output from the building energy use simulation model, DOE-2. DOE-2 provides DSM impact estimates for both energy and peak demand. The ``User`s Guide`` is designed to assist DBEDT staff in the operation of DSAM. Supporting information on model structure and data inputs are provided in Volumes 2 and 3 of the Final Report. DSAM is designed to provide DBEDT estimates of the potential DSM resource for each county in Hawaii by measure, program, sector, year, and levelized cost category. The results are provided for gas and electric and for both energy and peak demand. There are two main portions of DSAM, the residential sector and the commercial sector. The basic underlying logic for both sectors are the same. However, there are some modeling differences between the two sectors. The differences are primarily the result of (1) the more complex nature of the commercial sector, (2) memory limitations within Quattro Pro, and (3) the fact that the commercial sector portion of the model was written four months after the residential sector portion. The structure for both sectors essentially consists of a series of input spreadsheets, the portion of the model where the calculations are performed, and a series of output spreadsheets.     The Los Angeles Department of Water & Power (LADWP) instituted an electric rate schedule, A3-B, for its largest industrial power consumers in 1985. The A3 rate provides these LADWP customers (2000 Kilowatts or more users) a significant savings on their electric service rate. LADWP benefits by having the capability to interrupt the industrial customer`s load after giving them a 10 minute warning notice of interruption. The Interruptible Service System (ISS) automates this formerly manual process and allows for continuous monitoring of the power used of the power system`s largest power consumers. An ISS remote terminal unit (RTU) is installed at each customer`s site. This RTU communicates with a master computer (desktop PC) at LADWP`s Energy Control Center (ECC). The ECC initiates control, monitoring, and interrupt operations involving all customers on the ISS rate. Communication between the master computer and the various ISS customer RTUs will be accomplished via Pacific Bell Telephone`s advanced digital network (ADN). Future Plans include expansion to monitoring and control of co-generation facilities and monitoring of other large industrial customer power consumption.

    With large-scale plans to integrate renewable generation, more resources will be needed to compensate for the uncertainty associated with intermittent generation resources. Under such conditions, performing frequency control using only supply-side resources become not only prohibitively expensive but also technically difficult. It is therefore important to explore how a sufficient proportion of the loads could assume a routine role in frequency control to maintain the stability of the system at an acceptable cost. In this paper, a novel hierarchical decentralized framework for frequency based load control is proposed. The framework involves two decision layers. The top decision layer determines the optimal droop gain required from the aggregated load response on each bus using a robust decentralized control approach. The second layer consists of a large number of devices, which switch probabilistically during contingencies so that the aggregated power change matches the desired droop amount according to the updated gains. The proposed framework is based on the classical nonlinear multi-machine power system model, and can deal with timevarying system operating conditions while respecting the physical constraints of individual devices. Realistic simulation results based on a 68-bus system are provided to demonstrate the effectiveness of the proposed strategy.

    Will demand resources such as energy efficiency (EE), demand response (DR), and distributed generation (DG) have an impact on electricity transmission requirements? Five drivers for transmission expansion are discussed: interconnection, reliability, economics, replacement, and policy. With that background, we review the results of a set of transmission studies that were conducted between 2010 and 2013 by electricity regulators, industry representatives, and other stakeholders in the three physical interconnections within the United States. These broad-based studies were funded by the US Department of Energy and included scenarios of reduced load growth due to EE, DR, and DG. While the studies were independent and used different modeling tools and interconnect-specific assumptions, all provided valuable results and insights. However, some caveats exist. Demand resources were evaluated in conjunction with other factors, and limitations on transmission additions between scenarios made understanding the role of demand resources difficult. One study, the western study, included analyses over both 10- and 20-year planning horizons; the 10-year analysis did not show near-term reductions in transmission, but the 20-year indicated fewer transmission additions, yielding a 36percent capital cost reduction. In the eastern study the reductions in demand largely led to reductions in local generation capacity and an increased opportunity for low-cost and renewable generation to export to other regions. The Texas study evaluated generation changes due to demand, and is in the process of examining demand resource impacts on transmission.

When conducting a total gut rehab of a structure or constructing a new home, best practice installation and detailing for effective waterproofing are critically important at bathtub and shower assemblies. Water management issues in a structure may go unrecognized for long periods, so that when they are finally observed, the damage from long-term water exposure is extensive. A gut rehab is often undertaken when a home has experienced a natural disaster or when the homeowners are interested in converting an old, high-energy-use building into a high-quality, efficient structure that meets or exceeds one of the national energy standards, such as ENERGY STAR or LEED for homes. During a gut rehab, bath areas need to be replaced with diligent attention to detail. Employing effective water management practices in the installation and detailing of tub and shower assemblies will minimize or eliminate water issues within the building cavities and on the finished surfaces. A residential tub-and-shower surround or shower-stall assembly is designed to handle a high volume of water - 2.5 gallons per minute, with multiple baths occurring during a typical day.   3. Energy Savings Modeling of Standard Commercial Building Re-tuning Measures: Large Office Buildings

    Today, many large commercial buildings use sophisticated building automation systems (BASs) to manage a wide range of building equipment. While the capabilities of BASs have increased over time, many buildings still do not fully use the BAS's capabilities and are not properly commissioned, operated or maintained, which leads to inefficient operation, increased energy use, and reduced lifetimes of the equipment. This report investigates the energy savings potential of several common HVAC system retuning measures on a typical large office building prototype model, using the Department of Energy's building energy modeling software, EnergyPlus. The baseline prototype model uses roughly as much energy as an average large office building in existing building stock, but does not utilize any re-tuning measures. Individual re-tuning measures simulated against this baseline include automatic schedule adjustments, damper minimum flow adjustments, thermostat adjustments, as well as dynamic resets (set points that change continuously with building and/or outdoor conditions) to static pressure, supply air temperature, condenser water temperature, chilled and hot water temperature, and chilled and hot water differential pressure set points. Six combinations of these individual measures have been formulated - each designed to conform to limitations to implementation of certain individual measures that might exist in typical buildings. All of these measures and combinations were simulated in 16 cities representative of specific U.S. climate zones. The modeling results suggest that the most effective energy savings measures are those that affect the demand-side of the building (air-systems and schedules). Many of the demand-side individual measures were capable of reducing annual HVAC system energy consumption by over 20% in most cities that were modeled. Supply side measures affecting HVAC plant conditions were only modestly successful (less than 5% annual HVAC energy savings for

    Today, many large commercial buildings use sophisticated building automation systems (BASs) to manage a wide range of building equipment. While the capabilities of BASs have increased over time, many buildings still do not fully use the BASs capabilities and are not properly commissioned, operated or maintained, which leads to inefficient operation, increased energy use, and reduced lifetimes of the equipment. This paper investigates the energy savings potential of several common HVAC system re-tuning measures on a typical large office building, using the Department of Energys building energy modeling software, EnergyPlus. The baseline prototype model uses roughly as much energy as an average large office building in existing building stock, but does not utilize any re-tuning measures. Individual re-tuning measures simulated against this baseline include automatic schedule adjustments, damper minimum flow adjustments, thermostat adjustments, as well as dynamic resets (set points that change continuously with building and/or outdoor conditions) to static pressure, supply-air temperature, condenser water temperature, chilled and hot water temperature, and chilled and hot water differential pressure set points. Six combinations of these individual measures have been formulated each designed to conform to limitations to implementation of certain individual measures that might exist in typical buildings. All the individual measures and combinations were simulated in 16 climate locations representative of specific U.S. climate zones. The modeling results suggest that the most effective energy savings measures are those that affect the demand-side of the building (air-systems and schedules). Many of the demand-side individual measures were capable of reducing annual total HVAC system energy consumption by over 20% in most cities that were modeled. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end, we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.

  7. Measured energy savings and performance of power-managed personal computers and monitors

    Personal computers and monitors are estimated to use 14 billion kWh/year of electricity, with power management potentially saving $600 million/year by the year 2000. The effort to capture these savings is lead by the US Environmental Protection Agency`s Energy Star program, which specifies a 30W maximum demand for the computer and for the monitor when in a {open_quote}sleep{close_quote} or idle mode. In this paper the authors discuss measured energy use and estimated savings for power-managed (Energy Star compliant) PCs and monitors. They collected electricity use measurements of six power-managed PCs and monitors in their office and five from two other research projects. The devices are diverse in machine type, use patterns, and context. The analysis method estimates the time spent in each system operating mode (off, low-, and full-power) and combines these with real power measurements to derive hours of use per mode, energy use, and energy savings. Three schedules are explored in the {open_quotes}As-operated,{close_quotes} {open_quotes}Standardized,{close_quotes} and `Maximum` savings estimates. Energy savings are established by comparing the measurements to a baseline with power management disabled. As-operated energy savings for the eleven PCs and monitors ranged from zero to 75 kWh/year. Under the standard operating schedule (on 20% of nights and weekends), the savings are about 200 kWh/year. An audit of power management features and configurations for several dozen Energy Star machines found only 11% of CPU`s fully enabled and about two thirds of monitors were successfully power managed. The highest priority for greater power management savings is to enable monitors, as opposed to CPU`s, since they are generally easier to configure, less likely to interfere with system operation, and have greater savings. The difficulties in properly configuring PCs and monitors is the largest current barrier to achieving the savings potential from power management.

    The reactor safety issues are of primary importance for preserving the health of the population and ensuring no release of radioactivity and fission products into the environment. A part of the nuclear research focuses on improvement of the safety of existing nuclear power plants. Studies, research and efforts are a continuing process at improving the safety and reliability of existing and newly developed nuclear power plants at prevention of a core melt accident. Station blackout (loss of AC power supply) is one of the dominant accidents taken into consideration at performing accident analysis. In case of multiple failures of safety systems it leads to a severe accident. To prevent an accident to turn into a severe one or to mitigate the consequences, accident management measures must be performed. The present paper outlines possibilities for application and optimization of accident management measures following a station blackout accident. Assessed is the behaviour of the nuclear power plant during a station blackout accident without accident management measures and with application of primary/secondary side oriented accident management measures. Discussed are the possibilities for operators ' intervention and the influence of the performed accident management measures on the course of the accident. Special attention has been paid to the effectiveness of the passive feeding and physical phenomena having an influence on the system behaviour. The performed simulations show that the effectiveness of the secondary side feeding procedure can be limited due to an early evaporation or flashing effects in the feed water system. The analyzed cases show that the effectiveness of the accident management measures strongly depends on the initiation criteria applied for depressurization of the reactor coolant system. (authors)

    Five conditions, at minimum, should be examined in the comparative analysis of CO{sub 2}-mitigation options for the power sector. Under the continuing constraint of scarce financial resources for any private or public investment in the power sector, the following combination of requirements characterise a successful CO{sub 2}-mitigation project: (1) Financial attractiveness for private or public investors. (2) Low, or even negative, long range marginal costs per ton of `CO{sub 2} saved`. (3) High impact on CO{sub 2}-mitigation, which indicates a large market potential for the measure. (4) The number of individual investments required to achieve the impact is relatively small. In other words, logistical difficulties in project implementation are minimised. (5) The projects are `socially fair` and have minimal negative impact on any segment of the society. This paper deals with options to reduce carbonaceous fuel burning in the power sector. Part I explains how projects should be selected and classified. Part II describes the technical options. Since reduction of carbonaceous fuel burning may be achieved through Demand Side Management (DSM) and Supply Side Management (SSM) both are treated. Within the context of this paper SSM does not mean to expand power supply as demand grows. It means to economically generate and distribute power as efficiently as possible. In too many instances DSM has degenerated into efficient lighting programs and utility managed incentives and rebate programs. To what extent this is a desirable situation for utilities in Developing Countries that face totally different problems as their counterparts in highly industrialised countries remains to be seen. Which road to go is the topic of this paper.

    As part of their overall efforts to encourage Commercial and Industrial customers to become more energy efficient, many utilities offer Energy Audit Programs. This type of program has two main purposes. First, it offers the utility`s commercial and industrial (C/I) customers the opportunity to identify ways in which they can increase the overall energy efficiency of their facilities through the installation of more energy-efficient lighting, space conditioning, thermal efficiency, and other measures. Secondly, audit programs offer a utility public relations value because such programs usually have a positive reception among customers. The first purpose, however, that of educating customers about the energy efficiency of their facilities, is the key to potential energy savings. Many audit programs are designed to feed directly into a utility`s rebate program, and thus offer good marketing opportunities for demand side management. Many utilities and regulatory bodies consider C/I audit programs to be non-resource or information-only programs. There are quantifiable benefits to these programs beyond the marketing leads they provide for the rebate programs. Since 1987, Applied Energy Group, Inc. (AEG) has been involved in the measurement of savings attributable to energy audit programs. Through years of development and refinement, AEG has developed a process which is able to identify savings attributable solely to a utility`s energy audit program, effectively netting out the results achieved through the efforts of a rebate program. This process also factors out free ridership and ensures that there is no double counting of savings between audit and rebate programs. The findings presented here focus on the work that AEG has done for two of its utility clients: Rochester Gas & Electric (RG&E) and Long Island Lighting Company (LILCO) during the course of evaluating their 1990 and 1991 C/I programs.

  19. A Measurement Management Technology for Improving Energy Efficiency in Data Centers and Telecommunication Facilities

    Data center (DC) electricity use is increasing at an annual rate of over 20% and presents a concern for the Information Technology (IT) industry, governments, and the society. A large fraction of the energy use is consumed by the compressor cooling to maintain the recommended operating conditions for IT equipment. The most common way to improve the DC efficiency is achieved by optimally provisioning the cooling power to match the global heat dissipation in the DC. However, at a more granular level, the large range of heat densities of today's IT equipment makes the task of provisioning cooling power optimized to the level of individual computer room air conditioning (CRAC) units much more challenging. Distributed sensing within a DC enables the development of new strategies to improve energy efficiency, such as hot spot elimination through targeted cooling, matching power consumption at rack level with workload schedule, and minimizing power losses. The scope of Measurement and Management Technologies (MMT) is to develop a software tool and the underlying sensing technology to provide critical decision support and control for DC and telecommunication facilities (TF) operations. A key aspect of MMT technology is integration of modeling tools to understand how changes in one operational parameter affect the overall DC response. It is demonstrated that reduced ordered models for DC can generate, in less than 2 seconds computational time, a three dimensional thermal model in a 50 kft{sup 2} DC. This rapid modeling enables real time visualization of the DC conditions and enables 'what if' scenarios simulations to characterize response to 'disturbances'. One such example is thermal zone modeling that matches the cooling power to the heat generated at a local level by identifying DC zones cooled by a specific CRAC. Turning off a CRAC unit can be simulated to understand how the other CRAC utilization changes and how server temperature responds. Several new sensing

    Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.

    More than fifteen years after the launch of programs in theU.K. and U.S., industry still offers one of the largest opportunities forenergy savings worldwide. The International Energy Agency (IEA) estimatesthe savings potential from cost-optimization of industrial motor-drivensystems alone at 7 percent of global electricity use. The U.S. Departmentof Energy (USDOE) Industrial Technologies Program estimates 7 percentsavings potential in total US industrial energy use through theapplication of proven best practice. Simple paybacks for these types ofprojects are frequently two years or less. The technology required toachieve these savings is widely available; the technical skills requiredto identify energy saving opportunities are known and transferable.Although programs like USDOE's Best Practices have been highlysuccessful, most plants, as supported by 2002 MECS data, remain eitherunaware or unmotivated to improve their energy efficiency--as evidencedby the 98 percent of US industrial facilities reporting to MECS say thatthey lack a full-time energy manager. With the renewed interest in energyefficiency worldwide and the emergence of carbon trading and newfinancial instruments such as white certificates1, there is a need tointroduce greater transparency into the way that industrial facilitiesidentify, develop, and document energy efficiency projects. Historically,industrial energy efficiency projects have been developed by plantengineers, frequently with assistance from consultants and/or supplierswith highly specialized technical skills. Under this scenario,implementation of energy efficiency improvements is dependent onindividuals. These individuals typically include "champions" within anindustrial facility or corporation, working in cooperation withconsultants or suppliers who have substantial knowledge based on years ofexperience.     Public participation in Office of Environmental Management (EM) activities throughout the DOE complex is a critical component of the overall success of remediation and waste management efforts. The challenges facing EM and its stakeholders over the next decade or more are daunting (Nuclear Waste News 1996). Achieving a mission composed of such challenges will require innovation, dedication, and a significant degree of good will among all stakeholders. EM's efforts to date, including obtaining and using inputs offered by EM stakeholders, have been notable. Public participation specialists have accepted and met challenges and have consistently tried to improve their performance. They have reported their experiences both formally and informally (e.g., at professional conferences and EM Public Participation Network Workshops, other internal meetings of DOE and contractor public participation specialists, and one-on-one consultations) in order to advance the state of their practice. Our research, and our field research in particular (including our interactions with many representatives of numerous stakeholder groups at nine DOE sites with diverse EM problems), have shown that it, is possible to develop coherent results even in a problem domain as complex as that of EM. We conclude that performance-based evaluations of public participation appear possible, and we have recommended an approach, based on combined and integrated multi-stakeholder views on the attributes of successful public participation and associated performance indicators, that seems workable and should be acceptable to diverse stakeholders. Of course, as an untested recommendation, our approach needs the validation that can only be achieved by application (perhaps at a few DOE sites with ongoing EM activities). Such an application would serve to refine the proposed approach in terms of its clarity, its workability, and its potential for full-scale use by EM and, potentially, other government agencies and

    This report is one of a series of supporting documents for the outcome-based characterization strategy developed by PNNL. This report presents a set of proposed risk measures with risk constraint (acceptance) levels for use in the Value of Information process used in the NCS. The characterization strategy has developed a risk-based Value of Information (VOI) approach for comparing the cost-effectiveness of characterizing versus mitigating particular waste tanks or tank clusters. The preference between characterizing or mitigating in order to prevent an accident depends on the cost of those activities relative to the cost of the consequences of the accident. The consequences are defined as adverse impacts measured across a broad set of risk categories such as worker dose, public cancers, ecological harm, and sociocultural impacts. Within each risk measure, various {open_quotes}constraint levels{close_quotes} have been identified that reflect regulatory standards or conventionally negotiated thresholds of harm to Hanford resources and values. The cost of consequences includes the {open_quotes}costs{close_quote} of exceeding those constraint levels as well as a strictly linear costing per unit of impact within each of the risk measures. In actual application, VOI based-decision making is an iterative process, with a preliminary low-precision screen of potential technical options against the major risk constraints, followed by VOI analysis to determine the cost-effectiveness of gathering additional information and to select a preferred technical option, and finally a posterior screen to determine whether the preferred option meets all relevant risk constraints and acceptability criteria.

    The Intermittent Renewable Management Pilot - Phase 2 (IRM2) was designed to study the feasibility of demand-side resources to participate into the California Independent System Operator (CAISO) wholesale market as proxy demand resources (PDR). The pilot study focused on understanding the issues related with direct participation of third-parties and customers including customer acceptance; market transformation challenges (wholesale market, technology); technical and operational feasibility; and value to the rate payers, DR resource owners and the utility on providing an enabling mechanism for DR resources into the wholesale markets. The customer had the option of committing to either three contiguous hour blocks for 24 days or six contiguous hours for 12 days a month with day-ahead notification that aligned with the CAISO integrated forward market. As a result of their being available, the customer was paid $10/ kilowatt (kW)-month for capacity in addition to CAISO energy settlements. The participants were limited to no more than a 2 megawatt (MW) capacity with a six-month commitment. Four participants successfully engaged in the pilot. In this report, we provide the description of the pilot, participant performance results, costs and value to participants as well as outline some of the issues encountered through the pilot. Results show that participants chose to participate with storage and the value of CAISO settlements were significantly lower than the capacity payments provided by the utility as incentive payments. In addition, this pilot revealed issues both on the participant side and system operations side.     Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

    For the last several years, US DOE`s Office of Environmental Restoration and Waste Management (EM) has actively pursued a policy of involving local stakeholders in the planning and implementation of environmental management activities at contaminated sites throughout the DOE complex. An ongoing ORNL study is focusing on how to measure the success of the public participation efforts. Five DOE facilities were selected for intensive site visits; 4 or 5 additional sites were covered by telephone interviews. Key stakeholder groups were interviewed. Based on the data collection and preliminary analysis, 17 definitions of success were developed for public participation programs. Objective and subjective indicators of the success of the public participation efforts are discussed.

    The peaking of world oil production presents the U.S. and the world with an unprecedented risk management problem. As peaking is approached, liquid fuel prices and price volatility will increase dramatically, and, without timely mitigation, the economic, social, and political costs will be unprecedented. Viable mitigation options exist on both the supply and demand sides, but to have substantial impact, they must be initiated more than a decade in advance of peaking.... The purpose of this analysis was to identify the critical issues surrounding the occurrence and mitigation of world oil production peaking. We simplified many of the complexities in an effort to provide a transparent analysis. Nevertheless, our study is neither simple nor brief. We recognize that when oil prices escalate dramatically, there will be demand and economic impacts that will alter our simplified assumptions. Consideration of those feedbacks will be a daunting task but one that should be undertaken. Our aim in this study is to-- • Summarize the difficulties of oil production forecasting; • Identify the fundamentals that show why world oil production peaking is such a unique challenge; • Show why mitigation will take a decade or more of intense effort; • Examine the potential economic effects of oil peaking; • Describe what might be accomplished under three example mitigation scenarios. • Stimulate serious discussion of the problem, suggest more definitive studies, and engender interest in timely action to mitigate its impacts.

The primary document from which this paper was condensed is In-Situ Measurement of Low Enrichment Uranium Holdup in Process Gas Piping at K-25 Using NaI/HMS4 Gamma Detection Systems, BJC/OR-3355. This work explores the sufficiency and limitations of the Holdup Measurement System 4 (HJVIS4) software algorithms applied to measurements of low enriched uranium holdup in gaseous diffusion process gas piping. HMS4 has been used extensively during the decommissioning and demolition project of the K-25 building for U-235 holdup quantification. The HMS4 software is an integral part of one of the primary nondestructive assay (NDA) systems which was successfully tested and qualified for holdup deposit quantification in the process gas piping of the K-25 building. The initial qualification focused on the measurement of highly enriched UO{sub 2}F{sub 2} deposits. The purpose of this work was to determine if that qualification could be extended to include the quantification of holdup in UO{sub 2}F{sub 2} deposits of lower enrichment. Sample field data are presented to provide evidence in support of the theoretical foundation. The HMS4 algorithms were investigated in detail and found to sufficiently compensate for UO{sub 2}F{sub 2} source self-attenuation effects, over the range of expected enrichment (4-40%), in the North and East Wings of the K-25 building. The limitations of the HMS4 algorithms were explored for a described set of conditions with respect to area source measurements of low enriched UO{sub 2}F{sub 2} deposits when used in conjunction with a 1 inch by 1/2 inch sodium iodide (NaI) scintillation detector. The theoretical limitations of HMS4, based on the expected conditions in the process gas system of the K-25 building, are related back to the required data quality objectives (DQO) for the NBA measurement system established for the K-25

    Environmental management has become increasingly complex as regulatory and social forces transform traditional business practices. In recent years, due to the growing importance and cost of environmental management, emphasis has shifted away from regulatory compliance toward the broader areas of strategic environment management and total quality environmental management. This shift in emphasis has sought to incorporate environmental management throughout the entire company, rather than confine it to the {open_quotes}environmental department.{close_quotes} This shift has produced a need to measure environmental performance so that business managers can make more informed decisions regarding appropriate management strategies.     In this report, we examine and compare how tradable mass-based polices and tradable rate-based policies create different incentives for energy efficiency investments. Through a generalized demonstration and set of examples, we show that as a result of the output subsidy they create, traditional rate-based policies, those that do not credit energy savings from efficiency measures, reduce the incentive for investment in energy efficiency measures relative to an optimally designed mass-based policy or equivalent carbon tax. We then show that this reduced incentive can be partially addressed by modifying the rate-based policy such that electricity savings from energy efficiency measures are treated as a source of zero-carbon generation within the framework of the standard, or equivalently, by assigning avoided emissions credit to the electricity savings at the rate of the intensity target. These approaches result in an extension of the output subsidy to efficiency measures and eliminate the distortion between supply-side and demand-side options for GHG emissions reduction. However, these approaches do not address electricity price distortions resulting from the output subsidy that also impact the value of efficiency measures. Next, we assess alternative approaches for crediting energy efficiency savings within the framework of a rate-based policy. Finally, we identify a number of challenges that arise in implementing a rate-based policy with efficiency crediting, including the requirement to develop robust estimates of electricity savings in order to assess compliance, and the requirement to track the regionality of the generation impacts of efficiency measures to account for their interstate effects.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. Discussion topics and real-life examples concentrate on transitioning an employee from a 'Techie' to a manager; common characteristics of being a manager; the history and academic study of management; competition, change and the business of waste management; what to do after taking over a department by applying Hylko's Star of Success; command media; the formal and informal organizational charts; chain of command; hiring and developing high-degree, autonomous employees through effective communication and delegation; periodic status checks; and determining if the program is working successfully. These common characteristics of a strong management/leadership culture and practical career tips discussed herein provide a solid foundation for any company or department that is serious about developing

    Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    This scoping study summarizes the challenges with integrating wind and solar generation into the California's electricity grid. These challenges include: Smoothing intra-hour variability; - Absorbing excess renewable energy during over-generation periods; - Addressing morning and evening ramping periods. In addition, there are technical challenges to integrating retail demand response (DR) triggered by the wholesale conditions into the CAISO markets. The study describes the DR programs available to the consumers through the utilities in California and CAISO's ancillary services market because an integration of the wholesale and retail DR requires an understanding of these different offerings and the costs associated with acquiring them. Demand-side active and passive storage systems are proposed as technologies that may be used to mitigate the effects of intermittence due to renewable generation. Commercial building technologies as well as industrial facilities with storage capability are identified as targets for the field tests. Two systems used for ancillary services communications are identified as providing the triggers for DR enablement. Through the field tests, issues related to communication, automation and flexibility of demand-side resources will be explored and the performance of technologies that participate in the field tests will be evaluated. The major outcome of this research is identifying and defining flexibility of DR resources and optimized use of these resources to respond to grid conditions.

    A semiautomatic measuring projector particularly adapted for measurement of the coordinates of photographic images of particle tracks as prcduced in a bubble or cloud chamber is presented. A viewing screen aids the operator in selecting a particle track for measurement. After approximate manual alignment, an image scanning system coupled to a servo control provides automatic exact alignment of a track image with a reference point. The apparatus can follow along a track with a continuous motion while recording coordinate data at various selected points along the track. The coordinate data is recorded on punched cards for subsequent computer calculation of particle trajectory, momentum, etc.
