    Carbon dioxide (CO{sub 2}) sensors are often deployed in commercial buildings to obtain CO{sub 2} data that are used, in a process called demand-controlled ventilation, to automatically modulate rates of outdoor air ventilation. The objective is to keep ventilation rates at or above design specifications and code requirements and also to save energy by avoiding excessive ventilation rates. Demand controlled ventilation is most often used in spaces with highly variable and sometime dense occupancy. Reasonably accurate CO{sub 2} measurements are needed for successful demand controlled ventilation; however, prior research has suggested substantial measurement errors. Accordingly, this study evaluated: (a) the accuracy of 208 CO{sub 2} single-location sensors located in 34 commercial buildings, (b) the accuracy of four multi-location CO{sub 2} measurement systems that utilize tubing, valves, and pumps to measure at multiple locations with single CO{sub 2} sensors, and (c) the spatial variability of CO{sub 2} concentrations within meeting rooms. The field studies of the accuracy of single-location CO{sub 2} sensors included multi-concentration calibration checks of 90 sensors in which sensor accuracy was checked at multiple CO{sub 2} concentrations using primary standard calibration gases. From these evaluations, average errors were small, -26 ppm and -9 ppm at 760 and 1010 ppm, respectively; however, the averages of the absolute values of error were 118 ppm (16%) and 138 ppm (14%), at concentrations of 760 and 1010 ppm, respectively. The calibration data are generally well fit by a straight line as indicated by high values of R{sup 2}. The Title 24 standard specifies that sensor error must be certified as no greater than 75 ppm for a period of five years after sensor installation. At 1010 ppm, 40% of sensors had errors greater than {+-}75 ppm and 31% of sensors has errors greater than {+-}100 ppm. At 760 ppm, 47% of sensors had errors greater than {+-}75 ppm and 37% of sensors had errors greater than {+-}100 ppm. A significant fraction of sensors had errors substantially larger than 100 ppm. For example, at 1010 ppm, 19% of sensors had an error greater than 200 ppm and 13% of sensors had errors greater than 300 ppm. The field studies also included single-concentration calibration checks of 118 sensors at the concentrations encountered in the buildings, which were normally less than 500 ppm during the testing. For analyses, these data were combined with data from the calibration challenges at 510 ppm obtained during the multi-concentration calibration checks. For the resulting data set, the average error was 60 ppm and the average of the absolute value of error was 154 ppm. Statistical analyses indicated that there were statistically significant differences between the average accuracies of sensors from different manufacturers. Sensors with a 'single lamp single wavelength' design tended to have a statistically significantly smaller average error than sensors with other designs except for 'single lamp dual wavelength' sensors, which did not have a statistically significantly lower accuracy. Sensor age was not consistently a statistically significant predictor of error.

  8. Scenario Analysis of Peak Demand Savings for Commercial Buildings with Thermal Mass in California

    This paper reports on the potential impact of demand response (DR) strategies in commercial buildings in California based on the Demand Response Quick Assessment Tool (DRQAT), which uses EnergyPlus simulation prototypes for office and retail buildings. The study describes the potential impact of building size, thermal mass, climate, and DR strategies on demand savings in commercial buildings. Sensitivity analyses are performed to evaluate how these factors influence the demand shift and shed during the peak period. The whole-building peak demand of a commercial building with high thermal mass in a hot climate zone can be reduced by 30percent using an optimized demand response strategy. Results are summarized for various simulation scenarios designed to help owners and managers understand the potential savings for demand response deployment. Simulated demand savings under various scenarios were compared to field-measured data in numerous climate zones, allowing calibration of the prototype models. The simulation results are compared to the peak demand data from the Commercial End-Use Survey for commercial buildings in California. On the economic side, a set of electricity rates are used to evaluate the impact of the DR strategies on economic savings for different thermal mass and climate conditions. Our comparison of recent simulation to field test results provides an understanding of the DR potential in commercial buildings.

  9. Demand Responsive and Energy Efficient Control Technologies andStrategies in Commercial Buildings

    Commercial buildings account for a large portion of summer peak electric demand. Research results show that there is significant potential to reduce peak demand in commercial buildings through advanced control technologies and strategies. However, a better understanding of commercial buildings contribution to peak demand and the use of energy management and control systems is required to develop this demand response resource to its full potential. The main objectives of the study were: (1) To evaluate the size of contributions of peak demand commercial buildings in the U.S.; (2) To understand how commercial building control systems support energy efficiency and DR; and (3) To disseminate the results to the building owners, facility managers and building controls industry. In order to estimate the commercial buildings contribution to peak demand, two sources of data are used: (1) Commercial Building Energy Consumption Survey (CBECS) and (2) National Energy Modeling System (NEMS). These two sources indicate that commercial buildings noncoincidental peak demand is about 330GW. The project then focused on technologies and strategies that deliver energy efficiency and also target 5-10% of this peak. Based on a building operations perspective, a demand-side management framework with three main features: (1) daily energy efficiency, (2) daily peak load management and (3) dynamic, event-driven DR are outlined. A general description of DR, its benefits, and nationwide DR potential in commercial buildings are presented. Case studies involving these technologies and strategies are described. The findings of this project are shared with building owners, building controls industry, researchers and government entities through a webcast and their input is requested. Their input is presented in the appendix section of this report.

    This report documents the objectives, analytical approach and development of the National Energy Modeling System (NEMS) Commercial Sector Demand Module. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. The NEMS Commercial Sector Demand Module is a simulation tool based upon economic and engineering relationships that models commercial sector energy demands at the nine Census Division level of detail for eleven distinct categories of commercial buildings. Commercial equipment selections are performed for the major fuels of electricity, natural gas, and distillate fuel, for the major services of space heating, space cooling, water heating, ventilation, cooking, refrigeration, and lighting. The algorithm also models demand for the minor fuels of residual oil, liquefied petroleum gas, steam coal, motor gasoline, and kerosene, the renewable fuel sources of wood and municipal solid waste, and the minor services of office equipment. Section 2 of this report discusses the purpose of the model, detailing its objectives, primary input and output quantities, and the relationship of the Commercial Module to the other modules of the NEMS system. Section 3 of the report describes the rationale behind the model design, providing insights into further assumptions utilized in the model development process to this point. Section 3 also reviews alternative commercial sector modeling methodologies drawn from existing literature, providing a comparison to the chosen approach. Section 4 details the model structure, using graphics and text to illustrate model flows and key computations.

    Supermarkets potentially offer a substantial demand response (DR) resource because of their high energy intensity and use patterns. This report describes a pilot project conducted to better estimate supermarket DR potential. Previous work has analyzed supermarket DR using heating, ventilating, and air conditioning (HVAC), lighting, and anti-condensate heaters. This project was concerned with evaluating DR using the refrigeration system and quantifying the DR potential inherent in supermarket refrigeration systems. Ancillary aims of the project were to identify practical barriers to the implementation of DR programs in supermarkets and to determine which high-level control strategies were most appropriate for achieving certain DR objectives. The scope of this project does not include detailed control strategy development for DR or development of a strategy for regional implementation of DR in supermarkets.

  16. Findings from Seven Years of Field Performance Data for Automated Demand Response in Commercial Buildings

    California is a leader in automating demand response (DR) to promote low-cost, consistent, and predictable electric grid management tools. Over 250 commercial and industrial facilities in California participate in fully-automated programs providing over 60 MW of peak DR savings. This paper presents a summary of Open Automated DR (OpenADR) implementation by each of the investor-owned utilities in California. It provides a summary of participation, DR strategies and incentives. Commercial buildings can reduce peak demand from 5 to 15percent with an average of 13percent. Industrial facilities shed much higher loads. For buildings with multi-year savings we evaluate their load variability and shed variability. We provide a summary of control strategies deployed, along with costs to install automation. We report on how the electric DR control strategies perform over many years of events. We benchmark the peak demand of this sample of buildings against their past baselines to understand the differences in building performance over the years. This is done with peak demand intensities and load factors. The paper also describes the importance of these data in helping to understand possible techniques to reach net zero energy using peak day dynamic control capabilities in commercial buildings. We present an example in which the electric load shape changed as a result of a lighting retrofit.

  18. Automated Demand Response Technology Demonstration Project for Small and Medium Commercial Buildings

    Small and medium commercial customers in California make up about 20-25% of electric peak load in California. With the roll out of smart meters to this customer group, which enable granular measurement of electricity consumption, the investor-owned utilities will offer dynamic prices as default tariffs by the end of 2011. Pacific Gas and Electric Company, which successfully deployed Automated Demand Response (AutoDR) Programs to its large commercial and industrial customers, started investigating the same infrastructures application to the small and medium commercial customers. This project aims to identify available technologies suitable for automating demand response for small-medium commercial buildings; to validate the extent to which that technology does what it claims to be able to do; and determine the extent to which customers find the technology useful for DR purpose. Ten sites, enabled by eight vendors, participated in at least four test AutoDR events per site in the summer of 2010. The results showed that while existing technology can reliably receive OpenADR signals and translate them into pre-programmed response strategies, it is likely that better levels of load sheds could be obtained than what is reported here if better understanding of the building systems were developed and the DR response strategies had been carefully designed and optimized for each site.

Several new load-shedding programs have been implemented or are under consideration. Historically, the target customers have been large industrial users who can reduce the equivalent load of several large office buildings. While the individual load reduction from an individual office building may be less significant, there is ample opportunity for load reduction in this area. The load reduction programs and incentives for industrial customers may not be suitable for commercial building owners. In particular, industrial customers are likely to have little variation in load from day to day. Thus a robust baseline accounting for weather variability is required to provide building owners with realistic targets that will encourage them to participate in load shedding programs.

    Energy Information Systems (EIS) for buildings are becoming widespread in the U.S., with more companies offering EIS products every year. As a result, customers are often overwhelmed by the quickly expanding portfolio of EIS feature and application options, which have not been clearly identified for consumers. The object of this report is to provide a technical overview of currently available EIS products. In particular, this report focuses on web-based EIS products for large commercial buildings, which allow data access and control capabilities over the Internet. EIS products combine software, data acquisition hardware, and communication systems to collect, analyze and display building information to aid commercial building energy managers, facility managers, financial managers and electric utilities in reducing energy use and costs in buildings. Data types commonly processed by EIS include energy consumption data; building characteristics; building system data, such as heating, ventilation, and air-conditioning (HVAC) and lighting data; weather data; energy price signals; and energy demand-response event information. This project involved an extensive review of research and trade literature to understand the motivation for EIS technology development. This study also gathered information on currently commercialized EIS. This review is not an exhaustive analysis of all EIS products; rather, it is a technical framework and review of current products on the market. This report summarizes key features available in today's EIS, along with a categorization framework to understand the relationship between EIS, Energy Management and Control Systems (EMCSs), and similar technologies. Four EIS types are described: Basic Energy Information Systems (Basic-EIS); Demand Response Systems (DRS); Enterprise Energy Management (EEM); and Web-based Energy Management and Control Systems (Web-EMCS). Within the context of these four categories, the following characteristics of EIS are discussed: Metering and Connectivity; Visualization and Analysis Features; Demand Response Features; and Remote Control Features. This report also describes the following technologies and the potential benefits of incorporating them into future EIS products: Benchmarking; Load Shape Analysis; Fault Detection and Diagnostics; and Savings Analysis.

    Machine to Machine (M2M) is a term used to describe the technologies that enable computers, embedded processors, smart sensors, actuators and mobile devices to communicate with one another, take measurements and make decisions--often without human intervention. M2M technology was applied to five commercial buildings in a test. The goal was to reduce electric demand when a remote price signal rose above a predetermine price. In this system, a variable price signal was generated from a single source on the Internet and distributed using the meta-language, XML (Extensible Markup Language). Each of five commercial building sites monitored the common price signal and automatically shed site-specific electric loads when the price increased above predetermined thresholds. Other than price signal scheduling, which was set up in advance by the project researchers, the system was designed to operate without human intervention during the two-week test period. Although the buildings responded to the same price signal, the communication infrastructures used at each building were substantially different. This study provides an overview of the technologies used at each building site, the price generator/server, and each link in between. Network architecture, security, data visualization and site-specific system features are characterized. The results of the test are discussed, including: functionality at each site, measurement and verification techniques, and feedback from energy managers and building operators. Lessons learned from the test and potential implications for widespread rollout are provided.

The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. This report serves three purposes. First, it is a reference document providing a detailed description for model analysts, users, and the public. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its statistical and forecast reports (Public Law 93-275, section 57(b)(1)). Third, it facilitates continuity in model development by providing documentation from which energy analysts can undertake model enhancements, data updates, and parameter refinements as future projects.

  19. Demand Shifting With Thermal Mass in Large Commercial Buildings:Field Tests, Simulation and Audits

    The principle of pre-cooling and demand limiting is to pre-cool buildings at night or in the morning during off-peak hours, storing cooling in the building thermal mass and thereby reducing cooling loads and reducing or shedding related electrical demand during the peak periods. Cost savings are achieved by reducing on-peak energy and demand charges. The potential for utilizing building thermal mass for load shifting and peak demand reduction has been demonstrated in a number of simulation, laboratory, and field studies (Braun 1990, Ruud et al. 1990, Conniff 1991, Andresen and Brandemuehl 1992, Mahajan et al. 1993, Morris et al. 1994, Keeney and Braun 1997, Becker and Paciuk 2002, Xu et al. 2003). This technology appears to have significant potential for demand reduction if applied within an overall demand response program. The primary goal associated with this research is to develop information and tools necessary to assess the viability of and, where appropriate, implement demand response programs involving building thermal mass in buildings throughout California. The project involves evaluating the technology readiness, overall demand reduction potential, and customer acceptance for different classes of buildings. This information can be used along with estimates of the impact of the strategies on energy use to design appropriate incentives for customers.

    Automotive and energy researchers have made considerable efforts to predict the impact of plug-in hybrid vehicle (PHEV) charging on the electrical grid. This work has been done primarily through computer modeling and simulation. The US Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA), in partnership with the University of California at Davis’s Institute for Transportation Stuides, have been collecting data from a diverse fleet of PHEVs. The AVTA is conducted by the Idaho National Laboratory for DOE’s Vehicle Technologies Program. This work provides the opportunity to quantify the petroleum displacement potential of early PHEV models, and also observe, rather than simulate, the charging behavior of vehicle users. This paper presents actual charging behavior and the resulting electricity demand from these PHEVs operating in undirected, real-world conditions. Charging patterns are examined for both commercial-use and personal-use vehicles. Underlying reasons for charging behavior in both groups are also presented.

    This paper describes the concept for and lessons from the development and field-testing of an open, interoperable communications infrastructure to support automated demand response (auto-DR). Automating DR allows greater levels of participation, improved reliability, and repeatability of the DR in participating facilities. This paper also presents the technical and architectural issues associated with auto-DR and description of the demand response automation server (DRAS), the client/server architecture-based middle-ware used to automate the interactions between the utilities or any DR serving entity and their customers for DR programs. Use case diagrams are presented to show the role of the DRAS between utility/ISO and the clients at the facilities.

    This project provides algorithms to perform demand response using the thermal mass of a building. Using the thermal mass of the building is an attractive method for performing demand response because there is no need for capital expenditure. The algorithms rely on the thermal capacitance inherent in the building?s construction materials. A near-optimal ?day ahead? predictive approach is developed that is meant to keep the building?s electrical demand constant during the high cost periods. This type of approach is appropriate for both time-of-use and critical peak pricing utility rate structures. The approach uses the past days data in order to determine the best temperature setpoints for the building during the high price periods on the next day. A second ?model predictive approach? (MPC) uses a thermal model of the building to determine the best temperature for the next sample period. The approach uses constant feedback from the building and is capable of appropriately handling real time pricing. Both approaches are capable of using weather forecasts to improve performance.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the container that confines the fuel assemblies could provide an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. This analysis, however, does not take credit for the additional barrier and establishes only the total release fractions for bare unconfined intact commercial SNF assemblies, which may be conservatively applied to confined intact commercial I SNF assemblies.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. Numerous tables and figures illustrating the technical potential for demand-side management are included.

    Production of tritium for weapons and fusion R and D programs and successful development of Inertial Confinement Fusion (ICF) technologies are important national goals. A conceptual design for an ICF facility to meet these goals is presented. FIRST STEP (Fusion, Inertial, Reduced-Requirements Systems Test for Special Nuclear Material, Tritium, and Energy Production) is a concept for a plant to produce SNM, tritium, and energy while serving as a test bed for ICF technology development. A credible conceptual design for an ICF SNM and tritium production facility that competes favorably with fission technology on the bases of cost, production quality, and safety was sought. FIRST STEP is also designed to be an engineering test facility that integrates systems required for an ICF power plant and that is intermediate in scale between proof-of-principle experiment and commercial power plant. FIRST STEP driver and pellet performance requirements are moderate and represent reasonable intermediate goals in an R and D plan for ICF commercialization. Repetition rate requirements for FIRST STEP are similar to those of commercial size plants and FIRST STEP can be used to integrate systems under realistic ICF conditions.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    Competition in the electric generation market will increase, owing to unbundling and repackaging of electric energy services. One technology that will enable electric companies to expand their role in the energy services marketplace is the molten carbonate fuel cell (MCFC). Distributed power plants using MCFCs can fill the demand for localized, efficient, and environmentally friendly energy supplies at the lowest possible cost. This type of equipment will allow electric companies to supply the majority of a customer`s electric and thermal energy needs from small power plants located at the customer`s facilities. M-C Power`s mission is the development and commercialization of MCFC stacks. Advanced separator plates were designed, and cost of non-repeat hardware was reduced. In the technology development phase of the commercialization program, a 250 KW MCFC demonstration plant at the Naval Air Station Miramar in Sand Diego is the culminating event in the product development test project. Product requirements, economic analysis, and market entry are discussed. This is the 2nd year of a 5-year program.

    A major objective of the U.S. Department of Energy is to have a zero energy commercial building by the year 2025. Windows have a major influence on the energy performance of the building envelope as they control over 55% of building energy load, and represent one important area where technologies can be developed to save energy. Aluminum framing systems are used in over 80% of commercial fenestration products (i.e. windows, curtain walls, store fronts, etc.). Aluminum framing systems are often required in commercial buildings because of their inherent good structural properties and long service life, which is required from commercial and architectural frames. At the same time, they are lightweight and durable, requiring very little maintenance, and offer design flexibility. An additional benefit of aluminum framing systems is their relatively low cost and easy manufacturability. Aluminum, being an easily recyclable material, also offers sustainable features. However, from energy efficiency point of view, aluminum frames have lower thermal performance due to the very high thermal conductivity of aluminum. Fenestration systems constructed of aluminum alloys therefore have lower performance in terms of being effective barrier to energy transfer (heat loss or gain). Despite the lower energy performance, aluminum is the choice material for commercial framing systems and dominates the commercial/architectural fenestration market because of the reasons mentioned above. In addition, there is no other cost effective and energy efficient replacement material available to take place of aluminum in the commercial/architectural market. Hence it is imperative to improve the performance of aluminum framing system to improve the energy performance of commercial fenestration system and in turn reduce the energy consumption of commercial building and achieve zero energy building by 2025. The objective of this project was to develop high performance, energy efficient commercial fenestration framing systems, by investigating new technologies that would improve the thermal performance of aluminum frames, while maintaining their structural and life-cycle performance. The project targeted an improvement of over 30% (whole window performance) over conventional commercial framing technology by improving the performance of commercial framing systems.

    Empire Hard Chrome has recently installed commercial plasma source ion implantation (PSU) equipment built by North Star Research Corporation. Los Alamos National Laboratory has assisted in this commercialization effort via two Cooperative Research and Development Agreements to develop the plasma source for the equipment and to identify low-risk commercial PSII applications. The PSII system consists of a 1 m x 1 m cylindrical vacuum chamber with a rf plasma source. The pulse modulator is capable of delivering pulses kV and peak currents of 300 A at maximum repetition rate of 400 Hz. thyratron tube to switch a pulse forming network which is tailored to match the dynamic PSII load. In this paper we discuss the PSII system, process facility, and early commercial applications to production tooling.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    This report examines energy intensities in commercial buildings for nine end uses: space heating, cooling, ventilation, lighting, water heating, cooking, refrigeration, office equipment, and other. The objective of this analysis was to increase understanding of how energy is used in commercial buildings and to identify targets for greater energy efficiency which could moderate future growth in demand. The source of data for the analysis is the 1989 Commercial Buildings Energy Consumption survey (CBECS), which collected detailed data on energy-related characteristics and energy consumption for a nationally representative sample of approximately 6,000 commercial buildings. The analysis used 1989 CBECS data because the 1992 CBECS data were not yet available at the time the study was initiated. The CBECS data were fed into the Facility Energy Decision Screening (FEDS) system, a building energy simulation program developed by the US Department of Energy`s Pacific Northwest Laboratory, to derive engineering estimates of end-use consumption for each building in the sample. The FEDS estimates were then statistically adjusted to match the total energy consumption for each building. This is the Energy Information Administration`s (EIA) first report on energy end-use consumption in commercial buildings. This report is part of an effort to address customer requests for more information on how energy is used in buildings, which was an overall theme of the 1992 user needs study. The end-use data presented in this report were not available for publication in Commercial Buildings Energy Consumption and Expenditures 1989 (DOE/EIA-0318(89), Washington, DC, April 1992). However, subsequent reports on end-use energy consumption will be part of the Commercial Buildings Energy Consumption and Expenditures series, beginning with a 1992 data report to be published in early 1995.

    Tecnogrid Group, New York, has signed a joint venture with the Russian Navy for commercial development of a wide range of sea dn land based assets owned by the former Soviet Navy. This paper reports that among other things, the venture aims for projects that will allow greater volumes of oil exports by revamping several naval bases. Tecnogrid's partner in the joint venture is AO Navicon, A Russian stock holding company that is the commercial arm of the Navy. Navicon has the sole right to commercially develop and deploy the Navy's assets. The Navy can no longer depend on the state for support, and Adm. Ig. Malhonin.     Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

(F2) is a small, high-technology firm focused on developing and commercializing environmentally friendly laser ablation systems for industrial-rate removal of surface coatings from metals, concrete, and delicate substrates such as composites. F2 has a contract with the US Department of Energy Federal Energy Technology Center (FETC) to develop and test a laser-based technology for removing contaminated paint and other contaminants from concrete and metal surfaces. Task 4.1 in Phase 2 of the Statement of Work for this DOE contract requires that F2 ``document its plans for commercializing and marketing the stationary laser ablation system. This document shall include a discussion of prospects for commercial customers and partners and may require periodic update to reflect changing strategy.     Tritium has become an important radionuclide in commercial Pressurized Water Reactors because of its mobility and tendency to concentrate in plant systems as tritiated water during the recycling of reactor coolant. Small quantities of tritium are released in routine regulated effluents as liquid water and as water vapor. Tritium has become a focus of attention at commercial nuclear power plants in recent years due to inadvertent, low-level, chronic releases arising from routine maintenance operations and from component failures. Tritium has been observed in groundwater in the vicinity of stations. The nuclear industry has undertaken strong proactive corrective measures to prevent recurrence, and continues to eliminate emission sources through its singular focus on public safety and environmental stewardship. This paper will discuss: production mechanisms for tritium, transport mechanisms from the reactor through plant, systems to the environment, examples of routine effluent releases, offsite doses, basic groundwater transport and geological issues, and recent nuclear industry environmental and legal ramifications.     This study presents findings from survey and interview data investigating replication efforts of Commercial Building Partnership (CBP) partners that worked directly with the Pacific Northwest National Laboratory (PNNL). PNNL partnered directly with 12 organizations on new and retrofit construction projects, which represented approximately 28 percent of the entire U.S. Department of Energy (DOE) CBP program. Through a feedback survey mechanism, along with personal interviews, PNNL gathered quantitative and qualitative data relating to replication efforts by each organization. These data were analyzed to provide insight into two primary research areas: 1) CBP partners’ replication efforts of technologies and approaches used in the CBP project to the rest of the organization’s building portfolio (including replication verification), and, 2) the market potential for technology diffusion into the total U.S. commercial building stock, as a direct result of the CBP program. The first area of this research focused specifically on replication efforts underway or planned by each CBP program participant. Factors that impact replication include motivation, organizational structure and objectives firms have for implementation of energy efficient technologies. Comparing these factors between different CBP partners revealed patterns in motivation for constructing energy efficient buildings, along with better insight into market trends for green building practices. The second area of this research develops a diffusion of innovations model to analyze potential broad market impacts of the CBP program on the commercial building industry in the United States.

    The storage of coolness'' has been in use in limited applications for more than a half century. Recently, because of high electricity costs during utilities' peak power periods, thermal storage for cooling has become a prime target for load management strategies. Systems with cool storage shift all or part of the electricity requirement from peak to off-peak hours to take advantage of reduced demand charges and/or off-peak rates. Thermal storage technology applies equally to industrial, commercial, and residential sectors. In the industrial sector, because of the lack of economic incentives and the custom design required for each application, the penetration of this technology has been limited to a few industries. The penetration rate in the residential sector has been also very limited due to the absence of economic incentives, sizing problems, and the lack of compact packaged systems. To date, the most promising applications of these systems, therefore, appear to be for commercial cooling. In this report, the current and potential use of thermal energy storage systems for cooling commercial buildings is investigated. In addition, a general overview of the technology is presented and the applicability and cost-effectiveness of this technology for developed and developing countries are discussed. 28 refs., 12 figs., 1 tab.

    The Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to all federal agencies, to state and local governments, and to universities and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties. This report was compiled from primary records, which were readily available to the INL’s Office of Technology Transfer & Commercialization. The accomplishments cataloged in the report, however, reflect the achievements and creativity of the highly skilled researchers, technicians, support staff, and operators of the INL workforce.     The U.S. Department of Energy (DOE) has been mandated by the U.S. Congress to promulgate energy conservation standards for certain commercial and industrial equipment [Energy Policy and Conservation Act, 42 United States Code 6311 et seq. (EPCA)], in particular specific classes of commercial space conditioning and service water heating equipment. In support of the DOE rulemakings that help establish these standards, Pacific Northwest National Laboratory (PNNL) conducted energy simulation analysis to develop energy consumption characteristics and energy load profiles for commercial buildings. DOE uses life-cycle cost effectiveness as a key criterion in establishing energy conservation standards. In the U.S., however, electrical energy costs for commercial buildings can vary by time of day or year, and peak electrical demand can play a significant role in determining the total cost of energy for a commercial building. Hence, it is important to understand not only total electrical energy consumption but also building electric load profiles during the year.

    Commercialization of aerogels has been slow due to several factors including cost and manufacturability issues. The technology itself is well enough developed as a result of work over the past decade by an international-community of researchers. Several extensive substantial markets appear to exist for aerogels as thermal and sound insulators, if production costs can keep prices in line with competing established materials. The authors discuss here the elements which they have identified as key cost drivers, and they give a prognosis for the evolution of the technology leading to reduced cost aerogel production.

    The Canmet Hydrocracking Process is a high conversion, high demetallization, residum hydrocracking process which, using an additive to inhibit coke formation, achieves conversion of high boiling point hydrocarbons into lighter products. Initially developed to upgrade tar sands bitumen and heavy oils of Canadian origin, an ongoing program of development has broadened the technology to processing offshore heavy oils and the bottom of the barrel from so called conventional crudes. This emerging technology showed a great deal of promise which was based largely on the relatively high conversion (90%) of the pitch (975/sup 0/F+) fraction, its basic simplicity, the absence of expensive catalysts, its demetallization ability and a number of other features. Following a comprehensive appraisal of the experimental data and economic potential in 1979, it was concluded that commercialization could be justified. The Canmet Hydrocracking Process was introduced to N.P.R.A. on two previous occasions. The first occasion was in 1981. The second occasion in 1983 followed advances in the commercialization program which were described along with some highlights of a proposed demonstration plant project. A 5,000 BPD demonstration plant is in an advanced stage of construction at Petro-Canada's Montreal East refinery. The construction is on schedule and within budget with start up targetted for the third quarter of 1985.

  6. Trends in energy use in commercial buildings -- Sixteen years of EIA's commercial buildings energy consumption survey

    The Commercial Buildings Energy Consumption Survey (CBECS) collects basic statistical information on energy consumption and energy-related characteristics of commercial buildings in the US. The first CBECS was conducted in 1979 and the most recent was completed in 1995. Over that period, the number of commercial bindings and total amount of floorspace increased, total consumption remained flat, and total energy intensity declined. By 1995, there were 4.6 million commercial buildings and 58.8 billion square feet of floorspace. The buildings consumed a total of 5.3 quadrillion Btu (site energy), with a total intensity of 90.5 thousand Btu per square foot per year. Electricity consumption exceeded natural gas consumption (2.6 quadrillion and 1.9 quadrillion Btu, respectively). In 1995, the two major users of energy were space heating (1.7 quadrillion Btu) and lighting (1.2 quadrillion Btu). Over the period 1979 to 1995, natural gas intensity declined from 71.4 thousand to 51.0 thousand Btu per square foot per year. Electricity intensity did not show a similar decline (44.2 thousand Btu per square foot in 1979 and 45.7 thousand Btu per square foot in 1995). Two types of commercial buildings, office buildings and mercantile and service buildings, were the largest consumers of energy in 1995 (2.0 quadrillion Btu, 38% of total consumption). Three building types, health care, food service, and food sales, had significantly higher energy intensities. Buildings constructed since 1970 accounted for half of total consumption and a majority (59%) of total electricity consumption.

    A geotechnical investigation program has been completed for the Commercial Light Water Reactor - Tritium Extraction Facility (CLWR-TEF) at the Savannah River Site (SRS). The program consisted of reviewing previous geotechnical and geologic data and reports, performing subsurface field exploration, field and laboratory testing, and geologic and engineering analyses. The purpose of this investigation was to characterize the subsurface conditions for the CLWR-TEF in terms of subsurface stratigraphy and engineering properties for design and to perform selected engineering analyses. The objectives of the evaluation were to establish site-specific geologic conditions, obtain representative engineering properties of the subsurface and potential fill materials, evaluate the lateral and vertical extent of any soft zones encountered, and perform engineering analyses for slope stability, bearing capacity and settlement, and liquefaction potential. In addition, provide general recommendations for construction and earthwork.

    This paper is an overview of various activities underway in the Federal sector to help improve the energy efficiency in new and existing Federal commercial buildings. The two main drivers for the energy efficiency upgrades within the Federal sector are Executive Orders (E.O.) from the Executive branch and the legislative requirements passed by the legislative branch and then signed into law by the Executive branch of the U.S. Federal Government. The recent Executive Orders pertaining to this discussion are the E.O. 12902 (1994) and the E.O. 13123 (1999). The legislative requirements are contained in the Energy Policy Act (EPACT) of 1992 which amended the Energy Conservation and Production Act (ECPA) and the pending Energy Policy Act of 2003.

    This was a scoping-level study to identify and characterize the design features of fixed-bed gasifiers appearing most important for a gasifier that was to be (1) potentially commercially attractive, and (2) specifically intended for us in integrated coal gasification/combined-cycle (IGCC) applications. It also performed comparative analyses on the impact or value of these design features and on performance characteristics options of the whole IGCC system since cost, efficiency, environmental traits, and operability -- on a system basis -- are what is really important. The study also reviewed and evaluated existing gasifier designs, produced a conceptual-level gasifier design, and generated a moderately advanced system configuration that was utilized as the reference framework for the comparative analyses.     This protocol is intended to describe the recommended method when evaluating the whole-building performance of new construction projects in the commercial sector. The protocol focuses on energy conservation measures (ECMs) measures (or packages of measures) where evaluators can best analyze impacts using building simulation. These ECMs typically require the use of calibrated building simulations under Option D of the International Performance Measurement and Verification Protocol. Examples of such measures include Leadership in Energy and Environmental Design building certification, novel and/or efficient heating, ventilation, and air conditioning system designs, and extensive building controls systems. In general, it is best to evaluate any ECM (or set of measures) expected to significantly interact with other systems within the building and with savings sensitive to seasonal variations in weather.

    Because the superhydrophobic characteristic appears by forming a composite surface consisting of solid and air underneath the droplets, a large number of rough surfaces that can trap air have been fabricated. Recently, the air trapping on materials whose equilibrium contact angles are less than 90 degrees was achieved by fabricating proper structures that lead energetic stability at the condition. Whereas these methods were proposed under the assumption of the static and equilibrium conditions, we take a dynamic and non-equilibrium approach in this study through droplet deposition and droplet impact experiments. By employing test surfaces that consist of commercially available stainless steel razor blades, we show the pinning effect brings the apparent water contact angle of approximately 160 degrees on a "hydrophilic" substrate. We call this state the "non-equilibrium Cassie state" and give theoretical explanations. Furthermore, the dynamic characteristics of the droplet impact on these surfaces are discussed in a range of moderate Weber numbers.

  14. TidGen Power System Commercialization Project

    ORPC Maine, LLC, a wholly-owned subsidiary of Ocean Renewable Power Company, LLC (collectively ORPC), submits this Final Technical Report for the TidGen® Power System Commercialization Project (Project), partially funded by the U.S. Department of Energy (DE-EE0003647). The Project was built and operated in compliance with the Federal Energy Regulatory Commission (FERC) pilot project license (P-12711) and other permits and approvals needed for the Project. This report documents the methodologies, activities and results of the various phases of the Project, including design, engineering, procurement, assembly, installation, operation, licensing, environmental monitoring, retrieval, maintenance and repair. The Project represents a significant achievement for the renewable energy portfolio of the U.S. in general, and for the U.S. marine hydrokinetic (MHK) industry in particular. The stated Project goal was to advance, demonstrate and accelerate deployment and commercialization of ORPC’s tidal-current based hydrokinetic power generation system, including the energy extraction and conversion technology, associated power electronics, and interconnection equipment capable of reliably delivering electricity to the domestic power grid. ORPC achieved this goal by designing, building and operating the TidGen® Power System in 2012 and becoming the first federally licensed hydrokinetic tidal energy project to deliver electricity to a power grid under a power purchase agreement in North America. Located in Cobscook Bay between Eastport and Lubec, Maine, the TidGen® Power System was connected to the Bangor Hydro Electric utility grid at an on-shore station in North Lubec on September 13, 2012. ORPC obtained a FERC pilot project license for the Project on February 12, 2012 and the first Maine Department of Environmental Protection General Permit issued for a tidal energy project on January 31, 2012. In addition, ORPC entered into a 20-year agreement with Bangor Hydro Electric Company on January 1, 2013 for up to 5 megawatts at a price of $215/MWh, escalating at 2.0% per year.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy's (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration's (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    This market assessment and commercialization report characterizes and assesses the market potential of the rotating heat exchanger technology developed at Sandia National Laboratories (SNL), known as the Radial Sandia Cooler. The RSC is a novel, motor-driven, rotating, finned heat exchanger technology. The RSC was evaluated for the residential, commercial, industrial, and transportation markets. Recommendations for commercialization were made based on assessments of the prototype RSC and the Sandia Cooler technology in general, as well as an in-depth analysis of the six most promising products for initial RSC commercialization.

    Many experiments are currently using or proposing to use large area GEM foils in their detectors, which is creating a need for commercially available GEM foils. Currently CERN is the only main distributor of GEM foils, however with the growing interest in GEM technology keeping up with the increasing demand for GEM foils will be difficult. Thus the commercialization of GEM foils has been established by Tech-Etch Inc. of Plymouth, MA, USA using the single-mask technique, which is capable of producing GEM foils over a meter long. To date Tech-Etch has successfully manufactured 10 $\\times$ 10 cm$^2$ and 40 $\\times$ 40 cm$^2$ GEM foils. We will report on the electrical and geometrical properties, along with the inner and outer hole diameter size uniformity of these foils. Furthermore, Tech-Etch has now begun producing even larger GEM foils of 50 $\\times$ 50 cm$^2$, and are currently looking into how to accommodate GEM foils on the order of one meter long. The Tech-Etch foils were found to have excellent electrical properties. The measured mean optical properties were found to reflect the desired parameters and are consistent with those measured in double-mask GEM foils, as well as single-mask GEM foils produced at CERN. They also show good hole diameter uniformity over the active area.

Double-mask etching techniques pose a clear limitation in the maximum size of GEM foils. In contrast, single-mask techniques developed at CERN would allow one to overcome those limitations. However with interest in GEM foils increasing and CERN being the only main distributor, keeping up with the demand for GEM foils will be difficult. Thus the commercialization of GEMs has been established by Tech-Etch of Plymouth, MA, USA using single-mask techniques. We report on the electrical and geometrical properties, along with the inner and outer hole diameter size uniformity of 10 $\\times$ 10 cm$^2$ and 40$\\times$40 cm$^2$ GEM foils. The Tech-Etch foils were found to have excellent electrical properties. The measured mean optical properties were found to reflect the desired parameters and are consistent with those measured in double-mask GEM foils, and show good hole diameter uniformity over the active area. These foils are well suited for future applications in nuclear and particle physics where tracking devices are needed.

    With future experiments proposing detectors that utilize very large-area GEM foils, there is a need for commercially available GEM foils. Double-mask etching techniques pose a clear limitation in the maximum size of GEM foils. In contrast, single-mask techniques developed at CERN would allow one to overcome those limitations. However with interest in GEM foils increasing and CERN being the only main distributor, keeping up with the demand for GEM foils will be difficult.     This scoping study summarizes the challenges with integrating wind and solar generation into the California's electricity grid. These challenges include: Smoothing intra-hour variability; - Absorbing excess renewable energy during over-generation periods; - Addressing morning and evening ramping periods. In addition, there are technical challenges to integrating retail demand response (DR) triggered by the wholesale conditions into the CAISO markets. The study describes the DR programs available to the consumers through the utilities in California and CAISO's ancillary services market because an integration of the wholesale and retail DR requires an understanding of these different offerings and the costs associated with acquiring them. Demand-side active and passive storage systems are proposed as technologies that may be used to mitigate the effects of intermittence due to renewable generation. Commercial building technologies as well as industrial facilities with storage capability are identified as targets for the field tests. Two systems used for ancillary services communications are identified as providing the triggers for DR enablement. Through the field tests, issues related to communication, automation and flexibility of demand-side resources will be explored and the performance of technologies that participate in the field tests will be evaluated. The major outcome of this research is identifying and defining flexibility of DR resources and optimized use of these resources to respond to grid conditions.

    The Commercial Lighting Solutions (CLS) project directly supports the U.S. Department of Energy’s Commercial Building Energy Alliance efforts to design high performance buildings. CLS creates energy efficient best practice lighting designs for widespread use, and they are made available to users via an interactive webtool that both educates and guides the end user through the application of the Lighting Solutions. This report summarizes the peer review of the beta version of the CLS webtool, which contains retail box lighting solutions. The methodology for the peer review process included data collection (stakeholder input), analysis of the comments, and organization of the input into categories for prioritization of the comments against a set of criteria. Based on this process, recommendations were developed about which feedback should be addressed for the release of version 1.0 of the webtool at the Lightfair conference in New York City in May 2009. Due to the volume of data (~500 comments) the methodology for addressing the peer review comments was central to the success of the ultimate goal of improving the tool. The comments were first imported into a master spreadsheet, and then grouped and organized in several layers. Solutions to each comment were then rated by importance and feasibility to determine the practicality of resolving the concerns of the commenter in the short-term or long-term. The rating system was used as an analytical tool, but the results were viewed thoughtfully to ensure that they were not the sole the factor in determining which comments were recommended for near-term resolution. The report provides a list of the top ten most significant and relevant improvements that will be made within the webtool for version 1.0 as well as appendices containing the short-term priorities in additional detail. Peer review comments that are considered high priority by the reviewers and the CLS team but cannot be completed for Version 1.0 are listed as long-term recommendations.

    Viscosity was measured for six types of commercial glasses: low-expansion-borosilicate glasses, E glasses, fiberglass wool glasses, TV panel glasses, container glasses, and float glasses. Viscosity data were obtained with rotating spindle viscometers within the temperature range between 900°C and 1550°C; the viscosity varied from 1 Pa?s to 750 Pa?s. Arrhenius coefficients were calculated for individual glasses and linear models were applied to relate them to the mass fractions of 11 major components (SiO2, CaO, Na2O, Al2O3, B2O3, BaO, SrO, K2O, MgO, PbO, and ZrO2) and 12 minor components (Fe2O3, ZnO, Li2O, TiO2, CeO2, F, Sb2O3, Cr2O3, As2O3, MnO2, SO3, and Co3O4). The models are recommended for glasses containing 42 to 84 mass% SiO2 to estimate viscosities or temperatures at a constant viscosity for melts within both the temperature range from 1100°C to 1550°C and viscosity range from 10 to 400 Pa?s.

    Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, has completed the collection, sample analysis, and review of analytical results to benchmark the concentrations of gross alpha-emitting radionuclides, gross beta-emitting radionuclides, and technetium-99 in commercial grade nickel. This report presents methods, change management, observations, and statistical analysis of materials procured from sellers representing nine countries on four continents. The data suggest there is a low probability of detecting alpha- and beta-emitting radionuclides in commercial nickel. Technetium-99 was not detected in any samples, thus suggesting it is not present in commercial nickel.

    EPA`s guidance, to date, of Waste Analysis Plans has failed to provide specific recommendations for the special needs of commercial BIF facilities. EPA has instead focused primarily on traditional incinerator and landfill options for hazardous waste management.   13. Recovery Act: Training Program Development for Commercial Building Equipment Technicians

    The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System). TEES is also a member of the Building Commissioning Association. This report includes a description of the project accomplishments, including the course development phases, tasks associated with each phase, and detailed list of the course materials developed. A summary of each year's activities is also included.

  15. Nationwide Analysis of U.S. Commercial Building Solar Photovoltaic (PV) Breakeven Conditions

    The commercial sector offers strong potential for solar photovoltaics (PV) owing to abundant available roof space suitable for PV and the opportunity to offset the sector's substantial retail electricity purchases. This report evaluated the breakeven price of PV for 15 different building types and various financing options by calculating electricity savings based on detailed rate structures for most U.S. utility territories (representing approximately two thirds of U.S. commercial customers). We find that at current capital costs, an estimated 1/3 of U.S. commercial customers break even in the cash scenario and approximately 2/3 break even in the loan scenario. Variation in retail rates is a stronger driver of breakeven prices than is variation in building load or solar generation profiles. At the building level, variation in the average breakeven price is largely driven by the ability for a PV system to reduce demand charges.
