    Reducing mercury emissions at coal-fired power plants by 90% has been considered the holy grail of mercury control. A new technology promises to get used there, but at a price. This is a mixture of chemical approaches, including activated carbon injection into the gases coming off the combustor along with injection of trona or calcium carbonate to reduce sulfur trioxide in the exhaust gases. The trick according to Babcock and Wilcox's manager Sam Kumar, to 'capture the mercury as a particulate on the carbon and then capture the particulate' in an electrostatic precipitator or a fabric filter baghouse. 2 figs.

    Temple, Barker, and Sloane, Inc. developed an agenda of critical issues regarding future coal prices and coal availability for EPRI. TBS interviewed nearly 50 utility, coal company, and railroad officials, academic experts, and coal consultants; held a one-day participatory workshop; and conducted a literature review and follow-up interviews with selected utilities. TBS found four causes of uncertainty in the utility industry over future coal prices. First, the acid deposition proposals in Congress vary in terms of the structure of the legislation, the costs of compliance, and the impact on coal prices; in turn these uncertainties impede utility fuel planning and decision making. Second, powerplant-specific factors will have a major impact on whether utilities switch or scrub in response to acid deposition legislation; existing analyses do not capture these factors. The most important powerplant-specific factors are matching unit characteristics with coal specifications, retrofit scrubber costs, and differing state regulatory environments. Third, TBS found that utility fuel managers have great uncertainty over the availability and future cost of compliance coal. TBS estimated that the existing production capacity of eastern compliance coal is at least twice as high as current production. Fourth, TBS concluded that uncertainty over future coal transportation rates was a major reason for utilities' uncertainty over future delivered prices of coal. Critical transportation-related issues are the strategic and tactical response of eastern coal producers to the Staggers Act; the impact on rail rates of the sale of Conrail, of possible transcontinental mergers, and of multi-modal mergers; and the future pricing policies that eastern railroads will adopt in response to imports of Colombian coal. 21 references.

Given this data and the cost of operating a mine (data from US Department of Energy and Bureau of Mines), the Minimum Acceptable Selling Price (MASP) is obtained. The MASP is defined as the smallest price that would induce the producer to bring the mine into production, and is sensitive to the current technology and to assumptions concerning miner productivity. Based on this information, market supply curves can then be generated. On the demand side of the model, demand by region is calculated based on an EEA methodology that emphasizes demand by electric utilities and demand by industry. The demand and supply curves are then used to obtain the price targets. This last step is accomplished by allocating the demands among the suppliers so that the combined cost of producing and transporting coal is minimized.

    Agricultural residue feedstock availability in a given region can vary significantly over the 20 25 year lifetime of a biorefinery. Since delivered price of biomass feedstock to a biorefinery is related to the distance travelled and equipment optimization, and transportation distance increases as productivity decreases, productivity is a primary determinant of feedstock price. Using the Integrated Biomass Supply Analysis and Logistics (IBSAL) modeling environment and a standard round bale harvest and delivery scenario, harvest and delivery price were modelled for minimum, average, and maximum yields at four potential biorefinery sites in the Peace River region of Alberta, Canada. Biorefinery capacities ranged from 50,000 to 500,000 tonnes per year. Delivery cost is a linear function of transportation distance and can be combined with a polynomial harvest function to create a generalized delivered cost function for agricultural residues. The range in delivered cost is substantial and is an important consideration for the operating costs of a biorefinery.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    Many environmental regulations encourage the use of 'clean' inputs. When the suppliers of such an input have market power, environmental regulation will affect not only the quantity of the input used but also its price. We investigate the effect of the Title IV emissions trading program for sulfur dioxide on the market for low-sulfur coal. We find that the two railroads transporting coal were able to price discriminate on the basis of environmental regulation and geographic location. Delivered prices rose for plants in the trading program relative to other plants, and by more at plants near a low-sulfur coal source.

Both of these issues, arriving at a time of wretched steam coal price levels, promise to result in a major shake up in the Central Appalachian mining sector. The report utilizes a microeconomic regional approach to determine whether either of these two schools of thought have any validity. Transport, infrastructure, competing fuels and regional issues are examined in detail and this forecasts estimates coal demand and imports on a region by region basis for the years 2010 and 2015.     The United States produced just over 1 billion short tons of coal in 1992, 0.4 percent more than in 1991. Most of the 4-million-short-ton increase in coal production occurred west of the Mississippi River, where a record level of 408 million short tons of coal was produced. The amount of coal received by domestic consumers in 1992 totaled 887 million short tons. This was 7 million short tons more than in 1991, primarily due to increased coal demand from electric utilities. The average price of delivered coal to each sector declined by about 2 percent. Coal consumption in 1992 was 893 million short tons, only 1 percent higher than in 1991, due primarily to a 1-percent increase in consumption at electric utility plants. Consumer coal stocks at the end of 1992 were 163 million short tons, a decrease of 3 percent from the level at the end of 1991, and the lowest year-end level since 1989. US coal exports fell 6 percent from the 1991 level to 103 million short tons in 1992. Less coal was exported to markets in Europe, Asia, and South America, but coal exports to Canada increased 4 million short tons.

    In the United Kingdom there have been significant recent changes to the management of civil nuclear liabilities. With the formation in April 2005 of the Nuclear Decommissioning Authority (NDA), ownership of the civil nuclear licensed sites in the UK, including the Magnox Reactor Stations, passed to this new organisation. The NDAs mission is to seek acceleration of the nuclear clean up programme and deliver increased value for money and, consequently, are driving their contractors to seek more innovative ways of performing work. British Nuclear Group manages the UK Magnox stations under contract to the NDA. This paper summarises the approach being taken within its Reactor Sites business to work with suppliers to enhance working arrangements at sites, improve the delivery of decommissioning programmes and deliver improvements in safety and environmental performance. The UK Magnox stations are 1. generation gas-graphite reactors, constructed in the 1950's and 1960's. Two stations are currently still operating, three are shut-down undergoing defueling and the other five are being decommissioned. Despite the distractions of industry restructuring, an uncompromising policy of demanding improved performance in conjunction with improved safety and environmental standards has been adopted. Over the past 5 years, this policy has resulted in step-changes in performance at Reactor Sites, with increased electrical output and accelerated defueling and decommissioning. The improvements in performance have been mirrored by improvements in safety (DACR of 0 at 5 sites); environmental standards (reductions in energy and water consumption, increased waste recycling) and the overall health of the workforce (20% reduction in sickness absence). These achievements have, in turn, been recognised by external bodies, resulting in several awards, including: the world's first ISRS and IERS level 10 awards (Sizewell, 2006), the NUMEX plant maintenance award (Bradwell, 2006), numerous Ro

    The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

    A coal feed lock is provided for dispensing coal to a high pressure gas producer with nominal loss of high pressure gas. The coal feed lock comprises a rotor member with a diametral bore therethrough. A hydraulically activated piston is slidably mounted in the bore. With the feed lock in a charging position, coal is delivered to the bore and then the rotor member is rotated to a discharging position so as to communicate with the gas producer. The piston pushes the coal into the gas producer. The rotor member is then rotated to the charging position to receive the next load of coal.

In 1992, there were 3,439 active coal mining operations made up of all mines, preparation plants, and refuse operations. The data in Table 1 cover the 2,746 mines that produced coal, regardless of the amount of production, except for bituminous refuse mines. Tables 2 through 33 include data from the 2,852 mining operations that produced, processed, or prepared 10 thousand or more short tons of coal during the period, except for bituminous refuse, and includes preparation plants with 5 thousand or more employee hours. These mining operations accounted for over 99 percent of total US coal production and represented 83 percent of all US coal mining operations in 1992.

Although considerable information on coal has been published on a national level, there is a lack of a uniform overview for the individual States. This report is intended to help fill that gap and also to serve as a framework for more detailed studies. While focusing on coal output, State Coal Profiles shows that the coal-producing States are major users of coal, together accounting for about three-fourths of total US coal consumption in 1992. Each coal-producing State is profiled with a description of its coal deposits and a discussion of the development of its coal industry. Estimates of coal reserves in 1992 are categorized by mining method and sulfur content. Trends, patterns, and other information concerning production, number of mines, miners, productivity, mine price of coal, disposition, and consumption of coal are detailed in statistical tables for selected years from 1980 through 1992. In addition, coal`s contribution to the State`s estimated total energy consumption is given for 1991, the latest year for which data are available.     Coal is our largest domestic energy resource with recoverable reserves estimated at 268 billion short tons or 5.896 quads Btu equivalent. This is approximately 95 percent of US fossil energy resources. It is relatively inexpensive to mine, and on a per Btu basis it is generally much less costly to produce than other energy sources. Its chief drawbacks are the environmental, health and safety concerns that must be addressed in its production and consumption. Historically, coal has played a major role in US energy markets. Coal fueled the railroads, heated the homes, powered the factories. and provided the raw materials for steel-making. In 1920, coal supplied over three times the amount of energy of oil, gas, and hydro combined. From 1920 until the mid 1970s, coal production remained fairly constant at 400 to 600 million short tons a year. Rapid increases in overall energy demands, which began during and after World War II were mostly met by oil and gas. By the mid 1940s, coal represented only half of total energy consumption in the US. In fact, post-war coal production, which had risen in support of the war effort and the postwar Marshall plan, decreased approximately 25 percent between 1945 and 1960. Coal demand in the post-war era up until the 1970s was characterized by increasing coal use by the electric utilities but decreasing coal use in many other markets (e.g., rail transportation). The oil price shocks of the 1970s, combined with natural gas shortages and problems with nuclear power, returned coal to a position of prominence. The greatly expanded use of coal was seen as a key building block in US energy strategies of the 1970s. Coal production increased from 613 million short tons per year in 1970 to 950 million short tons in 1988, up over 50 percent.

    Most of the coal delivered to U.S. consumers is transported by railroads, which accounted for 64% of total domestic coal shipments in 2004. Trucks transported approximately 12% of the coal consumed in the United States in 2004, mainly in short hauls from mines in the East to nearby coal-fired electricity and industrial plants. A number of minemouth power plants in the West also use trucks to haul coal from adjacent mining operations. Other significant modes of coal transportation in 2004 included conveyor belt and slurry pipeline (12%) and water transport on inland waterways, the Great Lakes, and tidewater areas (9%).

    Hazelton and other brick producers have proved the reliability of the commercial size Wellman-Galusha gasifier. For this energy intensive business, gas cost is the major portion of the product cost. Costs required Webster/Hazelton to go back to the old, reliable alternative energy of low Btu gasification when the natural gas supply started to be curtailed and prices escalated. Although anthracite coal prices have skyrocketed from $34/ton (1979) to over $71.50/ton (1981) because of high demand (local as well as export) and rising labor costs, the delivered natural gas cost, which reached $3.90 to 4.20/million Btu in the Hazelton area during 1981, has allowed the producer gas from the gasifier at Webster Brick to remain competitive. The low Btu gas cost (at the escalated coal price) is estimated to be $4/million Btu. In addition to producing gas that is cost competitive with natural gas at the Webster Brick Hazelton plant, Webster has the security of knowing that its gas supply will be constant. Improvements in brick business and projected deregulation of the natural gas price may yield additional, attractive cost benefits to Webster Brick through the use of low Btu gas from these gasifiers. Also, use of hot raw gas (that requires no tar or sulfur removal) keeps the overall process efficiency high. 25 references, 47 figures, 14 tables.

    A study of the Virginia coal industry concludes that since coal quality from Virginia, West Virginia, and Kentucky is similar, then delivered cost is the key to steam coal sales to Virginia electric utilities. While the future looks good for the industry, coal from eastern Kentucky and West Virginia was delivered at a lower cost, which put Virginia coal at a disadvantage. Increased Virginia coal sales require the close cooperation of coal suppliers, transporters, and users. Negotiators directly representing the governor might be able to help bring this about. The report concludes with several recommendations, including the expansion of the Norfolk Southern railroad system, the requirement that state installations use state coal, consultation services to small operators, and the publication and dissemination of information to coal users. 3 figures, 26 tables.

    Prompted by the contemporaneous spike in coal, oil, and natural gas prices, this paper evaluates the degree of market integration both within and between crude oil, coal, and natural gas markets. Our approach yields parameters that can be readily tested against a priori conjectures. Using daily price data for five very different crude oils, we conclude that the world oil market is a single, highly integrated economic market. On the other hand, coal prices at five trading locations across the United States are cointegrated, but the degree of market integration is much weaker, particularly between Western and Eastern coals. Finally, we show that crude oil, coal, and natural gas markets are only very weakly integrated. Our results indicate that there is not a primary energy market. Despite current price peaks, it is not useful to think of a primary energy market, except in a very long run context.

    Coal is a critical component in the international energy portfolio, used extensively for electricity generation. Coal is also readily converted to liquid fuels and/or hydrogen for the transportation industry. However, energy extracted from coal comes at a large environmental price: coal combustion can produce large quantities of ash and CO{sub 2}, as well as other pollutants. Advanced technologies can increase the efficiencies and decrease the emissions associated with burning coal and provide an opportunity for CO{sub 2} capture and sequestration. However, these advanced technologies increase the severity of plant operating conditions and thus require improved materials that can stand up to the harsh operating environments. The materials challenges offered by advanced coal conversion technologies must be solved in order to make burning coal an economically and environmentally sound choice for producing energy.

    The invention described is a process for improving the performance of a commercial coal or lignite fired boiler system by supplementing its normal coal supply with a controlled quantity of thermally beneficiated low rank coal, (TBLRC). This supplemental TBLRC can be delivered either to the solid fuel mill (pulverizer) or directly to the coal burner feed pipe. Specific benefits are supplied based on knowledge of equipment types that may be employed on a commercial scale to complete the process. The thermally beneficiated low rank coal can be delivered along with regular coal or intermittently with regular coal as the needs require.

The principal objectives of the study were to assess the current DOE coal program vis-a-vis the provisions of the Energy Policy Act of 1992 (EPACT), and to recommend the emphasis and priorities that DOE should consider in updating its strategic plan for coal.     China's economy in its current mode of growth. Ongoing dependence on coal reduces China's ability to mitigate carbon dioxide emissions growth. If coal demand remains on its current growth path, carbon dioxide emissions from coal combustion alone would exceed total US energy-related carbon emissions by 2010. Broadening awareness of the environmental costs of coal mining, transport, and combustion is raising the pressure on Chinese policy makers to find alternative energy sources. Within China's coal-dominated energy system, domestic transportation has emerged as the largest bottleneck for coal industry growth and is likely to remain a constraint to further expansion. China is short of high-quality reserves, but is producing its best coal first. Declining quality will further strain production and transport. Transporting coal to users has overloaded the train system and dramatically increased truck use, raising transport oil demand. Growing international imports have helped to offset domestic transport bottlenecks. In the long term, import demand is likely to exceed 200 mt by 2025, significantly impacting regional markets. The looming coal gap threatens to derail China's growth path, possibly undermining political, economic, and social stability. High coal prices and domestic shortages will have regional and global effects. Regarding China's role as a global manufacturing center, a domestic coal gap will increase prices and constrain growth. Within the Asia-Pacific region, China's coal gap is likely to bring about increased competition with other coal-importing countries including Japan, South Korea, Taiwan, and India. As with petroleum, China may respond with a government-supported 'going-out' strategy of resource acquisition and vertical integration. Given its population and growing resource constraints, China may favor energy security, competitiveness, and local environmental protection over global climate change mitigation.     The report provides semiannual 20-year forecasts of electricity and primary fuel prices. Its purposes is to review current and past trends in energy prices as well as report on the California Energy Commission staff's periodic price forecasts. Both in actual and inflation-adjusted terms, energy prices are expected to continue to rise in the next 20 years, although not at the extreme rates witnessed during the 1973-1974 oil embargo and again in 1979. The impact of rising energy prices of electricity, natural gas, gasoline, coal, and petroleum on a hypothetical California household's energy bill (based on estimated 1980 consumption) is characterized. Although price increases will not be easy to sustain, the proven and anticipated abilities of households and businesses to adjust to higher prices will mitigate the impacts of higher energy prices so that they are consistent with a growing state economy and improved standard of living.

    An energy policy based on decontrol and high energy prices to allocate resources is examined and found wanting. An economic penalty results when the oil companies can operate as a virtual monopoly to set prices for other fuels as well as oil. The impact on consumers is a lowered standard of living and social inequity. Government intervention that is pro-competition is shown to be as inadequate as price control. A list of twelve measures that would moderate the economic losses and still encourage energy production and conservation include strong antitrust action, an active federal coal leasing program, competitive coal transactions, limits on severance taxes, a permanent windfall profits tax, and direct subsidy programs.
