    Adhering to Delaware’s Green for Green program specifications results in homes being built to more energy-efficient levels than the 2009 IECC levels. Specifically: • Certifying at the Silver Performance Level for the ICC 700 standard using either the Prescriptive or Performance Paths will result in a residential building that is more efficient than if the building only complied with the 2009 IECC. • Certifying at the Silver level under LEED for Homes standard, including mandatory compliance with ENERGY STAR 2006 and earning two additional energy points will result in a residential building that is more efficient than if the building only complied with the 2009 IECC.

    The Delaware Basin Drilling Surveillance Program (DBDSP) is designed to monitor drilling activities in the vicinity of the Waste Isolation Pilot Plant (WIPP). This program is based on Environmental Protection Agency (EPA) requirements. The EPA environmental standards for the management and disposal of transuranic (TRU) radioactive waste are codified in 40 CFR Part 191 (EPA 1993). Subparts B and C of the standard address the disposal of radioactive waste. The standard requires the Department of Energy (DOE) to demonstrate the expected performance of the disposal system using a probabilistic risk assessment or performance assessment (PA). This PA must show that the expected repository performance will not release radioactive material above limits set by the EPA's standard. This assessment must include the consideration of inadvertent drilling into the repository at some future time.

    Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    The Nash Draw Brushy Canyon Pool in Eddy County, New Mexico is a field demonstration site in the Department of Energy Class III program. The basic problem at the Nash Draw Pool is the low recovery typically observed in similar Delaware fields. By comparing a control area using standard infill drilling techniques to a pilot area developed using advanced reservoir characterization methods, the goal of the project is to demonstrate that advanced technology can significantly improve oil recovery. During the first year of the project, four new producing wells were drilled, serving as data acquisition wells. Vertical seismic profiles and a 3-D seismic survey were acquired to assist in interwell correlations and facies prediction. Limited surface access at the Nash Draw Pool, caused by proximity of underground potash mining and surface playa lakes, limits development with conventional drilling. Combinations of vertical and horizontal wells combined with selective completions are being evaluated to optimize production performance. Based on the production response of similar Delaware fields, pressure maintenance is a likely requirement at the Nash Draw Pool. A detailed reservoir model of pilot area was developed, and enhanced recovery options, including waterflooding, lean gas, and carbon dioxide injection, are being evaluated.

    The University of Delaware has constructed a wind turbine adjacent to its College of Earth, Ocean, and Environment campus in Lewes, Delaware. DOE proposed to provide the University a $1.43 million grant for this Wind Energy Project from funding provided in the Omnibus Appropriations Act of 2009 (Public Law 111-8) and an additional $1 million provided in the Energy and Water Development Appropriations Act of Fiscal Year 2010. This EA analyzed the potential environmental impacts of the University of Delaware’s Wind Energy Project at its Lewes campus and, for purposes of comparison, an alternative that assumes the wind turbine had not been constructed.

    We present an imperative quantum programming language LanQ which was designed to support combination of quantum and classical programming and basic process operations - process creation and interprocess communication. The language can thus be used for implementing both classical and quantum algorithms and protocols. Its syntax is similar to that of C language what makes it easy to learn for existing programmers. In this paper, we present operational semantics of the language and a proof of type soundness of the noncommunicating part of the language. We provide an example run of a quantum random number generator.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Standard Chlorine of Delaware site in Delaware City, Delaware, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options.     The 2012 International Energy Conservation Code (IECC) yields positive benefits for Delaware homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Delaware homeowners will save $10,409 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $616 for the 2012 IECC.

    This document is the Final Report of the Solar Energy System located at the Wilmington, Swim School, New Castle, Delaware. This active solar system is composed of 2,700 square feet of Revere liquid flat plate collectors piped to a 2,800 gallon concrete storage tank located below ground near the building. A micro-computer based control system selects the optimal applications of the stored energy among space, domestic water and pool alternatives. The controlled logic is planned for serving the heat loads in the following order: space heat-new addition, domestic water-entire facility, and pool heating-entire facility. A modified trombe wall passive operation the active system will bypass the areas being served passively. The system was designed for a 40 percent heating and a 30 percent hot water solar contribution.

    Insight Homes constructed two houses in Rehoboth Beach, Delaware, with identical floor plans and thermal envelopes but different heating and domestic hot water (DHW) systems. Each house is 1,715-ft2 with a single story, three bedrooms, two bathrooms, and the heating, ventilation, and air conditioning (HVAC) systems and ductwork located in conditioned crawlspaces. The standard house, which the builder offers as its standard production house, uses an air source heat pump (ASHP) with supplemental propane furnace heating. The Building America test house uses the same ASHP unit with supplemental heat provided by the DHW heater (a combined DHW and hydronic heating system, where the hydronic heating element is in the air handler). Both houses were occupied during the test period. Results indicate that efficiency of the two heating systems was not significantly different. Three issues dominate these results; lower system design performance resulting from the indoor refrigerant coil selected for the standard house, an incorrectly functioning defrost cycle in the standard house, and the low resolution of the natural gas monitoring equipment. The thermal comfort of both houses fell outside the ASHRAE Standard 55 heating range but was within the ACCA room-to-room temperature range when compared to the thermostat temperature. The monitored DHW draw schedules were input into EnergyPlus to evaluate the efficiency of the tankless hot water heater model using the two monitored profiles and the Building America House Simulation Protocols. The results indicate that the simulation is not significantly impacted by the draw profiles.

    Potentially corrosive environments may form on the surface of spent nuclear fuel dry storage canisters by deliquescence of deposited dusts. To assess this, samples of dust were collected from in-service dry storage canisters at two near-marine sites, the Hope Creek and Diablo Canyon storage installations, and have been characterized with respect to mineralogy, chemistry, and texture. At both sites, terrestrially-derived silicate minerals, including quartz, feldspars, micas, and clays, comprise the largest fraction of the dust. Also significant at both sites were particles of iron and iron-chromium metal and oxides generated by the manufacturing process. Soluble salt phases were minor component of the Hope Creek dusts, and were compositionally similar to inland salt aerosols, rich in calcium, sulfate, and nitrate. At Diablo Canyon, however, sea-salt aerosols, occurring as aggregates of NaCl and Mg-sulfate, were a major component of the dust samples. The seasalt aerosols commonly occurred as hollow spheres, which may have formed by evaporation of suspended aerosol seawater droplets, possibly while rising through the heated annulus between the canister and the overpack. The differences in salt composition and abundance for the two sites are attributed to differences in proximity to the open ocean and wave action. The Diablo Canyon facility is on the shores of the Pacific Ocean, while the Hope Creek facility is on the shores of the Delaware River, several miles from the open ocean.

    Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

    In recent years there have been many attempts to characterize the occurrence of stellar, BD and planetary-mass companions to solar-type stars, with the aim of constraining formation mechanisms. From RV observations a dearth of companions with masses between 10-40 MJup has been noticed at close separations, suggesting the possibility of a distinct formation mechanism for objects above and below this range. We present a model for the substellar companion mass function (CMF). It consists of the superposition of the planet and BD companion mass distributions, assuming that we can extrapolate the RV measured companion mass function for planets to larger separations and the stellar companion mass-ratio distribution over all separations into the BD mass regime. By using both the results of the VLT/NaCo large program and the complementary archive datasets that probe the occurrence of planets and BDs on wide orbits around solar-type stars, we place some constraints on the planet and BD distributions.     This report summarizes the work performed by Delmarva Power and Light and its subcontractors in Phase 1 of the US Department of Energy's PV:BONUS Program. The purpose of the program is to develop products and systems for buildings which utilize photovoltaic (N) technology. Beginning with a cooperative research effort with the University of Delaware's Center for Energy and Environmental Policy Research Delmarva Power developed and demonstrated the concept of Dispatchable PV Peak Shaving. This concept and the system which resulted horn the development work are unique from other grid-connected PV systems because it combines a PV, battery energy storage, power conversion and control technologies into an integrated package. Phase 1 began in July 1993 with the installation of a test and demonstration system at Delmarva's Northern Division General Office building near Newark, Delaware. Following initial testing throughout the summer and fall of 1993, significant modifications were made under an amendment to the DOE contract. Work on Phase 1 concluded in the early spring of 1995. Significant progress towards the goal of commercializing the system was made during Phase 1, and is summarized. Based on progress in Phase 1, a proposal to continue the work in Phase 2 was submitted to the US DOE in May 1995. A contract amendment and providing funds for the Phase 2 work is expected in July 1995.

    The objective of this Class III project is to demonstrate that detailed reservoir characterization of clastic reservoirs in basinal sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost-effective way to recover more of the original oil in place by strategic infill-well placement and geologically based field development. Reservoirs in the Delaware Mountain Group have low producibility (average recovery <14 percent of the original oil in place) because of a high degree of vertical and lateral heterogeneity caused by depositional processes and post-depositional diagenetic modification. Detailed correlations of the Ramsey sandstone reservoirs in Geraldine Ford field suggest that lateral sandstone continuity is less than interpreted by previous studies. The degree of lateral heterogeneity in the reservoir sandstones suggests that they were deposited by eolian-derived turbidites. According to the eolian-derived turbidite model, sand dunes migrated across the exposed shelf to the shelf break during sea-level lowstands and provided well sorted sand for turbidity currents or grain flows into the deep basin.

    The Institute for Regulatory Science (RS) and the American Society of Mechanical Engineers (ASME) jointly estab lished a peer-review program. As the program evolved, four types of review were established. A process for stakeholder participation in peer review eetings was also developed. While a committee established by the ASME provided oversight to the peer-review process, the RSI managed the day-to-day operations of peer review panels.     The Northeast Regional Biomass Program (NRBP) is comprised of the following states: Connecticut. Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont. It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven Northeastern states overcome these obstacles and achieve their biomass energy potentials. The objective of this program in the current and future years is to increase the role of biomass fuels in the region`s energy mix by providing the impetus for states and the private sector to develop a viable Northeast biomass fuels market.

    We introduce the language QML, a functional language for quantum computations on finite types. Its design is guided by its categorical semantics: QML programs are interpreted by morphisms in the category FQC of finite quantum computations, which provides a constructive semantics of irreversible quantum computations realisable as quantum gates. QML integrates reversible and irreversible quantum computations in one language, using first order strict linear logic to make weakenings explicit. Strict programs are free from decoherence and hence preserve superpositions and entanglement - which is essential for quantum parallelism.

    In this paper we propose two types of new algorithms for linear programming. The first type of these new algorithms uses algebraic methods while the second type of these new algorithms uses geometric methods. The first type of algorithms is based on treating the objective function as a parameter. In this method, we form a matrix using coefficients in the system of equations consisting objective equation and equations obtained from inequalities defining constraint by introducing slack/surplus variables. We obtain reduced row echelon form for this matrix containing only one variable, namely, the objective function itself as an unknown parameter. We analyse this matrix in the reduced row echelon form and develop a clear cut method to find the optimal solution for the problem at hand, if and when it exists. We see that the entire optimization process can be developed through the proper analysis of the said matrix in the reduced row echelon form. The second type of algorithms that we propose for linear programming are inspired by geometrical considerations. All these algorithms pursue common aim of approaching closer and closer to centroid or some centrally located interior point for speeding up the process of reaching an optimal solution! We then proceed to show that the algebraic method developed above for linear programming naturally extends to non-linear and integer programming problems. For non-linear and integer programming problems we use the technique of Grobner bases and the methods of solving linear Diophantine equations respectively.

    An accelerator complex that can produce ultra-intense beams of muons presents many opportunities to explore new physics. A facility of this type is unique in that, in a relatively straightforward way, it can present a physics program that can be staged and thus move forward incrementally, addressing exciting new physics at each step. At the request of the US Department of Energy's Office of High Energy Physics, the Neutrino Factory and Muon Collider Collaboration (NFMCC) and the Fermilab Muon Collider Task Force (MCTF) have recently submitted a proposal to create a Muon Accelerator Program that will have, as a primary goal, to deliver a Design Feasibility Study for an energy-frontier Muon Collider by the end of a 7 year R&D program. This paper presents a description of a Muon Collider facility and gives an overview of the proposal.

    Cylinders containing depleted uranium hexafluoride (UF{sub 6}) in storage at the Department of Energy (DOE) gaseous diffusion plants, managed by Martin Marietta Energy Systems, Inc., are being evaluated to determine their expected storage life. Cylinders evaluated recently have been in storage service for 30 to 40 years. In the present environment, the remaining life for these storage cylinders is estimated to be 30 years or greater. The group of cylinders involved in recent tests will continue to be monitored on a periodic basis, and other storage cylinders will be observed as on a statistical sample population. The program has been extended to all types of large capacity UF{sub 6} cylinders.

One of the major objectives was to develop programs for environmental assessment and protection that could serve as an example for similar types of development. The monitoring studies were designed to establish baseline conditions (predevelopment) of the physical, biological, and human environment. Potential changes were assessed and adverse environmental impacts minimized. No major environmental impacts resulted from development of the Raft River Geothermal Research Facility.     A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

    The remarkable uniformity of Type Ia supernovae has allowed astronomers to use them as distance indicators to measure the properties and expansion history of the Universe. However, Type Ia supernovae exhibit intrinsic variation in both their spectra and observed brightness. The brightness variations have been approximately corrected by various methods, but there remain intrinsic variations that limit the statistical power of current and future observations of distant supernovae for cosmological purposes. There may be systematic effects in this residual variation that evolve with redshift and thus limit the cosmological power of SN Ia luminosity-distance experiments. To reduce these systematic uncertainties, we need a deeper understanding of the observed variations in Type Ia supernovae. Toward this end, the Nearby Supernova Factory has been designed to discover hundreds of Type Ia supernovae in a systematic and automated fashion and study them in detail. This project will observe these supernovae spectrophotometrically to provide the homogeneous high-quality data set necessary to improve the understanding and calibration of these vital cosmological yardsticks. From 1998 to 2003, in collaboration with the Near-Earth Asteroid Tracking group at the Jet Propulsion Laboratory, a systematic and automated searching program was conceived and executed using the computing facilities at Lawrence Berkeley National Laboratory and the National Energy Research Supercomputing Center. An automated search had never been attempted on this scale. A number of planned future large supernovae projects are predicated on the ability to find supernovae quickly, reliably, and efficiently in large datasets. A prototype run of the SNfactory search pipeline conducted from 2002 to 2003 discovered 83 SNe at a final rate of 12 SNe/month. A large, homogeneous search of this scale offers an excellent opportunity to measure the rate of Type Ia supernovae. This thesis presents a new method for analyzing the true sensitivity of a multi-epoch supernova search and finds a Type Ia supernova rate from z {approx} 0.01-0.1 of r{sub V} = 4.26{sub -1.93 -0.10}{sup +1.39 +0.10} h{sup 3} x 10{sup -4} SNe Ia/yr/Mpc{sup 3} from a preliminary analysis of a subsample of the SNfactory prototype search. Several unusual supernovae were found in the course of the SNfactory prototype search. One in particular, SN 2002ic, was the first SN Ia to exhibit convincing evidence for a circumstellar medium and offers valuable insight into the progenitors of Type Ia supernovae.

    End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new construction, commercial/industrial custom rebate programs). In this report, the focus is on gross energy savings and the costs borne by the program administrator—including administration, payments to implementation contractors, marketing, incentives to program participants (end users) and both midstream and upstream trade allies, and evaluation costs. We collected data on net savings and costs incurred by program participants. However, there were insufficient data on participant cost contributions, and uncertainty and variability in the ways in which net savings were reported and defined across states (and program administrators).

    Adiabatic quantum computing is a promising route to the computational power afforded by quantum information processing. The recent availability of adiabatic hardware raises the question of how well quantum programs perform. Benchmarking behavior is challenging since the multiple steps to synthesize an adiabatic quantum program are highly tunable. We present an adiabatic quantum programming environment called JADE that provides control over all the steps taken during program development. JADE captures the workflow needed to rigorously benchmark performance while also allowing a variety of problem types, programming techniques, and processor configurations. We have also integrated JADE with a quantum simulation engine that enables program profiling using numerical calculation. The computational engine supports plug-ins for simulation methodologies tailored to various metrics and computing resources. We present the design, integration, and deployment of JADE and discuss its use for benchmarking adiabatic quantum programs.

    Moduli stabilization in the type IIA massive string theory so far was achieved only in the AdS vacua. The uplifting to dS vacua has not been performed as yet: neither the analogs of type IIB anti-D3 brane at the tip of the conifold, nor the appropriate D-terms have been identified. The hope was recently expressed that the F-term uplifting may work. We investigate this possibility in the context of a simplified version of the type IIA model developed in hep-th/0505160 and find that the F-term does not uplift the AdS vacua to dS vacua with positive CC. Thus it remains a challenging task to find phenomenologically acceptable vacua in the type IIA string theory.

    The Lawrence Livermore National Laboratory (LLNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC) has developed this program plan for research in equipment qualification (EQA). In this report the research program which will be executed in accordance with this plan will be referred to as the Equipment Qualification Research Program (EQRP). Covered are electrical and mechanical equipment under the conditions described in the OBJECTIVE section of this report. The EQRP has two phases; Phase I is primarily to produce early results and to develop information for Phase II. Phase I will last 18 months and consists of six projects. The first project is program management. The second project is responsible for in-depth evaluation and review of EQ issues and EQ processes. The third project is responsible for detailed planning to initiate Phase II. The remaining three projects address specific equipment; i.e., valves, electrical equipment, and a pump.

    Because calibrated light curves of Type Ia supernovae have become a major tool to determine the local expansion rate of the Universe and also its geometrical structure, considerable attention has been given to models of these events over the past couple of years. There are good reasons to believe that perhaps most Type Ia supernovae are the explosions of white dwarfs that have approached the Chandrasekhar mass, M_ch ~ 1.39 M_sun, and are disrupted by thermonuclear fusion of carbon and oxygen. However, the mechanism whereby such accreting carbon-oxygen white dwarfs explode continues to be uncertain. Recent progress in modeling Type Ia supernovae as well as several of the still open questions are addressed in this review. Although the main emphasis will be on studies of the explosion mechanism itself and on the related physical processes, including the physics of turbulent nuclear combustion in degenerate stars, we also discuss observational constraints.

It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and Cthat allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools. PCN is in the public domain. The latest version of both the software and this manual can be obtained by anonymous ftp from Argonne National Laboratory in the directory pub/pcn at info.mcs. ani.gov (cf. Appendix A).
