    This is the Final report on DARPA-sponsored development Program Pad Printer for Electronics DE-FC04-95AL87486 which was initiated in February, 1995 and intended to run 24 months to February 1997. The Program has significant value to the Thick Film processing industry, an electronic manufacturing alternative for producing functional modules integrated at the multichip level. The result is highly reliable, high volumetric efficiency, subassemblies for military applications and for commercial applications in severe environments, such as automotive, portable communications, and bio-implantable devices. The program progressed quite satisfactorily through 19 months, when it encountered severe, non-technical, difficulties. Resolving these difficulties resulted in several months of delay in completing the Program, but resulted in only a trivial increase in total program cost and no increase in cost to the sponsor. The principle Objective of the Program was the development of a printing system -- machine and appropriate inks -- compatible with existing thick-film processing but offering a 5x improvement in line density. This objective has been met. The Pad Printer is capable of printing suitable inks in traces 25 g wide on 50g centers to a fired thickness of 3 {mu}; each of these parameters is roughly 1/5 the value of the current alternative, silk-screen printing. The available inks represent an assortment of conductor, dielectric, and insulator formulations and the knowledge developed permits extending this family of inks to new and diverse functional materials. An important secondary objective was maximum compatibility with existing Thick Film processing; the printer and ink systems may be substituted directly for the silk screen printers in existing processes. The Program reached or exceeded its other Technical Objectives in almost every case and, in those few instances where the objective was only partially met, work continues under private funding.

    Many common cyber defenses (like firewalls and IDS) are as static as trench warfare allowing the attacker freedom to probe them at will. The concept of Moving Target Defense (MTD) adds dynamism to the defender side, but puts the systems to be defended themselves in motion, potentially at great cost to the defender. An alternative approach is a mobile resilient defense that removes attackers ability to rely on prior experience without requiring motion in the protected infrastructure itself. The defensive technology absorbs most of the cost of motion, is resilient to attack, and is unpredictable to attackers. The Ant-Based Cyber Defense (ABCD) is a mobile resilient defense providing a set of roaming, bio-inspired, digital-ant agents working with stationary agents in a hierarchy headed by a human supervisor. The ABCD approach provides a resilient, extensible, and flexible defense that can scale to large, multi-enterprise infrastructures like the smart electric grid.

    Utilities across the country are adopting cool storage methods, such as ice-storage and chilled-water tanks, as an economical and environmentally safe way to provide cooling for cities and towns. The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

For the 350 mm square piece of BK-7, removal was one micrometer every 10 minutes. Polishing-out from a 5 micrometer grind took less than 3 hours, to a surface smoothness of one nm rms. Other tests verified that the pad leaves no unusual subsurface damage. Following completion on a pitch planetary polisher, surface finish is the same as obtained for conventional processing. Unlike pitch, the pad retains its surface figure, producing a uniform result when used on a production basis. Coupled with the speed of production and low capital cost of overarm machines, it provides a cost-effective approach.

    The US Department of Energy (DOE) Office of Remedial Action and Waste Technology established the Technical Measurements Center (TMC) at the DOE Grand Junction Projects Office (GJPO) in Grand Junction, Colorado, to standardize, calibrate, and compare measurements made in support of DOE remedial action programs. A set of large-area, radioelement-enriched concrete pads was constructed by the DOE in 1978 at the Walker Field Airport in Grand Junction for use as calibration standards for airborne gamma-ray spectrometer systems. The use of these pads was investigated by the TMC as potential calibration standards for portable scintillometers employed in measuring gamma-ray exposure rates at Uranium Mill Tailings Remedial Action (UMTRA) project sites. Data acquired on the pads using a pressurized ionization chamber (PIC) and three scintillometers are presented as an illustration of an instrumental calibration. Conclusions and recommended calibration procedures are discussed, based on the results of these data.

    This engineering evaluation/cost analysis (EE/CA) has been prepared in support of the proposed removal action for cleanup of radioactively contaminated concrete and soil beneath a building on privately owned commercial property in Oak Ridge, Tennessee. The property, known as the Elza Gate site, became contaminated with uranium-238, radium-226, thorium-232, thorium-230, and decay products as a result of the Manhattan Engineer District storing uranium ore and ore processing residues at the site in the early 1940s. The US Department of Energy (DOE) has responsibility for cleanup of the property under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The DOE plans to remove the cracked and worn concrete pad and contaminated subsoil beneath the pad, after which the property owner/tenant will provide clean backfill and new concrete. Portions of the pad and subsoil are contaminated and, if stored or disposed of improperly, may represent a potential threat to public health or welfare and the environment. The EE/CA report is the appropriate documentation for the proposed removal action, as identified in guidance from the US Environmental Protection Agency. The objective of the EE/CA report, in addition to identifying the planned removal action, is to document the selection of response activities that will mitigate the potential for release of contaminants from the property into the environment and minimize the related threats to public health or welfare and the environment. 7 refs., 2 figs., 3 tabs.

    Strategic missiles and weapons are proliferating rapidly; thus, the US and its Allies are likely to face both capable bilateral threats and multilateral configurations with complex coalitions for which defenses could be essential for stability. Current hit-to-kill interceptor and radar and infrared detection, track, and discrimination technology should suffice for limited threats, but it is necessary to meet those threats in time while maintaining growth potential for the more sophisticated threats likely to follow. National Missile Defense faces a confusing array of threats, programs, and alternatives, but the technologies in development are clearly an appropriate first step towards any of them. They are likely to succeed in the near term; the challenge is to retain flexibility to provide needed options in the mid and long terms.

    A new two-dimensional thermal neutron detector concept that is capable of very high rates is being developed. It is based on neutron conversion in {sup 3}He in an ionization chamber (unity gas gain) that uses only a cathode and anode plane; there is no additional electrode such as a Frisch grid. The cathode is simply the entrance window, and the anode plane is composed of discrete pads, each with their own readout electronics implemented via application specific integrated circuits. The aim is to provide a new generation of detectors with key characteristics that are superior to existing techniques, such as higher count rate capability, better stability, lower sensitivity to background radiation, and more flexible geometries. Such capabilities will improve the performance of neutron scattering instruments at major neutron user facilities. In this paper, we report on progress with the development of a prototype device that has 48 x 48 anode pads and a sensitive area of 24cm x 24cm.

    On September 5th and 6th, 2012, the Dynamic Defense Workshop: From Research to Practice brought together researchers from academia, industry, and Sandia with the goals of increasing collaboration between Sandia National Laboratories and external organizations, de ning and un- derstanding dynamic, or moving target, defense concepts and directions, and gaining a greater understanding of the state of the art for dynamic defense. Through the workshop, we broadened and re ned our de nition and understanding, identi ed new approaches to inherent challenges, and de ned principles of dynamic defense. Half of the workshop was devoted to presentations of current state-of-the-art work. Presentation topics included areas such as the failure of current defenses, threats, techniques, goals of dynamic defense, theory, foundations of dynamic defense, future directions and open research questions related to dynamic defense. The remainder of the workshop was discussion, which was broken down into sessions on de ning challenges, applications to host or mobile environments, applications to enterprise network environments, exploring research and operational taxonomies, and determining how to apply scienti c rigor to and investigating the eld of dynamic defense.

    As part of the Enhance Surveillance mission, it is the goal to provide suitable lifetime assessment of stockpile materials. This report is an accumulation of historical publication on the DC745U material and their findings. It is the intention that the B61 LEP program uses this collection of data to further develop their understanding and potential areas of study. DC745U is a commercially available silicone elastomer consisting of dimethyl, methyl-phenyl, and methyl-vinyl siloxane repeat units. Originally, this material was manufactured by Dow Corning as Silastic{reg_sign} DC745U at their manufacturing facility in Kendallville, IN. Recently, Dow Corning shifted this material to the Xiameter{reg_sign} brand product line. Currently, DC745U is available through Xiameter{reg_sign} or Dow Corning's distributor R. D. Abbott Company. DC745U is cured using 0.5 wt% vinyl-specific peroxide curing agent known as Luperox 101 or Varox DBPH-50. This silicone elastomer is used in numerous parts, including two major components (outer pressure pads and aft cap support) in the W80 and as pressure pads on the B61. DC745U is a proprietary formulation, thus Dow Corning provides limited information on its composition and properties. Based on past experience with Dow Corning, DC745U is at risk of formulation changes without notification to the costumer. A formulation change for DC745U may have a significant impact because the network structure is a key variable in determining material properties. The purpose of this report is to provide an overview of historical DC745U studies and identify gaps that need to be addressed in future work. Some of the previous studies include the following: 1. Spectroscopic characterization of raw gum stock. 2. Spectroscopic, thermal, and mechanical studies on cured DC745U. 3.     The Technical Measurements Center (TMC) was established and was tasked with developing and/or recommending measurement methods for use in support of remedial action programs. Since one aspect of this technical support is the provision of calibration facilities for standardization of field measurements, four sets of thorium-232 enriched pads (two pads per set) were constructed for use by remedial action contractors in calibrating portable field instruments that are used to make direct, in-situ measurements of radium-226, thorium-232, and potassium-40.     New, non-particulate decontamination materials promise to reduce both military and civilian casualties by enabling individuals to decontaminate themselves and their equipment within minutes of exposure to chemical warfare agents or other toxic materials. One of the most promising new materials has been developed using a needlepunching nonwoven process to construct a novel and non-particulate composite fabric of multiple layers, including an inner layer of activated carbon fabric, which is well-suited for the decontamination of both personnel and equipment. This paper describes the development of a composite nonwoven pad and compares efficacy test results for this pad with results from testing other decontamination systems. The efficacy of the dry nonwoven fabric pad was demonstrated specifically for decontamination of the chemical warfare blister agent bis(2-chloroethyl)sulfide (H or sulfur mustard). GC/MS results indicate that the composite fabric was capable of significantly reducing the vapor hazard from mustard liquid absorbed into the nonwoven dry fabric pad. The mustard adsorption efficiency of the nonwoven pad was significantly higher than particulate activated carbon (p=0.041) and was similar to the currently fielded US military M291 kit (p=0.952). The nonwoven pad has several advantages over other materials, especially its non-particulate, yet flexible, construction. This composite fabric was also shown to be chemically compatible with potential toxic and hazardous liquids, which span a range of hydrophilic and hydrophobic chemicals, including a concentrated acid, an organic solvent and a mild oxidant, bleach.

    The National Defense Authorization Act for Fiscal Year 1994, Public Law No. 103-160, Section 1703 (50 USC 1522), mandates the consolidation of all Department of Defense chemical and biological (CB) defense programs. As part of this consolidation, the Secretary of Defense is directed to submit an assessment and a description of plans to improve readiness to survive, fight and win in a nuclear, biological and chemical (NBC) contaminated environment. This report contains modernization plan summaries that highlight the Department`s approach to improve current NBC defense equipment and resolve current shortcomings in the program. 50 USC 1522 has been a critical tool for ensuring the elimination of redundant programs, focusing funds on program priorities, and enhancing readiness. While many problems remain in consolidating the NBC defense program, significant and measurable progress has been made in fulfilling the letter and the intent of Congress. There has been a consolidation of the research, development and acquisition organizations for NBC defense, including the consolidation of all research, development, test and evaluation, and procurement funds for NBC defense. There has been significant progress in the development of Joint training, doctrine development, and requirements generation. Modernization and technology plans have been developed that will begin to show real savings and true consolidation of efforts among the Services. The fruits of these plans will be realized over the next few years as the public law has time to take effect and will result in the increased readiness of U.S. forces. The objective of the Department of Defense (DoD) NBC defense program is to enable our forces to survive, fight, and win in NBC warfare environments. Numerous rapidly changing factors continually influence the program and its management.

    The US Department of Energy (DOE) Office of Remedial Action and Waste Technology has as one of its goals the standardization of field measurements made by its remedial action contractors throughout the country.     An attempt is made at illustrating the many contributions to rock mechanics from US defense programs, over the past 30-plus years. Large advances have been achieved in the technology-base area covering instrumentation, material properties, physical modeling, constitutive relations and numerical simulations. In the applications field, much progress has been made in understanding and being able to predict rock mass behavior related to underground explosions, cratering, projectile penetration, and defense nuclear waste storage. All these activities stand on their own merit as benefits to national security. But their impact is even broader, because they have found widespread applications in the non-defense sector; to name a few: the prediction of the response of underground structures to major earthquakes, the physics of the earth`s interior at great depths, instrumentation for monitoring mine blasting, thermo-mechanical instrumentation useful for civilian nuclear waste repositories, dynamic properties of earthquake faults, and transient large-strain numerical modeling of geological processes, such as diapirism. There is not pretense that this summary is exhaustive. It is meant to highlight success stories representative of DOE and DOD geotechnical activities, and to point to remaining challenges.

    Maintaining the large-scale peace in a defense-dominated world necessarily will require not only passive but also active defenses against large-scale aggression that are technically feasible, practical and easy to employ -- and robust against perversion into support of aggression. Such peace maintenance tool-sets will feature means for effectively rebuking aggression as well as providing timely and very widely available seaming of aggression underway anywhere. This report discusses the technology base which currently exists to provide world-wide, high-quality imagery at moderate (5--10 meter) spatial resolution or imagery of 1% of the Earth`s land surface at high ({le} 1 meter) resolution no less frequently than daily, at a total cost of the order of $1 B, with operational capability in the later `90s. Such systems could provide timely warning of aggressive actions anywhere. Similarly, space-based means of defeating aggression conducted with even quite short-range ballistic missiles anywhere in the world could be brought into existence by the end of the `90s for a total cost of about $10 B, and small high-altitude, long flight-duration robotic aircraft carrying high-performance sensors and interceptor missilery could provide both seaming and active defenses against attacks conducted with very short range ballistic missiles, as well as attacks launched with air-breathing threats such as bombers and cruise missiles, for a cost per defended area of the order of $10/km{sup 2}. It appears that all of the associated sensors can find apt dual-use as high-performance systems for monitoring physical aspects of the human environment.
