    In March 2005, the United States Coast Guard requested that Sandia National Laboratories provide a technical review and evaluation of the appropriateness and completeness of models, assumptions, analyses, and risk management options presented in the Cabrillo Port LNG Deepwater Port Independent Risk Assessment-Revision 1 (Cabrillo Port IRA). The goal of Sandia's technical evaluation of the Cabrillo Port IRA was to assist the Coast Guard in ensuring that the hazards to the public and property from a potential LNG spill during transfer, storage, and regasification operations were appropriately evaluated and estimated. Sandia was asked to review and evaluate the Cabrillo Port IRA results relative to the risk and safety analysis framework developed in the recent Sandia report, ''Guidance on Risk Analysis and Safety Implications of a Large Liquefied Natural Gas (LNG) Spill over Water''. That report provides a framework for assessing hazards and identifying approaches to minimize the consequences to people and property from an LNG spill over water. This report summarizes the results of the Sandia review of the Cabrillo Port IRA and supporting analyses. Based on our initial review, additional threat and hazard analyses, consequence modeling, and process safety considerations were suggested. The additional analyses recommended were conducted by the Cabrillo Port IRA authors in cooperation with Sandia and a technical review panel composed of representatives from the Coast Guard and the California State Lands Commission. The results from the additional analyses improved the understanding and confidence in the potential hazards and consequences to people and property from the proposed Cabrillo Port LNG Deepwater Port Project. The results of the Sandia review, the additional analyses and evaluations conducted, and the resolutions of suggested changes for inclusion in a final Cabrillo Port IRA are summarized in this report.

    Although truly new technology is not required for successful acquisition of seismic data in deep Gulf of Mexico waters, it is helpful to review some basic aspects of these seismic surveys. Additionally, such surveys are likely to see early use of some emerging new technology which can improve data quality. Because such items as depth imaging, borehole seismic, 4-D and marine 3-component recording were mentioned in the May 1996 issue of World Oil, they are not discussed again here. However, these technologies will also play some role in the deepwater seismic activities. What is covered in this paper are some new considerations for: (1) longer data records needed in deeper water, (2) some pros and cons of very long steamer use, and (3) two new commercial systems for quantifying data quality.

In fact, it may be advantageous to build on existing patents and prior art, and patent new ideas and concepts for reducing costs.     The volumetric efficiency and power of internal combustion engines is improved with an intake port having an intake nozzle, a venturi, and a surge chamber. The venturi is located almost halfway upstream the intake port between the intake valves and the intake plenum enabling the venturi throat diameter to be exceptionally small for providing an exceptionally high ram velocity and an exceptionally long and in turn high efficiency diffuser flowing into the surge chamber. The intake port includes an exceptionally large surge chamber volume for blow down of the intake air into the working cylinder of the engine.

    At approximately 11:00 pm EDT April 20, 2010 an explosion occurred aboard the Deepwater Horizon mobile offshore drilling unit (MODU) located 52 miles Southeast of Venice, LA and 130 miles southeast of New Orleans, LA. The MODU was drilling an exploratory well and was not producing oil at the time of the incident. The Deepwater Horizon MODU sank 1,500 feet northwest of the well site.     The report herein is a summary of the work performed on three projects to demonstrate hydrocarbon drilling and production methods applicable to deep and ultra deepwater field developments in the Gulf of Mexico and other like applications around the world. This work advances technology that could lead to more economic development and exploitation of reserves in ultra-deep water or remote areas. The first project is Subsea Processing. Its scope includes a review of the ''state of the art'' in subsea components to enable primary production process functions such as first stage liquids and gas separation, flow boosting, chemical treatment, flow metering, etc. These components are then combined to allow for the elimination of costly surface production facilities at the well site. A number of studies were then performed on proposed field development projects to validate the economic potential of this technology. The second project involved the design and testing of a light weight production riser made of composite material. The proposed design was to meet an actual Gulf of Mexico deepwater development project. The various engineering and testing work is reviewed, including test results. The third project described in this report encompasses the development and testing of a close tolerance liner drilling system, a new technology aimed at reducing deepwater drilling costs. The design and prototype testing in a test well are described in detail.

    H.R. 2325 would establish a domestic liability and compensation system for oil pollution from vessels and facilities and would implement the 1984 Protocols to the 1969 Civil Liability and 1971 Fund Conventions concerning seagoing tanker-source oil pollution. The goal of this act is to: (1) strengthen the four existing oil pollution liability and compensation regimes under the Federal Water Pollution Control Act, the Trans-Alaska Pipeline Authorization Act, the Deepwater Port Act, and the Outer Continental Shelf Lands Act to create a unified program; (2) establish a system financed by vessel and facility owners and the oil industry to compensate the US government, the states, and Indian tribes for removal and restoration costs associated with oil spills; and (3) provide greater protection from foreign tanker oil spills by implementing the existing protocols and conventions.

    This report includes technical progress made during the period October, 2002 through September, 2003. At the end of the second technical progress report, the ConocoPhillips opportunities to apply subsea processing in the Gulf of Mexico had been exhausted, and an alternative site was identified in Norway. This was a non-ConocoPhillips operated field, and the subsea processing was proposed as a phased development approach with 2-phase separation at the field, and then gas and liquids exported via pipeline to remote platform locations for processing. Although the unrisked economics were quite favorable, the risked economic evaluation compelled the operator to develop the field with the more conventional and proven Floating Production, Storage and Offloading (FPSO) option. Work on the subsea processing was suspended at this time. Discussions with DOE regarding two other step-change deepwater technologies ensued. One was an effort to develop a light-weight, high pressure composite production riser. A field demonstration of the design would then be performed by deploying a limited number of composite joints in a Gulf of Mexico deepwater development. The other was to begin the process of taking drilling with casing technology to the deepwater. This is called, ''close-tolerance liner drilling''. It was agreed that both technologies should be pursued, and the work began. During this reporting period, the initial production riser design had been completed and preliminary test sample components were being fabricated. Regarding the liner drilling, the sub-contractors were selected, the design basis was agreed and designs progressed towards meeting a projected first quarter, 2004 onshore test program.

At the end of the last technical progress report, the subsea processing aspects of the work program had been dropped due to the lack of commercial opportunity within ConocoPhillips, and the program had been redirected towards two other promising deepwater technologies: the development and demonstration of a composite production riser, and the development and testing of a close-tolerance liner drilling system. This report focuses on these two technologies.

    This paper reviews the continuing development of gate valve and actuator technology for subsea completions extending into ultra deep water. The basic technical challenges inherent to subsea valve actuators are reviewed, along with the various factors which affect the design and performance of these devices in deepwater applications. The high external ambient pressures which occur in deep water, coupled with high specific gravity hydraulic control fluids, are shown to have a significant impact on the performance of the actuators. This paper presents design and analysis methods and the verification test procedures which are required to develop and qualify new deep water actuator designs. Gate valve actuators of the type described in this paper are currently in use on subsea christmas trees on the world`s deepest subsea wells offshore Brazil (water depths >3,000 feet). New applications of the deepwater actuators are in process for upcoming Gulf of Mexico subsea production systems in water depths approaching 6,000 feet. The actuator/valve development method described in this paper has been confirmed by performance verification testing of full scale valves and actuators using a hyperbaric chamber to simulate ultra deepwater operating conditions. Performance of the test valves and actuators correlated very well with analytical predictions. Test results have confirmed that the new valve actuator designs will satisfy API 17D performance requirements for water depths up to 7,500 feet, well in excess of the upcoming GOM application.

    A multiple-port valve assembly is designed to direct flow from a primary conduit into any one of a plurality of secondary conduits as well as to direct a reverse flow. The valve includes two mating hemispherical sockets that rotatably receive a spherical valve plug. The valve plug is attached to the primary conduit and includes diverging passageways from that conduit to a plurality of ports. Each of the ports is alignable wih one or more of a plurality of secondary conduits fitted into one of the hemispherical sockets. The other hemispherical socket includes a slot for the primary conduit such that the conduit's motion along that slot with rotation of the spherical plug about various axes will position the valve-plug ports in respect to the secondary conduits.

    This invention provides a simple pressure-actuated closure whereby windowless observation ports are opened to the atmosphere at preselected altitudes. The closure comprises a disk which seals a windowless observation port in rocket hull. An evacuated instrument compartment is affixed to the rocket hull adjacent the inner surface of the disk, while the outer disk surface is exposed to the atmosphere through which the rocket is traveling. The pressure differential between the evacuated instrument compartment and the relatively high pressure external atmosphere forces the disk against the edge of the observation port, thereby effecting a tight seai. The instrument compartment is evacuated to a pressure equal to the atmospheric pressure existing at the altitude at which it is desiretl that the closure should open. When the rocket reaches this preselected altitude, the inwardly directed atmospheric force on the disk is just equaled by the residual air pressure force within the instrument compartment. Consequently, the closure disk falls away and uncovers the open observation port. The separation of the disk from the rocket hull actuates a switch which energizes the mechanism of a detecting instrument disposed within the instrument compartment. (AE C)

    The ITER Vacuum Vessel (VV) is equipped with 54 access ports. Each of these ports has an opening in the bioshield that communicates with a dedicated port cell. During Tokamak operation, the bioshield opening must be closed with a concrete plug to shield the radiation coming from the plasma. This port plug separates the port cell into a Port Interspace (between VV closure lid and Port Plug) on the inner side and the Port Cell on the outer side. This paper presents calculations of pressures and temperatures in the ITER (Ref. 1) Port Interspace after a double-ended guillotine break (DEGB) of a pipe of the Tokamak Cooling Water System (TCWS) with high temperature water. It is assumed that this DEGB occurs during the worst possible conditions, which are during water baking operation, with water at a temperature of 523 K (250 C) and at a pressure of 4.4 MPa. These conditions are more severe than during normal Tokamak operation, with the water at 398 K (125 C) and 2 MPa. Two computer codes are employed in these calculations: RELAP5-3D Version 4.2.1 (Ref. 2) to calculate the blowdown releases from the pipe break, and MELCOR, Version 1.8.6 (Ref. 3) to calculate the pressures and temperatures in the Port Interspace. A sensitivity study has been performed to optimize some flow areas.

Fuel injectors (64) in the enclosure provide convergent fuel streams (72) that oppose each other, thus converting velocity pressure to static pressure. This forms a flow stagnation zone (74) that acts as a valve on airflow (40, 41) through the port, in which the air outflow (41) is inversely proportion to the fuel flow (25). The fuel flow rate is controlled (65) in proportion to engine load. At high loads, more fuel and less air flow through the port, making more air available to the premixing assemblies (36).

    Against the backdrop of more than 20 years of increasingly stringent environmental regulation, ever-expanding exploration and development moratoria on the Outer Continental Shelf (OCS), and reductions in producer tax incentives, oil and natural gas exploration companies active in deep waters of the Gulf of Mexico recently won a significant legislative victory. On Nov. 28, 1995, President Clinton signed into law S.395, the Alaska Power Administration Sale Act. Title 3 of S.395 embodies the Outer Continental Shelf Deep Water Royalty Relief Act. This landmark legislation provides substantial incentives for oil and natural gas production in the gulf of Mexico by temporarily eliminating royalties on certain deepwater leases. It is the first direct incentive for oil and gas production enacted at the federal level in many years. This paper reviews the elements used to arrive at this successful legislation including the congressional leadership. It describes debates, cabinet level discussions, and use of parlimentary procedures.

    This paper describes the impact that the use of a subsea boosting system will have on the development of a deepwater field. The analysis covers the technology demands and constraints encountered on screening studies executed for the fields of Marlim, Albacora and Barracuda, as well as an overview of the economic benefits encountered. The paper focuses on the technological demands and constraints identified as well as some considerations about possible alternatives. The demands and constraints identified in the study will provide the industry with some more input to guide the development of the subsea boosting technology, as well as a better understanding of how to apply this new tool on the development of deepwater prospects. The results of the screening study are showing that the subsea boosting systems are a valuable tool to reduce the costs of deepwater developments. The cost cutting possibilities through an integration between the conventional subsea hardware and the subsea boosting systems and the combination of boosting systems are promising alternatives. The encouraging economic results found, as well as the demands and constraints raised in the paper will be of use for those trying to apply these technologies in various areas of the world.

    British Petroleum Exploration (BPX) achieved top-quality cementing performance at significantly lower costs in a deepwater area 45 miles offshore Louisiana by using a new method of launching subsea wiper plugs. The method is based on a newly designed subsea casing wiper plug release system, which uses up to three solid wiper plugs loaded in a basket and released by individual darts launched from a surface tool. This design has eliminated the problems sometimes associated with the latching, unlatching and sealing of conventional subsea casing wiper plugs.

    Industry`s deepwater pipelaying capability has received a boost this year with the entry into the world`s fleet of Solitaire, a dynamically positioned pipelay vessel of about 350 m including stinger. The converted bulk carrier, formerly the Trentwood, will arrive on station in the North Sea and begin laying pipe this month on Statoil`s Europipe II project, a 600-km, 42-in. OD gas pipeline from Norway to Germany. Next year, the vessel will install pipe for the Exxon U.S.A.`s Gulf of Mexico South Diana development (East Breaks Block 945) in a water depth of 1,643 m and for Mobil Oil Canada as part of the Sable Island Offshore and Energy Project offshore Nova Scotia. Using the S-lay mode, Solitaire is particularly well-suited for laying large lines economically, including the deepwater projects anticipated for the US Gulf of Mexico. Table 1 presents Solitaire`s technical specifications. The design, construction, pipelaying, and justification for building vessels such as the Solitaire are discussed.

    During this last period of the ''Seismic Evaluation of Hydrocarbon Saturation in Deep-Water Reservoirs'' project (Grant/Cooperative Agreement DE-FC26-02NT15342), we finalized integration of rock physics, well log analysis, seismic processing, and forward modeling techniques. Most of the last quarter was spent combining the results from the principal investigators and come to some final conclusions about the project. Also much of the effort was directed towards technology transfer through the Direct Hydrocarbon Indicators mini-symposium at UH and through publications. As a result we have: (1) Tested a new method to directly invert reservoir properties, water saturation, Sw, and porosity from seismic AVO attributes; (2) Constrained the seismic response based on fluid and rock property correlations; (3) Reprocessed seismic data from Ursa field; (4) Compared thin layer property distributions and averaging on AVO response; (5) Related pressures and sorting effects on porosity and their influence on DHI's; (6) Examined and compared gas saturation effects for deep and shallow reservoirs; (7) Performed forward modeling using geobodies from deepwater outcrops; (8) Documented velocities for deepwater sediments; (9) Continued incorporating outcrop descriptive models in seismic forward models; (10) Held an open DHI symposium to present the final results of the project; (11) Relations between Sw, porosity, and AVO attributes; (12) Models of Complex, Layered Reservoirs; and (14) Technology transfer Several factors can contribute to limit our ability to extract accurate hydrocarbon saturations in deep water environments. Rock and fluid properties are one factor, since, for example, hydrocarbon properties will be considerably different with great depths (high pressure) when compared to shallow properties.     A method and apparatus are provided for generating RTL code for a test-port interface of an integrated circuit. In an embodiment, a test-port table is provided as input data. A computer automatically parses the test-port table into data structures and analyzes it to determine input, output, local, and output-enable port names. The computer generates address-detect and test-enable logic constructed from combinational functions. The computer generates one-hot multiplexer logic for at least some of the output ports. The one-hot multiplexer logic for each port is generated so as to enable the port to toggle between data signals and test signals. The computer then completes the generation of the RTL code.

    The Waste Receiving and Processing Module I (WRAP-1) facility must have the ability to allow 55-gallon drums to enter and exit glovebox enclosures. An Entry/Exit Port (Appendix 1, Figure 1), designed by United Engineers and Constructors (UE&C), is one method chosen for drum transfer. The Entry/Exit Port is to be used for entry of 55-gallon drums into both process entry gloveboxes, exit of 55-gallon drum waste pucks from the low-level waste (LLW) glovebox, and loadout of waste from the restricted waste management glovebox. The Entry/Exit Port relies on capture velocity air flow and a neoprene seal to provide alpha confinement when the Port is in the open and closed positions, respectively. Since the glovebox is in a slight vacuum, air flow is directed into the glovebox through the space between the overpack drum and glovebox floor. The air flow is to direct any airborne contamination into the glovebox. A neoprene seal is used to seal the Port door to the glovebox floor, thus maintaining confinement in the closed position. Entry/Exit Port testing took place February 17, 1993, through April 14, 1993, in the 305 building of Westinghouse Hanford Company. Testing was performed in accordance with the Entry/Exit Port Testing Test Plan, document number WHC-SD-WO26-TP-005. A prototype Entry/Exit Port built at the Hanford Site was tested using fluorescent paint pigment and smoke candles as simulant contaminants. This test report is an interim test report. Further developmental testing is required to test modifications made to the Port as the original design of the Port did not provide complete confinement during all stages of operation.

    A multi-port fluid valve apparatus is used to control the flow of fluids through a plurality of valves and includes a web, which preferably is a stainless steel endless belt. The belt has an aperture therethrough and is progressed, under motor drive and control, so that its aperture is moved from one valve mechanism to another. Each of the valve mechanisms comprises a pair of valve blocks which are held in fluid-tight relationship against the belt. Each valve block consists of a block having a bore through which the fluid flows, a first seal surrounding the bore and a second seal surrounding the first seal, with the distance between the first and second seals being greater than the size of the belt aperture. In order to open a valve, the motor progresses the belt aperture to where it is aligned with the two bores of a pair of valve blocks, such alignment permitting a flow of the fluid through the valve. The valve is closed by movement of the belt aperture and its replacement, within the pair of valve blocks, by a solid portion of the belt.

    We are now entering the final stages of our ''Seismic Evaluation of Hydrocarbon Saturation in Deep-Water Reservoirs'' project (Grant/Cooperative Agreement DE-FC26-02NT15342). We have now developed several techniques to help distinguish economic hydrocarbon deposits from false ''Fizz'' gas signatures. These methods include using the proper in situ rock and fluid properties, evaluating interference effects on data, and doing better constrained inversions for saturations. We are testing these techniques now on seismic data from several locations in the Gulf of Mexico. In addition, we are examining the use of seismic attenuation as indicated by frequency shifts below potential reservoirs.     Native Village of Port Graham completed preconstruction activities to prepare for construction and operations of a cord wood biomass heating system to five or more community buildings in Port Graham, Alaska. Project Description Native Village of Port Graham (NVPG) completed preconstruction activities that pave the way towards reduced local energy costs through the construction and operations of a cord wood biomass heating system. NVPG plans include installation of a GARN WHS 3200 Boiler that uses cord wood as fuel source. Implementation of the 700,000 Btu per hour output biomass community building heat utility would heat 5-community buildings in Port Graham, Alaska. Heating system is estimated to displace 85% of the heating fuel oil or 5365 gallons of fuel on an annual basis with an estimated peak output of 600,000 Btu per hour. Estimated savings is $15,112.00 per year. The construction cost estimate made to install the new biomass boiler system is estimated $251,693.47 with an additional Boiler Building expansion cost estimated at $97,828.40. Total installed cost is estimated $349,521.87. The WHS 3200 Boiler would be placed inside a new structure at the old community Water Plant Building site that is controlled by NVPG. Design of the new biomass heat plant and hot water loop system was completed by Richmond Engineering, NVPG contractor for the project. A hot water heat loop system running off the boiler is designed to be placed underground on lands controlled by NVPG and stubbed to feed hot water to existing base board heating system in the following community buildings: 1.     This paper presents the new design of a horizontal tree for deepwater installation, as a key piece of equipment for application of a Electrical Submersible Pump in Subsea Wells. The production from subsea wells equipped with ESPs is a reality since October/94 with the first installation in Campos Basin. The horizontal tree adds simplicity to workover operations expected to be two to three times more frequency when compared to natural flow or gas lifted wells. The design and fabrication of the deepwater horizontal tree is a result of a Technological Cooperation Agreement. The design incorporates new solutions, mainly in diverless guidelineless connection of power cables and flowlines using the vertical connection system. The guidelineless horizontal subsea tree is fully prepared to be integrated on the new manifolds being designed for the Brazilian deepwater oilfields. The applications of the horizontal trees in subsea ESP wells reduce intervention cost, increasing economical attractiveness and scenarios for the applications of this new boosting technology.

  12. New insights into microbial responses to oil spills from the Deepwater Horizon incident

    On April 20, 2010, a catastrophic eruption of methane caused the Deepwater Horizon exploratory drill rig drilling the Macondo Well in Mississippi Canyon Block 252 (MC252) to explode. The Deepwater Horizon oil spill was unprecendeted for several reasons: the volume of oil released; the spill duration; the well depth; the distance from the shore-line (77 km or about 50 miles); the type of oil (light crude); and the injection of dispersant directly at the wellhead. This study clearly demonstrated that there was a profound and significant response by certain members of the in situ microbial community in the deep-sea in the Gulf of Mexico. In particular putative hydrocarbon degrading Bacteria appeared to bloom in response to the Deepwater Horizon oil spill, even though the temperature at these depths is never >5 C. As the plume aged the shifts in the microbial community on a temporal scale suggested that different, yet metabolically important members of the community were able to respond to a myriad of plume constituents, e.g. shifting from propane/ethane to alkanes and finally to methane. Thus, the biodegradation of hydrocarbons in the plume by Bacteria was a highly significant process in the natural attenuation of many compounds released during the Deepwater Horizon oil spill.

    This report summarizes FY13 research activities performed by the National Energy Technology Laboratory (NETL), Office of Research and Development (ORD), along with its partners in the Regional University Alliance (RUA) to fulfill research needs under the Energy Policy Act of 2005 (EPAct) Section 999's Complementary Program. Title IX, Subtitle J, Section 999A(d) of EPAct 2005 authorizes $50 million per year of federal oil and gas royalties, rents and bonus payments for an oil and natural gas research and development effort, the Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Resources Research Program. Section 999 further prescribes four program elements for the effort, one of which is the Complementary Research Program that is to be performed by NETL. This document lays out the plan for the research portfolio for the Complementary Research Program, with an emphasis on the 2013 funding. The Complementary Program consists of two research portfolios focused on domestic resources: (1) the Deepwater and Ultra-Deepwater Portfolio (UDW) (focused on hydrocarbons in reservoirs in extreme environments) and (2) the Unconventional Resources Portfolio (UCR) (focused on hydrocarbons in shale reservoirs). These two portfolios address the science base that enables these domestic resources to be produced responsibly, informing both regulators and operators. NETL is relying on a core Department of Energy-National Energy Technology Laboratory (DOE-NETL) competency in engineered-natural systems to develop this science base, allowing leveraging of decades of investment.     Deepwater petroleum development is increasing throughout the world. Complete evaluation of deepwater oil fields prior to development is extremely important, but difficult due to harsh conditions and deepwater. Extended well testing and early production of a field will allow complete evaluation, reducing risk prior to long term commitments. Conceptual design and studies for a semisubmersible type deepwater drilling, early production and testing system with 100,000 bbl storage (DEPTS) that will allow this have been completed. Needs analysis were performed and several potential concepts compared. Sizing and costing of the semisubmersible unit, mooring, and riser systems as well as selection of the drilling, production, and storage units were carried out. The unique aspect of the system is that the combination of drilling, production facilities, and storage on the same vessel will allow the system to be applied across the early phases of offshore oil field development from drilling to early production. With storage integrated into the vessel, oil production can continue in the most extreme conditions. The system`s intended operational area will be the deepwater fields of Asia and Oceania. Studies have been carried out showing the technical and economic feasibility of the system in deepwater up to 2,000 m.

    A steadily growing volume of publicly available data (well logs, speculative seismic surveys, press releases, etc.) strongly suggests that the deep-water part of the Gulf of Mexico contains large reserves of recoverable hydrocarbons. Well logs available through the minerals management Service Order 4 Release Program indicate at least 25 potentially developable accumulations have been found, some 14 of which had been publicized at the time of this paper. We estimate that industry has spent more than $4 billion nominal to discover at least 1.5 billion bbl of oil equivalent, of which only a small fraction has been developed and produced. Most volumetrically significant deep-water discoveries can be geographically grouped into six [open quotes]corridors[close quotes] in which industry collaboration in terms of shared infrastructure, operating principles, service company support, etc., seems inevitable. Given the tremendous technical challenges and uncertainties associated with the play, coupled with the high cost of building, installing, and operating deep-water production systems, industry cooperation similar to that found in some international arenas will be critical to achieving production in this promising new area of an established basin.

    A compressor ported shroud takes compressed air from the shroud of the compressor before it is completely compressed and delivers it to foil bearings. The compressed air has a lower pressure and temperature than compressed outlet air. The lower temperature of the air means that less air needs to be bled off from the compressor to cool the foil bearings. This increases the overall system efficiency due to the reduced mass flow requirements of the lower temperature air. By taking the air at a lower pressure, less work is lost compressing the bearing cooling air.

The State-of-the-Art Port of Entry Workshop initiated a dialogue among technologists and stakeholders to explore the potential uses of technology at border crossings and to set development priorities. International ports of entry are both information and labor intensive, and there are many promising technologies that could be used to provide timely information and optimize inspection resources. Participants universally held that integration of technologies and operations is critical to improving port services. A series of Next Steps was developed to address stakeholder issues and national priorities, such as the National Transportation Policy and National Drug Policy. This report documents the views of the various stakeholders and technologists present at the workshop and outlines future directions of study.

    This study on the performance characteristics of existing solar technologies in a maritime environment was funded by an award given to The Port of Galveston (POG) from the U.S. Department of Energy (DOE). The study includes research performed by The Center for Advanced Materials at the University of Houston (UH). The UH researchers examined how solar cell efficiencies and life spans can be improved by examining the performance of a variety of antireflective (AR) coatings mounted on the top of one of the POG’s Cruise Terminals. Supplemental supporting research was performed at the UH laboratories. An educational Kiosk was constructed with a 55” display screen providing information about solar energy, the research work UH performed at POG and real time data from the solar panels located on the roof of the Cruise Terminal. The Houston Advanced Research Center (HARC) managed the project.

    Sediment core was collected from Labuan port and analyzed to determine the radioactivity of thorium (Th) isotopes. The objectives of this study are to determine the possible sources of Th isotopes at Labuan port and estimates the sedimentation rate based on {sup 228}Th/{sup 232}Th model. The results suggest the {sup 230}Th and {sup 232}Th might be originated from terrestrial sedimentary rock while {sup 228}Th originated by authigenic origin. High ratio value of {sup 230}Th/{sup 232}Th detected at the top surface sediment indicates the increasing of {sup 230}Th at the recent years which might be contributed from the anthropogenic sources. The sedimentation rate of core sediment from Labuan Port was successfully estimated by using {sup 228}Th/{sup 232}Th model. The result show high sedimentation rate with 4.67 cm/year indicates rapid deposition occurred at this study area due to the high physical activity at the Labuan port. By assume the constant sedimentation rate at this area; we estimated the age of 142 cm core sediment obtained from Labuan port is 32 years started from 1981 to 2012. This chronology will be used in forthcoming research to investigate the historical profile of anthropogenic activities affecting the Labuan port.

    Fall chinook salmon Oncorhynchus tshawytscha, thought to originate from Bonneville Hatchery, were first noted to be spawning downstream of Bonneville Dam by Washington Department of Fisheries and Wildlife (WDFW) biologists in 1993 (Hymer 1997). Known spawning areas include gravel beds on the Washington side of the river near Hamilton Creek and Ives island. Limited spawning ground surveys were conducted in the area around Ives and Pierce Islands during 1994-1997 and based on these surveys it was believed that fall chinook salmon successfully spawned in this area. The size of this population from 1994 to 1996 was estimated at 1,800 to 5,200 fish (Hymer 1997). Recently, chum salmon were also documented spawning downstream of Bonneville Dam. Chum salmon O. kisutch were listed as threatened under the Endangered Species Act (ESA) in March, 1999. There are several ongoing investigations to define the physical habitat characteristics associated with fall chinook and chum salmon spawning areas downstream of Bonneville Dam. A major concern is to determine what flows (i.e. surface elevations) are necessary to ensure their long-term survival. Our objective was to locate deepwater spawning locations in the main Columbia River channel and to collect additional data on physical habitat parameters at the site. This objective is consistent with the high priority that the Northwest Power Planning Council's Independent Advisory Board and the salmon managers have placed on determining the importance of mainstem habitats to the production of salmon in the Columbia River Basin.

  12. Unmanned deepwater-line repair system passes full-scale trials

    The first ever full-scale tests of an unmanned, deepwater-pipeline repair system were successfully conducted last year off the coast of Italy. The Italian gas-transmission company SNAM tested a submersible automatic system (SAS) sealine repair system at a depth of 600 m. The modular SAS allows sealines to be repaired by installation of the Nuovo Pignone mechanical connector. The system's trials simulated complete repair intervention on the 20-in. Trans mediterranean pipeline and provided unprecedented experience to SNAM and to the other involved in this project. The paper discusses the origin of the idea for the SAS, the design of the system, construction and testing, the first sea trials, final deep sea trials, and future developments.

    The Deepwater Horizon oil spill in the Gulf of Mexico is the deepest and largest offshore spill in U.S. history and its impacts on marine ecosystems are largely unknown. Here, we showed that the microbial community functional composition and structure were dramatically altered in a deep-sea oil plume resulting from the spill. A variety of metabolic genes involved in both aerobic and anaerobic hydrocarbon degradation were highly enriched in the plume compared to outside the plume, indicating a great potential for intrinsic bioremediation or natural attenuation in the deep-sea. Various other microbial functional genes relevant to carbon, nitrogen, phosphorus, sulfur and iron cycling, metal resistance, and bacteriophage replication were also enriched in the plume. Together, these results suggest that the indigenous marine microbial communities could play a significant role in biodegradation of oil spills in deep-sea environments.

    In 2000, Chevron began a project to learn how to characterize the natural gas hydrate deposits in the deepwater portions of the Gulf of Mexico. A Joint Industry Participation (JIP) group was formed in 2001, and a project partially funded by the U.S. Department of Energy (DOE) began in October 2001. The primary objective of this project is to develop technology and data to assist in the characterization of naturally occurring gas hydrates in the deepwater Gulf of Mexico. These naturally occurring gas hydrates can cause problems relating to drilling and production of oil and gas, as well as building and operating pipelines. Other objectives of this project are to better understand how natural gas hydrates can affect seafloor stability, to gather data that can be used to study climate change, and to determine how the results of this project can be used to assess if and how gas hydrates act as a trapping mechanism for shallow oil or gas reservoirs. As part of the project, three workshops were held. The first was a data collection workshop, held in Houston during March 14-15, 2002. The purpose of this workshop was to find out what data exist on gas hydrates and to begin making that data available to the JIP. The second and third workshop, on Geoscience and Reservoir Modeling, and Drilling and Coring Methods, respectively, were held simultaneously in Houston during May 9-10, 2002. The Modeling Workshop was conducted to find out what data the various engineers, scientists and geoscientists want the JIP to collect in both the field and the laboratory. The Drilling and Coring workshop was to begin making plans on how we can collect the data required by the project's principal investigators.

    Two distinct yet closely related waste remediation projects are finally underway in Canada under the Port Hope Area Initiative (PHAI) which aims to clean up 1.7 million cubic metres (m{sup 3}) of low-level radioactive waste (LLRW) arising from 60 years of uranium and radium operations. Under the PHAI, the Port Hope Project and the smaller Port Granby Project will result in the consolidation of the LLRW within two highly engineered, above-ground mounds, to be constructed within the municipalities of Port Hope and Clarington. These projects will fulfill the federal government commitment to the safe, long-term management of the LLRW, as set out in the legal agreement signed by the government and the host municipalities in 2001. The federal authorization to commence PHAI Remediation and Construction Phase 2 was received in late 2011 and several enabling infrastructure construction and radiological survey contracts were awarded in 2012. The contracts to remediate the waste sites and construct the new engineered mounds will be tendered in 2013. At the end of Phase 2, environmental risks will be substantially mitigated, land development restrictions lifted, and an honourable legacy left for future generations. (authors)

    Apparatus and method for collimating pump light of a first wavelength from laser diode(s) into a collimated beam within an enclosure having first and second optical ports, directing pump light from the collimated beam to the first port; and directing signal light inside the enclosure between the first and second port. The signal and pump wavelengths are different. The enclosure provides a pump block having a first port that emits pump light to a gain fiber outside the enclosure and that also passes signal light either into or out of the enclosure, and another port that passes signal light either out of or into the enclosure. Some embodiments use a dichroic mirror to direct pump light to the first port and direct signal light between the first and second ports. Some embodiments include a wavelength-conversion device to change the wavelength of at least some of the signal light.

  1. The Status of USITER Diagnostic Port Plug Neutronics Analysis Using Attila

    USITER is one of seven partner domestic agencies (DA) contributing components to the ITER project. Four diagnostic port plug packages (two equatorial ports and two upper ports) will be engineered and fabricated by Princeton Plasma Physics Lab (PPPL). Diagnostic port plugs as illustrated in Fig. 1 are large primarily stainless steel structures that serve several roles on ITER. The port plugs are the primary vacuum seal and tritium confinement barriers for the vessel. The port plugs also house several plasma diagnostic systems and other machine service equipment. Finally, each port plug must shield high energy neutrons and gamma photons from escaping and creating radiological problems in maintenance areas behind the port plugs. The optimization of the balance between adequate shielding and the need for high performance, high throughput diagnostics systems is the focus of this paper. Neutronics calculations are also needed for assessing nuclear heating and nuclear damage in the port plug and diagnostic components. Attila, the commercially available discrete-ordinates software package, is used for all diagnostic port plug neutronics analysis studies at PPPL.

    The polyester rope taut leg mooring system offers a unique opportunity to reduce deepwater mooring system cost, while simultaneously improving stationkeeping performance. These gains are over catenary or taut leg systems designed using all steel components. This paper builds upon work presented at prior OTC conferences and focuses on concept feasibility and implementation. Feasibility is addressed from a systems basis including fiber and rope selection, definition of mechanical properties, mooring system integration, and effects of long-term usage. Implementation is believed practical based on current technology and in-place manufacturing capability. Available cyclic tension test results for polyester rope suggest a comparable fatigue performance to wire rope. The most significant challenge facing application of the polyester taut leg mooring concept is the lack of in-service experience compared to conventional steel catenary mooring systems.

    The entire outer wall of the DIII-D vacuum vessel interion is covered with a regular array of graphite tiles. Certain of the diagnostic ports through the outer vessel wall contain equipment which is shielded from the plasma by installing port covers designed to withstand energy deposition. If the diagnostic contained in the port must communicate with the vessel volume, a shutter assembly is usually provided. In the ports at 285 degrees, R+1 and R-1, interferometer mirrors have been installed to provide a means for transmitting a large diameter CO-2 laser beam through the edge of the plasma. To protect the mirrors and other hardware contained in these ports, a special protective plate and shutter arrangement has been designed. This report describes the details of design, fabrication, and installation of these protective covers and shutters.

    A detailed investigation of the influence of intake port design on the in-cylinder flow structure during the intake and compression strokes, the mixing of the residual gas and a non-premixed intake charge, and the extent and pattern of charge inhomogenity near the time of combustion is described. The engine geometry is typical of the current lean-burn design and the study includes comparison of a helical (swirl) port and an idealized direct (no swirl) port designs. The results show marked dependence of the in-cylinder charge mixing characteristics on the intake port design. It is found that combinations of intake port design and manifold fuel injection timing produce favourable-stratified or irregularly-mixed charged distributions at the time of spark ignition. The consequences with respect to combustion characteristics are pointed out.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

    The U.S. General Services Administration (GSA) Public Buildings Service (PBS) has jurisdiction, custody or control over 105 land ports of entry throughout the United States, 35 of which are located along the southern border. At these facilities, one of the critical functions of windows is to provide border control personnel with direct visual contact with the surrounding environment. This also can be done through surveillance cameras, but the high value that U.S. Customs and Border Protection (CPB) officers place on direct visual contact can be encapsulated in the following statement by a senior officer regarding this project: “nothing replaces line of sight.” In sunny conditions, however, outdoor visibility can be severely compromised by glare, especially when the orb of the sun is in the field of view. This often leads to the deployment of operable shading devices, such as Venetian blinds. While these devices address the glare, they obstruct the view of the surroundings, negating the visual security benefits of the windows.

    As offshore wind energy develops in the United States, port facilities will become strategic hubs in the offshore wind farm supply chain because all plant and transport logistics must transit through these facilities. Therefore, these facilities must provide suitable infrastructure to meet the specific requirements of the offshore wind industry. As a result, it is crucial that federal and state policy-makers and port authorities take effective action to position ports in the offshore wind value chain to take best advantage of their economic potential. The U.S. Department of Energy tasked the independent consultancy GL Garrad Hassan (GL GH) with carrying out a review of the current capability of U.S. ports to support offshore wind project development and an assessment of the challenges and opportunities related to upgrading this capability to support the growth of as many as 54 gigawatts of offshore wind installed in U.S. waters by 2030. The GL GH report and the open-access web-based Ports Assessment Tool resulting from this study will aid decision-makers in making informed decisions regarding the choice of ports for specific offshore projects, and the types of investments that would be required to make individual port facilities suitable to serve offshore wind manufacturing, installation and/or operations. The offshore wind industry in the United States is still in its infancy and this study finds that additional port facilities capable of supporting offshore wind projects are needed to meet the anticipated project build-out by 2030; however, no significant barriers exist to prevent the development of such facilities. Furthermore, significant port capabilities are in place today with purpose-build port infrastructure currently being built. While there are currently no offshore wind farms operating in the United States, much of the infrastructure critical to the success of such projects does exist, albeit in the service of other industries.     The Guadalupian Delaware Mountain Group is a 1000-1600-m (3281-5250-ft) thick section of siltstone and sandstone deposited in a deep-water density-stratified basin surrounded by carbonate banks or reefs and broad shallow evaporite-clastic shelves. The most prevalent style of basinal deposition was suspension settling of silt. Laminated siltstone beds are laterally extensive and cover basin-floor topographic irregularities and flat-floored channels as much as 30 m (99 ft) deep and 1 km or more wide. Channels can be observed in outcrop at the basin margin and can be inferred from closely spaced wells in the basin. The channels are straight to slightly sinuous, trend at high angles to the basin margin, and extend at least 70 km (43 mi) into the basin. Sandstone beds, confined to channels, form numerous stratigraphic traps. Hydrocarbon sealing beds are provided by laminated organic siltstone, which laterally can form the erosional margin where channels are cut into siltstone beds. Thick beds of very fine-grained sandstones fill the channels. These sandstones contain abundant large and small-scale traction-current-produced stratification. These sandy channel deposits generally lack texturally graded sedimentation units and show no regular vertical sequence of stratification types or bed thickness. Exploration predictions based on submarine fan models formed by turbidity currents would anticipate very different proximal-distal changes in sandstone geometry and facies. 16 figures.

    As part of the Advanced Technologies for International and Intermodal Ports of Entry (ATIPE) Project, a diverse group of stakeholders was engaged to help identify problems experienced at inland international border crossings, particularly those at the US-Mexican border. The fundamental issue at international ports of entry is reducing transit time through the required documentation and inspection processes. Examples of other issues or problems, typically manifested as time delays at border crossings, repeatedly mentioned by stakeholders include: (1) lack of document standardization; (2) failure to standardize inspection processes; (3) inadequate information and communications systems; (4) manual fee and tariff collection; (5) inconsistency of processes and procedures; and (6) suboptimal cooperation among governmental agencies. Most of these issues can be addressed to some extent by the development of advanced technologies with the objective of allowing ports of entry to become more efficient while being more effective. Three categories of technologies were unambiguously of high priority to port of entry stakeholders: (1) automated documentation; (2) systems integration; and (3) vehicle and cargo tracking. Together, these technologies represent many of the technical components necessary for pre-clearance of freight approaching international ports of entry. Integration of vehicle and cargo tracking systems with port of entry information and communications systems, as well as existing industry legacy systems, should further enable border crossings to be accomplished consistently with optimal processing times.

    A high-current, fast-acting switch is designed for utilization as a crowbar switch in a high-current circuit such as used to generate the magnetic confinement field of a plasma-confining and heat device, e.g., Pyrotron. The device particularly comprises a cylindrical housing containing two stationary, cylindrical contacts between which a movable contact is bridged to close the switch. The movable contact is actuated by a differential-pressure, airdriven piston assembly also within the housing. To absorb the acceleration (and the shock imparted to the device by the rapidly driven, movable contact), an adjustable air buffer assembly is provided, integrally connected to the movable contact and piston assembly. Various safety locks and circuit-synchronizing means are also provided to permit proper cooperation of the invention and the high-current circuit in which it is installed. (AEC)

The outer annular floating seal assembly encapsulates the inner annular floating seal assembly which is made from a very low alpha material in order to reduce thermal stress.

    The Cabo Frio region, offshore Rio de Janeiro, lies between two of the most prolific Brazilian oil provinces, the Campos and Santos basins. Major geologic features have been identified using a multidisciplinary approach integrating seismic, gravity, petrographic, and borehole data. The Cabo Frio frontier region is characterized by marked changes in stratigraphy and structural style and is unique among the Brazilian marginal basins. Major geologic features include the deflection of the coastline and pre-Aptian hings line from northeast to east; a large east-striking offshore graben related to salt tectonics; a northwest-trending lineament extending from oceanic crust to the continent; basement-involved landward-dipping (antithetic) normal faults in shallow water; a stable platform in the southern Campos Basin; a thick sequence of postbreakup intrusive and extrusive rocks; and, near the Santos Basin, a mobilized sequence of deep-water postrift strata affected by landward-dipping listric normal faults. These faults are unusual in salt-related passive margins in that they dip landward, apparently detach on the Aptian salt, and show large late Tertiary offsets. Locally, the older sequences do not show substantial growth in the downthrown blocks. South of the Rio de Janeiro coast, a phenomenal landward-dipping fault system detaches blocks of the Albian platform to the north and, to the south, coincides with the depositional limit of the Albian platform. Two end-member processes of salt tectonics in the Cabo Frio region result in either synthetic or antithetic basal shear along the fault weld under the overburden: (1) thin-skinned processes, in which the listric faults were caused by salt flow in response to gravity forces related to massive clastic progradation from the continent; and (2) thick-skinned processes, in which faulting was indirectly triggered by diastrophic causes or disequilibrium in the basement topography.

    The Port Hope Initiative (PHAI) involves the cleanup of historic low-level radioactive waste in various locations throughout the communities of Port Hope and Clarington, Ontario, as well as the construction of two engineered aboveground mounds for safe long-term management. The PHAI is comprised of two major projects - the Port Hope Project and the Port Granby Project. An Environmental Assessment (EA) was undertaken for each project and as a result EA Follow-up Programs were developed and are being implemented addressing both biophysical and socioeconomic aspects. This paper provides insight on elements of the EA Follow-up Program development, and its implementation. (authors)

    When the 135,000 cu m LNG carrier Al Zubarah departed Ras Laffan Port in December, Qatar entered a new era of commerce that will both boost the emirate`s economic development and influence energy trade around the world. The event capped more than a decade of planning, design, and construction of Ras Laffan Port--the world`s newest and largest LNG exporting facility. During the 1980s, the focus in Qatar was on exploration and development of North field, which holds the world`s largest reserves of nonassociated natural gas. In the 1990s, efforts concentrated on establishing a direct production and export link between North field, the new multi-billion-dollar Qatar Liquefied Gas Co. (Qatargas) gas liquefaction plant at Ras Laffan, and LNG export facilities at the 8.5 sq km Ras Laffan Port. Markets of the Far East will be first to be served by LNG from Ras Laffan Port. Two 25-year LNG supply contracts have been signed with buyers in Japan and South Korea, and negotiations are under way with potential customers from China, Taiwan, and Thailand.     The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework.     China is planning to develop a helium-cooled ceramic breeder (HCCB) test blanket module (TBM) on ITER to test key blanket technologies. In this paper, the design and tritium permeation analysis of China HCCB TBM port cell are introduced. A theoretical model has been developed to estimate tritium permeation rates and leak rates from the components and pipes which China has scheduled to house in the port cell. It is shown that on normal working conditions, the permeation and leak rate of the systems in the port cell will be no higher than 1.58 Ci/d without the use of tritium permeation barriers, and 0.10 Ci/d with the use of tritium permeation barriers. It also appears that tritium permeation barriers are necessary for high temperature components such as the reduction bed and the heater.

    An engine includes an engine casing that defines a hollow piston cavity separated from an exhaust passage and an intake passage by a valve seat. A gas exchange valve member is positioned adjacent the valve seat and is moveable between an open position and a closed position. The gas exchange valve member also defines an opening that opens into the hollow piston cavity. A needle valve member is positioned in the gas exchange valve member adjacent a nozzle outlet and is moveable between an inject position and a blocked position. A port control valve member, which has a hydraulic surface, is mounted around the gas exchange valve member and moveable between an intake position and an exhaust position. A pilot valve is moveable between a first position at which the port control hydraulic surface is exposed to a source of high pressure fluid, and a second position at which the port control hydraulic surface is exposed to a source of low pressure fluid.

    This project was a collaboration between The Energy & Environmental Research Center (EERC) and Chugachmiut – A Tribal organization Serving the Chugach Native People of Alaska and funded by the U.S. Department of Energy (DOE) Tribal Energy Program. It was conducted to determine the economic and technical feasibility for implementing a biomass energy system to service the Chugachmiut community of Port Graham, Alaska. The Port Graham tribe has been investigating opportunities to reduce energy costs and reliance on energy imports and support subsistence. The dramatic rise in the prices of petroleum fuels have been a hardship to the village of Port Graham, located on the Kenai Peninsula of Alaska. The Port Graham Village Council views the forest timber surrounding the village and the established salmon industry as potential resources for providing biomass energy power to the facilities in their community. Benefits of implementing a biomass fuel include reduced energy costs, energy independence, economic development, and environmental improvement. Fish oil–diesel blended fuel and indoor wood boilers are the most economical and technically viable options for biomass energy in the village of Port Graham. Sufficient regional biomass resources allow up to 50% in annual heating savings to the user, displacing up to 70% current diesel imports, with a simple payback of less than 3 years for an estimated capital investment under $300,000. Distributive energy options are also economically viable and would displace all imported diesel, albeit offering less savings potential and requiring greater capital. These include a large-scale wood combustion system to provide heat to the entire village, a wood gasification system for cogeneration of heat and power, and moderate outdoor wood furnaces providing heat to 3–4 homes or community buildings per furnace.
