    The U.S. Department of Energy (DOE) is considering the possible recommendation of a site at Yucca Mountain, Nevada, for development as a geologic repository for the disposal of high-level radioactive waste and spent nuclear fuel. To facilitate public review and comment, in May 2001 the DOE released the Yucca Mountain Science and Engineering Report (S&ER) (DOE 2001 [DIRS 153849]), which presents technical information supporting the consideration of the possible site recommendation. The report summarizes the results of more than 20 years of scientific and engineering studies. A decision to recommend the site has not been made: the DOE has provided the S&ER and its supporting documents as an aid to the public in formulating comments on the possible recommendation. When the S&ER (DOE 2001 [DIRS 153849]) was released, the DOE acknowledged that technical and scientific analyses of the site were ongoing. Therefore, the DOE noted in the Federal Register Notice accompanying the report (66 FR 23013 [DIRS 155009], p. 2) that additional technical information would be released before the dates, locations, and times for public hearings on the possible recommendation were announced. This information includes: (1) the results of additional technical studies of a potential repository at Yucca Mountain, contained in this FY01 Supplemental Science and Performance Analyses: Vol. 1, Scientific Bases and Analyses; and FY01 Supplemental Science and Performance Analyses: Vol. 2, Performance Analyses (McNeish 2001 [DIRS 155023]) (collectively referred to as the SSPA) and (2) a preliminary evaluation of the Yucca Mountain site's preclosure and postclosure performance against the DOE's proposed site suitability guidelines (10 CFR Part 963 [64 FR 67054 [DIRS 124754

    The body of life cycle assessment (LCA) literature is vast and has grown over the last decade at a dauntingly rapid rate. Many LCAs have been published on the same or very similar technologies or products, in some cases leading to hundreds of publications. One result is the impression among decision makers that LCAs are inconclusive, owing to perceived and real variability in published estimates of life cycle impacts. Despite the extensive available literature and policy need for more conclusive assessments, only modest attempts have been made to synthesize previous research. A significant challenge to doing so are differences in characteristics of the considered technologies and inconsistencies in methodological choices (e.g., system boundaries, coproduct allocation, and impact assessment methods) among the studies that hamper easy comparisons and related decision support.

    Decision-making is the process of identifying and choosing alternatives where each alternative offers a different approach or path to move from a given state or condition to a desired state or condition. The generation of consistent decisions requires that a structured, coherent process be defined, immediately leading to a decision-making framework. The overall objective of the generalized framework is for it to be adopted into an autonomous decision-making framework and tailored to specific requirements for various applications. In this context, automation is the use of computing resources to make decisions and implement a structured decision-making process with limited or no human intervention. The overriding goal of automation is to replace or supplement human decision makers with reconfigurable decision- making modules that can perform a given set of tasks reliably. Risk-informed decision making requires a probabilistic assessment of the likelihood of success given the status of the plant/systems and component health, and a deterministic assessment between plant operating parameters and reactor protection parameters to prevent unnecessary trips and challenges to plant safety systems. The implementation of the probabilistic portion of the decision-making engine of the proposed supervisory control system was detailed in previous milestone reports. Once the control options are identified and ranked based on the likelihood of success, the supervisory control system transmits the options to the deterministic portion of the platform. The deterministic multi-attribute decision-making framework uses variable sensor data (e.g., outlet temperature) and calculates where it is within the challenge state, its trajectory, and margin within the controllable domain using utility functions to evaluate current and projected plant state space for different control decisions. Metrics to be evaluated include stability, cost, time to complete (action), power level, etc. The integration of deterministic calculations using multi-physics analyses (i.e., neutronics, thermal, and thermal-hydraulics) and probabilistic safety calculations allows for the examination and quantification of margin recovery strategies. This also provides validation of the control options identified from the probabilistic assessment. Thus, the thermal-hydraulics analyses are used to validate the control options identified from the probabilistic assessment. Future work includes evaluating other possible metrics and computational efficiencies.

In this context, assumptions include general features of the model structure, assumptions concerning energy markets, and the key input data and parameters that are most significant in formulating the model results. Detailed documentation of the modeling system is available in a series of documentation reports listed in Appendix B. A synopsis of the National Energy Modeling System (NEMS), the model components, and the interrelationships of the modules is presented. The NEMS is developed and maintained by the office of Integrated Analysis and Forecasting of the Energy Information Administration (EIA) to provide projection of domestic energy-economy markets in the midterm time period and perform policy analyses requested by various government agencies and the private sector.

    Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.

    Latent effects on a system are broken down into components ranging from those far removed in time from the system under study (latent) to those which closely effect changes in the system. Each component is provided with weighted inputs either by a user or from outputs of other components. However, during the latter part of the 1980s, the cancellation rate for WTE facilities grew to the point that the portion of the waste stream WTE will handle in the long-term future is less certain. This study, conducted as part of a larger study, identifies factors that influence municipalities, decisions regarding WTE. This study takes a broad perspective about decision-making within communities, emphasizing the context within which decisions were made and the decision-making process. It does not seek to judge the correctness of the decisions.

  16. Lessons Learned In Technology Development for Supplemental Treatment of Low-Activity Waste at Hanford

    Hanford needs supplemental technology treatment of low-activity waste (LAW) in addition to the Waste Treatment Plant (WTP). The Washington State Department of Ecology requires that supplemental technology provide the same protection to human health and the environment as WTP LAW glass. In 2002, the U.S. Department of Energy (US DOE) evaluated supplemental treatment technologies for LAW treatment and looked more closely at three: bulk vitrification (BV), steam reforming, and tailored cementitious stabilization. US DOE with Ecology's support chose to design and test BV because it believed BV would offer rapid deployment, low cost, and waste stream versatility. This paper will describe the path taken in choosing and developing technologies for additional LAW treatment capacity and, more importantly, the lessons learned along the way. In conclusion: Contractors' off-the-shelf vitrification technology that worked elsewhere may not apply easily to Hanford's waste challenges. The BV development process could have been improved by first identifying and then focusing on primary areas of concern. Continuing integrated tests at the Horn Rapids facility offers a convenient option to test both the dryer and the SMF. But the plan for development of the SMF must be short term with well defined success criteria. US DOE has the responsibility to carefully evaluate each proposal and make critical decisions that will make optimum use of limited funds. The ERP provided valuable technical guidance on improving BV's design. This must be complemented by a similar study of cost effectiveness of a process. We must have a better understanding of life cycle costs before a path for supplemental treatment is chosen. US DOE has now gained five years of experience in developing BV. It is time for US DOE to make defensible economic evaluations before further funding towards developing supplemental treatment. It must reevaluate if the projected advantages of rapid deployment, low cost, and waste stream versatility are still valid. The decision-making methodology US DOE uses to approve designs as part of its Critical Decision Process appears rigorous and useful. Looking ahead, Ecology expects US DOE will use lessons learned from BV and other testing in a concerted manner as part of their decision-making process. The success of Hanford's cleanup depends on it. (authors)

    Life-cycle analysis is an invaluable tool for investigating the environmental profile of a product or technology from cradle to grave. Such life-cycle analyses of energy technologies are essential, especially as material and energy flows are often interwoven, and divergent emissions into the environment may occur at different life-cycle-stages. This approach is well exemplified by our description of material and energy flows in four commercial PV technologies, i.e., mono-crystalline silicon, multi-crystalline silicon, ribbon-silicon, and cadmium telluride. The same life-cycle approach is applied to the balance of system that supports flat, fixed PV modules during operation. We also discuss the life-cycle environmental metrics for a concentration PV system with a tracker and lenses to capture more sunlight per cell area than the flat, fixed system but requires large auxiliary components. Select life-cycle risk indicators for PV, i.e., fatalities, injures, and maximum consequences are evaluated in a comparative context with other electricity-generation pathways.

    The term {open_quotes}facility siting{close_quotes} refers to the spacial relationships between process units, process equipment within units, and the location of buildings relative to process equipment. Facility siting is an important consideration for the safe operation of manufacturing facilities. Paragraph (d) of the Process Safety Management (PSM) rule (29 CFR 1910.119) requires employers to document the codes and standards used for designing process equipment. This documentation includes facility siting. The regulation also requires employers to document that the design of the facility complies with recognized and generally accepted good engineering practices. In addition, paragraph (e) of the PSM regulation requires that facility siting be evaluated during Process Hazard Analyses. Facility siting issues may also need to be considered in emergency planning and response which are required under paragraph (n) of the PSM rule. This paper will demonstrate, by utilizing an example, one technique for evaluating whether buildings could be affected by a catastrophic incident and for determining if these buildings should be included in the PSM programs developed at the facility such as Process Hazard Analysis and Mechanical Integrity. In addition, this example will illustrate a methodology for determining if the buildings are designed and located in accordance with good engineering practice and industry standards.

    This control decision addresses the Knock-Out Pot (KOP) Disposition KOP Processing System (KPS) conceptual design. The KPS functions to (1) retrieve KOP material from canisters, (2) remove particles less than 600 {micro}m in size and low density materials from the KOP material, (3) load the KOP material into Multi-Canister Overpack (MCO) baskets, and (4) stage the MCO baskets for subsequent loading into MCOs. Hazard and accident analyses of the KPS conceptual design have been performed to incorporate safety into the design process. The hazard analysis is documented in PRC-STP-00098, Knock-Out Pot Disposition Project Conceptual Design Hazard Analysis. The accident analysis is documented in PRC-STP-CN-N-00167, Knock-Out Pot Disposition Sub-Project Canister Over Lift Accident Analysis. Based on the results of these analyses, and analyses performed in support of MCO transportation and MCO processing and storage activities at the Cold Vacuum Drying Facility (CVDF) and Canister Storage Building (CSB), control decision meetings were held to determine the controls required to protect onsite and offsite receptors and facility workers. At the conceptual design stage, these controls are primarily defined by their safety functions. Safety significant structures, systems, and components (SSCs) that could provide the identified safety functions have been selected for the conceptual design. It is anticipated that some safety SSCs identified herein will be reclassified based on hazard and accident analyses performed in support of preliminary and detailed design.

    A supplemental hazard analysis was conducted and quantitative risk assessment performed in response to an independent review comment received by the Pacific Northwest National Laboratory (PNNL) from the U.S. Department of Energy Pacific Northwest Field Office (PNSO) against the Hydrotreater/Distillation Column Hazard Analysis Report issued in April 2013. The supplemental analysis used the hazardous conditions documented by the previous April 2013 report as a basis. The conditions were screened and grouped for the purpose of identifying whether additional prudent, practical hazard controls could be identified, using a quantitative risk evaluation to assess the adequacy of the controls and establish a lower level of concern for the likelihood of potential serious accidents. Calculations were performed to support conclusions where necessary.

  13. Supplementation in the Columbia Basin : Summary Report Series : Final Report.

    This progress report broadly defines the scope of supplementation plans and activities in the Columbia Basin. It provides the foundation for more detailed analysis of supplementation in subsequent reports in this series. Topics included in this report are: definition of supplementation, project diversity, objectives and performance standards, uncertainties and theory. Since this is a progress report, the content is subject to modification with new information. The supplementation theory will continue to evolve throughout the duration of RASP and beyond. The other topics in this report are essentially complete and are not expected to change significantly. This is the first of a series of four reports which will summarize information contained in the larger, RASP progress and completion reports. Our goal is to make the findings of RASP more accessible by grouping related topics into smaller but complete narratives on important aspects of supplementation. We are planning to publish the following reports under the general title Supplementation in the Columbia River Basin: Part 1, Background, Description, Performance Measures, Uncertainty and Theory; Part 2, Theoretical Framework and Models; Part 3, Planning Guidelines; and Part 4, Regional Coordination of Research and Monitoring. Supplementation is expected to be a major contributor to the planned increase in salmon and steelhead production in the Columbia Basin. The Fish and Wildlife Program of the Northwest Power Planning Council (NPPC) uses three approaches to protect and enhance salmon and steelhead in the Columbia Basin: (1) enhance fish production; (2) improve passage in the mainstem rivers; and (3) revise harvest management to support the rebuilding of fish runs (NPPC 1987). The fish production segment calls for a three-part approach focused on natural production, hatchery production, and supplementation. Supplementation is planned to provide over half of the total production increases. The Regional Assessment of Supplementation Project (RASP) was initiated as a result of a request by NPPC to address long-standing concerns about the need to coordinate supplementation research, monitoring and evaluation. Such coordination was also recommended by the Supplementation Technical Work Group. In August 1990, the NPPC gave conditional approval to proceed with the final design of the Yakima Production Project. The Council called on the Bonneville Power Administration (BPA) to fund immediately a supplementation assessment to reevaluate, prioritize and coordinate all existing and planned supplementation monitoring and evaluation activities in the basin. Providing for the participation of the fishery agencies and tribes and others having expertise in this area. RASP addresses four principal objectives: (1) provide an overview of ongoing and planned supplementation activities and identify critical uncertainties associated with supplementation, (2) construct a conceptual framework and model which estimates the potential benefits and risks of supplementation and prioritizes uncertainties, (3) provide guidelines for the development of supplementation projects, (4) develop a plan for regional coordination of research and monitoring. These objectives, once attained, will provide the technical tools fishery managers need to carry out the Council's direction to protect and enhance salmon and steelhead. RASP has further divided the four broad objectives into 12 technical topics: (1) definition of supplementation; (2) description of the diversity of supplementation projects; (3) objectives and performance standards; (4) identification of uncertainties; (5) supplementation theory; (6) development of a conceptual model of supplemented populations; (7) development of spreadsheet model of risks and benefits of supplementation; (8) classification of stocks, streams, and supplementation strategies; (9) regional design of supplementation evaluation and monitoring; (10) guidelines for planning supplementation projects (11) application of the spreadsheet model to supplementation planning; and (12)

    Changes in climate can lead to instabilities in physical and economic systems, particularly in regions with marginal resources. Global climate models indicate increasing global mean temperatures over the decades to come and uncertainty in the local to national impacts means perceived risks will drive planning decisions. Agent-based models provide one of the few ways to evaluate the potential changes in behavior in coupled social-physical systems and to quantify and compare risks. The current generation of climate impact analyses provides estimates of the economic cost of climate change for a limited set of climate scenarios that account for a small subset of the dynamics and uncertainties. To better understand the risk to national security, the next generation of risk assessment models must represent global stresses, population vulnerability to those stresses, and the uncertainty in population responses and outcomes that could have a significant impact on U.S. national security.

    In 2002, the U.S. Department of Energy (DOE) documented a plan for accelerating cleanup of the Hanford Site, located in southeastern Washington State, by at least 35 years. A key element of the plan was acceleration of the tank waste program and completion of ''tank waste treatment by 2028 by increasing the capacity of the planned Waste Treatment Plant (WTP) and using supplemental technologies for waste treatment and immobilization.'' The plan identified specific technologies to be evaluated for supplemental treatment of as much as 70% of the low-activity waste (LAW). In concert with this acceleration plan, DOE, the U.S. Environmental Protection Agency, and the Washington State Department of Ecology proposed to accelerate--from 2014 to 2006--the Hanford Federal Facility Agreement and Consent Order milestone (M-62-11) associated with a final decision on the balance of tank waste that is beyond the capacity of the WTP. The DOE Office of River Protection tank farm contractor, CH2M HILL Hanford Group, Inc. (CH2M HILL), was tasked with testing and evaluating selected supplemental technologies to support final decisions on tank waste treatment. Three technologies and corresponding vendors were selected to support an initial technology selection in 2003. The three technologies were containerized grout called cast stone (Fluor Federal Services); bulk vitrification (AMEC Earth and Environmental, Inc.); and steam reforming (THOR Treatment Technologies, LLC.). The cast stone process applies an effective grout waste formulation to the LAW and places the cement-based product in a large container for solidification and disposal. Unlike the WTP LAW treatment, which applies vitrification within continuous-fed joule-heated ceramic melters, bulk vitrification produces a glass waste form using batch melting within the disposal container. Steam reforming produces a granular denitrified mineral waste form using a high-temperature fluidized bed process. An initial supplemental technology selection was completed in December 2003, enabling DOE and CH2M HILL to focus investments in 2004 on the testing and production-scale demonstrations needed to support the 2006 milestone.

    The Far Infrared Supplement: Catalog of Infrared Observations summarizes all infrared astronomical observations at far infrared wavelengths (5 to 1000 microns) published in the scientific literature from 1965 through 1986. The Supplement list contain 25 percent of the observations in the full Catalog of Infrared Observations (CIO), and essentially eliminates most visible stars from the listings. The Supplement is thus more compact than the main catalog, and is intended for easy reference during astronomical observations. The Far Infrared Supplement (2nd Edition) includes the Index of Infrared Source Positions and the Bibliography of Infrared Astronomy for the subset of far infrared observations listed.

    Currently, electrical power generation uses about 140 billion gallons of water per day accounting for over 39% of all freshwater withdrawals thus competing with irrigated agriculture as the leading user of water. Coupled to this water use is the required pumping, conveyance, treatment, storage and distribution of the water which requires on average 3% of all electric power generated. While water and energy use are tightly coupled, planning and management of these fundamental resources are rarely treated in an integrated fashion. Toward this need, a decision support framework has been developed that targets the shared needs of energy and water producers, resource managers, regulators, and decision makers at the federal, state and local levels. The framework integrates analysis and optimization capabilities to identify trade-offs, and 'best' alternatives among a broad list of energy/water options and objectives. The decision support framework is formulated in a modular architecture, facilitating tailored analyses over different geographical regions and scales (e.g., national, state, county, watershed, NERC region). An interactive interface allows direct control of the model and access to real-time results displayed as charts, graphs and maps. Ultimately, this open and interactive modeling framework provides a tool for evaluating competing policy and technical options relevant to the energy-water nexus.

    A method of reducing particle generation from the thin coating deposited on the internal surfaces of a deposition chamber which undergoes temperature variation greater than 100.degree. C. comprising maintaining the temperature variation of the internal surfaces low enough during the process cycle to keep thermal expansion stresses between the coating and the surfaces under 500 MPa. For titanium nitride deposited on stainless steel, this means keeping temperature variations under approximately 70.degree. C. in a chamber that may be heated to over 350.degree. C. during a typical processing operation. Preferably, a supplemental heater is mounted behind the upper shield and controlled by a temperature sensitive element which provides feedback control based on the temperature of the upper shield.

    Participatory modeling has become an important tool in facilitating resource decision making and dispute resolution. Approaches to modeling that are commonly used in this context often do not adequately account for important human factors. Current techniques provide insights into how certain human activities and variables affect resource outcomes; however, they do not directly simulate the complex variables that shape how, why, and under what conditions different human agents behave in ways that affect resources and human interactions related to them. Current approaches also do not adequately reveal how the effects of individual decisions scale up to have systemic level effects in complex resource systems. This lack of integration prevents the development of more robust models to support decision making and dispute resolution processes. Development of integrated tools is further hampered by the fact that collection of primary data for decision-making modeling is costly and time consuming. This project seeks to develop a new approach to resource modeling that incorporates both technical and behavioral modeling techniques into a single decision-making architecture. The modeling platform is enhanced by use of traditional and advanced processes and tools for expedited data capture. Specific objectives of the project are: (1) Develop a proof of concept for a new technical approach to resource modeling that combines the computational techniques of system dynamics and agent based modeling, (2) Develop an iterative, participatory modeling process supported with traditional and advance data capture techniques that may be utilized to facilitate decision making, dispute resolution, and collaborative learning processes, and (3) Examine potential applications of this technology and process. The development of this decision support architecture included both the engineering of the technology and the development of a participatory method to build and apply the technology. Stakeholder interaction with the model and associated data capture was facilitated through two very different modes of engagement, one a standard interface involving radio buttons, slider bars, graphs and plots, while the other utilized an immersive serious gaming interface. The decision support architecture developed through this project was piloted in the Middle Rio Grande Basin to examine how these tools might be utilized to promote enhanced understanding and decision-making in the context of complex water resource management issues. Potential applications of this architecture and its capacity to lead to enhanced understanding and decision-making was assessed through qualitative interviews with study participants who represented key stakeholders in the basin.

  7. Sensitivity in risk analyses with uncertain numbers.

    Sensitivity analysis is a study of how changes in the inputs to a model influence the results of the model. Many techniques have recently been proposed for use when the model is probabilistic. This report considers the related problem of sensitivity analysis when the model includes uncertain numbers that can involve both aleatory and epistemic uncertainty and the method of calculation is Dempster-Shafer evidence theory or probability bounds analysis. Some traditional methods for sensitivity analysis generalize directly for use with uncertain numbers, but, in some respects, sensitivity analysis for these analyses differs from traditional deterministic or probabilistic sensitivity analyses. A case study of a dike reliability assessment illustrates several methods of sensitivity analysis, including traditional probabilistic assessment, local derivatives, and a ''pinching'' strategy that hypothetically reduces the epistemic uncertainty or aleatory uncertainty, or both, in an input variable to estimate the reduction of uncertainty in the outputs. The prospects for applying the methods to black box models are also considered.

    Rutherford backscattering spectrometry (RBS), elastic recoil detection (ERD), proton induced x-ray emission (PIXE) and nuclear reaction analysis (NRA) are among the most commonly used, or traditional, ion beam analysis (IBA) techniques. In this review, several adaptations of these IBA techniques are described where either the approach used in the analysis or the application area is clearly non-traditional or unusual. These analyses and/or applications are summarized in this paper.

    The Multiple Objective Decision Support (MODS) tool is an automated tool used to assist decision makers and policy analysts with multiple-objective decision problems. The classes of problems that this decision support tool addresses have both multiple objectives and multiple stakeholders. Decision problems, which have multiple objectives that in general cannot be maximized simultaneously, and multiple stakeholders, who have different perspectives about the relative importance of the objectives, require analytic approaches and tools that can providemore »flexible support to decision makers. This tool provides capabilities for the management, analysis, and graphical display for these types of decision problems drawn from diverse problem domains. The MODS tool is a unique integration of analysis algorithms, an information database, and a graphical user interface. This collection of algorithms, the combination of an information database with the analysis into a single tool, and the graphical user interface provides a technically advanced tool to decision makers and policy analysts. There are two main issues when addressing problems of this type: what set of attributes should be used to characterize the tokens in the domain of interest, and how should the values of these attributes and their weights be determined and combined to provide a relative ordering to the tokens. This tool addresses both of these issues. This decision support tool provides a flexible way to derive and use a chosen set of attributes. For example, the tool could be used to first perform a paired comparison of a large set of attributes and from this evaluation select those attributes that have the highest weights. The flexibility of the tool allows experimentation with various attribute sets and this capability, along with domain expertise, addresses the first issue. To address the second issue, several algorithms have been implemented. For example, two algorithms that have been implemented are the geometric mean and the product of the weighted attributes. These, and other algorithms, are described in detail in the following sections. The algorithms can be selected easily and various evaluations can be compared. The tool also provides flexible methods for assigning weights to the attributes. A range of values can be assigned to an attribute when there is uncertainty as to which specific value should be assigned.« less
