A new modeling effort exploring the opportunities, constraints, and interactions between mitigation and adaptation at regional scale is utilizing stakeholder engagement in an innovative approach to guide model development and demonstration, including uncertainty characterization, to effectively inform regional decision making. This project, the integrated Regional Earth System Model (iRESM), employs structured stakeholder interactions and literature reviews to identify the most relevant adaptation and mitigation alternatives and decision criteria for each regional application of the framework. The information is used to identify important model capabilities and to provide a focus for numerical experiments. This paper presents the stakeholder research results from the first iRESM pilot region. The pilot region includes the Great Lakes Basin in the Midwest portion of the United States as well as other contiguous states. This geographic area (14 states in total) permits cohesive modeling of hydrologic systems while also providing gradients in climate, demography, land cover/land use, and energy supply and demand. The results from the stakeholder research indicate that iRESM should prioritize addressing adaptation alternatives in the water resources, urban infrastructure, and agriculture sectors, such as water conservation, expanded water quality monitoring, altered reservoir releases, lowered water intakes, urban infrastructure upgrades, increased electric power reserves in urban areas, and land use management/crop selection changes. Regarding mitigation alternatives, the stakeholder research shows a need for iRESM to focus on policies affecting the penetration of renewable energy technologies, and the costs and effectiveness of energy efficiency, bioenergy production, wind energy, and carbon capture and sequestration.

  7. Demonstration of Decision Support Tools for Sustainable Development - An Application on Alternative Fuels in the Greater Yellowstone-Teton Region

    SciTech Connect (OSTI)

    Shropshire, D.E.; Cobb, D.A.; Worhach, P.; Jacobson, J.J.; Berrett, S.

    2000-12-30

The Demonstration of Decision Support Tools for Sustainable Development project integrated the Bechtel/Nexant Industrial Materials Exchange Planner and the Idaho National Engineering and Environmental Laboratory System Dynamic models, demonstrating their capabilities on alternative fuel applications in the Greater Yellowstone-Teton Park system. The combined model, called the Dynamic Industrial Material Exchange, was used on selected test cases in the Greater Yellow Teton Parks region to evaluate economic, environmental, and social implications of alternative fuel applications, and identifying primary and secondary industries. The test cases included looking at compressed natural gas applications in Teton National Park and Jackson, Wyoming, and studying ethanol use in Yellowstone National Park and gateway cities in Montana. With further development, the system could be used to assist decision-makers (local government, planners, vehicle purchasers, and fuel suppliers) in selecting alternative fuels, vehicles, and developing AF infrastructures. The system could become a regional AF market assessment tool that could help decision-makers understand the behavior of the AF market and conditions in which the market would grow. Based on this high level market assessment, investors and decision-makers would become more knowledgeable of the AF market opportunity before developing detailed plans and preparing financial analysis.

  8. A method to estimate the fractional fat volume within a ROI of a breast biopsy for WAXS applications: Animal tissue evaluation

    SciTech Connect (OSTI)

Tang, Robert Y.; McDonald, Nancy Laamanen, Curtis; LeClair, Robert J.

    2014-11-01

Purpose: To develop a method to estimate the mean fractional volume of fat (?{sup Ż}{sub fat}) within a region of interest (ROI) of a tissue sample for wide-angle x-ray scatter (WAXS) applications. A scatter signal from the ROI was obtained and use of ?{sup Ż}{sub fat} in a WAXS fat subtraction model provided a way to estimate the differential linear scattering coefficient ?{sub s} of the remaining fatless tissue. Methods: The efficacy of the method was tested using animal tissue from a local butcher shop. Formalin fixed samples, 5 mm in diameter 4 mm thick, were prepared. The two main tissue types were fat and meat (fibrous). Pure as well as composite samples consisting of a mixture of the two tissue types were analyzed. For the latter samples, ?{sub fat} for the tissue columns of interest were extracted from corresponding pixels in CCD digital x-ray images using a calibration curve. The means ?{sup Ż}{sub fat} were then calculated for use in a WAXS fat subtraction model. For the WAXS measurements, the samples were interrogated with a 2.7 mm diameter 50 kV beam and the 6° scattered photons were detected with a CdTe detector subtending a solid angle of 7.75 × 10{sup ?5} sr. Using the scatter spectrum, an estimate of the incident spectrum, and a scatter model, ?{sub s} was determined for the tissue in the ROI. For the composite samples, a WAXS fat subtraction model was used to estimate the ?{sub s} of the fibrous tissue in the ROI. This signal was compared to ?{sub s} of fibrous tissue obtained using a pure fibrous sample. Results: For chicken and beef composites, ?{sup Ż}{sub fat}=0.33±0.05 and 0.32 ± 0.05, respectively. The subtractions of these fat components from the WAXS composite signals provided estimates of ?{sub s} for chicken and beef fibrous tissue. The differences between the estimates and ?{sub s} of fibrous obtained with a pure sample were calculated as a function of the momentum transfer x. A t-test showed that the mean of the differences did not vary

The Platform for Regional Integrated Modeling and Analysis (PRIMA) is an innovative modeling system developed at Pacific Northwest National Laboratory (PNNL) to simulate interactions among natural and human systems at scales relevant to regional decision making. PRIMA brings together state-of-the-art models of regional climate, hydrology, agriculture, socioeconomics, and energy systems using a flexible coupling approach. The platform can be customized to inform a variety of complex questions and decisions, such as the integrated evaluation of mitigation and adaptation options across a range of sectors. Research into stakeholder decision support needs underpins the platform's application to regional issues, including uncertainty characterization. Ongoing numerical experiments are yielding new insights into the interactions among human and natural systems on regional scales with an initial focus on the energy-land-water nexus in the upper U.S. Midwest. This paper focuses on PRIMA’s functional capabilities and describes some lessons learned to date about integrated regional modeling.

    1987-09-30

The Seymour Recycling Corporation (SRC) site, encompassing a fourteen-acre area, is approximately two miles southwest of Seymour, Indiana. SRC and its corporate predecessor, Seymour Manufacturing Company, processed, stored, and incinerated chemical wastes at the site from about 1970 to early 1980. The facility was closed when SRC failed to comply with a 1978 agreement with the State of Indiana to cease receiving wastes and to institute better waste-management practices. In 1980, several thousand drums were removed from the site by two potentially responsible parties (PRPs). In 1981, the U.S. EPA removed chemicals from tanks at the site and disposed of those wastes offsite. A 1982 Consent Decree with potential PRPs resulted in the removal, between December 1982 and January 1984, of approximately 50,000 drums, 100 storage tanks and the first foot of contaminated soil from about 75 percent of the site's surface. A Record of Decision, signed in September 1986, evaluated the stabilization of the ground water plume emanating from the site and selected the implementation of a plume stabilization system to extract, treat and discharge ground water to a waste water treatment plant.

  7. Superfund record of decision (EPA Region 7): Weldon Spring Quarry/Plant/Pits (USDOE), St. Charles, MO, September 30, 1998

    SciTech Connect (OSTI)

    1999-03-01

The Weldon Spring Quarry is one of two noncontiguous areas that constitute the US Department of Energy`s (DOE) Weldon Spring site. The main area of the site is the chemical plant. Both areas are located in St. Charles County, Missouri, about 48 km (30 mi) west of St. Louis. The US Environmental Protection Agency (EPA) listed the quarry on the National Priorities List (NPL) in 1987, and the chemical plant area was added to the list in 1989. The quarry is about 6.4 km (4 mi) south-southwest of the chemical plant area; it is accessible from State Route 94 and is currently fenced and closed to the public. The quarry is approximately 300 m (1,000 ft) long by 140 m (450 ft) wide and covers an area of approximately 3.6 ha (9 acres). The quarry was used by the Army for disposal of chemically contaminated (explosive) materials in the 1940s and was later used for the disposal of radioactively contaminated material by the Atomic Energy Commission (AEC) in the 1960s. Approximately 110,000 m{sup 3} (144,000 yd{sup 3}) of soil and waste material was removed from the quarry and transported to the chemical plant area as part of completing the remedial action stipulated in the Record of Decision (ROD) for the Quarry Bulk Waste Operable Unit (DOE 1990). Bulk waste removal was completed in October 1995. These wastes have been placed in the disposal cell at the chemical plant. Prior to bulk waste removal, contaminated water contained in the quarry pond was also removed; approximately 170 million liters (44 million gal) have been treated as of March 1998.

    2014-06-01

Purpose: The purpose of our study is to reduce imaging radiation dose while maintaining image quality of region of interest (ROI) in X-ray fluoroscopy. A low-dose real-time ROI fluoroscopic imaging technique which includes graphics-processing-unit- (GPU-) accelerated image processing for brightness compensation and noise filtering was developed in this study. Methods: In our ROI fluoroscopic imaging, a copper filter is placed in front of the X-ray tube. The filter contains a round aperture to reduce radiation dose to outside of the aperture. To equalize the brightness difference between inner and outer ROI regions, brightness compensation was performed by use of a simple weighting method that applies selectively to the inner ROI, the outer ROI, and the boundary zone. A bilateral filtering was applied to the images to reduce relatively high noise in the outer ROI images. To speed up the calculation of our technique for real-time application, the GPU-acceleration was applied to the image processing algorithm. We performed a dosimetric measurement using an ion-chamber dosimeter to evaluate the amount of radiation dose reduction. The reduction of calculation time compared to a CPU-only computation was also measured, and the assessment of image quality in terms of image noise and spatial resolution was conducted. Results: More than 80% of dose was reduced by use of the ROI filter. The reduction rate depended on the thickness of the filter and the size of ROI aperture. The image noise outside the ROI was remarkably reduced by the bilateral filtering technique. The computation time for processing each frame image was reduced from 3.43 seconds with single CPU to 9.85 milliseconds with GPU-acceleration. Conclusion: The proposed technique for X-ray fluoroscopy can substantially reduce imaging radiation dose to the patient while maintaining image quality particularly in the ROI region in real-time.

  12. SU-E-J-32: Dosimetric Evaluation Based On Pre-Treatment Cone Beam CT for Spine Stereotactic Body Radiotherapy: Does Region of Interest Focus Matter?

    SciTech Connect (OSTI)

    Magnelli, A; Xia, P

    2015-06-15

Purpose: Spine stereotactic body radiotherapy requires very conformal dose distributions and precise delivery. Prior to treatment, a KV cone-beam CT (KV-CBCT) is registered to the planning CT to provide image-guided positional corrections, which depend on selection of the region of interest (ROI) because of imperfect patient positioning and anatomical deformation. Our objective is to determine the dosimetric impact of ROI selections. Methods: Twelve patients were selected for this study with the treatment regions varied from C-spine to T-spine. For each patient, the KV-CBCT was registered to the planning CT three times using distinct ROIs: one encompassing the entire patient, a large ROI containing large bony anatomy, and a small target-focused ROI. Each registered CBCT volume, saved as an aligned dataset, was then sent to the planning system. The treated plan was applied to each dataset and dose was recalculated. The tumor dose coverage (percentage of target volume receiving prescription dose), maximum point dose to 0.03 cc of the spinal cord, and dose to 10% of the spinal cord volume (V10) for each alignment were compared to the original plan. Results: The average magnitude of tumor coverage deviation was 3.9%±5.8% with external contour, 1.5%±1.1% with large ROI, 1.3%±1.1% with small ROI. Spinal cord V10 deviation from plan was 6.6%±6.6% with external contour, 3.5%±3.1% with large ROI, and 1.2%±1.0% with small ROI. Spinal cord max point dose deviation from plan was: 12.2%±13.3% with external contour, 8.5%±8.4% with large ROI, and 3.7%±2.8% with small ROI. Conclusion: A small ROI focused on the target results in the smallest deviation from planned dose to target and cord although rotations at large distances from the targets were observed. It is recommended that image fusion during CBCT focus narrowly on the target volume to minimize dosimetric error. Improvement in patient setups may further reduce residual errors.

The site is adjacent to, and partially within the Niagara River's 100-year floodplain. These studies and the Remedial Investigation (RI) initiated in 1984, identified contamination in ground water, onsite and offsite soil, rivershore sediment, and within a storm sewer. Additionally, the presence of a leachate plume of non-aqueous phase liquids (NAPLs) was discovered emanating from the landfill area. The Record of Decision (ROD) is the final remedy which addresses all of the contaminated media. The primary contaminants of concern affecting the soil, sediment, and ground water are VOCs including benzene, TCE, and toluene; other organics including PCBs and phenols; and metals including arsenic.

  17. Implications of Model Configurations on Capacity Planning Decisions: Scenario Case Studies of the Western Interconnection and Colorado Region using the Resource Planning Model

    Broader source: Energy.gov [DOE]

In this report, we analyze the impacts of model configuration and detail in capacity expansion models, computational tools used by utility planners looking to find the least cost option for planning the system and by researchers or policy makers attempting to understand the effects of various policy implementations. The present analysis focuses on the importance of model configurations—particularly those related to capacity credit, dispatch modeling, and transmission modeling—to the construction of scenario futures. Our analysis is primarily directed toward advanced tools used for utility planning and is focused on those impacts that are most relevant to decisions with respect to future renewable capacity deployment. To serve this purpose, we develop and employ the NREL Resource Planning Model to conduct a case study analysis that explores 12 separate capacity expansion scenarios of the Western Interconnection through 2030.

The 11-acre Coleman-Evans Wood Preserving site is a former wood treatment facility, which was operated from 1954 to the late 1980s, in the community of Whitehouse, Duval County, Florida. Prior to 1970, wastewater from the facility was precipated and discharged to the onsite drainage ditch. The precipitated sludge was deposited into two unlined pits until 1970, when the sludge was stored in tanks. The wastewater treatment process was also enhanced in 1970 with lime precipitation and chlorination. In 1980, onsite ground water contamination was detected and activated charcoal filters were added to the treatment process to remove organics. The primary contaminant in onsite soil and ground water has been identified as pentachlorophenol (PCP). The highest areas of PCP concentration were in the vicinity of onsite chemical tanks and the unlined pit areas. In 1985, EPA conducted an emergency response, which included excavating and disposing of pit material offsite and filling excavated areas with clean fill. The Record of Decision (ROD) amends a 1986 ROD, which documented the selection of incineration for an estimated 9,000 cubic yards of contaminated soil. Since that time, additional studies during the remedial design phase indicated that there are approximately 27,000 cubic yards of contaminated soil. Based on the excessive volume of soil and the high cost of incineration, treatability studies were conducted and an alternative source control treatment was selected. The primary contaminants of concern affecting the soil, sediment, and ground water are organics including PCP and metals.

Highlights: • Environmental criteria for the MSW incineration location procurements are needed. • Focus should be placed on annual energy efficiency and on substitute fuels. • In SRF combustion it is crucial to know the share and the treatment of rejects. • The GWP of transportation is a small part of the total emissions. - Abstract: The ongoing trend in the public sector is to make more sustainable procurements by taking into account the impacts throughout the entire life cycle of the procurement. Despite the trend, the only deciding factor can still be the total costs. This article answers the question of how greenhouse gas (GHG) emissions should be taken into account in municipal solid waste (MSW) management when selecting an incineration plant for source separated mixed MSW. The aim is to guide the decision making of MSW management towards more environmentally friendly procurements. The study was carried out by calculating the global warming potentials (GWPs) and costs of mixed MSW management by using the waste composition from a case area in Finland. Scenarios of landfilling and combustion in three actual waste incineration plants were used to recognise the main processes that affect the results. GWP results show that the combustion of mixed MSW is a better alternative than landfilling the waste. The GHG results from combustion are greatly affected by emissions from the combustion and substituted energy production. The significance of collection and transportation is higher from the costs’ perspective than from the point of view of GHG emissions. The main costs, in addition to collection and transportation costs, result from the energy utilization or landfilling of mixed MSW. When tenders are invited for the incineration location of mixed MSW, the main focus should be: What are the annual electricity and heat recovery efficiencies and which are the substituted fuels in the area? In addition, in the case of a fluidized bed combustor it is crucial to

Standard post-prostatectomy radiotherapy (PPRT) image verification uses bony anatomy alignment. However, the prostate bed (PB) moves independently of bony anatomy. Cone beam computed tomography (CBCT) can be used to soft tissue match, so radiation therapists (RTs) must understand pelvic anatomy and PPRT clinical target volumes (CTV). The aims of this study are to define regions of interest (ROI) to be used in soft tissue matching image guidance and determine their visibility on planning CT (PCT) and CBCT. Published CTV guidelines were used to select ROIs. The PCT scans (n = 23) and CBCT scans (n = 105) of 23 post-prostatectomy patients were reviewed. Details on ROI identification were recorded. Eighteen patients had surgical clips. All ROIs were identified on PCTs at least 90% of the time apart from mesorectal fascia (MF) (87%) due to superior image quality. When surgical clips are present, the seminal vesicle bed (SVB) was only seen in 2.3% of CBCTs and MF was unidentifiable. Most other structures were well identified on CBCT. The anterior rectal wall (ARW) was identified in 81.4% of images and penile bulb (PB) in 68.6%. In the absence of surgical clips, the MF and SVB were always identified; the ARW was identified in 89.5% of CBCTs and PB in 73.7%. Surgical clips should be used as ROIs when present to define SVB and MF. In the absence of clips, SVB, MF and ARW can be used. RTs must have a strong knowledge of soft tissue anatomy and PPRT CTV to ensure coverage and enable soft tissue matching.

The Silver Bow Creek site is a mining and processing area in the Upper Clark Fork River Basin, Deer Lodge County, Southwestern Montana. The Record of Decision (ROD) documents the selected interim remedial action for one of eleven operable units for the site, the Warm Springs Ponds operable unit, which covers approximately 2,500 acres just above the beginning of the Clark Fork River. Contamination at the site is the result of over 100 years of mining and process operations in the area. Mining, milling, and smelting waste were dumped directly into Silver Bow Creek and transported downstream to the Clark Fork River with final deposition downstream as far as 130 miles. Principal threats from the site include the possibility of pond berm failure due to flood and earthquake damage that could release millions of cubic yards of tailings and sediment to the river. Furthermore, the creeks are contaminated with dissolved metals, and exposed soil and tailings are contaminated with elevated levels of several metals. The primary contaminants of concern affecting the soil, sediment, ground water, and surface water are metals including arsenic, cadmium, copper, lead, and zinc.

    1996-12-31

Lazy learning algorithms, exemplified by nearest-neighbor algorithms, do not induce a concise hypothesis from a given training set; the inductive process is delayed until a test instance is given. Algorithms for constructing decision trees, such as C4.5, ID3, and CART create a single {open_quotes}best{close_quotes} decision tree during the training phase, and this tree is then used to classify test instances. The tests at the nodes of the constructed tree are good on average, but there may be better tests for classifying a specific instance. We propose a lazy decision tree algorithm-LazyDT-that conceptually constructs the {open_quotes}best{close_quote} decision tree for each test instance. In practice, only a path needs to be constructed, and a caching scheme makes the algorithm fast. The algorithm is robust with respect to missing values without resorting to the complicated methods usually seen in induction of decision trees. Experiments on real and artificial problems are presented.

However, during the latter part of the 1980s, the cancellation rate for WTE facilities grew to the point that the portion of the waste stream WTE will handle in the long-term future is less certain. This study, conducted as part of a larger study, identifies factors that influence municipalities, decisions regarding WTE. This study takes a broad perspective about decision-making within communities, emphasizing the context within which decisions were made and the decision-making process. It does not seek to judge the correctness of the decisions.

    Broader source: Energy.gov [DOE]

Businesses considering implementing solar PV may encounter widespread geographic differences regarding utility incentive structures (buy-down incentives, performance based incentives, feed-in tariffs, etc.), utility policies (net metering, interconnection requirements), regulatory structures, and permitting requirements. They might also have uncertainty about how to assess the different ownership structures (PPA, lease, own, etc.). The Solar Decision Guide can help companies navigate this complex environment to determine if investing in solar makes financial sense and to identify the regions that offer the most promising returns on solar investment.

This article studies the participation of stakeholders in climate change decision-making in Alaska s National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decision-making process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making.

  6. Water related environmental decision-making in Ukraine

    SciTech Connect (OSTI)

    1995-12-01

Ukraine is reshaping its approach to addressing environmental concerns. This paper will describe past and current water-related environmental decision-making in Ukraine and identify efforts being made to improve such decision-making. Numerous water related agencies survived the break-up of the former Soviet Union (FSU). Their ability to analyze water quality, and make good environmental decisions with regard to surface and ground water resources, drinking water supply, pesticide management, water-related recreational activities, and wastewater disposal issues (especially those related to industries), is questionable. Poor quality assurance and quality control have hampered water monitoring endeavors. The quality of testing and pollutant monitoring is affected by the state of development of monitoring techniques. Environmental policy decisions based on these data are then suspect. Decisions were made in the past at much higher levels, often in Moscow. Local and regional monitoring agencies were encouraged to perform innumerable tests, but were not necessarily encouraged to make informed decisions as a result of test data. Large-scale capital-intensive infrastructure projects were planned in the past to solve many of the water shortage problems in southern Ukraine. More than 1,000 reservoirs and six major canal systems were constructed and more were designed. Also, industrial waste ponds were constructed to capture toxic wastes, heavy metals, and other pollutants from large industrial facilities. New methods are necessary to change problem-solving from large infrastructure solutions to smaller more efficient uses of resources through technologically efficient improvements, assigning economic value to resources, and conservation of those resources.

    2013-05-15

Purpose: To investigate the effect of using different computed tomography (CT) scanners on the accuracy of high-resolution CT (HRCT) images in classifying regional disease patterns in patients with diffuse lung disease, support vector machine (SVM) and Bayesian classifiers were applied to multicenter data. Methods: Two experienced radiologists marked sets of 600 rectangular 20 Multiplication-Sign 20 pixel regions of interest (ROIs) on HRCT images obtained from two scanners (GE and Siemens), including 100 ROIs for each of local patterns of lungs-normal lung and five of regional pulmonary disease patterns (ground-glass opacity, reticular opacity, honeycombing, emphysema, and consolidation). Each ROI was assessed using 22 quantitative features belonging to one of the following descriptors: histogram, gradient, run-length, gray level co-occurrence matrix, low-attenuation area cluster, and top-hat transform. For automatic classification, a Bayesian classifier and a SVM classifier were compared under three different conditions. First, classification accuracies were estimated using data from each scanner. Next, data from the GE and Siemens scanners were used for training and testing, respectively, and vice versa. Finally, all ROI data were integrated regardless of the scanner type and were then trained and tested together. All experiments were performed based on forward feature selection and fivefold cross-validation with 20 repetitions. Results: For each scanner, better classification accuracies were achieved with the SVM classifier than the Bayesian classifier (92% and 82%, respectively, for the GE scanner; and 92% and 86%, respectively, for the Siemens scanner). The classification accuracies were 82%/72% for training with GE data and testing with Siemens data, and 79%/72% for the reverse. The use of training and test data obtained from the HRCT images of different scanners lowered the classification accuracy compared to the use of HRCT images from the same scanner. For

Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

Currently, electrical power generation uses about 140 billion gallons of water per day accounting for over 39% of all freshwater withdrawals thus competing with irrigated agriculture as the leading user of water. Coupled to this water use is the required pumping, conveyance, treatment, storage and distribution of the water which requires on average 3% of all electric power generated. While water and energy use are tightly coupled, planning and management of these fundamental resources are rarely treated in an integrated fashion. Toward this need, a decision support framework has been developed that targets the shared needs of energy and water producers, resource managers, regulators, and decision makers at the federal, state and local levels. The framework integrates analysis and optimization capabilities to identify trade-offs, and 'best' alternatives among a broad list of energy/water options and objectives. The decision support framework is formulated in a modular architecture, facilitating tailored analyses over different geographical regions and scales (e.g., national, state, county, watershed, NERC region). An interactive interface allows direct control of the model and access to real-time results displayed as charts, graphs and maps. Ultimately, this open and interactive modeling framework provides a tool for evaluating competing policy and technical options relevant to the energy-water nexus.

The objective of this project was to create an internet-based Water Treatment Technology Catalog and Decision Tool that will increase production, decrease costs and enhance environmental protection. This is to be accomplished by pairing an operator's water treatment cost and capacity needs to specific water treatments. This project cataloged existing and emerging produced water treatment technologies and allows operators to identify the most cost-effective approaches for managing their produced water. The tool captures the cost and capabilities of each technology and the disposal and beneficial use options for each region. The tool then takes location, chemical composition, and volumetric data for the operator's water and identifies the most cost effective treatment options for that water. Regulatory requirements or limitations for each location are also addressed. The Produced Water Treatment Catalog and Decision Tool efficiently matches industry decision makers in unconventional natural gas basins with: 1) appropriate and applicable water treatment technologies for their project, 2) relevant information on regulatory and legal issues that may impact the success of their project, and 3) potential beneficial use demands specific to their project area. To ensure the success of this project, it was segmented into seven tasks conducted in three phases over a three year period. The tasks were overseen by a Project Advisory Council (PAC) made up of stakeholders including state and federal agency representatives and industry representatives. ALL Consulting has made the catalog and decision tool available on the Internet for the final year of the project. The second quarter of the second budget period, work was halted based on the February 18, 2011 budget availability; however previous project deliverables were submitted on time and the deliverables for Task 6 and 7 were completed ahead of schedule. Thus the application and catalog were deployed to the public Internet

Participatory modeling has become an important tool in facilitating resource decision making and dispute resolution. Approaches to modeling that are commonly used in this context often do not adequately account for important human factors. Current techniques provide insights into how certain human activities and variables affect resource outcomes; however, they do not directly simulate the complex variables that shape how, why, and under what conditions different human agents behave in ways that affect resources and human interactions related to them. Current approaches also do not adequately reveal how the effects of individual decisions scale up to have systemic level effects in complex resource systems. This lack of integration prevents the development of more robust models to support decision making and dispute resolution processes. Development of integrated tools is further hampered by the fact that collection of primary data for decision-making modeling is costly and time consuming. This project seeks to develop a new approach to resource modeling that incorporates both technical and behavioral modeling techniques into a single decision-making architecture. The modeling platform is enhanced by use of traditional and advanced processes and tools for expedited data capture. Specific objectives of the project are: (1) Develop a proof of concept for a new technical approach to resource modeling that combines the computational techniques of system dynamics and agent based modeling, (2) Develop an iterative, participatory modeling process supported with traditional and advance data capture techniques that may be utilized to facilitate decision making, dispute resolution, and collaborative learning processes, and (3) Examine potential applications of this technology and process. The development of this decision support architecture included both the engineering of the technology and the development of a participatory method to build and apply the technology

  12. Plutonium-238 Transuranic Waste Decision Analysis

    SciTech Connect (OSTI)

Brown, Mike; Lechel, David J.; Leigh, C.D.

    1999-06-29

Five transuranic (TRU) waste sites in the Department of Energy (DOE) complex, collectively, have more than 2,100 cubic meters of Plutonium-238 (Pu-238) TRU waste that exceed the wattage restrictions of the Transuranic Package Transporter-II (TRUPACT-11). The Waste Isolation Pilot Plant (WIPP) is being developed by the DOE as a repository for TRU waste. With the Waste Isolation Pilot Plant (WIPP) opening in 1999, these sites are faced with a need to develop waste management practices that will enable the transportation of Pu-238 TRU waste to WIPP for disposal. This paper describes a decision analysis that provided a logical framework for addressing the Pu-238 TRU waste issue. The insights that can be gained by performing a formalized decision analysis are multifold. First and foremost, the very process. of formulating a decision tree forces the decision maker into structured, logical thinking where alternatives can be evaluated one against the other using a uniform set of criteria. In the process of developing the decision tree for transportation of Pu-238 TRU waste, several alternatives were eliminated and the logical order for decision making was discovered. Moreover, the key areas of uncertainty for proposed alternatives were identified and quantified. The decision analysis showed that the DOE can employ a combination approach where they will (1) use headspace gas analyses to show that a fraction of the Pu-238 TRU waste drums are no longer generating hydrogen gas and can be shipped to WIPP ''as-is'', (2) use drums and bags with advanced filter systems to repackage Pu-238 TRU waste drums that are still generating hydrogen, and (3) add hydrogen getter materials to the inner containment vessel of the TRUPACT-11to relieve the build-up of hydrogen gas during transportation of the Pu-238 TRU waste drums.

  13. Feasibility of neuro-morphic computing to emulate error-conflict based decision making.

    SciTech Connect (OSTI)

    Branch, Darren W.

    2009-09-01

A key aspect of decision making is determining when errors or conflicts exist in information and knowing whether to continue or terminate an action. Understanding the error-conflict processing is crucial in order to emulate higher brain functions in hardware and software systems. Specific brain regions, most notably the anterior cingulate cortex (ACC) are known to respond to the presence of conflicts in information by assigning a value to an action. Essentially, this conflict signal triggers strategic adjustments in cognitive control, which serve to prevent further conflict. The most probable mechanism is the ACC reports and discriminates different types of feedback, both positive and negative, that relate to different adaptations. Unique cells called spindle neurons that are primarily found in the ACC (layer Vb) are known to be responsible for cognitive dissonance (disambiguation between alternatives). Thus, the ACC through a specific set of cells likely plays a central role in the ability of humans to make difficult decisions and solve challenging problems in the midst of conflicting information. In addition to dealing with cognitive dissonance, decision making in high consequence scenarios also relies on the integration of multiple sets of information (sensory, reward, emotion, etc.). Thus, a second area of interest for this proposal lies in the corticostriatal networks that serve as an integration region for multiple cognitive inputs. In order to engineer neurological decision making processes in silicon devices, we will determine the key cells, inputs, and outputs of conflict/error detection in the ACC region. The second goal is understand in vitro models of corticostriatal networks and the impact of physical deficits on decision making, specifically in stressful scenarios with conflicting streams of data from multiple inputs. We will elucidate the mechanisms of cognitive data integration in order to implement a future corticostriatal-like network in silicon

  14. A Multiple Objective Decision Support Tool (MODS)

Energy Science and Technology Software Center (OSTI)

    2003-12-14

The Multiple Objective Decision Support (MODS) tool is an automated tool used to assist decision makers and policy analysts with multiple-objective decision problems. The classes of problems that this decision support tool addresses have both multiple objectives and multiple stakeholders. Decision problems, which have multiple objectives that in general cannot be maximized simultaneously, and multiple stakeholders, who have different perspectives about the relative importance of the objectives, require analytic approaches and tools that can providemore » flexible support to decision makers. This tool provides capabilities for the management, analysis, and graphical display for these types of decision problems drawn from diverse problem domains. The MODS tool is a unique integration of analysis algorithms, an information database, and a graphical user interface. This collection of algorithms, the combination of an information database with the analysis into a single tool, and the graphical user interface provides a technically advanced tool to decision makers and policy analysts. There are two main issues when addressing problems of this type: what set of attributes should be used to characterize the tokens in the domain of interest, and how should the values of these attributes and their weights be determined and combined to provide a relative ordering to the tokens. This tool addresses both of these issues. This decision support tool provides a flexible way to derive and use a chosen set of attributes. For example, the tool could be used to first perform a paired comparison of a large set of attributes and from this evaluation select those attributes that have the highest weights. The flexibility of the tool allows experimentation with various attribute sets and this capability, along with domain expertise, addresses the first issue. To address the second issue, several algorithms have been implemented. For example, two algorithms that have been implemented are

  17. Court decision dropping toxic substance rules stands

    SciTech Connect (OSTI)

    Bryant, C.R.

    1993-06-01

In a somewhat surprising move, the U.S. Department of Labor has decided not to appeal a court decision essentially dropping regulations established by the Occupational Safety and Health Administration (OSHA) for about 400 hazardous substances. The decision leaves unregulated or subject to reduced standards substances that range from carbon monoxide to perchloroethylene. The Labor Department had until March 22, 1993, to appeal the court decision. On July 8, 1992, the U.S. Court of Appeals for the 11th Circuit overturned OSHA's final Air Contaminants Standard, which was promulgated in 1989. The standard established permissible exposure limits (PELs) for 428 toxic substances. In AFL-CIO vs. OSHA, the Court ruled that OSHA failed to make a separate scientific case for evaluating health risks of each chemical. Because of the decision not to appeal, PELs for more than half of the substances regulated by OSHA now are removed from the books or revert to the voluntary industry standards adopted by OSHA in 1970 and in force prior to the 1989 final rule.

Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. We presented the results to the policy community through a public briefing in December on Capitol Hill. The full report is publicly available at www.ametsoc.org/cin. The Seymour Recycling Corporation (SRC) operated a processing center for waste chemicals. Toxic and hazardous wastes, including solvents, metal finishing wastes, and other materials, accumulated on the site in 55-gallon drums, bulk tanks, and other containers. Wastes leaked and spilled from the drums creating fire and odor problems. A Consent Decree resulted in the removal of the upper one foot of contaminated soil from about 75% of the site's surface. Contaminated soil remains, however, and extends throughout the shallow and deep aquifer. The primary contaminants of concern include: VOCs, organics, TCE, DCE, benzene, toluene, and heavy metals. Selected remedies have been proposed and are included.

The Moyer Landfill is an inactive privately owned landfill located in Lower Providence Township in Montgomery County, Pennsylvania. The site was operated as a municipal landfill from the 1940's until April 1981, during which time it received municipal refuse and sewage sludges. According to local Federal Bureau of Investigation (FBI) officials, the landfill accepted a variety of solid and liquid hazardous wastes, including polychlorinated biphenyls (PCBs), solvents, paints, low-level radioactive wastes, and incinerated materials in bulk form and/or containerized in drums. In 1972, when the Pennsylvania Dept. of Environmental Resources (PADER) rules and regulations became more restrictive, this landfill was cited, and finally in 1981, it was closed and brought into receivership of the U.S. District Court.

  7. Naturalistic Decision Making For Power System Operators

    SciTech Connect (OSTI)

Greitzer, Frank L.; Podmore, Robin; Robinson, Marck; Ey, Pamela

    2009-06-23

Abstract: Motivation -- As indicated by the Blackout of 2003, the North American interconnected electric system is vulnerable to cascading outages and widespread blackouts. Investigations of large scale outages often attribute the causes to the three T’s: Trees, Training and Tools. A systematic approach has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The approach has been developed and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine naturalistic decision making (NDM) processes, transcripts of operator-to-operator conversations are analyzed to reveal and assess NDM-based performance criteria. Findings/Design -- The results of the study indicate that we can map the Situation Awareness Level of the operators at each point in the scenario. We can also identify clearly what mental models and mental simulations are being performed at different points in the scenario. As a result of this research we expect that we can identify improved training methods and improved analytical and visualization tools for power system operators. Originality/Value -- The research applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message -- The NDM approach provides an ideal framework for systematic training management and mitigation to accelerate learning in team-based training scenarios with high-fidelity power grid simulators.

  3. Waste-to-energy: Decision-making and the decisions made

    SciTech Connect (OSTI)

    1993-01-01

During the early 1980's, the number of municipalities considering waste-to-energy (WTE) facilities as a solid waste management option led to projections that WTE would be used to manage as much as half of all municipal solid waste by the turn of the century. However, during the latter part of the 1980's, the cancellation rate for WTE facilities grew to the point that its long-term future is questionable. This research sought to identify and examine the range of factors that influence municipalities' decisions concerning WTE. As part of a larger study, case studies of four communities that recently faced decisions about WTE facilities were undertaken. At two of the sites WTE projects formally were approved, while at the other two sites planned WTE facilities were canceled. The study distinguished between the decision-making process and the decision outcomes while recognizing that all aspects of the process clearly are linked to outcome. Case study findings indicate that like processes need not lead to like outcomes. Further, decisions do not fall neatly into simple acceptance'' or rejection'' categories.

  4. A Hierarchical Evaluation of Regional Climate Simulations

Global climate models (GCMs) are the primary tools for predicting the evolution of the climate system. Through decades of development, GCMs have demonstrated useful skill in simulating climate at continental to global scales. However, large uncertainties remain in projecting climate change at regional scales, which limit our ability to inform decisions on climate change adaptation and mitigation. To bridge this gap, different modeling approaches including nested regional climate models (RCMs), global stretch-grid models, and global high-resolution atmospheric models have been used to provide regional climate simulations (Leung et al. 2003). In previous efforts to evaluate these approaches, isolating their relative merits was not possible because factors such as dynamical frameworks, physics parameterizations, and model resolutions were not systematically constrained. With advances in high performance computing, it is now feasible to run coupled atmosphere-ocean GCMs at horizontal resolution comparable to what RCMs use today. Global models with local refinement using unstructured grids have become available for modeling regional climate (e.g., Rauscher et al. 2012; Ringler et al. 2013). While they offer opportunities to improve climate simulations, significant efforts are needed to test their veracity for regional-scale climate simulations.

Reducing cost is a critical challenge facing environmental remediation today. One of the most effective ways of reducing costs is to improve decision-making. This can range from choosing more cost- effective remediation alternatives (for example, determining whether a groundwater contamination plume should be remediated or not) to improving data collection (for example, determining when data collection should stoop). Uncertainty in site conditions presents a major challenge for effective decision-making. We present a framework for increasing the effectiveness of remedial design decision-making at groundwater contamination sites where there is uncertainty in many parameters that affect remediation design. The objective is to provide an easy-to-use economic framework for making remediation decisions. The presented framework is used to 1) select the best remedial design from a suite of possible ones, 2) estimate if additional data collection is cost-effective, and 3) determine the most important parameters to be sampled. The framework is developed by combining elements from Latin-Hypercube simulation of contaminant transport, economic risk-cost-benefit analysis, and Regional Sensitivity Analysis (RSA).

Highlights: • We developed a methodology useful to environmentally compare industrial waste management options. • The methodology uses a Net Energy Demand indicator which is life cycle based. • The method was simplified to be widely used, thus avoiding cost driven decisions. • This methodology is useful for governments to promote the best environmental options. • This methodology can be widely used by other countries or regions around the world. - Abstract: Life cycle thinking is a good approach to be used for environmental decision-support, although the complexity of the Life Cycle Assessment (LCA) studies sometimes prevents their wide use. The purpose of this paper is to show how LCA methodology can be simplified to be more useful for certain applications. In order to improve waste management in Catalonia (Spain), a Cumulative Energy Demand indicator (LCA-based) has been used to obtain four mathematical models to help the government in the decision of preventing or allowing a specific waste from going out of the borders. The conceptual equations and all the subsequent developments and assumptions made to obtain the simplified models are presented. One of the four models is discussed in detail, presenting the final simplified equation to be subsequently used by the government in decision making. The resulting model has been found to be scientifically robust, simple to implement and, above all, fulfilling its purpose: the limitation of waste transport out of Catalonia unless the waste recovery operations are significantly better and justify this transport.

  12. Collaborative decision making for sustainable development

    SciTech Connect (OSTI)

    Kinsley, M.J.

    1995-12-31

For many years, economic development has mean industrial recruitment where business-at-any-cost was preached by a small elite, where civic discord replaced civic discussion, where families made more money but had less to spend, where residents learned to lock their doors, where communities changed from the unique to commonplace and a thousand towns looked alike. But now, scores of communities are saying no to old, worn-out approaches to development and embracing a new kind of development that respects the community and the environment. Created collaboratively by people from all walks of community life, this new approach is called sustainable community economic development. Though new, sustainable development is based on traditional values of stewardship and working together. Its principles are powerful in their simplicity. Its lessons enrich community decision making. This paper describes these principles and lessons. It introduces a community decision-making process that applies them and suggests the kinds of results you can expect from such a process in your town.

Unique challenges exist for the handling, transport, and disposal of debris resulting from homeland security incidents, disasters or other national emergencies. Access to guidance to facilitate decision making to ensure the safe and timely disposal of debris is critical to helping restore a community or region and prevent further contamination or spread of disease. For a radiological dispersal device (RDD), proper characterization of the quantity, properties, and level of contamination of debris can have a significant impact on cleanup costs and timelines. A suite of decision support tools (DSTs) is being developed by the U.S. EPA's Office of Research and Development to assist individuals responsible for making decisions associated with handling, transport, and disposal of such debris. The DSTs are location-specific to help identify specific facilities and contacts for making final disposal decisions. The DSTs provide quick reference to technical information, regulations, and other information to provide decision makers with assistance in guiding disposal decisions that are important for the protection of public health, first responders, and the environment. These tools are being developed in partnership with other U.S. government agencies, EPA program offices, industry, and state and local emergency response programs. (authors)

The Southwest Partnership Region includes five states (Arizona, Colorado, New Mexico, Oklahoma, Utah) and contiguous areas from three adjacent states (west Texas, south Wyoming, and west Kansas). This energy-rich region exhibits some of the largest growth rates in the nation, and it contains two major CO{sub 2} pipeline networks that presently tap natural subsurface CO{sub 2} reservoirs for enhanced oil recovery at a rate of 30 million tons per year. The ten largest coal-fired power plants in the region produce 50% (140 million tons CO{sub 2}/y) of the total CO{sub 2} from power-plant fossil fuel combustion, with power plant emissions close to half the total CO{sub 2} emissions. The Southwest Regional Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach. These partners include 21 state government agencies and universities, the five major electric utility industries, seven oil, gas and coal companies, three federal agencies, the Navajo Nation, several NGOs including the Western Governors Association, and data sharing agreements with four other surrounding states. The Partnership is developing action plans for possible Phase II carbon sequestration pilot tests in the region, as well as the non-technical aspects necessary for developing and carrying out these pilot tests. The establishment of a website network to facilitate data storage and information sharing, decision-making, and future management of carbon sequestration in the region is a priority. The Southwest Partnership's approach includes (1) dissemination of existing regulatory/permitting requirements, (2) assessing and initiating public acceptance of possible sequestration approaches, and (3) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region. The Partnership will also identify potential gaps in

A new software system is under development that provides a framework to link disparate assessment software and databases for site-specific, regional, or national analyses. This system represents the merger of the Framework for Risk Analysis in Multimedia Environmental Systems (FRAMES), which performs site-specific assessments, and Multi-media, Multi-pathway, Multi-receptor Risk Assessment (3MRA) methodology, which performs regional and national assessments. This Merged System is an icon-driven, site-layout platform, which represents an interactive means by which the user graphically constructs a conceptualization of the problem by visually expressing the assessment, indicating sources of contamination, contaminant travel pathways through the environment, linkages between contamination and people or wildlife, and impacts associated with the contamination. It processes data as part of a systems-based assessment and is an open-architecture, object-oriented framework, which contains ''sockets'' for a collection of databases and computer codes that will transparently simulate elements of transport, exposure, and risk assessment, including contaminant source and release to and through overland soils, vadose and saturated zones, air, surface water, food supply, intake human health impacts, sensitivity/uncertainty, ecological impacts, with the ability to expand into areas including Geographical Information System (GIS), remediation technology, cost analysis, Data Quality Objectives, life-cycle management, and conceptual site design. A user can choose from a list of models, and the assessment path forward can be visually presented, which describes the models and their linkages from source through receptor to the decision-making endpoint.

Recent work in classification indicates that significant improvements in accuracy can be obtained by growing an ensemble of classifiers and having them vote for the most popular class. This paper focuses on ensembles of decision trees that are created with a randomized procedure based on sampling. Randomization can be introduced by using random samples of the training data (as in bagging or boosting) and running a conventional tree-building algorithm, or by randomizing the induction algorithm itself. The objective of this paper is to describe the first experiences with a novel randomized tree induction method that uses a sub-sample of instances at a node to determine the split. The empirical results show that ensembles generated using this approach yield results that are competitive in accuracy and superior in computational cost to boosting and bagging.

This paper reports observations and preliminary investigations in the first phase of a research program covering methodologies for making safety-related decisions. The objective has been to gain insight into NRC perceptions of the value of formal decision methods, their possible applications, and how risk is, or may be, incorporated in decision making. The perception of formal decision making techniques, held by various decision makers, and what may be done to improve them, were explored through interviews with NRC staff. An initial survey of decision making methods, an assessment of the applicability of formal methods vis-a-vis the available information, and a review of methods of incorporating risk and uncertainty have also been conducted.

    2009-05-19

An integrated, multi-model capability for regional climate change simulation is needed to perform original analyses to understand and prepare for the impacts of climate change on the time and space scales that are critical to California's future environmental quality and economic prosperity. Our intent was to develop a very high resolution regional simulation capability to address consequences of climate change in California to complement the global modeling capability that is supported by DOE at LLNL and other institutions to inform national and international energy policies. The California state government, through the California Energy Commission (CEC), institutionalized the State's climate change assessment process through its biennial climate change reports. The bases for these reports, however, are global climate change simulations for future scenarios designed to inform international policy negotiations, and are primarily focused on the global to continental scale impacts of increasing emissions of greenhouse gases. These simulations do not meet the needs of California public and private officials who will make major decisions in the next decade that require an understanding of climate change in California for the next thirty to fifty years and its effects on energy use, water utilization, air quality, agriculture and natural ecosystems. With the additional development of regional dynamical climate modeling capability, LLNL will be able to design and execute global simulations specifically for scenarios important to the state, then use those results to drive regional simulations of the impacts of the simulated climate change for regions as small as individual cities or watersheds. Through this project, we systematically studied the strengths and weaknesses of downscaling global model results with a regional mesoscale model to guide others, particularly university researchers, who are using the technique based on models with less complete parameterizations or

    Solomon, B.D.; Pyrdol, J.J.

    1986-04-01

This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    1992-12-01

The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

The Southern States Energy Board's (SSEB) 'Regional Effort to Deploy Clean Coal Technologies' program began on June 1, 2003, and was completed on January 31, 2009. The project proved beneficial in providing state decision-makers with information that assisted them in removing barriers or implementing incentives to deploy clean coal technologies. This was accomplished through two specific tasks: (1) domestic energy security and diversity; and (2) the energy-water interface. Milestones accomplished during the project period are: (1) Presentations to Annual Meetings of SSEB Members, Associate Member Meetings, and the Gasification Technologies Council. (2) Energy: Water reports - (A) Regional Efforts to Deploy Clean Coal Technologies: Impacts and Implications for Water Supply and Quality. June 2004. This project focused on defining geothermal play fairways and development of a detailed geothermal potential map of a large transect across the Great Basin region (96,000 km2), with the primary objective of facilitating discovery of commercial-grade, blind geothermal fields (i.e. systems with no surface hot springs or fumaroles) and thereby accelerating geothermal development in this promising region. Data included in this submission consists of: structural settings (target areas, recency of faulting, slip and dilation potential, slip rates, quality), regional-scale strain rates, earthquake density and magnitude, gravity data, temperature at 3 km depth, permeability models, favorability models, degree of exploration and exploration opportunities, data from springs and wells, transmission lines and wilderness areas, and published maps and theses for the Nevada Play Fairway area.

  19. Rationality Validation of a Layered Decision Model for Network Defense

    SciTech Connect (OSTI)

Wei, Huaqiang; Alves-Foss, James; Zhang, Du; Frincke, Deb

    2007-08-31

We propose a cost-effective network defense strategy built on three key: three decision layers: security policies, defense strategies, and real-time defense tactics for countering immediate threats. A layered decision model (LDM) can be used to capture this decision process. The LDM helps decision-makers gain insight into the hierarchical relationships among inter-connected entities and decision types, and supports the selection of cost-effective defense mechanisms to safeguard computer networks. To be effective as a business tool, it is first necessary to validate the rationality of model before applying it to real-world business cases. This paper describes our efforts in validating the LDM rationality through simulation.

    2010-10-01

The impacts of climate change are already affecting human and environmental systems worldwide, yet many uncertainties persist in the prediction of future climate changes and impacts due to limitations in scientific understanding of relevant causal factors. In particular, there is mounting urgency to efforts to improve models of human and environmental systems at the regional scale, and to integrate climate, ecosystem and energy-economic models to support policy, investment, and risk management decisions related to climate change mitigation (i.e., reducing greenhouse gas emissions) and adaptation (i.e., responding to climate change impacts). The Pacific Northwest National Laboratory (PNNL) is developing a modeling framework, the integrated Regional Earth System Model (iRESM), to address regional human-environmental system interactions in response to climate change and the uncertainties therein. The framework will consist of a suite of integrated models representing regional climate change, regional climate policy, and the regional economy, with a focus on simulating the mitigation and adaptation decisions made over time in the energy, transportation, agriculture, and natural resource management sectors.

  2. Integrated Decision-Making Tool to Develop Spent Fuel Strategies for Research Reactors

    SciTech Connect (OSTI)

Beatty, Randy L; Harrison, Thomas J

    2016-01-01

IAEA Member States operating or having previously operated a Research Reactor are responsible for the safe and sustainable management and disposal of associated radioactive waste, including research reactor spent nuclear fuel (RRSNF). This includes the safe disposal of RRSNF or the corresponding equivalent waste returned after spent fuel reprocessing. One key challenge to developing general recommendations lies in the diversity of spent fuel types, locations and national/regional circumstances rather than mass or volume alone. This is especially true given that RRSNF inventories are relatively small, and research reactors are rarely operated at a high power level or duration typical of commercial power plants. Presently, many countries lack an effective long-term policy for managing RRSNF. This paper presents results of the International Atomic Energy Agency (IAEA) Coordinated Research Project (CRP) #T33001 on Options and Technologies for Managing the Back End of the Research Reactor Nuclear Fuel Cycle which includes an Integrated Decision Making Tool called BRIDE (Back-end Research reactor Integrated Decision Evaluation). This is a multi-attribute decision-making tool that combines the Total Estimated Cost of each life-cycle scenario with Non-economic factors such as public acceptance, technical maturity etc and ranks optional back-end scenarios specific to member states situations in order to develop a specific member state strategic plan with a preferred or recommended option for managing spent fuel from Research Reactors.

  3. Creating a spatial multi-criteria decision support system for energy related integrated environmental impact assessment

    2015-04-15

By their spatially very distributed nature, profitability and impacts of renewable energy resources are highly correlated with the geographic locations of power plant deployments. A web-based Spatial Decision Support System (SDSS) based on a Multi-Criteria Decision Analysis (MCDA) approach has been implemented for identifying preferable locations for solar power plants based on user preferences. The designated areas found serve for the input scenario development for a subsequent integrated Environmental Impact Assessment. The capabilities of the SDSS service get showcased for Concentrated Solar Power (CSP) plants in the region of Andalusia, Spain. The resulting spatial patterns of possible power plant sites are an important input to the procedural chain of assessing impacts of renewable energies in an integrated effort. The applied methodology and the implemented SDSS are applicable for other renewable technologies as well. - Highlights: • The proposed tool facilitates well-founded CSP plant siting decisions. • Spatial MCDA methods are implemented in a WebGIS environment. • GIS-based SDSS can contribute to a modern integrated impact assessment workflow. • The conducted case study proves the suitability of the methodology.

The Hanford Environmental Dose Reconstruction (HEDR) Project is in the process of developing estimates for the radiation doses that individuals and population groups may have received as a result of past activities at the Hanford Reservation in Eastern Washington. A formal decision-aiding methodology has been developed to assist the HEDR Project in making significant and defensible decisions regarding how this study will be conducted. These decisions relate primarily to policy (e.g., the appropriate level of public participation in the study) and specific technical aspects (e.g., the appropriate domain and depth of the study), and may have significant consequences with respect to technical results, costs, and public acceptability.

The fallout from a nuclear explosion has the potential to injure or kill 100,000 or more people through exposure to external gamma (fallout) radiation. Existing buildings can reduce radiation exposure by placing material between fallout particles and exposed people. Lawrence Livermore National Laboratory was tasked with developing an operationally feasible methodology that could improve fallout casualty estimates. The methodology, called a Regional Shelter Analysis, combines the fallout protection that existing buildings provide civilian populations with the distribution of people in various locations. The Regional Shelter Analysis method allows the consideration of (a) multiple building types and locations within buildings, (b) country specific estimates, (c) population posture (e.g., unwarned vs. minimally warned), and (d) the time of day (e.g., night vs. day). The protection estimates can be combined with fallout predictions (or measurements) to (a) provide a more accurate assessment of exposure and injury and (b) evaluate the effectiveness of various casualty mitigation strategies. This report describes the Regional Shelter Analysis methodology, highlights key operational aspects (including demonstrating that the methodology is compatible with current tools), illustrates how to implement the methodology, and provides suggestions for future work.

Sandia National Laboratories is a multiprogram national laboratory established in 1949. The Library currently uses DOBIS for its automated system, including the Periodicals Control function for periodical check-in. DOBIS performs processing and control functions adequately, but could not meet our reporting needs. Therefore the Library`s Periodicals Decision Team decided that they needed another ``system`` for collection management. A Periodicals Decision Support System was created using information downloaded from DOBIS and uploaded into dBASE IV. The Periodical Decision Support System functions as an information-processing system that has aided us in making collection management decisions for periodicals. It certainly allows us to do interactive ad-hoc analysis; although there are no modeling tools currently incorporated in the system. We hope that these modeling tools will come later. We have been gathering information and developing needed reports to achieve this goal.

Uncertainties in global change impacts, the complexities associated with the interconnected cycling of nitrogen, carbon, and water present daunting management challenges. Existing models provide detailed information on specific sub-systems (e.g., land, air, water, and economics). An increasing awareness of the unintended consequences of management decisions resulting from interconnectedness of these sub-systems, however, necessitates coupled regional earth system models (EaSMs). Decision makers’ needs and priorities can be integrated into the model design and development processes to enhance decision-making relevance and “usability” of EaSMs. BioEarth is a research initiative currently under development with a focus on the U.S. Pacific Northwest region thatmore » explores the coupling of multiple stand-alone EaSMs to generate usable information for resource decision-making. Direct engagement between model developers and non-academic stakeholders involved in resource and environmental management decisions throughout the model development process is a critical component of this effort. BioEarth utilizes a bottom-up approach for its land surface model that preserves fine spatial-scale sensitivities and lateral hydrologic connectivity, which makes it unique among many regional EaSMs. Here, we describe the BioEarth initiative and highlights opportunities and challenges associated with coupling multiple stand-alone models to generate usable information for agricultural and natural resource decision-making.« less
