    Latent effects on a system are broken down into components ranging from those far removed in time from the system under study (latent) to those which closely effect changes in the system. Each component is provided with weighted inputs either by a user or from outputs of other components. A non-linear mathematical process known as `soft aggregation` is performed on the inputs to each component to provide information relating to the component. This information is combined in decreasing order of latency to the system to provide a quantifiable measure of an attribute of a system (e.g., safety) or to test hypotheses (e.g., for forensic deduction or decisions about various system design options).

  9. Plutonium-238 Transuranic Waste Decision Analysis

    Five transuranic (TRU) waste sites in the Department of Energy (DOE) complex, collectively, have more than 2,100 cubic meters of Plutonium-238 (Pu-238) TRU waste that exceed the wattage restrictions of the Transuranic Package Transporter-II (TRUPACT-11). The Waste Isolation Pilot Plant (WIPP) is being developed by the DOE as a repository for TRU waste. With the Waste Isolation Pilot Plant (WIPP) opening in 1999, these sites are faced with a need to develop waste management practices that will enable the transportation of Pu-238 TRU waste to WIPP for disposal. This paper describes a decision analysis that provided a logical framework for addressing the Pu-238 TRU waste issue. The insights that can be gained by performing a formalized decision analysis are multifold. First and foremost, the very process. of formulating a decision tree forces the decision maker into structured, logical thinking where alternatives can be evaluated one against the other using a uniform set of criteria. In the process of developing the decision tree for transportation of Pu-238 TRU waste, several alternatives were eliminated and the logical order for decision making was discovered. Moreover, the key areas of uncertainty for proposed alternatives were identified and quantified. The decision analysis showed that the DOE can employ a combination approach where they will (1) use headspace gas analyses to show that a fraction of the Pu-238 TRU waste drums are no longer generating hydrogen gas and can be shipped to WIPP ''as-is'', (2) use drums and bags with advanced filter systems to repackage Pu-238 TRU waste drums that are still generating hydrogen, and (3) add hydrogen getter materials to the inner containment vessel of the TRUPACT-11to relieve the build-up of hydrogen gas during transportation of the Pu-238 TRU waste drums.

    The Seymour Recycling Corporation (SRC) operated a processing center for waste chemicals. Toxic and hazardous wastes, including solvents, metal finishing wastes, and other materials, accumulated on the site in 55-gallon drums, bulk tanks, and other containers. Wastes leaked and spilled from the drums creating fire and odor problems. A Consent Decree resulted in the removal of the upper one foot of contaminated soil from about 75% of the site's surface. Contaminated soil remains, however, and extends throughout the shallow and deep aquifer. The primary contaminants of concern include: VOCs, organics, TCE, DCE, benzene, toluene, and heavy metals. Selected remedies have been proposed and are included.

    The Seymour Recycling Corporation (SRC) site, encompassing a fourteen-acre area, is approximately two miles southwest of Seymour, Indiana. SRC and its corporate predecessor, Seymour Manufacturing Company, processed, stored, and incinerated chemical wastes at the site from about 1970 to early 1980. The facility was closed when SRC failed to comply with a 1978 agreement with the State of Indiana to cease receiving wastes and to institute better waste-management practices. In 1980, several thousand drums were removed from the site by two potentially responsible parties (PRPs). In 1981, the U.S. EPA removed chemicals from tanks at the site and disposed of those wastes offsite. A 1982 Consent Decree with potential PRPs resulted in the removal, between December 1982 and January 1984, of approximately 50,000 drums, 100 storage tanks and the first foot of contaminated soil from about 75 percent of the site's surface. A Record of Decision, signed in September 1986, evaluated the stabilization of the ground water plume emanating from the site and selected the implementation of a plume stabilization system to extract, treat and discharge ground water to a waste water treatment plant.

  13. Initial Risk Analysis and Decision Making Framework

    Commercialization of new carbon capture simulation initiative (CCSI) technology will include two key elements of risk management, namely, technical risk (will process and plant performance be effective, safe, and reliable) and enterprise risk (can project losses and costs be controlled within the constraints of market demand to maintain profitability and investor confidence). Both of these elements of risk are incorporated into the risk analysis subtask of Task 7. Thus far, this subtask has developed a prototype demonstration tool that quantifies risk based on the expected profitability of expenditures when retrofitting carbon capture technology on a stylized 650 MW pulverized coal electric power generator. The prototype is based on the selection of specific technical and financial factors believed to be important determinants of the expected profitability of carbon capture, subject to uncertainty. The uncertainty surrounding the technical performance and financial variables selected thus far is propagated in a model that calculates the expected profitability of investments in carbon capture and measures risk in terms of variability in expected net returns from these investments. Given the preliminary nature of the results of this prototype, additional work is required to expand the scope of the model to include additional risk factors, additional information on extant and proposed risk factors, the results of a qualitative risk factor elicitation process, and feedback from utilities and other interested parties involved in the carbon capture project. Additional information on proposed distributions of these risk factors will be integrated into a commercial implementation framework for the purpose of a comparative technology investment analysis.

    The Assistant Secretary for Environmental Restoration and Waste Management and the director of the Washington State Department of Ecology agreed to the need to re-evaluate treatment and disposal plans for Hanford Site tank waste. Re-evaluation of the tank waste treatment and disposal plans (referred to as rebaselining) was necessary to (1) provide an integrated system approach for achieving safe storage, (2) resolve tank safety issues, and (3) treat and dispose of all Hanford Site tank waste. Rebaselining evaluated new approaches to remediate Hanford Site tank waste and, thus, reaffirm existing plans or recommend a new technical strategy. To facilitate this integrated system approach for managing the program elements, the US Department of Energy formed the Tank Waste Remediation System (TWRS). While conducting this re-evaluation, the US Department of Energy agreed to continue supporting the existing plan for treatment and disposal of Hanford Site tank waste. The selection of a proposed new technical strategy for the TWRS Program is a complex task involving the evaluation of a large body of data. The data that is available to support the selection of a proposed new technical strategy is based on engineering estimates and preliminary technology development. To accommodate this complex, dynamic situation, a systems engineering approach is being applied to structure and analyze technical strategies and to manage the TWRS Program. Systems engineering is a generalized and systematic methodology for defining problems, evaluating solutions, and implementing the solutions. This report describes the development of the TWRS Program systems engineering analysis, the analytical methodologies that support it, and the results of the analyses that were used to define the proposed new technical strategy.

    This is the final report for a LDRD effort to address human behavior in decision support systems. One sister LDRD effort reports the extension of this work to include actual human choices and additional simulation analyses. Another provides the background for this effort and the programmatic directions for future work. This specific effort considered the feasibility of five aspects of model development required for analysis viability. To avoid the use of classified information, healthcare decisions and the system embedding them became the illustrative example for assessment.

The goal of this task is to develop tools and capabilities to facilitate the development of risk models tailored for carbon capture technologies, quantify the uncertainty of model predictions, and estimate the technical and financial risks associated with the system. This effort aims to reduce costs by identifying smarter demonstrations, which could accelerate development and deployment of the technology by several years.

    A new framework, Decerns, for multicriteria decision analysis (MCDA) of a wide range of practical problems on risk management is introduced. Decerns framework contains a library of modules that are the basis for two scalable systems: DecernsMCDA for analysis of multicriteria problems, and DecernsSDSS for multicriteria analysis of spatial options. DecernsMCDA includes well known MCDA methods and original methods for uncertainty treatment based on probabilistic approaches and fuzzy numbers. As a result, these MCDA methods are described along with a case study on analysis of multicriteria location problem.

  1. A Decision Analysis Tool for Climate Impacts, Adaptations, and Vulnerabilities

    Climate change related extreme events (such as flooding, storms, and drought) are already impacting millions of people globally at a cost of billions of dollars annually. Hence, there are urgent needs for urban areas to develop adaptation strategies that will alleviate the impacts of these extreme events. However, lack of appropriate decision support tools that match local applications is limiting local planning efforts. In this paper, we present a quantitative analysis and optimization system with customized decision support modules built on geographic information system (GIS) platform to bridge this gap. This platform is called Urban Climate Adaptation Tool (Urban-CAT). For all Urban-CAT models, we divide a city into a grid with tens of thousands of cells; then compute a list of metrics for each cell from the GIS data. These metrics are used as independent variables to predict climate impacts, compute vulnerability score, and evaluate adaptation options. Overall, the Urban-CAT system has three layers: data layer (that contains spatial data, socio-economic and environmental data, and analytic data), middle layer (that handles data processing, model management, and GIS operation), and application layer (that provides climate impacts forecast, adaptation optimization, and site evaluation). The Urban-CAT platform can guide city and county governments in identifying and planning for effective climate change adaptation strategies.

Biomass is seen as an important domestic energy feedstock, and there are multiple pathways in which it can be linked to the transport sector. Contenders include the use of cellulosic ethanol from biomass to replace gasoline or the use of a biomass-fueled combined cycle electrical power generation facility in conjunction plug-in hybrid electric vehicles (PHEVs). This paper reviews a project that is developing a scenario decision analysis tool to assist policy makers, program managers, and others to obtain a better understanding of these uncertain possibilities and how they may interact over time.

    The objective of this research was to develop and implement a shape identification measure within a geographic information system, specifically one that incorporates analytical modeling for site location planning.     A methodology based in Multi-Attribute Decision Theory was developed to prioritize air pollution control measures and strategies (a set of measures) for Mexico City Metropolitan Area (MCMA). We have developed a framework that takes into account economic, technical feasibility, environmental, social, political, and institutional factors to evaluate pollution mitigation measures and strategies utilizing a decision analysis process. In a series of meetings with a panel of experts in air pollution from different offices of the mexican government we have developed General and Specific criteria for a decision analysis tree. With these tools the measures or strategies can be graded and a figure of merit can be assigned to each of them, so they can be ranked. Two pollution mitigation measures were analyzed to test the methodology, the results are presented. This methodology was developed specifically for Mexico City, though the experience gained in this work can be used to develop similar methodologies for other metropolitan areas throughout the world.

  14. Use of decision tree analysis and Monte Carlo simulation for downhole material selection

    The paper describes how corrosion engineers can use the decision tree analysis in order to evaluate and select the best materials for the compilation of a new oil field, characterized by high CO{sub 2} and H{sub 2}S content. The method has been based on the decision tree analysis and the Monte Carlo simulation to obtain the probability distribution of some events to occur (for instance, number of workovers, corrosion inhibitor efficiency, coating damage rate). The corrosion study leads to four different technical solutions, showing different risk and reliability: carbon steel with corrosion allowance and inhibitor injection, coated tubing, and two corrosion resistant alloys, a superduplex stainless steel and a superaustenitic stainless steel. The cost comparison has been carried out by using the Expected Monetary Value criterion applied to the Life Cycle Cost evaluation. The paper presents and discusses the decision tree and the results of simulations.

  16. Contextual and conceptual content analysis in the study of foreign policy decision making

    This dissertation focuses upon two related questions in the study of foreign policy decision making at the individual level: (1) How does a decision maker define the situation he/she confronts. and, (2) How can the research reliably establish that definition. The problem of context and how a decision maker defines it is shown to be a common thread running throughout the foreign policy literature, brought together in a manageable form by the operational code. The operational code is used to guide the application of a new, contextual and conceptual content analysis program in a case study of Henry A. Kissinger's definition of the situations he faced in the Vietnam and arms control negotiations. Kissinger's verbal behavior is examined, including his academic writing; speeches and interviews he gave while in office; his memoirs; and, addresses he has made since leaving public service. The content analysis program (Minnesota Contextural Content Analysis, MCCA) analyzes an individual's understanding of context based on her/his choice of language, and scores verbal behavior in four context categories: pragmatic (rational), analytical, emotional, and traditional. Quantitative value functions derived from CERCLA balancing criteria in cooperation with State and Federal regulators are presented. A weighted criteria hierarchy is also summarized that relates individual value function numerical values to an overall score for a specific technology alternative.

    The purpose of this report is to provide additional numerical modeling and data evaluation for the Atlas tailings pile near Moab, Utah. A previous report (Tailings Pile Seepage Model: The Atlas Corporation Moab Mill, Moab, Utah, January 9, 1998) prepared for the Nuclear Regulatory Commission (NRC) by Oak Ridge National Laboratory/Grand Junction (ORNL/GJ) presented the results of steady-state modeling of water flow and subsequent discharge to the underlying groundwater system. At the request of the Fish and Wildlife Service (FWS), this model was expanded to evaluate the impact of drainage from the tailings pile in addition to recharge from precipitation in a transient mode simulation. In addition, the FWS requested transient simulations of contaminant transport in the alluvial aquifer. Subsequently, NRC requested an evaluation of additional hydrologic issues related to the results presented in the Tailings Pile Seepage Model (ORNL/GJ 1998a) and the Limited Groundwater Investigation (ORNL/GJ 1998b). Funding for the report was provided by the U.S. Department of Energy. The following section lists the individual tasks with subsequent sections providing the results. A map for the Atlas Moab Mill site is presented in Fig. 1.1.

Seven recycling, recovery and disposal options were considered by the panel who evaluated each option against seven environmental, financial and social criteria. The panel preferred options where the waste was managed on the island with gasification and recycling achieving the highest scores. Exporting the waste to the English mainland for incineration or landfill proved to be the least preferred options. This research has demonstrated that MCDA is an effective way of involving community groups in waste management decision making.

    On October 9, 1996, Bruce Babbitt, then-Secretary of the U.S. Department of the Interior signed the Record of Decision (ROD) on operating criteria for the Glen Canyon Dam (GCD). Criteria selected were based on the Modified Low Fluctuating Flow (MLFF) Alternative as described in the Operation of Glen Canyon Dam, Colorado River Storage Project, Arizona, Final Environmental Impact Statement (EIS) (Reclamation 1995). These restrictions reduced the operating flexibility of the hydroelectric power plant and therefore its economic value. The EIS provided impact information to support the ROD, including an analysis of operating criteria alternatives on power system economics. This ex post study reevaluates ROD power economic impacts and compares these results to the economic analysis performed prior (ex ante) to the ROD for the MLFF Alternative. On the basis of the methodology used in the ex ante analysis, anticipated annual economic impacts of the ROD were estimated to range from approximately $15.1 million to $44.2 million in terms of 1991 dollars ($1991). This ex post analysis incorporates historical events that took place between 1997 and 2005, including the evolution of power markets in the Western Electricity Coordinating Council as reflected in market prices for capacity and energy. Prompted by ROD operational restrictions, this analysis also incorporates a decision made by the Western Area Power Administration to modify commitments that it made to its customers. Simulated operations of GCD were based on the premise that hourly production patterns would maximize the economic value of the hydropower resource. On the basis of this assumption, it was estimated that economic impacts were on average $26.3 million in $1991, or $39 million in $2009.

    Report RWEV-REP-001, Analysis of Postclosure Groundwater Impacts for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High Level Radioactive Waste at Yucca Mountain, Nye County, Nevada was issued by the DOE in 2009 and is currently being updated. Sandia National Laboratories (SNL) provided support for the original document, performing calculations and extracting data from the Yucca Mountain Performance Assessment Model that were used as inputs to the contaminant transport and dose calculations by Jason Associates Corporation, the primary developers of the DOE report. The inputs from SNL were documented in LSA-AR-037, Inputs to Jason Associates Corporation in Support of the Postclosure Repository Supplemental Environmental Impact Statement. To support the updating of the original Groundwater Impacts document, SNL has reviewed the inputs provided in LSA-AR-037 to verify that they are current and appropriate for use. The results of that assessment are documented here.

    There is a growing need to site new power generating plants that use cleaner energy sources due to increased regulations on air and water pollution and a sociopolitical desire to develop more clean energy sources. To assist utility and energy companies as well as policy-makers in evaluating potential areas for siting new plants in the contiguous United States, a geographic information system (GIS)-based multicriteria decision analysis approach is presented in this paper. The presented approach has led to the development of the Oak Ridge Siting Analysis for power Generation Expansion (OR-SAGE) tool. The tool takes inputs such as population growth, water availability, environmental indicators, and tectonic and geological hazards to provide an in-depth analysis for siting options. To the utility and energy companies, the tool can quickly and effectively provide feedback on land suitability based on technology specific inputs. However, the tool does not replace the required detailed evaluation of candidate sites. To the policy-makers, the tool provides the ability to analyze the impacts of future energy technology while balancing competing resource use.

    QMU stands for 'Quantification of Margins and Uncertainties'. QMU is a basic framework for consistency in integrating simulation, data, and/or subject matter expertise to provide input into a risk-informed decision-making process. QMU is being applied to a wide range of NNSA stockpile issues, from performance to safety. The implementation of QMU varies with lab and application focus. The Advanced Simulation and Computing (ASC) Program develops validated computational simulation tools to be applied in the context of QMU. QMU provides input into a risk-informed decision making process. The completeness aspect of QMU can benefit from the structured methodology and discipline of quantitative risk assessment (QRA)/probabilistic risk assessment (PRA). In characterizing uncertainties it is important to pay attention to the distinction between those arising from incomplete knowledge ('epistemic' or systematic), and those arising from device-to-device variation ('aleatory' or random). The national security labs should investigate the utility of a probability of frequency (PoF) approach in presenting uncertainties in the stockpile. A QMU methodology is connected if the interactions between failure modes are included. The design labs should continue to focus attention on quantifying uncertainties that arise from epistemic uncertainties such as poorly-modeled phenomena, numerical errors, coding errors, and systematic uncertainties in experiment. The NNSA and design labs should ensure that the certification plan for any RRW is supported by strong, timely peer review and by an ongoing, transparent QMU-based documentation and analysis in order to permit a confidence level necessary for eventual certification.

    The US Department of Energy (DOE) is now evaluating its facility requirements in support of its cleanup mission at Hanford. One of the early findings is that the 200-Area steam plants, constructed in 1943, will not meet future space heating and process needs. Because the 200 Area will serve as the primary area for waste treatment and long-term storage, a reliable steam supply is a critical element of Hanford operations. This Analysis and Decision Document (ADD) is a preliminary review of the steam supply options available to the DOE. The ADD contains a comprehensive evaluation of the two major acquisition options: line-term versus privatization. It addresses the life-cycle costs associated with each alternative, as well as factors such as contracting requirements and the impact of market, safety, security, and regulatory issues. Specifically, this ADD documents current and future steam requirements for the 200 Area, describes alternatives available to DOE for meeting these requirements, and compares the alternatives across a number of decision criteria, including life-cycle cost. DOE has currently limited the ADD evaluation alternatives to replacing central steam plants rather than expanding the study to include alternative heat sources, such as a distributed network of boilers or heat pumps. Thirteen project alternatives were analyzed in the ADD. One of the alternatives was the rehabilitation of the existing 200-East coal-fired facility. The other twelve alternatives are combinations of (1) coal- or gas-fueled plants, (2) steam-only or cogeneration facilities, (3) primary or secondary cogeneration of electricity, and (4) public or private ownership.

    This report presents a reassessment of the proposed standard for energy conservation in new federal residential buildings. The analysis uses the data presented in the report, Economic Analysis: In Support of Interim Energy Conservation Standards for New Federal Residential Buildings (June 1988)-to be referred to as the EASIECS report. The reassessment differs from that report in several respects. In modeling factual information, it uses more recent forecasts of future energy prices and it uses data from the Bureau of the Census in order to estimate the distribution of lifetimes of residential buildings rather than assuming a hypothetical 25-year lifetime. In modeling social preferences decision analysis techniques are used in order to examine issues of public values that often are not included in traditional cost-benefit analyses. The present report concludes that the public would benefit from the proposed standard. Several issues of public values regarding energy use are illustrated with methods to include them in a formal analysis of a proposed energy policy. The first issue places a value on costs and benefits that will occur in the future as an irreversible consequence of current policy choices. This report discusses an alternative method, called relative value discounting which permits flexible discounting of future events-and the possibility of placing greater values on future events. The second issue places a value on the indirect benefits of energy savings so that benefits accrue to everyone rather than only to the person who saves the energy. This report includes non-zero estimates of the indirect benefits. The third issue is how the costs and benefits discussed in a public policy evaluation should be compared. In summary, selection of individual projects with larger benefit to cost ratios leads to a portfolio of projects with the maximum benefit to cost difference. 30 refs., 6 figs., 16 tabs. (JF)

    The evaluation of a hazardous waste disposal site is a complicated process because it requires data from diverse social and environmental fields. These data often involve processing of a significant amount of spatial information which can be used by GIS as an important tool for land use suitability analysis. This paper presents a multi-criteria decision analysis alongside with a geospatial analysis for the selection of hazardous waste landfill sites in Kurdistan Province, western Iran. The study employs a two-stage analysis to provide a spatial decision support system for hazardous waste management in a typically under developed region. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of a multi-criteria decision analysis (MCDA) to identify the most suitable sites using the information provided by the regional experts with reference to new chosen criteria. Using 21 exclusionary criteria, as input layers, masked maps were prepared. Creating various intermediate or analysis map layers a final overlay map was obtained representing areas for hazardous waste landfill sites. In order to evaluate different landfill sites produced by the overlaying a landfill suitability index system was developed representing cumulative effects of relative importance (weights) and suitability values of 14 non-exclusionary criteria including several criteria resulting from field observation. Using this suitability index 15 different sites were visited and based on the numerical evaluation provided by MCDA most suitable sites were determined.

    The objective of the task was to exercise the FPC system planning methodology on: (1) Base Case, 10 year generation expansion plan with coal plants providing base load expansion, and (2) same, but 400 MW of OTEC substituting for coal burning units with equal resultant system reliability. OTEC inputs were based on reasonable economic projections of direct capital cost and O and M costs for first-generation large commercial plants. OTEC inputs discussed in Section 2. The Base Case conditions for FPC system planning methodology involved base load coal fueled additions during the 1980's and early 1990's. The first trial runs of the PROMOD system planning model substituted OTEC for 400 MW purchases of coal generated power during 1988-1989 and then 400 MW coal capacity thereafter. Result showed higher system reliability than Base Case runs. Reruns with greater coal fueled capacity displacement showed that OTEC could substitute for 400 MW purchases in 1988-1989 and replace the 800 MW coal unit scheduled for 1990 to yield equivalent system reliability. However, a 1995 unit would need to be moved to 1994. Production costing computer model runs were used as input to Corporate Model to examine corporate financial impact. Present value of total revenue requirements were primary indication of relative competitiveness between Base Case and OTEC. Results show present value of total revenue requirements unfavorable to OTEC as compared to coal units. The disparity was in excess of the allowable range for possible consideration.

    The Waste Acceptance Criteria (WAC) Attainment Team (AT) routinely provides the U.S. Department of Energy (DOE) Oak Ridge Operations with Go/No-Go decisions associated with the disposition of over 1.8 million yd3 of low-level radioactive, TSCA, and RCRA hazardous waste. This supply of waste comes from 60+ environmental restoration projects over the next 15 years planned to be dispositioned at the Oak Ridge Environmental Management Waste Management Facility (EMWMF). The EMWMF WAC AT decision making process is accomplished in four ways: (1) ensure a clearly defined mission and timeframe for accomplishment is established, (2) provide an effective organization structure with trained personnel, (3) have in place a set of waste acceptance decisions and Data Quality Objectives (DQO) for which quantitative measures are required, and (4) use validated risk-based forecasting, decision support, and modeling/simulation tools. We provide a summary of WAC AT structure and performance. We offer suggestions based on lessons learned for effective transfer to other DOE.

The EIA Directive was revised seven times on June 23, 1997, June 6, 2002, December 16, 2003, July 17, 2008, October 3, 2013, and November 25, 2014. Several amendments were made during this process. The first EIA Directive dated 1993 was narrow in scope and its procedure was long, while the amendments in 2003, 2008, 2013, and 2014 widened the scope of the EIA, and shortened the EIA assessment procedures. In this study, the amendments to the Turkish EIA Directive were analysed, and their effect on the number of EIA decisions made was addressed. It was concluded that the uncertainties in EIA procedures were removed, procedures were shortened, and as a result, the number of EIA decisions increased thanks to the revisions made in line with harmonisation with European Union (EU) acquis. - Highlights: • Demonstrates the Environmental Impact Assessment practices in Turkey. • Demonstrates the application of the EIA in Turkey by sector. • Demonstrates the amendments of the EIA by-laws in Turkey. • Demonstrates the changes in EIA practices and EIA decisions.

    A system and method for facilitating decision-making comprising a computer program causing linkage of data representing a plurality of argument structure units into a hierarchical argument structure. Each argument structure unit comprises data corresponding to a hypothesis and its corresponding counter-hypothesis, data corresponding to grounds that provide a basis for inference of the hypothesis or its corresponding counter-hypothesis, data corresponding to a warrant linking the grounds to the hypothesis or its corresponding counter-hypothesis, and data corresponding to backing that certifies the warrant. The hierarchical argument structure comprises a top level argument structure unit and a plurality of subordinate level argument structure units. Each of the plurality of subordinate argument structure units comprises at least a portion of the grounds of the argument structure unit to which it is subordinate. Program code located on each of a plurality of remote computers accepts input from one of a plurality of contributors. Each input comprises data corresponding to an argument structure unit in the hierarchical argument structure and supports the hypothesis or its corresponding counter-hypothesis. A second programming code is adapted to combine the inputs into a single hierarchical argument structure. A third computer program code is responsive to the second computer program code and is adapted to represent a degree of support for the hypothesis and its corresponding counter-hypothesis in the single hierarchical argument structure.

    Deregulation of the bulk power market is prompting many electric utilities to reexamine their older fossil generating units to see how they fit into the company`s overall operating strategy and whether they should be retired or modified to help the company become more competitive. EPRI`s Fossil Assets Management methodologies provide a formal value-analysis process for determining which investment and utilization options for fossil plants provide the greatest benfits at the corporate level. Three major types of asset management decisions are involved: how to deploy each unit in a utility`s fossil plant fleet, what investments should be made at specific plants, and how to modify operation and maintenance practices in view of present equipment condition. EPRI has also developed the Strategic Asset Management methodology which focuses on even border alternatives for allocating budgets and staff time across the utility. The FAM and SAM methodologies can be used together to analyze a full suite of asset management decisions, ranging from corporate-level reorganization to key equipment purchases at specific plants. This paper describes these strategies.

    The Platform for Regional Integrated Modeling and Analysis (PRIMA) is an innovative modeling system developed at Pacific Northwest National Laboratory (PNNL) to simulate interactions among natural and human systems at scales relevant to regional decision making. PRIMA brings together state-of-the-art models of regional climate, hydrology, agriculture, socioeconomics, and energy systems using a flexible coupling approach. The platform can be customized to inform a variety of complex questions and decisions, such as the integrated evaluation of mitigation and adaptation options across a range of sectors. Research into stakeholder decision support needs underpins the platform's application to regional issues, including uncertainty characterization. Ongoing numerical experiments are yielding new insights into the interactions among human and natural systems on regional scales with an initial focus on the energy-land-water nexus in the upper U.S. Midwest. This paper focuses on PRIMA’s functional capabilities and describes some lessons learned to date about integrated regional modeling.

    The lost foam casting process is sensitive to the properties of the EPS patterns used for the casting operation. In this project Industrial Analytics Corporation (IAC) has developed a new low voltage x-ray instrument for x-ray radiography of very low mass EPS patterns. IAC has also developed a transmitted visible light method for characterizing the properties of EPS patterns. The systems developed are also applicable to other low density materials including graphite foams.

    The Idaho National Laboratory (INL) is funded through the Department of Energy (DOE) Office of Nuclear Energy and other customers who have direct contracts with the Laboratory. The people, equipment, facilities and other infrastructure at the laboratory require continual investment to maintain and improve the laboratory’s capabilities. With ever tightening federal and customer budgets, the ability to direct investments into the people, equipment, facilities and other infrastructure which are most closely aligned with the laboratory’s mission and customers’ goals grows increasingly more important. The ability to justify those investment decisions based on objective criteria that can withstand political, managerial and technical criticism also becomes increasingly more important. The Systems Engineering tools of decision analysis, risk management and roadmapping, when properly applied to such problems, can provide defensible decisions.

    This paper describes a proposed stand alone company, the Solar Development Corporation (SDC), to be a business development and financing entity for photovoltaic operations with the potential to be commercially sustainable. SDC will have a fully integrated policy advocacy link to the World Bank. SDC will define target countries where the potential exists for significant early market expansion. In those countries it will provide: market and business development services that will accelerate the growth of private firms and deepen the penetration of Solar Home Systems (SHS) and other rural PV applications in the market; and access to pre-commercial and parallel financing for private firms to (1) expand their capability in PV distribution businesses, and (2) strengthen their ability to provide credit to end users. SDC itself will not engage in direct financing of the final consumer. It is intended that as far as possible SDC`s finance will be provided in parallel with financing from Financial Intermediaries.
