    This paper aims at providing the comparative economics from a national perspective (economic analysis) and a users perspective (financial analysis) of low capacity (5-15 KW) electrical add-on systems and medium capacity (25-50 KW) electrical systems to provide electrical energy from various energy sources at three villages of Nepal, each from a different physiographic zone. In general, the increasing economic price of traditional energies coupled with deforestation in rural areas of developing countries and the increasing need for foreign exchange for import of fossil fuels, favors the judicial exploitation of renewable energy for electricity generation. The load factor is one of the most important factors that dictate the economic and financial supply price of electricity production and distribution. It is recommended that a detailed site-specific electricity demand analysis be carried out with appropriate end-use planning for decentralized rural electrification schemes.

    The Navajo Electrification Demonstration Project (NEDP) is a multi-year project which addresses the electricity needs of the unserved and underserved Navajo Nation, the largest American Indian tribe in the United States. No shortage of things to do re truckstop--+ truck!-- electrification; Better that government and industry should put many eggs in lots of baskets vs. all in one or few; Best concepts will surface as most viable; Economic appeal better than regulation or brute force; Launch Ground Freight Partnership and give it a chance to work; Demonstration is an effective means to educate, and learn from, customers--learning is a two way street; Research, Development, Demonstration, and Deployment (RD 3) are all important but only deployment gets results; TSE can start small in numbers of spaces to accommodate economically inspired growth but upfront plans should be made for expansion if meaningful idle reduction is to follow via TE; 110VAC 15A service/ parking space is minimal--if infrastructure starts like this, upfront plans must be made to increase capacity; Increased electrification of truckstop and truck alike will result in much better life on the road; Improved sleep will improve driver alertness and safety; Reduced idling will significantly reduce fuel use and emissions; Universal appeal for DOD, DOE, DOT, EPA, OEMs, and users alike; Clean coal, gas, hydro, nuclear, or wind energy sources are all distinctly American means by which to generate electricity; Nothing can compete with diesel fuel to serve mobile truck needs; stationary trucks are like power plants--they don't move and should NOT be powered by petroleum products whenever possible; Use American fueled power plants--electricity--to serve truck idling needs wherever practical to do so; encourage economic aspect; Create and reward industry initiatives to reduce fuel use; Eliminate FET on new trucks, provide tax credits (non highway fuel use and investment), provide incentives based on results; Encourage newer/ cleaner truck use; solicit BAAs with mandatory OEM/ fleet participation/ lead; and A gallon saved is a gallon earned-- start NOW, not later.

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    Over the last 20 years, the government of Indonesia has undertaken an extensive program to provide electricity to the population of that country. The electrification of rural areas has been partially achieved through the use of isolated diesel systems, which account for about 20% of the country`s generated electricity. Due to many factors related to inefficient power production with diesels, the National Renewable Energy Laboratory, in conjunction with PLN, the Indonesian national utility, Community Power Corporation, and Idaho Power Company, analyzed options for retrofitting existing diesel power systems. This study considered the use of different combinations of advanced diesel control, the addition of wind generators, photovoltaics and batteries to reduce the systems of overall cost and fuel consumption. This analysis resulted in a general methodology for retrofitting diesel power systems. This paper discusses five different retrofitting options to improve the performance of diesel power systems. The systems considered in the Indonesian analysis are cited as examples for the options discussed.

    We establish that the nonlinear dynamics of collisions between particles favors the charging of a insulating, friable, self-replicating granular material that undergoes nucleation, growth, and fission processes; we demonstrate with a minimal dynamical model that secondary nucleation produces a positive feedback in an electrification mechanism that leads to runaway charging. We discuss ice as an example of such a self-replicating granular material: We confirm with laboratory experiments in which we grow ice from the vapor phase in situ within an environmental scanning electron microscope that charging causes fast-growing and easily breakable palm-like structures to form, which when broken off may form secondary nuclei. We propose that thunderstorms, both terrestrial and on other planets, and lightning in the solar nebula are instances of such runaway charging arising from this nonlinear dynamics in self-replicating granular matter.

    This paper reviews the status of the South African electricity supply industry (ESI) and proposals for reorienting and restructuring it. South Africa has been intensely examining its ESI for more than 4 years in an effort to determine whether and how it should be restructured to best support the country`s new economic development and social upliftment goals. The debate has been spirited and inclusive of most ESI stakeholders. The demands on and expectations for the ESI are many and varied. The debate has reflected this diversity of interests and views. In essence, however, there is a consensus on what is expected of the industry, namely, to extend provision of adequate, reliable, and affordable electricity service to all citizens and segments of the economy. This means a large-scale electrification program to reach as many of the nearly 50% of households currently without electricity service as soon as possible, tariff reform to promote equity and efficiency, and the upgrading of service quality now being provided by some of the newly consolidated municipal authorities. The issues involved are how best to achieve these results within the context of the national Reconstruction and Development Program, while accounting for time and resource constraints and balancing the interests of the various parties.

    Streaming electrification of large power transformers is discussed here from the standpoint of characteristics of insulating oils used in them. First, the relation between the thermal degradation and charging tendency of insulating oils is defined to show that suppressing the degradation of oils to be caused by long term operation of the transformers can minimize the rise in charging tendency, leading to suppressed streaming electrification within the transformer. Second, experimental results show that alkylbenzene mixture oil and benzotriazol additive oil are excellent in charging characteristics when used as insulating oils of large power transformers.

    Electrification of the transportation sector offers the opportunity to significantly reduce petroleum consumption. The transportation sector accounts for 70% of US petroleum consumption. The transition to electricity as a transportation fuel will create a new load for electricity generation. In support of a recent US Department of Energy funded activity that analyzed a future generation scenario with high renewable energy technology contributions, a set of regional hourly load profiles for electrified vehicles were developed for the 2010 to 2050 timeframe. These load profiles with their underlying assumptions will be presented in this paper. The transportation electrical energy was determined using regional population forecast data, historical vehicle per capita data, and market penetration growth functions to determine the number of plug-in electric vehicles (PEVs) in each analysis region. Two market saturation scenarios of 30% of sales and 50% of sales of PEVs consuming on average {approx}6 kWh per day were considered. Results were generated for 3109 counties and were consolidated to 134 Power Control Areas (PCA) for the use NREL's's regional generation planning analysis tool ReEDS. PEV aggregate load profiles from previous work were combined with vehicle population data to generate hourly loads on a regional basis. A transition from consumer-controlled charging toward utility-controlled charging was assumed such that by 2050 approximately 45% of the transportation energy demands could be delivered across 4 daily time slices under optimal control from the utility perspective. No other literature has addressed the potential flexibility in energy delivery to electric vehicles in connection with a regional power generation study. This electrified transportation analysis resulted in an estimate for both the flexible load and fixed load shapes on a regional basis that may evolve under two PEV market penetration scenarios.     Demand response has been recognized as an essential element of the smart grid. Frequency response, regulation and contingency reserve functions performed traditionally by generation resources are now starting to involve demand side resources. Additional benefits from demand response include peak reduction and load shifting, which will defer new infrastructure investment and improve generator operation efficiency. Technical approaches designed to realize these functionalities can be categorized into centralized control and decentralized control, depending on where the response decision is made. This paper discusses these two control philosophies and compares their relative advantages and disadvantages in terms of delay time, predictability, complexity, and reliability. A distribution system model with detailed household loads and controls is built to demonstrate the characteristics of the two approaches. The conclusion is that the promptness and reliability of decentralized control should be combined with the predictability and simplicity of centralized control to achieve the best performance of the smart grid.

    This collaborative educational project between the University of Michigan—Ann Arbor, University of Michigan—Dearborn and the Kettering University successfully executed almost all the elements we proposed to do. In the original proposal, we proposed to develop four graduate courses, six undergraduate courses, four professional short courses, a K?12 electric vehicle education kit, a Saturday morning seminar series, and a set of consumer education material to support the advancement of transportation electrification. The first four deliverables were all successfully developed and offered. When we held the kick?off meeting in NETL in Morgantown back in early 2010 with all the ten ARRA education teams, however, it quickly became clear that among the ten ARRA education grantee teams, our proposed “consume education” activities are not better or with the potential to create bigger impact than some of activities proposed in other teams. For example, the Odyssey 2010 event held by the West Virginia University team had planned and successfully reached to more than 230,000 attendees, which is way more than what our proposed 100k event could ever reach. It was under the suggestion of Joseph Quaranta, the ARRA education Program Director at that time, that we should coordinate and eliminate redundancy. The resources should then be focused on activities that have less overlap. Therefore, the originally proposed activities: Saturday morning seminar series, and a set of consumer education material were dropped from our scope. We expanded the scope of our “education kit” activity to include some educational materials, mainly in the form of videos. The target audience also changed from general public to K?12 students. The majority of the project cost (~70%) goes toward the establishment of three undergraduate laboratories, which provides critically needed hands?on learning experience for next?generation green mobility engineers. We are very proud that the ARRA money, which was distributed as part of the economy stimulus package back in 2009, was used to invest in laboratories which are already impacting the learning experience of our undergraduate and graduate students, and will continue to do so in the coming decades. The offering and enrollments of the ten undergraduate and graduate courses developed under the support of this educational grant is summarized in the table below. The grant was finalized in September 2009, and four new courses were developed and offered soon after in Winter 2010. The other six courses were developed thereafter. The total number of students who took these new courses over the duration of this grant is just over 1,000. In the first 2 years, under the DOE funding, the courses are offered more regularly. After that, the courses were considered together with other existing courses in the planning of teaching schedule and may not be offered each year. Almost all of the 10 courses have healthy enrollments and we do expect them to be offered continuously in the future. The graduate courses perhaps will be offered every 2?3 years, and the undergraduate courses most likely on a yearly basis.

    A network based approach for streaming electrification developed elsewhere and experimentally calibrated is extended to a full-scale transformer structure. This model offers several improvements on the basic macroscopic electrification methodology first proposed by Roach and Templeton. A complete range of flow conditions from laminar to fully turbulent are considered and the effects of power frequency electric fields are included. In addition, the influence of temperature is recognized and static potentials are calculated based on an appropriate leakage current matrix. A complete section of an eight-pass core-form transformer winding has been examined under a variety of conditions. The results show that the size of the structure is critical and demonstrate the impact of entering charge from the cooling system. Static potentials in excess of 10 kV are shown to be possible under proper conditions with the potential distribution being highly dependent upon energization, flow rate and temperature.

    Such considerations as the level of traffic, the relative financial health of individual railroads, the capacity of the associated supply and engineering/construction industries, and the logical connecting points at classifying yards, as well as the national interest value of creating a continuous system, continental in scope, were used to construct a scenario for railroad electrification that closely approximates how an electrification program might be implemented. For the economic reasons cited, much of the US railroad system would remain conventionally powered. This scenario provides for an electrified network involving 14 mainlines operated by 10 companies that could transport much of the nation's rail-borne freight. Five years of planning and engineering work would be required for each link before construction could begin. With 1000 miles or less of electrified route per year, 14 years would be needed to construct the 9000-mile network of our scenario. (The scenario constructed runs from 1980 to 1998.) The analysis was aided with the construction of the SRI Railroad Industry Model. Basically a model of industry operations and finances, the model produces income statements and balance sheets at yearly intervals. Railroad energy costs, railroad freight levels, maintenance costs, purchases and leases of rooling stock, electrification facility investments, future inflation, rate setting practices, annual depreciation, taxes, and profits were calculated.

    Environments for decentralized on-line collaboration are now widespread on the Web, underpinning open-source efforts, knowledge creation sites including Wikipedia, and other experiments in joint production. When a distributed group works together in such a setting, the mechanisms they use for coordination can play an important role in the effectiveness of the group's performance. Here we consider the trade-offs inherent in coordination in these on-line settings, balancing the benefits to collaboration with the cost in effort that could be spent in other ways. We consider two diverse domains that each contain a wide range of collaborations taking place simultaneously -- Wikipedia and GitHub -- allowing us to study how coordination varies across different projects.     Electrical breakdown due to charge accumulation from transformer oil flow has caused many failures of large power transformers world wide. The problem is due to the entrainment of diffused electrical double layer charges into circulating transformer oil. As the charges accumulate on the surface of solid insulating materials and in volume oil, static potential builds up. If the rate of charge accumulation is greater than the rate of charge relaxation, harmful spark discharge may occur. By employing a pressboard pipe model, the present study carried out revealed the influence of higher oil flow rate and upstream charge on flow electrification. By simulating an actual transformer internal structure, it is noticed that there is a probability of partial discharge inception under higher oil circulation velocity. However, the upstream charge and dry zone can lead to a great increase of electric field strength, which may become important potential causes of partial discharge inception under the condition of relative low oil velocity.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    We have presented views of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e?machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs ? commercial grade software is used to design a hybrid electric vehicle, hardware?in?the?loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride?and?drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Students across the college of engineering and at all degree levels are integrating these courses into their degree programs. Over the three year project the course enrollments on?campus has totaled 1,249. The distance learning enrollments has totaled 315. With such robust enrollments we absolutely expect that these courses will be in the curriculum for the long run. 3) How the project is otherwise of benefit to the public: One outcome of the project is the construction of the Michigan Tech Mobile Lab. Two complete HEV dynamometer test cells, and four work stations are installed in the 16.2 meter Mobile Laboratory and hauled by a class 8 truck. The Mobile Lab is used to teach the university courses. It is also used to deliver short courses to industry, K?12 outreach, and public education. In 2012 the Mobile Lab participated in 22 outreach events, locally, throughout Michigan, and including events in Washington DC, Illinois, and Wisconsin. The Mobile Lab is a hit wherever it goes. In 2013 we will partner with the US Army TARDEC and be featured in their Green Warrior Convoy, a ten city tour starting in Detroit and finishing in Washington DC.

    This study on the role of energy in the development of rural areas was originally conducted in the spring and summer of 1985. It was intended to serve as a background paper for the preparation of a program plan for the Office of Energy of the United States Agency for International Development. As such it begins with a brief overview of how rural development fits into national development, then offers a comprehensive framework for thinking about rural development in particular and the energy implications of the various components of rural development. Agriculture naturally comes to mind when rural areas are mentioned, but industry is an important component of rural activity as well. Consequently, both agricultural and nonagricultural energy use is discussed. Modernization of rural areas will change household, as well as production, energy use. However, household energy use is a veritable subject in its own right, with a large literature. Consequently, that topic is discussed in less detail than the production energy topics.

    In this paper, we consider delay minimization for interference networks with renewable energy source, where the transmission power of a node comes from both the conventional utility power (AC power) and the renewable energy source. We assume the transmission power of each node is a function of the local channel state, local data queue state and local energy queue state only. In turn, we consider two delay optimization formulations, namely the decentralized partially observable Markov decision process (DEC-POMDP) and Non-cooperative partially observable stochastic game (POSG). In DEC-POMDP formulation, we derive a decentralized online learning algorithm to determine the control actions and Lagrangian multipliers (LMs) simultaneously, based on the policy gradient approach. Under some mild technical conditions, the proposed decentralized policy gradient algorithm converges almost surely to a local optimal solution.     An early evaluation o the Home Insulation Program indicates that it is possible to carry on major conservation programs that result in a substantial saving to Tennessee Valley Authority (TVA) customers both from reduced electric bills and from reduction in electric system cost. The evidence from the TVA program strongly indicates that many utilities could realize benefits for themselves and their customers by implementing a comprehensive program for decentralized electricity, load management, cogeneration, and conservation. Of course, any financial benefit to the utility would be contingent on the treatment of costs associated with these programs on the balance sheet, on the income statement, and in allowable rate of return calculations. In particular, utility financing of customer installation of energy conservation and renewable energy systems must be treated in a manner that allows the utility to earn an acceptable rate of return. The Pacific Power and Light (PPL) Residential Energy Efficiency Rider is an example of how this can be handled. The program is beneficial to the utility because the entire cost of the weatherization measure can be added to the rate base with the customer paying the carrying charges on the capital. The customer benefits from the borrowing at the utility's cost of capital until the time of sale, at which time the value of the improvements is realized as a higher sale price for the house. While the value of such programs must be calculated on an individual basis, the authors feel that many utilities, particularly those that are in a position that makes it difficult to add new conventional capacity, could profit from the implementation of these programs. 1 reference, 2 figures, 6 tables.

    Decentralized multiple access channels where each transmitter wants to selfishly maximize his transmission energy-efficiency are considered. Transmitters are assumed to choose freely their power control policy and interact (through multiuser interference) several times. It is shown that the corresponding conflict of interest can have a predictable outcome, namely a finitely or discounted repeated game equilibrium. Remarkably, it is shown that this equilibrium is Pareto-efficient under reasonable sufficient conditions and the corresponding decentralized power control policies can be implemented under realistic information assumptions: only individual channel state information and a public signal are required to implement the equilibrium strategies. Explicit equilibrium conditions are derived in terms of minimum number of game stages or maximum discount factor. Both analytical and simulation results are provided to compare the performance of the proposed power control policies with those already existing and exploiting the same information assumptions namely, those derived for the one-shot and Stackelberg games.

    The impacts of extending electrification on the National Railroad Passenger Corporation's (Amtrak) Northeast Corridor (NEC) from New Haven, Connecticut to Boston, Massachusetts are of direct concern to the Federal Railroad Administration (FRA). To improve rail service and increase ridership between New York and Boston, Amtrak proposes the electrification of the NEC main line between New Haven, CT and Boston, MA using an overhead 2 x 25,000 volt - 60 hertz power system. The volume Number III contains the detailed technical studies that were performed in order to identify and evaluate the environmental impacts of the proposed project. Some of these studies have been included entirely in the Draft Environmental Impact Statements-draft (DEIS/R) (Volume 1). The technical evaluations performed were based upon regulatory requirements as well as substantive issues raised by individuals and public agencies as part of the public participation program.

    ChargePoint America demonstrated the viability, economic and environmental benefits of an electric vehicle-charging infrastructure. Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) arrived in late 2010, there was a substantial lack of infrastructure to support these vehicles. ChargePoint America deployed charging infrastructure in ten (10) metropolitan regions in coordination with vehicle deliveries targeting those same regions by our OEM partners: General Motors, Nissan, Fisker Automotive, Ford, smart USA, and BMW. The metropolitan regions include Central Texas (Austin/San Antonio), Bellevue/Redmond (WA), Southern Michigan, Los Angeles area (CA), New York Metro (NY), Central Florida (Orlando/Tampa), Sacramento (CA), San Francisco/San Jose (CA), Washington DC and Boston (MA). ChargePoint America installed more than 4,600 Level 2 (220v) SAE J1772™ UL listed networked charging ports in home, public and commercial locations to support approximately 2000 program vehicles. ChargePoint collected data to analyze how individuals, businesses and local governments used their vehicles. Understanding driver charging behavior patterns will provide the DoE with critical information as EV adoption increases in the United States.

    Rural buildings in China now account for more than half of China’s total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on China’s success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    This article presents the methodological guidelines used to assess rural energy resources with an example of its application in three villages each from different physiographic zones of Nepal. Existing energy demand patterns of villages are compared with estimated resource availability, and rural energy planning issues are discussed. Economics and financial supply price of primary energy resources are compared, which provides insight into defective energy planning and policy formulation and implication in the context of rural areas of Nepal. Though aware of the formidable consequences, the rural populace continues to exhaust the forest as they are unable to find financially cheaper alternatives. Appropriate policy measures need to be devised by the government to promote the use of economically cost-effective renewable energy resources so as to change the present energy usage pattern to diminish the environmental impact caused by over exploitation of forest resources beyond their regenerative capacity.

    The impacts of extending electrification on the National Railroad Passenger Corporation's (Amtrak) Northeast Corridor (NEC) from New Haven, Connecticut to Boston, Massachusetts are of direct concern to the Federal Railroad Administration (FRA). To improve rail service and increase ridership between New York and Boston, Amtrak proposes the electrification of the NEC main line between New Haven, CT and Boston, MA using an overhead 2 X 25,000 volt - 60 hertz power system. This volume considers impacts on the Human and Natural Environment utilizing guidance as outlined in CFR Part 1500, Council on Environmental Quality, Regulations for Implementing the Procedural Requirements of NEPA as amended and the Massachusetts Environmental Policy Act (MEPA) regulations (301 CMR 11:00). Impacts analyzed include changes in the natural environment (air quality, noise and vibration, energy, electromagnetic fields, natural resources, hazardous materials and visual/aesthetics), changes in the social environment (land use and recreation, transportation and traffic), impacts on historic and archaeological sites, changes in transit service and patronage, associated changes in highway and airport congestion, capital costs, operating and maintenance costs, and financial implications. Impacts are identified both for the proposed construction period and for the long-term operation of the alternatives.

    This reports evaluates two options for providing reliable power to rural areas in India. The benefits and costs are compared for biomass based distributed generation (DG) systems versus a 1200-MW central grid coal-fired power plant. The biomass based DG systems are examined both as alternatives to grid extension and as supplements to central grid power. The benefits are divided into three categories: those associated with providing reliable power from any source, those associated specifically with biomass based DG technology, and benefits of a central grid coal plant. The report compares the estimated delivered costs of electricity from the DG systems to those of the central plant. The analysis includes estimates for a central grid coal plant and four potential DG system technologies: Stirling engines, direct-fired combustion turbines, fuel cells, and biomass integrated gasification combined cycles. The report also discusses issues affecting India`s rural electricity demand, including economic development, power reliability, and environmental concerns. The results of the costs of electricity comparison between the biomass DG systems and the coal-fired central grid station demonstrated that the DG technologies may be able to produce very competitively priced electricity by the start of the next century. The use of DG technology may provide a practical means of addressing many rural electricity issues that India will face in the future. Biomass DG technologies in particular offer unique advantages for the environment and for economic development that will make them especially attractive. 58 refs., 31 figs.

    Plug-in electric vehicles (PEV) are gaining increasing popularity in recent years, due to the growing societal awareness of reducing greenhouse gas (GHG) emissions and the dependence on foreign oil or petroleum. Large-scale implementation of PEVs in the power system currently faces many challenges. One particular concern is that the PEV charging can potentially cause significant impact on the existing power distribution system, due to the increase in peak load. As such, this work tries to mitigate the PEV charging impact by proposing a decentralized smart PEV charging algorithm to minimize the distribution system load variance, so that a 'flat' total load profile can be obtained. The charging algorithm is on-line, in that it controls the PEV charging processes in each time slot based entirely on the current power system state.     The legal and institutional issues involved in the use of decentralized solar energy systems are examined for the purpose of advising government planners and policymakers, the solar industry, solar researchers, and prospective solar users of present and potential impediments and incentives to solar commercialization. This information was gathered primarily through a comprehensive literature review, with supplementary data provided through interviews with representatives of organizations active in the solar field. Five major issue areas were identified in the course of this study: (1) prohibitions on the use of solar equipment, (2) regulation of the production and placement of solar systems, (3) access to sunlight, (4) financial incentives and impediments to the use of solar technologies, and (5) the public utility-solar user interface. Each can be important in its impacts on the incidence of solar usage. The major actors involved with the issues identified above represent both the private and public sectors. Important private sector participants include solar manufacturers and installers, labor unions, lending institutions, utility companies, solar users themselves, and other community property owners. In the public sector, local, state, and federal governments are all capable of acting in ways that can influence the solar commercialization effort. Implementation options are available for all levels of government seeking to take an active role in addressing the previously mentioned legal and institutional issues. The appropriate actions will vary from federal to state to local governments, but each level can be important in removing existing barriers and creating new incentives for solar use.

    The rapid rural growth rate since 1970 in 14 western states (Arizona, Colorado, Kansas, Idaho, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming) was stimulated by recreation, resource development, manufacturing, commuting, institutional employment, and retirement. The eight Rocky Mountain States had significantly greater rural growth than the six Great Plains States. Other factors correlated with in-migration are population growth during the 1960's, presence of an interstate highway, adjacency to a metropolitan area, high per capita income, high population density, and absence of rural farm population. The presence of a central city with a population of over 20,000 or of a military base does not appear to be significantly related to net in-migration. An overview of regional growth patterns and of the factors related to rural in-migration is included, followed by an examination of these factors for each of the counties that experienced high in-migration in the 14 states.

    A project definition study was completed for a 500 kWe to 1 MWe FBC power plant for electrical and process heat production in a remote Alaskan application. The plant will utilize advanced atmospheric fluidized bed combustion technology as the primary steam generator co-firing an Alaskan subbituminous coal, local limestone and municipal solid waste. To develop FBC performance characteristics for input to the performance modeling and project definition study, test firing of Little Tonzona coal and McGrath limestone in an atmospheric fluidized bed combustor of a scale suitable for incorporation into a small power plant facility was completed. The test data generated includes primary emissions analyses, bed and fly ash analyses, and test unit operational conditions (pressure, bed height, gas velocity and bed temperature). Combustion efficiency as carbon conversion, SO{sub 2} removal efficiency, and limestone utilization were then estimated from the above data. To ensure site conditions would model those found in Alaska, the town of McGrath, Alaska in the region of the upper Kushokwim river valley was selected as a potential plant site. McGrath, like many remote Alaskan villages is dependent upon costly oil-fired diesel power generation and annual subsidy payment from the State of Alaska, through the Power Cost Equalization Program (PCE), to provide village residents with affordable electricity. In the near future rural village utilities will be faced with increased cost of electricity due to transportation, handling, and storage costs of diesel fuel and reduction of funds from the PCE.

    In this research the relationships between landownership and the use of rural land are investigated and analyzed through an empirical study, conducted in Tuscany, which was based on interviews with landowners. Through the development of farmers' typologies, the results highlight a general process of decoupling form land, which appears through disinvestments in farming activity and changing the intended uses of rural land and buildings. The dynamic of liberalization (and urbanization) of rural space arises challenges to the future of land management system, which seems to be going to suffer a radical restructuring. Another relevant and connected issue emerges by this case study, that is the volatility of rural land development practices.

    FCA US LLC viewed the American Recovery and Reinvestment Act (ARRA) as an historic opportunity to learn about and develop PHEV technologies and create the FCA US LLC engineering center for Electrified Powertrains. The ARRA funding supported FCA US LLC’s light-duty electric drive vehicle and charging infrastructure-testing activities and enabled FCA US LLC to utilize the funding on advancing Plug-in Hybrid Electric Vehicle (PHEV) technologies for production on future programs. FCA US LLC intended to develop the next-generations of electric drive and energy batteries through a properly paced convergence of standards, technology, components and common modules. To support the development of a strong, commercially viable supplier base, FCA US LLC also utilized this opportunity to evaluate various designated component and sub-system suppliers. The original proposal of this project was submitted in May 2009 and selected in August 2009. The project ended in December 2014.

    This report describes a one year effort to determine the fate of an Ionic additive, DCA-48, in Freon TF (C/sub 2/F/sub 3/Cl/sub 3/), used to cool the thyristors in a compressed gas-insulated converter station, under the action of a dc voltage. The additive is present to increase the conductivity of the TF and prevent static charge buildup during flow. The primary objective was to understand the time dependence of the additive loss, and then explain departures from Faraday's law, determine whether electrolysis would lead to corrosion, and determine whether conductive films would form on insulators. A combination of kinetic studies of conductivity changes, together with the application of a large number of analytical techniques has led to a model which explains most of the observations. These include the departure from Faraday's law, transient conductivity changes, conductivity recovery rate after voltage removal, and the effects of electrolysis on all of these. A key element in this model is the formation of a waxy film on the electrodes which appears to allow the intermediate species produced at the electrodes by electrolysis to reform the original additive. Of the three electrode materials studied, aluminum, stainless steel, and copper, only the latter seems to enter into the reaction and appears in solution. However, the efficiency is sufficiently low so that no major problem is expected. Any films produced on either Tefzel or glass-epoxy insulators have immeasurably low conductivity. Scaling up to laboratory results to the HVDC converter station at Astoria suggests that the transient conductivity drop due to reduction in ion concentration by the sweeping-out effect of the applied field is expected to be negligible. The depletion of additive due to electrolysis is expected to be less than 15% during the first year and to decrease in rate with time. 5 refs., 94 figs., 6 tabs.

    In this work the behavior of the characteristics of the volume charge induced by a ..gamma..-ray pulse in a thick plane-parallel plate, under the normal incidence of a beam of monoenergetic quanta ranging from 10 keV to 1 MeV, is examined. The theoretical results obtained are compared with experimental data obtained for a layer of polymethyl methacrylate 1.8 mm thick with the use of the spectrum of x-ray bremmstrahlung, produced by 1 MeV electrons passing through an iron target with a specific thickness of 0.796 g/cm/sup 2/. The density distribution of the volume charge was obtained taking into account in detail the angular characteristics of the photo- and Compton electrons. A simple procedure was used to take into account the effect of multiple scattering of the electrons; unlike well-known computational methods it enabled clear physical interpretation and did not require large amounts of computer time in carrying out the calculations.
