    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    The Nuclear Waste Policy Act of 1982 (42 USC sections 10101-10226) requires the environmental assessment of a proposed site to include a statement of the basis for nominating a site as suitable for characterization. Volume 2 provides a detailed statement evaluating the site suitability of the Deaf Smith County Site under DOE siting guidelines, as well as a comparison of the Deaf Smith County Site to the other sites under consideration. The evaluation of the Deaf Smith County Site is based on the impacts associated with the reference repository design, but the evaluation will not change if based on the Mission Plan repository concept. The second part of this document compares the Deaf Smith County Site to Davis Canyon, Hanford, Richton Dome and Yucca Mountain. This comparison is required under DOE guidelines and is not intended to directly support subsequent recommendation of three sites for characterization as candidate sites. 259 refs., 29 figs., 66 refs.     The term Smith-Purcell free electron laser can be employed generally to describe any coherent radiation source in which a diffraction grating is used to couple an electron beam with the electromagnetic field. To date, most practical developments of this concept have focused on devices which operate in the millimeter spectral regime. In this paper construction of a Smith-Purcell free-electron laser operating in the far-infrared (FIR) region using a novel resonator cavity design and the electron beam from a low energy (0.5-5 MeV) radio-frequency accelerator will be discussed. A tunable source in this region would have many applications and since the beam energy is low, the small size and low overall cost of such a device would make it a laboratory instrument. Current projects which are progressing towards developing a FIR source are the programs at Stanford and CREOL. Both of these projects are using permanent magnet undulators to couple the electron beam with the electromagnetic field. An alternative approach is to use an electron beam passing over a diffraction grating as the radiating mechanism. This phenomenon is known as Smith-Purcell radiation and was first demonstrated for incoherent emission at visible wavelengths. The addition of feedback enhances the stimulated component of the emission which leads to the growth of coherence. Recent calculations for spontaneous emission have shown that the wiggler parameter and the grating efficiency are analogous. This result has important implications for the development of a Smith-Purcell FEL because a grating based free-electron laser would offer a greater range of tunability at a lower cost than its wiggler based counterpart.

    Smith River Rancheria (SRR), for some time, has had a strong commitment to attaining energy selfsufficiency, to reduce overall energy costs and concurrently initiate economic development within the community. Early on it was recognized that the development of an energy organization was important and for this reason was made part of the SRR's strategic review not only for economic development but also the reduction of energy costs. Towards this end, SRR retained Werner G. Buehler of W.G. Buehler & Associates to investigate the many phases or steps required to establish such an energy organization and determine, if in fact, it could benefit the Tribe.     Recent observations suggest that some high-velocity clouds may be confined by massive dark matter halos. In particular, the proximity and proposed dark matter content of the Smith Cloud make it a tempting target for the indirect detection of dark matter annihilation. We argue that the Smith Cloud may be a better target than some Milky Way dwarf spheroidal satellite galaxies and use γ-ray observations from the Fermi Large Area Telescope to search for a dark matter annihilation signal. No significant γ-ray excess is found coincident with the Smith Cloud, and we set strong limits on the dark matter annihilation cross section assuming a spatially extended dark matter profile consistent with dynamical modeling of the Smith Cloud. Notably, these limits exclude the canonical thermal relic cross section (∼ 3 × 10{sup –26} cm{sup 3} s{sup –1}) for dark matter masses ≲ 30 GeV annihilating via the b b-bar or τ{sup +}τ{sup –} channels for certain assumptions of the dark matter density profile; however, uncertainties in the dark matter content of the Smith Cloud may significantly weaken these constraints.

    In January 2006 the Smith River Rancheria (SRR), located in Smith River, California, contracted with the team of Strategic Energy Solutions (SES) and Evergreen NRG to conduct a study for the community. The objective of the study was to identify renewable generation opportunities that would facilitate Rancheria energy independence through SRR owned and operated power projects. These generation facilities were to be located either on or near the reservation. Specifically, the Rancheria was interested in the viability of generating electric power using biomass and wind fuel resources. Initial research identified that a very small portion of the community's energy could be offset by renewable energy generation due to the low solar resource in this area, and the lack of significant wind or biomass resources on or near reservation land. Some larger projects were identified which offered little or no benefit to the Rancheria. As a result, the scope of this study was changed in October 2006 to focus on energy efficiency opportunities for key reservation facilities, with a continued analysis of smaller renewable energy opportunities within reservation boundaries. The consulting team initially performed a resource analysis for biomass and solar generation opportunities in the region of the Rancheria. It was quickly concluded that none of these options would yield renewable power for the Rancheria at costs competitive with current utility sources, and that any larger installations would require substantial funding that may not be available. Having made these conclusions early on, the study effort was redirected and the team investigated each of the major Rancheria buildings to look for solar, wind and conservation opportunities. The buildings were audited for energy use and the roof areas were examined for exposure of solar radiation. Wind resources were also investigated to determine if smaller wind turbines would offer power generation at a reasonable cost.

    Irrigation for agriculture is the primary water use in the area of Deaf Smith and Swisher Counties, Texas, and the Ogallala Formation is the main water source. The availability of water in the 12-county area is projected to decrease markedly over the next 5 decades because of the steady depletion of ground water in recoverable storage. Water requirements in the 12-county area are projected to exceed available supplies from about 1990 through 2030. The shortage for the year 2030 is estimated to be approximately 4 million acre-feet under high-growth-rate conditions. Because of its semiarid climate, the area has little available surface water to augment the supply of the Ogallala Formation, which, despite its depletion, could be the principal source of water for the repository. There are, however, other potential sources of water: (1) Lake Mackenzie, on Tule Creek; (2) the Santa Rosa Formation, which underlies much of the Southern High Plains and locally yields moderate amounts of good-quality water; and (3) the Wolfcamp Series, which yields low amounts of highly saline water. The effluents of municipal wastewater treatment plants and municipal water systems may also be useful as supplements to the repository's primary water supply.

    The Pennsylvanian-Wolfcamp section in the Palo Duro Basin includes brine aquifers that are considered to be the most important ground-water flow paths in the deep-basin system. This particular study area comprises eight counties in Texas, centered in Potter County (and including Deaf Smith County). Underground patterns of rock distribution are delineated from a hydrologic perspective and at a level of detail appropriate for numerical modeling of regional ground-water flow. In this study, hydrogeologic units have been defined as mappable, physically continuous rock bodies that function in bulk as water-transmitting or water-retarding units relative to adjacent rocks. Interpretations are made primarily from geophysical logs. Hydrologic characteristics are assessed on the basis of properties typically associated with certain lithologies (e.g., sandstones are more pervious than shales) and on the basis of gross variations in effective porosity (particularly in carbonate sequences). In this report, the Pennsylvanian-Wolfcamp section is subdivided into 41 hydrogeologic units. These units do not constitute a classical or definitive breakdown of the Pennyslvanian-Wolfcamp section. 12 refs., 87 figs., 1 tab.

    This report presents the results of mineralogic and petrographic analyses performed on five samples of clay-rich rock from salt-bearing Permian strata sampled by drill core from G. Friemel No. 1 Well, Deaf Smith County, Texas. Five samples of clay-rich rock from depths of about 2457, 2458, 2521, 2548, and 2568 feet were analyzed to determine the amounts of soluble phase (halite) and the amounts and mineralogy of the insoluble phases. The amounts of halite found were 59, 79, 47, 40, and 4 weight percent, respectively, for the samples. The insoluble minerals are predominately clay (20 to 60 volume percent) and anhydrite (up to 17 volume percent), with minor (about 1.0%) and trace amounts of quartz, dolomite, muscovite, and gypsum. The clays include illite, chlorite, and interstratified chlorite-smectite. The results presented in this petrographic report are descriptive, uninterpreted data. 2 references, 7 tables.

Smith and Thorne argue that current biokinetic models of the International Commission on Radiological Protection (ICRP) for carbon and chlorine are overly cautious models from the standpoint of radiation dose estimates for C-14 and Cl-36, and that more realistic models are needed for evaluation of the hazards of these radionuclides in nuclear wastes. We (Harrison and Leggett) point out that new biokinetic models for these and other elements (developed at ORNL) will soon appear in ICRP Publications. These new models generally are considerably more realistic than current ICRP models.
