    This document is a final report for the polyvinyl toluene (PVT) neutron-gamma (PVT-NG) project, which was sponsored by the Domestic Nuclear Detection Office (DNDO). The PVT-NG sensor uses PVT detectors for both gamma and neutron detection. The sensor exhibits excellent spectral resolution and gain stabilization, which are features that are beneficial for detection of both gamma-ray and neutron sources. In fact, the ability to perform isotope identification based on spectra that were measured by the PVT-NG sensor was demonstrated. As described in a previous report, the neutron sensitivity of the first version of the prototype was about 25% less than the DNDO requirement of 2.5 cps/ng for bare Cf-252. This document describes design modifications that were expected to improve the neutron sensitivity by about 50% relative to the PVT-NG prototype. However, the project was terminated before execution of the design modifications after portal vendors demonstrated other technologies that enable neutron detection without the use of He-3. Nevertheless, the PVT-NG sensor development demonstrated several performance goals that may be useful in future portal designs.

  5. Neutron counting and gamma spectroscopy with PVT detectors.

    Radiation portals normally incorporate a dedicated neutron counter and a gamma-ray detector with at least some spectroscopic capability. This paper describes the design and presents characterization data for a detection system called PVT-NG, which uses large polyvinyl toluene (PVT) detectors to monitor both types of radiation. The detector material is surrounded by polyvinyl chloride (PVC), which emits high-energy gamma rays following neutron capture reactions. Assessments based on high-energy gamma rays are well suited for the detection of neutron sources, particularly in border security applications, because few isotopes in the normal stream of commerce have significant gamma ray yields above 3 MeV. Therefore, an increased count rate for high-energy gamma rays is a strong indicator for the presence of a neutron source. The sensitivity of the PVT-NG sensor to bare {sup 252}Cf is 1.9 counts per second per nanogram (cps/ng) and the sensitivity for {sup 252}Cf surrounded by 2.5 cm of polyethylene is 2.3 cps/ng. The PVT-NG sensor is a proof-of-principal sensor that was not fully optimized. The neutron detector sensitivity could be improved, for instance, by using additional moderator. The PVT-NG detectors and associated electronics are designed to provide improved resolution, gain stability, and performance at high-count rates relative to PVT detectors in typical radiation portals. As well as addressing the needs for neutron detection, these characteristics are also desirable for analysis of the gamma-ray spectra. Accurate isotope identification results were obtained despite the common impression that the absence of photopeaks makes data collected by PVT detectors unsuitable for spectroscopic analysis. The PVT detectors in the PVT-NG unit are used for both gamma-ray and neutron detection, so the sensitive volume exceeds the volume of the detection elements in portals that use dedicated components to detect each type of radiation.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipients membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    This project compiles medium-duty (MD) aggregated deployment data and provides the compiled detailed analyses to industry. The U.S. Department of Energy's (DOE's) American Recovery and Reinvestment Act (ARRA) deployment and demonstration projects are helping to commercialize technologies for all-electric vehicles, electrified accessories, and electric charging infrastructure. Over 3.2 million miles of in-service all-electric MD truck data from 560 different vehicles have been collected since 2011, and usage data from over 1,000 truck electrification sites have been collected since 2013. Through the DOE's Vehicle Technologies Office, NREL is working to analyze real-time data from these deployment and demonstration projects to quantify the benefits: results and summary statistics are made available through the NREL website as quarterly and annual reports; 23 aggregated reports have been published on the performance and operation of these vehicles; and detailed data are being extracted to help further understand battery use and performance.

    Weatherization reduces energy usage by low-income households, and thereby reduces the environmental impacts of the production and consumption of energy and reduces the social costs associated with those environmental impacts. The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions. While there are other environmental impacts associated with the WAP program, this study focused on emissions impacts because the 2010 National Research Council (NRC) report Hidden Costs of Energy: The Unpriced Consequences of Energy Production and Use recommended that Congress focus on emissions costs because they have the highest documented social impact costs

  15. Performance of a multifunctional PV/T hybrid solar window

    A building-integrated multifunctional PV/T solar window has been developed and evaluated. It is constructed of PV cells laminated on solar absorbers placed in a window behind the glazing. To reduce the cost of the solar electricity, tiltable reflectors have been introduced in the construction to focus radiation onto the solar cells. The reflectors render the possibility of controlling the amount of radiation transmitted into the building. The insulated reflectors also reduce the thermal losses through the window. A model for simulation of the electric and hot water production was developed. The model can perform yearly energy simulations where different features such as shading of the cells or effects of the glazing can be included or excluded. The simulation can be run with the reflectors in an active, up right, position or in a passive, horizontal, position. The simulation program was calibrated against measurements on a prototype solar window placed in Lund in the south of Sweden and against a solar window built into a single family house, Solgaarden, in Aelvkarleoe in the central part of Sweden. The results from the simulation shows that the solar window annually produces about 35% more electric energy per unit cell area compared to a vertical flat PV module. (author)

    This report provide appropriate guidance for addressing the major technical issues associated with the design and installation of a photovoltaic-thermal (PV-T) system. Nomographs are presented for developing preliminary sizing and costing, and issues associated with specific components and the overall design of the electrical and mechanical system are discussed. SAND82-7157/2 presents a review of current PV-T technology and operating systems and a study of potential PV-T applications. Detailed PV-T system designs for three selected applications and the results of a trade-off study for these applications are presented in SAND82-7157/4. A summary of the major results of this entire study and conclusions concerning PV-T systems and applications is presented in SAND82-7157/1.

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

  18. Amplification of PVT1 contributes to the pathophysiology ofovarian and breast cancer

    Purpose. This study was designed to elucidate the role of amplification at 8q24 in the pathophysiology of ovarian and breast cancer since increased copy number at this locus is one of the most frequent genomic abnormalities in these cancers. Experimental Design. To accomplish this, we assessed the association of amplification at 8q24 with outcome in ovarian cancers using FISH to tissue microarrays and measured responses of ovarian and breast cancer cell lines to specific small interfering RNAs (siRNA) against the oncogene, MYC, and a putative noncoding RNA, PVT1, both of which map to 8q24. Results. Amplification of 8q24 was associated with significantly reduced survival duration. In addition, siRNA-mediated reduction in either PVT1 or MYC expression inhibited proliferation in breast and ovarian cancer cell lines in which they were both amplified and over expressed but not in lines in which they were not amplified/over expressed. Inhibition of PVT1 expression also induced a strong apoptotic response in cell lines in which it was over expressed but not in lines in which it was not amplified/over expressed. Inhibition of MYC, on the other hand, did not induce an apoptotic response in cell lines in which MYC was amplified and over expressed. Conclusions. These results suggest that MYC and PVT1 contribute independently to ovarian and breast pathogenesis when over expressed because of genomic abnormalities. They also suggest that PVT1 mediated inhibition of apoptosis may explain why amplification of 8q24 is associated with reduced survival duration in patients treated with agents that act through apoptotic mechanisms.

  20. Hybrid photovoltaic/thermal (PV/T) solar systems simulation with Simulink/Matlab

    The purpose of this work consists in thermodynamic modeling of hybrid photovoltaic-thermal (PV/T) solar systems, pursuing a modular strategy approach provided by Simulink/Matlab. PV/T solar systems are a recently emerging solar technology that allows for the simultaneous conversion of solar energy into both electricity and heat. This type of technology present some interesting advantages over the conventional ''side-by-side'' thermal and PV solar systems, such as higher combined electrical/thermal energy outputs per unit area, and a more uniform and aesthetical pleasant roof area. Despite the fact that early research on PV/T systems can be traced back to the seventies, only recently it has gained a renewed impetus. In this work, parametric studies and annual transient simulations of PV/T systems are undertaken in Simulink/Matlab. The obtained results show an average annual solar fraction of 67%, and a global overall efficiency of 24% (i.e. 15% thermal and 9% electrical), for a typical four-person single-family residence in Lisbon, with p-Si cells, and a collector area of 6 m{sup 2}. A sensitivity analysis performed on the PV/T collector suggests that the most important variable that should be addressed to improve thermal performance is the photovoltaic (PV) module emittance. Based on those results, some additional improvements are proposed, such as the use of vacuum, or a noble gas at low-pressure, to allow for the removal of PV cells encapsulation without air oxidation and degradation, and thus reducing the PV module emittance. Preliminary results show that this option allows for an 8% increase on optical thermal efficiency, and a substantial reduction of thermal losses, suggesting the possibility of working at higher fluid temperatures. The higher working temperatures negative effect in electrical efficiency was negligible, due to compensation by improved optical properties.     Solar cells have a typical efficiency in the range of 5-20%, implying that 80% or more of the incident solar energy can be harvested in the form of heat and applied for low-temperature heating. In a PVT collector one tries to collect this heat. In this work, the electrical and thermal yield of solar domestic hot water systems with one-cover sheet-and-tube PVT collectors were considered. Objectives of the work were to understand the mechanisms determining these yields, to investigate measures to improve these yields and to investigate the yield consequences if various solar cell technologies are being used. The work was carried out using numerical simulations. A detailed quantitative understanding of all loss mechanisms was obtained, especially of those being inherent to the use of PVT collectors instead of PV modules and conventional thermal collectors. The annual electrical efficiencies of the PVT systems investigated were up to 14% (relative) lower compared to pure PV systems and the annual thermal efficiencies up to 19% (relative) lower compared to pure thermal collector systems. The loss of electrical efficiency is mainly caused by the relatively high fluid temperature. The loss of thermal efficiency is caused both by the high emissivity of the absorber and the withdrawal of electrical energy. However, both the loss of electrical and thermal efficiency can be reduced further by the application of anti-reflective coatings. The thermal efficiency can be improved by the application of a low-emissivity coating on the absorber, however at the cost of a reduced electrical efficiency. (author)

  4. Experimental investigation and modeling of a direct-coupled PV/T air collector

    Photovoltaic/thermal (PV/T) systems refer to the integration of photovoltaic and solar thermal technologies into one single system, in that both useful heat energy and electricity are produced. The impetus of this paper is to model a direct-coupled PV/T air collector which is designed, built, and tested at a geographic location of Kerman, Iran. In this system, a thin aluminum sheet suspended at the middle of air channel is used to increase the heat exchange surface and consequently improve heat extraction from PV panels. This PV/T system is tested in natural convection and forced convection (with two, four and eight fans operating) and its unsteady results are presented in with and without glass cover cases. A theoretical model is developed and validated against experimental data, where good agreement between the measured values and those calculated by the simulation model were achieved. Comparisons are made between electrical performance of the different modes of operation, and it is concluded that there is an optimum number of fans for achieving maximum electrical efficiency. Also, results show that setting glass cover on photovoltaic panels leads to an increase in thermal efficiency and decrease in electrical efficiency of the system. (author)

  5. Analysis of concentrating PV-T systems for the commercial/industrial sector. Volume II. PV-T state-of-the-art survey and site/application pair selection and analysis

    As part of a project to develop feasibility assessments, design procedures, and reference designs for total energy systems that could use actively cooled concentrating photovoltaic collectors, a survey was conducted to provide an overview of available photovoltaic-thermal (PV-T) technology. General issues associated with the design and installation of a PV-T system are identified. Electrical and thermal efficiencies for the line-focus Fresnel, the linear parabolic trough, and the point-focus Fresnel collectors are specified as a function of operating temperature, ambient temperature, and insolation. For current PV-T technologies, the line-focus Fresnel collector proved to have the highest thermal and electrical efficiencies, lowest array cost, and lowest land area requirement. But a separate feasibility analysis involving 11 site/application pairs showed that for most applications, the cost of the photovoltaic portion of a PV-T system is not recovered through the displacement of an electrical load, and use of a thermal-only system to displace the thermal load would be a more economical alternative. PV-T systems are not feasible for applications that have a small thermal load, a large steam requirement, or a high load return temperature. SAND82-7157/3 identifies the technical issues involved in designing a photovoltaic-thermal system and provides guidance for resolving such issues. Detailed PV-T system designs for three selected applications and the results of a trade-off study for these applications are presented in SAND82-7157/4. A summary of the major results of this entire study and conclusions concerning PV-T systems and applications is presented in SAND82-7157/1.

  6. EAC Recommendations on Grid Modernization: ARRA Accomplishments and Recommendations for Moving Forward

Further, this paper sets forth the EAC's recommendations for building on the ARRA smart grid-related accomplishments to continue the Nation's efforts to develop a smarter, more resilient grid. The purpose of this report is to provide input to the 2016 Smart Grid Systems Report that will include recommendations for State and Federal policies and actions that could help facilitate the transition to a smarter grid.

    This paper studies a collector design that utilizes unglazed photovoltaic/thermal (PV/T) collectors preheating air for glazed air heating modules. The performance modeling of these collectors is examined both individually and in series. For each collector type, a dynamic, finite difference, first-law model has been created using literature correlations for friction. The models were compared to performance data, calibrating the models by scaling of friction terms for best fit. The calibrated models generally agree well with the experimental data; even during sudden changes to ambient conditions. The root mean square error between the unglazed PV/T model and experiment results for the useful thermal energy gain and the outlet air temperature are 7.12 W/m{sup 2} and 1.07 C, respectively. The annual source energy performance of the building-integrated PV/T (BIPV/T) array is then simulated for residential applications in seven climate zones of the United States of America. The performance of the BIPV/T array is characterized by the amount of net electrical energy and useful thermal energy produced. The useful thermal energy is defined as the amount of energy offset by the BIPV/T system for water heating and space conditioning. A BIPV/T system composed 87.5% of PV modules, and 12.5% of glazed air heating modules, offsets the same amount of source energy as a roof-mounted PV system of the same area. This array composition increases the thermal energy gain by 47% over a BIPV/T array composed solely of PV modules.

    This NREL Hydrogen and Fuel Cell Technical Highlight describes how early market end users are operating 1,111 fuel cell units at 301 sites in 20 states with funding from the U.S. Department of Energy Fuel Cell Technologies Program and analysis by NREL. The American Recovery and Reinvestment Act (ARRA) funded the deployment of approximately 1,000 fuel cell systems in key early markets to accelerate the commercialization and deployment of fuel cells and fuel cell manufacturing, installation, maintenance, and support services. In support of the ARRA fuel cell deployment objectives, NREL analyzes and validates the technology in real-world applications, reports on the technology status, and facilitates the development of fuel cell technologies, manufacturing, and operations in strategic markets-including material handling equipment, backup power, and stationary power-where fuel cells can compete with conventional technologies. NREL is validating hydrogen and fuel cell systems in real-world settings through data collection, analysis, and reporting. The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites. MHE and backup power are two markets where fuel cells are capable of meeting the operating demands, and deployments can be leveraged to accelerate fuel cell commercialization.

Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projects—a distributed GSHP system at a new 500-bed apartment-style student residence hall at the University at Albany. This case study is based on the analysis of detailed design documents, measured performance data, published catalog data of heat pump equipment, and actual construction costs. Simulations with a calibrated computer model are performed for both the demonstrated GSHP system and a baseline heating, ventilation, and airconditioning (HVAC) system to determine the energy savings and other related benefits achieved by the GSHP system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GSHP system, as well as the pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the demonstrated GSHP system compared with the baseline HVAC system. This case study also identifies opportunities for improving the operational efficiency of the demonstrated GSHP system.

This case study is based on the analysis of measured performance data, maintenance records, construction costs, and simulations of the energy consumption of conventional central heating, ventilation, and air-conditioning (HVAC) systems providing the same level of space conditioning as the demonstrated GS-VRF system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GS-VRF system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the GS-VRF system compared with conventional HVAC systems. This case study also identified opportunities for reducing uncertainties in the performance evaluation, improving the operational efficiency, and reducing the installed cost of similar GSHP systems in the future.

    A technical task force created by owner companies of the Trans-Alaska Pipeline System (TAPS) including BP Pipelines (Alaska), and Arco Transportation Alaska, Inc., and Alyeska Pipeline Service Company (APSC), the operator of TAPS, have investigated new technology for measuring the saturated liquid bubble point vapor pressure (BPVP) of crude oils. This technology is based on Pressure-Volume-Temperature (PVT) Cell study methods and consists of an on-line Vapor Pressure Analyzer (VPA) developed by Arco Oil & Gas Company and marketed by Fluid Data (TVP-1000), and a mercury-free automated PVT lab system (RUSKA 2370 Lab System) marketed by Ruska Instrument Corporation and modified to meet APSC requirements. In this methodology, the BPVP for the multicomponent fluid crude oil is defined and approximated by the intersection of the liquid compressibility and two phase lines on the isothermal pressure-volume (PV) curve for the fluid. The Task Force finds that this new technology provides saturated liquid bubble point vapor pressure values of TAPS crude oils which differ by 15 to 95 kPa from True Vapor Pressure (TVP) values obtained using API Publication 2517, Figure 18B-Equation for of Crude Oils With A Reid Vapor Pressure of 2-15 Pounds per Square Inch and corresponding RVP data from the crude oils tested. The range in difference between the BPVP and the TVP for each of five different TAPS crude oils tested was found to be due to differences in crude oil composition. 3 refs., 1 fig., 1 tab.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the consumer charging behavior from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    This study is a prelude to the definition of a new synthetic parameter inserted in a 2D abacus. This parameter: the Amlouk-Boubaker optothermal expansivity <{psi}{sub AB}>, is defined, for a given PV-T material, as a thermal diffusivity-to-optical effective absorptivity ratio. This parameter's unit evokes a heat flow velocity inside the material. Consequently, the parameter {psi}{sub AB} could be combined with the already known bandgap energy E{sub g}, in order to establish a 2D abacus. A sketched scheme of the 2D abacus is proposed as a guide for investigation and evaluation of PV-T candidate materials like metal oxides, amorphous silicon, zinc-doped binary compounds, and hydrogenated amorphous carbon. Using this abacus, designers will be able to compare solar energy-related materials on the basis of conjoint optical and thermal efficiency. (author)

  19. Comparison of high pressure transient PVT measurements and model predictions. Part I.

    A series of experiments consisting of vessel-to-vessel transfers of pressurized gas using Transient PVT methodology have been conducted to provide a data set for optimizing heat transfer correlations in high pressure flow systems. In rapid expansions such as these, the heat transfer conditions are neither adiabatic nor isothermal. Compressible flow tools exist, such as NETFLOW that can accurately calculate the pressure and other dynamical mechanical properties of such a system as a function of time. However to properly evaluate the mass that has transferred as a function of time these computational tools rely on heat transfer correlations that must be confirmed experimentally. In this work new data sets using helium gas are used to evaluate the accuracy of these correlations for receiver vessel sizes ranging from 0.090 L to 13 L and initial supply pressures ranging from 2 MPa to 40 MPa. The comparisons show that the correlations developed in the 1980s from sparse data sets perform well for the supply vessels but are not accurate for the receivers, particularly at early time during the transfers. This report focuses on the experiments used to obtain high quality data sets that can be used to validate computational models. Part II of this report discusses how these data were used to gain insight into the physics of gas transfer and to improve vessel heat transfer correlations. Network flow modeling and CFD modeling is also discussed.

  20. National Weatherization Assistance Program Characterization - Describing the Pre-ARRA Progam

    This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation.   1. THE POSITIVE IMPACTS OF AMERICAN REINVESTMENT AND RECOVERY ACT (ARRA) FUNDING TO THE WASTE MANAGEMENT PROGRAM ON HANFORD'S PLATEAU REMEDIATION PROJECT

    In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). This paper details challenges and accomplishments using ARRA funding to meet DOE-RL objectives of creating/saving jobs, expediting cleanup, and reducing lifecycle costs for cleanup during the first months of implementation.

  2. Transient PVT measurements and model predictions for vessel heat transfer. Part II.

    Part I of this report focused on the acquisition and presentation of transient PVT data sets that can be used to validate gas transfer models. Here in Part II we focus primarily on describing models and validating these models using the data sets. Our models are intended to describe the high speed transport of compressible gases in arbitrary arrangements of vessels, tubing, valving and flow branches. Our models fall into three categories: (1) network flow models in which flow paths are modeled as one-dimensional flow and vessels are modeled as single control volumes, (2) CFD (Computational Fluid Dynamics) models in which flow in and between vessels is modeled in three dimensions and (3) coupled network/CFD models in which vessels are modeled using CFD and flows between vessels are modeled using a network flow code. In our work we utilized NETFLOW as our network flow code and FUEGO for our CFD code. Since network flow models lack three-dimensional resolution, correlations for heat transfer and tube frictional pressure drop are required to resolve important physics not being captured by the model. Here we describe how vessel heat transfer correlations were improved using the data and present direct model-data comparisons for all tests documented in Part I. Our results show that our network flow models have been substantially improved. The CFD modeling presented here describes the complex nature of vessel heat transfer and for the first time demonstrates that flow and heat transfer in vessels can be modeled directly without the need for correlations.

    Under the American Recovery and Reinvestment Act (ARRA), 26 ground source heat pump (GSHP) projects were competitively selected in 2009 to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. One of the selected demonstration projects was proposed by Montana Tech of the University of Montana for a 56,000 sq ft, newly constructed, on-campus research facility – the Natural Resources Building (NRB) located in Butte, Montana. This demonstrated GSHP system consists of a 50 ton water-to-water heat pump and a closed-loop ground heat exchanger with two redundant 7.5 hp constant-speed pumps to use water in the nearby flooded mines as a heat source or heat sink. It works in conjunction with the originally installed steam HX and an aircooled chiller to provide space heating and cooling. It is coupled with the existing hot water and chilled water piping in the building and operates in the heating or cooling mode based on the outdoor air temperature. The ground loop pumps operate in conjunction with the existing pumps in the building hot and chilled water loops for the operation of the heat pump unit. The goal of this demonstration project is to validate the technical and economic feasibility of the demonstrated commercial-scale GSHP system in the region, and illustrate the feasibility of using mine waters as the heat sink and source for GSHP systems. Should the demonstration prove satisfactory and feasible, it will encourage similar GSHP applications using mine water, thus help save energy and reduce carbon emissions. The actual performance of the system is analyzed with available measured data for January through July 2014. The annual energy performance is predicted and compared with a baseline scenario, with the heating and cooling provided by the originally designed systems. The comparison is made in terms of energy savings, operating cost savings, cost-effectiveness, and environmental benefits. Finally

    Compliance with the reporting requirements of Section 15 12 is a main focus of post-award activities for awards funded by ARRA. The Recovery Operations Group of the Office of Performance Analysis and Evaluation in the Office of the Chief Financial Officer has been tracking compliance with the reporting requirement for DOE. They developed the attached list of contractors and recipients that have failed to report. Most of those not reporting are recipients receiving money from the Office of Energy Efficiency and Renewable Energy. Contracting Officers are asked to review the attached list for Contractors/Recipients under their cognizance and to send a letter to the requesting their attention, explanation and compliance. Draft templates of letters for a single or double non-compliance are attached. As the next reporting period is from April 1 to April 10,2010, Contracting Officers are requested to send the letter before April 1.

    In March 2010, Pacific Northwest National Laboratory (PNNL) joined two other labs receiving ARRA funding, Lawrence Berkeley National Laboratory (LBNL) and the National Renewable National Laboratory (NREL), to began weekly conference calls with the goal of coordinating a joint lab solicitation to support the ARRA-funded CBP project. Two solicitations were identified for: 1) new CBP Partners; 2) technical contractors to provide technical assistance and measurement and verification (M&V) contractors. The M&V contractors support the work by providing model reviews and conducting monitoring studies to verify building performance. This report documents the process used by the labs for the solicitations, and describes the process and outcomes for PNNL, selection of candidate Partners, technical teams, and M&V contractors.

    This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects were competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one such GSHP demonstration projects that uses a recycled water heat pump (RWHP) system installed at the Denver Museum of Nature & Science in Denver, Colorado. The RWHP system uses recycled water from the city’s water system as the heat sink and source for a modular water-to-water heat pump (WWHP). This case study was conducted based on the available measured performance data from December 2014 through August 2015, utility bills of the building in 2014 and 2015, construction drawings, maintenance records, personal communications, and construction costs. The annual energy consumption of the RWHP system was calculated based on the available measured data and other related information. It was compared with the performance of a baseline scenario— a conventional VAV system using a water-cooled chiller and a natural gas fired boiler, both of which have the minimum energy efficiencies allowed by ASHRAE 90.1-2010. The comparison was made to determine energy savings, operating cost savings, and CO2 emission reductions achieved by the RWHP system. A cost analysis was performed to evaluate the simple payback of the RWHP system. Summarized below are the results of the performance analysis, the learned lessons, and recommended improvement in the operation of the RWHP system.

    This report presents a summary of the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation of the U.S. Department of Energy s low-income Weatherization Program. This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.
