Through breakout sessions and a wrap-up discussion, university and Sandia participants identified activities to further develop their strategic relationships.     Argonne's 2012 Earth Day event drew crowds from across the laboratory. Argonne and U.S. Department of Energy employees toured booths and interactive displays set up by Argonne programs and clubs.     We report here on the software Hack Day organised at the 2014 SPIE conference on Astronomical Telescopes and Instrumentation in Montreal. The first ever Hack Day to take place at an SPIE event, the aim of the day was to bring together developers to collaborate on innovative solutions to problems of their choice. Such events have proliferated in the technology community, providing opportunities to showcase, share and learn skills. In academic environments, these events are often also instrumental in building community beyond the limits of national borders, institutions and projects. We show examples of projects the participants worked on, and provide some lessons learned for future events.

These Energy Industry Day events would both support the agency's commitment to DOE's "Small Business First Policy" and would provide dedicated sessions that introduce Energy Service Companies (ESCOs) and other prime contract holders with small business.

    Categories of factors linked to successful public participation (PP) program outcomes include PP process, organizational context, sociopolitical context, strategic considerations and unique (special circumstances) factors. We re-order the long list factors according to how essential, important, and unique they are and discuss their significance and interrelationships. It is argued that bureacratic structure and operational modes are basically in conflict with features of successful PP programs (openness, two-way education, communication with nonexpert outsiders). If this is so, then it is not surprising that the factors essential for PP success in bureacracies involve extraordinary management efforts by agencies to bypass, compensate for, or overcome structural constraints. We conclude by speculating about the long-term viability of PP practices in the agency setting as well as the consequences for agencies that attempt the problematic task of introducing PP into their complex, mission-oriented organizations.

    In this study, Ocean Sampling Day was initiated by the EU-funded Micro B3 (Marine Microbial Biodiversity, Bioinformatics, Biotechnology) project to obtain a snapshot of the marine microbial biodiversity and function of the world’s oceans. It is a simultaneous global mega-sequencing campaign aiming to generate the largest standardized microbial data set in a single day. This will be achievable only through the coordinated efforts of an Ocean Sampling Day Consortium, supportive partnerships and networks between sites.     Public agencies like the U.S. National Science Foundation (NSF) and the National Institutes of Health (NIH) award tens of billions of dollars in annual science funding. How can this money be distributed as efficiently as possible to best promote scientific innovation and productivity? The present system relies primarily on peer review of project proposals. In 2010 alone, NSF convened more than 15,000 scientists to review 55,542 proposals. Although considered the scientific gold standard, peer review requires significant overhead costs, and may be subject to biases, inconsistencies, and oversights. We investigate a class of funding models in which all participants receive an equal portion of yearly funding, but are then required to anonymously donate a fraction of their funding to peers. The funding thus flows from one participant to the next, each acting as if he or she were a funding agency themselves.     This Public Participation Plan outlines activities being planned to: (1) brief the public on results of the remedial investigation and feasibility study, (2) discuss the proposed plan for remediation of Operable Unit 7-13/14 with the public, and (3) encourage public participation in the decision-making process. Operable Unit 7-13/14 is the Comprehensive Remedial Investigation/Feasibility Study for Waste Area Group 7. Analysis focuses on the Subsurface Disposal Area (SDA) within the Radioactive Waste Management Complex at the Idaho National Laboratory (Site). This plan, a supplement to the Idaho National Laboratory Community Relations Plan (DOE-ID 2004), will be updated as necessary. The U.S. Department of Energy (DOE), Idaho Department of Environmental Quality (DEQ), and U.S. Environmental Protection Agency (EPA) will participate in the public involvement activities outlined in this plan. Collectively, DOE, DEQ, and EPA are referred to as the Agencies. Because history has shown that implementing the minimum required public involvement activities is not sufficient for high-visibility cleanup projects, this plan outlines additional opportunities the Agencies are providing to ensure that the public’s information needs are met and that the Agencies can use the public’s input for decisions regarding remediation activities.

    The report presents fifteen individual case studies of high-performing and unique local weatherization agencies. This research was one component of the retrospective evaluation of the U.S. Department of Energy s Weatherization Assistance Program. The agencies were chosen to represent a range of contexts and approaches to weatherization. For example, the set of agencies includes a mix of urban and rural agencies, those that mainly use in-house crews to weatherize homes versus those that use contractor crews, and a mix of locations, from very cold climates to moderate to hot humid and dry climates. The case studies were mainly based on site visits to the agencies that encompassed interviews with program directors, weatherization crews, and recipients of weatherization. This information was supplemented by secondary materials. The cases document the diversity of contexts and challenges faced by the agencies and how they operate on a day-by-day basis. The cases also high common themes found throughout the agencies, such as their focus on mission and respect for their clients.

    The European power grid can be divided into several market areas where the price of electricity is determined in a day-ahead auction. Market participants can provide continuous hourly bid curves and combinatorial bids with associated quantities given the prices. The goal of our auction is to maximize the economic surplus of all participants subject to transmission constraints and the existence of linear prices. In general strict linear prices do not exist in non-convex markets. Therefore we enforce the existence of linear prices where no one incurs a loss and only combinatorial bids might see a not realized gain. The resulting optimization problem is an MPEC that can not be solved efficiently by a standard solver. We present an exact algorithm and a fast heuristic for this type of problem. Both algorithms decompose the MPEC into a master MIP and price subproblems (LPs). The modeling technique and the algorithms are applicable to all MIP based combinatorial auctions.

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    We created interactive demonstration activities for Take Our Daughters&Sons to Work Day (TODSTWD) 2013 in order to promote general interest in chemistry and also generate awareness of the type of work our laboratories can perform. %E2%80%9CCurious about Mars Rover Curiosity?%E2%80%9D performed an elemental analysis on rocks brought to our lab using the same technique utilized on the planet Mars by the NASA robotic explorer Curiosity. %E2%80%9CFood is Chemistry?%E2%80%9D utilized a mass spectrometer to measure, in seconds, each participant's breath in order to identify the food item consumed for the activity. A total of over 130 children participated in these activities over a 3 hour block, and feedback was positive. This document reports the materials (including handouts), experimental procedures, and lessons learned so that future demonstrations can benefit from the baseline work performed. We also present example results used to prepare the Food activity and example results collected during the Curiosity demo.

    A prototype smart repeater that provides interoperability capabilities for radio communication systems in multi-agency and multi-user scenarios is being developed by the Oak Ridge National Laboratory. The smart repeater functions as a deployable communications platform that can be dynamically reconfigured to cross-link the radios of participating federal, state, and local government agencies. This interconnection capability improves the coordination and execution of multi-agency operations, including coordinated law enforcement activities and general emergency or disaster response scenarios. The repeater provides multiple channels of operation in the 30--50, 118--136, 138--174, and 403--512 MHz land mobile communications and aircraft bands while providing the ability to cross-connect among multiple frequencies, bands, modulation types, and encryption formats. Additionally, two telephone interconnects provide links to the fixed and cellular telephone networks. The 800- and 900-MHz bands are not supported by the prototype, but the modular design of the system accommodates future retrofits to extend frequency capabilities with minimal impact to the system. Configuration of the repeater is through a portable personal computer with a Windows-based graphical interface control screen that provides dynamic reconfiguration of network interconnections and formats.

    Even a cursory glance at the literature on environmental impact assessment (EIA) reveals that public participation is being considered as an integral part of the assessment procedure. Public participation in EIA is commonly deemed to foster democratic policy-making and to render EIA more effective. Yet a closer look at the literature unveils that, beyond this general assertion, opinions of the precise meaning, objectives and adequate representation of public participation in EIA considerably diverge. Against this background, in this article we aim to provide a comprehensive overview of the academic debate on public participation in EIA concerning its meaning, objectives and adequate level of inclusiveness. In so doing, we hope to stimulate a more focused debate on the subject, which is key to advancing the research agenda.     Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As a local sponsor for HPwES, Austin Energy's HPwES program offers a complete home energy assessment and a list of recommendations for efficiency improvements, along with cost estimates. The owner can choose to implement only one or the complete set of energy conservation measures. Austin Energy facilitates the process by providing economic incentives to the homeowner through its HPwES Loan program and its HPwES Rebate program. In 2005, the total number of participants in both programs was approximately 1,400. Both programs are only available for improvements made by a participating HPwES contractor. The individual household billing data - encompassing more than 7,000 households - provided by Austin Energy provides a rich data set to estimate the impacts of its HPwES program. The length of the billing histories is sufficient to develop PRISM-type models of electricity use based on several years of monthly bills before and after the installation of the conservation measures. Individual household savings were estimated from a restricted version of a PRISM-type regression model where the reference temperature to define cooling (or heating degree days) was estimated along with other parameters. Because the statistical quality of the regression models varies across individual households, three separate samples were used to measure the aggregate results. The samples were distinguished on the basis of the statistical significance of the estimated (normalized) cooling consumption. A normalized measure of cooling consumption was based on average temperatures observed over the most recent nine-year period ending in 2006. This study provided a statistically rigorous approach to incorporating the variability of expected savings across the households in the sample together with the uncertainty inherent in the regression models used to estimate those savings. While the impact of the regression errors was found to be relatively small in these particular samples, this approach may be useful in future studies using individual household billing data. The median percentage savings for the largest sample of 6,000 households in the analysis was 32%, while the mean savings was 28%. Because the number of households in the sample is very large, the standard error associated with the mean percentage savings are very small, less than 1%. A conservative statement of the average savings is that is falls in the range of 25% to 30% with a high level of certainty. This preliminary analysis provides robust estimates of average program savings, but offers no insight into how savings may vary by type of conservation measure or whether savings vary by the amount of cooling electricity used prior to undertaking the measure. Follow-up researchers may want to analyze the impacts of specific ECMs. Households that use electricity for heating might also be separately analyzed. In potential future work several methodological improvements could also be explored. As mentioned in Section 2, there was no formal attempt to clean the data set of outliers and other abnormal patterns of billing data prior to the statistical analysis. The restriction of a constant reference temperature might also be relaxed. This approach may provide evidence as to whether any 'take-back' efforts are present, whereby thermostat settings are lowered during the summer months after the measures are undertaken (reflected in lower reference temperatures in the post-ECM period). A more extended analysis may also justify the investment in and use of the PRISM software package, which may provide more diagnostic measures with respect to the reference temperature.   7. Participant Assisted Data Collection Methods in the California Healthy Homes Indoor Air Quality Study of 2011-13

    From November 2011 to March 2013, air quality was measured over 6-day periods in 324 residences across California using a mail-out strategy. All interactions with study participants, from recruitment, to data collection, to communication of results, were conducted with remote communication methods including conventional mail, electronic mail, telephone and text messaging. Potential participants were reached primarily by sharing study information with community groups and organizations that directed interested individuals to complete an online screening survey. Pollutant concentrations were measured with sampling equipment that was mailed to participants' homes with deployment instructions. Residence and household characteristics and activity data were collected via two phone surveys and an activity log. A comparison of responses to survey questions completed online versus over the phone indicated that a substantial fraction of participants (roughly 20%) required a researcher's assistance to respond to basic questions about appliance characteristics. Using the printed instructions and telephone assistance from researchers, roughly 90% of participants successfully deployed and returned sampling materials accurately and on schedule. The mail-out strategy employed in this study was found to be a cost-effective means for collecting residential air quality data.

    Public participation processes are touted as an effective way to increase the capacity and legitimacy of environmental assessment and the regulatory process that rely on them. Recent changes to the Canadian environmental assessment process narrowed the criteria for who can participate in environmental assessments from any who were interested to those who were most directly affected. This article examines the potential consequences of this change by exploring other areas of Canadian regulatory law where a similar directed affected test has been applied. This new standard risks institutionalizing the long-understood representational bias confronted by more diffuse interest like environmental protection. Restricting participation to the “directly affected” is far too narrow a test for processes like environmental assessment that are designed to determine the public interest. -- Highlights: • Public participation can improve the legitimacy of environmental assessments. • New Canadian rules narrow the range of eligible participants. • Similar rules in Alberta have excluded environmental representation. • The new rules may institutionalize bias against more diffuse interests. • Restricting participation to the “directly affected” is far too narrow.

    Meaningful public engagement is a challenging, but promising, feature of strategic environmental assessment (SEA) due to its potential for integrating sustainability principles into policies, plans and programs in developing countries such as Kenya. This research examined two selected SEA case studies to identify the extent of participation, learning outcomes attributable to participation, and if any learning outcomes led to social action for sustainability at the community level. Strengths across the two cases were the inclusion of marginalized populations and consideration of socio-economic concerns. Consistent weaknesses included inadequate notice, document inaccessibility, lack of feedback and communication, and late analysis of alternatives. Despite some learning conditions being unfulfilled, examples of instrumental, communicative, and transformative learning were identified through a focus group and semi-structured interviews with community participants and public officials. Some of these learning outcomes led to individual and social actions that contribute to sustainability. -- Highlights: • The strengths and weaknesses of Kenyan SEA public participation processes were identified. • Multiple deficiencies in the SEA process likely frustrate meaningful public engagement. • Participant learning was observed despite process weaknesses. • Participant learning can lead to action for sustainability at the community level.

This surface participation ratio, representing the fraction of electric field energy stored in a dissipative surface layer, is computed by a two-step finite-element simulation and experimentally varied by qubit geometry. With a clean electromagnetic environment and suppressed non-equilibrium quasiparticle density, we find an approximately proportional relation between the transmon relaxation rates and surface participation ratios. These results suggest dielectric dissipation arising from material interfaces is the major limiting factor for the $T_1$ of transmons in 3D cQED architecture. Our analysis also supports the notion of spatial discreteness of surface dielectric dissipation.

    The US Department of Energy (DOE) is issuing this document, entitled Guidance on Public Participation for US Department of Energy Environmental Restoration Activities, to summarize policy and provide guidance for public participation in environmental restoration activities at DOE Headquarters, Field Offices, facilities, and laboratories. While the Office of Environmental Restoration and Waste Management (EM) has environmental restoration responsibility for the majority of DOE sites and facilities, other DOE Project Offices have similar responsibilities at their sites and facilities. This guidance is applicable to all environment restoration activities conducted by or for DOE under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); the Resource Conservation and Recovery Act of 1976 (RCRA) as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA) (corrective actions only); and the National Environmental Policy Act of 1969 (NEPA). This guidance also is applicable to CERCLA remedial action programs under the Uranium Mill Tailings Radiation Control Act of 1978 and the Formerly Utilized Sites Remedial Action Program, where DOE is the designated lead. The primary objectives of this guidance document are as follows: acclimate DOE staff to a changing culture that emphasizes the importance of public participation activities; provide direction on implementing these public participation activities; and, provide consistent guidance for all DOE Field Offices and facilities. The purpose of this document is to provide guidance on conducting effective public participation activities for environmental restoration activities under CERCLA; RCRA corrective actions under sections 3004(u), 3004(v), and 3008(h); and NEPA public participation activities.

    Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As one of HPwES's local sponsors, Austin Energy's HPwES program offers a complete home energy analysis and a list of recommendations for efficiency improvements, along with cost estimates. To determine the benefits of this program, the National Renewable Energy Laboratory (NREL) collaborated with the Pacific Northwest National Laboratory (PNNL) to conduct a statistical analysis using energy consumption data of HPwES homes provided by Austin Energy. This report provides preliminary estimates of average savings per home from the HPwES Loan Program for the period 1998 through 2006. The results from this preliminary analysis suggest that the HPwES program sponsored by Austin Energy had a very significant impact on reducing average cooling electricity for participating households. Overall, average savings were in the range of 25%-35%, and appear to be robust under various criteria for the number of households included in the analysis.

    The literature on impact assessment (HIA) registers the importance of stakeholder participation in the assessment process, but still lacks a model for engaging stakeholders of diverse ethnic, professional and sectorial backgrounds. This paper suggests that the multicultural approach can contribute to HIA through a revision of the generic 5-step HIA model, and its implementation in a metropolitan plan in Southern Israel. The health issue scoped by the stakeholders in the HIA is related to land uses in the vicinity of the national hazardous industry and hazardous waste site. The stakeholders were representatives of the diverse populations at stake, including rural Bedouins and Jewish city dwellers, as well as representatives from the public sector, private sector, non-governmental organizations and academia. The case study revealed that a multicultural stakeholder participation process helps to uncover health issues known to the community which were not addressed in the original plan, and provides local knowledge regarding health conditions that is especially valuable when scientific data is uncertain or absent. It enables diverse stakeholders to prioritize the health issues that will be assessed. The case study also reveals ways in which the model needs revisions and improvements such as in recruitment of diverse participants. This paper presents a multicultural model of HIA and discusses some of the challenges that are faced when HIA is implemented in the context of current decision-making culture. -- Highlights: • We revised the generic HIA model in light of the multicultural approach. • We tested the model in a case study of zoning a hazardous industry site. • Multicultural stakeholder participation uncovers health issues known to communities. • It enables community prioritization of health issues. • We present a model for multicultural stakeholder participation in HIA.

    As an ongoing part of the collaborative efforts between the Cooperative Monitoring Center (CMC) at Sandia National Laboratories, the United States Arms Control and Disarmament Agency (ACDA), and U.S. Department of Energy (DOE), staff from the CMC served as faculty in conducting a workshop in Shanghai, China. Sponsor of the workshop was the Regional Centre for Strategic Studies (RCSS) based in Colombo, Sri Lanka. The workshop included participants from throughout South Asia and China. The CMC presented four sessions related to the role of monitoring technologies in promoting regional security and building confidence among nations. Participation in these workshops supports U.S. efforts to further regional cooperation and promote arms control, nonproliferation and other cooperative securily measures and supplements efforts funded by DOE and ACDA over the past four years. The RCSS Shanghai meeting permitted a continued CMC involvement in regionally conducted training for anew generation of leaders in government, the military, and academia throughout South Asia and China. Nuclear issues are clearly a dominant South Asian concern since the nuclear tests of May 1998. However, there remains a strong interest in identifying opportunities for increased trade and reduced tensions in other areas. The RCSS and other regional organizations are enthusiastic about continued CMC involvement in future regional courses.

After witnessing the tremendous destructive power of the atomic bomb, J. Robert Oppenheimer declared “I have become death”. Still topically relevant a quarter of a century since its release, Director Jon Else’s documentary uses interviews, archival footage, and narration to reveal the internal landscape of the man whose leadership at Los Alamos, New Mexico, defined the rise of the Manhattan Project and the beginning of the Atomic Age. The Day After Trinity traces the unexpected path of Oppenheimer’s career - from his formation of the Los Alamos colony and the first successful atomic bomb detonation at the Trinity test site in 1945, to his final years spent branded as a security risk and excluded from the atomic energy research he pioneered due to his opposition to the development of the Hydrogen bomb.

    As is true for current-day commercial power plants, a reliable and economic fuel supply is essential for the viability of future Inertial Fusion Energy (IFE) [Energy From Inertial Fusion, edited by W. J. Hogan (International Atomic Energy Agency, Vienna, 1995)] power plants. While IFE power plants will utilize deuterium-tritium (DT) bred in-house as the fusion fuel, the 'target' is the vehicle by which the fuel is delivered to the reaction chamber. Thus the cost of the target becomes a critical issue in regard to fuel cost. Typically six targets per second, or about 500 000/day are required for a nominal 1000 MW(e) power plant. The electricity value within a typical target is about $3, allocating 10% for fuel cost gives only 30 cents per target as-delivered to the chamber center. Complicating this economic goal, the target supply has many significant technical challenge - fabricating the precision fuel-containing capsule, filling it with DT, cooling it to cryogenic temperatures, layering the DT into a uniform layer, characterizing the finished product, accelerating it to high velocity for injection into the chamber, and tracking the target to steer the driver beams to meet it with micron-precision at the chamber center.

    The primary goal of the Oregon Screens Project was to implement 20 replacement screens projects in the John Day sub-basin and any projects identified in the Umatilla and Walla Walla sub-basins. A secondary goal is to complete a passage project, if one is identified, in any of the above sub-basins. Mid-Columbia ESU listed steelhead and USF&W listed bull trout inhabit these sub-basins and are present at most locations, along with a variety of resident fish species. We also provide assistance to our Enterprise Screen Shop, in the Grande Ronde/Imnaha sub-basins, if needed.     With spiraling energy demand and flat energy supply, there is a need to extend the life of older nuclear reactors. This sometimes requires that existing systems be evaluated to present day seismic codes. Older reactors built in the 1960s and early 1970s often used fabricated piping components that were code compliant during their initial construction time period, but are outside the standard parameters of present-day piping codes. There are several approaches available to the analyst in evaluating these non-standard components to modern codes. The simplest approach is to use the flexibility factors and stress indices for similar standard components with the assumption that the non-standard component’s flexibility factors and stress indices will be very similar. This approach can require significant engineering judgment. A more rational approach available in Section III of the ASME Boiler and Pressure Vessel Code, which is the subject of this paper, involves calculation of flexibility factors using finite element analysis of the non-standard component. Such analysis allows modeling of geometric and material nonlinearities. Flexibility factors based on these analyses are sensitive to the load magnitudes used in their calculation, load magnitudes that need to be consistent with those produced by the linear system analyses where the flexibility factors are applied. This can lead to iteration, since the magnitude of the loads produced by the linear system analysis depend on the magnitude of the flexibility factors. After the loading applied to the nonstandard component finite element model has been matched to loads produced by the associated linear system model, the component finite element model can then be used to evaluate the performance of the component under the loads with the nonlinear analysis provisions of the Code, should the load levels lead to calculated stresses in excess of Allowable stresses. This paper details the application of component-level finite element modeling to account for geometric and material nonlinear component behavior in a linear elastic piping system model. Note that this technique can be applied to the analysis of B31 piping systems.

    Groundwater at the Connecticut Yankee Atomic Power Company (CYAPCO) Haddam Neck Plant (HNP) requires investigation of both radionuclides and chemical constituents in order to achieve closure. Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    This project is necessary to insure that replacement of fish screening devices and fishways meet current NMFS design criteria for the protection of all salmonid life stages. The mission of the fish passage program in Northeast Oregon is to protect and enhance fish populations by assisting private landowners, public landowners, irrigation districts and others by maintaining fish screening devices and fishways. These facilities reduce or eliminate fish loss associated with irrigation withdrawals, and as a result insure fish populations are maintained for enjoyment by present and future generations. Assistance is provided through state and federal programs. This can range from basic technical advice to detailed construction, fabrication and maintenance of screening and passage facilities. John Day screens personnel identified 50 sites for fish screen replacement, and one fish passage project. These sites are located in critical spawning, rearing and migration areas for spring chinook, summer steelhead and bull trout. All projects were designed and implemented to meet current NMFS criteria. It is necessary to have a large number of sites identified due to changes in weather, landowner cooperation and access issues that come up as we try and implement our goal of 21 completed projects.

    Miscellaneous Electric Loads (MELs) have proliferated in the last decade, and comprise an increasing share of building energy consumption. Because of the diversity of MELs and our lack of understanding about how people use them, large-scale data collection is needed to inform meaningful energy reduction strategies. Traditional methods of data collection, however, usually incur high labor and metering equipment expenses. As an alternative, this paper investigates the feasibility of crowdsourcing data collection to satisfy at least part of the data collection needs with acceptable accuracy. This study assessed the reliability and accuracy of crowdsourced data, by recruiting over 20 volunteers (from the 2012 Lawrence Berkeley Lab, Open House event) to test our crowdsourcing protocol. The protocol asked volunteers to perform the following tasks for three test products with increasing complexity - record power meter and product characteristics, identify all power settings available, and report the measured power. Based on our collected data and analysis, we concluded that volunteers performed reasonably well for devices with functionalities with which they are familiar, and might not produce highly accurate field measurements for complex devices. Accuracy will likely improve when participants are measuring the power used by devices in their home which they know how to operate, by providing more specific instructions including instructional videos. When integrated with existing programs such as the Home Energy Saver tool, crowdsourcing data collection from individual homeowners has the potential to generate a substantial amount of information about MELs energy use in homes.

We assessed the reliability and accuracy of crowd-sourced data by recruiting 18 volunteers and testing our crowdsourcing protocol. The protocol asked volunteers to perform measurement tasks for three MELs devices of increasing complexity 1) record power meter and MELs product characteristics, 2) identify and measure all power modes available, and 3) report the measured power. Volunteers performed reasonably well for devices with functionalities with which they were familiar, but many could not correctly identify all available power modes in complex devices. Accuracy may improve when participants measure the power used by familiar devices in their home, or by providing more specific instructions, e.g. videos. Furthermore, crowdsourcing data collection from individual homeowners has the potential to generate valuable information about MELs energy use in homes when integrated with existing programs such as Home Energy Saver and Building America.

    This research is investigating stakeholder attitudes about the use of bioremediation technologies with the objective of reducing conflict among stakeholders. The research protocol includes four closely related components. First, we are testing a framework for stakeholder participation that prescribes appropriate stakeholder involvement strategies based on stakeholders trust of the other parties involved in technology deployment decision-making. Second, we are assessing conflict among stakeholders regarding the acceptability of in situ bioremediation as a means to reduce risks posed by radionuclides and metals in the environment. Third, we are assessing the role that awareness of risk exposure plays in the willingness of stakeholders to engage in problem-solving and making risk tradeoffs. Fourth, we are assessing the potential of using the results of these first three components to forge consensus among stakeholders regarding the use and oversight of bioremediation technologies and stakeholder involvement in the decision process. This poster presents preliminary results of a Q methodological survey of stakeholders who are familiar with radionuclide and heavy metal contamination and DOE efforts to remediate that contamination at Los Alamos, Oak Ridge and Hanford reservations. The Q study allows the research team to diagnose conflict among stakeholders and discover opportunities for consensus.

    This report presents the results from a multi-agency cooperative environmental surveillance study. of the study looked at sediment from the pools upstream from dams on the Columbia River that are downstream from Hanford Site operations. The radiological and chemical conditions existing in the upper-level sediment found in the pools upstream from McNary Dam, John Day Dam, The Dalles Lock and Dam, and Bonneville Dam were evaluated. This study also evaluated beach sediment where available. Water samples were collected at McNary Dam to further evaluate potential Hanford contaminants in the lower Columbia River. Samples were analyzed for radionuclides, chemicals, and physical parameters. Results from this study were compared to background values from sediment and water samples collect from the pool upstream of Priest Rapids Dam (upstream of the Hanford Site) by the Hanford Site Surface Environmental Surveillance Project.

    The participation of communities in the process of environmental decision-making in Nigeria and the Niger Delta region in particular is a relatively new process. There are many practical problems ranging from financial support, methods used and the willingness of identified stakeholders to participate. This paper seeks to highlight recent developments in community participation and environmental decision-making in the Niger Delta, using the EIA Decree of 1992 as a reference point. The EIA Decree of 1992 is the only legislation that refers to participation of the communities when environmental decisions are being made. The study reported here aimed to examine differences and similarities between the identified stakeholders interviewed in the research, in order to highlight areas of improvement that will encourage positive changes to the process and foster better relations between the stakeholders. The paper provides a brief background to community participation in the Niger Delta region and reports on the research approach adopted. Interviews with stakeholders in the EIA process were undertaken to provide a better understanding of public participation in practice under the EIA Decree. While participation was found to be now firmly on the agenda, there is still much to do to engender greater awareness of EIA and the potential benefits participation can hold.
