    1995-10-31

The Tank Waste Remedation System (TWRS) Risk Management List and it`s subset of critical risks, the Critical Risk Management List, provide a tool to senior RL and WHC management (Level-1 and -2) to manage programmatic risks that may significantly impact the TWRS program. The programmatic risks include cost, schedule, and performance risks. Performance risk includes technical risk, supportability risk (such as maintainability and availability), and external risk (i.e., beyond program control, for example, changes in regulations). The risk information includes a description, its impacts, as evaluation of the likelihood, consequences and risk value, possible mitigating actions, and responsible RL and WHC managers. The issues that typically form the basis for the risks are presented in a separate table and the affected functions are provided on the management lists.

  7. Tabled Execution in Scheme

    SciTech Connect (OSTI)

    Willcock, J J; Lumsdaine, A; Quinlan, D J

    2008-08-19

Tabled execution is a generalization of memorization developed by the logic programming community. It not only saves results from tabled predicates, but also stores the set of currently active calls to them; tabled execution can thus provide meaningful semantics for programs that seemingly contain infinite recursions with the same arguments. In logic programming, tabled execution is used for many purposes, both for improving the efficiency of programs, and making tasks simpler and more direct to express than with normal logic programs. However, tabled execution is only infrequently applied in mainstream functional languages such as Scheme. We demonstrate an elegant implementation of tabled execution in Scheme, using a mix of continuation-passing style and mutable data. We also show the use of tabled execution in Scheme for a problem in formal language and automata theory, demonstrating that tabled execution can be a valuable tool for Scheme users.

    SciTech Connect (OSTI)

    Lavender, J.C.; Roe, N.A.

    1995-04-13

This analysis assigns preliminary safety class (SC) designations to major systems and structures associated with the Multi-Function Waste Tank Facility (MWTF) project in accordance with the Multi-Function QAPP, W-236A (Hall 1994). Also included are SC assignments for those subsystems and major components of the major systems discussed in this document (see Appendices A and B). Component safety classifications have been completed through inspection (using engineering judgement) for simple systems, and through use of logic models (i.e., fault trees) for complicated systems. This analysis is intended to augment the SC systems list supplied in Chapter 9 of the MWTF Preliminary Safety Analysis Report (WHC 1994). Whereas WHC (1994) only addresses select systems, this analysis addresses the SC ramifications of all MWTF systems and structures as identified in the Title 1 design media. This document provides additional analyses of the system safety classifications assignments, and classifies systems not addressed in WHC (1994). This analysis specifically describes the safety functions) that must be performed by each MWTF system.

  20. Radioactive Elements in the Standard Atomic Weights Table.

    SciTech Connect (OSTI)

    Holden,N.E.

    2007-08-04

In the 1949 Report of the Atomic Weights Commission, a series of new elements were added to the Atomic Weights Table. Since these elements had been produced in the laboratory and were not discovered in nature, the atomic weight value of these artificial products would depend upon the production method. Since atomic weight is a property of an element as it occurs in nature, it would be incorrect to assign an atomic weight value to that element. As a result of that discussion, the Commission decided to provide only the mass number of the most stable (or longest-lived) known isotope as the number to be associated with these entries in the Atomic Weights Table. As a function of time, the mass number associated with various elements has changed as longer-lived isotopes of a particular element has been found in nature, or as improved half-life values of an element's isotopes might cause a shift in the longest-lived isotope from one mass to another. In the 1957 Report of the Atomic Weights Commission, it was decided to discontinue the listing of the mass number in the Atomic Weights Table on the grounds that the kind of information supplied by the mass number is inconsistent with the primary purpose of the Table, i.e., to provide accurate values of 'these constants' for use in various chemical calculations. In addition to the Table of Atomic Weights, the Commission included an auxiliary Table of Radioactive Elements for the first time, where the entry would be the isotope of that element which was the most stable, i.e., the one with the longest known half-life. In their 1973 Report, the Commission noted that the users of the main Table of Atomic Weights were dissatisfied with the omission of values for some elements in that Table and it was decided to reintroduce the mass number for the radioactive elements into the main Table. In their 1983 Report, the Commission decided that radioactive elements were considered to lack a characteristic terrestrial isotopic composition, from which an atomic weight value could be calculated to five or more figure accuracy, without prior knowledge of the sample involved. These elements were again listed in the Atomic Weights Table with no further information, i.e., with no mass number or atomic weight value.

  7. World Oils`s 1995 coiled tubing tables

    SciTech Connect (OSTI)

    1995-03-01

Increasingly in demand in almost every aspect of today`s E and P market because of flexibility, versatility and economy, coiled tubing is being used for a variety of drilling, completion and production operations that previously required conventional jointed pipe, workover and snubbing units, or rotary drilling rigs. For 1995 the popular coiled tubing tables have been reformatted, expanded and improved to give industry engineering and field personnel additional, more specific selection, operational and installation information. Traditional specifications and dimensions have been augmented by addition of calculated performance properties for downhole workover and well servicing applications. For the first time the authors are presenting this information as a stand-alone feature, separate from conventional jointed tubing connection design tables, which are published annually in the January issue. With almost seven times as much usable data as previous listings, the authors hope that their new coiled tubing tables are even more practical and useful to their readers.

For the elements, which have no stable characteristic terrestrial isotopic composition, the data on the half-lives and the relative atomic masses for the nuclides of interest for those elements have been evaluated. The values of the half-lives with their uncertainties are listed in the table. The uncertainties are given for the last digit quoted of the half-life and are given in parentheses. A half-life entry for the Table having a value and an uncertainty of 7 {+-} 3 is listed in the half-life column as 7 (3). The criteria to include data in this Table, is to be the same as it has been for over sixty years. It is the same criteria, which are used for all data that are evaluated for inclusion in the Standard Table of Atomic Weights. If a report of data is published in a peer-reviewed journal, that data is evaluated and considered for inclusion in the appropriate table of the biennial report of the Atomic Weights Commission. As better data becomes available in the future, the information that is contained in either of the Tables of Standard Atomic Weights or in the Table of Radioactive Elements may be modified. It should be noted that the appearance of any datum in the Table of the Radioactive Elements is merely for the purposes of calculating an atomic mass value for any sample of a radioactive material, which might have a variety of isotopic compositions and it has no implication as to the priority for claiming discovery of a given element and is not intended to. The atomic mass values have been taken primarily from the 2003 Atomic Mass Table. Mass values for those radioisotopes that do not appear in the 2003 Atomic mass Table have been taken from preliminary data of the Atomic Mass Data Center. Most of the quoted half-lives.

In September 1989, a Memorandum of Agreement among DOE offices regarding the environmental management of DOE facilities was signed by appropriate Assistant Secretaries and Directors. This Memorandum of Agreement established the criteria for EM line responsibility. It stated that EM would be responsible for all DOE facilities, operations, or sites (1) that have been assigned to DOE for environmental restoration and serve or will serve no future production need; (2) that are used for the storage, treatment, or disposal of hazardous, radioactive, and mixed hazardous waste materials that have been properly characterized, packaged, and labelled, but are not used for production; (3) that have been formally transferred to EM by another DOE office for the purpose of environmental restoration and the eventual return to service as a DOE production facility; or (4) that are used exclusively for long-term storage of DOE waste material and are not actively used for production, with the exception of facilities, operations, or sites under the direction of the DOE Office of Civilian Radioactive Waste Management. As part of the implementation of the Memorandum of Agreement, Field Offices within DOE submitted their listings of facilities, systems, operation, and sites for which EM would have line responsibility. It is intended that EM facility listings will be revised on a yearly basis so that managers at all levels will have a valid reference for the planning, programming, budgeting and execution of EM activities.

The Table of Tables' application system captures in a set of SYBASE tables the basic design specification for a database schema. Specification of tables, columns (including the related defaults and rules for the stored values) and keys is provided. The feature which makes this application specifically useful for SYBASE is the ability to automatically generate SYBASE triggers. A description field is provided for each database object. Based on the data stored, SQL scripts for creating complete schema including the tables, their defaults and rules, their indexes, and their SYBASE triggers, are written by TOT. Insert, update and delete triggers are generated from TOT to guarantee integrity of data relations when tables are connected by single column foreign keys. The application is written in SYBASE's APT-SQL and includes a forms based data entry system. Using the features of TOT we can create a complete database schema for which the data integrity specified by our design is guaranteed by the SYBASE triggers generated by TOT. 3 refs.

Brief Description:TableBuster enables Telelogic DOORS users to export tables with split merged cells from Microsoft Word into DOORS. Practical Application: Users of Telelogic DOORS will be more easily able to track and manage requirements that are initally defined in Microsoft Word tables containing split or merged cells. Method of Solution: TableSplitter contains two procedures. The Setup subroutine unlinks all Word fields in the active Word document. It next counts all the tables in the documentmore » and then calls the SplitCells subroutine. SplitCells splits the appropriate cells for each table, so a n row by m column table actually has n by m cells that DOORS can import.« less

The purpose of this Handbook is to establish general training program guidelines for training personnel in developing training for operation, maintenance, and technical support personnel at Department of Energy (DOE) nuclear facilities. TTJA is not the only method of job analysis; however, when conducted properly TTJA can be cost effective, efficient, and self-validating, and represents an effective method of defining job requirements. The table-top job analysis is suggested in the DOE Training Accreditation Program manuals as an acceptable alternative to traditional methods of analyzing job requirements. DOE 5480-20A strongly endorses and recommends it as the preferred method for analyzing jobs for positions addressed by the Order.

In this study, Ocean Sampling Day was initiated by the EU-funded Micro B3 (Marine Microbial Biodiversity, Bioinformatics, Biotechnology) project to obtain a snapshot of the marine microbial biodiversity and function of the world’s oceans. It is a simultaneous global mega-sequencing campaign aiming to generate the largest standardized microbial data set in a single day. This will be achievable only through the coordinated efforts of an Ocean Sampling Day Consortium, supportive partnerships and networks between sites. This commentary outlines the establishment, function and aims of the Consortium and describes our vision for a sustainable study of marine microbial communities and their embedded functional traits.

This commentary outlines the establishment, function and aims of the Consortium and describes our vision for a sustainable study of marine microbial communities and theirmore » embedded functional traits.« less

  1. States Celebrate National Weatherization Day

    Broader source: Energy.gov [DOE]

With winter approaching, our office recently joined states and the District of Columbia in recognizing National Weatherization Day on October 30. It’s a day set aside to honor government, private, and nonprofit advocates responsible for upgrading energy efficiency in thousands of American homes. We’re proud to recognize weatherization professionals working to ensure that every American has a safe, efficient structure that’s comfortable in every season. Weatherization saves money for families, improves health and safety for home occupants, supports thousands of jobs, and reduces carbon pollution.

The primary goal of the Oregon Screens Project was to implement 20 replacement screens projects in the John Day sub-basin and any projects identified in the Umatilla and Walla Walla sub-basins. A secondary goal is to complete a passage project, if one is identified, in any of the above sub-basins. Mid-Columbia ESU listed steelhead and USF&W listed bull trout inhabit these sub-basins and are present at most locations, along with a variety of resident fish species. We also provide assistance to our Enterprise Screen Shop, in the Grande Ronde/Imnaha sub-basins, if needed. All projects were designed and implemented under current National Marine Fisheries Service screening and passage criteria.

  3. State-owned companies dominate list of largest non-U. S. producers

    SciTech Connect (OSTI)

    Beck, R.J.; Williamson, M.

    1994-09-05

Because state-owned oil and gas companies dominate Oil and Gas Journal's list of largest non-US producers, data aren't fully comparable with those of the OGJ300. Many state companies report only production and reserves, with little or no financial data. Companies on the OGJ100, therefore, cannot be ranked by assets or revenues. Instead, they are listed by regions, based on location of corporate headquarters. There was no change in makeup of the top 20 holders of crude oil reserves. These companies' reserves totaled 872.3 billion bbl in 1993. The top 20 non-US companies now control 87.3 % of total world crude oil reserves, according to OGJ estimates. This is up marginally from 87.2 % of total world oil reserves in 1992. The top 20 had 87.7 % of total world reserves in 1991 and 85.5 % in 1990. The table lists company name, total assets, revenues, net income, capital and exploratory expenditures, worldwide oil production, gas production, oil and gas reserves worldwide.

On September 23, 1988, the US Environmental Protection Agency (EPA) published a notice clarifying interim status requirements for the management of radioactive mixed waste thereby subjecting the Idaho National Engineering Laboratory (INEL) and other applicable Department of Energy (DOE) sites to regulation under the Resource Conservation and Recovery Act (RCRA). Therefore, the DOE was required to submit a Part A Permit application for each treatment, storage, and disposal (TSD) unit within the INEL, defining the waste codes and processes to be regulated under RCRA. The September 1990 revised Part A Permit application, that was approved by the State of Idaho identified 101 potential acute and toxic hazardous waste codes (F-, P-, and U- listed wastes according to 40 CFR 261.31 and 40 CFR 261.33) for some TSD units at the Idaho Chemical Processing Plant. Most of these waste were assumed to have been introduced into the High-level Liquid Waste TSD units via laboratory drains connected to the Process Equipment Waste (PEW) evaporator (PEW system). At that time, a detailed and systematic evaluation of hazardous chemical use and disposal practices had not been conducted to determine if F-, P-, or Unlisted waste had been disposed to the PEW system. The purpose of this investigation was to perform a systematic and detailed evaluation of the use and disposal of the 101 F-, P-, and Unlisted chemicals found in the approved September 1990 Part A Permit application. This investigation was aimed at determining which listed wastes, as defined in 40 CFR 261.31 (F-listed) and 261.33 (P & Unlisted) were discharged to the PEW system. Results of this investigation will be used to support revisions to the RCRA Part A Permit application.

    SciTech Connect (OSTI)

    Valenti, M.

    1995-05-01

Landfills reaching capacity, beaches fouled with trash, neighborhood residents protesting waste disposal sites in their backyards, and municipalities forced to recycle. Sound familiar? These issues might have been taken from today`s headlines, but they were also problems facing mechanical engineers a century ago. Conditions such as these were what led engineers to design the first incinerators for reducing the volume of municipal garbage, as well as for producing heat and electricity. The paper discusses these early days.

Etched into the history of our Nation are the stories of women who fought for the America they knew was possible — a country where all are truly treated equally and have access to the ballot box, regardless of gender. It took generations of fearless women who organized and advocated to secure women’s right to vote, and on Women’s Equality Day, we honor these courageous heroes, celebrate how far we have come in the decades since, and acknowledge the work still left to be done.
